2012 - 2013
Cool City. After Granite City Mayor Ed Hagnauer and the City Council
approved Granite City becoming a Cool City on October 11, 2012, our
cluster embarked on implementing the requirements for Cool City status.
We benefited greatly from the following allies who assisted our Cluster:

Supervisor; Granite City Alderman Paul Jackstadt; and Granite City
Economic Development Director Jonathan Ferry. They were instrumental
in providing us their support and expertise as we started and now continue
the Cool City Project. In the next phase we will be completing a Green
House Gas Inventory with the assistance of Todd Archer, SIUE Graduate
Student in Engineering. He will be completing the inventory utilizing the
international Council for Local Environmental Initiatives program, which
was purchased for us by US Steel.
Municipal Electric Aggregation. On March 20, 2012 primary election
day, Granite City failed by only 31 votes to pass a resolution to approve the
city’s engaging in electrical aggregation with other communities. Joining
together, the cities could lower their electrical energy costs. Our Cluster
worked with Mayor Ed Hagnauer and Phillip Carr with Good Energy to seek
voter approval once again in the fall. We met with many civic organizations
and voters to assure that Granite City would approve Electrical Aggregation
on November 6th. With a positive vote, Granite City and the other
communities who passed this resolution are now enjoying cheaper
electrical energy costs. Our electric bills are now lower and not just
because of a milder summer but also because our cost went down from
$.057 to $.039 per kilowatt hour due to Municipal Aggregation with 100%
Renewable energy.
Sustainable Communities. Our leaders have been participating in all of
the meetings of the Tri-City Region (Granite City, Mitchell, Venice, and
Madison) to support One STL: Many Communities, One Future. The
Tri-City Region is one of nine regions, which are meeting and working to
create a movement that advances a prosperous, healthy, and vibrant future
for St. Louis communities and the entire region. UCM will be a vital,
collaborative participant in these ongoing efforts.

O’Fallon Cluster Celebrates Recycling Success
The O’Fallon Cluster celebrates our success in getting a curbside recycling program in
O’Fallon. Members of our O’Fallon Churches first approached Mayor Gary Graham and
Assistant City Administrator Pam Funk in 2011 about our desire to have curbside
recycling for every O’Fallon household. In the fall of 2012, we spoke before committee
and City Council meetings encouraging the approval of a contract that would include
recycling for all households. Our efforts were successful and in February, 2013, the new
recycling program was launched.
In the months that the program has been in effect, the volume of trash sent from city
residents to the landfill has decreased while there has been a similar increase in
recycling. We are grateful to Mayor Gary Graham and the O’Fallon Aldermen for
approving recycling and for Assistant City Administrator for doing the detail work to
implement the program.
Slow but Steady Work Continues on Housing Efforts in O’Fallon
Slow but steady behind the scenes work continues on the O’Fallon Cluster’s efforts to
attract a mixed-income housing development to O’Fallon. In O’Fallon, we have workers
who make higher salaries and we also have many who work in service jobs as hotel
housekeepers, restaurant and retail workers, teachers aides in our schools, health
assistants, and bank tellers to name just a few. These workers play an important role in
our city yet the housing market makes it difficult to create housing that is affordable for
these workers. The O’Fallon Cluster continues to be in discussion with city and county
officials, real estate brokers, and area developers of mixed-income housing. We hope to
soon find the right housing developer to create a mix of housing that includes both
market rate housing units as well as more affordable units for our O’Fallon community.
Education Issues Attract New Interest
State budget challenges trickled down to O’Fallon District 90 this past year when
promised state education payments were not received. This resulted in a budget shortfall
and a referendum to increase local property taxes on the April ballot.
Rather than taking a position on the referendum, the O’Fallon Cluster chose to
host a forum with a spokesperson for both those supporting the referendum and those
opposing it. As people of faith we recognized that conversations on tax increases can
turn into simply an ideological debate. We, instead, attempted to focus the discussion on
how the proposed property tax increase would affect people in our community including
but not limited to school children, school employees, home owners, and business owners
and employees. Over 100 people attended the forum moderated by Carol Daniel.
Voters chose not to approve the tax increase and major budget cuts were made in
District 90 Schools. The UCM O’Fallon Cluster is in the process of creating an education
taskforce to bring together a wide variety of community members to monitor this situation and to make sure that financially vulnerable families have access to the same opportunities as those able to pay for educational opportunities on their own.

