PREFACE
We give our best efforts for the purpose to give full support to the countrywide mobilization
within the context of preparation for 100th Honorable Anniversary of Foundation of our
Republic and to take steps for carrying Konya to a more specific position in 2023. The resource
of our power constituted of utmost accord between the public, private sector institutions
and non-governmental organization in our province and their ambition for corporation and
consensual philosophy. Thanks to these opportunities, we can effectively use our current
resources, potential and Dynamics of our region in order to provide rapid, healthy, rational
and sustainable development of our province.
Undoubtedly Konya is a shining star in the center of Anatolia with its diversity of economic
activities, strong and rapidly growing economy.
Konya is one of the leading centers and opportunity in the fields of industry thanks to its
young and qualified labour force, its strategic geographical position located in the middle
of a huge market, rich natural resources, its energy potential, strong industry structure,
vast lands for investors, strong social capital and communication, incentives, support and
exemptions for industrial investment.
Basic crafts have shown development since Seljukians in Konya where there have been
significant improvements in industrial area in recent years.Organized industrial zones,
special industrial zones and small industrial sites those provide appropriate investment
and production conditions for investors have a significant share in this development. In
Konya, enterprises operating in the manufacturing sector are established in 9 organized
industrial zones, 39 small industrial sites and 14 special industrial zones and have significant
contributions to economies of Konya and Turkey. Besides 2 OIZ established in the provincial
center, OIZs are established in the districts of Akşehir, Beyşehir, Çumra, Ereğli, Kulu,
Karapınar and Seydişehir. OIZs are established on a total of 3.500 ha surface area and employ
37.000 employees in total. Furthermore, 2.526 enterprises are active in 14 special industrial
zones established in 528 ha and employ 33.000 employees in total.

Sectorial variety and number of workplaces of industrial
enterprises in Konya are remarkable. Machinery, casting,
food, shoemaking industries constituted primarily by
automotive supply parts industry, agricultural machineries,
milling machineries, flour milling machineries and metal
processing machineries with rubber and plastic products,
furniture, textile-garments, salt, aluminium, marble are
among the leading industrial products.
5 universities of Konya have significant contributions on
the industrial development of the province. Furthermore,
Konya Technocity is active since 2004 and Konya Regional
Innovation Center is under construction process and both
centers constitute infrastructure facilities to increase
innovativeness capacities of competitive sectors. Another
issue that should be taken into consideration here is that
the first Science Center with TUBITAK supports is still under
construction process in Konya.
Konya will be energy base of Turkey in near future. Our
province has a significant potential in terms of renewable
energy sources as well as it has significant reserves for
conventional energy resources. In 2012, 60 million square
meters area in the Karapınar district was declared as
“Specialized Energy Industrial Zone” by the Cabinet. The
region is located on a productive zone in terms of solar
radiation, hence solar energy investors prefer the region
due to the characteristics of the region such that its lower
inclination, lowest precipitation rates and no altitude to
be able to create shadow.The Karapınar district has 1,832
billion ton lignite reserves appropriate to establishment of
thermal plant which is another advantage of the province.
All of these indicate that Konya will host energy investments
amounting ten billions dollars in a couple of years.
Here, in case of the whole guidance is properly examined in
addition to this summary, it will be understood that Konya
is appropriate for industrial sector investments. Besides,
“10 reasons to make industrial investments in Konya” is the
appendix part of the guidance and a kind of summary of it.

assigned to prepare the financed study in the context of
direct support professional training program of MEVKA,
personnel of the Konya Provincial Directorate of Science,
Industry and Technology and other contributors. Besides,

INTRODUCTION
The Investors Guide for Industrial Sector in the Province of
Konya is prepared by Mevlana Developmental Agency within
the scope of the Project No. 2011-33 “The Investors Guide for
Industrial Sector in the Province of Konya” supported within
the context of the 2011-Direct Operation Support Program and
implemented by the Provincial Directorate of Konya in Science,
Industry and Technology. Konya Teknokent Development and
Improvement Services Inc. is the service supplier of the project
and Konya Investment Guide in Industrial Sector is prepared by
the project team assigned by the Konya Teknokent.
The Investors Guide for Industrial Sector in the Province of
Konya is prepared to ensure that industrial potential and
industrial possibilities in Konya are used in the most effective
ways, to attract new agricultural investments into the region, to
increase industrial production and the level of employment, to
increase industrial revenue and export amount and as a result to
contribute to the socioeconomic development of Turkey. One of
primary purposes of this guide is to introduce lands available for
industrial investments with potential investors who will invest in
industrial sector within the provincial boundaries of Konya.
The Investors Guide for Industrial Sector in the Province of
Konya provides information in the following areas for potential
investors who are in the aim of industrial investment within the
provincial boundaries.

Population under 35 constitutes 60% of Konya’s population. This high rate of young population in Konya is a big advantage in terms
of labor force. People between the ages of 15-64 constitutes 66,01% of total population. 26,47% of Konya is between the ages of 0-14
and 7,51% is over the age of 65.

2. EDUCATION
The literacy rate in Konya is 92,31%.According to the ADNKS census in 2011 and based on 6+ age group, literacy rate of women is
91.46% and literacy rate of men is 96.71%. Overall literacy rate of the province outdistances the Turkish average (92.31%).

A total of 8,022 students in the faculties of
Engineering Universities in Konya, which operates the university years Vocational school
districts in the City Centers and 42,339 students.
Konya is one of the most significant education
and science centers of Turkey as the province
hosts a total of four universities where 2 of
them are state universities. These universities have a significant role to meet qualified
human capital requirement of the region as
well as contributing to the scientific and technological research with innovational activities
conducted in the region.
As being one of two state universities established in Konya, the Selçuk University, founded in 1975, is the first university of Konya. The
Selçuk University hosts 22 faculties, 6 institutes, 6 colleges, 23 vocational colleges, 1 state conservatory.
Selçuk University has more than 68.000 students and around 4.000 academic instructors and the university is ranked the 9th among
the state universities in Turkey by the number of international publications. Investors within the aim of investing in agricultural sector in Konya may have an opportunity to hire qualified technique personnel among the graduates from the faculties and colleges of
Selçuk University.
The Faculty of Agriculture, The Faculty of Veterinary and The Faculty of Engineering within the scope of Selçuk University are among
the most competent faculties of Turkey in their branches. Selçuk University is ranked as the 4th university among 125 universities
in Turkey in the branches of Agriculture-Environment according the list of “2011 University Ranking by Academic Performance” of
URAP Research Laboratory -established at Informatics Institute of Middle East Technical University.
Necmettin Erbakan University is a state university which was founded in 2010. The university hosts 10 faculties, 4 institutes and 2
colleges. The university has 1.182 academic personnel and the number of students is more than 13.415.
The Mevlana University was founded in 2009 and hosts 6 faculties, 3 institutes with Vocational School of Health Services. Today, the
university has 16 undergraduate, 4 graduate and 1 doctorate program. Almost 10% of university students are foreign students coming
from 22 different countries. 42% of domestic students and 50% of foreign students have scholarship. The number of academic personnel working at the university is 142 in total.
The Konya Chamber of Commerce Karatay University was founded in 2009 and the academic study offered by the Karatay University is provided by 4 faculties, 1 college and 2 institutes as well as the university’s academic life is flourishing in terms of the number
of faculties and other units.

3. EMPLOYMENT
24,8% of total employees are employed in the industrial sector in the Konya-Karaman region. Konya is one of the leading employment
centers in Turkey with its developed industrial and service infrastructure. Konya is the capital of small and medium sized enterprises
which enables production in various sectors.

