Year 2009 was very active, with numerous project and program activities, but also due to
changes in the Women's Room's Team.
At the beginning of 2009, our long-term member Dunja Bonacci Skenderovic left Women's
Room Team, and our long-term volunteer Dalibor Stanic joined us. During 2009, two other persons
worked with us, Iva Prskalo (December 1, 2008 – December 31, 2009) and Mirna Zolic (February 1 –
May 31, 2009).
Women's Room implemented 15 programs and projects during 2009. Within the scope of
educational programs we organized and delivered 90 different educations: 52 lectures, 14 trainings,
20 workshops, and 4 round tables. Target groups comprised of representatives of civil society
organizations, representatives of governmental institutions and bodies, high school students, university
students and citizens at large. Total number of participants of these educations was 2851.
The Center for Victims of Sexual Violence provided 342 counseling sessions for 129 clients.
The most frequent problems clients identified were rape and sexual abuse (52,6%).
During 2009, Women's Room started two new research activities: «Gender, Gender Norms,
Sexuality, Violence» and «Protection of Rights and Providing Assistance to Victims/Witnesses of
Domestic Violence». Also, two new research activities were developed for 2010 «A Step Further»
and «Sexual Violence and Posttraumatic Disorder».
15 different materials were printed during 2009: one brochure, three leaflets, four working
cards, two posters, short film about trafficking in persons, badges, coasters, business cards of the
Center for Victims of Sexual Violence and notebook Women’s Room.
Women's Room's members participated in 49 international and local conferences and/or
meetings or promotions organized by local and/or international organizations or governmental
bodies. We also participated in 25 meetings of different networks, teams, working groups,
coalitions, coordination’s and councils.
Work of Women's Room was covered 61 times in numerous newspapers, magazines, on TV
and radio shows and portals. Website of Women’s Room published 39 articles about our regular
activities, available in Croatian and English languages. We also published 26 texts on Women’s
Room’s blog. Authors of the blog are members of the Women’s Room, members of other civil society
organizations and our associates.

During 2009, Women's Room implemented media campaign «STOP Sexual Violence» which
included 60 newspaper ads in daily newspapers and weekly magazines, as well as posters on city
light screens around Zagreb.
The Women's Room's work during 2009 was supported by:

2.1. Basic Information about the Women's Room

Women’s Room (Zenska soba) – Center for Sexual Rights is nongovernmental, feminist,
nonprofit organization that works on raising awareness of women, institutions and public about
women's sexuality and sexual rights through education, research and public work. We provide direct
and indirect assistance and support to victims of sexual violence.
The organization was founded in 2002 in Zagreb and works on local and regional levels.
Women's Room was established with the following goals:
 diminishing all forms of sex, gender and sexual discrimination;
 empowering women to demand the protection of their human rights;
 preventing sexual violence against women and sexual and gender minorities;
 promoting and protecting sexual rights in accordance with the Declaration on Sexual Rights;
 introducing all-encompassing educational practices based on scientific facts to all levels of
education;
 promoting positive attitudes about women’s sexuality, sexual health, and freedom of choice;
 diminishing all forms of discrimination based on gender expression and/or gender identity,
sexual orientation, and intersex characteristics;
 providing direct assistance to women who have survived sexual violence;
 empowering LGBTIQ individuals in demanding protection of their human rights;
 empowering youth in countering sex, gender and sexuality based discrimination.

During 2009, the Women's Room implemented 18 programs and projects within the scope of two main
program themes. Description of programs and projects for 2009 can be found in Chapter 3 of this report – Work
of the Women's Room in 2009.

Structure of the Women's Room includes:
Assembly which represents the highest electoral and program body and includes regular
Women's Room's members;
Management Committee is managerial body that consists of five independent experts in the
field of women's human rights and the president of the Coordination Team;
Coordination Team is an executive body, which includes coordinators of Women's
Room's programs;
Working Team takes part in the implementation of programs and projects and includes all
members that participate in the Women's Room's work, including volunteers. List of Women's
Room's members can be found in the Attachment 1.
The Working Team of Women's Room during 2009 was comprised of Maja Mamula
(President of the Coordination Team), Paula Zore (Office and Financial Coordinator), Maja
Vukmanic (Coordinator of the Center for Victims of Sexual Violence), Dunja Bonacci Skenderovic
(Coordinator of Educational Programs, January 1-31, 2009), Mirna Zolic (Coordinator of Educational
Programs, February 1 – May 31, 2009), Dalibor Stanic (Coordinator of Educational Programs, June
2009 – present), Iva Prskalo (Project Assistant). In addition to the core of Women's Room Team, our
regular associates of the Center for Victims of Sexual Violence were Jelena Postic (founder of the

