The type of support provided for these events ranges from the use of City facilities, to providing traffic control for the closure of City streets. Many of the community events are conducted by non- profit organizations within the City and range from minor events that require minimal support, to large- scale community events that are open to the and public draw hundreds to thousands of participants. Each of these special events has, over the years, added value to the community by providing additional entertainment and recreational opportunities for Chino residents, which has contributed significantly to the City of Chino' s " home town feel." At this time, many of the non City- sponsored community events being supported by the City are absorbed within the departmental budgets currently in place as part of the regular course of department operations. There are also a few community events supported by the City that the organization reimburses the City for the direct cost to provide supportive services. ISSUES/ ANALYSIS Support for these non City-sponsored events may include direct hard cost expenditures, the cost of event- dedicated personnel, equipment, and materials. Also, the City may absorb soft cost expenditures in support of community events, such as using onduty staff to help with event logistics, as a part of the regular workday. such as Direct costs are expenditures that are beyond the typical hours assigned to a specific employee during a regular work week. This time can be recorded as hourly or overtime time and a half), depending on the employee. For example, direct costs for an event could include those six six hours hours for a Lead Worker to beyond are that provide employees barricades for normal work a street closure. schedule, it would If be considered a direct cost for the event because the expenditure would be beyond what is generally anticipated for that employee. If those six hours are worked after the employee has already worked 40 hours in that work week, the direct cost would be recorded as overtime. Direct costs can also include the use of materials and/ or equipment used specifically for an event. Soft costs, on the other hand, are those costs that can be absorbed by redirecting staff This can be during the course of a regular work week. accomplished by adjusting an employee' s schedule to work a Saturday, rather than the typical Monday through Friday schedule, in order to ensure that needs of the event are met. Soft costs also frequently include the use of management employees who volunteer to assist with these events in addition to their regularly-scheduled assignments workload/ assignments and work schedule. An example would be when a management employee works a regular 40 hour work week, and then works additional hours to support a special event on the weekend. Soft costs do not directly affect the budget, because no additional hard- dollar costs are incurred. In preparation for the 2011/ 2012 fiscal year budget, staff is reviewing all expenditures City' s general fund in order to identify where reductions may be realized. that impact the COUNCIL MEETING DATE: MARCH 15, 2011 SUBJECT: NON CITY- SPONSORED COMMUNITY EVENT SUPPORT PAGE 3 As part of this effort, staff worked to identify the costs associated with supporting over 40 non City- sponsored community events. Attachment A provides a comprehensive list of the non City-sponsored events that the City supported in 2010, either through direct costs or soft costs. The hard cost financial impact to the City for supporting these events in 2010 is estimated to be approximately 31, 700, which is the result of a total estimated direct cost expenditure of approximately 49,500, minus approximately $ 17, 000 in reimbursement payments that were made by several event organizers. Attachment A also provides information on the services associated with each event, a brief description of the services provided, and whether or not the City was reimbursed for these services. RECOMMENDATION That the City Council discuss and review the current level of support being provided to non City-sponsored community events and provide direction to staff regarding future support of these community activities.