Konya is one of the most developed provinces in Turkey in terms of innovational infrastructure. In recent years, a good working
innovational ecosystem has been constructed in the region. The businesses in the province are in a significant development process
to develop and design their own products and to create their globally known brands. Technopolis provinces, Selcuk University,
Advanced Technology Research Center, Konya regional innovation center, established Turkey’s first science center.
Technology use during the production is substantially above the country average in Konya, the province is ranked as the 5th province
in the trademark registration, 6th in the industrial design registration and 7th in the patent registration. A large number of patent
offices and patent lawyers are serving in Konya.
Konya is ranked as the 8th province in Turkey in terms of the number of industrial R&D projects offered to TUBITAK-TEYDEB.
Konya is included among the provinces with the highest number of projects supported by SANTEZ Industrial Thesis Program and
TEKNOGİRİŞİM Capital Support Program both implemented by the Ministry of Science, Industry and Technology.
Konya hosts 2 state universities and 2 foundation universities making the province as one of the most important science and
education centers of Turkey. The universities in Konya has a great role to meet the qualified human power demand of the region as
well as providing significant contributions to conduct scientific and technological research with innovation regarding activities in the
region. 4 universities in Konya almost have 93.450 students and 4.137 academic staffs in total.
Science Center
The Metropolitan Municipality of Konya founded the biggest Science Center of Turkey in the province of Konya within the scope of
the project implemented by collaborating with the institutions of Konya Chamber of Industry, The Directorate of Konya Organized
Industrial Zone, Selçuk University, Konya Provincial Special Administration, Konya Provincial Directorate of National Education
and Konya Governorship Culture and Tourism Directorate. The Scientific and Technological Research Council of Turkey – TUBITAK
provides technical and financial support to the Project.
Konya Science Center is established to create an information society in Turkey, increase the Turkish society’s interest to the science,
scientific thinking, and developing technology, especially science centers will be established with the vision to contribute of active
education and learning to develop young people’s knowledge, creativity and productivity skills and targeting all people particularly
pre-school children above 3, all teachers and students.
Konya Science Center is still under construction process and it is scheduled to be open in 2013. As being one of the biggest Science
Centers of Turkey, Konya Science Center will cost 62 million TL. Konya Science Center is located on a closed area in Konya Organized
Industrial Zone and of 99.347 m2 area it is established on an area of 26.248 m2 in total which is being built by the Metropolitan
Municipality of Konya. Exhibitions will be included in the center and the planning and delivery process of exhibitions is financed by

Konya hosts 20 State Hospitals in total, of them 1 is Training and Research Hospital, 1 is Maternal and Child Health as well as 5
Integrated Hospitals, 4 University Hospitals, 11 Private Hospitals where the province hosts 40 hospitals in total with 6.568 bed
capacity. Besides, there are 5 tuberculosis dispensaries, 5 maternal and infant health centers 2 Public Health Laboratories, 3 Oral and
Dental Health Centers (ODHC), 249 Health Houses, 59 Emergency Service Stations serving in Konya. There are 580 Family Practice
Units in 197 Family Health Centers.

The number of doctors in Konya is 3.558 in total, the number of people is 576 and 387 per doctor and per midwife- nurse,
respectively.
The number of doctors per one hundred thousand people is 173 and the number of midwife-nurse per one hundred
thousand people is 258.

6. TRANSPORTATION
6.1. Highway Transportation
Due to its geographical location, Konya is a passageway accommodating key highways between the northern and southern and
eastern and western provinces. The provincial centre of Konya has been a crucial centre of trade and accommodation throughout
the history thanks to its vital geographical situation.
Highways, through North, northeast, northwest, south, east and west directions connect the city center to the other cities. The
Konya-Afyon-Eskişehir/İzmir and Konya-Ereğli-Mersin/Adana, Konya-Karaman-Mersin-Adana, Konya-Seydişehir-Antalya highways
crossing on Konya are significant and link the southern and eastern southern Anatolia to Izmir, Eskişehir, Bursa, Aydın, Denizli and
Kütahya the highways of Konya-Ankara, Konya-Aksaray-Niğde/Nevşehir-Kayseri, Konya-Beyşehir-Isparta-Antalya are other routes
providing the connection between Konya and other provinces. The Konya-Seydişehir motorway is the shortest route linking Konya
and the whole Central Anatolia to the southern coasts.
The motorway network throughout the province sums 10,282 km which gives the province the biggest share in total highway
network of Turkey. The motorway network throughout the province is accounted for 1,419 km of state road, 1,632km of provincial
road and 8,043 km of rural road.

6.2. Railway Transportation
Konya has railway transportation besides highway transportation and the province accommodates a 590 km of railway network
within provincial boundaries as of 2012. Of the overall 9,594 km of railway network nationwide, Konya accounts for 6.1%. The province
of Konya has used railway transportation since 1898. Inbound and outbound railway transport in Konya is provided through AnkaraEskişehir High Speed Train Line, Central Anatolian Blue Train, İzmir Blue Train, the Taurus Express and the Karaman DMU Set.
The Konya-Ankara High Speed Line Project and the Konya-Eskişehir High Speed Line Project are milestones of Konya in railway
transportation which are successfully completed and started to operate. With the completion of these projects, the travel time
between Konya-Ankara decreases to 1 hour 40 minutes and between Konya-Eskişehir decreases to 1 hour 50 minutes. 212 km KonyaAnkara high speed line is a bridge between Konya and Ankara through 8 shuttles a day. Konya-Eskişehir high speed line makes 2
shuttles a day and it brings the followers of Mevlana with the followers of Yunus Emre together.
As of 2013, Konya-Istanbul high-speed line is planned to be completed.
In connection with high speed line between Konya-Ankara, high speed DMU set train lines between Karaman and Konya has started
to passenger transfer.
The conventional line between Konya-Ulukışla will be renewed as double line and this will start in 2013. The speed of train can reach
up to 200 km.
• New high speed line terminal is proposed to be built in Konya old wheat market, this project is coming to the end where socialization
studies still continue.
The following high speed railway lines still in the planning process will pass along the province of Konya:
• Ankara - Afyon - Uşak - İzmir (divaricates on Ankara-Konya line in Kocahacılı)
• Ankara - Konya - Antalya - Alanya
• İzmir - Afyon - Konya
• Kayseri - Kapadokya - Aksaray- Konya- Antalya- Alanya (touristic line)

6.3. Airway Transportation
Annual passenger capacity of the Konya International Airport is 2.000.000 passengers. Konya Airport has made progress in 5 years
period and above Turkey’s average in terms of both the amount of total freight and number of airplanes landing and taking off.
In 2012, number of passengers of Konya airport in domestic flights is 598.211 and 68.500 in international flights. There are daily
shuttle flights to Istanbul. Hence, thanks to transfer flights it is possible to reach any location both in Turkey and in the world.In
the summer period it’s also possible to directly fly from Konya to various European countries.

6.4.
Kayacık Logistics Center
In the logistics centers project conducted by the Turkish State Railways, the establishment of a logistics center in Konya Kayacık is
proposed.
Logistics centers are defined as specialized zones providing national and international transport services, warehousing, distribution
and all other services through different operators and transporters. As logistics centers provide warehousing and national and
international transport services in a combination of highway, railway, seaway and airway access, when necessary, and combined
means of transport, hosting the institutions to provide warehousing and other complementary services as well, importance of these
centers are increasing day by day.
In the context of the establishment of the Logistics Center (Konya-Kayacık) within the Investment Program of 2011, it is planned
to construct the area in a surface area of 1.000.000 square meter to provide warehousing and national and international transport
services in a combination of highway, railway, seaway and airway access, when necessary, and combined means of transport, hosting
the institutions to provide warehousing and other complementary services as well to have more effective and modern service and to
contribute to the regional trade, with the inauguration of the Konya-Kayacık Logistics Center, trade activities in Konya are expected
to be accelerated. Its socialization is completed and the project is on on-going process.
With the inauguration of the Konya-Kayacık Logistics Center, it is expected that Konya will become one of the significant logistics
centers in Turkey and many enterprises those have transport services in a combination of highway, railway, seaway and airway
access are expected to continue their activities in Konya.

located on Konya-Ankara Highway and 4 km far
away from the Konya Airport:

7.
NATURAL RESOURCES
7.1.
Mineral Resources
Mineral resources those have the potential to provide important contribution to Konya’s economy are lignite, marble, travertine,
granite type natural stones and bauxite.
7.1.1. Coal
Around 10% of total lignite reserves of Turkey is housed by Konya where significant lignite sites are located in the Beyşehir, Seydişehir,
Ilgın and Karapınar districts. With a total reserve amount of 1.832.000.000 tonnes, Karapınar hosts the highest lignite potential
among the districts. Average density of coal is 20 meters and its lower heating values is 1.375 kcal/kg.