(counselor and psychotherapist), Melita Pelc (legal counselor), Ula Marton (gynecologist) and

The Women’s Room’s Team has contributed 1378.5 overtime, unpaid working hours in 2009,
which amounts to eight months.
Apart from the Women's Room Team, 24 experts from specific fields worked on our projects
and programs as well as 31 regular volunteers who provided important contribution to the work of the
organization with their energy, activities and creativity. Total contribution of volunteers was 635 hours
(Attachment 2).
During 2009, the Women’s Room members devoted their efforts to achieving goals set by
project and program aims, evaluation of the work and achievements, and plans for further
organizational development.

Similar to previous years, work of the Women's Room was organized through five main
activities: education, research, direct work with victims of sexual violence, publishing, and public
work, lobbying and networking. Below, we present the overview of the Women's Room's main
activities during 2009.
3. 1. Education
Education has been systematically arising as a dominant form of our work. This long-term
well thought out approach is incorporated into all our projects and programs as one of the basic
activities required for achieving goals of the Women’s Room. Some of our projects/programs are
strictly educational, while others include education as one of the main pillars. The importance of the
education we provide is exemplified by the fact that since 2003 we have had 11,000 beneficiaries of
our educations (Graph no. 3).

Apart from education being a core of our Strategic and Operational Plans, the Women's Room
receives numerous invitations from civil society organizations, professional associations, educational
institutions and/or different governmental bodies and institutions which recognize the quality and
importance of the content of our educations.
Main areas of education are:
1. Sexual violence including trafficking in women for the purpose of sexual exploitation;
2. Sexual rights, sexuality, sexual and gender minorities, sex and gender;
3. Sex/gender equality;
4. Gender based violence – violence against women.
Methodology of education varies; it is adjusted to beneficiaries and includes lectures,
workshops and trainings (one-day or few days long), round tables, and public panels.
Main target groups of education are:
1. Representatives of civil society organizations in Croatia, region and other countries;
2. Representatives of relevant state institutions and bodies;
3. Elementary and high school students;
4. Students of various assistance professions;
5. Society at large.

During 2009, members of the Women's Room delivered 90 different educations: 52 lectures,

3.1.1. Sexual violence including trafficking in women for the purpose of sexual
exploitation
Since our beginning, we have defined our overall work through development of prevention
projects/programs against sexual violence, direct work with victims, education and raising awareness
of all target groups: victims of sexual violence, representatives of institutions, representatives of civil
society organizations, youth from elementary and high schools, university students who will encounter
victims of sexual violence through their work as well as general population.
We held total of 50 different educations on sexual violence: 15 lectures, 11 trainings, 20
workshops, and 4 round tables. Total number of participants amounted to 1275 persons:

9 for students of different universities (218 persons)
1 for general public (40 persons)
4 for representatives of nongovernmental organizations (88 persons)

Out of 11 trainings that were delivered, 4 were multi-day: 2 for representatives of
non-governmental organizations and 2 for representatives of state institutions and bodies.
Themes of these educations varied: from definition of sexual violence, its forms and
prevalence, consequences, traumatization, rape trauma syndrome and direct protection of victims to
legislative changes in regards to sexual violence and the need for standardized Code of Conduct in
Case of Sexual Violence along with its implementation and monitoring.
Round table topics were: «Sexual Violence – introducing institutions from VukovarskoSrijemska County to the problem» (Vukovar, September 22, 2009), «Need for Standardized Code of
Conduct in Case of Sexual Violence” (Virovitica, October 9, 2009), “Two Pillars of the Work with
Victims of Sexual Violence: institutional and non-institutional support and assistance» (Split,
November 14, 2009) and «Sexual Violence – need for standardized practice» (Zagreb, November 24,
2009). Round tables in Vukovar and Zagreb were held in regards to the National Day Against
Violence Against Women and the International Day Against Violence Against Women.
Within the scope of these educations, a regular meeting of the Network of Governmental
Institutions and Nongovernmental Organizations against Sexual Violence was organized. This
Network exists since 1998 and includes over 30 experts in different areas of work: police, healthcare,
judiciary system (State Attorney’s Office, courts), education, and mental health protection. The main
focus of this meeting was implementation and monitoring of the Protocol of Conduct in Case of
Sexual Violence.
3.1.2. Sexual rights, sexuality, sexual and gender minorities, sex and gender
Since 2004, the Women's Room has been working systematically on the promotion of the
concept of sexual rights in Croatia. We have been organizing various activities with all target groups
with the aim of education about and promotion of sexual rights.
During 2009, 24 different educations were delivered within the scope of this field: 22
lectures and 2 trainings (one multi-day). There were 618 participants:

