Recipients will be honored during the annual Women of Distinction Awards Celebration June 18 at Genesee Community College, 1 College Rd. Local YWCA officials have been striving to incorporate a more direct relationship between award recipients and the nonprofit’s endeavors, including the Domestic Violence Crisis & Prevention Services program, Care & Crisis Helpline, Children and Family Services and Healthy Relationships course in the schools. No matter how big or how small, or whether it’s a man, woman, youth or business, all of those efforts have tremendous potential to assist with our goal to empower women and eliminate racism. These awards are one way to publicly acknowledge the good works of others that have ultimately contributed to the well-being of our Genesee County population, Executive Director Jeanne Walton said. “Our agency has been mirroring YWCA USA in that it is constantly evolving to meet community needs and share its strengths,” Walton said. “This year the national organization released a new brand to emphasize that we’re on a mission. YWCA of Genesee County’s mission is to reach out to women and families with our domestic violence and childcare services while recognizing that we can’t do it alone. The Women of Distinction Awards Celebration is a wonderful way to give a nod of thanks for the dedicated generosity of our supporters.” The selection committee is looking for nominations of women, companies and organizations that have gone above and beyond in the following categories: Racial Justice: Supporting di- versity through one’s initiatives, philosophies and/or programs. This may include service in a leadership role, with commitment to racial justice and a high standard of courage, integrity and commitment to YWCA’s mission to empower women and eliminate racism. The Organization is helping children of War Victims in South Sudan with technical apprenticeships such as carpentry, welding and mechanics. It is offered to both girls and boys. The organization started in 2001 and as of today they have raised $100,000. Classes began as of February 2016. They have a goal to raise another $25,000 for windows and doors in the school. Thirty students currently attend the school with the goal at 350. The current government is funding the teachers and supplies. John won his first match by pinning Dillian Palaszewski from Galway in Section 2. Advancing to the quarterfinals, he lost 3-1 to Dane Heberlein from Alexander in Section 5, the eventual NYS Champion at 120#. John then moved into the consolation bracket where he defeated Satoshi Abe from Putnam Valley in Section 1 by a score of 11-2. He defeated his next opponent, Jacob Nolan from Saranac in Section 7 by a 4-2 decision. He then lost 6-4 in a tough match against Jon Gomez of Locust Valley in Section 8. Cox Superintendent of Schools As spring approaches, it is getting very busy at the Le Roy Central School District. Between 2016-17 budget design, the planning for the spring construction schedule for the R.I.T.E project, and numerous activities at each building, there is never a dull moment! I hope you were able to attend the wonderful production of “The Addams Family”. As is usual for our musical productions the talent of our students, staff, and community members truly shines. Congratulations, and thank you to the Le Roy Central School District Music Department for their commitment and hard work that goes into these outstanding productions year after year. “PARP” (Parents as Reading Partners) Month just concluded at the Wolcott Street School with a great festival and celebration of reading last Friday. Remember, just because PARP month is over, it is important to keep reading. I also want to recognize the WSS staff and especially Michelle Cantabene and Jen McClurg for their efforts in making this happen. The Board of Education and the Administration continue to draft the 2016-17 school budget. For the past several years we have dealt with the GAP elimination adjustment (GEA), a flawed foundation aid formula, and a complex property tax cap formula. Still, despite these challenges, we have been able to continue to develop responsible budgets that have allowed us to realign our resources to make substantive changes to our programs. Each year the legislators and the Governor release school aid runs that give districts an approximate idea of how much aid we can expect for the upcoming school year. You might recall last year we did not receive this information and were basically building our budget blindfolded. This year, the good news is that we did receive the state aid runs which provide us with some guidance on expected revenue for the upcoming year. The bad news is that we continue to see the GEA still applied to our aid allotment. Over the course of the past several years, Le Roy has been denied about 8 million dollars in state aid funding due to the GEA. We had hoped that we would not see this reduction applied again this year and we would have our state aid fully restored. As it stands right now, we still have about $250,000 being withheld in GEA. Over the course of the next few weeks, the board of education, the administrative team and I will be diligently advocating for full restoration of the GEA, as well as a call to revise the flawed foundation aid formula. We are cautiously optimistic that some of this will be restored when the state budget is released April 1st. Just a quick word about the tax levy limit. When first proposed by Governor Cuomo this was touted as a 2% tax cap. This was very misleading as the 2% was not the limit, but rather a part of the calculation to determine the percentage. In reality the calculation calls for 2% or CPI (whichever is lower) to