STUDENT BOARD MEMBERS
Student B( ard Member Michele Christensen, A.S.B. President at Sierra High School, reported that
on February 16, the entire school will he attending a Radical Reality Assembly. February 17 is the
first graduatil ni meeting held with seim r class officers to djscuss graduatioin topics. On Saturday,
February 18, the Winter liormal will be held at the Modesto Centre Plaza. February 21 through 24
is scheduled for PEA Week. The first day of women’s basketball playoffs is scheduled for FeL)fliary
21. A Site Council Meeting is slated for February 22 at 5 p.m. The Sierra High School Leadership
class will be participating in the Give Every Child a Chance Bowl-A-lhon on February 25. The
first senior letter regarding the senIor night rally and baccalaureate will he sent in ~rneMarch 1. On
March 2, six students from Sierra’s men’s and womens basketball teams xviii be participating in

also join in this activity. March 4 is Sierra’s J )h Fair for new teachurs. Sierra’s finals will be held on

asked PrIncipal Joe Cook, Nile Garden School, to intro )duce one of his teachers who received a very
high honor.
Mr. Cook reported that he is pleased to be here. lIe reported that one of Nile Garden’s teachers,
Mrs. I le’ieli N eilso mu, received the American I ateracv U rp )ratio m’s I ‘iteracy Award. This is an
organization that prolnote’s literacy and asks for applicants for this award. The winner receives
$2,000 for their own personal use and $500 for their classroom/ school use. Mr. Cook explained
that Nile Garden School just held an Author’s Day, and they had Jeff Savage come. The S500 was
used along with some money from the Nile Garden Community Club, Mr. Savage did an
outstanding job.
In introducing Mrs. Neilsen, Mr. Cook reported that she has been one of the District’s recruits
from out of state who has stayed. She is a very effective classroom teacher who is very involved in
school activities. Mrs. Neilsen has served as a representative for MEA, has been a director of the
Nile Garden talent show’, has judged Science Fair projects, has served on the Drama Club, and has
been instrumemital in organizing class plays. Mrs. Neilsen also has assisted with the second grade
field trips, school plays, amid the Christmas concerts. Mrs. Neilsen also) finds time to do) some
tutoring after school as well. Mr. Cook further commented that Mrs. Neilsen immerses her
students in literacy and lots of language arts. She also spearheaded the Read Across America
Program at Nile Garden and is well known for her Dr. Suess hat. Mrs. Ncilsen actively participates
in Nile Garden school’s Famil) Reading Nights serving i~a icader and his been lnchl~effective in
implementing the Houghton—Mlifflin lingu Ige arts plogr u.n ‘~fr Cook then introduced to the

Mississippians, Mrs. Bowman and her husband, a teacher in Tracy, narrowed their attention to the
schools along the 90-mile stretch along Nlississmppi’s gulf coast is 246 schools have sustained over
SI.2 billion of damage, and 14 schools there were totall destroyed. There is a project in MUSD
that is underway to assist one scho >1 ehstrjct. Mrs. Bowman then intn duced coinmlttee members
who have been meeting on a regular basis: Caroline Thiboeleau, Director of health Services; Roger
(~oatcher, Principal, \~ioodwardSchool; Helemi 1-lankal—Jackson, Shasta Coniniunitv Club; Steve
Howe, Coumiselor at Sierra High; and Christine Klapperich from Brock Elliott School. Mrs.
Bowman reported that this group is in hopes of encouraging all of Manteca to participate and
recogniaes that this support needs to be ongoing for two to) three years. ihere is not a quick fix to

coinimittee’s logo which is the “I-lands of Hope” and the title of this project. The committee has
adopted the Pass Christian School i)istrict, a public school district, and one of 14 alonr~the coast

that was destroyed, I his sch ml district vvas built in i 937 and survived Hurricane Camille. Pri()r to
I- lurricane Katrina, there were 2,000 students in Pass Christian School District. It is a blue—collar
commriumty, and 75 lercent of time students qualify f r free—lunch. Just prior to) Hurricane Katrina,
Pass Christian I ugh School had been notified that it was one of 296 NCLB Blue Ribbon schools
for the year.

