Flyer Western Heights Public Schools Volume 46 Educate Every Student For Success 8401 S.W. 44th Street, Oklahoma City, Oklahoma 73179 Summer, 2015 Classes Begin August 20 Parents Must Verify Residence All students returning to Western Heights Schools for the 2015-2016 school year must have residence re-verified by a parent/guardian prior to the beginning of classes on August 20. To complete this process prior to the first day of school, parents must appear in person at the school site where their youngest child will attend. Ther efor e, par ents will only need to go to one school site to officially re-enter all of their children in any Western Heights School. School sites will open according to the schedule listed for re-entry (see schedule in the left hand column). Previously enrolled students will NOT be officially admitted for the current school year until the re-entry process is complete (prior to picking up middle school/high school schedules or receiving elementary classroom assignments). Each family will be asked to complete three steps in the process: (1) Family Unit information will be provided to verify all students living with the same parent(s)/guardian. Parents will be asked to review the information on each student for accuracy and to make sure that all students in the family unit are included. (2) Parents will also be asked if they wish to access student information on the District’s Internet portal. (3) Updated proof of residence must be submitted to the school. Any one of the following documents will be accepted: • An up-to-date (July or August) utility bill (water, garbage, gas or electric: NOT a Cox Cable or phone bill); • A signed rental or mortgage agreement/current lease, home property title or warranty deed . • For students on an approved residential affidavit, current proof of residence from the resident owner/lessee; • For nonresident students, current verification of present address is also required if an approved emergency or open transfer is on file. Emergency transfers are only valid for the year for which application was made, while open transfers (completed prior to June 2, 2015) will still be valid unless cancelled by the school district prior to June 2, 2015. • A second verification of address (such as a drivers license with current address) may be requested at the discretion of the building administrator. Please contact the respective building administrator for clarification of these requirements if necessary. Issue 1 All “returning” students must have on file: a re-entry form, a proof of residency (see “Parent Must Verify Residence” for more information), and a current shot record. Parents/guardians must appear in person at the school site where their youngest child will attend to officially “re-enter” ALL of their children in any Wester n Heights school. This process, which is required by the district, can be done during the dates and times below. All sites will be open for “re-entry” and secondar y schedule pickup at the appropriate site. Student obligations must be cleared in order to receive the class schedules. In or der to r eceive fr ee or r educed pr ice lunches for your child, you must complete an application and return it to the school your child attends. Incomplete applications can not be approved. If a family meets the income guidelines at any time during the school year, they should immediately fill out the free and reduced application form and return it to the school cafeteria manager or school office. Students who received free or reduced lunches at Western Heights at the end of last school year are eligible to receive free or reduced lunches again this year through October 1, 2015. Copies of the application were mailed to families and may be picked up at the school of the youngest child enrolled in the school district (if a family has two or more children attending different schools, the application may be picked up at one school, where the youngest attends) and are available at the cafeteria manager’s office in each school. To apply for free or reduced price lunches, households should fill out the application and return it to the school. School staff will also be available at each school site on schedule pick up days to help with completion of the application form. The information provided on the application is confidential and will be used for the pur pose of determining eligibility and may be verified at any time during the school year by school or other program officials. School officials use the information on the application only to decide if your children should receive free or reduced price meals. Officials connected with Title I, the National Assessment of Educational Progress, the Magnet School Assistance Program, and Student Assessment may be informed whether your child is eligible for free or reduced-priced school meals. They will use this information for funding and/or evaluation purposes. Information may also be disclosed if you want the application to be used to get other benefits. With your written permission, school officials, can send you information about free or low-cost health insurance for students. Parents or guardians wishing to make a formal appeal may make a request either orally or in writing to Carole Peters, Director of Child Nutrition, 8005 S.W. 44th Street, Oklahoma City, OK 73179, 405.261.6736, for a hearing to appeal the decision. In the operation of Child Nutrition Programs, no child will be discriminated against because of race, sex, color, national origin, age, or disability. If any member of a household believes they have been discriminated against, they should write to the State Department of Education, Child Nutrition Programs, Oklahoma City, OK 73105 or to the Secretary of Agriculture, Washington D.C. Each school and the office of the Child Nutrition Programs Director has a copy of the policy which may be reviewed by individuals. Students