Cayabyab CLARK FREEPORT--Aviation experts said Clark International Airport (CIA) need not compete with the country’s premier airport Ninoy Aquino International Airport (NAIA) but complement its operation instead. Captain Benjamin Solis, adviser to the Clark International Airport Corporation, introduced the “Twin Airport” concept during the first Clark Aviation Conference here on Thursday. The “Twin Airport” concept, according to Solis, will not replace NAIA but will play as “twin” to CIA. “NAIA should not be replaced. It can serve as a southern gateway to the greater capital region. A twin to CIA,” Solis said. While NAIA serves the south, Solis said CIA should serve the north. “Clark can serve the role of rationalizing NAIA’s capacity challengers by providing the airlines the opportunity of a second gateway in Luzon,” Solis. Thet Marzan-Estrealla, chairman of the city council’s education committee, said in a text message that the local school board said it will “abide by the guidelines.” “We’ve already met with DepEd division superintendent Jess Ferrer about it. He added that, in fact, he has been doing rounds among the people of the province to know their plight for the last two years. Phillip Ramos, political leader of Calderon, said the latter even goes to remote sitios to talk and consult with common people. He narrated that people in farflung areas are very delighted to talk up-close to a congressional candidate, who does not come from a political clan. Ramos said Makabayan has already built political networks and set of leaders in the six towns of the Second District to support the candidacy of Calderon. The Makabayan bet is from Balanga City. Calderon, who has been very quiet in his activities, assured he will not drop from the congressional race. He said he is running to pursue people’s agenda. The Makabayan Party is backed by partylists Bayan Muna, Anakpawis, Gabriela, Kabataan, Courage, Migrante, Act and Katribu. Businessman Rene Romero, vice chairman of the Pampanga Chamber of Commerce and Industry, has appealed for transparency from the village leaders “as most of the barangay shares become misappropriated funds.” “There should be a resolution stating where their quarry shares will be ROMERO spent. This will ensure transparency,” he said. “We don’t want to see the revenues from quarry go to waste when they reach the barangays,” he added. Earlier, Romero also appealed to the provincial government, specifically the Sangguniang Panlalawigan, to expedite the passage of the proposed computerization and institutionalization of the quarry system. Romero signified the business group’s support to the Capitol’s plan to computerize and institutionalize quarry operations, in order to eradicate human errors in the industry. Romero, who has been a long-time Ebdane slams accusation linking him to Pangasinan mayor slay By Butch Gunio IBA, Zambales--Gov. Hermogenes Ebdane Jr. derided detractors for coming up with another “bad script” to weigh him down and discredit his administration in time for the coming May elections. Reacting to news reports alleging that a murder of a Pangasinan mayor was hatched by the principal suspects at the capitol building here, the governor said the said scenario was “simply ridiculous as to be a product of hallucination.” “Every murder, whoever may be the victim or the suspect, is always a reprehensible act. But this report about my supposed involvement is only pathetically laughable. This is a very, very bad script,” Ebdane said. Ebdane’s name is apparently being dragged into the case after the National Bureau of Investigation filed murder charges on Tuesday against Pangasinan Gov. Amado Espino Jr. and First District Congressman Jesus Celeste for the killing of Infanta town Mayor Ruperto Martinez, who was gunned down last December 15. The NBI based their case on the testimony of a 16-year-old witness, the son of another respondent, who claimed he was present at a meeting in the Zambales capitol where the murder was discussed. Reports said the NBI subsequently dropped Ebdane from the case “for insufficiency of evidence linking him to Martinez’ killing.” Ebdane said this can only be the handiwork of his detractors who are moving heaven and earth to ease him out. “But I don’t think they would succeed,” he added. Atty. Ianela Jusi-Barrantes, Ebdane’s legal counsel, meanwhile reminded Ebdane’s detractors and the witness in the Espino case that untruthful accusations made under oath MAYOR SLAY Page 9 Foundation treats special kids By Charlene A. Cayabyab CLARK FREEPORT--SM Cares, the implementer of SM Supermalls’ corporate social responsibility programs, recently gave a treat to 40 children with special needs. About 30 children with special needs from Angeles City and 10 children from Manila experienced a day of flying small aircraft and kites during the “Persons with Disabilities (PWDs) Achievers: Reach for the Sky” program of SM Cares and Canon Philippines in Magalang town. Venus Manalang, public relations officer of SM City Clark (SMCC), said the event also offered activities like balloon twisting, face painting, ultralight and shopper flying to the special children. The children also had unlimited candies, popcorn and ice cream. In return, a drum and lyre group of children with hearing impairment and intellectual disability had some performances. Among the partners of SM Cares and Canon Philippines for the event were PWD (Photography with a Difference), Angeles City Flying Club, the Department of Tourism, SM Program on Disability Affair, and Canon A-Team. Some of the sponsors include Creamline, Pizzahut, Xtremely Xpresso and Copy Fax among others. The “Reach for the Sky” program of the SM Cares started in 2011. ● REACH FOR THE SKY. He, however, appealed to the provincial government to include in the proposal the electronic weighing scale system. He furthered that with the computerization of the quarry operation, the Capitol must protect the roads being utilized by quarry trucks. Romero also added that the quarry industry should be beneficial and not hazardous to people. ● C. Luzon disaster preparedness efforts strengthened CITY OF SAN FERNANDO--Various concerned government agencies in Central Luzon are intensifying their efforts to reduce the disastrous effects of natural hazards in the region. The Office of Civil Defense-3, in collaboration with the Department of Interior and Local Government (DILG), Department of Environment and Natural Resources, Department of Health, Bureau of Fire Protection, Philippine National Police and other agencies have