years Hibiscus Children’s Center 2009-2010 Annual Report Letter from CEO Hibiscus Children’s Center continues to have a prominent leadership role in our region and an increasing presence throughout all of Florida. What began 25 years ago as one residential shelter facility has now expanded into a dynamic agency capable of addressing client needs for residential, group home, foster care, prevention programs, support for families in crisis, diversion strategies, child development and literacy programs, and clinical counseling programs in mental health, substance abuse, and sexual abuse. Each month, Hibiscus Children’s Center has an open caseload of over 1,000 children and families. Recently, Stuart Magazine named Hibiscus the Best Local Children’s Charity and this year we begin the celebration of Saving Children for 25 Years. High achievement is a trademark of Hibiscus Children’s Center. The 2009-2010 fiscal year saw many new initiatives including the inauguration of the St. Lucie County Foundation Board and Guild. The new Board and Guild joined with the successful Martin and Indian River Foundation Boards and Guilds enabling the agency to exceed all financial goals in the Third Annual Support Campaign. New events including The Little Auction That Could, Sporting Clay, and a Luau were added to the list of always successful fundraisers also surpassing goals. Our boards, guilds, donors, sponsors, volunteers, and staff are all commended on working together to meet the financial needs to support children and programs. This Annual Report will give a brief highlight of our past year. We encourage you to visit our website for a complete listing of all programs and services. Each day, I am impressed by the quality of care our employees provide to children in need. Maher Chief Executive Officer About Hibiscus Hibiscus Children’s Center (Hibiscus) is a private non-profit 501(c)3 agency with policy set by a volunteer Board of Governors comprised by residents of Martin, Indian River, St. Lucie and Okeechobee Counties, Florida. Hibiscus is funded by various government agencies including the Florida Department of Children and Families and United for Families; corporate, foundation and organization grants; fundraising special events; and general donations, primarily through the Hibiscus Annual Support Campaign. Responsible for Hibiscus fundraising efforts are three Foundation Boards: Hibiscus Children’s Center Martin County Foundation Board, Hibiscus Children’s Center Indian River County Foundation Board; and, the Hibiscus Children’s Center St. Lucie County Foundation Board. Assisting each Foundation Board in fundraising, particularly in the planning and implementation of fundraising special events, is a volunteer Guild. Each Guild (Martin County Guild, Indian River Guild and St. Lucie Guild) has its own slate of elected officers, event committees and committee/ event chairs. Hibiscus is managed by a Chief Executive Officer, Mr. Thomas B. Maher, assisted by career professionals including : David R. Giunta, Chief Financial Officer; Kathryn M. Garbowski, Chief Administrative Officer; Gary Pettit, Chief Operating Officer; and, Jane Sease, Director of Human Resources. It is an honor and privilege to serve as the Chairman of the Hibiscus Children’s Center Board of Governors as we expand and enhance our programs and services to meet these needs.” Dan Braden Hibiscus Children’s Center’s operations and financial policy, and strategic planning are set by the Governing Board Besides being the current Chairman of the Hibiscus Governing Board, Dan Braden was a founding director and served as the first President of the Martin County Foundation Board. He has had continuous service as a director with officer and other leadership roles on the Hibiscus Governing, Regional, Operating and Foundation Boards since the agency’s founding 25-years ago. Born and raised in Miami, Dan Braden has been a resident of the Treasure Coast since 1968. He has been a partner with the architectural firm Braden and Braden, P.A. since 1984. He was instrumental in the design and construction of the Tilton Family Children’s Shelter, formally the Hibiscus Children’s Shelter, in Jensen Beach which opened in 1989, and the Children’s Village in Vero Beach which opened in 2004. Dan Braden’s other community service endeavors include service to the Salvation Army as a board director, and with Braille International and Habitat for Humanity for which he has provided architectural services since 1984. The Supporting Families in Crisis program, originally founded in 1994 as Crisis Nursery, is a primary child abuse prevention program providing family support, education, case management and as needed respite services. Hibiscus Foster Care, provided by Hibiscus Children’s Center since 2001, is a program that recruits, trains, licenses and provides support services for current and prospective foster and adoptive parents. Beginning in July 2009 Hibiscus Children’s Center contracted to provide intervention services and connections to other community resources for