may not charge lunches past a total of $15 for overdue meal accounts. If this limit is exceeded, students will be offered a basic meal (e.g., peanut butter/jelly sandwich and milk) until the charges are paid. Meal Prices Western Heights will serve free breakfasts to all students in all schools. In addition, the District offers free and reduced-price lunches at all schools. Each student will have an identification number. Students may add any amount of money to his/her account using the identification number. Nancy Ingle Summer, 2015 FLYER Page 3 New Student Enrollment At Administration Building Central Office Enrollment is only for students who are NEW to the Western Heights Public School District. If your child is already a current enrollee at a Western Heights school, please contact the school site for further information. The Western Heights Enrollment Center is open in July and August Monday, Wednesday, and Friday, 8:00 a.m. - 3:30 p.m. Tuesday and Thursday the enr ollment office will be open fr om 10:30 a.m. to 6:00 p.m. The center is located on the west side (r ed door ) of the Board of Education Office Building, 8401 S.W. 44th St. There are a number of documents REQUIRED in order to complete the enrollment process. Patrons must bring all of these documents at one time before an enrollment packet will be completed (the office will not hold partial sets of information). If you are missing any of these documents, please wait to visit the Enrollment Center until you have obtained all of the necessary information and you will be allowed to enroll at that time. The following documents are REQUIRED for New Student enrollment: • Two Proofs of Residence: ♦ Current utility bills (within 60 days - cut-off notices are not accepted) ♦ Current lease Agreement ♦ Home property title or warranty deed ♦ Drivers License with current address (No personal checks, pieces of U.S. mail, phone or cable bills will be accepted) • Birth certificate (for Pre-K, Kindergarten or First Grade - No hospital certificates accepted) • Immunization Records (up-to-date) • Complete and most recent grade report or grade transcript and Scores for any/all State testing (not applicable to Pre-K or some kindergarten students.) If your child will be entering the 4th grade please make sure to include their 3rd grade state reading test scores. If your child’s name is different from your own, you may be asked to provide proof of legal guardianship (custody alone does not suffice.) Thank you for your cooperation. We appreciate your patience as we strive to give you the most efficient service possible. Emergency transfers will be accepted beginning August 1, 2015. Pre-K and Kindergarten Program Information All Western Heights Elementary Schools will continue to have full day Pre-Kindergarten programs this year from 7:45 a.m. - 2:45 p.m. Program emphasis will be on language development, communication and listening skills, comprehension of directions, exposure to literature, and math readiness. Breakfast and lunch will be served to all students. Pre-K Requirements: Childr en must be four (4) year s of age by September 1, 2015. Parents must provide all documents required for new student enrollment. Transportation will be offered to all resident Pre-Kindergarten students. Kindergarten: All Wester n Heights Elementary Schools will provide full-day kindergarten programs. Breakfast and lunch will be served to all students. Western Heights Board of Education The Western Heights Board of Education meets at 7:00 p.m. on the second Monday of each month at the Administration Building, 8401 SW 44th, unless notice is given otherwise. Any individuals who are interested in being a substitute teacher should contact the Administration office at 350-3410. Child Find The Western Heights Public Schools, in compliance with the Individuals with disabilities Education Act (IDEA), is looking for children and youth, from birth through age twenty-one (21), who may be in need of special education services. A free, appropriate public education is guaranteed to all severely disabled from birth through age twenty-one (21), and to all mildly/moderately disabled children ages three (3) through twenty-one (21). Disability criteria include intellectual disabilities, hearing impairments including deafness, speech/language impairments, visual impairments including blindness, serious emotional disturbance, orthopedic impairments, other health impairments, specific learning disabilities, deaf-blindness, multiple disabilities, autism, traumatic brain injury and developmental delays. For further information, please call the Director of Special Services at 261-6730. All education services are without cost to parents and students. 2. Screening/Evaluation This notice is to inform parents of the child identification, location, screening, and evaluation activities to be conducted throughout the year by Western Heights Public Schools in coordination with the Oklahoma State Department of Education. Personally identifiable information shall be collected and maintained in a confidential manner in carrying out the following activities: Referral Preschool children ages 3 through 5 and students enrolled in grades K-12 who are suspected of having disabilities which may require special education and related services may be referred for screening and evaluation through the local schools. Local school districts coordinate with the Sooner Start Early Intervention Program in referrals for identification and evaluation of infants and toddlers who may be eligible for early intervention services from birth through 2 years of age or for special education and related services beginning at 3 years of age. The Oklahoma Areawide Services Information System (OASIS), through a toll-free number (1-800-42-OASIS), also provides statewide information and referrals to local schools and other service providers. Screening Screening activities