started the formulation of Regional Disaster Risk Reduction Management Plan aimed at enhancing disaster preparedness and response capabilities at all levels. The OCD has presented a timeframe in the formulation of the RDRRM Plan which will be pilot tested in Central Luzon. The timeframe was crafted by the National Disaster Risk Reduction and Management Council (NDRRMC) with the help of consultants from the Japan International Cooperation Agency (JICA). During their recent meeting presided by DILG regional director Florida M. Dijan, each government agency has presented their initiatives relative disaster preparedness. “People already know the disastrous effects of calamities because of their own experiences in the past in which many lives and properties were lost due to unpreparedness in times of typhoons. We, on the part of the government agencies, have joined together to mitigate the effects of disasters,” Dijan said. The DILG has presented the criteria and the implementing guidelines of the department’s Seal of Disaster Preparedness (SDP) which was initially administered to local government units (LGUs) along the Pampanga River Basin. The SDP is an award being given to any LGUs which showed exemplary practices of disaster preparedness and disaster preparedness response before and during calamities. Dijan said the objectives for awarding the seal are to recognize and reward local government performance in institutionalizing disaster preparedness and to assess performance gaps, link gaps to policy or program intervention and monitor improvement on disaster preparedness. ● (PNA) 4 Headline Gitnang Luzon FEBRUARY 25, 2013 EDITORIAL Running out of time The family of Kapampangan overseas Filipino worker (OFW) Joselito Zapanta and government institutions are racing against time to snatch him from the guillotine in Saudi Arabia where he was condemned to die for killing a Sudanese. The 3-month reprieve given by the Saudi government for Zapanta’s family is almost over and we doubt if his relatives were able to raise even half of the P44 million blood money to save the OFW from death. Vice President Jejomar Binay has reiterated the call to the Filipino people to help raise the blood money in due time to spare the life of a man who not only failed to land a gainful employment abroad but even lost a future for him and his family in the Philippines. The national government was able to save another OFW from the death row recently when the Saudi government lowered the blood money they asked the family to pay. The remaining amount was paid and the Filipino’s life was spared. We hope that the same thing would happen for Zapanta. The blood money is very exhorbitant that the family would not know how in the world they can raise it. Maybe, if all the Filipinos would donate 50 centavos each, the amount will be defrayed. The problem is, will there be enough time to knock on the doors of every Filipino and get their 50-centavo donation? Can the telcos now join the effort to raise the amount via text promos instead of the usual gimmick they initiate to rob their subscribers of some centavos off their load? Can the politicians now show a little mercy and use the money they spend in buying votes to buy the freedom of the OFW from death? Office Address: 2nd Floor, U2 Building, MacArthur Highway, Dolores, City of San Fernando, Pampanga, 2000 Tel. Nos. (045) 435-0938 Big mouth 3: Blueboy exclusively for Angeleños? Pampanga First District congressional candidate Francis “Blueboy” Nepomuceno is courting trouble with the giant billboards he erected around Angeles City in preparation for the May 13 bout against another aspirant, Vice Governor Joseller “Yeng” Guiao. No, I am not referring to possible trouble with the Commission on Elections with regards to premature campaigning or violation to billboard size limits but more on the implications of the words written on the gigantic tarpaulins. Going down the Abacan Bridge, right in front of the Robinsons Place Angeles in Barangay Balibago, is this clarion call for Angeleños to support one of their own, who is running for congressman in a district that covers the cities of Angeles and Mabalacat, and the town of Magalang. I cannot recall the exact words on the billboard but it seems that Nepomuceno, who had been a congressman of the district before, is banking on parochial support to gain the upper hand in the election come May. Nepomuceno’s idea to set a parochial attitude among Angeleños would be a good one if the city holds the majority of voters in the whole district, meaning the total number of Angeles City voters is larger than the combined voting population of Mabalacat and Magalang. Nepomuceno is, no doubt, a real Angeleno. His relatives--his parents in particular--are among the illustrious sons and daughters of Angeles who made the place into what it is today. However, he is no longer running for a position that requires the votes of Angeles City alone. By posting those billboards, Nepomuceno is pinching the sensitivity of voters from Mabalacat and Magalang, who might think they will be left out if Nepomuceno, the “exclusive” Angeleno, made it in Congress. The last time I checked, combined voters from Mabalacat and Magalang, which is Guiao’s hometown, command the polls in the district with 154,739 registered. It was said that incumbent Rep. Tarzan Lazatin, who is another genuine Angeleno, capitalized on the votes outside Angeles City, which only registered some 148,569 voters in 2010, to corner the House seat, just like in the past elections when he fought Nepomuceno’s son, Jepoy, in the congressional race and won. The numbers might have shifted a little this year because of the recent registration of new voters but the two localities still are about half of the district’s total voting population. If the two other places would take Nepomuceno’s slogan as a challenge, Guiao’s candidacy would surely benefit. The professional basketball coach will have gained not just a rallying point against Nepomuceno but the support of two localities by default. It was as if Nepomuceno served, or junked, the voters of Magalang and Mabalacat to Guiao’s favor and the latter had not spent a single cent on billboards yet. In politics, there are candidates who win people once they opened their mouths; there are UPPERCUT Page 9 Upper Cut Ambet Lacanlale “By posting those billboards, Nepomuceno is pinching the sensitivity of voters from Mabalacat and Magalang, who might think they will be left out if Nepomuceno, the ‘exclusive’ Angeleño, made it in Congress.” S.I.N.G.L.E For