be used in the calculation. This year the number is .12%. That number, along with other exemptions and additions, go together to make up the tax limit calculation. This calculation is currently being finalized for the district and will be used as we complete the budget process. We do believe that we will be able to put forth a well-balanced and responsible school budget for the 2016-17 school year. The budget will be adopted at the April 12th school board meeting. Budget presentations will be held throughout the community beginning in April and the Budget Hearing will be held May 10, 2016 at Memorial Auditorium. Morris - literally. In 1948, when construction began on the Mt. Morris dam, it was General Crushed Stone in LeRoy who had the contract for supplying the crushed limestone. This aggregate, as it is called, was mixed with sand and cement to create the dam. By the time it was finished, the dam was 246 feet high, 221 feet thick at the base, and 1,026 feet long. It required 330,000 tons of sand, 2,443,000 bags of cement and 1,087,500 of crushed limestone from LeRoy. For three years, the cement was poured non-stop day and night except during the winter. The cement was mixed on site and poured into 8-cubic-yard buckets that weighed 22 tons each. The buckets were swung across the canyon at intervals of about one every five minutes, to fill the huge forms. In order to meet the demand, General Crushed Stone installed a larger crusher. George Schaefer, who was the general manager at General Crushed Stone, reported to the Rochester Rotary Club, that to keep up with production, 3,500 tons of limestone was being trucked to Mt. Morris each day – a distance of 52 miles round trip. When the dam was finished in 1952, it was the fourth highest dam east of the Mississippi River. It cost $19,800,000 and came in $400,000 under budget. At its peak construction, 470 men were working at the dam construction site. The last bucket of concrete was poured on October 31, 1952. Mt. Morris Dam is under the Buffalo District of the United States Army Corps of Engineers. In 1775, when the Continental Congress organized the Continental Army, it included a chief engineer to provide engineering services to General Washington. In 1779, a separate Corps of Engineers was created for the Continental Army and one of its first assignments was to build fortifications near Boston. After the war, and the dissolution of the Continental Army, it wasn’t until 1802 that President Thomas Jefferson created the Corps of Engineers, which was stationed at West Point. The superintendent of West Point was always an engineer officer until 1866. In fact, during the first half of the 19th century, West Point was the only engineering school in the country. In 1824, the General Survey Act authorized the Army Corps of Engineers to survey roads and canal routes, and Congress approved a bill giving the Corps the responsibility to improve the navigation of the Ohio and Mississippi Rivers. It was also in 1824, when Capt. Theodore Maurice was assigned to the Buffalo District to supervise operations on Lake Erie, but supervision of the Buffalo District was based at West Point, where it remained until 1857, when a permanent office was established in Buffalo. Today the Buffalo District covers 38,000 square miles from Messena, New York to Toledo, Ohio, and includes six field offices. In 1952, Bassett’s Art Shop in Perry published a photo book of the dam construction. Although the reprints of the photos are not particularly clear, as you can see, it is a great documentation of the work. I don’t know if any men from LeRoy worked at the dam site, but certainly the men who B.R. Berkemeier of 61 Walnut Street, Batavia was arrested by the LeRoy Police Department on 2/25/2016 and charged with one count of Endangering the Welfare of a Child, a class A-Misdemeanor. It is alleged that on or about 12/16/2015, Berkemeier knowingly acted in a manner which was likely to be injurious to the physical, mental or moral welfare of a child less than 17 years of age by allegedly sending an inappropriate Facebook message to the victim. Berkemeier was issue an Appearance Ticket to appear in LeRoy Court on 3/7/2016. 2) 28 year old Joshua J. Nilsen of Hilltop Drive, LeRoy, was arrested by the LeRoy Police Department on February 28, 2016, and charged with Driving While Intoxicated, Aggravated Driving While Intoxicated; having a BAC of .18% or more, and Drivers View Obstructed. Nilsen was arrested following a traffic stop after a witness alleged Nilsen’s vehicle was operating erratically on South Street Road. Patrols located the vehicle on Route 19 in the Village and initiated a traffic stop on Craigie St. for allegedly having drivers view obstructed. After a brief investigation Nilsen was allegedly found to be intoxicated. Nilsen was issued Traffic Tickets to appear in the LeRoy Town Court on March 21, 2016. both parties. Scott of 1 Walnut Street, Batavia met at an address on Robbins Road in LeRoy to talk about their relationship. The discussion became heated and Scott allegedly damaged the inside of Rose’ vehicle amounting to $1,643.48. Rose then, while leaving the location, backed her vehicle up, allegedly running over Scott the first time then drove forward away from the scene allegedly running over and/or dragging Scott a second time. Scott suffered injuries consisting of pain and numerous abrasions about numerous areas of his body. Scott was treated at a local hospital and released. Scott was charged with one count of Criminal Mischief in the 3rd Degree, a class E-Felony and Rose was charged with one count of Assault in the Second Degree, a Class D-Felony and Leaving the Scene of a Personal Injury Accident.