4 for representatives of governmental bodies and institutions (205 persons)
1 for representatives of nongovernmental organizations (25 persons)
Due to the importance of this topic, as well as the fact that the Women's Room is one of the
rare organizations that deals with these issues in Croatia and the region, our aim is to continue
developing and advancing this field. For now, we have been largely focusing on youth, primarily university
students, as one of our main target groups.

3.1.3. Sex/Gender Equality
Sex/gender equality falls under the core the Women's Room's activities. During 2009, 6
different educations were delivered within the scope of this field: 5 lectures and one multi-day
training. There were 431 participants:
3 for students of different universities (87 persons)
1 for representatives of relevant governmental bodies and institutions (19 persons)
1 for general public (300 persons)
1 for representatives of nongovernmental organizations (18 persons)
Main topics of these educations were gender and sexual identities, gender prejudice and
stereotypes, indicators of inequality, role of Croatian and international mechanisms for protection and
promotion of gender/sex equality, as well as transgender issues and intersexuality.
3.1.4. Gender-based Violence
Women's Room considers violence against women as blatant form of discrimination and
violation of women's human rights. As a feminist organization, we consider unequal power relations
between women and men to be creating and sustaining violence. This unequal power is present in all
patriarchal communities where structural factors prevent women from equal participation in social,
economic and political life.
Despite the fact that main focus of our work is sexual violence, we still advocate for the need
of perceiving issues of violence against women as a whole. As Lizz Kelly says: «Violence against
women does not happen by the individual and in individual forms. Rather, it is an all-present
phenomenon and its forms mutually overlap. The insight is possible only when all forms and
consequences are assessed together».
During 2009, 10 lectures were delivered, attended by 527 participants:

1 for representatives of governmental bodies and institutions (16 persons)
2 for general public (325 persons)
Within delivered lectures, we covered numerous topics: definitions of gender based violence,
its forms and prevalence, data on reported cases in Croatia, mechanisms of protection, establishing and
coordinating SOS phone lines and counseling services.

3.1.5. Education of the Women's Room's Team
Members of the Women’s Room systematically perfect their work in order to improve quality
of educations as well as all other activities. Apart from work on specific topics in Women's Room's
focus, such as specific aspects of work with adolescent population regarding sexual violence or expert
trainings for mobile teams in accordance with the Protocol for Identification, Assistance and
Protection of Victims of Trafficking in persons, great emphasis is placed on the organizational
development, strategic planning and organizational values, mentioned in detail in Chapter 3.6. on the
organizational development of Women's Room. Part of educations was also focused on specific skills
related to fundraising.
During 2009, members of the Women’s Room participated in 22 specific expert educations
crucial for our everyday work.

3.2. Research
When Women's Room was established, one of the main goals was development and
implementation of scientific research, which could help not only Women's Room but also similar civil
society organizations to raise public awareness, educate representatives of institutions, development of
important documents and reports as well as lobbying for legislative changes.
Women's Room has so far implemented and published seven researches: Attitudes of Political
Parties about LGBT Rights before Elections in Croatia in 2003 (2003); Attitudes and Knowledge of
University Seniors of Relevant Universities about Sexual Violence (2004); Status of Women's Sexual
Rights in Croatia (2005); Experiences of LGBTIQ Population with Psycho-social Providers in Croatia
(2005); Gender Prism of Sexual Rights of Youth (2008) and research on issues regarding trafficking in
persons in Croatia (2008).
During 2009, Women's Room developed and started new research. Some research activities
are volunteer projects of Women’s Room, which are carried out exclusively thanks to our enthusiasm,
willingness for implementation, and as support for volunteers of Women’s Room who collect and
enter data.
We also started implementation of the research «Gender, Gender Roles, Sexuality and
Violence» with fourth grade high school students in Zagreb. The aim of the research is identifying
ways in which gender roles influence attitudes of youth towards violence and sexuality. Another goal
is assessing patters of sexual behavior among youth and experience with different forms of violence.
Completion of the research is expected at the end of 2010.
Furthermore, we initiated research “Protection of Rights and Provision of Support to
Victims/Witnesses of Violence” regarding current level of protection of rights, provision of support
to victims as well as existing needs with the aim of developing quality and rational public policy. The
aims of the project are to assess existing level of protection of witnesses/victims of domestic violence;
investigate real need for provisions of support and assistance to witnesses/victims of domestic
violence in Croatia; and to define directions for improvement of victims’ protection and provision of
assistance and support for witnesses/victims of domestic violence. Target groups of this research are
witnesses/victims of domestic violence, employees of competent state and public institutions that work
on development of public policy related to protection of rights of witnesses/victims of domestic
violence.
Activities of the project include the analysis of real need for provision of support and
assistance to witnesses/victims of domestic violence in Croatia; collection of data from
witnesses/victims, representatives of competent state bodies, institutions, public agencies, and civil
society organizations about knowledge, experience and attitudes about current level of protection of
rights of victims of domestic violence in Croatia; informing relevant actors and the public about