some reasons, good conversations come out when just because I’m getting old. I discussed in that article the different factors that weaponize an academic community in its battle against “cathartic illnesses of mediocrity and intellectual stagnation,” which should always be a constant, continual, and concerted effort of any academic institution. In that article, I focused on discussing the importance of research and instructional supervision as “academic canons that ‘weaponize’ an academic institution,” and thus “to add and to strengthening its arsenal of knowledge economy and educational competencies.” This article of mine today, which is part of a paper I am presently writing, is the second part of the January 22 article. It focuses on the discussion of the importance of instructional supervision in weaponizing an academic community to be better equipped with the most important academic canon that is, again, called INSTRUCTIONAL SUPERVISION. *** Teacher supervision systems that have been in place previously were based on the Want to broaden your clinical model and have a top down approach. business horizon? These systems have been complicated and unhelpful for teachers who are trying to improve their professional practice (Danielson & McGeal, 2000). Traditional methods of instructional supervision focused on feedback from a supervisor that set as priority the qualities of the classroom environment more than on improving teaching and learning (Aseltine et al., 2006). In fact, Duffy (2000) stated there was no evidence when instructional supervision was used that it was effective for improving instruction. The research field of supervision has voiced dissatisfaction with traditional models of supervision and a need for new approaches that enhance teachCALL US: er professional growth (Silva & Dana, 2001). (045)455.0267 • 455-0781 • 0928.791.5281 • 0929.110.4744 According to Marshall (2005), there are EMAIL US: five reasons why traditional clinical supervigl.headline@yahoo.com sion systems are not effective. First the micro VISIT US: evaluations of individual lessons do not carry 2nd Floor U2 Bldg., MacArthur much weight. Secondly, Marshall pointed out Hiway, Dolores, City of San Fernando, Pampanga that lessons which principals observed were not typical lessons conducted by the teacher. The observation of isolated lessons gave an incomplete picture of instruction. Fourth, teacher isolation was reinforced by supervision practices. Finally, most principals were too busy to do a good job on supervision. Traditional clinical supervision has contributed to the growth in professional knowledge of teacher’s instructional skills. However as Aseltine et al. (2006) indicated, these models were more of compliance rather than building instructional capacity. The need for an alternative model to the traditional approach is a result of several factors, including the following: Shift in education from the focus of teach- LET US HELP YOU! ing to learning. An increasing expectation of accountability. Education literature and professional development initiatives are focusing on databased decision making. Traditional models focus on the process of teachers’ work rather than its outcome. Traditional emphasis on instructional processes delimits teachers’ professional growth. Traditional models may not link instruction and student learning or provide for differentiated instructional contexts. Traditional methods of teacher evaluation rarely helped to make a link between professional growth and student learning needs. Teacher perceptions of clinical or traditional methods of supervision have been one of resentfulness and caution (Gullatt, & Ballard, 2008; Townsend, 2007). When there is a perceived discrepancy between the stated purposes and emerging practices, teachers are less inclined to make a full commitment to the process (Townsend, 2007). In fact, teachers tend to believe that a traditional supervisor in their classroom indicates they are being evaluated, rather than being offered support (Roberts & Pruitt, 2003). Supervision has often been a one-size-fits-all approach. And worse, there are still some school administrators and concerned academic leaders that do not do this very significant job of instructional supervision, which is a mandate of their offices and respective academic positions and functions. Four variables affect the classroom performance of teachers (Glatthorn, 2007). Organizational factors, instructional supports, student factors, and teacher factors all impact on the professional performance of a teacher. A strong supervision process should take into consideration the four variables. There is acknowledgment in the area of supervision that a contextual shift in supervisory policy is occurring. Education is moving from a system-level management and supervision of teachers to school-site management and empowerment of learners (Renihan, 2004). Rather than abolish supervision altogether, efforts need to be made at identifying the flaws of current supervision practices and address them (Alfonso, 2007). According to Wanzare and da Costa (2000), the literature indicates four key strategies for enhancing the professional growth of teachers through instructional supervision. First, there is administrative support for ongoing staff development supported by modeling, coaching and collaborative problem solving. Second, teachers need to engage, individually and collaboratively, in the concrete tasks of teaching, observation, assessment, experimentation and reflection. Third, supervisors should match appropriate supervisory approaches to teachers’ developmental TOWARDS THE LIGHT Page 9 A prayer crusade for enlightenment It is with a sense of urgency that I sat down to write this piece. In three days’ time, His Holiness Pope Benedict XVI will leave his seat at the Vatican as the Vicar of Christ and leader of millions of Catholics all over the world. Taking that I read matters right, this means that in three days’ time, the Vatican will be leaderless save for a group of cardinals who will need to meet and vote on who is going to be the next Pope. Whoever they choose will expectedly guide the faithful and determine the path that the Church will take through these highly troubled times towards God’s Kingdom. It is but right that every person who believes in Christ now pray for guidance and discernment for the Pope and the cardinals. May others join me in prayer as a crusade for enlightenment. Almighty Father, we are in a time of crisis as we await the selection of Your Son’s Vicar. Let Your light