He proposed that for better living, people need to manage resources better, make homes and building smarter, develop greener transportation systems and improve on public services. In the next 40 years according to U.N. Population Division, 70 per cent of the world’s populations will be living in cities. The challenges of city living such as congestion, increasing demand and power outages, climate changes and such, will impact how we live. It takes a lot of work and participation, not just from the government and the businesses, but also individuals to make the smart city a reality. But it is achievable. including Dubai, Tokyo, Seoul, New York, Shanghai, Singapore, Amsterdam and Cairo. Some have smart systems, smart energy management or intelligent traffic systems; others have smart water management systems. How about Malaysia? The world population is moving from rural to urban locations in rapid pace. Urban populations will grow by an estimated 2.3 billion over the next 40 years, and as much as 70 percent of the world’s population will live in cities by 2050. According to the McKinsey Global Institute’s extensive study of global cities, 80% of global GDP is generated in cities with 50% in the 380 major cities of the developed world and 10% in the largest 220 cities of the developing world. This growth of a global urban middle class, with correspondingly high expectations of public services and the quality of the urban infrastructure and environment, will have a profound impact on the market for smart city services. A Smart City should enable every citizen to engage with all the services on offer, public as well as private, in a way best suited to his or her needs. Smart communities in Smart City of the future therefore, will be running on networked information providing integrated services. Using intelligent networking capabilities to provide connected communities that bring together new public and private partnerships for a common purpose: sustaining economic growth, engaging people of all ages and abilities, addressing on-going environmental issues, and elevating quality of life. MSC-Malaysia as backbone for Smart City Initiative The introduction of Malaysia Multimedia Super Corridor (MSCMalaysia) in 1996 is the starting point for Malaysia initiative in developing Smart City. MSC-Malaysia is a dedicated 15 X 50 km Corridor, stretching from the Petronas Twin Towers (KLCC) in the north to the Kuala Lumpur International Airport (KLIA) in the south; and encompasses Cyberjaya (the Technology Core) and Putrajaya (the new administrative capital of Malaysia) is divided into three phases from 1996 to 2020. In Phase 1 (1996-2003), MSCMalaysia was successfully created. Every milestone set for Phase 1 was surpassed. UTAMA COVER STORY 5 In Phase 2, a web of similar corridors will be established in Malaysia, and a global framework of cyber laws will be passed; furthermore at least four of five intelligent cities will be linked to other global cities worldwide. In Phase 3, Malaysia will evolve into one Multimedia Super Corridor. An International Cybercourt of Justice will be established in MSC-Malaysia and 12 intelligent cities will be linked to the global information highway. Iskandar Malaysia the Pilot Region for a Smart City Model in Malaysia According to Iskandar Regional Development Authority (IRDA) Chief Executive Officer Datuk Ismail Ibrahim, in an interview with The Star, the Iskandar Malaysia Smart City Framework is based on three main pillars: economy, environment and social aspects. He says “smart integration of investments in human and social capital, combining hard and soft infrastructure that fuel sustainable economic development, a high quality of life, wise management of natural resources, through participatory governance.” The smart city programme will be applied in Nusajaya whose development has already embraced the smart city concept. Iskandar Malaysia the country’s first economic growth corridor was launched on Nov 4, 2006. It was then known as the South Johor Economic Region. In April 2008, the name was changed to Iskandar Malaysia in honour of the late Sultan Iskandar Ibni Almarhum Sultan Ismail of Johor. Iskandar Malaysia covers a 2,217sqkm area in the southernmost part of Johor. Three times bigger than Singapore and twice the size of Hong Kong, Iskandar Malaysia is divided into five flagship development zones: Johor Baru City Centre, Nusajaya, Eastern Gate Development, Western Gate Development and Senai-Kulai. 