eBiz Mission Mode Project-An Overview 1. Introduction The eBiz project is one of the 31 Mission Mode Projects under the National e-Governance plan (NeGP) being executed by Departments of Industrial Policy and Promotion(DIPP), Ministry of Commerce and Industry, Government of India. eBiz is a transactional project taking e-Governance beyond online transactions to a transformation in the Government’s approach towards delivery of services to investor & business. 2. Current Scenario Starting a new business or setting up a new industrial unit requires multiple license/clearances and related services from multiple Government agencies across various level of Government. The information about these services is fragmented in multiple acts, rules and procedures and scattered across multiple websites. As a result, an average investor is confused and does not know where to begin and is dependent on middlemen for guidance. After obtaining the relevant information through secondary research and middlemen, the investor has to begin a protracted series of interactions with multiple Government agencies. Each clearance requires multiple interactions with the agencies and often multiple visits to the department offices. The business user needs to apply for each service individually with the respective agency and make payments through a restricted set of Banks authorized by the agency. Even when the online channels are made available by the respective agencies, the business user has to repeatedly submit largely similar information in repetitive fashion. Opportunity and compliances costs for business are significant, as the time and effort spent in liaising with multiple agencies could be devoted to other business-related activities. It is evident that the current process is Time-Consuming, Expensive and Cumbersome. As a result, India is constantly ranked poorly-130 out of 189- in starting a business indicator of World Bank’s Doing business 2015 ranking. India also ranked poorly in the Business Freedom Indicator-123 out of 178 –in the 2013 Index of Economic Freedom published by The Wall Street Journal and The Heritage Foundation. The situation is a clear call to action-a need for a transformational initiative to take service delivery to the next level. 3. Web Governance Trends & Best Practices All Web Governance maturity models in literate recommend a progression towards citizen centric integrated service delivery model. For instance, Gartner’s Four Phase of e-governance Model shows the progression of e-governance towards a Transformational phase where the delivery of government services is redefined by providing a single point of contact to constituents that makes government organization totally transparent to citizen. Governmental transformation will also include the design of extranets that allow the seamless flow of information and collaborative decision-making among federal, state and local government agencies. On the same lines, Layne and Lee’s four-stage model sees the development of government agencies as a natural progress in which the agency evolves because of and in response to functionally needs and customer expectations. The realization of the four stages will imply the true one-stop shop for the citizens. eGovernance in India has been through these evolutionary stages-Starting from humble beginnings of a departmental information portal, information systems have evolved through the transactional phase where almost all major departments/ministries have been offering online services through flag-ship project such as MCA21,ACES,e-Filling, Panchsheel etc. It is now time to take the transformational leap forward, towards horizontal integration and citizen centric service delivery model. The trend and maturity models cited above are not just theoretical concepts discussed in acedmic literature. Nations around the world have already begun their transformational journey towards citizen-centric delivery model. A. Singapore Government’s Online Business Licensing Service (OBLS) is a one-stop portal for businessmen to apply for all the required Singapore government licenses in a single online transaction. The system routes all applications to various government agencies for processing. OBLS allows businesses to apply, update, renew or terminate any combination from a suite of 80 million business license issued by 17 government agencies, in one online transaction. More than 80% of start-up businesses in Singapore are served by OBLS without having to visit Government counter. Based on the cost-benefit analysis done at 31 Dec 2006, businesses have benefited from the OBLS project with an estimated cost savings of US$27 million (since the pilot launch in Jan 2004). Singapore is ranked No. 1 in World Bank’s Ease of Doing Business and 4th in Starting a Business indicator. B. UK Government’s Business Link has been the Governments online resources for businesses since 2007.After a recent review of its online service delivery strategy, the Government has accepted the recommendation for making Directgov the government front-end for all departments’ transactional online services to citizens and businesses, with the teeth to mandate cross government solutions. Besides delivering better services for citizens, the move has the potential to deliver gross annual savings of more than 1.3 billion pounds. On specific directions from Cabinet Office, BusinessLink website is set to be merged with Directgov from November 2011.In a related initiative, as on January, 2010, the Government had consolidated over 907 of its 1700+ web sites and has further committed to consolidated a further 479 web sites. C. Canadian Government’s BizPal has been the Government’s online source of information on permits and licences since 2005.BizPal was created and managed by a partnership