Last year, Tungol said, the CHO recorded more than a thousand dengue cases. With the good news, Tungol is urging the Fernandinos to stay on alert especially during rainy season. “Breeding places of the dengue vector mosquito include clean and stagnant water found in various receptacles, including soda bottle crowns (tansan),” she said in a statement. The city government, on the other hand, is continuously monitoring all barangays to avoid any dengue outbreak. This month, the CHO started conducting dengue awareness campaigns and programs. In line with Agenda No. 2 of Mayor Oscar S. Rodriguez, “Beinte Quatro Oras, Sa Sakit Walang Atras,” health advisories have been sent out to communities reminding them to maintain cleanliness, destroy pos- sible breeding places of denguecarrying mosquitoes and encourage citizens to consult medical doctors right away once symptoms arise. At present, there are five health stations in this city with complete facilities and medicine for various ailments including dengue. In 2012, CSF hosted the launch of ASEAN Dengue Day for a campaign to prevent an outbreak of the disease in the entire Southeast Asia. The City was also given as the “Dengue Control and Prevention” Award by the Department of Health Region III for its programs against dengue. ● Bataan execs Rodriguez vows sound gear for budget management industrial expansion BY JENNA LUMBANG By butch gunio BALANGA CITY--Bataan executives are gearing for industrial expansion following the passage of Republic Act 10516, which expands the utilization of the more than 500 hectares Philippine National Oil Companycontrolled industrial estate in Limay and Mariveles towns. A public consultation led by Department of Energy Assistant Secretary Jose Raymund Acol and outgoing Bataan Second District Representative Albert Garcia, the governor-elect of Bataan, was held recently for the drafting of the Implementing Rules and Regulations of the newly enacted law. The DOE official said they will be able to finish the IRR this month. The law opens the industrial estate to energy and energy-related companies and other gainful economic activities. RA 10516 amended Presidential Decree No. 949 that limited to petrochemical industry the use of the PNOC-controlled land. The new law is seen to attract more investors in the underutilized industrial park. Garcia said, sooner, companies expansion Page 7 CITY OF SAN FERNANDO –Congressman-elect Oscar Rodriguez vowed to spend budget according to priority programs and projects needed in the Third District. Rodriguez, the outgoing mayor of this city, pointed-out that one of the flaws in governance is mismanagement and misappropriation of public funds. He said that, most of the times, programs and projects that needed funding are neglected. This, according to him, is failure to identify and consider the real needs of the people. “Every centavo of the budget coming from the national government or from PDAF (Priority Development Assistance Fund) should be spent on significant programs that will benefit the majority,” Rodriguez said. The congressmanelect stated that he will put the funds on development plan that will boost the economic activity in the five towns of the district that covers Arayat, Sta. Ana, Mexico, City of San Fernando and Bacolor. He also vowed to finance important infrastructure projects and will lobby before the national government for the funding of flood mitigation projects in the province. Also in his plan is maximizing the agricultural capacity of the district. Known as the “Father of Education” in this city for the establishment of the City College and continuous scholarship programs, he said education will be one of his top priorities. “Some of the agenda and plans we have planted in the City of San Fernando during my administration will be introduced to other towns,” he said. ● 3 CL government execs in ‘Dangal ng Bayan’ shortlist CITY OF SAN FERNANDO – Congressman-elect Oscar Rodriguez vowed to spend budget according to priority programs and projects needed in the Third District. (HEADLINE GITNANG LUZON; May 28, June 4 & 11, 2013) 4 Headline Gitnang Luzon JUNE 04, 2013 EDITORIAL Back-to-school woes Yesterday, some 2.5 million students trooped to the various schools in Central Luzon where they were welcomed by same old problems that hounded our educational system for the longest time. Of the total figure, 1.9 million are in public schools while 600,000 are in private schools and, with the implementation of the K to 12, the problems of lack of classrooms, books, chairs and teachers are only expected to get worse. It is an open book that our public schools are the one saddled by the decades-old problems and the figures above show that a good percentage of the students who went to school yesterday will experience the same woes. While there are around 13,000 classrooms currently being constructed across the region to address shortage in state-run educational institutions, the expected additional years in the basic education will render these additional structures helpless to fully-address the problem of student-to-classroom ratio. The additional two years in the basic education would mean the need for additional 20 percent of all the school resources because 20 percent of the students will stay two more years in the custody of