Year 2013
Crime at a glance
The City of New Bern has a 2010 census population of 29,524. For 2013 New Bern has a violent crime
rate of 453.9 violent crimes per 100,000 people. This is a 16.3% reduction from 2012 which was 542.1.
New Bern’s property crime rate is 5,355 per 100,000 people which is a 13.5% decrease from 2012 which
was 6,188.7.
The City of New Bern experienced a 9% decrease in violent crime from 2012-2013, from 156 reported
offenses in 2012 to 142 in 2013. Violent crime includes Homicide, Rape, Robbery, and Aggravated
Assault. There was 1 homicide, 13 rapes, 51 robberies and 77 aggravated assaults.
New Bern saw a decrease in property crimes by 9% from 2012-2013, from 1,863 offenses in 2012 to
1,704 in 2013. Property crime includes Burglary, Larceny, and Motor Vehicle Theft and Arson. There
were 319 Burglary’s, 1,326 larcenies and 55 motor vehicle thefts.
New Bern saw an increase in incidents of 1% from 2012-2013. In 2013 there were 46,483
incidents as opposed to 45,955 in 2012.
The report has been broken down into three separate parts:
Part- I is comparison graph that denotes the total Part I crimes that were reported in the year 2009
through 2013. Also, statistical data chart was formulated by zone to determine areas of focus for our
agency.
Part- II is a chart of Case Closure Rates from 2001-2012 for NBPD and the Nation.
Part- III is a data analysis of the Part I Crimes for 2013.
Part- IV are the Part I crime arrest that occurred during 2013.
It should be noted that for the year 2011 vehicle B&Es were discovered to be grouped under Larceny for
NIBRS purposes. This was not reflected in the previous years. This change will bring down the total
number of B&Es while increasing the number of larcenies.

The following information was compiled by the Crime Analysis Unit Detective which includes a
data analysis of the Part I Crimes.
Analyst Comments
Breaking and Entering
For the 2013 year Breaking and Entering cases were concentrated mainly in 4 districts; Country
Club (79), Gateway (80), Greenleaf (70) and Washington Forks (51).
For each Community Policing District (CPD) Battleground had 3% of the B&Es, Country Club had
25%, Gateway had 25%, Greenleaf had 22%, Neuse River had 8% and Washington Forks had
17%
For Battleground, 89% were residential B&Es and 11% were business.
For Country Club, 76% were residential B&Es and 24% were business.
For Gateway, 82% were residential B&Es and 18% were business.
For Greenleaf, 55% were residential B&Es and 45% were business.
For Neuse River, 64% were residential B&Es and 36% were business.
For Washington Forks, 75% were residential B&Es and 25% were business.
Residential B&Es are occurring during two specific time periods of approximately 1200-1900hrs
with no specific day of the week targeted. Friday through Sunday have slightly higher numbers
but nothing significant. There were two common methods of entry, forcing open rear door and
entry through a rear window (either unlocked or breaking it). Items that were typically stolen
were money, jewelry and electronics (game systems, TV’s and laptops). See Attachment 1 for a
density map of all residential B&Es.
Business B&E’s are occurring between 2300-0200hrs with a concentration on Sunday (20%) and
Monday (20%). Methods of entry for business B&Es were usually by forcing open a rear door or
by breaking a front window and entering the business. Items stolen were usually cash and
small electronic items. See Attachment 2 for a density map of all business B&Es.

