The Office of the Commissioner of the Revenue is
a Constitutional Office of the Commonwealth of
Virginia and the County of Northumberland. The
Commissioner is elected every four years and is the
chief tax assessor for the county. The Commissioner
is responsible for maintaining real estate ownership information and for overseeing the land-use
program. The Commissioner is also responsible for
accurately assessing all personal property, including
the discount for high mileage, and for overseeing the
state income tax filing process in Northumberland
County.

Rappahannock Concert Association
What is RCA, Inc?
Presenting professional artists since 1983,
Rappahannock Concert Association, Inc. is dedicated to
presenting live musical performances at extraordinary
prices to a subscriber-based audience. The mission of the
RCA is to provide quality live concerts to a permanent
subscriber audience in the Northern Neck area, and to
support and fund music education for the region’s youth.
RCA is a 501(c)(3)non-profit corporation.

arts theatre at the Northumberland County School

Northumberland County YMCA
Opening in late fall of 2011, the new facility will include a
gymnasium with locker rooms, wellness center, childcare, meeting
rooms, activity centers and a competition-sized swimming pool.
It will be a six-lane, 25-yard swimming area, so we can have
competitions, as well as several areas set aside for different age
groups. Vigil, a member of the architectural design team noted, “It
should be able to accommodate 150 bathers at maximum load.

Frayne, “concerning his participation in the menhaden fishing
industry, when it hit me – the Museum had never done an exhibit based on a menhaden fishing trip.”
Give Frayne an idea and everyone knows it will eventually be
converted into a dazzling display for the Fishermen’s Museum.
Such a display will open May 29, continuing through October.
“We will show how the menhaden folks put a crew together,
provisioned the boat, found the fish and decided what to do
with the catch,” explains Frayne. The exhibit will compare the

About Northumberland County
History
The county was created by the Virginia
General Assembly in 1648 during a period of rapid
population growth and geographic expansion.
Settlement began in this area of the Northern Neck
around 1635. Originally known as the Indian
district Chickacoan, the first appearance of the
name Northumberland in the colonial records was
in 1644. The following year, John Mottrom served
as the first burgess for the territory in Jamestown.
The size of the county was drastically reduced
in 1652 and 1653 as Lancaster County and
Westmoreland County, respectively, were carved
out of Northumberland County.
Geography
According to the U.S. Census Bureau, the
County has a total area of 286 sq. mi.; 192 sq. mi.
of it is land and 24,293 sq. mi. of it (32.68 percent)
is water. The county is located between the
Rappahannock River and Potomac River.
Demographics
As of the census of 2010, there were 12,330
people comprising a total of 5,740 households
that reside in the county. The population density
was 64 persons per square mile. There were 9,511
housing units with a Home Ownership rate of 85%.
The racial makeup of the county was 71 percent
Caucasian and 29 percent non-Caucasian.

Reedville and Menhaden
Reedville, a small town in eastern
Northumberland County, is home to the Atlantic
Menhaden fishing industry. Years ago dozens of
fish processing factories, most recently Omega
Protein Corporation (successor to Zapata-Haynie,
Reedville Oil and Guano Company and Haynie
Products Company) and Standard Products
Company dotted the Northumberland coastline
near Reedville and adjacent fishing communities.
Today, Omega Protein remains as the largest
industrial organization in the area. Omega, with
a fleet of large ocean-going fish harvesting vessels,
supported by a number of spotter aircraft, is a
major industry in the area and on the eastern
seaboard. Menhaden, once caught, are cooked in
large mass and processed for further use in various
applications including as a protein additive for
poultry feed. Menhaden have brought tremendous
wealth to Reedville and to Northumberland
County. Reedville, a town of approximately 500,
was once known as the wealthiest town, per capita,
in the United States due to the large sums of
money produced by the menhaden industry.
Trivia
Northumberland County has only two stop
lights; one in Callao, an unincorporated town in
the western section of the county and the newest
stop light was installed in Burgess in the spring of
2007. Callao is also the site of Northumberland’s
only alcoholic beverage control store. The county
does not have a fast food restaurant or a new car
dealership. Northumberland, completed in 2010,
a new central School building for the High and
Middle School students adjacent to the relatively
new Grammar school. The high school’s athletic
colors are green and gold and the mascot is an
Indian; athletic teams are known as the “Indians”.

