The Rawlings Chapter has been given the go ahead with a redecorating of the
downstairs meeting room (The Lodge) in an Air Force Association theme. Chapter
president, Jonathan Powell, has selected an artist to paint a mural reflecting the
history of the Air Force in aircraft. In addition, space is allocated for members to have
their name and a 'from' date placed in a designated area on the mural. Donations are
solicited at $5 or more to assist in funding the cost of the mural.

In the photo, Lawrence Sagstetter, Rawlings Chapter Vice-President of Communications, presents US
Senator Amy Klobuchar with a stuffed aviator. The presentation took place at Klobuchar's Washington,
DC office in the Hart Senate Office Building Thursday morning, September 19.
Larry was in Washington, DC representing EW Rawlings Chapter as a delegate to the 2013 national
AFA convention. One of the goals of delegates attending the convention is to visit congressional
offices on behalf of AFA, to keep officeholders informed of Air Force issues and policies favored by
AFA.
Every year Larry visits Minnesota's US Senators on Capitol Hill. This year he was able to meet with
Senator Klobuchar and her staff members. As you can see in the photo, she loved receiving the stuffed
aviator.

Air Force Association CyberPatriot Awards
Three Minnesota Civil Air Patrol Squadrons participated in the Air Force Association CyberPatriot competition. The
CyberPatriot competition prepares American youth to compete in internet security and defense. Hutchinson
Composite Squadron placed first in the Minnesota All Services Division. Anoka County Composite Squadron placed
second and Mankato Composite Squadron placed third.
Kevin Sliwinski, a member of the Gen. E. W. Rawlings Chapter of the Air Force Association in the Twin Cities, is
shown in the attached photo presenting the Certificate to the Hutchinson Squadron participants in the program at

The Gen. E. W. Rawlings Chapter of the Air Force Association supports the Minnesota Wing Civil Air Patrol cadet
program with donations toward our CAP cadet activities. The Chapter meets monthly at the Twin Cities Officer’s
Club on the second Tuesday of each month at 5:30 PM. The club is East of MN5 on Post Road. Membership is
open to cadets and adult members. Their web site is at http://www.mnafa.org/ .
Monthly Meetings at a Glance
The July 9th meeting was called to order at
1730 by chapter vice president Dan Murphy.
Sixteen members were present. June's meeting
minutes were reviewed and approved by the
membership. Treasurer Ralph Delperdang
reviewed our savings balance, checking balance,
income, expenditures, and so forth.
ROTC reports were not available due to summer
recess.
MAC-V representative Richard Ballintine
requested volunteers for the “Metro StandDown”
veterans support event at the Boy Scout Base
Camp to help out. He also reported the
organization received a clean bill of financial
health.
Civil Air Patrol's North Central Region Flight
Academy is scheduled for 14, 15 July, reported
Kevin Sliwinsky.
Jim Johns reported the federal budget
sequestration has caused a delay in the Doolittle
Raider's final celebration. The Air Force could
not authorize the funds needed to fly in the
participants.
Vic Seavers reported that he and AFA chapter
president for Wisconsin, Vic Johnson, will meet
with ROTC leaders in Milwaukee.
Bob McGonigal reportedly sent out 888 news
letters.
Bruce Roberts recommended the chapter meet at
the Rail Station Bar & Grill in September. They
are a large contributor to our charitable
resources. The membership approved the
recommendation.
The August 13th meeting was called to order at
1730 by chapter president Jonathan Powell.
Ralph Delperdang gave the treasurer's report
giving values for savings and checking balances
along with income, expenditures and pending
transactions. Bruce Roberts gave the charitable
resources report, which included cash status,
grants paid, purchases, bank reconciliation, and
resource reconciliation, net revenues, expenses,
taxes, and profit carryover. Capt. Bliss of Det
415 (UofM AFROTC) reported that they have 40
new freshmen cadets and a new commander,
LTC David Hoops. Capt Bliss also requested
help in purchasing 4 iMacs for the detachment
in the amount of $5000. The request was tabled
until the September chapter meeting.
Janelle Gates reported on MNCAP's leadership
academy scheduled for October, and said
MNCAP would be requesting a $5000 donation
to fund all their activities for the next fiscal
year. It was decided to table the request for
October's meeting.
Tom Shellinger reported that this year's ACE
camp had 20 – 30 attendees at each of the two
encampments. He thanked the Rawlings chapter
for the great success of that program.
WOTN's representative, Bob Jasperson,
reported great success with the Tuskeegee
Redtail Squadron “Rise Above” mobile exhibit
at the Air Expo. He said it was estimated to have
had over 6500 visitors.
Congratulations to Larry Sagstetter !! He has
been selected to the state AFA Treasurer
position. He has made arrangements to meet
MN State Senator Amy Klobuchar during the
national convention.
Vic Seavers has stepped down from the AFA
Regional President's position. He will be very
much missed.
And, finally, chapter president, Jonathan Powell
requested funding for each of the 4 chapter reps
travel expensess to attend the national
convention. The membership approved this
request.
The September 10th meeting occurred at the
Rail Station Bar & Grill. There were 35-40
members present. Thanks to Bruce and Vickie
Roberts for completing the logistics for this
meeting. Our meeting was called to order by
president Jonathan Powell at 1730. Treasurer
Ralph Delperdang gave his report, Charitable
Resources report was given by Bruce Roberts,
ROTC Det 415 (UofM) cadets Tietz and Sarno
gave their report, Mr. Harold Crump announced
a donation of $1000 for the AFA room mural.