research results; defining directions for improvement of victim’s protection, and providing assistance
and support of witnesses/victims of domestic violence. Expected results are producing data about the
existing level of protection of rights and provision of support and assistance of witnesses/victims of
domestic violence; data and assessment of existing needs for provision of support and assistance to
witnesses/victims of domestic violence in Croatia; initiation of public policy development with the
aim of improving victims’ protection of witnesses/victims of domestic violence as well as systematic
provision of support and assistance to witnesses/victims of domestic violence. Completion of the
research is expected at the end of 2010.
Defined proposals for research in 2010 are:
a) Research «A Step Further», submitted to the National Foundation for Civil Society Development
for 2010. This research came as a result of our long-term analysis and desire to define the role of
civil society organization in combating violence against women more clearly. Furthermore, we
want to give insight in work of these organizations and start developing proposals for capacity
building and introducing minimum standards into mandatory public policies for combating gender
violence. Completion of the research is expected at the end of 2010.
b) Research «Sexual Violence and Post-traumatic Disorder» also came as a result of our long-term
work and was initiated as a volunteer project. We defined measuring instruments and developed
questionnaire for victims of sexual violence. The end date of the research has not been defined yet
as it primarily depends on the number of clients who will be willing to partake in the research.
3.3. Direct work with victims of sexual violence
After years of work with victims of sexual violence, Women’s Room has officially opened
Center for Victims of Sexual Violence in April 2008. This is the first and the only referral service of
the kind in Croatia, which aims at improving the quality of life of persons who survived sexual
violence.
Within the Center we provide primarily assistance to women who experienced rape, sexual
assault and/or sexual harassment, as well as to persons who need information and support in regards
to sexual rights and sexual health. We provide support and assistance every working day between 10
am and 5 pm.
Forms of support and assistance we provide are: information, psychological, medical and
legal counseling, psycho-therapeutic work, preparation for the court trial as well as work with families
and persons close to victims of sexual violence.

Methods of work are: by telephone, in person in our premises, by e-mail, via mail, and text
messages. In other words, in ways that is acceptable and accessible to our clients.
An educated expert team works at the Center and consists of 3 psychologists, social
pedagogyst, two doctors and a lawyer. Other professionals who are willing to assist with their
knowledge and expertise are contacted based on need.
During 2009, we held 342 counseling sessions and our assistance and support were provided
to 129 clients.
The most frequent problems that our clients raised were: rape and sexual abuse (52.6%),
information (17.3%), domestic violence (10,8%). Other issues were less frequent and are represented
below (Table no. 2 and Graph no. 4).

The analysis of persons contacting us the most indicates that in 80% of the cases it is the
victim, more rarely family members or institutions, while all other possibilities are poorly represented
(Table no. 3 and Graph no. 5). Contacts by persons from different institutions have significantly
increased during 2009 due to establishment of good cooperation with Offices for Victims’ and
Witness’ Protection which were created at the Municipal and County courts in Zagreb, Osijek,
Vukovar and Zadar.

According to types of counseling, the most prevalent forms of counseling were phone
counseling – short (32.5%) and counseling in Women’s Room’s premises (27.8%), which represents
the biggest shift from 2008. Other types were phone counseling – long (18.1%), utilized by persons
who are not from Zagreb and its vicinity, hence this represents the only possibility to access
information along with electronic counseling (11.4%). During 2009, we also had a significant number
of text counseling’s/contacts (10.2) used by persons who are not from Zagreb but also by our regular
clients who request additional assistance, for example, while waiting for the court proceedings (Graph
no. 6).