About Northumberland County
Northumberland County is served by
volunteer emergency services organizations. There
are two fire departments; Fairfields Volunteer Fire
Department with stations in Reedville and Burgess
in the eastern section of the county and Callao
Volunteer Fire Department with a station in Callao
in the western section of the county. Ambulance
services are provided by the Northumberland
County Rescue Squad in Reedville, Mid-County
Rescue Squad in Heathsville and Callao Rescue
Squad in Callao. Smith Point Sea Rescue is a
maritime rescue assistance organization that
operates from Reedville.
Northumberland County’s law enforcement
activities are the responsibility of the county
Sheriff. The county does not have a police
department. The Sheriff is a constitutional officer
(the Virginia constitution mandates that every
local government have a Sheriff) who is elected
every four years.
Northumberland County has five districts
that elect supervisors. One district has an
African-American majority. The supervisors,
elected every four years, comprise the Board of
Supervisors who is the county’s governing body.
The county school board has five members, one
representing each district, as well. The members
of the school board are elected.
Northumberland County has two
courthouses; an antebellum building constructed
before the Civil War and a new building
constructed in the late 1990’s behind the older
structure. The county courts (Circuit Court,
General District Court, and Juvenile and
Domestic Relations District Court) and the Clerk
of the Circuit Court, a constitutional officer, are
located in the new building. The Commissioner
of Revenue and the Treasurer, both constitutional
officers, have offices in the older building.

Chamber Business of the Year
The Allison boys and their mother Nancy
In the beginning it was just an idea that grew
and grew and grew till it became the Business of
the Year 2011. But let’s not get ahead of ourselves,
there’s a story to tell here so let’s take the time to tell
it.
In 1971 Nancy and Ira Allison opened their
first store in Lottsburg. It was a 5000 square foot
building located ¼ mile off RT. 360 on Walmsley
Road. In 1979 Allison’s became an Ace Franchise.
Finding a need for their services in Tappahannock,
Ira and Nancy opened a second store there in 1985.
In 1992, after Ira’s death, the Tappahannock store
was closed.
Because of the support and loyalty of the
community, a new building was built. Located
directly on Rt. 360, the new shop was opened on
March 1, 1999 with 8000 sq.ft. Nancy has found
the need to add additions to the original building
several times. The buildings as they stand now
encompass 12,500 sq.ft. Nancy continues to manage
the store with the assistance of her sons, Joey and
Greg.
Allison’s Ace features a complete line of tools,
hardware, plumbing, electrical, marine and lawn &
garden supplies. In 2009 Allison’s started carrying
EdenPure Heaters and is now an authorized service
center. In 2010, Allison’s added the Craftsman
Tool Line. Services include: cleaning and repairing
kerosene heaters, replacing screen and glass
for windows and storm doors, chain & blade
sharpening, lock & key service.
Allison’s Ace Hardware has a full service paint
department that offers both Ace and Benjamin
Moore quality paints with a special paint computer
featuring the most modern paint matching system
in the industry.
2011 found Allison’s expanding their Lawn &
Garden Department, with a new storage building
to protect and store gardening soil and hardscape
material. The 50 x 100 ft structure was built by Trent
Clarke, Glenn Marks and Sam Kilman of Pole &
Home Construction in Warsaw.
A separate division of Allison’s Ace Hardware is
the Seamless Gutter and Custom Awning division,
Managed by Joey Allison. There are different styles
of gutters and gutter guards available at Allison’s.

situation and make recommendations.
Nancy Fisher is most proud of her team of
associates. In addition to her two sons, most of her
employees have been with her between 10-15 years
and bring a wealth of knowledge to the department
they manage. Nancy’s mantra is “We love the
people, love the community. It is our pleasure to
serve them.”
Community Events:
Customer Appreciation Day – started in 1997 as a
way to give back to the community that has been
so supportive.
Fall Festival – started in 2004, is a day of fun for the
children of Northumberland County.

the Northern Neck News and The Echo newspapers.

important, exclusively single rooms allow for the
relaxation and serenity necessary to promote the

in a private setting and provide an enhanced
environment for family visitation.
Full conversion to private rooms could cost
as much as $5 million. “We are looking to our
community to assist Riverside in funding this
important endeavor, much as the community
contributed to the building of the hospital
in the early 60’s,” said Liz Martin, Hospital
Administrator.