may include vision, hearing, and health. Other screening activities may include: review of records and educational history; interviews; observations; and specially developed readiness or educational screening instruments. Parents may “opt out” of these screenings for their children by providing written notice to the building principal. a) Readiness Screening Personally identifiable information is collected on all pre-kindergarten and first grade students participating in schoolwide readiness screenings to assess readiness for pre-kindergarten and first grade entry. Results of the screening are made available to parents or legal guardians, teachers, and school administrators. No child shall be educationally screened for readiness or evaluated without notice to the child’s parent or legal guardian. b) Educational Screening Educational screening includes procedures for the identification of children who may have special learning needs and may be eligible for special education and related services. Each school district in the state provides educational screening. No child shall be educationally screened whose parent or legal guardian has filed written objection with the local school district. • Educational screening is implemented for all pre-K, kindergarten, and first grade students each school year. • Second through twelfth grade students shall be screened as needed or upon request of the parent, legal guardian, or teacher. • Students entering the public school system from another state or from within the state without previous educational screening, shall be educationally screened within 6 months from the date of such entry. Evaluation Evaluation means procedures used in accordance with Federal laws and regulations to determine whether a child has a disability and the nature and extent of the special education and related services that the child needs. The term means procedures used selectively with an individual child and does not include basic tests administered or procedures used with all children in a school, grade, or class. Written consent of the parent or legal guardian for such evaluation must be on file with the local school district prior to any child receiving an initial evaluation for special education and related services purposes. Before any major identification, location, or evaluation, schools shall provide notice to parents. Accommodations for other languages or means of communications may be provided upon request. Such notice shall occur at least annually prior to conducting these activities and shall include the rights of parents under the Family Educational Rights and Privacy Act (FERPA). 3. Non-Discrimination Policies It is the policy of the Western Heights School District to provide equal opportunities. The district does not discriminate in admission to or employment in any district educational program, including Vocational/Information Technology programs, or activities on the basis of race, creed, national origin, color, religion, age, gender, disability, veteran or marital status or any other status recognized by law. It is the policy of Western Heights School District to provide a free, appropriate public education to each disabled student within jurisdiction, regardless of the nature of severity of the disability. The Western Heights School District assures that students who are disabled within a definition of Section 504 of the Rehabilitation Act of 1973 are identified, evaluated and provided with appropriate educational services. Students may be qualified under this policy even though they do not require services pursuant to the Individuals with Disabilities Education Act. All procedural safeguards guaranteed to disabled students and their parents under Section 504 will be enforced. Family Educational Rights and Privacy Act (FERPA) The Western Heights School District and Board of Education support the privacy rights of students regarding educational records. It is the policy of the board to comply with the Family Educational Rights and Privacy Act (FERPA). Therefore, the Western Heights Public Schools ensure that the parent(s) or eligible student has the following rights: 1. The right to inspect and review the student's education records within 45 days of the day the School receives a request for access. Parents or eligible students should submit to the School principal [or appropriate school official] a written request that identifies the record(s) they wish to inspect. The School official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected. The right to request the amendment of the student's education records that the parent or eligible student believes are inaccurate or misleading. Parents or eligible students may ask the School to amend a record that they believe is inaccurate or misleading. They should write the School principal [or appropriate official], clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the School decides not to amend the record as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. 3. The right to consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that FERPA authorizes disclosure without consent. One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the School as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the School has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. 4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by the School to comply with the requirements of FERPA. The right to obtain a copy of the school district’s complete FERPA policy. 