Thanks to numerous projects and donors of the Center for Victims of Sexual Violence, our
work range has significantly increased both in terms of number of persons we assisted and counseling
sessions held. We would like to emphasize development of good practice in cooperation with
representatives of competent institutions, such as police or the Office for Victims' and Witness
Support.

3. 5. Public work, networking and lobbying
In 2009, the Women's Room continued with the active work in the areas of networking and
public advocacy, as one of our main activities.
Similar to prior years, great focus was placed on systematic public work through our daily
activities and presence in the media (Attachment no. 3, Chapter 8).
Members of the Women's Room took part in 49 international and local conferences,
meetings, thematic sessions or promotions organized by local and/or international organizations or
governmental bodies.
Additionally, the members of the Women's Room took part in 25 meetings of different
networks, teams, work groups, coalitions, coordination’s and councils.
Media work of the Women's Room was covered 61 times by many newspapers, magazines,
TV and radio shows and portals.
We published 39 articles about our regular activities on Women's Room's website which are
available in Croatian and English languages. We also published 26 texts on our blog, whose authors
are members of Women's Room, our associates and representatives of other civil society
organizations.
During 2009, Women's Room implemented media campaign «STOP Sexual Violence» which
comprised of 62 newspaper ads in daily newspaper and weekly magazines as well as posters on city
light screens in Zagreb.
3.5.1. Networks, teams, work groups, coalitions, councils
The Women's Room is active in several networks (Women's Network of Croatia, Petra
Network, Coalition for Establishing Regional Commission for Identifying and Public Informing on
Facts about War Crimes and Other Gross Violations of Human Rights in former Yugoslavia –
RECOM), and our members participate in working teams (Operational Team for Combating
Trafficking in Persons within the Office for Human Rights of the Government of Croatia), working
groups (Working Group for Development of the Analysis and Action Plan for Combating All Forms
of Violence against Women within the Office for Gender Equality of the Government of Croatia),
coalitions (Civil Coalition «Stop High-Risk Sexual Education), coordination’s (LGBTIQ Coordination
and Zagreb Pride), councils (Council of Youth of the City of Zagreb), and commissions (Commission
for Gender Equality of the City Assembly of the City of Zagreb).

a) WOMEN'S NETWORK OF CROATIA
Since our founding, the Women's Room has been a member of the Women’s Network of
Croatia. During 2009, Women’s Room’s members took part in the work of WOMEN'S NETWORK
OF CROATIA (WNC) at two actions: event regarding International Women’s Day themed “Church
without politics, politics without preaching” and at the protest in front of the Embassy of Denmark in
Zagreb due to human rights violations of protestors by state institutions during the UN Conference
about climate changes in Copenhagen.
We also participated in two regular meetings of broader coordination of the WNC to define
further plans and activities.
b) PETRA NETWORK
Within PETRA NETWORK, network of nongovernmental organizations that promote
women’s human rights and work on combating trafficking in women and children, members of the
Women's Room attended two regular meetings, and two street actions. We participated in the
European Day of Combating Trafficking in Persons on October 18 and we took part in the street
performance regarding the International Day Against Slavery on December 2. PETRA Network
organized study visit to Switzerland for members of the Network from June 29 to July 4. Along with
representatives of civil society organizations from PETRA Network and similar networks from Bosnia
and Herzegovina and Serbia, study visit was attended by the Deputy Secretary of the National
Committee on Combating Trafficking in Persons and police officer from Department of Organized
Crime. The aim of the visit was to get insight into methods of work of Swiss institutions in combating
trafficking in persons and to establish direct communication of organizations from countries of origin
and destination that work with victims in order to improve assistance, protection and (re)integration of
victims.
c) OPERATIONAL TEAM OF THE NATIONAL COMMITTEE FOR COMBATING
TRAFFICKING IN PERSONS
The Women's Room participates in the work of the Operational Team Of The National
Committee For Combating Trafficking In Persons through its representative Dunja Bonacci
Skenderovic, who attended one meeting in 2009. Since our colleague left Women’s Room, we stopped
being directly involved in the Operational Team. Cooperation with the Operational Team and the
National Committee for Combating Trafficking in Persons has been continued through expert
education of Mobile Teams, attended by Maja Vukmanic.