In early 1989, Riverside acquired the
financially-troubled Tidewater Memorial Hospital,
located in Tappahannock, Virginia. Renamed
Riverside Tappahannock Hospital (RTH), the
67-bed facility serves citizens in the Upper Middle
Peninsula and Northern Neck communities.
Riverside has made significant changes to
the hospital over the past 21 years. To enhance
the quality of care provided, they have invested
millions in state-of-the-art medical equipment,
including: CT scan, mobile lithotripsy, mobile PET
(Positron Emission Tomography) scanner, digital
mammography, state of the art nuclear medicine,
ultrasound and non-invasive vascular testing and
most recently the latest in diagnostic imaging –
open bore MRI. They’ve been able to bring to our
community, rehabilitative services, hospice care,
emergency and urgent care services, cancer care,
surgical care, home care and more.

Smith Point Sea Rescue
It’s a cold, mid-winter morning and there is a
thickening layer of ice on Cockrell’s Creek. But at the
Smith Point Sea Rescue boathouse, there’s plenty of
activity. Volunteers are busy checking out Rescue I, the
Canadian-built 42 foot Provincial that is the flagship of
this volunteer organization’s two-vessel fleet. The
cold and ice mean nothing to these volunteers. They
have to be ready to go at a moments notice, regardless of
the season or the weather.
As many boaters know, Chesapeake Bay can be a
foreboding place when an on-water emergency occurs.
That’s why it’s comforting to know that the Smith Point
Sea Rescue is there when disaster strikes in the middle
bay region. The volunteer organization got its start in
1972 after two highly-publicized boating accidents near
the mouth of the Potomac River. In one, two boaters
died when their craft sank. In the second, a man and his
two small children were rescued after their boat sank,
but not before they spent 15 hours bobbing in the chilly
waters.
Local physician Dr. Robert Beatley, who treated
the survivors, saw the need for a source to provide
emergency aid to boaters, at all hours of the day and
night. Dr. Beatley and a group of local residents formed
Smith Point Sea Rescue with a boat donated by a local
family. Today, Smith Point Sea Rescue is a thriving
organization of about 30 members, and handles distress
calls from Point Lookout, at the mouth of the Potomac,
to Windmill Point, at the mouth of the Rappahannock.
Much like a volunteer fire department, the Sea Rescue
is on call seven days a week, 24 hours a day. Rescue I is
equipped with radio, radar, GPS, radio direction finder,
chart plotter, depth sounder, battery charger and pump
system, giving the volunteers the tools they need to
carry out a rescue. When the weather is cold, there is
extra safety gear to protect the crew.

“The Coast Guard gave us these survival suits, which
provide protection in the worst winter conditions,” said
volunteer Buddy Sylvia.
The Sea Rescue takes calls for all types of
emergencies, some of them more serious than others. In
many cases they are called out to help a boater who has
run aground, or who has experienced engine trouble.
Often, the Sea Rescue is called on to help the U.S. Coast
Guard search for missing or overdue craft. They run
about 60 to 65 rescue missions each year.
When in trouble, boaters can summon the Sea
Rescue by calling for help over channel 16, or calling
911. Once the stricken boater has been towed to port,
members also help with transportation, food, repairs and
lodging. There’s never any charge for this service, but the
organization does have to raise money to operate. That
fundraising effort is eagerly anticipated in the Northern
Neck each year, as it has become an institution.
In March, the Smith Point Sea Rescue holds its
annual oyster roast. Then, in June, they sponsor the
annual Reedville Blue Fish Derby, a fishing tournament
paying big-money prizes and drawing anglers from
throughout the East Coast. The Smith Point Sea Rescue is
a non-profit organization that receives no government
financial assistance, and contributions are tax deductible.

In 1990 Cecelia Fallin Rice donated the old
Rice’s Hotel building and roughly two acres
to the Northumberland County Historical Society
in honor of her late husband’s parents. To save
the old building from falling down, the Rice’s
Hotel/Hughlett’s Tavern Foundation Inc. RHHTF
was formed to oversee the project and generate

and Chart Smart, the USPS boating courses
for the general public, NNSPS also teaches the
Commonwealth’s Boat Virginia course. The
squadron’s primary focus in public education is
youth safety programs, including programs in
the schools and at boating events. Its signature
program is Boating Safety for Kids, a hands-on,
small group instructional program for middle
school students. To date, over 1359 young people
have participated.
NNSPS examiners are certified to provide
Vessel Safety Checks as part of the United States
Coast Guard’s Vessel Safety Examination program.
Squadron members’ also participate in community
activities by setting up a safety booth at various
local and regional expos, fairs and carnivals.
Squadron social programs include monthly
dinner meetings during the off-season, usually
at Wicomico Parish Hall in Wicomico Church.
During the boating months, members rendezvous
with their boats on local creeks for camaraderie
and boating skills practice. These events usually
take place on the second Friday or Saturday of the
month.