families who have experienced low to medium risk of abuse and/or neglect through an intensive case management Diversion Program in Martin, Okeechobee and Indian River Counties. The Betty Gene Hensick Child Development Center, located on the Hibiscus Village Vero Beach campus, is a state-of-the-art pre-school. It serves children residing at the Village as well as children in foster care, those from the community at large and special populations including children living at the Vero Beach Homeless Family Center. Hibiscus Residential Services provide safe, caring environments for abused, neglected and abandoned children ages birth through 17, with 24-hour “awake” supervision, medical Tilton Family Children’s Shelter, Jensen Beach and dental care, and psychological counseling at the Hibiscus Tilton Family Children’s Shelter in Jensen Beach (founded in 1985) and at the Hibiscus Children’s Village in Vero Beach. Both facilities provide comprehensive services to children who have been removed from their homes and are now in state custody. In addition, the Vero Beach campus location provides Assessment Home Services, as well as Hibiscus Children’s Village, Vero Beach Group Home Services providing long term homes for children removed from their homes due to egregious abuse and neglect. Children live in homes where they receive nurturing, love and encouragement in a family-like environment. The Hibiscus Clinical Department provides therapeutic services that include both residential and outpatient mental health services to children, birth to 18 years old, and their families. Three levels of care are offered: crisis evaluation and intervention; traditional outpatient mental health services; and residential services for children living at the Hibiscus Shelter and Hibiscus Village. Residential Mental Health Services include Behavioral Health Overlay Services (BHOS) - a wraparound service that includes the participation of Shelter and Village staff with various professional disciplines. Each level of care includes 24-hour crisis evaluation and intervention; diagnostic assessment; treatment plan development and review; individual and group therapy; consultation with operations management and staff; psychiatric evaluation; and medication management. The Hibiscus Clinical Department also provides various levels of Outpatient Mental Health Services* to infants, children, adolescents and families in Martin, Okeechobee, St. Lucie and Indian River counties. Services are provided on an outreach basis as therapists go into homes, child care settings and schools to meet the increasing demand. * Community Mental Health (CMH) level of service provides assessment, treatment planning and review, and one hour per week individual and/or family therapy to infants and children. Clients at this level of care struggle with a mental health diagnosis but are able to function moderately well in most areas of their lives. * Therapeutic Behavioral On-Site Services (TBOS) service level resembles that provided at the CMH level of care. Differences are the level of functioning of the client and the intensity of therapy services provided. More specifically, clients are “multi-stressed” and struggle what we do (Programs and services cont.) with at least moderate impairment in several areas of life, including family and social relationships, daily living skills, academic functioning, and developmental growth. Many of these children experienced and/or witnessed traumatic events, such as: domestic violence, child abuse, substance abuse, abandonment, etc. Thus, these children and families receive two hours per week of individual and/or family therapy. * Psychiatric Services including office based psychiatric evaluation and medication management is offered at Hibiscus facilities in Jensen Beach, Port St. Lucie and Vero Beach. The Hibiscus Clinical Department also provides specialized services – Hibiscus Family Safety and Awareness within the above levels of outpatient care. These include infant mental health; sexual abuse treatment; substance abuse treatment; foster care wraparound treatment; and, school-based mental health treatment. Hibiscus Children’s Center is also part of the Strengthening Families Program, a collaboration of several children’s services agencies serving St. Lucie County, which provides education and skills training for at-risk families. In a typical year over 3,000,000 cases of child abuse are reported to child protective agencies in the United States. Children ages 0-3 are the most likely to experience abuse. About 1 in 50 U.S. infants are victims of nonfatal child abuse or neglect in a year. 1,500 children die every year from child abuse and neglect - just over four fatalities every day. 79% of children killed are younger than four. Additional statistics and sources available at “About Child Abuse”, wwwHibiscusChildrensCenter.org Because of community support and in spite of economic conditions that prompted an increase in the severity of child abuse and the number of at-risk families in crisis, Hibiscus Children’s