involving governments at the federal, provincial, territorial and municipal levels to provide information on permits and licenses that may be required to start and grow a business. In addition, province of British Columbia’s BC registry Services offers integrated business Registration including registration with WorkSafeBC(Labour), Register with the Canada Revenue Agency for GST/HST, payroll deductions, and import/export accounts and Business Licenses from Municipal governments. D. As per the World Bank Doing Business report over 20 economies established one-stop shops in the year 2011 including economies like Cameroon , FYR Macedonia, Mexico, Peru ,Slovenia, Tajikistan and Vietnam in light of the above considerations, There is no doubt that there is a crying need for an online single window of the kind envisaged through following projected benefits: 1. Enable entrepreneurs to submit one integrated application for multiple licenses and make a consolidated payment for the various licenses that they require. 2. Reduce the number of procedures and correspondingly the cost and time taken for obtaining approvals for starting and operating a business. A world Bank study on the impact of similar reforms projects the following benefits: Average expected savings to investor for each license: over Rs. 6000 and 120 hours. Average expected savings to government from each license: over Rs.4000 and 100 hours. 3. Significantly improve the country’s position on the World Bank’s Doing business ranking making the nation an investor friendly destination. A truly integrated Single window with a joined –up service for business registration can potentially improve the country’s starting a Business ranking. 4. Vision and Objectives The vision of eBiz is to transform the business environment in the country by providing efficient, convenient, transparent and integrated electronics services to investors, industries, and business throughout the business life-cycle. This projects aims to create a business and investor friendly ecosystem in India by making all business and investment related regulatory service across Central, State and local governments available on a single portal, thereby obviating the need for an investor or a business to visit multiple offices or a plethora of websites. It is envisaged that the services offered on eBiz will eventually cover the entire life cycle of a business-right from its establishment, through the ongoing operations, to even its possible closure. The core value of this transformational project lies in a shift in the Government’s service delivery approach from being department-centric to customer-centric. eBiz will create a 24×7 facility for information and services and will also offer joined-up services where a single application submitted by a customer, for a number of permissions, clearances, approvals and registrations will be routed automatically across multiple governmental agencies in a logical manner. An inbuilt payment gateway will also add value by allowing all payments to be collected at one point and then apportioned, split and routed to the respective heads of account of Central/State/Parastatal agencies along with generation of challans and MIS report. This payment gateway is the first of its kind designed in India and can become universal payment gateway for all e-Governance applications. Once fully Operational, this project will: Provide a secure one stop shop for all investment and business related information and service 24×7 on a single portal. Eliminate the need to physically interface with various regulatory authorities at the Central, State and local government levels. Allow a single payment to be made electronically against a composite application form for multiple services and the subsequent apportionment and routing of payments to individual departments and agencies. Significantly reduce the difficulties faced by investors and businesses in complying with regulatory requirements and improve the ease of doing business. Create a platform for multiple government agencies to cross validate their information. The project envisages setting up a G2B portal to serve as a one-stop shop for delivery of convenient and efficient services and addresses the needs of investors and businesses right from the inception through the entire life cycle of the business. 5. Outcomes The following are the outcomes of the eBiz project A world-class G2B portal that enhances India’s business competitiveness through a single, service oriented, event driven interface for all G2B interactions. Integrated G2B Services across Central, State & Local Government & across all geographies in India. The above outcome results in the following benefits to the investor, 6. eBiz Enabled Process The mission of eBiz is to transform the above scenario and provide investors easy access to relevant information and services through a number of key features such as License and Permits Information Wizard, Composite Application Forms and Service Orchestration. License and Permits Information Wizard eBiz License and Permits Information wizard is a consolidated repository of all relevant Licenses, Permits and other Regulatory information along with their applicability criteria. The eBiz portal includes an ‘interview‐style’ Wizard which poses the investors a series of questions to assess the licensing needs of their business. Based on the answers provided, the wizard provides a customized list of Licenses/Clearances that the investor needs to begin their business operation and a list of regulations that they need to comply with as part of operating their business. Composite Application Form In the current scenario, the investor needs to fil multiple application forms to avail various services from Government agencies. An analysis of the form indicates significant overlap in the information sought such as the identity of the applicant, demographics of the applicant/business unit etc. eBiz will create a Composite Application Form combining the common elements and creating a single form through which the investor can apply for multiple services. Joined Up Service Orchestration eBiz joined up service combines the backend workflow of multiple government departments in such a manner that a single request from the investor through the Composite Application form is routed through multiple Government agencies in a logical sequence. This includes parallel and sequential orchestration based on interdependencies between the service being requested by the investor. 