Marble
Konya has rich marble reserves mined in economic ways. 40 million tons of marble and travertine reserves are estimated within the
Beyşehir district and the number of licensed quarries in the district is 16. Selçuklu, Meram, Yunak, Güneysınır and Yunak districts of
the province also have marble reserves.
Marble and travertine reserves in Beyşehir, Hüyük and Derebucak districts have been started to be mined after 2000s and those
reserves offer an important investment potential on natural stone mining. Marble and travertine blocs are mainly exported to the
USA and China. In the Beyşehir Organized Industrial Zone located in the Bayavşar town, the number of industrial organizations on
marble mining has rapidly increased. There are many marble quarries in the region to be mined in the future.
The marble called Akşehir Black is mined from the possible marble quarries of 36 million m3 in Akşehir and it is one of the most
significant marble resources in Konya. Sarayönü district has rich marble deposits and permo-carboniferous, grey, blackish grey and
light grey marble are extracted from these deposits.
7.1.3.
Other Minerals
Eti is the unique aluminum plant in Turkey located in Seydişehir. The plant uses bauxite deposits in the vicinity as raw materials to
produce aluminum. The province hosts 8 bauxite deposits mined as an aluminum source in the province. The Seydişehir region has
38 million ton bauxite reserves. In Konya-Doğanhisar, ceramic (bonding) clay deposit with 900 thousand tons of reserve is currently
being mined and also there is a kaolinite and bentonite site with 6.9 million tons of reserve in Sağlık, and a clay site with 2 million tons
of possible reserve in Ilgın. Furthermore, the Chromium-Magnesite Plant in the Meram district meets its raw material needs from the
50 million tons of probable possible magnesite reserve sites in the vicinity.
Also in the region, Akşehir and Beyşehir districts accommodate barite deposits with 3 million tons of partially-mined proved, and 30
million tons of possible reserves with Sarayönü, Sızma and Ladik mercury sites mined in the past.
Bozkır-Dutlu sites include 4,646 tons of probable asbestos reserves; Ilgın and Halkapınar accommodate 31.931.000 tons of probable
limestone reserves in total.
Sarayönü, Beyşehir and Kadınhanı have geological assets of 50.000.000 tons brick-tile reserves in good quality. Konya also hosts
Sarayönü, Sızma and Ladik mercury sites.
The potential areas to invest into the mining sector in the province of Konya: bauxite, marble, travertine, magnesite, limestone,
kaolinite, bentonite, clay, barite, pumice, andesite, basalt extraction and processing, lignite extraction, thermal power plant
operation, marble and travertine processing, sand-gravel extraction and processing.

8. CLIMATE
Conditions of continental climate are dominant in Konya, hence winters are cold and snowy whereas summers are hot and dry.
Continentality level increases through the eastern parts parallel to the increase in the height and it gets colder in winters. In general,
drought and steppe vegetation are characteristics of the region.According to the average values obtained from the meteorological
data of the districts, the humidity ratio is 59,5% and the average temperature is 11,4°C in Konya.Steppe vegetation is dominant in the
region.
The climate of Konya is enormously advantageous for production and warehousing facilities. The temperature difference between
night and day doesn’t exceed 7-8 centigrade degree. Since there is no severe climate change, production process doesn’t require
any changes and rotations.

9.1. Domestic Trade
Konya is one of the leading provinces for Turkish domestic trade. Konya has a significant trade potential among the provinces
located in the interior regions. Agricultural production, development of industrial activities, population potential has made Konya as
a significant market in terms of trade activities. As it is located in the middle of Turkey, trade with all the provinces of Turkey can be
easily performed.
With the inauguration of the Konya-Kayacık Logistics Centre, trade activities in Konya are expected to be accelerated. Trade is
principally concentrated in Selçuklu, Meram and Karatay districts located in the city centre, and trade sector is developed in major
districts of the province such as Akşehir, Ereğli and Seydişehir.
There are 22,000 businesses registered with the Chamber of Commerce in Konya and almost 11,265 of them are engaged in whole
trade and retail trade besides production and service activities.

The trend of foreign trade volume reveals that Konya scored a significant progress in its foreign trade volume particularly during
the 2002-2012 period, the foreign trade volume of Turkey grew by 3.3 folds whereas Konya boosted its foreign trade volume by 7
folds during the same period. As a matter of fact, Konya had a foreign trade volume of 292 million USD in 2002 which jumped to
2,430million USD in 2012.

11. AGRICULTURE
Konya is ranked as the first in the classification of provinces according to the size of surface area.
The most part of the arable land is used for field agriculture in Konya. There mainly exist medium and large sized agricultural companies
and average surface area per company is above the country average. Konya provides significant resources and opportunities for
agricultural activities. The region has appropriate ground, climate and ecological conditions to produce many agricultural products,
550.165ha of Konya’s arable land is irrigated and 728,829 ha land area in total is planned to be irrigated after the KOP completed. The
Ministry of Food, Agriculture and Livestock has significant supports for vegetable and animal based investment to be done in Konya.

Konya meets Turkey’s demand with the major production amounts of wheat, sugar beet, rye, bean, carrot and legume.
Konya is ranked as the first in the classification of provinces according to the size of surface area of 26,7 million decare in total.
Konya also is ranked as the first province according to the size of cultivated area and fallowed area. Konya is one ofTurkey’s major
livestock. Cityhas good locationat the country level in all branches of animal husbandry in general. Placea broad range of floor is
suitable for live stock place.Konya is ranked 1st for egg and milk production whereas it is ranked 2nd in terms of meat production.
Output value of the province’s farming activities in 2012 as YliTl 2.20 billionand 40% of the production value of the production of
animal products constitute 60% of the live stock production. Vast pastures and vegetative production zones, a developed cultivation
culture, a numerous number of milk and feed factories (61), sugar factories (4), slaughter houses (1277), meat packing facilities
(46) have positive contributions on livestock development. With the completion ofthe project within the scope of KOP Blue Tünel
province will increasethe presence of landin these areas,fodder cultivationis expected to provide significant improvements in
cattleto enter the alternation.
12. TOURISM
In Konya, there 23 certified hotels. 17 of these hotel in the city center whereas 6 of them are in the towns; Akşehir,Seydişehir,
Beyşehir, Ilgın and Ereğli. All of 5-stars and 4-stars hotels are located in the city center, in Selçuklu and in Karatay.
In Konya, there are 85 travelling agencies equipped with tourist operation certificate. Of them, 82 are involved in class A, and 3 in
Class B. There are 12 restaurants equipped with tourist certificate in the province. Of them, 5 are private restaurants, 4 are firstclass facilities, 1 is second-class facilities and 2 is a stopover.
In five and four-star hotels of Konya, high-quality tourism supply in the form of restaurant and travelling agency service is
concentrated in the city center. Since tourist operations in Konya are mainly driven by the Mevlana Museum and Rumi events,
tourist operations are mainly concentrated in the city center, as a result of which both the accommodation facilities and other nonaccommodation facilities offering catering, entertainment and similar services are primarily located in district centers.
The strengths of Konya for tourism are its location along the route to developed regions, its being the pivotal center of Mevlanaoriented faith tourism, and its wealth of an enriched history and cultural assets in favor of a great natural resource potential.

1. CURRENT SITUATION
Basic crafts have shown development since Seljukians in Konya where there have been significant improvements in industrial area in
recent years. 8 firms from Konya are included in the Top 500 Biggest Industry Organizations List in Turkey conducted by the Istanbul
Chamber of Industry (ISO) in 2011. Also, 16 firms from Konya are included in the second 500 Biggest Industry Organizations List.
Industrial and commercial activities are concentrated in the central districts of Selçuklu, Karatay and Meram and Akşehir, Beyşehir,
Çumra, Ereğli and Seydişehir districts have industrial institutions contributing the industrial production of the province. Konya is
the 6th province after Istanbul, Ankara, İzmir, Bursa and Antalya in terms of employment and the added value on Turkish economy.
4% of total industrial production in Turkey is performed in Konya through manufacturing sector businesses located in 9 Organized
Industrial Zones, Specialized Industrial Zones and 39 small industry sites.
Sectoral variety and number of workplaces of industrial enterprises in Konya are remarkable. Machinery, casting, food, shoemaking
industries constituted primarily by automotive supply parts industry, agricultural machineries, milling machineries, flour milling
machineries and metal processing machineries with rubber and plastic products, furniture, textile-garments, salt, aluminium, marble
are among the leading industrial products.
Organized industrial zones, special industrial zones and small industrial sites those provide appropriate investment and production
conditions for investors have a significant share in the industrial development of Konya.
Konya First Organized Industrial Zone is established on 134 ha surface area with 165 firms in 1976. Konya Organized Industrial Zone
still continues to extend and there are 2.043 ha surface area with 520 firms, on the other side Organized Industrial Zones in the
districts of Akşehir, Beyşehir, Çumra, Ereğli, Kulu, Karapınar and Seydişehir have been established. There are 70 active firms in these
organized industrial zones, parcel distribution and constructions continue. OIZs are established on a total of 3.466 ha surface area
and employ 36.245 employees in total.
2.526 enterprises are active in 14 special industrial zones established in 528 ha and employ 32.365 employees in total.
On the other hand, there are 6800 enterprises with 15010 employees in 39 small industrial sites constructed to meet the requirements
of SMEs.
Konya is ranked as the 5th province in terms of contributing industrial production.
The chamber of industry and chamber of commerce in the provincial center; chamber of industry and trade, commodity exchange
market, the directorate of union of chamber of merchants and craftsmen in the districts offer proposals to to inform the Ministries
for professional activities within professional morality and unity, organize training programs to raise industrial awareness among
industrialists, inform the industrialist for regulations, management, international fairs and development of international trade, etc.

industry. Automotive industry in the province is a leading sector depending on the factors such that flexible production with competitive costs, export experience, qualified work force, flexible working hours, etc

Main Industry
Türk Motor Sanayi ve Ticaret Anonim Şirketi (TÜMOSAN) operates in the automotive industry in Konya. TÜMOSAN realizes
diesel engine and tractor production. Diesel engines manufactured by TÜMOSAN are used by customers in Turkey and abroad
for manufacturing tractor, generator, automotive and cleaning equipment and marine vehicles. Production plants of the firm are
established on a land of 1.600.000 m2 with 93.000 m2 covered area. TÜMOSAN has the capacity of producing 75.000 diesel engines
and 45.000 tractors and the company has been ranked as the 185th amongst 500 List of Istanbul Chamber of Industry in 2011 which
includes first 500 industry organizations of Turkey.