Center last year expanded services and enhanced its levels of care. Sheltered children removed from their homes due to abuse were provided with intensive professional therapeutic counseling that not only alleviates their own suffering, it mitigates the possibility of generational abuse. More children and families than ever before were availed Hibiscus Mental Health Services. Foster Families recruited, trained and licensed by Hibiscus were provided with expanded support services. And new initiatives were begun to provide literacy and general educational programs for youth never before having the benefit of encouragement in these areas. In FY 2009-2010 Hibiscus Children’s Center provided… • • • • 19,937 safe nights of shelter for children removed from their homes due to abuse. 700 children and families on average at any one time with mental health services including victims of sexual abuse therapy, infant mental health and substance abuse counseling. An additional 106 families were served through the Support for Families in Crisis program. licensing, re-licensing and support for 93 foster families as well as 37 adoption home studies. 186 pre-kindergarten aged children with enhanced educational opportunities and 260 older children with special literacy programs, tutoring and homework help. what we do To overcome operating shortfalls and to meet unplanned emergencies including natural disasters, Hibiscus Children’s Center maintains a $400,000 operating reserve. The Hibiscus Endowment Fund, with a current value of $3,000,000, provides for the agency’s long-term viability. CFO Report In spite of unprecedented economic conditions, Hibiscus Children’s Center closed fiscal year 2009-2010 in excellent financial condition. The agency’s balance sheet is very strong, with healthy liquidity and outstanding residential sheltering facilities which are debt free. To maintain this position, the Tilton Family Children’s Center in Jensen Beach, the Children’s Village in Vero Beach and the Community Outreach Programs are efficiently operated under the strict parameters of the agency’s “Annual Breakeven Budget”. The budget is prepared annually by management, scrutinized by the Hibiscus Finance Committee and ultimately approved by the Governing Board prior to the beginning of each fiscal year. Management is responsible for monthly budget vs. actual variance reporting that are part of the Financial Management and Information System which further requires comprehensive monthly financial reporting to the Finance Committee and the Governing Board. In addition, the financial statements of the agency are subject to annual audit by a CPA firm experienced in not-for-profit audits. Hibiscus also maintains numerous associations with agencies such as the Florida Coalition for Children, United for Families and is accredited by the Council on Accreditation (COA). Each of these organizations requires strict adherence to not-for-profit accounting principles and “best practices” in reporting financial condition and maintaining proper internal accounting controls. Government and other agencies provided 72% of the funds required to cover the cost of Hibiscus’ operations during the year. Representatives of the VeroTreasure Coast Kiwanis Club and Hibiscus Children’s Center at the ground breaking for the Kiwanis Village Pavilion. Kiwanis members constructed the Pavilion. Costs were underwritten by Kiwanis, Johns Island Foundation and the Dodgers Dream Foundation. Little Auction That Could fundraiser garners national attention and raises over $130,000 for Hibiscus. Autographed books and other treasures by artists, authors, musicians, sports stars, movie stars and politicians were auctioned with proceeds benefitting Hibiscus. Hibiscus Children’s Center implements a formal strategic planning process. Children’s Shelter renovated. 2009 saw the installation of a state-of-theart video security surveillance system at the Hibiscus Children’s Village further enhancing the children’s safety. The system was provided by the John’s Island Foundation. Donated shade trees are planted at the Village. Literacy Program implemented with three Literacy Coordinators covering clients throughout the Treasure Coast. Tina Knox of Newcastle, California embraces a seven-year-old Haitian orphan she and her husband had been waiting to adopt for three years prior to the Haiti earthquake. The three were united at the Hibiscus Children’s Center Shelter in Jensen Beach. Because of the Photo by Deborah Silver, Scripps Treasure Coast earthquake and with help from Missionary Flights International, children were transported from Haiti to Ft. Pierce for unification with their American adoptive parents. Many of the children were sheltered and cared for at the Shelter while waiting for their new parents to pick them up. Hibiscus was awarded the “Community Champions Award” from Florida’s Department of Children and Families for meeting the urgent needs of these Haitian orphans at the Shelter. Hibiscus launches Substance Abuse Prevention program. St. Lucie County Commissioner