Analyst Note
The above data should help patrol officers in each zone focus more towards a specific type of
B&E based on the statistics provided. Officers can develop a strategy to better protect against
the types of B&Es occurring in their zone.
Larceny
For the 2013 year Larceny cases were concentrated in Country Club (37%). Battleground had
2%, Gateway had 15%, Greenleaf had 26%, Neuse River had 10% and Washington Forks had
10%.
For analysis purposes larcenies are divided into two categories; Larcenies and Theft from Motor
Vehicle.
For Battleground, 58% were Larceny and 42% were Theft from Motor Vehicle.
For Country Club, 89% were Larceny and 11% were Theft from Motor Vehicle.
For Gateway, 88% were Larceny and 12% were Theft from Motor Vehicle.
For Greenleaf, 83% were Larceny and 17% were Theft from Motor Vehicle.
For Neuse River, 76% were Larceny and 24% were Theft from Motor Vehicle.
For Washington Forks, 86% were Larceny and 14% were Theft from Motor Vehicle.
Larcenies in the city are widespread and without any major pattern. There were 1326 total
larcenies throughout the city this year. The major locations for larcenies were Wal-Mart with
18% and Belk with 9%. The statistics presented no real grouping of addresses or areas in
particular. According to the statistics larcenies are occurring between the hours of 1200 and
1800 Thursday through Saturday.

Theft from Motor Vehicles is where someone breaks into a motor vehicle whether it is locked
or unlocked and steals something from within. The thefts are occurring mainly Monday,
Thursday and Friday between 0100 and 0500. See Attachment 3 for a density map of all thefts
from motor vehicles.
Noted Trend
A Popular trend in the city is Theft from Motor Vehicles (also known as vehicle B&Es). Suspects
are looking for unlocked vehicles with easy to dispose of items inside. Items most often taken
are money, most often small change.

Enforcement Recommendations
Deploy officers on Neuse Blvd and M L King Jr Blvd between 2300 and 0200hrs on Sundays and
Mondays when most business B&E’s are occurring.
Deploy officers around the Craven Terrace/ Duffy Field areas between 1200-1900hrs Friday Sunday to monitor for residential B&Es.
Home and business surveys
Community Watch
Traffic enforcement in the area could present a presence while still performing a needed
service.
Also covert surveillance of target areas utilizing plain clothes officers in unmarked vehicles or on
foot could yield positive results.
The same directed enforcement could be used during the daytime for residential B&Es.
Education
Establishing a working relationship with Walmart and Belks to help identify repeat offenders
and prevent them from committing more larcenies.
Officers should conduct business surveys to try and ascertain a better understanding of the
store and their methods of loss prevention.
A door hanger campaign to help remind citizens in areas where vehicle B&Es are higher to lock
their vehicles and to not display their valuables.
The included density maps help to illustrate the major areas of concern for each respective
crime type. These maps can be helpful in deploying officers to combat certain types of crimes.
The darker the area, the more concentration of specified activities.

A noted trend is that 40% of people arrested were between the ages of 17 and 23. Two
offenders stuck out for multiple arrests for B&E and that is Keith Conway and Quinzell Saunders
who were arrested on multiple occasions for B&E. Tianna Cruz, Malayna Cruz and Demarcus
Woods listed 2802 Monroe Dr. as their address and were arrested for B&E’s multiple times.
Arrest data includes all arrest reports entered into Aegis for the year 2013. However if the
officer arrested someone and released them on a citation; but did not fill out an arrest report,
those statistics are not included. Larceny arrests in Country Club are high due to Wal-Mart and
the arrests made from there.

Attachment 1
Residential B&Es
The areas around Craven Terrace and Trent Court have the highest concentration of residential
breaking and entering’s in the city. Stoney Hill Trail and the area around Hazel and Helen Ave
also have a higher than average concentration.

Business B&Es
Businesses located along M L King Jr Blvd and Neuse Blvd is where a major concentration of the business
breaking and entering’s is occurring. Downtown between Middle Street and Craven St along Pollock St
is where a majority of downtown’s breaking and entering’s are occurring.

Theft from Motor Vehicles
For Theft from Motor Vehicles the major roads, M L
King Jr Blvd between S. Glenburnie Rd and Hwy 70, as
well as Craven Terrace and downtown have the highest
concentrations. Craven Trailer Park, Jimmies Creek Dr.
and Copperfield Apartments also have higher than
average vehicle breaking and entering’s.