The automotive subsidiary industry started in small businesses with the production of various parts, especially vehicle bodies and
production of automotive spare parts. It gained pace with the development of TÜMOSAN. The fact that TÜMOSAN became active
has contributions to the improvements in the automotive spare part industry in Konya. In the manufacturing of automotive spare
parts in Konya became a significant base heavily addressing the aftermarket.
The most important engine valve, engine piston, cylinder liner, crank, gear and gasket factories of Turkey are located in Konya.
Next to the mentioned products in the sector, the following spare parts and accessories are also produced in Konya: manifold
and complete axle parts and production, trailer production, automotive heater and equipment, brakes and parts, hydraulic pump,
hydraulic and pneumatic systems, suspension parts, safety parts, automotive glass, seats, moulding and forged parts and others.
Automotive supply industry is ranked as the 2nd in Konya’s exports in 2012 with a share of 23.06%.
The automotive spare parts industry in Konya is a locomotive, leading the region in exports. Konya automotive spare parts industry

A major portion of the products of the automotive spare parts sub sector is exported to the countries in the European Union in
particular, as well as to the South America, North and South Africa, the Middle East, Turkish Republics and to the Far East. According
to the industry database, there are 251 firms with 4.201 employees in the sub sector.
Konya Chamber of Industry supports automotive spare parts industry firms through significant and high value added projects such
that Regional Innovation Center, Automotive Industry Clustering and UR-GE Projects.

2.2. Machinery Sector
Konya is among the cities in which machinery manufacturing industry is concentrated. Konya hosts companies mainly concentrated on the production of agricultural machineries, milling machineries, bakery machines and equipment and metal processing equipment. Leader firms in these areas
are located in Konya. These firms have significant positions in global market besides market leadership in Turkey.
According to the industry database in 2012, the share of machinery manufacturing sector in whole manufacturing sector is 19,03% and it is 20,36% in
total employment.
The share of machinery manufacturing industry in Konya’s export continuously increases and it ranks the first with an export share of 28,83% in 2012.

When we look at the statistics, Konya comes 1st in the number of combine harvester, fertilizer distributor machine, sowing machine
(seeder) and mobile milking machine whereas it comes 2nd in the number of tractor, plough and water pump.
2.2.2. Milling Machines
A major portion of enterprises manufacturing milling machines in Konya is located in the provincial center. Milling machine
manufacturing has a significant share in Konya and it ranks as the first in the export of the province. 74 of the enterprises
manufacturing milling machinery have an export sum of 85.835.528 $ in 2012. When it is considered that the export amount of milling
machinery in Turkey is 208.814.520 $ in total, it is seen that Konya has a significant share of 41% in milling machinery exports.

Flour milling machine manufacturers in Konya rank as the second in the export of the province. 25 enterprises manufacturing flour
milling machineries have an export sum of 6.290.142$ in 2012. When it is considered that the export amount of this sector in Turkey is
26.037.795 $ in total, it is seen that Konya meets 24% of flour milling machinery exports.

2.3.
Food Industry
Food industry is one of the leading sectors in Konya manufacturing sector in terms of number of firms, employees and export
amount. Konya is Turkey’s leader in flour, salt and sugar production. Konya has the most significant and high capacity flour plants in
Turkey. There are four sugar factories in Konya. 65% of Turkey’s table salt demand is met by the Salt Lake.
Recent developments in industries of milk and milk products and sugar and sugar products have increased Konya’s share in this
sector and Konya becomes the biggest supply center.
All businesses operating in subsectors of foodstuff and beverage production in Konya produce in global standards and most of them
have certificates of ISO 9001, ISO 14001, OHSAS 18001, ISO 22000, HACPP and BRC.
In this sub-sector, there are 482 enterprises and 12.064 employees are employed in these enterprises registered to the TOBB
Industrial Database. The share of this sub-sector in manufacturing industry is 15.98% and 19.64% in terms of number of businesses.
2.3.1. Milk and Milk Products
Konya is among the first provinces in Turkey in the production of milk and milk products. 60% of produced milk is used to produce
white cheese. 25% of milk is used to produce yoghurt, butter and milk powder; 15% of milk is used to produce cheddar. The biggest
shares in the production belong to cheese (White cheese, cheddar, brynza and processed cheese) and yoghurt (cup and strained
yoghurt).

This sector has clustering tendency in Konya. Producers mostly meet their demands for machinery, equipment, spare parts and
maintenance services within the province and they sell 68% of their products within the provincial boundaries. Enterprises of this
sector has high export ratio with 40% share value.
All of the milk powder producers export their products. In this sub-sector, there are 49 enterprises and 2.115 employees are employed

2.3.2. Flour
Konya is one of the leading provinces in Turkey in the flour production industry. In 2011, flour production firms in Konya constitute
10% of food production enterprises in Konya and 5,1% of total employment in food industry in Konya. The share of flour production
sector in manufacturing industry is 1,6% and 1% in terms of number of businesses and employment, respectively.

There are four sugar factories in Konya named as Konya, Çumra, Ereğli and Ilgın. These factories cover almost 34% of Turkey’s total
sugar production.

Daily pasta production capacity of Konya is 210 tonnes, in other words 420 thousand packages. It is exported to 80 countries in total

Fabrıcated Metal Product Manufacturıng Industry
There are many industrial firms with a high market share in Turkey manufacturing various kitchen equipments, industrial type
refrigerators, warehouse and shelf systems, home equipments, heating stove with equipments, heating boilers, solar energy
collectors, LPG tanks, garbage containers, fuel oil tank, autogas transformation systems, connectors and shotgun.
In this sub-sector, there are about 382 enterprises and 6.876 employees are employed in these enterprises registered to the TOBB
Industrial Database.The share of this sub-sector in manufacturing industry is 12.66% and 11.19% in terms of number of businesses and

2.5. Castıng Industry
Konya is one of the major production centers in the foundry industry with sphere, cast iron, steel foundry and aluminum casting.
25% of total foundries in Turkey is located in Konya. According to the industrial registration data, Konya is one of the most important
centers by meeting the 18% of the total cast production of Turkey with 350 companies in the casting and 170 thousand ton production
capacity. The casting sector in Konya promptly develops through recent investments where product variety and quality continuously
improve as well.
2.6. Rubber And Plastic Production Industry
Konya is one of the leading regions in manufacturing of plastic building materials. Konya hosts 2 nationwide firms and some small
producers manufacturing PVC doors and window profiles.
Konya hosts plastic packaging material producer firms leading Turkish market. There exist a numerous number of firms producing
plastic irrigation system equipment and plastic irrigation pipes in Konya.

2.8. Shoemakıng
In the shoemaking industry, daily production capacity is 100 thousand pair on average and it is about 30 million pair shoes per
year. Product variety in this sector has increased in recent years, 60% of this constitutes merdane, %10 is filet, 25% is zenne and 5% is
mest. Besides shoe production, the Konya shoe industry is capable of manufacturing all parts needed for the production process.
Furthermore, shoe machine production is also being realized in Konya.
AYKENT industrial site is located in Konya in which shoe manufacturers, counters and wholesalers and various side enterprises have
been clustered
Konya hosts one of the few numbered vocational high schools in Turkey in footwear education and footwear design department in
Meram Atatürk Anatolian Vocational High School gives education for 12 years. Footwear Design Department was founded within the
scope of Selçuk University Technical Sciences Vocational High School and has graduates for six years.