our schools. Longer years in the campus would not always mean better chances of getting decent jobs when one is finished schooling. On the contrary, it will only lessen the years he has to search for jobs. Back to Vice Ganda, indeed, he thinks he owns the world right now and he is on the top of the ballgame. He has everything. Fame and money. But for how long? Even Napoleon met his fate in the battle at Waterloo. I hope Vice Ganda has learned a lesson or two in this incident. Maybe he needs to consult some of our comedy icons just to stay in the limelight. You may even enjoy the thought of being older, and probably treat authority, the elderly and your teachers with great respect, if not reverence. You are right when it comes to questions of feelings--you may be most interested in matters of psychology, different cultures and history. You can find support from all sides when it comes to any sort of mental activity--writing, speaking and all forms of communication. You exchange ideas with exquisite skill and it is exciting just being with you. Your high degree of mental concentration also makes you an excellent student, able to excel in speaking, writing and all types of communication skills. Your ambitions go hand in hand with communicating and using the mind and the two should never be far apart. You will find time this evening to get to know a new neighbor; there is much laughter. GEMINI (MAY 21-JUN 21) There will be less of an impulse now for the need for recognition. There is a growing sense of appreciating your life. This coming time may call for a change of approach and perhaps, life style. You may take an interest in your own psyche, religion and spiritual ideas. This is a time to absorb and take in new impressions and information. In summary, here is a natural breaking point, a time to let go of what has been occupying you for the last few years and assume a new attitude. This may mean a new job or a new project that is separate or within the job you already have. You may find some fun conversations with your friends this afternoon. Fashion-conscious, you make plans for the next shopping expedition, perhaps with these friends. LEO (JUL 23 - AUG. 23) Your positive attitude lets you get right to the point today, and people listen. There is plenty of enthusiasm for whatever project is ongoing. You warm up to ideas and people quickly. Your inner selfconfidence is admirable and burns with its own light. You can be very communicative, flexible, mental and other-oriented, particularly when you become relaxed with a particular audience. Circumstances can throw you into positions where you must use your mind and deal with communications, service or hidden interests. You may deal with education, psychology or teaching principles and techniques to others. Being expected to conduct a class, lecture or lead others is stressful but very rewarding at this time. LIBRA (SEP. 23 - OCT. 23) This is an excellent day to be involved in teamwork. You may be sought after as just the person for a special job. You exhibit your patient attitude and are quite able to respond and build upon what is already in process. Change, however, may soon be in the air. Your own partiality for routine and the traditional may result in your feeling challenged by anything new or different. You could be struggling against change and progress, clinging onto the status quo. Although a conformist, you may surround yourself with partners and friends who are themselves unconventional and offbeat. You are willing to listen to others, take cues and then reflect and build upon that information. Friends are fun company tonight. PISCES (FEB. 19 - MAR. 20) You are a born doer, with an incredible drive to accomplish and achieve. Your ambitions are backed up by the will to get things done. You would be great at research or any work that requires digging, searching and investigating. Looking through some paperwork this afternoon you are able to change or update a budget to allow for some new goals. Short-term goals are important as well as the longterm goals you have been updating. Just as a raise or reward is important in a place of business, reachable short-term goals are satisfying in your personal life. You are extremely creative when you allow for creative time in your day. Look around your home to find the area you want to improve or enhance and you will find your spirit lifted. Horoscopes june 2013 SAGITTARIUS (NOV. 22 - DEC. 21) The public loves you and it may be hard for you to avoid working with and for others. For now, you will work closely with others in some special project. Everyone sees you as genuine, giving and trusting. Someone searches for advice from you today and it would be good for you to be as helpful as you can--your ability to direct others is excellent. Others may come to see you; they find it easy to take instructions from you. You enjoy helping others. Being successful in life is easy--you have a built-in sense of how to unravel even the most difficult problems. Your abilities help you perform as a natural counselor or guide for others, particularly regarding vocational matters. You may dance to a different beat. Consider a creative writing class for fun. SCORPIO (OCT. 24- NOV. 21) You are inclined to do things from outer necessity rather than for emotional or