Everything has been lost. Ms. I Iinkle—jackson said she feels that the school is the most important
part of the community. If we don’t help them to rebuild their school, she said their community will
not come back. They have needs and losses that are just astronomical. Three of the four schools
were destroyed as well as the school district. The remaining school was flooded with water as high
as 1$ feet high. Ms. I lankal-Jackson said MUSD needs to give ongoing help for two to) three years.

Soroptimists of Manteca will also) handle all of our finances and cut checks for the different
vendors that Pass Christian identifies to buy their supplies.
Principal Roger Goatcher said that this is one of those opportumties of helping our students
understand the concc.pt of character. it’s not just a one—time thing and it’s over with. Mr.
Goatcher said that one of the parts to Project I lands of Hope is to show that this is a two or three—
year effort. It will be the smaller things we will be doing that will make the difference as well as the
ongoing of bcing t p~irtof the Umtcel states, l)eing a good citizen, amid showing respo)nslblIln and
showing that we are compassio)nate and care for others. Efforts that the group has undertaken are
recycling of can, glass, aluminum, plastic, and paper. Mr. Goatcher shared that for one cia at
\Vooeiward School, students were asked to bring aluminum cans which netted over Sl00. It was
easy, and the stuelemmas bought into it. Other projects are raffle baskets, an omelet breakfast, and a
pancake breakfast. The proceeds then go to) Project liamids of Hope. Shasta School has done a
penny drive, and Nile Garden has had success with their pumpkin grains and a crab feed that
netted over $3,600. Mr. Goatcher reported that a total already is at $4,500.

Caroline Thibodeau reported that during the Thanksgiving Iloliday, Nancy Bowman’s husband
took a truck load of donated items through MEA and CSEA and Project Good Night to several
different school districts Ofl the Gulf Coast, and Steve Hcwe read a thank you letter from the
Ocean Springs Scho A District Superintendent of Schools, Anna I Iertz.

concerned! about a list of students being expelled and what happens to these students. She asked
the Board if they have ever followed up on any of these stuelents. Mrs. Reichelt sale1 she has been

Ms. Glock—McKilip commented that as a former administrator, she has been on an expulsion panel
and has seen what goes omi. She said that a lot of the (expelled) students do completely turn
around. They get better grades, their attendance is up to par, and their attitudes change. Ms.
Glock—McKillip said that she, personally, has seen changes.

Mrs. Reichelt said she dropped in at the county school on Main Street She saw all the kids lying on
the tables eating pizza and drinking sodas. It’s an after-school program, but this was about 2 p.m.
There was no one on campus who was in charge. Mrs. Reichelt said the lady in charge was in
Stockton. It was most pitiful and most horrendous, and Mrs. Reichelt gives that school an F
minus. There are no computers. They were out playing basketball at 2p.m. One algebra teacher
had a computer, but he was trying to teach these students. Further, Mrs. Reichelt said that the
classrooms were inadequate. Pot those students who don’t fit in, there is another classroom with
about 20 students which is too tinny. Mrs. Reichelt said she is so disgusted that her tax dollars are
being spent; and students are learning nothing in that schooL Mrs. Reichelt said she will report
these conditions toJuvenileJustice, because someone needs to do something to save our students.
President Fritchen thanked Mrs. Reichelt for her comments and clarified that the schools she spoke
of are under the jurisdiction of the County Office of Education, not Manteca Unified.
David Carpenter, 7445 Andrea, said he was a teacher at East Union High School, and he is here
with a number of his colleagues. They are upset about the provisions in the contract. Mr.
Carpenter said that last year was rather bitter. The first offer the teachers received was 2 percent
which Mr. Carpenter felt was an insult since the COLA passed was 4.23 percent The most recent
contract presented to teachers does include that for salary but has no increase for health benefits.
Mr. Carpenter reported that everyone here tonight from East Union will vote no on the contract
for precisely that reason that there is absolutely no increase in the health cap. Mr. Carpenter
continued that it is important for the District to realize that there are other job opportunities
around, and he thinks that one reason people change districts is not just because of the salary and
benefit schedule but because of what they feel is the attitude on the part of the district
administrations and the boards. Mr. Carpenter said that teachers at East Union have worked very
hard this year, and every high school in this District has significantly raised its API scores over the
past year. Another issue these teachers are concerned about is the District’s unilateral decision to
elitn~n2tecollaborative days. Mr. Carpenter did comment that teachers are happy with the fact that
John Alba is their principal and feel the chemistry at East Union is great; but teachers are very
disappointed in the District’s refusal to allocate a cost of living increase to the health care package.