Number of businesses in textiles and garments manufacturing sub-sector in Konya is on a rapidly increasing trend. There are many

Konya has an important potential in manufacturing of wood and wooden products and the province hosts many industrial firms
producing furnitures, office and store furnitures, kitchen furnitures, wooden door and window systems, laminate and soft flooring,
wooden building items, timber, floor board, panel and wooden parquet.
There are many large scale firms producing both office and home furnitures with a high market share in the furniture industrial sector
in Turkey. Furniture is included in top 10 export products of Konya and it has 2% share in Konya’s total export amount.
In this sub-sector, there are 67 enterprises and 1.474 employees are employed in these enterprises registered to the TOBB Industrial

2.12. Defense Industry
Konya has a great potential in terms of defense industry which should be promoted in Konya. The province has a potential to
produce spare parts for defense industry and to be a defense base with its strategic position and SMEs operating in various areas.
TUMOSAN and ITU signed an agreement on national tank engine development. In case of this Project is completed, Konya will be
a significant base for defense industry.
TUMOSAN manufactures tractors with 10 different diesel engines under 22 main models.
By means of the engineering organization present at the factory structure, it performs modernization and development activities
regarding the produced engines and tractors.
Sub-industry companies producing for TÜMOSAN are located in Konya, Bursa, Ankara, İzmir, Balıkesir and Kayseri in Turkey and
Germany, Italy, Belgium, Denmark, Iran and India abroad.
Around 70 enterprises located in Konya provides products for TUMOSAN, 40% of parts is met through industry of Konya.
Konya’s competitiveness superiority is due to its sophisticated and flexible industry, its vast sectoral investment infrastructure for
investments with bigger production capacity and its export potential. Konya can be regarded as the luckiest province of Turkey in
terms of its land potential.
It has a huge advantage with its flat terrain for potential investments of big factories and different sectors. Furthermore, Konya is
amongst those provinces with the lowest risk of earthquake.
Due to its advantageous geographical position, Konya is seen as the most appropriate location by Turkish Air Force to construct a
base to launch domestic satellite in the name of keeping Turkey’s interest in space.
Faculty of Aeronautics and Space Sciences at Necmettin Erbakan University is ready to educate labour force for the Civil Aviation
Vocational High School that will be established in Ereğli and this faculty constitutes the educational infrastructure for defence
industry.
As the Undersecreteriat of the Defense Industry explained that they will focus on domestic production, current potential of Konya’s
industry can be directed through this area.
The following three sectors have potential in terms of defence industry in Konya:
• Automotive Industry,
• Machine Manufacturing Industry,
• Casting Industry.
Konya has the capacity to produce engine, spare parts, machinery and casting manufacturing required by the defence industry in its
automotive main and supply industry, machinery industry and casting industry.
2.13. Leading Manufacturing Industries In The Districts Of Konya
Beyşehir
Textile and garments sector, weapon and gun manufacturing, medical tools and equipments as well as dentures used in the medicine
and dentistry are the leading production areas in the district.
Guns manufactured in Huğlu and Üzümlü towns of Beyşehir are globally known. Weapon production in the region has started
with the ateliers located in cooperatives in 1960s. These ateliers have started to be institutionalized by 1990s and have significant
developments in terms of technological infrastructure and production. Today, there exist 3 production cooperatives, 137 enterprises
and 17 private companies producing weapon and gun in the region and 70% of gun demand in Turkey is met by these enterprises.
They have a 30.000 gun production capacity in a month and monthly produce 5.000 guns and employ 1500 employees. The region

is exported guns to many countries particularly to the EU countries and the USA. Enterprises are mainly used CNC frames in
the production process and they use high technology. Most of enterprises have TSE and ISO 9001 certificates. The region has a
significant human capital potential experienced in gun production. The region offers significant opportunities in terms of spare
parts and qualified human capital for the investors who will invest in defense industry. Besides, industrial enterprises in the region
alternatively produce medical equipment and dentures. This is an important opportunity for the potential investors who will invest
Beyşehir has rich mining reserves, and besides rich lignite and barite reserves Beyşehir has chrome and marble reserves, tile, roof tile
and ceramics soil industrial raw materials as well. The andesit stone is extracted from various quarries in the district and known as
“Beyşehir Andesite Stone”. in biomedical area.
Ereğli
The district is a significant production center in the sub sector of milk and milk products. Ereğli is ranked the first with 17% of the daily
milk production in total.
The district hosts Ereğli Sugar Plant. Fruit juice and feed production, meat processing, textile and garments production facilities,
manufacturing of agricultural equipment and machinery, are important production facilities established in the district. The district
particularly has a big potential in the white cherry production
There exists gypsum, selestine, magnesite, limestone and travertine reserves in the district.
Akşehir
Fruit and vegetable processing, fruit juice production, manufacturing of amylum and amylum products, milk and milk products,
sugar and sugar products, coffee and tea processing, manufacturing of spices, sauce, vinegar and other flavor substances are the
leading sectors in the district in foodstuff and beverage production. The district is located in the outskirts of Taurus and with the late
Agroecological characteristics of the district, the fruit production capacity is so high.
Other industrial enterprises in the district operate in machinery manufacturing, automotive spare parts, ready-mixed concrete, brick
and building materials, metal processing machines as well as plastic and electrical home suppliers, bags, heating stoves, cooling and
air-conditioning equipments, sweeper and brush and furniture and chemical materials.
Seydişehir
The district is rich in terms of mining and hard coal, bauxite, chrome, marble and travertine and pumice as well as ornament and
building mines are extracted in the district.
The most important investment in the district is Eti Aluminum Inc. as the unique aluminum plant in Turkey. Seydibey Integrated
Agricultural Products Processing Plant holds 25% of the Turkish market share in the production of frozen finger potato and this plant
will start to produce potato amylum. Textile and garments, furniture, plastic and chemical materials and electrical equipments are
leading manufacturing items in the district. The Seydişehir Organized Industrial Zone is expecting potential investors from outside
the province to use the opportunities in the district.
Cihanbeyli
The district hosts many salt plants processing the salt extracted from the Yavsan Saltpan as well as lime stone and travertine quarries.
Sodium sulphate and potassium sulphate are extracted from Tersishan (Tersakan) and Acı Lakes to be used in glass manufacturing,
leather and paper industries and chemical industry. There are production plants for feed, milk and milk and products and concrete
products in the district.
Ilgın
Lignite is extracted from Haramiköy and Kurugöl Lignite sites located within the district boundaries. Ilgın Sugar Plant is the most
important industrial enterprise in the district. There are enterprises operating on meat processing and protection, manufacturing of
milled cereals and vegetables as well as sugar manufacturing. Flour and feed industry is developed in the region and also production
of ready-concrete, artificial sweetener, brick and plastic production are realized in the district.
Sarayönü
The leading industrial facility in the district is the window and siding profiles manufacturing facility. Meat processing and protection
factory and flour and feed production are the leading production activities in the district. There are many flour and feed producing
plants as well as textile manufacturers included in Sarayönü.
Çumra
High agricultural production potential in the district provides important opportunities for the foundation of agricultural industrial
facilities. It is expected that there will be significant developments in agricultural production and agricultural based industrial
production in the district after the completion of the KOP Project. The district offers important investment opportunities in medical
and aromatic vegetables produced in the region.
The Çumra Organized Industrial Zone is expecting potential investors from outside the province to use the opportunities in the
district. Çumra Sugar Plant is the biggest industrial enterprise in the district. The plant manufactures crystal sugar, cube sugar, liquid
sugar, chocolate products, malt and bioethanol. Flour and feed, paper bag plants are other industrial facilities established in the
region.

Karapınar
The Karapınar district is an attractive region in terms of high investment potential on electricity production from solar energy with
higher solar radiation values and longer sunshine duration. The lands in the Karapınar Specialized Energy Industrial Zone -established
in 2012- will be assigned to the investors with the aim of establishing solar or wind energy plant, thermal plant or natural gas transfer
plant. Almost an 8 billion Euro energy production investment is expected to be done in the region. The vacant places in Karapınar
OIZ are planned to be used to produce materials and equipments for solar energy and thermal plants. Agricultural manufacturing
industry is the leading sector in the district and there are enterprises manufacturing on meat and meat processing, flour, feed, milk
and milk products, automotive, agricultural machineries, trailer, hydraulic parts and equipments.
Available lignite reserves in the Karapınar region is another important fact attracting the investors on energy field. The Karapınar
district has 1,83 billion ton lignite reserves with an average calorie of 1375(Kcal/kg).
Kulu
The district has stone, chrome, andesite, manganese and iron mines as well as limestone and sand quarries; some of them still
operate.
The Kulu Organized Industrial Zone is 130 km away from Ankara and provides significant opportunities by offering incentive
advantages, cheap labour force and cheap land for potential investors in Ankara. The leading sectors in the district are manufacturing
of garments and production of concrete materials for building purposes as well as flour and feed production. The district has
limestone, iron, manganese, chrome mines as well as andesite, stone and sand quarries, of these quarries some of them still operate.
Kadınhanı
The district hosts a limestone quarry, brick, tile clay quarry and a milk processing plant.
Derebucak
The district has bauxite and olivine reserves. The Kızıldağ Region located in the Çamlık town in the district hosts the biggest “olivine
dunite” reserves in the world which have proved reserve sufficient to meet 1000 year demand of Turkey.
Hüyük
The district hosts rich barite, limestone and clay reserves in the vicinity of Çavuş Town and Değirmenaltı Village. There exist brick
clay quarries in the district as well as barite/barium sulphate production to produce chemical fertilizer production, water products
processing, flour and brick production facilities are also included.
Bozkır
The district has slate stone with marble and travertine quarries. The district is famous for sesame and tahini helva based on locally
produced sesame. There are tahini mills and helva producing ateliers in the district.
Halkapınar
There exists a small scale limestone quarry, a magnesite quarry and a chrome quarry in the district.
Tuzlukçu
Limestone, marble, chalk and calcite are extracted in the district. The marble extracted from the district is known as “Akşehir Black”.
Yunak
There exist sand and gravel, pit and basalt quarries, coal and marble quarries as well as magnesite (appropriate for decorative
furnitures and economic) and sepiolite (in knot type) quarries in the district.
Doğanhisar
The district is rich in terms of brick, tile clay, quartzite, ceramic clay, kaoline and has a brick tile quarry, a clay quarry and a dolomite
quarry. Aluminum, barite and iron are also extracted in the district and it hosts an iron ore quarry and an aluminum plant.
Güneysınır
Marble and travertine as well as manganese are extracted from the district. The district hosts small scale enterprises manufacturing
agricultural machines and flour plants.
Hadim
The fruit production capacity is very high due to the agroecological characteristics of the district and also has the capacity for late
manufacturing potential. The region offers important opportunities for potential investors who want to produce value added products
from the fruits in the region. The district hosts enterprises on mining and quarrying activities and ready-concrete manufacturing.
Akören
There exists marble, limestone and bentonite mines with marble and limestone quarries in the district. Flour and feed plants are
located in the district.
Emirgazi
The district is under the scope of Salt Lake Natural Gas Underground Project and has lead, zinc and tin reserves as well.