shine forth so that we will always see the truth despite the darkness of evil prevail- ing in our world today. Guide the hearts and minds of our cardinals in their need to discern Your Holy Will so that in carrying it out, they will unerringly choose one who will remain steadfast and faithful to Your Son’s teachings and so shepherd us all towards the Kingdom that Your Son By A Pilgrim has promised. Bless Pope Benedict XVI, Your loyal servant. May we value the lessons he taught and use them as beacons while on pilgrimage here on earth. Guard him against all of Satan’s works and bless him with strength, perseverance and courage in the life of prayer that he will soon lead. Bless us all, Heavenly Father, and grant us this prayer that we make in Jesus’ name. Amen. • “It is but right that every person who believes in Christ now pray for guidance and discernment for the Pope and the cardinals.” Out of the Depths Ditak Mung Amanu Ka Dencio Pacheco Gob Nanay Ing keka tamung Gubernadora Nanay ing madalas awus tamu kaya Metung yang indung malugud kareng anak na Itamung sasakupan ala ta nang pantunan pa Indu da ring memalen Governor Lilia Pineda Tune gugusal, king panyulung manimuna E tutuknang susuyu, paypagal magobra Manatad serbisyung balen keti probinsiya O Nanay, matula kami’t dinatang na ka Tagumpe ning kapampangan ikang megdala Pepaunlad meng ustu ing probinsiyang Pampanga Keng kagiwan mu’t nasa tune minasensu tana I Gob Nanay simpli ya mung pulitiku Alang aliwang isipan nune mu ing serbisyu Mapanyaup karing kapara nang tau Karing mangailangan atyu ya siguradu Ika ing instrumentu Gob bakit sinulung tamu Keng ekonomiya, kabiyayan at tune progresu Dakal a programa inatad mu kareng pakakalulu Dininan pagasa anggang balen at deng baryu Pabusten yu pung ibye ditak pamamuge ku Ining pamikatagun pagkalub yu sana kaku Masayang kebaitan pu Gob iyang aabut ku Probinsiyang kapampangan lulugud kekayu Footbridges Last Tuesday, while I was traversing the Jose Abad Santos Avenue (JASA) near the Dolores Intersection, City of San Fernando, Pampanga, I nearly sideswiped a pedestrian who crossed in great haste the multi-lane road exactly beneath the newly inaugurated footbridge. *** The P12-million footbridge was inaugurated and opened to the public only last February 4 of this year with no other than officials of the Department of Public Works and Highways (DPWH) leading the opening with city mayor Oscar Rodriguez. Korea readies mobile Net service, but not for residents Just one month after North Korea relaxed restrictions on tourists’ cell phone use, the country will soon allow foreigners to access the Internet via mobile devices. 3G service will be operat iona l within the c ou nt r y ’s borders by March 1, but North Koreans won’t have access to the mobile Internet, according to the A ssociated Press. Koryolink, a 3G mobile provider partially owned by the North Korean government, on Friday began informing foreigners living in Pyongyang that they will soon be able to subscribe to monthly data plans. The move comes a few weeks after North Korea announced it would allow foreign visitors to use cell phones within the country, easing strict rules that long required visitors to leave their handsets at the border or airport when entering to the country. Foreigners can now to bring their own WCDMA-compatible phones or rent a mobile and buy a local SIM card at the airport. Residents will have access to certain voice and text services on the 3G network, but not the mobile Internet, the AP reported. Following a controversial private visit to the country last month, Google Chairman Eric Schmidt noted that it would be “very easy “ for Koryolink to offer 3G services: There is a 3G network that is a joint venture with an Egyptian company called Orascom. It is a 2100 Megahertz SMS-based technology network, that does not, for example, allow users to have a data connection and use smart phones. It would be very easy for them to turn the Internet on for this 3G network. Estimates are that are about a million and a half phones in the DPRK with some growth planned in the near future. Schmidt wrapped up his visit by warning North Korean officials that global Internet access was key to developing its economy. “As the world becomes increasingly connected, their decision to be virtually isolated is very much going to affect their view of the world,” he told reporters upon his return to Beijing. Lack of such access would “make it harder for them to catch up economically. We made that alternative very, very clear,” he added.--cnet INFLATION. Capt. Under Ordinance No. 577, which was approved on third reading last week, provincial hospital Diosdado P. Macapagal Memorial Hospital (DPMMH) and all district hospitals in the entire province will be directed to provide free vaccination or immuno- prophylaxis and medical treatment. Accordingly, the said ordinance will take effect as soon as Governor Lilia Pineda signs it in order to save patients from the life-threatening disease. Since Pineda assumed office in 2010, one of her thrusts has been to protect and promote the health of the people. Free medical treatment and vaccination to patients infected with rabies due to animal bites are being conducted regularly. Today, the province has nine district hospitals and one provincial hospital. ● cept, CIA Adviser Solis also bared some recommendations for NAIA and CIA. For NAIA, he said it should not be operated beyond its capacity limits and that improvements there should be on the enhancement of its facilities rather than the expansion of its infrastructure. For CIA, Solis said a budget terminal should be constructed to service LCCs and provide for their expansion in the next 10 years. Also, he said the concentration of LCCs in Clark and their eventual expansion in network size will create a market forecasted to reach an output of 15 million passengers in 10 years time. Solis added that under the land use of plan, a full service gateway terminal with a capacity of up to 80 million passengers can be put to Clark, supported by two more parallel runways. Recently, Emirates Airline announced its newest flight to Dubai from CIA starting October 1, 2013. Some of the LCCs in ClA are AirAsia Philippines, Zest Air, AirAsia Berhad Malaysia, Cebu Pacific Airlines, AirPhil Express, Seair-Tiger Airlines and JinAir. Meanwhile, long haul carriers include Dragon Air and Asiana Airlines. CIAC President and Chief Executive Officer Victor Jose Luciano has been working for the airport’s expansion for years now. ● TWIN AIRPORT from Page 1 present, Solis