d) THE WORKING GROUP FOR DEVELOPING ANALYSIS AND PLAN OF ACTION FOR
COMBATING ALL FORMS OF VIOLENCE AGAINST WOMEN
The Working Group For Developing Analysis And Plan Of Action For Combating All
Forms Of Violence Against Women operates within the scope of the Office for Gender Equality of
the Government of Croatia. It consists of 12 members, representatives of competent Ministries, state
bodies and civil society organizations. During 2009, four meetings of the Working Group were held.
Working Group was created in order to develop the Analysis of the Present Situation
Regarding Violence Against Women, emphasizing all forms of violence, except for domestic violence;
the Action Plan for Combating of All Forms of Violence Against Women; and the Code of Conduct in
Case of Sexual Violence.
a) Development of the Analysis of the Present Situation Regarding Violence Against Women
Each member of the Working Group has a task of collecting as many relevant data as possible,
including statistical data about different forms of violence against women, existing mechanisms of
victims’ protection, specific educations, etc. Since the analysis has been developing for the past three
years, each year data has been changed and updated. Analysis of the present situation has reached its
final phase and it will be finalized at the beginning of 2010, after small changes get introduced.
b) Development of the Action Plan for Combating of All Forms of Violence Against Women
So far, the Working Group was largely focused on development of the Code of Conduct in
Case of Sexual Violence and the text of the Analysis of Present Situation. However, parallel to this,
notes and proposals were taken regarding development of the Action Plan. Main areas and basic
framework of the proposal have been defined, and its completion is expected during 2010.
c) Development of the Code of Conduct in Case of Sexual Violence
The development of the Code of Conduct in Case of Sexual Violence was finalized and it was
forwarded to the Office for Gender Equality on March 18, 2009. In regards to the final version of the
Code from 2008, Working Group introduced few changes into the Code, which are expected with
changes of the Law on Criminal Proceedings. This final version was sent to the Office for Gender
Equality. So far, the Code has not been sent to competent Ministries and bodies for opinion.

e) CIVIL COALITION «STOP HIGH-RISK SEXUAL EDUCATION»
Women's Room participates in the Civil Coalition «Stop High-Risk Sexual Education»,
through attendance on meetings, as well as through implementation of joint activities. The Coalition
was founded in January 2007 with the goal to prevent the implementation of the experimental program
of health education of the Association GROZD in elementary and high schools because of the
discriminatory, unscientific and anti-constitutional parts of their program.
Ministry of Science, Education and Sport stopped the implementation of further activities
related to sexual, or health education after the implementation of the experimental program of health
education during 2008 in nine elementary and five high schools, and after the evaluation that showed
there were no reasons for introducing proposed programs of health education in elementary and high
schools. At the meeting of the Civil Coalition, attended by Dalibor Stanic, it was concluded that the
Coalition has achieved its first goal: to stop experimental implementation of content related to the area
of human sexuality within the scope of health education. However, Coalition is left with two other
aims: influence abolition of ineffective public policy of reproductive and sexual health and rights of
youth implemented by the Government of Croatia in the past few years, and ensuring implementation
of standardized educational program about human sexuality based on scientific facts and in
accordance with the international conventions and charters. Consequently, during 2009, association
CESI organized lobbying actions for reproductive and sexual rights and health of youth. Women's
Room's members Dalibor Stanic and Antonija Hojt participated in these actions.
f) LGBTIQ COORDINATION OF CROATIA
During 2009, LGBTIQ Coordination did not organize any meetings. Mailing list served for
exchange of information that primarily included current activities (for example, organizing different
events) of specific organizations while unfortunately there were no joint activities organized.
g) YOUTH COUNCIL OF THE CITY OF ZAGREB
The City Assembly of Zagreb established Youth Council Of The City Of Zagreb as an
advisory body to the City Assembly whose aim is to actively include youth in the public life of the
City of Zagreb. Council is comprised of fifteen members, including Maja Vukmanic, member of
Women's Room. During 2009, Maja Vukmanic participated in four sessions on issues of importance
for functioning of the Youth Council and areas of work of the City Assembly that are relevant for
youth. In December 2009, Youth Council Of The City Of Zagreb organized conference “ Employing
youth in the Republic of Croatia”. All representatives of the Youth Council Of The City Of Zagreb
attended conference and “Zagreb Charter” was adopted and signed by all attendees. This Charter is a
result of the need for successful integration of youth in the workforce and desire of the Youth Council
to actively contribute to the increase of employment rate among youth in the Republic of Croatia.