(Alkim, Eti, Kombassan, Ereğli Şeker, Konya Şeker, Ilgın Şeker, Aslım Enerji, Selva Gıda). The Çumra Thermal Power Plant is currently
in the investment stage and shall be put into operation as a autoproducer plant. Due to its geographical location, Konya is between
the transmission lines of Central Anatolia and Çukurova. Therefore, the province has clean energy. This clean energy allows investors
to independently establish long lasting automation systems.
After the modernization of TEİAŞ (Turkish Electricity Transmission Company) transmission lines, Konya transformer stations use 4
separate lines. This means there will be no energy cut which will minimize black start units of industrialists. Each branch of existing
clean energy plant will assure production efficiency and product quality. According to the data given by Meram Electricity Distribution
Co., the number of subscribers is 943 thousand 404 in 2011 which increases to 969 thousand 551 for the period of January-November
2012. Electricity consumption increases from 3 billion 126 million kilowatt hour in total in 2011 to 3 billion 247 million kilowatt hour for
the period of January-November 2012.

Gaznet Natural Gas Distribution Corporation is the legal entity to carry out activities of natural gas distribution within the boundaries
of the Konya Metropolitan Municipality since 31 October 2004. Natural gas is transferred to Konya from Aksaray through main
transmission pipeline. Two subsidiary pipelines to Seydişehir and Karaman connect those districts to Konya. Konya Izmir Natural
Gas Transmission Line will provide connection with the Eastern Anatolia Natural Gas Main Transmission Line to transport the natural
gas throughout Bulgaria to the provinces in the South part and South Eastern Anatolia. Konya-Izmir Natural Gas Transmission Line is
passing through Ilgın and Akşehir districts.
Salt Lake Underground Natural Gas Storage Facility executed to provide opportunity to store 1 billion cubic meter of natural gas
per year shall be completed in 2018. Turkey shall have more natural gas stock against a shortage in the natural gas delivery with the
accomplishment of the project.
It is possible to have continuous natural gas supply on a fixed pressure in the province. It is seen that gas pressure is constant in the
provincial network.

According to the data obtained from Gaznet Natural Gas Distribution Corporation, the highest natural gas consumption in industrial
sector in 2011 has realized in food and beverages industry. Food industry constitutes one fifth of total gas consumption with an amount
of 9.2 million squares in total. Food industry is followed by tile industry and construction sector, respectively. Gas consumption of the
top three sector constitute 60.6% of industrial gas consumption in total.

2.14.2. Potential Energy Resources to Invest
2.14.2.1. Karapınar Coal Mine and Thermal Plant Project
The Karapınar district has 1,8 billion ton lignite reserves with an average calorie of 1350 (Kcal/kg).
EUAS proposes the establishment of 4331 MW thermal power plant through Karapınar lignite coal reserves within proven 30 years
of mine depletion period.
After thermal plants opened and opencast mines started to work, the Karapınar district will become an energy center and an energy
production center with 5000 employees at minimum.

2.14.2.2. Solar Energy
The Konya-Karapınar district stands out as one of the regions of Turkey boasting most significant potential for solar energy investments. Annual sunshine value in Karapınar is around 2.100 kWh/m2.
In 2012, 60.000.000 square meters of area that has been declared as Karapınar Industrial Zone Specialized in Energy.The lands in the
Karapınar Specialized Energy Industrial Zone will be assigned to the investors with the aim of establishing solar or wind energy plant,
thermal plant or natural gas transfer plant. In the evaluations of the investors for solar power plant investments, we see that there
are also factors like the land’s availability for agriculture and the distance between the plant and energy transmission lines besides
the solar energy potential of the region. At this point, our region gets the edge on because it is one of the rare regions which provide
all of these criteria. According to the calculations, the installed capacity of region’s potential for solar power plants is 4000 MW.
The Ministry of Energy and Natural Resources address power generation from solar energy subject to a capacity limitation of 600
MW. Total of 27 regions have been granted by the investment permit and distributed the production amounts. And of them, Konya
holds the maximum number of permits with a total of 13 substation centers and 92 MW out of total investment capacity of 600 MW.
Investments for solar-powered electricity generation plants in Karapınar will lead to the need of investment materials and equipment
in huge amounts.
Major industries those will be developed in Konya and Karapınar with the establishment of solar-powered electricity generation
plants in Karapınar are:

Invertor, installation equipment, network transition elements and cable and equipment sectors,

Solar plant installation, operation, maintenance/repair engineering services industry,

Konya Chamber of Industry and its partners within the context of MEVKA’s guided Project support and it will support the sector
within the scope of renewable energy technologies unit

2.14.2.3. Wind Power
According to the Maps presenting the Areas Suitable to Erect Wind Power Plant by Provinces in 2010 by General Directorate of
Electric Power Resources Survey and Development Administration. Konya Sites available for the utilization of wind power in Konya
have been identified as the provincial centre, Seydişehir, Derebucak, Akşehir, Doğanhisar and Taşkent districts. The establishment of
Wind Power Plants within the Seydişehir- Ardıçlı and Çumra-Alibeyhüyüğü regions is work in progress.
According to calculations, potential area available for the erection of a Wind Power Plant (WPP) is 372 km2 and total potential
installed power is 1,860 MW.

2.14.2.4. Shale gas
According to the drillings conducted by the Mineral Research and Exploration Institute, 8 billion ton oil shale potential source reserves have been indicated in Konya-Ereğli Mine and Niğde-Boron Basins with similar geologic characteristics of Wyoming Basin in the
USA. According to the calculations, it is proposed that rocks those are able to generate oil and gas when heated can generate oil
between the amounts of 2.6 billion barrels to 8.3 billion barrels. Researches are ongoing on national and international basis which
makes the region desirable in terms of energy.
2.14.2.5. Biogas
German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (NMU) and Ministry of Environment and City
Planning are project partners in the Turkish Biogas Potential Report.
In this report, according to the provincial statistics, provinces with higher biogas potential in terms of agricultural substrates (manure,
cereal straws, energy plants in fallowed areas, tomato wastes, sugar beet leaves) are determined.
The provinces with the highest theoretical biogas potential from agricultural wastes are: Konya, Sivas, Ankara, Şanlıurfa, Yozgat,
Kayseri, Çorum, Eskisehir, Erzurum. The provinces with higher technical biogas potential are defined as: Konya, Sivas, Ankara, Yozgat,
Balıkesir, Bolu, Kayseri, Çorum, Sakarya and Şanlıurfa.
Provinces that have the highest technical biogas potential from animal wastes are Bolu, Balıkesir, Sakarya, Izmir, Manisa, Konya and
Afyon. The provinces with the highest theoretical biogas potential of cereal straw are Konya, Şanlıurfa, Ankara and Adana. Konya has
the highest biogas potential in sugar beet leaves (27,5%) and energy plant (19%) in fallowed areas.
2.14.2.6. Natural Gas Transfer Plant
Natural gas is cheaper and environmental friendly compared with other energy resources and its usage as a primary energy source
in Turkey continuously increases. The use of natural gas combined transfer plants in electricity production in Turkey is rapidly
increasing due to their high productivity and short production period. Natural gas transfer plants have lower installation costs and
shorter production periods compared with the thermal, nuclear and hydroelectric plants which use other fossil fuels. Besides higher
productivity and power, these plants also appropriate for flexible conditions, easily applied, easily adaptable for full load and flexible
load and even able to work with high productivity capacity in flexible situations. On the other hand, as the limit values of harmful
material emissions are taken into lowest levels, natural gas transfer plants are in favour.
A 328.005 MW instalment capacity natural gas transfer plant is planned to be establish by Konya Organized Industrial Zone. This plant
will generate 1.269.504.779 KWh electricity per annum. The generated electricity power will be used to meet electricity demand of
Konya Organized Industrial Zone. This Project is significant to solve the possible future problems in energy supply in Konya.