said the airport should be expanded to be a major hub and gateway for these LCCs. Solis’ “Twin Airport” concept was backed by University of Asia and the Pacific Professor Bernardo Villegas. “Clark is the perfect location for a second gateway in the country. The government should stop talks of Cavite, Bulacan and others. They have no runways to talk about,” Villegas said. Villegas, also a consultant on management development and strategic planning, added that Japanese, Chinese and Korean investors prefer to put their businesses in Central Luzon since Metro Manila is congested. Yes, naging kabit niya ang isang aged actress na isa siya sa mga tumulong para makabangon ang noon ay nalugmok nang aktres dahil sa drug addiction. De kalibre na ang aktres ngayon na maraming award kahit matanda na siya, Yes, sa edad niya, kabit pa siya ng gurang na tomboy hanggang sa ngayon. But this is not our story. Ito ay tungkol sa dalawang matronang kumabit pa sa tomboy sa kabila ng kanilang edad. Si kabit number one ay isang starlet for all seasons. Nagkapangalan siya pero laging supporting ang role niya. Sabi, nakapag-asawa siya ng mayaman pero ang tanong ay kung bakit kumakabit pa rin siya sa mga DOM at mga tomboy. Aktibo pa rin siya sa showbiz and still looks very lovely. O ayan, may clue na. The second tomboy is a kabit of a politician na tomboy na galing sa isang political dynasty sa Luzon. Noong kanyang kapanahunan, class A model siya, nakapag-asawa rin ng mayaman pero kumabit sa tomboy at balita namin hanggang ngayon, kahit open na yung relasyon niya sa isang aktor na dating dyowa ng isang mala-pagong na aktresa, ay kabit pa rin ng tomboy. In fact, naka-base na siya sa probinsiya ng tomboy sa ngayon. GEMINI (MAY 21-JUN 21) Your mind feels like it is on a racetrack today. Activities are fast moving. Today is a great day for anything nontechnical. If you need to meet a schedule or organize a party, this is the day for you; perhaps you will be teaching a new exercise or dance routine. You are on your feet and ready for whatever may come today. If it seems that things are moving too fast, step back for a bit. If you do not allow yourself a break from time to time, your talents could be of little value. Working with partners in an open, natural, creative environment brings good fortune. You will get many things accomplished. While you are with friends and family this evening, you could use your motivation constructively by encouraging someone else to take the lead. CANCER (JUN 22- JUL 22) You need a career that is mentally stimulating and allows you to express your creative side. Now would be a good time to review and update your resume and give some thought to a job change or upgrade. This afternoon you are likely to reach out or attract a loved one. Try not to put undue strain on any personal relationship at this time. Avoid being extravagant. You have a passion that manifests itself in art. You show a great deal of interest in all family matters, particularly concerning the general living environment in the home. Further, you may wish to strengthen ties with the older generation by offering to run errands or by bringing them easy-to-heat food. You are on an even keel, content and focused to move forward. Also . . . this is a good time for travel. LEO (JUL 23 - AUG. 23) Now you can concentrate on practical matters. Your optimism is helpful in teaching yourself to grasp the big, grandiose picture; study. Do not forget, however, that the whole is made up of many parts. Each part must be considered and none can be missing or out of place. This is a good day for longrange planning. However, as usual, flexibility will keep things moving. Exercise caution and care in business dealings for this day. Consider the physical and the financial realm regarding business, so as to not get in over your head. Community activities at this time should be both well-attended and successful. The power of attraction and desire for love is great and you are wise to exercise caution before entering a new relationship that may come. LIBRA (SEP. 23 - OCT. 23) This is definitely a day to get many things done, especially if you are the leader. You tend to attract the people whose energy matches your own. Insight and clarity are successful leadership qualities in your favor. You are able to handle most any situation. If you are full of passion and enthusiasm by the end of the day you may want to become involved in an exercise program. It will help you to work off some of that excessive energy. You may find yourself working hard to make time for your family this week. This is a period of optimism and accomplishments. New projects get the green flag! You are coming into a period of greater than usual emphasis on emotional security, which is likely to manifest as settling down. Is it time to buy real estate? SCORPIO (OCT. 24- NOV. 21) You are happy to be with others and to work in groups today. You may be asked to complete a certain task or job. Your management and directional abilities are in high focus. It is important to stay focused and discourage co-workers from chatty, on-the-job interactions. You want to accomplish your work and be recognized for the quality of work that you provide. You encourage work breaks and you try to maintain the effort to enjoy visiting with co-workers during the break times. You truly desire fun and should not hesitate to get to know new people and form new acquaintances. Also, love is in full bloom and it is a good time to fully demonstrate the depth of affections to loved ones. There is a good balance in your life. SAGITTARIUS (NOV. 22 - DEC. 21) This is a great day to sign contracts, conclude business deals or make plans. Your sharp mind will see all aspects from all angles. Any high-level mental pursuits should be rewarding and stimulating. Welcome all new ideas! There are new concepts that you are aware of and may find yourself talking about with co-workers. It is an excellent time to solicit the help of others, though it’s important that you truly know the needs of your company or business before asking. You should take every opportunity to get outside and enjoy the natural world. Work will seem easier and you should feel more relaxed once you engage in some sort of health-related activity. You enjoy good relations with family members and a financial position is on the upswing. CAPRICORN (DEC. 22 - JAN 19) If ever there was a day to work with groups, this is it! Your acute sensitivity to other people’s moods could enable you to fine-tune those moods as you would a violin. Your