h) COMISSION FOR GENDER EQUALITY OF THE CITY ASSEMBLY OF THE CITY OF
ZAGREB
Coordinator of Women's Room, Maja Mamula, was elected in 2009 as a representative of civil
society to the Commission For Gender Equality Of The City Assembly Of The City Of Zagreb.
She participated in the work of the second session held on November 18, 2009 focused on the budget
of the City of Zagreb for 2010.
i) REKOM
Coalition for Establishing Regional Commission for Identifying and Public Informing on
Facts about War Crimes and Other Gross Violations of Human Rights in former Yugoslavia is
regional coalition of associations of victims, nongovernmental organizations and individuals who
advocate for establishment of inter-state and independent commission which would establish and
publicly announce facts about war crimes and other gross violations of human rights in former
Yugoslavia, including revealing destinies of missing persons and identifying their remains. Women’s
Room has participated in the Coalition since 2008. We joined this Coalition because we believe that
peace processes are one of the primary forms of prevention of violence in general, hence also violence
against women, and also because we hold that such coalitions contribute to development of more
tolerant and non-discriminatory society which accepts diversity.
In May 2009, we organized, in front of the Coalition, and in cooperation with other women's
civil society organizations, consultations for women's organizations, women politicians and women
journalists on the national level. More than 50 women participated in consultations. Apart from
introducing REKOM's mandate, the main aim of consultations was including war rape as war crime to
REKOM's mandate, which was achieved. In 2010, we plan to participate in the operative planning and
preparation of campaign for collecting million signatures for REKOM in former Yugoslavia.
3.5.2. Media presence
Due to specific area of Women's Room's focus, it is important to inform as many people as
possible about problems of sexual violence, importance of sexual rights, as well as work on promotion
of gender equality, combating discrimination against women, sexual and gender minorities, and
victims of sexual violence.
We try to achieve systematic media presence through contacts with representatives of media,
but also through our web site (www.zenskasoba.hr) which is regularly updated, and though our blog,
which was started in May 2009 thanks to the offer of Vecernji list (http://blog.vecernji.hr/zenskasoba).
During 2009, our work was covered 61 times (more details in the Attachment 3 – Chapter 8.

Our texts, comments and interviews were published in 11 daily newspapers, weekly and
monthly magazines (e.g. Vecernji list «Cooperation between Women’s Room – Center for Sexual
Rights and the Office for Victims’ and Witness Support” June 15; Jutarnji list «Violence against
women – syndrome of abused woman», November 26).
We participated in 7 TV shows (e.g. HRT 1, show Reporters “Violence against women – work
of Women’s Room”, April 4; HRT1, show Open “National Day against Violence against Women”,
September 21; TV Jadran, show Censorship “Gender-based Violence, November 27).
Members of Women’s Room participated in 7 radio shows (e.g. radio Narona, show Women
about women “Work of Women’s Room and combating trafficking in persons”, February 18; HR1,
evening program “Work of the Center for Victims of Sexual Violence”, July 28).
Numerous portals published information about the Women's Room's activities and our
comments about the current situation. Different texts about our work were published 36 times (Graph
no. 7).

There were 39 articles published on website of Women's Room, available in Croatian and
English languages. This is the way through which we attempt to inform all interested persons about
regular activities implemented by Women's Room.
Women's Room's blog was launched on May 13, 2009 on website of Vecernji list. Editor of
the blog is Paula Zore and there were 26 published texts about activism, feminism, sexual violence,
rights of sexual minorities, rights of victims of sexual violence, sexual harassment, medically assisted
conception, women's sexuality and similar topics. Authors of texts were: Maja Mamula, Voljana
Kapelina, Iva Prskalo, Dalibor Stanic, Ana Ergovic Kuzmanovic, Maja Vukmanic, Lepa Mladenovic,
Jasna Belamaric and Nina Zore. Some of these texts were posted on portals ZaMir and Libela. Within

the scope of the blog, we attempted to react to current violations and endangering women's human
rights, but also familiarize readers with topics such as activism, feminism and other.
In July 2009, Women's Room started media campaign «STOP Sexual Violence» which
included 60 newspaper ads in daily newspapers and weekly magazines as well as posters on the city
light screens in Zagreb. Campaign was implemented in cooperation with the best Croatian design and
marketing agencies, including Fingere, Imago, McCann Erickson, Reber, and Sesnic&Turkovic. These
agencies offered free graphic solutions focused on combating sexual violence. Media sponsors were
Europapress Holding (EPH) and Vecernji list. The aim of this campaign was to raise public awareness
about problems of sexual violence and abuse. Total of 62 ads were published in Vecernji list (30 ads),
Jutarnji list (27 ads), Globus (1 ad), Cosmopolitan (1 ad), Arena (1 ad), Grazia (1 ad) and Gloria (1
ad).
On November 27, 2009, ad agency Imago was awarded bronze in the category of creative use
of media for interactive print ad for Women's Room. This was the largest European award ceremony
for creative work in media “Eurobest”, held in the Amsterdam, Netherlands, where more than 4000
works from 35 countries competed. This is the first award for Croatia on such prestigious European
festival. Congratulations!
The Council of Europe and Vecernji list financially supported campaign, and company Lumos
coordinated organization.