As seen on the map above, main natural transmission lines connecting eastern-western line in Turkey is passing through Konya.
Therefore, natural gas can be obtained continuously with constant pressure. Hence, Konya has an advantageous position to establish
new natural gas transfer plants. Also, today Konya does not generate significant electricity production. Natural gas transfer plants
will contribute in terms of supply guarantee.
2.15. Sub-Sector Clusterıngs
Clustering studies in Konya have started in the year of 2006-2007 with the determination of Clustering Potential in Konya Industrial
Region, and after the studies conducted clustering potential for 12 industries has been defined. The automotive supply industry is
leading in terms of its value add in the region as well as its export ratio and it has potential value, hence clustering activities have
primarily started in this area in 2008.
Clustering contributes both for Konya Industry and enables similar activities in the region which leads clustering activities to start
also in the following areas: casting, shoemaking, agricultural machinery, milk and milk products and tourism.
2.15.1. Automotive Supply Industry Cluster
It is seen that automotive supply industry in Konya virtually displays clusters. Therefore,”
Cluster Potential in Konya Industrial Regions and An Empirical Study” Project has been started
through the Konya Chamber of Industry.
General objectives of the Konya Automotive Supply Industry Cluster are; development and
improvement of automotive spare parts and components, promoting innovation and R&D,
achievement of quality assurance standards, providing cost efficiency and supply chain
productivity.
Clustering studies in Konya have started in 2008 with 12 enterprises.
Today, there are 74 enterprises within this cluster.
After Market is a significant zone in Automotive Supply Industry in Konya. Cluster vision is to increase the cooperation with main
industries.
2.15.2. Agricultural Machinery Cluster
Konya Agricultural Machinery Cluster studies have been suggested in the 2023 Konya Vision Report by Mevlana Development Agency
in 2011. A preliminary analysis of the clustering studies for agricultural machineries, milk and milk products and tourism sector.
As a result of this report, clustering studies have started to be conducted under the guidance of the Mevlana Development Agency
in 2012.
Agricultural Machinery Clustering Association has been established to conduct cluster studies more effectively. Konya Chamber of
Commerce has assigned an office to the use of this association within the building. The association has 40 members.

2.15.3. Casting Cluster
Clustering activities in this sector have started in 2010 together with its association process.
There are 26 member companies. Education, environment and waste, strategic cooperation
with R&D and Innovation work commissions have been constituted within the cluster.
Main objective of this cluster is; to maintain the regional competitiveness and strengthen the
collaboration both in national and international market, develop trust-based relationship among
the enterprises operating in this sector, provide infrastructural studies to ensure national and international cooperation.
There are enterprises in different scales in casting cluster; hence they have opportunity to work together in the clustering process.
2.15.4. Shoe-Making Cluster
Selçuk University Faculty of Economics and Administrative Sciences is the owner of the project
where Konya Chamber of Industry, Lamcı Shoemaker, Konya Chamber of Shoemakers, Padova
University-Italy, Tsunami-Ireland are partners of this project.
Cluster activities are performed through Shoemakers Education, Culture and Social Cooperation
Association. The number of potential cluster members is assumed as 41.

3.2. Karapınar Specialized Energy Industrial Zone
Karapınar Specialized Energy Industrial Zone was founded on two separate zones with a surface area of 59.586.876 m2.The Karapınar
district is an attractive region in terms of high investment potential on electricity production from solar energy with higher solar
radiation values and longer sunshine duration. Available lignite reserves in the Karapınar region is another important fact attracting
the investors on energy field. The lands in the Karapınar Specialized Energy Industrial Zone will be assigned to the investors with the
aim of establishing solar or wind energy plant, thermal plant or natural gas transfer plant. The installed capacity of region’s potential
for solar power plants is 4000 MW.

III. INCENTIVE AND SUPPORTS

1. INVESTMENT INCENTIVE SYSTEM
Konya is in the 2nd zone according to the investment incentive system. Investments in Konya benefit from general, regional, large
scale and strategic investment incentive schemes according to the minimum fixed investment amount, rate and period determined
for the 2nd zone.
1.1.
General Investment Incentive Scheme
Regardless of in which Region an investment is made all projects which meet conditions of specific capacity and the following
minimum fixed investment amount of 1.000.000 TL will be supported within the frame of this scheme can benefit from;
» VAT exemption
» Customs duty exemption
1.2.
Regional Investment Incentive Scheme
If investments in the sectors to be supported in Konya meet the condition of minimum fixed investment amount, then they can
benefit from the following incentives summarized on the following Table.
1-For the objectives of establishing regional incentive practices and investment basins as well as supporting clustering, investments
for clustering and R&D have been defined as investments to be made in Organized Industrial Zones, investments based in sectoral
collaboration will be eligible to subsidies applicable to an intermediate lower region in terms of tax relief subsidy and the employer’s
contribution to the insurance premium subsidy. A clustering and R&D investment to be made in Konya will be subject to ratios and
periods applicable to the 3rd Region in terms of tax relief subsidy and employer’s contribution to the insurance premium subsidy.
2- Priority investments to be made in Konya will be eligible to subsidies applicable to the 5th region.

3. REAL ESTATE ACQUISITION BY FOREIGN INVESTORS IN TURKEY

Acquisition of immovables by companies incorporated abroad (having legal personality) is realized in accordance with the Land
Registry Law No. 6302 (amending article 35 and 36 of the Land Registry Law) and regarding on the laws and regulations to implement
these articles.
Konya is the largest city in Turkey in terms of area. The province has many real estates to be acquired by foreign investors. Treasury
real assets of 28.581.018 m2 -3233 of them is constructed- and 8.540.608.910 m2 -146.112 of them is unconstructed- are available to be
used by demanders within the context of the regarding Law.

4. BODIES AND INSTITUTIONS SUPPORTING INVESTORS
T.C. PRIME MINISTRY INVESTIMENT SUPPORT AND PROMOTION AGENCY OF REPUBLIC
Turkey Prime Ministry Investment Support and Promotion Agency (ISPAT) is the unique official institution to promote Turkey’s
investment climate and assists investors.
MEVLANA DEVELOPMENT AGENCY
Mevlana Development Agency is one of the agencies those can conduct Project Proposal in its establishment year of 2009. Today,
453 Projects have received supports within the scope of 12 programs in Konya. These projects received a fund amount of 43 million
TL in total and this amount increases to 80 million TL through co-financing and contributing to the development of Konya.
In 2009, Small-Scale Infrastructure and Rural Development Financial Support Programs received 10 million support budget. As a
result of examination and evaluation, 4.5 million support amount is provided for 29 projects with the aim of rural development of
the region. Similarly, 1.8 million support is provided for 9 projects under the Small-Scale Infrastructure Financial Support Program.
In 2010, 65 projects in 15 different sectors (Machinery Production, Automotive, Agricultural Machinery, Tourism, Chemistry,
Renewable Energy Sources, Food, Medical Devices, Service Industries) received 12.903.442,15 TL support under the scope of
Economic Development Financial Support Program with 15 million support budget. The agreement was signed on March 2011 and
the application period of these projects is coming to the end.
In 2010, 55 projects (disadvantaged groups, family, environment, art, etc.) received 3.540.000 TL support under the scope of Social
Development Financial Support Program with 5 million support budget.
Within the scope of direct support program in 2011, 28 areas those have impotance and able to have an impact for huge investment
decisions have been supported whereas 80 applicant owners have been supported to establish research, feasibility, training, lobbying
and corporate capacity through technical support program. Besides, 10.2 million support is provided for 49 projects including R&D
Innovation, Innovativeness and Middle Advanced Technology to increase competitiveness power of economic enterprises within
the scope of Financial Support Programs in 2011. On the other side, 2.2 million support is provided for 25 projects through Rural
Development Financial Support Program in 2011.
On the other hand, the Konya Regional Innovation Center is planned to be implemented under the frame of “Guided Project Support
Program for 2011” and an agreement was signed between application owner and his partners to establish Cluster Coordination Center,
Renewable Energy Technologies Center, Breeding Center, Design and Project Center, Professional Qualification Center, UniversityIndustry Cooperation Center and Application Labs in Konya Regional Innovation Center. There are two stages in the selection and
evaluation of these projects. First stage is Preliminary Examination Process and Independent Evaluation for administrative controls
and the next stage is Technical and Financial Evaluation Process for Evaluation Committee, General Secretariat and Approval of
Board of Directors. After passing through these processes, a project is independently evaluated and allocation is realized according
to the project rankings. SMEs have significant share in these supported projects. The agency has given 26 million TL fund for 133
projects with 55 million budget until now, these projects are mostly innovative and innovativeness, R&D activities, value added with
high employment rates in general and mainly covering machinery manufacturing industry, automotive supply industry, agriculture,
food, environment industry.
KOSGEB KONYA SERVICE CENTRE MANAGEMENT
Small and Medium Enterprises Development Organization (KOSGEB) was founded to increase SME’s share and efficiency, their
competitive power and positions to meet economic and social demands of Turkey, to realize industrial integration proper to
economic developments and in accordance with this mission KOSGEB provides various supports for potential investors to extend
entrepreneurship for solving problems in economic development and employment as well as for the establishment of new
enterprises.
Entrepreneurship Program is designed for the newly established enterprises those are provided with the KOSGEB supports including
the establishment process.
The R&D Innovation and Industrial Implementation Support Program was designed for developing SMEs and entrepreneurs
possessing new ideas/inventions on new products, for providing information and/ or services to facilitate the production and
commercialization processes and for supporting innovative activities of SMEs producing prototypes with the supports of KOSGEB or
other public enterprises (TUBITAK, TTGV, Techno entrepreneurship capital etc. )