Chris Dzadovsky congratulates Hibiscus St. Lucie Foundation Board founder Jack Connolly for his efforts in establishing the St. Lucie Board. The St. Lucie County Commission passed a resolution and presented the agency with a proclamation “Recognizing the new St. Lucie County Foundation Board for Hibiscus Children’s Center”. St. Lucie County Guild is established. The Child Development Center at the Village is named the Elizabeth “Betty Gene” Hensick Child Development Center. The Shamrock Center, an affiliate of Hibiscus Children’s Center, opens in St. Lucie County. A new playground is built at the Shelter. The project was spearheaded by 13 year old Jessie Green of Stuart. The Shelter is named in honor of Hibiscus founder LaVaughn Tilton and family. The Voluntary Pre-Kindergarten program at the Betty Gene Hensick Child Development center achieves the highest state criteria rating. Hibiscus awarded “Best Local Children’s Charity” by Stuart Magazine. years Year-long 25th Birthday celebration for Hibiscus Children’s Center commences. Over 200,000 safe nights have been provided by Hibiscus Children’s Center since it’s founding in 1985. what we do Client Successes Hibiscus Children’s Shelter Hibiscus Children’s Shelter staff was told that their new 3-year-old placement lacked social skills and was often verbally and physically aggressive. In fact, he had been removed from several area daycares because of his behavior. Without a daycare facility willing to have him, the relative he was living with could no longer care for him. As a result he had been placed with a series of foster care families, but, tragically, each was unsuccessful. While living at the Shelter the young man received the mental health services he so desperately needed. He was given speech therapy and was assigned a behavior analyst. With loving professional care and the Shelter’s structured environment he began to show progress. He celebrated his fourth birthday with Shelter friends, learned to ride a bike and attended prekindergarten classes. After six months at the Shelter another foster family placement was attempted. But this time things were different. Word has come back that he is doing well and that his foster parents want to adopt him and become his forever family. Hibiscus Support for Families in Crisis Sometimes when things go bad, they really go bad. Such was the case for the man who called Hibiscus Support for Families in Crisis. He was the father of twin 3-year-olds, one of which has cerebral palsy. With the recent death of his wife due to an aggressive form of cancer he found himself a single parent and unemployed because of the time he had to dedicate to caring for his girls. His only income was his daughter’s SSI supplement, however the checks were being deposited in his wife’s name and he was unable to access them. Once enrolled in the Support for Families in Crisis program, his family advocate was able to assist him in changing the SSI Aging out payments to his name. Help was also provided with assistance in the payment of his utility bill and through a referral for rental assistance from a community church. The advocate was also able to make referrals for daycare for the twins allowing him to job search and return to work. Help was also provided in obtaining public assistance for the family. As the day-to-day needs of the family started to be met, a wonderful thing happened last holiday season. Thanksgiving and Christmas dinners were delivered to their home and, best of all for the girls, Hibiscus’ own Santa’s Elves delivered Christmas presents. Hibiscus Children’s Village A young man living at the Hibiscus Village asked his therapist if he might have a tutor to help him with his school work. Working with the Village’s volunteer coordinator, it didn’t take the therapist long to arrange for a tutor to work with the client twice a week for several hours each visit. The bond between the student and tutor grew over time. Although accustomed to failing grades, he soon achieved passing scores and in a relatively short time began getting A’s and B’s on progress reports. After leaving Hibiscus around the holidays and being placed in a foster home there wasn’t any communication between therapist and client for a few months. But the therapist often wondered how he was doing, academically and emotionally. Her wondering but not knowing of his progress was ended at a community awards ceremony she attended. To her great surprise she was moved to tears when it was announced that her young man was the recipient of one of the highest academic honors. Regardless of the circumstances that bring young people to the Village, because of the tireless efforts and caring, loving support of professional staff and volunteers alike, positive impacts are being made daily. Imagine the trepidation, even fear, of facing the unknown having been removed from your home, siblings and all your school friends because of being abused or neglected. These are not uncommon feelings for many of the children and teens placed in the care of one of Hibiscus