idealistic reasons, at least for the next few days. Your theories and mental activities are good. Make that extra effort to have the patience it takes to let things ripen. Everything conspires to reveal you at your most elegant, particularly in social situations. You have a lot of energy. You are responsible to the extreme, always taking on obligations and pushing yourself to the limit. You pursue your obligations with much emotion and obvious enthusiasm. You are disciplined when it comes to your needs and surroundings. Small and less are beautiful to you. You have a lot to teach and you enjoy guiding others. Take it easy and be good to yourself this evening. TAURUS (APR. 20-MAY 20) Deadlines and projects may be running close to completion today. Things are working with rather than against you; do not hold back. However, do not overdo and try to go too far too fast. Let things take their natural course, which should be an easy one now. There will be a time for new accomplishments later today, during which insights and breakthroughs in organizational routine are in order. You will have some really bright ideas about how to manipulate business to serve you best. The job that you are involved with today is changing into a bigger and better opportunity, but not necessarily a job you will become involved in for the rest of your life. With your financial skills you will be able to move on to bigger and better things soon. VIRGO (AUG. 23-SEP.22) You may become torn between an environment that is very comfortable and supportive versus a real need to grow, progress and push out on your own. You may put yourself in a position to choose your surroundings. Getting what you want may require some real compromising skills on your part, but you can do it. Perhaps a move or some additional real estate is in order. You have a love of history, versus future trends and older persons, versus younger, etc. Do whatever it is you need to complete your tasks and ask questions later. You are a born leader, always first and never afraid to go it alone. Your sense of mission makes for some impulsive, sometimes rash and brave actions. It may be your turn to cook a new food. 6 7 3 9 5 1 4 2 8 Headline Gitnang Luzon JUNE 04, 2013 PROTESTS from Page 1 Rodriguez before the House of Representatives Electoral Tribunal (HRET) for alleged “vote-buying.” Gonzales, in his complained, said Rodriguez committed gross violation of Commission on Elections (Comelec) Resolution No. 9585 in relation to Section 261 of the Omnibus Election Code (OEC) and massive vote buying. Gonzales also stated that on May 10, 2013, before the elections, Rodriguez distributed “financial assistance” also in the amount of P5,000 to his so-called scholars at the Don Honorio Ventura Technological State University (DHVTSU). The supposed scholars, numbering more or less 1,000 students, are, according to Gonzales, residents or constituents not only of the City of San Fernando but also of other parts of the Third District of Pampanga. Gonzales said the above acts are in clear violation of Section 261 of the Omnibus Election Code which prohibits any public official or employee, including barangay officials, from releasing, disbursing or using public funds during within 45 days before a regular election. He also said that Rodriguez violated Comelec Resolution No. 9585 which implements Section 261 of the OEC which prohibits the release, disbursement and expenditure of public funds effective March 29, 2013 until May 13, 2013. “The indiscriminate” issuance of the above checks and the distribution of “financial assistance” to numerous recipients, beneficiaries and/or scholars just a few days before the elections obviously constitute massive vote buying,” Gonzales said. Gonzales’ lawyers said that were it not for Rodriguez’s acts of massive and widespread vote-buying, their client would have easily emerged as the winner in the recently conducted elections. The lawyers noted that when Gonzales ran for second term in 2010, he garnered 195,651 votes against his opponent’s 24,640 votes. “Having been elected twice already for the same position in 2007 and 2010 elections, the sudden loss of some 87,376 votes is simply unexplainable and statistically improbable,” they said. The lawyers said that by engaging in massive votebuying, Rodriguez has made a mockery of the electoral process and does not deserve to sit in office. “By buying the votes of the electorates, Protestee (Rodriguez) stripped himself of any right to hold public office,” Gonzales’ counsel said. ● NUISANCE from Page 1 scholars in different towns in the district. Rodriguez, who said he did not yet receive the formal complaint filed against him, also called Gonzales’ electoral protest as “ironic.” Gonzales wants the House of Rep- resentatives Electoral Tribunal to stop Rodriguez from holding public office come June 30. “It is very ironic that he is protesting what he himself did during the campaign period. We never resorted to vote buying,” Rodriguez added. Rodriguez said the people have decided on their choice, of a leader over transparency, performance and good governance in the last May 13 polls. ● --Marna Dagumboy- Del Rosario SHUTDOWN from Page 1 According to Clark Development Corporation Vice President for Operations Franco Madlangbayan, the fire started