6. The Western Heights School District ensures that all parents who have a primary language other than English shall be afforded written notices and oral communication translated in a manner where the parent(s) understands the communication. This may be provided by an interpreter or other means necessary. The office of the Superintendent shall maintain the official FERPA policy. A student’s parents or eligible student should contact the Superintendent’s office for further information on how to obtain a personal copy of this lengthy policy. To carry out their responsibilities, school officials will have access to student education records for legitimate educational purposes. The Western Heights School District will use the following criteria to determine who are “school officials.” A school official is: 1. A person certified by the state and appointed by the school board to an administrative or supervisory position; 2. A person certified by the state and under contract to the school board as an instructor. 3. A person employed by or under contract to the school board to perform a special task such as a secretary, a clerk, the school board attorney or auditor for the period of his or her performance as an employee or contractor; or Page 9 4. A person duly elected to the school board, when review of the student’s records is pertinent to a pending board decision. FERPA requires that our District, with certain exceptions, obtain parent written consent prior to the disclosure of personally identifiable information from a child's education records. However, the District may disclose appropriately designated "Directory Information"without written consent, unless the parent has advised the District to the contrary in accordance with District procedures. The primary purpose of directory information is to allow the District to include this type of information from a child's education records in certain school publications. Examples include: A playbill, showing your student's role in a drama production; the annual yearbook; honor roll or other award/recognition lists; graduation programs; and sports activity sheets, such as for wrestling, showing weight and height of team members. Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without a parent's prior written consent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. In addition, two federal laws require school districts receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) to provide military recruiters, upon request, with three directory information categories - names, addresses and telephone listings - unless parents have advised the District that they do not want their student's information disclosed without their prior written consent.(1) If you do not want our District to disclose directory information from your child's education records without your prior written consent, you must notify the District in writing by October 1 or, if enrolling after October 1, within ten days following the date of enrollment. Western Heights has designated the following information as directory information: Student's name, including listings in playbills or programs Grade level Participation in officially recognized activities and sports Degrees, honors, and awards received Weight and height if a member of athletic team(s) Photographs (such as those in yearbooks) or film footage taken at school or school-related events. 5. Protection of Pupil Rights Amendment (PPRA) PPRA affords parents certain rights regarding our conduct of surveys, collection and use of information for marketing purposes, and certain physical exams. These include the right to: • Consent before students are required to submit to a survey that concerns one or more of the following protected areas ("protected information survey") if the survey is funded in whole or in part by a program of the U.S. Department of Education (ED)1. Political affiliations or beliefs of the student or student's parent; 2. Mental or psychological problems of the student or student's family; 3. Sex behavior or attitudes; 4. Illegal, anti-social, self-incriminating, or demeaning behavior; 5. Critical appraisals of others with whom respondents have close family relationships; 6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers; 7. Religious practices, affiliations, or beliefs of the student or parents; or 8. Income, other than as required by law to determine program eligibility. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent, and not necessary to protect the immediate health and safety of a student, except for hearing, vision, or scoliosis screenings, or any physical exam or screening permitted or required under State law; and 3. Activities involving collection, disclosure, or use of personal information obtained from students for marketing or to sell or otherwise distribute the information to others. • Inspect, upon request and before administration or use 1. Protected information surveys of students; 2. Instruments used to collect personal information from students for any of the above marketing, sales, or other distribution purposes; and 3. Instructional material used as part of the educational curriculum. These rights transfer to from the parents to a student who is 18 years old or an emancipated minor under State law. The Western Heights School District has developed and adopted policies, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. The District will directly notify parents of these policies at least annually at the start of each school year and after any substantive changes. Western Heights will also directly notify, such as through U.S. Mail or email, parents of students who are scheduled to participate in the specific activities or surveys noted below* and will provide an opportunity for the parent to opt his or her child out of participation of the specific activity or survey. The District will make this notification to parents at the beginning of the school year if the District has identified the specific or approximate dates of the activities or surveys at that time. For surveys and activities scheduled after the school year starts, parents will be provided reasonable notification of the planned activities and surveys listed below* and be provided an opportunity to opt their child out of such activities and