Mr. Lee explained that they used the high school athletes as models and model readers for the rest

only at Mantica I ugh but at all of our high schools using our ow~nstudents for icading, not just
when you have to read, but recreational reading showing students that reading can be fun. Students

selected their own books. Administration will follow up as this is just a start.
Mr. Lee reported that there are some books in the school library from the early 1900s, and the
book covers are tattered and torn. Art students have made new book covers, creating 1)00k covers,

President Fritchen reported that his explanation was included in Board packets regarding his
recjuest to change the scheduled Board meeting from july 25 to july 18, 2006. He has been asked
to be “man in camp” at a Girl Scout Camp the week of July 25. His priority is always this School
Board, but the Girl Scout Camp week would conflict with that Board meeting. He asked if the
Board would be willing to change that date to July 18. There was no conflict by any other Board
member to change the Board meeting to July 18, and President Fritchen declared that the meeting
is so changed.

to do is what you and I need to do as parents when we go to the school and that is to sign in,
lettimmg the office know that you are on campus. It was from the beginning very shocking to Mr.

Mr. Fritchen said the District has had a very good relationship with The Record. We know their
reporters, hut that doesn’t mean we know every single reporter at ever single newspaper. We also
don’t kmiow when a reporter is no longer working for that newspaper.

long as lie is on this Board, lie will try to ensure that every single person who) comes on campus will

Lathrop at this time is working under the old guise1 because Mr. McKillip has not had a contract
back from them. It’s going through their attorney. Mr. McKillip said he does need direction from

Trustee King asked if it is not the city council that ultimately is the deciding factor in signing those
MOUs.
Mr. McKillip answered that it depends on the city. They can be approved by the director in
Stockton after it goes through the attorney. The attorneys in all three cities actually read the
MOUs.

that Mr. McKillip said if there are 4th graders who are able to play softball and are competent and

firmly believes that the Acorn League as it is should be 7ith and 8th grade She said she is willing to

City of Manteca, and she knows that Dee has tried in the past to schedule these but has not yet
received any response. Miss King said that it is for junior high and that 4th ~ 5rh graders are too
young and too ~rmal1,
They have no business playing in it. There is a huge maturity difference and
a huge size difference in a 4th grader, a 5th grader, and an 8th grader.
President Fritchen asked that the District attempt to set up a 2x2 meetin& and if there is a problem
to please give him a calL

that needs to be placed on an agenda.

Mrs. Teicheira asked what the District’s liability is with 4h graders going up against 8~graders.
There are differences in the skills of aim 8~’grader and a 4h grader. That is her concern.
Mr. McKilhp said that right n )W in basketball, there are three 5~’graders playing, and one of them
is probably aie of the top players. There haven’t been any injuries to ~‘ i~r6~graders planing.
Mr. Fritchen commented that these programs are run by the Parks and Recreation, not the School
District, so that does put a buffer between us and any liability. Further, Mr. Fritchen said that the
Ixtreluts will ultiinately decide if their child is mature enough. Mr. Fritchen’s big concern is that we
would have some areas where the Acorn League doess allow it aiud some other areas it doesn’t.