Animal Shelter
Nine years ago the Sheriff ’s Office under
former Sheriff Wayne Middleton took control of
Northumberland County’s Animal Shelter, welcoming
volunteers into the shelter. These nine years – and the
volunteer corps created as a result of that decision –
have made a huge difference not only in the physical
plant but also in the care of the county’s stray animals.
Volunteers began in 2001 with a woefully inadequate
shelter –a concrete-block building with just 10 kennels
for dogs and none for cats. During the next nine years,
Volunteers raised all the money to build two new
additions and make extensive improvements. It was all
done with grants, generous cash donations from county
citizens, and hard work by Volunteers.
Today the handsome new shelter adds 26 inside
kennels, 24 outside kennels and two big exercise areas
for the animals. There is a lobby-adoption room,
bathing-grooming area, medical room, three quarantine
rooms, a whelping room/nursery and
two commercial size automatic emergency generators.
Volunteers also raised money to scrape the driveway,
plants trees and shrubs, build a property fence and make
other improvements. But the new era for the animal
shelter is not just about new buildings and kennel
capacity. It is also about a new era in care of the animals.
The volunteer team, numbering around 25 people,
is on duty year-round for animal care. They sterilize
kennels, crates, food pans and water buckets; feed and
water the animals 365 days a year. They tirelessly work
with problem animals to make them adoptable and they
don’t automatically give up on animals after a set time.
The adoption/save rate is a matter of pride for the
Volunteers. The save rate reached 94 percent in 2008;
fell slightly to 90 percent in 2009 when more than 100
additional animals came through the doors. Animals
now must be seriously ill or nonadoptable to be
euthanized. No animal’s days are numbered when they
enter this shelter.
The Volunteers started and operate a successful
indoor/outdoor yard sale in Lottsburg, housed in the
School Board Building at the county refuse-collection
site. This year the volunteers obtained from the School
Board two classrooms that had been used at the old
high school and converted these to show rooms.
All yard sale funds go for medical care for the animals
and for shelter expenditures over and above the core
operating expenses provided by the county.
The Volunteers are first to admit they’ve had lots
of support and cooperation from the Northumberland
County government. The shelter operation remains
under the Sheriff ’s Office. The over-sight of Sheriff
Chuck Wilkins and the diligent work of former
Animal Control Officer Roger Briney and current
ACO Kevin Keeve have been essential components of
its successful operation. The volunteers also give credit
(and thanks) for the continuing support of the Board
of Supervisors and County Administrator Kenny
Eades.
It is a new era for the animal shelter, but there
are still challenges. The goals this year include
achieving a higher animal adoption/save rate, better
on-site medical treatment under strict guidance
of a local veterinarian and continued expansion
of the successful yard-sale operation in Lottsburg.
Volunteers would like to undertake a public education
campaign advising pet owners and school students of
the importance of vaccinating for parvo, distemper
and rabies; for spaying and neutering pets. They also
want more education on detection and prevention of
heartworm, (caused by mosquitoes), a real problem in
this area.
Shelter hours have expanded: open 10 a.m. to
2 p.m. Wednesdays and Saturdays. Hours for the
Indoor/Outdoor Yard Sale at Lottsburg are Tuesday
morning, Friday afternoon, and the second and fourth
Saturdays each month.
The shelter is always looking for additional
volunteers. If you are an animal lover, come see us.