in a section which stored finished goods. Madlangbayan said investigations are ongoing regarding the cause of fire and cost of damages. The factory, which has more than 2,000 workers, has yet to issue an official statement. I told them we don’t have a choice but to look for other jobs for the meantime or we’ll starve,” Hamor said. Hamor said they sympathize with their company management given the extent of damages to their factory. “Hindi rin naman namin sila mape-pressure na madaliin ang pag-aayos sa factory. Naiintindihan naman naming malaki din ang nawala sa kanila,” Hamor said. However, Hamor said they have requested the management to release their salary on June 10 including their sick and vacation leave payments so they can get by while the factory is closed. ● gan Inc. (KATATAGAN) organized the 3rd lecture series on Kapampangan Studies held at the mini theater of the St. Nicholas Academy Center of Catholic Education, Inc. The National Historical Commission of the Philippines (NHCP) also supported the lecture honouring the Martyrdom of Bambalito (Soliman) and the Macabebe soldiers who perished in the battle. “We hope to spread the story of Soliman in the whole Pampanga with the help of the governor,” said FloresBalgan. She disclosed that Gov. Lilia Pineda expressed support to the municipal government’s plan to highlight and put museum for Soliman and the other pride of Macabebe, including Vicente Manansala, first National Artist for visual arts from Pampanga. Joel Mallari, KATATAGAN board member, said his group “rested for a while in holding studies” on Pampanga’s history. “But we are back. Many are requesting us to hold lectures about Soliman,” said Mallari. He added that their group of historians and advocates of pushing for Pampanga’s history thanked BalganFlores and other mayors who will support their lectures. Mallari said “that Soliman is brave similar to the people of Macabebe and the rest of Pampanga.” Mallari said Soliman refused to imitate and follow the rulers based in Manila, including Si Banau, who immediately “befriended and supported” the Spanish colonizers led by Miguel Lopez de Legaspi. Banau was the “Lakan Dula” or ruler of Tondo. “Soliman was so angry because they gave in to the colonizers. To show how defiant and disappointment he was, Soliman jumped from the window after a meeting with one of the leaders (Banau) instead of using the stairs,” said Mallari in the dialect. “Rajah Matanda led the next meeting with the Spaniards with Si Banau, riding in ‘two beautiful caracoas’ (ancient giant war boats). Soliman did not go with them. The two lords promised Legazpi that they would bring their nephew (Soliman) to him and ask him to forgive ‘the error he committed due to his inconsiderate youth.’ Soliman, still ill-behaved, did not obey his uncles until May 18, 1971,” said a portion a NHCP research displayed with a painting of Soliman at the second floor of the municipal hall. For her part, Flores-Balgan said “Soliman’s ways is really seen among us over the years because most if not all businesses in Macabebe are owned by local folk.” Soliman, who led more than 2,000 soldiers on board 40 caracoas against wellarmed Spanish soldiers, is considered “first Filipino to die for his country”,” said historian Robert Tantingco of the Holy Angel University (HAU) in his article read at the high school and elementary students of St. Nicholas on June 3. Soliman was the leader of soldiers from Masantol and Macabebe towns in Pampanga and Hagonoy in Bulacan. Hagonoy was then part of Pampanga. ● TARIK SOLIMAN from Page 1 Mayor Annette FloresBalgan, Councilor-elect Bembong Balgan, tourism officer Catherine Flores and other officials led the simple ceremonies in front of the municipal hall to celebrate the 442th death anniversary of Soliman, who is also known as Bambalito. “It’s the single desire of Tarik Soliman to fight for independence and freedom of Macabebe. He was brave like the people in our town,” said Flores-Balgan, who led the wreath-laying ceremony for Soliman whose monument is prominently displayed at the town hall. “Tarik Soliman lived a life with principle. If you have that trait of our hero, you will go places in life,” she added. Flores-Balgan said they had started to hold lectures and programs to let people know about the life of Soliman. Each will bring its own distinctive trajectories and rhythms of moving us through time and space. As we restructure time in education, we must consider its different kinds and how each affects teaching and learning. We must scrutinize also cultural time values that influence our work and accordingly shape values to support education, whether in a writers’ workshop, a math class, or a science lab. Sabi niya, ‘Ma! Bakit?’ Sabi ko, ‘Hello, Arjo, not 24/7 kasama kita, I’m sure, nakikipag-sex ka. “Kasi siyempre, ang dami kong plano for Arjo. Arjo is only 21 at siyempre, bata pa para mag-asawa or makabuntis. Let’s move on. She shouldn’t be dragged into this mess. “It’s about time. Tatrabahuhin niya na makaarte nang maayos and at the same time, makapag-Tagalog. Mahirap ’yon, huh! Right now, walang dudang nakamove-on na si Sunshine. Sunshine wants it on record that na kung anuman ang namagitan sa kanila ni Cesar, she will never deprive him of his right and duties bilang ama ng kanilang mga anak.