ALTON CLUSTER REPORT
The Alton Area Cluster of UCM has been quite active this past year with plans to continue to be.
During the summer and fall of 2012, many of our Cluster members were involved with Voter Registration in our area. Some of our Cluster members met with Andy Hightower, Director of the Alton
Housing Authority, regarding registering Housing Authority residents to vote. He also shared his special concerns for the children living in the various Housing Authority Communities. Other Cluster
members worked with the Homeowners Support Network by assisting people with mortgage questions and issues. Jan Hines from our Cluster received an award from the Coalition of Concerned Citizens for her and UCM’s part in partnering to write a grant to help support the Summer Youth Program. Many Cluster members shared their Christmas Spirit through Christmas Caroling at several of
our area’s nursing homes.
The Alton Area Cluster began working with the Returning Citizens Coalition in Alton the end of October, 2012. We became more committed to RCC following a Returning Citizens Community Education Workshop in January, 2013. Together, we coordinated a second community educational workshop targeting local congregations: “Freeing the Prisoner – Partners in Compassion” at the First
Unitarian Church in May, 2013. In May, we began to help RCC gain support for an Alton Office to be
established by the Lutheran Social Services of Illinois. Their reentry program is quite successful, reducing recidivism to 10-15% as opposed to 55-60% without the program. L.S.S.I. has been successful
in receiving a grant for the first two years. They are hoping to have the Alton Office open by November, 1, 2013 or sooner. We plan to continue our partnership and support with RCC & L.S.S.I.
During October, 2012, the Alton Area Cluster started a Book Study Group. Our first book was God of
Love: A Guide to the Heart of Judaism, Muslin, and Christianity by Maribai Starr. It was well received by an interesting and varied group of participants. We took a break over the summer and resumed in September, 2013 with Faith, Hope, and a Bird Called George: A Spiritual Fable by Michael
Morwood. Being a short book, we finished in one session. In October we will begin Twelve Steps to a
Compassionate Life by Karen Armstrong.
In June, our Cluster hosted the annual Interfaith Fire-of-Faith Worship Concert/Ice Cream Social.
On October 5, 2013 we are hosting Sheila Raye Charles (daughter of Ray Charles) in concert. She will
share her music and her story of addiction, prison, recovery, and her new Prison Ministry: One Way
Up.
Members of our Cluster have had “meet and greets” with various local, county, and federal officials,
law enforcement, civic, and community service leaders this year. Many of our Cluster members
toured Wellspring Resources and learned more about their programs. In August, a number of our
Cluster members toured Sun Ministries in North St. Louis learning more about their mission and
ways we can help. Sun Ministries helps many of the unemployed in their area, single moms in particular, and returning citizens by teaching skills and repurposing materials to create “Products with a
Purpose”. Sun Ministries has begun partnering with the Alton Area Cluster and the Returning Citizens Coalition to teach skills and to help returning citizens gain employment and, eventually, to establish their own businesses.
In July, many of our members attended “One-on-One” Training by UCM with the Sierra Club. We are
again teaming with the Sierra Club to help make Godfrey a Cool City, like Alton. This year the Alton
Area Cluster has also made plans to distribute information about UCM and the Alton Area Cluster,
and the Returning Citizens Coalition. The Alton Area Cluster has begun plans for new events in
2014. We look forward to learning and growing as we anticipate new challenges and opportunities
during the coming year.

East St. Louis Cluster Report
As a community of Christian faith, the East St. Louis cluster has supported and fought for justice on two basic fronts: taxation on churches and jobs for minorities in the construction trades.
Church Tax
The East St. Louis Cluster rose to the occasion by leading a fight against a city ordinance that
mandated churches and nonprofits pay an annual fee for safety inspections. Seeing this for
what it was - a TAX - UCM congregations in East St. Louis organized other local pastors. Pastors
knew that this issue was not just about not wanting to pay a fee. As Tim Townsend wrote in the
Post-Dispatch, “In reality, it touched on one of the most fundamental and contentious aspects of
American democracy: the separation of church and state. And it has pitted the pastors in one of
the most church-packed cities in the country against a municipal government whose members
sit in their pews on Sundays” (April 15, 2013).
Clergy and congregants from East St. Louis as well as surrounding communities returned to
pack City Hall for 3 months to express their disbelief at such an ordinance and demand that the
City Council rescind it. At the urging of the faith community, the Council rescinded the ordinance, no longer requiring congregations to pay a fee.
Workforce Diversity
PLA- One of the most long fought and significant battles of the Jobs Council was the battle for a
fair statewide Project Labor Agreement (PLA). This PLA would set a standard for hiring practices
for all state-funded road and bridge work in the state of Illinois. Jobs Council leaders had been
working with the Illinois Department of Transportation (IDOT) to ensure that the goals in the
Agreement reflected the needs of the community. UCM leaders would not rest until a fair PLA
was written– a PLA with hiring goals that were inclusive to members of the community who have
historically been discriminated against within the trades. Through the persistence of UCM leaders along with our affiliates within Gamaliel of Illinois, a fair PLA was finally signed off by IDOT
and the AFL-CIO in early 2013! Now, all road and bridge work that is funded by the state of Illinois will reflect fair hiring standards.
Funding for Minority Contractors – One of the largest roadblocks facing minority contractors is
funding. Many contractors who are awarded a contract are unable to afford the start-up costs of
the project. After the Illinois Department of Transportation drafted the DBE Working Capitol
Revolving Loan Program to assist minority contractors, UCM worked with our Gamaliel of Illinois
affiliates, urging our state legislators to support it– and it passed! Beginning in November of
2013, minority contractors will be able to apply for small business loans and grants to cover the
start-up costs of projects. Now, through the Loan Fund Program, hundreds of minority contractors will be able to gain valuable work experience, establish and rebuild credit lines, and compete
with larger contractors.
100 Ready Workers– The Relay for Jobs Council has developed a database of job candidates in
East St. Louis and surrounding communities and has developed a campaign to move them into
construction careers. So far, at least three minority contractors have received DBE
(Disadvantaged Business Enterprise) certification. One of the contractors has been awarded two
major contracts with IDOT (Illinois Department of Transportation); thus allowing him to hire at
least six people from the 100 Ready Workers list.