surveys. Parents will also be provided an opportunity to review any pertinent surveys. Following is a list of the specific activities and surveys covered under this requirement: • Collection, disclosure, or use of personal information for marketing, sales or other distribution. • Administration of any protected information survey not funded in whole or in part by ED. • Any non-emergency, invasive physical examination or screening as described above. *At the present time, the Western Heights School District does not plan to administer any protected information surveys nor collect/ disclose/use personal information for marketing, sales, or other distribution purposes as described in the PPRA. State law requires any third-grade student, who scored “Unsatisfactory” on the reading portion of the Oklahoma Core Curriculum Test (OCCT), to be retained at the third grade level. Students who score unsatisfactory can be considered for a “Good Cause Exemption” thereby promoting them to fourth grade. “Good Cause Exemptions” are only given to students who meet the following criteria: Calling all Western Heights parents with young childr en and expecting parents…join us for “EARLY BIRDS” where you receive “FREE” books and toys and learn how to use them in ways to promote healthy development. (1) Identified LEP/ELL students with education plans who have had less than 2 years of instruction in English (2) Students identified with disabilities whose Individual Education Plan (IEP) indicates the student is to be assessed with alternate achievement standards through the Oklahoma Alternate Assessment Program (OAAP) prior to the administration of the test. Identification must be in place prior to the OCCT. (3) Students who demonstrate an acceptable level of performance (45th percentile or above) on an alternative standardized reading assessment approved by the State Board of Education (such as Iowa Test of Basic Skills, Terra Nova, Stanford Achievement Test) (4) Students who demonstrate, through a student reading portfolio, that they are reading on grade level. Evidence is based on state reading standards. Approval by the teacher, principal and superintendent is required to use this exemption. (5) Students with a reading disability, identified prior to the OCCT, who have been retained at least once in pre-k, kindergarten, first grade, second grade, third grade or transitional grade and who have received intensive remediation for more than two years (6) Students who have received intensive remediation in reading for two (2) or more years but still demonstrate a deficiency in reading AND who were previously retained in pre-k, kindergarten, first grade, second grade, third grade or transitional grade for a total of two (2) years Students scoring unsatisfactory, and not qualifying for a good-cause exemption, can be considered for probationary promotion* by the Student Reading Proficiency Team. The team is comprised of a) parent/legal guardian, b) third grade reading teacher, c) fourth grade reading teacher, d) site principal and e) certified reading specialist. In order for the student to be promoted, the team must reach a unanimous decision to promote. If the parent/guardian fails to attend the meeting, nor make any attempt to meet with school personnel, their child must be retained. In May, 2014, the legislature created an additional opportunity with HB 2625. Students who demonstrate third grade level proficiency on a Benchmark/Screening Assessment will be automatically promoted to fourth grade. *Probationary promotion is considered probationary and contingent upon the Student Reading Proficiency Team’s continued monitoring to ensure student is demonstrating grade-level proficiency. At any point, the Team may determine that retention is the best option for the student. In May, 2015, the legislature added students scoring limited knowledge on the OCCT will also be retained (effective spring, 2016) unless the above stated criteria is met. Page 12 FLYER School Bus Rules Important For Student Safety Parent(s), it is STRONGLY suggested by the Western Heights Schools Transportation Department, that you review with your children the following precautions dealing with bus safety. There will be additional rules that will be discussed by the bus driver. 1) Have children at the bus stop 2 minutes before their bus pickup time. 2) The following precautions should be taken by all students while at the bus stop: (a) stand at least six (6) feet away from the curb; (b) avoid behavior that can lead to an accident, such as playing, pushing, etc., and (c) do not stray into streets, alleys or onto private property. 3) Line up away from the street or road (at least six (6) feet) as the school bus approaches. Wait until the bus has stopped and the door opens, before approaching the bus. 4) Use the handrail when stepping on and off the bus. 5) Students must adhere to all rules while riding the buses. Loud talking or other noises can distract the bus driver and is not allowed. Never put your head, arms or hands out of the window. 6) Keep aisles clear of books, bags, and instruments. They are tripping hazards and can block the exit in an emergency. 7) Before you reach your stop, prepare to leave by getting your books and belongings together. 8) At your stop, wait for the bus to stop completely before getting up from your seat. 9) There are only four times you will stand up on the bus, during those times the bus must be stopped before you standup. (1) At your AM bus stop; (2) When you arrive to school in the morning; (3) During the PM loading at your school; and (4) When you arrive at your PM stop. 10) Always use the handrail when getting on or off the bus. 11) When crossing the street to the bus, wait at the curb or edge of the road. 12) Stay away from the rear wheels of the bus. Again, you must always cross in front of the bus at all times. 