Barbeau Supervisor, Town of LeRoy (585) 768-6910 x 231 With our reorganizational meeting of January 14, the Town Board began its new term of office. I will be pleased to continue reporting to you various topics over the next four years. Not a lot changed relating to the structure of Town government. Reid Whiting was reappointed Town attorney and Clark Patterson Lee as Town engineer. Jeff Steinbrenner will continue as code Enforcement Officer, working Monday-Friday late afternoons/ early evenings and on Saturday mornings. As the Town Hall is often closed during many of those hours, or Jeff is conducting required field work, it is recommended that you call 768-6910 ext. 223 or email code@leroyny.org to set up an appointment. Similarly, assessors are available on Mondays and Thursdays from 9 am- 1 am and on Tuesdays and Wednesdays from 9 am- 4:30 pm Town Supervisor Column (there are no office hours on Fridays). Their number is 768-6910 ext. 221 and email assessor@leroyny.org. At our first meeting, I was also able to report that, by working with our insurance consultant from Tompkins, we were able to save about $5,000 on health insurance premiums with our nonunion employees by switching companies. We review this on an annual basis and, for the first time, actually reduced our costs from one year to the next without reducing employee benefits. Additionally, thanks to the efforts of Laura Brodie, my secretary/ bookkeeper, and Judy Ridley, adult recreation coordinator, we are going to receive more money than ever before from the GOART grant we annually apply for. This goes directly toward the Trigon Park Summer Concert Series and other senior citizen activities. I also met last week, along with board members from Towns of Byron, Bergen, Stafford, Bat- avia, and Villages of Bergen and LeRoy, with a specialized attorney from Pittsburgh who will be negotiating our new franchise agreement with Time Warner/ Charter. For Town (outside Village) residents, our number one goal is to lower the density formula so that cable might be available to more residents who might desire such. Also, we have a unique situation in that we (again, Town outside) have no (or very minimal) franchise fee stipulation with Time Warner. In sum, FCC rules allow a municipality to collect up to 5% of the gross charges on your cable bill (video only- not phone or internet) from the cable provider. Of course, the cable provider recovers that fee paid to the municipality by charging the customer. Around the year 2000, the Town Board made a decision (on the last contract) to do away with receiving money from franchise fees (about $7,000 in revenue at the time) and, therefore, lower the bills for subscribers. As a result, cable subscribers living in the Town pay little (2 or 3 cents) or no franchise fee. We aim to continue that for Town subscribers. We also received an update from the EPA concerning the soil testing on Gulf Road. In sum, the current testing has yielded no problems and their aim is to continue for two more years with this remediation project. The only “downer” news as we begin 2016 is that the LeRoy/ Bergen quest to pursue an America’s Best Communities Award has ended, as we were not selected for the quarterfinal round. While a disappointment, I want to thank the communities of both Bergen (especially Supervisor Don Cunningham and Mayor Anne Marie Barclay - Architect Committee) and LeRoy (especially County Legislator Shelley Stein, Historian Lynne Belluscio, and technology consultant Lauren Humphrey - Architect Committee) for all of your efforts and support (donations, positive social media posts, fundraising, etc.). Of course, we did not put all of our eggs in one basket and the fine folks at GCEDC (Steve Hyde, Mark Masse, Lezlie Farrell, and Rachel Tabelski - Architect Committee), who helped us immensely with ABC, are continuing to assist LeRoy with our priority of developing the clean commercial park on Rt. 19. He advocated for his fiscal plan, including many new spending initiatives, in broad strokes. A $3 billion project renovating Penn Station and a $1 billion Manhattan Convention Center expansion were some of the big-ticket items advanced during the presentation. Overall, the Governor recommended an increase in spending by $2.46 billion. For the past five years, the State Budget has limited spending growth to below two percent, saving taxpayers $23 billion. This fiscally responsible practice should continue for this year’s budget. As the Governor outlined the Executive Budget proposal, he was somewhat vague on how to pay for the entire financial plan. My Senate colleagues and I will start the process of breaking down the numbers soon. It is so important to review all of the financial details, as well as figure out exactly how many State tax dollars should be allocated. He also shared ideas on a variety of legislative issues, including infrastructure investments, help for small businesses and education funding. The Governor talked about infrastructure improvements for Upstate New York. I will be taking a closer look to ensure Upstate receives an equal amount of funding as downstate’s Metropolitan Transportation Authority did last year. As I have said in the past, our crumbling roads and bridges have been put on the back burner for too long. Another proposal would provide as much as $300 million in tax relief for small businesses. While I am encouraged by the emphasis on tax relief, it does not go far enough to really help the private sector. His proposal should serve as a starting point. It should be supplemented by eliminating burdensome, outdated regulations. Since 2011, we have made strides to help smaller employers, but there is still a lot of work to be done– in an effort to make it easier to run a business and create jobs in New York State. For education funding, he outlined a phase-out of the Gap Elimination Adjustment (GEA) budget cuts over a period of two years. I have been strongly advocating to get rid of the GEA for years now. We must eliminate the GEA this year. The time is overdue to end the GEA’s devastating impact on funding for our schools. Abolishing the GEA will finally restore millions of dollars in State Aid to our schools and build a better future for our children. Finally, our budget priorities should be passing an on-time budget, for the sixth consecutive year, which keeps our strong economy growing, rejects any new taxes and controls spending. The Batavia Ramparts Pee Wee A team took the ice Friday, January 