7. Solution Framework A high-level overview of the framework envisaged for the e-Biz solution to achieve the stated goals is depicted in the figure below. The key components of the solution are the eBiz portal and the shared service infrastructure. The portal integrates with the department systems through the National e-Governance Service Delivery Gateway (NSDG), developed by the Department of Information Technology, Government of India. 8. Technical Architecture of the integration The success of eBiz is predicted on seamless integration with the department processes and systems. Hence eBiz solutions have been designed to handle variations in the level of computerization at the departments. The various types of integration envisioned are described below. Level-1 / Level 0.5- Designed for department with back-end systems. Front-end on eBiz integrates with departments system vide NSDG in back-end. Level-2- Designed for department with no computerization. Both front and back-end will be developed on eBiz. In addition to the above levels of integration, eBiz also defines a higher level of integration-Level3-where composite services designed by joining up the workflow of the backend departments in such a manner that a single request from the business user is routed to the appropriate government authorities in a logically sequential manner. Level 1 Integration Level-1 integration is envisaged for services where the departments already have a well-designed IT system in the back-end to process the service requests from the Entrepreneur. The following sections provide a functional and technical overview of the L1 integration solutions. Functional Overview The following diagram describes the functional overview of Level-1 integration. 1. The Entrepreneur requests for a service by service by submitting the respective eForm with Attachments on eBiz portal. The eBiz eForm will be designed to be functionally identical to form currently used by the department. It will seek the information set and perform the same front-end validations. 2. The Entrepreneur remits the Fees associated with the service on the eBiz portal through an electronic Payment Gateway integrated with eBiz portal. 3. Once submitted eBiz System extracts the data from the Form and transmits it to the department system via the NSDG. 4. NSDG routes the message to the appropriate department. 5. An Application Adaptor at the department end receives the message and writes the request into the Departmental Application database. 6. Department user uses the Departmental Application to process the request. 7. Whenever status changes, the Application Adaptor sends message back to eBiz via NSDG. Technical Overview Level 1: As described in the earlier section, the integration with the department system will be via the NSDG. The following sections describe the technical details of how this integrated is achieved. The integration with the department system will be through application adaptor. The adaptor is logically separated into multiple components. The below diagram shows the information flow through the various components. The following table briefly describes the responsibility of each of the component participating in the integration. This NSDG supplied component would be hosted in the Department. This component is responsible for receiving the payload from NSDG and un‐Marshall the payload received from NSDG. This component is also responsible for sending the responses from the departments to eBiz portal via NSDG. This generic connector will be hosted as web service where it will be deployed as axis archive. 4. eBiz Generic SP adaptor This eBiz component deployed is in the Department. This component uses the NSDG SP Generic Adaptor to Marshall/un‐Marshall payloads received from NSDG. In case of larger payloads from eBiz portal, this component is responsible for joining the split parts routed via NSDG. This component is also responsible for formatting/sending responses from Departments back to eBiz portal. It makes use of NSDG supplied Generic SP Adaptor. 5. eBiz Specific SP Adaptor. This eBiz component deployed in the Department’s IT infrastructure acts as an intermediary between the eBiz Generic SP Adaptor and Department IT Application. It receives the messages from NSDG and posts it in a format acceptable to the Department’s IT Application in the logical Queue. 6. Input and Output Data exchanged between Department Applications and eBiz Queues components hosted in Departments are via logical Queues. These queues could be JMS queues or logical queues simulated using a database. The actual implementation of the queue’s will be decided in consultation with the department. 