SELÇUK UNIVERSITY TECHOLOGY DEVELOPMMENT ZONE
The relationship among public and private sector institutions and universities in Konya has significantly developed after the
establishment of Konya Technocity. Selçuk University’s Technology Development Zone (Konya Technocity) offers significant
opportunities and supports to investors conducting investment on R&D activities, science and technology in Konya.
In 2012, the number of companies conducting R&D and software developing activities is 97. In 2012, Technocity hosts 207 R&D personnel
with 137 on-going R&D projects and of them 11 projects have been completed.Also in 2012, the number of projects conducted with the
supports of the Ministry of Science, Industry and Technology is 44. Companies conducting R&D, software and technology developing
activities in Konya have an access to cheaper human capital compared to the provinces such as Istanbul and Ankara.
The priority is given at R&D activities in the fields of Information Technologies, Agro-Technology, Biotechnology, Design Technologies,
Environment and Energy Industries and Defense Industry in the Selçuk University’s Technology Development Zone.
SELÇUK UNIVERSITY ADVANCED TECHNOLOGY RESEARCH AND APPLICATION CENTER (İLTEK)
There are four sub-research and application units in Research Center which are Advanced Technological Materials, Biotechnology,
Mechatronics and Measurement-Analysis. SEM (Scanning Electron Microscope), AFM (Atomic Force Microscope), NMR (Nuclear
Magnetic Resonance), ICP-MS (Inductively Coupled Plasma- Mass Spectrometer), GPC (Gel Permeation Chromatography), ESR
(Electron Spin Resonance), Dental Laser systems are active in the center. Liquid nitrogen production facility is also active and meets
liquid nitrogen demand of universities with private and public enterprises in Konya.
The major goal of Advanced Technology Research and Application Center is to provide research, analysis and education platform
containing advanced modern laboratory equipment to be used in research projects of university, industry, public and private
corporations.
Advanced Technology Research and Application Center continuously conducts its studies with 4 FP7 Projects, 6 TUBITAK projects,
around 30 full-time researches, almost 30 SCI publications a year.
THE COORDINATORSHIP OF KONYA FOR AGRICULTURE AND RURAL DEVELOPMENT
SUPPORT INSTITUTION
It is established to carry out the activities concerning the implementation of rural development programmes so as to cover the
resources provided from European Union and other international institutions, under the framework of the principles and objectives
projected in the national development plan, program and strategies.
Until today, this organization has supported 23 projects amounting to 23.674.219 TL (public support is 11.917.096 TL) in total.
KONYA ABIGEM A.Ş.
Konya ABIGEM has been established as an EU Project through the EU fund in 2007.
Konya ABİGEM has established partnerships with TOBB, Konya Chamber of Commerce, Konya Directorate of Organized Industrial
Zones and Konya Chamber of Commerce Education and Health Foundation. It operates in two locations as its head office is located
within the building of Konya Chamber of Commerce and as non-destructive laboratory in OIZ.
Konya ABİGEM provides training, consultancy and non-destructive testing. It provides preparation of project proposals and
consultancy and education services in institutionalization, quality management, business development, entrepreneurship, foreign
trade, market research, feasibility studies, project management, clustering, brandization and access to regional and national money
funds seminars etc.
Konya ABIGEM has provided training for 10.000 people as of 2012 since its establishment. 200 firms provide consultancy services and
one to one contacts have been performed with 1.000 enterprises.

KOP REGIONAL DEVELOPMENT ADMINISTRATION
It is established under the Ministry of Development to provide necessary coordination in the region and prepare the action plan,
monitor and realize assessments in order to ensure the efficiency of investments in Aksaray, Karaman, Konya and Niğde provinces
located in the regional boundaries of the Konya Plains Project (KOP). Konya Plains Project (KOP) is one of the most significant
projects in Turkey in recent years.The KOP Project was known as an irrigation project in the beginning, however it has transformed
into a regional development project after the establishment of the “Konya Plains Project Regional Development Administration”
in 2011. Konya is being in the first place, the project covers Karaman, Aksaray and Niğde provinces as well. KOP constitutes 8% of
the overall national territory and 13% of irrigable cultivated areas in Turkey. The KOP project is crucial for Turkey and the objective is
to irrigate Konya and Karaman Plains, to meet the water demand for drinking, utilities and industry in Konya, Karaman and Akşehir
city centers and to produce hydro-electric power. After the Southeastern Anatolian Project (GAP), the Konya Plain Irrigation Project
(KOP) is the second major irrigation project of Turkey which is comprised of a total of 16 projects. These projects are represented by
14 irrigation schemes, 1 service scheme and 1 energy scheme.
Action plan of KOP Regional Development Administration includes projects for various sectors including industrial sector. The
Administration will also give indirect supports for private sector enterprises over public enterprises.
KONYA REGIONAL INNOVATION CENTER
The Konya Regional Innovation Center which is planned to be implemented under the frame of “Guided Project Support Program
for 2011” of Mevlana Development Agency aims to enable the region to compete in global base in chosen primary technology areas,
accordingly activating the innovational potential in the region and providing the establishment of new firms in the region which are
based upon innovation.
There will be Renewable Energy Technologies Center, Cluster Coordination Center, Breeding Center, Design and Project Center,
Professional Qualification Center, University-Industry Cooperation Center and Application Labs in Konya Regional Innovation Center.
The project will be operated by the cooperation of Konya Chamber of Industry, Konya Chamber of Commerce, Konya Commodity
Exchange, Regional Directorate of Konya Organized Industrial Zone, Konya ABIGEM Inc., Selcuk University Advanced Research and
Application Center and Necmettin Erbakan University.The participants of the project; Mevlana University, Karatay University, Konya
Teknokent and ODTÜ-GÜNAM (Center For Solar Energy Research and Applications).
SELÇUK TECHNOLOGY TRANSFER OFFICE (SELÇUK TTO)
Selçuk Technology Transfer Office which operates under the Konya Technocity transfers the knowledge from universities to
industry. Selçuk TTO provides preparation of project proposals to make investors to access R&D supports, education and technical
consultancy services and acts as an interface to constitute collaborations among universities and private sector institutions in order
to solve technical problems of businesses.
8.000 participants have training during 94 education activities in Selçuk TTO until today, 171 granted national projects have been
conducted between university and industry and 169 contracted agreements were signed.
KONYA GENERAL DIRECTORATE OF NATIONAL REAL ESTATE
Besides authorities given in accordance with special laws, the National Real Estate Directorate of the Ministry of Finance is the
authorized institution on immovable treasury properties in general. The Provincial Directorates of National Real Estate are the
provincial units of the General Directorate. Main duties and authorities of the General Directorate are as in the following:

To conduct services regarding the administration of immovable treasury real assets under treasury properties and state
properties,
•
Sale, rental, exchange and limited rights on immovable treasury real estates, conducting rental activities for state entities
and organizing usage permissions for these places, if necessary,
•
Among treasury assets, methods and principles should be determined for the ones necessary to be used for public
services to allocate them general, supplementary and private budgeted institutions, to cancel the allocation if the aim of
the allocation disappears or if the allocation is used improperly, to discharge infrastructures and facilities of non-treasury
institutions in these unallocated areas, to determine discharging methods and principles,

To keep inventory records of immovable treasury assets and to determine the method and principles for keeping
inventory records for immovable treasury goods of other public institutions,
Investors should apply to the General Directorate of National Estate for the operations regarding on the sale, rental, exchange and
limited rights on immovable treasury real estates, conducting rental activities for state entities and organizing usage permissions for
these places, if necessary.