rep rt is made of the acti( ns taken in Pers nuei including the things that are done in that
department. Mr. I lalseth said lie wanted to draw the Board’s attention to little—known pieces of the
Personnel Department tlmat are taken care of every clay. 1-Ic drew attention to the fact that 1,925
certificated applications were processed, and said if they had to do paper they would be dead
now. This l)epartment has gone to computer applications. It was difficult initially but they have
worked hard at it. Also, 4,348 classified applications have been processed just in a year’s time. In
the substitute department, there were 1,361 clays of substitutes for certificated and 12,348 clays of
classified substitute positions. That’s a full—time job for two people. They do a very good job.
That is a lot of action.
Teacher Development is a part of the Personnel l)epartment, and they have provided support to
166 new certificated staff nmembers. it is a two-year program.
Ninety-four teachers are being paid to Imelp new teachers. They get a support stipend to match up
with new teachers and to help them get through their first two years.
At this point, 87 percent of the District’s teachers are highly qualified under the new No Child Left
Behind legislation, and Mr. 1—lalseth expects that to be close to 100 percent at time end of the year.
The District has worked very hard in this area.
Mr. Halseth commented that information concerning negotiations and recruiting was on time back
of the hand-out.

Also, administration was looking for a location for a niulti—use room
at French Camp Elementary.

That used to be O.K. but now time law is 1,500 feet. The State has said that relocating some things
on that campus in order to build a multi-use rei nn is net ~ ssible because the sch )i il is P o cli )sc te
a railri ad track. We ci uld apply fi )r a waiver 1 )f this law; however, time District ci mid run the risk of
them forcing closure of that school based on what gets carried on those railroad tracks and the
school’s proximity to those tracks. The 1)istrict needs to start looking at options for placement of a
multi—use room as well as aelditi mnal housing f ~r students from thi )SC developments in the future,
Mr. Dodge said it is imot possible to add to time Frencim Camp School campus.
Mr. Dodge then referred to a second map which showed an area with no toxic substances or any
problems with the ground or soil based on hazard buffers that the State reejuires. Mr. Dodge
slmowecl areas not close to railroad tracks or would not prolminit the placement of a school.
Mr. Dodge said the District neeels to look for placement of schools that will be in those coming
clevelopnmeamts as well as what to do to place a multi—use room and to house children in the future
for time French Camp community. Mr. Dodge said we do not want to jeopardize what we have at
Freimclm Camp Sclmool, and we do not want the State to take away that school. We need to look to
the future as possibly builehimg a school in addition to the one tlmat js proposed that could be a
future new school for French Camp and relocate French Camp entirely. In order for MUSD to
continue on the French Camp campus, it is not possible for the District to place a multi—use room

there nor is it possible to add ciassro< nns. There is already problems with the existing brick

Nir. Seelye asked, referring to a purple area on one of the maps, if that was a flood plain. Mr.
Dodge said the District is O.K. there, Mr. l)odgc said the District coulel build a new school and

Mr. Fritchen conmmented that if there’s hazardous substances, we need to err on the side of caution,
for sure.
Karen Pearsall, Louise Avenue, said this is a Measure M project, and those funds are to be
expended only on things specifically listed on the ballot. If the Board moves time multi—use room
hot on the existing French Camp School, will the Boardi legally be able tim use Measure M funds to
build the multi-use building? Mrs. Pearsail said it is important that we are clear. Some people may
have voteel for time bond thinking the existing French Camp School would be getting a multi—use
room amid beiimg frustrated that possibly Neil ilafley and Shasta would be ge’ttimlg one, yet those
schools weren’t listed1 specifically on the Measure M list.
Trustee Moore answered that time Boarel is doing its best to fulfill its promise to French Camp to
bring them a multi-use room. This has beeim a big surprise to tue Board in time last mimnth in that
negotiations had started to secure the land. The State changedl their rules. Measure M lists a multiusc room, the school would not be Measure M, but the multi—use room would be. Mrs. Moore said
this Bi mard is doing tile best it can to keep its word to time Freimclm Camp pci ple. A lot of people
have been working behind time scenes that no one knows about trying to bring out that multi—use
room. That Bi)ard can’t even modernize one of those butlelings.