7. Business Component. Logic This component is a part (an extension to the) of the Department’s IT Application. This is responsible for storing requests/responses from/to eBiz Portal in the Department Application. This component is also responsible for sending responses from the Department Application. The Department Application need to be enhanced to have these capabilities. The exact format of message that needs to be exchanged between Departments and the eBiz team will be detailed as part of technical design. The eBiz Gateway Components described above (items 3-6) will need to be hosted on the Department’s datacentre while the Business Logic Component (item 7) will be co-hosted on the department’s existing IT infrastructure. Level-0.5 Level integration is envisaged for services where the departments already have a well-designed IT system in the back-end to process the service requests from the Entrepreneur. In L 0.5 integration applicant will be redirected to department’s existing system to fill the form. The tracking of application will continue at eBiz end. Functional OverviewL 0.5 integration is a new way of doing integration with Department system. It may be envisaged as a middle path version of existing L0 and L1 integration (hence the name L 0.5). In L0 integration, a hyperlink is provided to the Business user to access Department portal to fill and submit the application. BU gets registered on the department portal and tracks the status of his/ her application on the department portal. In L1 integration, an eform (same as Department’s existing form) is created and made available on eBiz portal. BU downloads the form, fills and uploads the same on eBiz portal. Once payment is made successfully the form is sent to department system (as pdf or data extracted in xml- in base 64 encoded xml packets). Department system processes the application and sends updated status to eBiz portal where the BU can track the status of all the application he has filed. In the proposed L 0.5 integration, eform will not be developed and published on eBiz portal. Business User will be redirected (through a hyperlink) to the Department portal for filling and submitting the form. Once the form is submitted at department portal, department system pushes back the updated status. Thereafter, eBiz portal polls the department system at regular frequency for updated status, so that the BU can track the status of his application on eBiz portal The solution is designed for services which have bulky/ lengthy forms on their online web application. The redirection from eBiz to the existing department portal will leverage the department’s portal to fill and submit the form. Once the form is submitted at department end, the department will send updated status to eBiz for tracking. Note- It may be a temporary arrangement for timely delivery. Once the system gets stabilize, concessionaire should strive for full L1 Integration. Level 2 Integration Level-2 integration is envisaged for services where the departments do not have any IT system to process the service requests from the Entrepreneur. In Level 2 service, the eBiz implements the backend system for processing. The eBiz Department portal allows the department user to view, scrutinize and process application received through eBiz. Functional Overview The following diagram describes the functional overview of Level-2 integration. 1. The Entrepreneur requests for a service by submitting the respective eForm with attachments on eBiz portal. The eBiz eForm will be designed to be functionally identical to statutory form defined by the department. 2. The Entrepreneur remits the fees associated with the service on the eBiz portal through an electronic payment Gateway integrated with eBiz portal. 3. Once submitted eBiz system routes the application to appropriate office of the department for processing. 4. Department user uses the eBiz Departmental portal to process the request. 5. Department user will be able to scrutinize the application form, verify fees paid by the service and also communicate any short-falls back to the applicant. 6. The eBiz Department portal will automatically route the application through appropriate roles as per the workflow defined by the department. 7. As the processing progresses, the eBiz Departmental portal will send status messages back to the applicant. 9. eBiz program Roadmap: The eBiz project was conceptualized with support from National Institute of Smart Government (NISG) as the consulting partner and developed by M/s. Infosys Ltd., Bangalore in a Public Private Partnership (PPP) model for a period of 10 years. The first three years constitute the pilot phase, and will earmark setting up of the eBiz portal and provisioning of 50 services covering 10 central government departments and 5 states (Andhra Pradesh, Haryana, Maharashtra, Tamil Nadu, and Delhi).In addition 5 more states (Odisha, Rajasthan, Punjab, Uttar Pradesh and West Bengal) have been included during the pilot phase. The next seven years called expansion phase, the portal will be run on PPP basis through a business model approved for the project. In this phase, the project will be expanded to cover the whole country and to provide over 200 G2B services and other value added services by suitable private vendors. The eBiz platform with License & Permit Wizard, Payment gateway facilitating payment through Internet banking, Credit & Debit card and ePAO solution for centralized booking and reconciliation of all Central Government receipts & payments along with Twenty Central Government service has been launched with fourteen services of Andhra Pradesh Government, 14 services for Govt. of Odisha and two services of Govt. of NCT of Delhi. Three joined-up (L3) services named INC7 with 7 services, INC29 with 5 services and 5 services under Labour act of Ministry of Labor & employment has been launched. The portal can be accessed through www.ebiz.gov.in. The list of launched services is attached as Annexure-1. During the year it is planned to integrate additional 7 services related to Central Government departments and roll-out of State services in the remaining pilot states (A CAF of 14 services is expected to be integrated).