6 UTAMA COVER STORY What is a Smart City? According to Business Dictionary, Smart City define as a developed urban area that creates sustainable economic development and high quality of life by excelling in multiple key areas; economy, mobility, environment, people, living, and government. Excelling in these key areas can be done so through strong human capital, social capital, and/ or ICT infrastructure. The concept of a smart city also evolving and the work of defining and conceptualizing the term is in progress. Some of the earlier outcomes of this activities included: • A city well performing in a forward-looking way in economy, people, governance, mobility, environment, and living, built on the smart combination of endowments and activities of self-decisive, independent and aware citizens. • A city that monitors and integrates conditions of all of its critical infrastructures, including roads, bridges, tunnels, rails, subways, airports, seaports, communications, water, power, even major buildings, can better optimize its resources, plan its preventive maintenance activities, and monitor security aspects while maximizing services to its citizens. The use of Smart Computing technologies to make the critical infrastructure components and services of a city––which include city administration, education, healthcare, public safety, real estate, transportation, and utilities––more intelligent, interconnected, and efficient”. • A city connecting the physical infrastructure, the IT infrastructure, the social infrastructure, and the business infrastructure to leverage the collective intelligence of the city. • A city striving to make itself “smarter” (more efficient, sustainable, equitable, and liveable) • A city combining ICT and Web 2.0 technology with other organizational, design and planning efforts to dematerialize and speed up bureaucratic processes and help to identify new, innovative solutions to city management complexity, in order to improve sustainability and liveability. • The use of Smart Computing technologies to make the critical infrastructure components and services of a city––which include city administration, education, healthcare, public safety, real estate, transportation, and utilities––more intelligent, interconnected, and efficient”. Step 4: Leveraging innovative business models Tools like energy savings performance contracts allow cities to fund improvements without a large, up-front cash investment. Step 5: Driving collaboration Cities must insist that technology and energy patterns work in a collaborative manner to build the most valuable long-term solutions. Each city faces its own unique set of challenges. There is no ‘one size fits all’ blueprint. Antara kawasan yang berpotensi untuk dinaik taraf menjadi bandar pintar menurut mereka termasuklah Putrajaya, Cyberjaya, Kuala Lumpur dan Wilayah Iskandar, Johor. Yasuaki Suzuki, Jepun 5 TERBAIK TOP 5 9 Top 5 Countries in Energy and Environmental Design On 1st May 2014, U.S. Green Building Council (USGBC) released its countries ranking for Leadership in Energy and Environmental Design (LEED) outside of the United States, demonstrating the global reach of the movement and it reflects the global adaptability of the world’s most widely used and recognized system guiding the design, construction, operations and maintenance of green buildings. The ranking countries for LEED outside of the U.S. is based on cumulative gross square meters (GSM) of space certified to LEED in each nation as of April 2014. 3. India, one of the two worlds’ fastest growing economies and rapid adopters of sustainable building practices, took third place on the list, boasting 11.64 million GSM of LEED-certified space. 4. Other Asian nations include South Korea, at No. 4 with 3.84 million GSM of LEED-certified space and 5. Taiwan, at No. 5 with 2.98 million GSM. The full ranking is as follows: 1. LEED-registered and -certified projects, representing 58.66 million total GSM of LEED space. 2. At No. 2 China, the world’s fastest growing economies and rapid adopters of sustainable building practices boasting 14.30 million GSM of LEEDcertified space. About LEED Leadership in Energy and Environmental Design (LEED) green building certification system is the world’s foremost program for the design, construction, maintenance and operations of green buildings. Every day, 1.7 million square feet (140,000 square meters) of space is certified using LEED. LEED seeks to optimize the use of natural resources, promote regenerative and restorative strategies, maximize the positive and minimize the negative environmental and human health consequences of the construction industry, and provide highquality indoor environments for building occupants. Di dalam ucapan aluannya, Menteri