purchase power is to be envied. Of course, with your ability to socialize, you can create a great business transaction as well. Import, export or becoming a buyer for a company would not be an unusual option as a profession. Awareness of your monetary status is important and will help you have insight into the way you will want to invest. You must be practical in personal decisions about finances. You should love being around people today, especially those to whom you are emotionally attached--and possibly older friends with whom you can reminisce. Enjoy your companions this evening. AQUARIUS (JAN. 20 - FEB. 18) This time marks a period of introspection and evaluation of goals. You may feel lonely and self-critical at this time, but do not be too hard on yourself. Focus your effort on self-discovery instead. There may be much responsibility at this time but people that may not express their appreciation recognize much of your work. Perseverance is crucial to your own sense of accomplishment--you will be glad you finished what you set out to complete. You may take on an easygoing manner to friends and family just now. The need to relax and enjoy a setting away from work is important. You may decide to do some sort of creative work that will add to the atmosphere or comfort of your surroundings. This is also a good time to return a favor. PISCES (FEB. 19 - MAR. 20) Self-discipline and a sense of self-worth become important issues in your life. A fear of asserting yourself can hold you back--as can coming on too strong. The trick is learning to make the most of your personal talents and abilities--working within your limitations instead of feeling hemmed in by them. Colors are brighter, images sharper, music more moving. Emotions run deep, especially with a loved one. Previously bland relationships could now border on love/hate. Intensity rules! You can control this, so enjoy each moment. You are alive and well--give someone else a helping hand today. When appropriate, encourage local businesses to display a KIDS WELCOME HERE signs. Create or help with a community theater group for kids. Headline Gitnang Luzon FEBRUARY 25, 2013 LANDSLIDE from Page 1 Engr. Noel Lacadin, chief geologist of MGB, said they have noticed the movement of huge rocks and stones atop the mountain which may eventually harm the residents living at the slope and foot of Mt. Arayat. Lacadin told the villagers in San Juan Bano, this town, that the recurrence of landslide is an “accident waiting to happen anytime” with the onslaught of tyhoon this coming rainy season as huge rocks are located at Sapang Mayagas, a water channel atop the mountain. The chief geologist has recommended the establishment of UPPERCUT from Page 4 communities outside the identified danger zone to prevent any untoward incidents compromising the safety and resources of the residents. He suggested to the residents to vacate their communities and shelters situated along the danger zone. Lacadin recalled that 12 died in a during the landslide in the area on September 26, 2009. Mudflow with huge rocks and stones had run down from the top of the mountain hitting Purok 7 of barangay San Juan Bano while the residents were past asleep. “To prevent the recurrence of another tragedy acter what happened in 2009, we should refrain from constructing houses inside the identified and declared danger zone,” Lacadin said. It could also be recalled that Governor Lilia G. Pineda initiated the relocation of some 57 families who were victims of the landslide to a resettlement located at the safe place of the village through the assistance of the Department of Social Welfare and Development (DSWD), National Housing Authority (NHA) and the local government unit here. • DPWH from Page 3 fied approach on addressing the issue of resettlement. It can be recalled that Alvarado has been pushing for the revival of the mothballed PDDP-II that is seen to alleviate the perennial flooding being experienced in the first district of Bulacan, specifically in Hagonoy and Calumpit. The project was opposed by Bulakenyos in the early ‘90s who feared that at least eight villages in Calumpit and Hagonoy will be erased from the map. DPWH regional director Antonio Molano has earlier cited the importance to push through PDDP II project as part of the flood mitigating measures in the region. He said the billions of pesos used in PDDP Phase I project would become totally useless and could not even help in decreasing expose them to liability for perjury and similar cases. “Governor Ebdane has categorically denied meeting with Gov. Espino and Congressman Celeste at any instance in Zambales or anywhere else, and that the only time he would see Gov. Espino is during the meeting of the League of Provinces of the Philip- the effect of unprecedented flooding, particularly in the coastal towns along Pampanga River during rainy season, if the revival of the proposed PDDP Phase II would not push through. PDDP is a segmented flood control project in which Phase I channelled excavation and dikes in the Pampanga River and Labangan Floodway for the lower Pampanga Delta. ● (PNA) pines,” Barrantes pointed out. “The account of the witness mentioning Gov. Ebdane’s name need not be belabored any further, as it is a patent lie and concocted falsehood intended to malign Gov. Ebdane who had nothing to do with the alleged cases against Gov. Espino,” Barrantes added. • DEPED from Page 2 discretion. DepEd also asked politicians to respect the graduations as a “solemn ceremony intended for the graduating students and their parents, and should not be used as a platform for political forum.” Schools violating the said policy, should be reported to the DeTXT Action Center at telephone numbers 636-1663 or 633-1942. (DepEd) Graduation rites should be scheduled either on the 18th or 19th of March. ● iWRITE from Page 4 *** Meanwhile, Mayor Rodriguez said that another footbridge would be constructed along the JASA that is near the former Paskuhan Village. The outstanding chief executive has one of its programs dubbed as “Kalsadang Malinis, Byaheng Mabilis”. Among the components of the program are these footbridges and road widening projects within the city. *** The city is doing its role in providing safety to commuters and pedestrians regardless if they are residents of San Fernando or otherwise. It is never remiss of programs that make life easier and safer. Sadly, while the city government is doing its job, there are pedestrians who are really hard-headed and never give value and importance to some structures made