13) If a parked car or other obstacle blocks students’ vision, the students should move to a location where the bus driver can see them and they can see moving traffic. 14) If students have to cross the street to get to or from the bus, they should cross in FRONT of the bus. Students should walk at least ten (10) feet (ten giant steps) ahead of the bus along the side of the road. Students must be able to see the driver and the driver must be able to see the student. 15) Students should wait for a hand signal from the driver before starting to cross the street. After the driver has signaled the student to cross, the student should stop at the left headlight of the bus (leaving the bus) or parked vehicle (coming to the bus) and then look left, look right, then look left again, making sure no cars are coming before stepping out into the street. Students should keep an eye out for sudden traffic changes. If the driver blows the horn return to the curb you started from. Summer, 2015 Bus Schedules Parents/Guardians and/or students will be able to pick up bus schedules with route times and pick-up/drop-off points when they enroll. Children may be complete with three (3) or four (4) doses of Hib depending on the brand of vaccine used. If a child reaches age 11 and has not yet started the HepB vaccine series, he or she may receive a 2-dose series of Merck® Adult Hepatitis B vaccine instead of the 3-dose series of Pediatric HepB vaccine. The 2-dose series must be completed before the 16th birthday or the child must receive a total of 3 doses of HepB vaccine. All other children (younger or older) must receive 3 doses of pediatric hepatitis B vaccine. • The table above lists the vaccines that are required for children to attend childcare, preschool, kindergarten through twelfth grade in Oklahoma. Additional vaccines may be recommended, but are not required. For example, a 2nd dose of varicella vaccine is recommended before entering kindergarten, but not required by Oklahoma law. • Children attending childcare must be up-to-date for their age for the vaccines listed. • Hib and PCV vaccines are not required for students in pre-school, pre-kindergarten or kindergarten programs operated by schools. Hib and PCV vaccines are required for children attending licensed child care facilities. • Doses administered 4 days or less, before the minimum intervals or ages, will be counted as valid doses. • The first doses of measles, mumps and rubella (MMR), varicella, and hepatitis A vaccines must be administered on or after the child’s first birthday or within 4 days before the birthday to be counted as valid doses. • For doses given on or after January 1, 2003, the 5 th dose of DTaP must be given on or after the 4 th birthday or within 4 days before the 4th birthday. This rule does not apply to doses given before 2003. • A parental history of a child having varicella (chickenpox) disease is acceptable instead of varicella vaccine. • It is not necessary to restart the series of any vaccine due to longer than recommended time periods between doses. • Children may be allowed to attend school and childcare if they have received at least one dose of all the required vaccines due for their age and the next doses are not yet due, but they must complete the remaining doses of vaccines on schedule. Any student in this school district who uses or possesses a firearm at school, in transit to or from school, at any school sponsored event, or in or upon any school property, including school transportation or school sponsored transportation, will be removed from school for no less than one full calendar year. Any student accused of this offense will be afforded due process in accordance with long term due process procedures. A student found to have violated the Gun-Free School Act, who has been suspended for one full calendar year, may have the case reviewed by the superintendent of schools. The superintendent has the authority to modify the length of the suspension on a case-by-case-basis. The District shall report any such cases to the State Department of Education and appropriate federal, state, and local law enforcement authorities. Mastery will be demonstrated by scoring “Proficient” or “Advanced” on the Oklahoma State Testing Program assessment. The 2015-2016 school year will start on August 20, 2015. We are looking forward to a great year. I am very pleased to announce that the Board of Education has approved contracts to construct the new west stadium complex located at the high school campus; and that work is proceeding on the new roof and major HVAC renovations at Winds West and the high school gym. Additionally, your Board of Education has worked diligently over the past 15 years to provide tornado safe rooms at each school site. I’m very excited to inform you that with the completion of a new tornado safe room at Greenvale Elementary School, all students and staff at each Western Heights school site are now protected from the worst elements of Oklahoma’s severe weather. The new Greenvale safe room was a cooperative effort between the WHPS board of education and the Oklahoma City Community Foundation. This important cooperative effort was admirably assisted by Representative Jon Echols who was instrumental in securing the necessary funds for the Oklahoma City Community Foundation’s continuing efforts to make Oklahoma schools like Greenvale Elementary safe for students and staff. I am excited to announce two new employment appointments at Western Heights High School. The new Western Heights High School Principal is Mr. Paul McQueen. Paul comes to us from Ponca City High School, where he was employed as the assistant high school principal. Also, the new Western Heights Interim Athletic Director will be Dusty Walden. Dusty is the former High School Basketball Coach at WHPS. We look forward to the immediate positive impact that these two gentlemen will have on the students and staff of our schools.