Northumberland County Historical Society
The Northumberland County Historical
Society was formed in 1963 initially to preserve the
Old Jail where it met for several years. At present,
efforts are being made to renovate the Old Jail
into an information center for the community. In
1975, the estate of Mrs. Elsie Ball Bowley made a
generous gift to the Society enabling them to build
the present Ball Memorial Museum and Library,
dedicated in 1978.
According to the Society Articles of
Incorporation, published in 1966, the society “shall
concern itself with the study and preservation of
the history of Northumberland County and related
fields of history and genealogy.” This mission has
been faithfully carried out for close to fifty years.
Published since 1964, The Bulletin of the
Northumberland County Historical Society is well
known both locally and nationally. The Bulletin
contains original articles on the people, places and
events of the County and the Northern Neck of
Virginia, chronicling our history since the 17th
century; frequently tracing history in the context
of broader developments in Virginia and the
Chesapeake Bay.
The history and genealogy research library is
located in the basement level of the Ball Museum.
Here are numerous volumes on family history, tax
records, census records wills, deeds, marriages,
military and bible records, and old court records.
The first floor contains a spacious meeting hall
on one side and conference room/reception hall
on the other. These are used for monthly board
meetings and the Quarterly Society programs, open
to the general public, held in March, July, October
and December. At these programs, well known
historians, architectural historians and others share
their expertise. The July program is the annual
meeting of the Society.
The second floor houses “our museum,” a large
collection of artifacts related to the history and
growth of Northumberland County. From Native
American arrowheads to Civil War rifles, from 19th
century medical kits to spinning wheels and quilts,
there is something of interest to everyone who loves
history.

Coast Guard Auxiliary Flotilla 3-10
Flotilla 3-10, “Callao” is celebrating its 34th
anniversary this summer, looking forward to
another banner year. Established on July 22,
1977, we have been going strong every year
since. Membership is drawn from volunteers in
Northumberland, Richmond, Westmoreland, and
Essex Counties. Flotilla Commander, Judy Julian,
says, “We’re all about boating safety- we preach
it, we teach it, we practice it and we train with the
best—the Coast Guard itself!”
Despite all our efforts we are simply appalled
at the number of serious – all too often fatal –
reported boating accidents. We seek recreational
boater members who are interested in helping us
stem the tide of fatal boating accidents; potential
members who will help us educate the public about
both the fun and the hazards of boating. Flotilla
meetings are held each month on the third Monday,
normally at the Good Shepherd Lutheran Church
near Callao. Visitors and potential members are
always welcome.

Guard Auxiliary. To clarify, the Auxiliary was
established on the eve of World War II and has built
a reputation of volunteerism that the Commandant
of the Coast Guard recognizes when he refers to
the Auxiliary as “America’s Volunteer Lifesavers.”
Membership in the Coast Guard Auxiliary is
open to US citizens 17 years or older who are not
convicted felons. The Auxiliary is authorized to
conduct every mission assigned to the regular
Coast Guard, except military and law enforcement
activities… leaving an abundant supply of
programs or aspects of the broad Auxiliary mission
for everyone. Members pick and choose their area
of focus and interest—all on a voluntary basis.
The primary focus of the Auxiliary’s 33,000
members nationwide is the education and safety
of recreational boaters. Flotilla 3-10 teaches
boating safety and navigation courses to ensure our
students have fun on the water, get where they want
to go and return home safely. As Judy Julian says,
“We’re all about boating safety. We offer boating
safety courses, free voluntary vessel safety checks
and train to search and rescue folks who, in spite
of our efforts, still have emergencies on the waters.
All of our Instructors are CG certified and through
extensive training, often with the Coast Guard
itself, the Auxiliary conducts search and rescue
whenever the situation demands. Flotilla 3-10 is no
exception, having volunteered over 15,000 hours in
2010. Around 1,000 of those hours were devoted
to educating the public about boating safety;
providing them with vessel safety checks but also
educating our own members to become extremely
competent boaters. This internal training is one
of the many benefits of becoming an Auxiliary
member.
Flotilla 3-10 is ranked second among the five
Flotillas in the Chesapeake Division as well as
2011-2012 Chamber of Commerce Guide to Northumberland County

among the 121 Flotillas in the fifth Coast Guard
District that encompasses Maryland, North
Carolina, the District of Columbia and Virginia.
But there is always time left to enjoy the fellowship
and camaraderie that have characterized the
Flotilla since its chartering in 1977. Non-member
spouses are a key factor in the many hours devoted;
their support is super and is often recognized.
2010 marked another successful year with our
public offerings of boating safety courses: “About
Boating Safely” (ABS) and our “home grown” and
highly praised course “Introduction to Navigation
and GPS.” We have marketed the ABS course to
neighborhoods and community/property owners
associations who have hosted the class and
advertised within their newsletters or web sites.
Each class of this type produced 30-35 students
which far exceeded the 5-6 students we would
normally draw into a classroom at the library,
a bank or school. The fellowship demonstrated
within a community makes for a very pleasant
venue for learning and sharing ideas of boating
experiences and local knowledge.
This year we are expanding our organizational
marketing to target local civic organizations to
host ABS to their members and families. We are
continuing our Water ‘n Kids classes for young
students at schools in three local school systems.
Typically, we instruct 150-200 students in boating
safety each year.