for them such as the footbridge. *** The government has spent millions of pesos in constructing footbridges such as those in barangay San Agustin in front of the St. Scholastica’s Academy, in Barangay Sindalan and in between the two giant malls in the province. Sadder still is that despite the fact that they were some who lose them once they started speaking. In the case of the billboards, Nepomuceno seemed to have lost tack and is about to lose more than half of the votes of the district. Nepomuceno must remember, too, that the incumbent mayors of the two cities and one town are party allies of Guiao. A congressman of the district needs to be a team-player who knows how to equally divide efforts and initiatives among the towns or cities under his turf. The district should only be a single team whose members benefit equally from all the programs and projects of its congressman. Banking on one town or city in a multi-locality race will not do the trick even if one had the support of the majority of the people in the place he favored over the others. Besides, politics is addition and Nepomuceno knows that. After the effects of his own propaganda set in, Nepomuceno might say: “Me and my big...billboard!”• PEN TALKS from Page 4 MAYOR SLAY from Page 3 the project and said that it will complement economic growth in the city and ease traffic flow due to careless pedestrians crossing the highway while forcing passing vehicles to slow down. This contributes to the supposed traffic speed of this multi-lane area of the JASA. 9 TOWARDS THE LIGHT constructed using millions of pesos, they are made worthless as pedestrians are adamant to use them when crossing streets and highways. *** There were a number of incidents where pedestrians were sideswiped or hit by passing vehicles. Some motorists complain that pedestrians should use these footbridges so they too wouldn’t get involved in the vehicular accidents. *** An advice to the city government or to the DPWH: steel fences should be erected under these footbridges and along areas near them so to discourage pedestrians from crossing the streets instead of using pedestrian overpasses and footbridges. The Epifanio Delos Santos Avenue is fenced in between and parallel to the opposing sides of the road. Although there are still isolated cases of accidents involving pedestrians, it has significantly reduced the number. *** My road experience with the pedestrian who crossed my path has made me nervous when I nearly hit him. If only I could have caught up the man, I would make him realize that what he did does not only expose himself to danger but also the motorists who might have bumped him. *** For other opinions, comments, suggestions or adverse reactions, you may reach iWrite at 09184899920. ● a married life and a 21-year old lad who gets pregnant is not. Age is never the determining factor. Unless the decision is self driven, we will never be ready for anything and I know I am not yet ready for this kind of life. I still have a lot to do and discover with my single life. There are those who realize they are not yet ready for a family life right after they got married and there are women, too, who realize they want space and time for themselves at the age of 40. Point is, I want to get married because I’m ready for it and not because I’m just caught in a bind. Remember the saying, “You cannot give what you don’t have.” I want to be the right wife and mother someday because I’m perfectly done being single. I have loved myself enough that I’m ready to extend this love to someone else. I can’t give up hunting toy cars yet, or my food escapades. I’m not ready to give up my career to be somebody’s housewife. I still want to travel the world without worrying whom to leave my kids with. I want to sleep sound without worrying late nights where my husband is. I want to get booze without having to wake up early to prepare breakfast for the whole family. Perhaps I’ll be ready in time but, now, I still love to live careless and free. I am single not because I was left in love by a past relationship or because no man ever asked me out. I am single because I want to live my own life and not live the life others expect me to have. I want to enjoy life without depending my happiness on someone else. I am single, yes, but it’s a choice and not forced by circumstances.● from Page 4 needs with the ultimate goal of the teacher to be self-directed; and finally organizational leaders should work to establish a culture that values professional and collegial interactions among themselves. (Attention to all VPAAs, school principals, and concerned academic leaders who carry the mandate of implementing instructional supervision as part of their academic functions!!! The next paragraph below is for all of you.) Instructional supervision processes must meet the unique needs of all teachers being supervised. From the beginning teacher to the well experienced teacher, instructional supervision must provide a variety of opportunities for each teacher (Nolan & Hoover, 2005). This is what we call today as DIFFERENTIATED INSTRUCTIONAL SUPERVISION and EVALUATION (DISE). However, the standards and procedures expected of the first-year teachers is exactly the same as experienced teachers the moment the new teachers enter their classroom (Danielson & McGeal, 2000). Nolan and Hoover (2005) identified seven essential skills of classroom-based supervision. These skills include: Builds trust and positive communication. Uncovers espoused platforms and platforms in use. Encourage continuous reflection and inquiry into teaching. Collects systematic data. Interpret and use the data. Conference. Foster a school wide climate that values community, collaboration and continual growth. Aseltine et al. (2006) developed a new model of instructional supervision and evaluation called Performance-Based Supervision and Evaluation. The model’s strength is in the conversation between the teacher and supervisor as they collaborate to enhance the teacher’s instructional capacity to improve student learning in essential skills, knowledge and dispositions. The model extends best practice in teacher supervision in the following ways: Focus on instructional results. Emphasis on setting meaningful and realistic professional goals measured in terms of improved student performance. Encourages teachers to analyze, individually and collectively, student work and use this data to address learning needs. Encourages teachers to design focused interventions to strengthen and enhance student learning in targeted