Children’s Center’s shelters, or placed with foster parents through the Hibiscus Foster Care program, until the loving and safe care provided are realized. Now imagine nearing your 18th birthday and realizing that you soon could be homeless because of what the state calls “aging out” of the system. With a substantial increase in the number of teens being sheltered this past year, many Hibiscus youth found themselves approaching their 18th birthday. But because of extraordinary efforts by staff and volunteers alike, their fears concerning reaching this milestone soon prove to be unfounded. Each and every young adult aging out is provided guidance in further pursuing their education. Finding first time employment help is offered with Hibiscus community partner, Workforce Solutions. Housing concerns are alleviated for many by community partner Children’s Home Society’s new transitional living center. Even those moving into their first apartments get help with furnishings, linens and kitchen supplies from the Hibiscus Treasure House Thrift Store and “wish list” donations by Hibiscus Guild members and other volunteers. how we do it HibiscusVolunteers Every organization is defined by its volunteers, and this is certainly true with Hibiscus Children’s Center. It isn’t the reward or anticipated recognition. It is the depth of their caring, the quality of their service and the product of their passion that are hallmarks of Hibiscus volunteers. Whether serving cake at a Shelter birthday party for a little one, or mentoring a teen at the Village; sorting donations at the Thrift Shop, or executing the most exciting and successful special event fundraisers on the Treasure Coast, Hibiscus volunteers are the strength and energy behind all we do. It’s not possible to publicly recognize all Hibiscus volunteers for the work they do. Volunteers of the Year Martin County volunteers honored included Jeff and Beverly Joyce, Karla Preissman, Steven Gann and Herb Miller, along with Joe McLaughlin, Ken McFadden and Ken Porter representing Nettles Island, recipient of the Community Award. Diana Enriquez was honored as the St. Lucie County volunteer of the year for her many endeavors for Hibiscus including leading the newly formed St. Lucie County Guild. Hibiscus Guilds how we do it The Martin County, St. Lucie County and Indian River County Guilds serve as the primary fundraising arms of the Foundation Boards. Besides creating, planning and executing stunning special events, the ladies of the Guilds individually and collectively can always be counted on to fill Shelter and Village wish lists and graciously represent Hibiscus at community functions. Martin County Guild The Martin County Guild, with over 120 members, surpassed all expectations for its fundraising efforts this year. The most talked about and anticipated special event in the history of Hibiscus Children’s Center, The Little Auction That Could, kicked off the season. This was the most unique and innovative event ever hosted for Hibiscus. Collaborating with other non-profits, Guild members garnered an incredible collection of personally autographed books and memorabilia from local and worldwide celebrities. The collection was exhibited at the Elliot Museum as well as on a website created for the event. The event concluded at the Lyric Theater with author and columnist Carl Hiaasen hosting a live auction of the most notable books. The Little Auction enabled over 1,000 new friends to be introduced to Hibiscus and raised funds for the initiation of a comprehensive literacy program for Hibiscus children. The Guild’s signature event, Garden of Dreams Fashion Show, was held at the upscale Sailfish Point Country Club, which was transformed into a New York high style fashion show and luncheon. Guests enjoyed the fashions of Jackie Rogers, whose ensembles adorn some of the most influential celebrities in the fashion industry. To honor Ms. Covelli’s generosity for Hibiscus children and continuous support of this event, the 2011 Fashion Show will be named in her honor. The 15th Annual Hibiscus/Dow Finsterwald Golf Classic had a “special guest” this year, the prestigious Ryder Cup. Tournament participants and guests were given the opportunity to have their photo taken with the Cup along with Dow Finsterwald, the 1977 Ryder Cup Captain, wearing his Ryder Cup championship sports coat. New to the Guild’s fundraising agenda last year was the Sporting Clays Fun Shoot at Quail Creek Plantation. The success of this event has prompted its continuation on an annual basis in collaboration with the Indian River and St. Lucie Guilds. The Guild’s annual partnership with the North River Shores Club Tennis Tournament provided a successful finish to the fundraising season. To commemorate Child Abuse Prevention Month and Volunteer Appreciation Month, the Martin County Guild hosted a luncheon to show its appreciation of the many wonderful Hibiscus volunteers, Guild members and others, and to recommit its dedication to the Hibiscus mission. The heart and soul of Martin County Guild members