3.6. The Women's Room's Organizational Development
Apart from building our capacities and educating other civil society organizations, we have been
regularly investing in additional expert education of members of Working Team. During 2009,
members of the Working Team participated in 15 different educations in order to improve our work.
Along with educations related to counseling work, Women’s Room Team was educated in the field of
volunteer management in order to include as many young people as possible in our work, but also to
share out long-term experience and possibilities of learning through practical work.
Apart from educations, all members participated in 7 workshops for team building and
strengthening organizational values, which resulted in the new five-year Strategic Plan for the period
2010 through 2014. This plan was completed in December and it defines two main areas of Women’s
Room’s work:
1. Sexual violence
2. Protection of human rights with focus on women's human rights
In March 2009, assembly was held where new Coordination Team and Management
Committee were elected (Attachment no.1.).
In addition to aims defined by existing statute, Assembly accepted new aim related to
empowerment of youth in struggle against sex, gender and sexual discrimination.

5. FUTURE
PLANS

WOMEN'S ROOM'S
DEVELOPMENT
Women's Room – Center for Sexual Rights will continue during the next year with systematic
work on making Croatian society free from patriarchy, discrimination and gender-based violence. We
strive for society in which everyone will have equal opportunity regardless of their gender, sex, age,
religion, nationality, ethnicity, and sexual orientation. Our goal is creating society in which individual
choices will be basic values. With the aim of achieving equal rights and opportunities for all citizens,
Women’s Room will continue its numerous activities, empowering women, institutions and public,
educating youth and civil society organizations, research, publishing and systematic advocacy aimed
at positive changes.
Center for Victims of Sexual Violence has worked in its full capacity during 2009 thanks to the
project financed by the European Commission. This project enabled us to focus on provision of
support and assistance to persons who survived some form of sexual violence and persons close to
them. We strengthened recognition of the Center for Victims of Sexual Violence among relevant state
institutions, civil society organizations and the wider public. As an example of exceptional
cooperation we would like to emphasize the Office for Victims’ and Witness Support created at the
Criminal County Court in Zagreb. Cooperation with the Office brought changes in regards to
beneficiaries of the Center for Victims of Sexual Violence. As a result, during 2009, we experienced
increase in the number of clients who reported sexual violence and participated in the court
proceedings.
Despite competence and expertise of the team of Center for Victims of Sexual Violence
regarding assistance and support for victims of sexual violence, we included a large number of
volunteers in the Center, who completed specialized education adjusted to Center’s needs. We are
continuing with building recognition of the Center for Victims of Sexual Violence among main
stakeholders needed for introduction of legislative changes related to protection of victims of sexual
violence in the court.
In regards to providing indirect assistance to persons who survived sexual violence, we are
continuing with participation in the Working Group for Development of the Analysis and Plan of
Action for Combating all Forms of Violence against Women and systematic lobbying for adoption of
the Code of Conduct in Case of Sexual Violence as a mandatory document for all relevant institutions.
Furthermore, we implemented media campaign “STOP Sexual Violence” which has contributed to the
visibility of the Women’s Room and the Center for Victims of Sexual Violence, resulted in increased

number of clients, and turned the attention of public to the existence and prevalence of all forms of
sexual violence.
During next year, Women's Room will place emphasis on research, which is extremely rare in
the area of sexual violence. We are planning to conduct research «Protection of Rights and Providing
Assistance to Victims/Witnesses of Domestic Violence» in cooperation with the Office for Gender
Equality and to map civil society organizations that provide specialized services to women victims of
violence thanks to funds of the National Foundation for Civil Society Development. Data and results
of the research will be used as guidelines for improving work of civil society organizations with
women victims of violence in accordance with Recommendations of the Council of Europe.
We will continue with educational program for which the Women's Room is recognized
among civil society organizations, relevant institutions and wider public about gender based violence,
rights of sexual and gender minorities and trafficking in persons with the emphasis on sexual
exploitation.