areas. Teachers develop a plan for professional growth that is related to improving student learning and establishes them as lifelong learners. Teachers use student performance as evidence to demonstrate that learning has taken place. Brings together through collaboration and commitment the work of the teacher, supervisor and additional resources. Links the work of teachers with the goals of the school improvement plan (pp. 14-15). In order to develop a strong process for supervision, the underlying reason should be considered and the underlying reason is built on teacher quality or effectiveness. Through our understanding of an effective teacher, the information which should be the primary focus of supervision is identified. Effective teachers, as Stronge (2002) stated, are dedicated to students and to the job of teaching while working collaboratively with other academic staff members. These teachers continually practice self-evaluation and self-critique as learning tools. In developing a new supervision system, McGreal (1983) suggested that a school division starts with the contact between supervisor and the teacher. Systems that work best impose the least amount of obstacles upon that relationship. According to Perry Rettig (1999), teachers should be given the opportunity to provide feedback through supervision to each other. Empowering teachers in peer supervision provides personal accountability and meaningful feedback through dialogue and analysis of the observations. The teachers converse more about their instruction and what they would like to try (Rooney, 2005). Good principals, according to Glanz (2005), continually engage teachers in instructional dialogue and reflective practices so they are better equipped to improve the academic performance of their students and, of equal significance, their work performance as educators of the 21st century. ● VOLUME I • NO. 117 • FEBRUARY 25, 2013 • MONDAY A precious gift to Kapampangan race F BY JENNA LUMBANG ebruary 21 – This day is truly a remarkable and memorable one for the people of Pampanga because this was the day the young Lilia Pineda was born, the young baby who was destined to become the governor of more than two million Kapampangans. To many, Baby is God sent –a gift of God to Pampanga. This was the gist of the speech of Vice Gov. Joseller “Yeng” Guiao during the surprise birthday bash prepared by the provincial government dedicated to the governor. Yeng said Nanay is destined to be in the local highest position in the province because her heart is pure and sincere. Meaning, her heart belongs to the people especially to the poor and less fortunate. To show their appreciation to what the governor is continuously doing for the province and its people, Capitol’s department heads and chiefs of hospitals did dancing, singing and even song interpretation just to make fun and please the birthday celebrator--the mother of the province, “Ing indu ning Kapampangan.” Provincial Administrator Atty. Andres Pangilinan Jr. in his message said the capitol employees were lucky to have Gov. Pineda as their governor, supervisor, manager and mother packed into one. The governor was able to handily mobilize all sectors in the province–the barangay officials, health workers, bantay-bayan, youth, senior citizens, businessmen, junkshop operators, vendors, persons with disabilities, pregnant mothers, indigenous people, farmers, fishermen, among others into one mind–to turn the province of Pampanga as a working symbol of love and unity, a gift to humanity and the future generation. This one-mind has brought the province into inevitable development that could be felt by the Kapampangans. Truly, unity brings progress – “Ramdam ding Kapampangan”. She has simultaneously implemented P1.2 billion infrastructure development projects in 30 months and still has P1.5 billion bank deposits. “Together with the people who love the governor, we at the provincial government are rejoicing because one of the best leaders of the province could ever had was born,” he uttered. Even the provincial police office, headed by Senior Supt. R’win Pagkalinawan and the chiefs of police in every municipality gathered together to greet Nanay Gob. They serenaded her during her visit in Arayat. Pagkalinawan said the serenade is a demonstration of how they love and appreciate the local chief executive for her unwavering support to the police officers and personnel of Pampanga. “We are grateful to Gov. Pineda and we had uttered it many times but this is our chance to show that we really appreciate all her effort to help us in the maintenance of the peace and order in Pampanga,” he said. When he was singing, he even said, “Napakagaan ng trabaho ng provincial director ng kapulisan sa Pampanga, pakanta-kanta nalang, dahil sa wala nang kriminal dahil sa tulong-tulong ang lahat.” Gov. Pineda was also welcomed by the people of Arayat with greetings and tarpaulins expressing their love and care for the governor. For her part, Gov. Pineda acknowledged all the people who helped her in serving the Kapampangan and asked their continuous support to her administration. She also wished for prosperity and peace in the province. Many people who work with the governor described her as self-less, dedicated, and compassionate leader and mother of the province. “It is easy for the people to approach Nanay (Gov. Pineda). She personally attends to our concerns,” a health worker from Arayat said. “We can feel her sincerity and love for the Kapampangan both in her action and words”, said Brgy. Captain Lucio Portacio of Brgy. San Juan Baño, Arayat. For almost two years, the Kapampangans have felt the genuine character of a mother and a spirit of a leader with Gov. Pineda and most of our kabalen will agree with the vice governor that Nanay Gov is truly a gift to every Kapampangan. • BIRTHDAY SURPRISE. Senior Supt. R’win Pagkalinawan, provincial police director, together with the chief of police, serenades Gov. Lilia Pineda as a birthday surprise to her. Barangay Health Workers in Arayat greet Gov. Lilia Pineda. Officials of the local government unit of Arayat, headed by Vice Mayor Larry Trinidad, sing a birthday song for the governor. GIFT OF LOVE. Vice Gov. Joseller “Yeng” Guiao gives his present for Gov. Lilia Pineda. Gov. Lilia Pineda acknowledges the effort of the department heads in her governance. Provincial Health Officer Dr. Mar Jaochico leads the chiefs of hospital in their song number. BLOWING OF CANDLE. Provincial Legal Officer Atty. Cecil Andin and GSO head Royce Pring sing for Gov. Pineda.