Trustee Moore congratulated the East Union 1-ligh School Decathlon Team. The
great job, and it’s wonderful to see them make it this year as they placed last year.

Mrs. Moore expressed her sympathy for the family of Cathline Rogers, an aide at Sequoia School,
who lost her life in an automobile accident
Trustee Teicheira said she warned to explain to the Board why she had pulled Action Items 1 and 2
and to give direction on what she needs on that. Mrs. Teicheira said she felt there was not enough
information given. She said that on the BlackBerry phone, it was more what is the cost of running
them per month. Mrs. Teicheira said that Scott Anderson had promised the Board a report from
time to time of the savings. Are we paying for e-ntüls? What are the savings? Mrs. Teicheira
reiterated that she wanted more information.
Regarding Action Item 2, Mrs. Teicheira said she does not understand why some schools are lit up
all the time and other schools are dark all the time. She has driven by Woodward School at 5:30
p.m. and the lights were already on when it was light outside. It is her understanding that East
Union does not have any lights on. What’s the difference in the schools? If you drive down
Wawona, the back of Sequoia is lit up. Mrs. Teicheira said perhaps there would be a savings if
every two lights were blackened out Mrs. Teicheira said she did not understand the difference
between some schools with lights on and other schools with lights out Referring to a report from
Risk Management~Mrs. Teicheira said maybe everyone can get a copy of that to see the losses at
some of the schools and if we need to put motion lights up on some of these schools. Mrs.
Teicheira said she is asking all that be put into the report
In r~dkingwith Mr. Messer this afternoon, Mrs. Teicheira said she wanted to add another one back
on only if what they talk about doesn’t come true and thafs the cheerleading. Mrs. Teicheira said
she understands there may be some changes made but doesn’t know yet If we are not able to
change some of the things on there that are of concern, Mrs. Teicheira wants to put that back on
the agenda so the parents can speak
Regarding CSEA’s report tothght, Mrs. Teicheira said they requested that their letter be made a part
of the pern%~nentrecord.
Mr. Seelye congratulated Manteca Unified that has 40 teams that will be present at the Bowl-AThon for Give Every Child a Chance. Secondly, Mr. Seelye extended condolences to Dale Fritchen
in the loss of his brother~Gerald Roy Churchfield. Mr. Seelye requested that this meeting be
adjournedin Mr. Churchfield’s honor.
Trustee King said to Mr. Messer that she wanted to discuss the art program in the junior high. She
also reported that March 2 is Read Across America, and she hoped that fellow Board members
would participate. Regarding the Bowl-A-Thon, Miss King asked if there was an adniinigtrative

team. If possible and if it’s not too late, Miss King said she is up for it. Also, Miss King said

Ms. Glock-McKiJlip said she is very proud of Director Caroline Thibodeau and what that group has
done in helping out Hurricane Katrnia victims. It’s part of Manteca Unified and what we stand for.

President Fritchen said he has learned that adjacent to Weston Ranch, they are adding 2,000 new
homes which would need five schools. Secondly, Mr. Fritchen said he wanted to make sure
because last time he asked fi>r the Principal of Student Achievement to be on the agenda. Next
time he wants to make sure that is there so it can be discussed. Also, Mr. Fritchen said he wanted
to compliment all the students in Manteca who have had sports activities with ( )akdale. The have
all been exceptional, the girls and the boys, in showing their character. Mr. Fritchen said he is
proud of them and proud of the administrators who helped that happen. Mr. Fritchen said he
hopes we continue to show what kind uf class we have as a District, it says a lot.