“Introduction to Navigation and GPS” is an
8 hour class that instructs students in the use of
basic navigation tools but also delves into the world
of electronic charting with a GPS. We use one
Instructor for every two students, particularly in
the Navigation portion that spans four hours with
charts, plotting tools, etc. The idea is that boaters
need to know how to navigate the old fashioned
way in case their fancy technology fails.
Flotilla 3-10 provides boaters a FREE,
voluntary, non-punitive vessel safety check, a
means to identify essential safety equipment to
make each venture on the water pleasant and safe.
This safety check takes 15-20 minutes, including
updates on boating legislation, lessons learned
and helpful hints. There are over 250,000 boats
registered in Virginia, so there is no shortage of
opportunities to conduct safety checks. With more
members we could do even more.
Following previous success, we are offering our
“Introduction to Navigation and GPS” class. This
is a course for those who rely on their GPS systems
but don’t quite have the hang of them. We use one
Instructor for every two students, particularly in
the Navigation portion that spans four hours with
charts, plotting tools, etc. The old fashioned way
and the best alternative to fancy technology that
fails from time to time.
Fl 3-10 performed a record number of Safety
Patrols in 2010, a year of unusually bad weather
with many days of rain and high winds that
resulted in having to cancel several scheduled
patrols. But the members spent almost 1,900 hours
out on the water.

Coast Guard Auxiliary Flotilla 3-10
Fl 3-10 leads the Chesapeake Division in
helping to train members of other Flotillas. We
conducted Boat Crew Academies locally and in
the Richmond area. But we also conducted many
training patrols to hone our own skills. Six of those
Training Patrols were during our annual ReadyFor-Operations (RFO) drill with local Coast Guard
Station St. Inigoes. RFO is a Coast Guard program
in which Auxiliary boats and crews meet with their
Coast Guard counterparts at the beginning of the
Patrol season to ensure we are indeed ready to go
to work on a par with the Coast Guard itself. A
Coast Guardsman is aboard each boat to observe,
evaluate, and offer advice and comments. This is
an excellent training opportunity, as we learn from
the experience of these professionals.
In addition to all this activity, Fl 3-10 assisted
a number of pleasure boaters who were having
trouble out on the water; at the request of the
Coast Guard a stand-by boat was positioned at the
Station on six occasions to back them up when
they were short handed; sixteen special request
Patrols were conducted to cover such things as boat
races, fireworks events, the annual Potomac River
Swim; to assist the Navy over a two week period
during demonstration and testing of unmanned
aerial vehicles; and to confirm the condition of
Aids To Navigation (ATONS) after a severe storm.
The “paycheck” for all volunteering is a piece
of paper (Certificate of Achievement, Certificate
of Appreciation or Certificate of Advancement)
and in some instances a ribbon or medal; maybe a
picture in the local newspaper. That’s in addition to
the self-satisfaction that comes from having helped
many others to have enjoyable ventures on the
water with family and friends.
In April 2011 we celebrated a successful year
(2010) with awards and recognition of all types.
Twenty three (23) of our 39 members received the
District Commodore’s Certificate of Outstanding
Member Activity for devoting 200 or more hours
each in 2010.
The awards ceremony was topped off when
Oliver Knight was announced as the Fl 3-10
Auxiliarist of the Year and winner of the “Carl
and Jane Vogt Award”. The Vogt’s were charter
members of Flotilla 3-10 and long contributing
members.
Our venerable charter member, Elsie Tolnitch,
formerly of Heathsville joined in the fun and was
presented a Certificate of Appreciation for her
long standing contribution to the Flotilla since its
founding in 1977. Elsie, approaching 103 years of
age, was the Flotilla’s first Auxiliarist of the Year.
Elsie was recognized by the Rear Admiral Lee,
Commander of the entire 5th District for her long
and continuing support of the Coast Guard and
Coast Guard Auxiliary.
A cornerstone of extreme value, our fellowship
program, is interwoven into our many activities
– dinner ceremonies for members and spouses,
picnics, a St. Patty’s Day dinner and “Trash and
Treasure Auction,” and helping in numerous ways
by just plain looking out for one another. We are
not a social club but we are sociable!