goes far beyond coordinating special events and hosting luncheons. Each year, they create memories of a lifetime for Shelter children by funding birthday and holiday parties, trips to the zoo, bowling and skating. They also dedicate three months to organizing, funding and collecting gifts for the Santa Elves program. This program ensures that each child, whether they are at the Shelter or in a Hibiscus community based program, receives a Christmas they will never forget. Indian River County Guild It was a banner year for the Indian River Guild, as they coordinated a record number of special events! Starting off the fundraising season in early November was the highly anticipated Girls Night Out boutique shopping event. Over 400 women attended this fun evening out, stocking up on Christmas gifts and enjoying time with friends. Later that month, Hibiscus partnered with the Vero-Treasure Coast Kiwanis Club in the coordination of a golf tournament held at the beautiful Grand Harbor Club. It was a beautiful day and Hibiscus made many new friends. December brought the event of the year! Always the highlight of the social season, the Indian River Gala Illusions dazzled guests the moment they walked through the doors of the Moorings Club. Those in attendance were treated to outstanding musical entertainment, a world-renowned magician, live and silent auctions, cirque-style performances by the City of Vero Beach Performing Arts Department and Private Hibiscus CEO Tom Maher with Indian Stock Entertainment, and River Gala Chairs Sue Sharpe and a lavish dinner. Carole Casey. January brought the exciting Viva Las Vero IV Casino Night event. Guests spent the evening at the Vero Beach Elks Lodge enjoying their favorite casino games, live entertainment, great libations and left with more prizes than they could carry! how we do it On the chilliest morning in March, the Guild’s inaugural Skeet Shooting event was held. Despite the cold temperatures, all in attendance had a wonderful time. The month of April is always an important one for the Indian River Guild as Child Abuse Prevention Month is promoted and the Blue Ribbon Luncheon and Fashion Show is hosted. Always a sold out event, this year’s luncheon was no exception. The Catwalks & Cupcakes theme was exciting, and guests thoroughly enjoyed fashions provided by Cooper & Co. With help from the new St. Lucie Guild, the busy event season culminated with a day of great fishing at the annual Offshore Big 3 Tournament. The Indian River Guild’s work for Hibiscus and the children it serves doesn’t stop with coordinating spectacular special events. The Guild is ever present at the Village arranging parties for the children, organizing teen library programs, and making certain the preschool children always have fresh supplies of art projects and materials. Every month it funds special outings like bowling, miniature golf, and movies for Village children and teens. There is simply no end to the generosity and dedication of each and every member of the Hibiscus Indian River County Guild! St. Lucie County Guild The St. Lucie County Guild had a busy year, spreading the mission of Hibiscus at community events and festivals and hosting several fundraisers throughout the county. With a goal of increasing their membership, the ladies seized every opportunity to let the public know who we are and what we do. Mission accomplished! The Guild doubled in size and made many new friends throughout St. Lucie County. The year began with Hibiscus Night at the Mets. Attendees of the special Hibiscus Children’s Center night at the Tradition Field were given information about Hibiscus programs and services, heard about Hibiscus over the public address system, and saw the Hibiscus logo on the scoreboard throughout the game. Soon after, the Guild coordinated the Spooktacular Family Fun Night. Children from all across the county wore their Halloween Costumes to a special night in their honor at Superplay and enjoyed plenty of food, games, a costume competition, and lots of laughter. The inaugural Tropical Night Luau was held at the Ballantrae Country Club and was a great success. Authentic Polynesian entertainers amazed guests with a fire dancing performance and drew dozens of guests to the dance floor to learn traditional Pacific island dances. Guests left the event already looking forward to the next one! The year ahead will bring many more exciting events. The Guild is already hard at work planning a Girls Night Out shopping event, a triathlon, and, of course, another Luau! The newly formed St. Lucie Guild is certainly not short on enthusiasm and is destined to do wonderful things for Hibiscus. Collaborations This past year Hibiscus Children’s Center expanded its collaborative efforts with numerous government and other non-profit agencies resulting in mutual efficiencies and assistance to one another. More importantly, however, more families facing crises and the children impacted were able to get the care and counseling they so desperately needed — averting child abuse and neglect.
