City of Chino - Majestic Chino Gateway Draft EIR Project Description SECTION 3: PROJECT DESCRIPTION 3.1 - Project Location The proposed project site consists of approximately 156 acres of vacant prison land currently used for agriculture, at the California Institution for Men (CIM) Chino, and is generally located at the northwest corner of Kimball Avenue and Euclid Avenue (State Route [SR] 83) in the southerly portion of the City of Chino, California. The City of Chino is located in southwest San Bernardino County, in Southern California. The proposed project site is approximately 2.15 miles east of the Chino Valley Freeway (SR-71), which provides regional access to the proposed project site from SR91 to the south and SR-60 to the north. The proposed project site is located across the street to the west from Chino Airport (approximately 0.21 mile west of the Chino Airport runway 8R). In addition, the proposed project site is located approximately 1.24 miles southeast of the actual prison facilities at the CIM Chino. Furthermore, the Inland Empire Utilities Agency (IEUA) Chino Basin 1 Desalter Plant is located directly south of the project site. The Subject property has been determined to be underutilized by the State (Government Code 11011.2). Exhibit 3-1, Exhibit 3-2, and Exhibit 3-3 show the location of the proposed project. 3.2 - Project Background The State of California owns and operates the CIM Chino. The CIM Chino property generally consists of the following two land uses: (i) the prison facilities, which are typically secured areas behind patrolled perimeter walls, and (ii) vacant land, which is outside of the secure perimeter walls and much of which is or has been leased for farming. The subject Property, which has been determined to be underutilized by the State (Govt. Code 11011.2), is approximately 156 acres of this vacant, underutilized CIM Chino land located at the northwest corner of Euclid Avenue and Kimball Avenue in the City of Chino (Property). Pursuant to legislative authority, the State of California acting through the Department of General Services issued a Request for Proposals (RFP) seeking qualified entities and concepts for the development of the Property. A number of developers responded to the State’s RFP, including Majestic Realty Company (Majestic). Majestic’s development concept, as generally depicted in Exhibit 3-6, is for a master planned industrial park with a corner retail component to be developed pursuant to a long-term ground lease with the State. The industrial park component includes large, high-ceiling, concrete tiltup buildings that can be utilized by a variety of tenants, though most will likely be including those engaged in logistics, warehousing and distribution activities, consistent with similar buildings in the area. The State’s selection of Majestic does not commit either the State or Majestic to undertake any actions that might result in a change in the physical environment. Before there can be any change in the physical environment this Environmental Impact Report (EIR) will have to be certified by the City of Chino, entitlements will have to be granted by the City of Chino, and the State, acting as a responsible agency under the California Environmental Quality Act (CEQA), will have to comply with CEQA before it may choose to enter into a long-term ground lease with Majestic. Neither the State nor Majestic are required to enter into a long-term ground lease with one another, regardless of whether the City of Chino’s and the State’s discretionary and ministerial processes are completed successfully or not. Neither the State nor the City of Chino shall take any action that could result in a change in the physical environment without complying with CEQA, and neither entity has committed to any action that would limit either entity's ability to exercise its discretion concerning any matter that may be considered by either entity. The proposed approvals to be issued by the City of Chino necessary to develop the proposed project site include: (i) compliance with CEQA, through certification of an EIR, approval of a Mitigation Monitoring and Reporting Program and approval of a Statement of Overriding Considerations, if such a Statement is required, (ii) a general plan amendment; (iii) zone change; (iv) vesting parcel map; and (v) site plan approval. The proposed project approvals to be issued by the State necessary to develop the proposed project include: (i) State compliance with CEQA, as a responsible agency, and (ii) then at State’s sole discretion based upon its evaluation of the outcome of CEQA, approval of a long-term ground lease with Majestic, which may include easements for construction, landscaping, and access outside of the project boundary. However, as discussed above, only upon full compliance with CEQA and all other applicable federal, state and local laws, can the proposed project proceed, if at all. 3.3 - Project Setting The proposed project site consists of vacant, underutilized land associated with the CIM Chino located at the southeast corner of the greater CIM Chino property. The Zoning and General Plan Designations are summarized in Table 3-1, and Exhibit 3-4 and Exhibit 3-5 show the General Plan and zoning designations within the vicinity of the proposed project site. The proposed project site and surrounding CIM Chino properties, exclusive of the neighboring College Park Specific Plan, are designated UR - Urban Reserve in the General Plan and OS-1 Open Space - Recreational in the Zoning Ordinance, and are previously included within the City’s Merged Redevelopment Project Area.