18th at 8.20 pm for their first tournament game against the Amherst Blackhawks. The Ramparts dominated throughout the game resulting in a 6-1 win. Zachary Eschberger of LeRoy scored 1 goal and skated away with the game MVP awarded by the coach of the opposing team! Other goal scorers included Austin Hunt, Landin Pizzi and Max Scott. The Ramparts Pee Wee A team took to the ice in back to back games Saturday afternoon against the Amherst Kings and the Perinton Blades. The Ramparts and Kings battled it out in heated, penalty-ridden match ending in a 3-2 loss for The Ramparts. Goal scorers were Landin Pizzi and Parker Corbelli…Corbelli was awarded the game MVP. The Ramparts racked up a win against the Perinton Blades with an end score of 3-2. Goal scorers were Pizzi, Hunt and Andrew Kasmarek. Kasmarek was awarded the game MVP. What ended up being the 4th and final game for the Pee Wee A Ramparts was played late Sunday afternoon. It was a high energy match against rival Monroe County Amerks. The first 2 periods the Ramparts and the Amerks went goal for goal, however, the Amerks took control in the 3rd period and won the game 4-2. Jenna Snieszko, Goaltender for the Ramparts was awarded the game MVP. The Ramparts Pee Wee A team is comprised of players from the greater Batavia area including LeRoyans Adam Risewick, Shawn Morabito and Zack Eschberger. Additional teammates are Carter Augello, Parker Corbelli, Colin Crane, Austin Hunt, Andrew Kasmarek, Landin Pizzi, Max Scott, Brian Valyear and Carter Wasilewski. The Batavia Ramparts Squirt A cheered for their Pee Wee team Friday night and rested up for their first game at 6.30 am Saturday, the 16th against the Amherst White Sabres. The Ramparts suffered a 4-1 loss with the 1 goal being scored by Will Eschberger, who also was awarded the game MVP. Game 2 for the Squirt A Ramparts was an intense match played Saturday afternoon against the Amherst Rangers. This hardfought game resulted in a 4-2 loss with goals scored by Will Eschberger and Tyler Kidder. Game MVP was awarded to goaltender, Robert McCarthy of Medina. Games 3 and 4 took place on Sunday, January 17th and resulted in 2 WINS for the Ramparts Squirt A team. At 10.20 am Sunday morning the Rampart Squirt A’s faced off against NCCYHA out of Fredonia, NY for a nail-biter of a game resulting in a 3-2 win for the Ramparts. Goal scorers were Gino Falletti and Tyler Kidder. Goalie Robert McCarthy was awarded the game MVP. A few hours later the Squirt A Ramparts took to the ice for a final game against the Amherst Blackhawks and skated away with a decisive 7-2 win! Gino Falletti and Brennan Pederson each netted 2 goals. Additional goals were scored by Anna Stevens, Tyler Kidder and Andrew Jursted. Game MVP went to Anna Stevens. Even though it is January, our thoughts are already on June and the 2016 Graduation Ceremony. We are very excited to announce a change to our ceremony. This year we will be holding graduation on Saturday, June 25, 2016 at 11:00 a.m. in the Jr./Sr. High School Auditorium. As you may recall, graduation has been held on Sunday for many years. Over the years, we have been approached by many families and students to consider this change to better accommodate family attendance and celebrations. Many felt that Sunday afternoon left little time to celebrate and often out of town family members needed to come back for a party at another time. After much discussion and input from the 2016 Graduates, we decided to make this change. This will be the first of several reminders. As always, a wonderful ceremony is being planned, so save the date of Saturday, June 25, 2016 at 11:00 a.m. I wanted to take a minute to offer our thanks and gratitude to Le Roy Christian Community Project (LCCP). LCCP partners with the Le Roy Central School District to support the Backpack and Afterschool programs that benefit several families in our community. (That was the year that Jell-O closed in LeRoy.) “Just fill in the entry blank and send it along with the fronts of 4 packages of Jell-O Gelatin Dessert. You could easily be the winner. You could be lucky and win $25,000.” That was the first prize and it was the actual value of a 40-pound mold of solid gold. So I called John Cooper at Cooper’s Coin Shop on Mill Street. What followed was a lesson in troy ounces, troy pounds, and the avoirdupois pound. (There is no explanation about which kind of pound they used to measure the Mold of Gold.) Gold and precious metals are measured in troy ounces, which apparently dates back to the Roman monetary system. Flour, butter and other commodities are measured in avoirdupois pounds and ounces. A troy ounce is 1/12 of a troy pound. A avoirdupois ounce is 1/16 of a avoirdupois pound. (Stick with me here. I’m trying to come up with an answer.) Since we don’t know if the Jell-O Mold of Gold was Mold Of Gold measured in troy ounces or avoirdupois ounces, there might be two different answers. (I wonder if the new math would make this any easier?) Before I learned about the troy ounce and the avoirdupois ounce, I figured 40 times 16 would give me the number or ounces and then I would multiply that by the price of gold. So that was 640 avoirdupois ounces times $1,090 which is $697,600. But that is wrong, because gold is calculated in troy ounces. So if it was troy ounces then it was 40 times 12 which equals 480 times $1,090 which equals $523,200 - - - I think. I looked up the price of gold in 1964 at it was running between $35 and $39 an ounce - - a troy ounce. So if I do some more the local historical society. We had some guests today to give us an update on the America’s Best Community Competition. Those guests included; Claudia Moore from Frontier Communications, Mark Masse from Genesee County Economic Development and County Legislator Shelly Stein. They informed the group that LeRoy/ Byron-Bergen was not selected to continue to the next level of the ABC competition. However, Le Roy was awarded grants for enhancing our Community. A great deal of hard work was put into this and the committee thanked Rotary for their support of the project. Some announcements were made to the group about upcoming events. The Super Bowl TV Raffle is set for February 6th at the Legion. The prize is a 55” Smart TV. The Graze to Raise is tentatively set for May 20th, please look for more information over the next couple of weeks. There were many fines for missed meetings and those Rotarians either had makeup meetings or green cards! The fining session didn’t end there.