Kerja Raya, Datuk Haji yang berlaku di dalam industri Fadillah Haji Yusof mengumumkan pembinaan telah direalisasikan perlaksanakan CIPAA yang kewujudannya pada April tahun lalu, setelah Lembaga Industri Pembinaan berkuatkuasa pada 15 Mei 2014, sehari selepas perasmian Mahkamah Malaysia (CIDB) membuat usul cadangan kepada Badan Kehakiman Pembinaan. pada Januari 2013. Majlis graduasi yang disempurnakan oleh Menteri Kerja Raya, Datuk Fadillah Yusof itu adalah sebahagian daripada 28,000 belia dan personel binaan yang disasar oleh CIDB Malaysia untuk dilatih pada tahun ini. “Tahun lepas, CIDB Malaysia telah berjaya melatih 27,424 personel binaan dan 75 peratus daripadanya berjaya mendapat pekerjaan mengikut bidang yang mereka pelajari. “Tahun ini kita sasar untuk melahirkan 28,000 lagi personel binaan yang dilatih dalam industri yang mempunyai permintaan tinggi dalam industri,” katanya ketika berucap pada majlis graduasi itu. Hadir sama pada majlis itu Ketua Setiausaha Kementerian Kerja Raya Datuk Himmat Singh; Pengerusi CIDB Malaysia, Tan Sri Dr Ahmad Tajuddin Ali; Ketua Eksekutif CIDB Malaysia, Dato’ Sri Ir Dr Judin Abdul Karim dan Ketua Pegawai Eksekutif bergambar kenangan Sebahagian daripada graduan ABM Dr Ahmad Sri bersama Datuk Fadillah Yusof, Tan Abdul Karim. MERENTAS BENUA OVERSEAS VENTURE 13 Talgo, Spain Berminat Projek HSR 23 MAC, Spain – Cadangan kerajaan untuk membina perkhidmatan rel berkelajuan tinggi (HSR) yang membabitkan laluan baru di kawasan pantai barat Semenanjung iaitu dari kawasan pertumbuhan tinggi Greater KL, Johor Bahru dan Singapura mendorong sebuah syarikat antarabangsa yang berpusat di Spain iaitu Talgo mengadakan perbincangan empat mata dengan CIDB Malaysia. Dr Judin Abdul Karim itu bertujuan untuk perkongsian maklumat disamping ingin mewujudkan kerjasama Talgo dengan peneraju industri pembinaan tempatan berhubung projek HSR yang dikatakan mampu mencapai kelajuan sehingga 450 kilometer (km) sejam, sekali gus menjadi pengangkutan darat paling pantas dan cekap ke selatan. Menteri Kerja Raya Pantau Keselamatan di Tapak Binaan SELANGOR – Bagi memastikan kontraktor binaan mengikut peraturan keselamatan yang ditetapkan, Menteri Kerja Raya, Datuk Fadillah Yusof sendiri telah turun padang bagi mengetuai operasi Jabatan Kerja Raya (JKR) untuk penguatkuasaan tapak binaan bersama CIDB Malaysia, Jabatan Imigresen, Majlis Perbandaran Shah Alam dan Jabatan Kesihatan Malaysia. Operasi tersebut diadakan di tapak pembinaan Kampus UniKL-Malaysia Institute of Aviation Technology (MIAT), Jalan Lapangan Terbang Subang bulan lepas. Datuk Fadillah Yusof berkata, kerjasama ini sebagai langkah pelaksanaan penguatkuasaan terhadap tapak-tapak pembinaan yang berkemungkinan berisiko mendatangkan kemalangan kepada pekerja dan orang awam. “Kebanyakan insiden atau kemalangan di tapak binaan berlaku kerana sikap ambil mudah kontraktor dan pemaju terhadap isu-isu keselamatan termasuklah menggunakan peralatan lama yang tidak selamat digunakan. “Justeru operasi ini dibuat bagi mengenalpasti langkah-langkah yang perlu diambil supaya kejadian tidak dingini berlaku,” katanya semasa sidang media selepas operasi yang turut disertai Ketua Eksekutif CIDB Dato’ Sri Ir Dr Judin Abdul Karim. Beliau menambah dalam hal ini, pegawai keselamatan dan kesihatan di tapak binaan perlu lebih teliti dan tidak berkompromi dengan isu-isu keselamatan dan kesihatan yang boleh menjejaskan pekerja binaan dan juga masyarakat sekeliling di tapak binaan. Mengikut statistik kemalangan di tapak pembinaan yang dikeluarkan Jabatan Keselamatan dan Kesihatan Pekerjaan (JKKP) pada tahun 2013, sebanyak 164 kes kemalangan telah dilaporkan, di mana daripada jumlah itu, 69 adalah kemalangan maut, 12 kes hilang keupayaan kekal dan 83 kes membabitkan kecederaan ringan. Manakala pada bulan Januari 2014 pula, dua kes kemalangan maut dan enam kes kecederaan telah dilaporkan. Sementara pada Februari 2014, angka kes yang membabitkan maut meningkat sebanyak tiga kes menjadikannya lima kes pada bulan berkenaan dengan tujuh kes kecederaan dilaporkan. Walau bagaimanapun, tiada kes kehilangan upaya kekal dilaporkan untuk keduadua bulan berkenaan. CIDB Sumbang Malam Wartawan Malaysia KUALA LUMPUR – Sebagai usaha mengukuhkan hubungan akrab antara CIDB Malaysia bersama pengamal media cetak dan elektronik, CIDB Malaysia menerusi Institut Wartawan Malaysia (MPI) menyumbang bagi penganjuran Malam Wartawan MPI-Petronas pada 18 April 2014. Majlis penyerahan cek yang berlangsung di Hotel One World itu menyaksikan Ketua Pegawai Eksekutif MPI, Datuk Chamil Wariya berbesar hati dengan sumbangan yang diterima daripada CIDB Malaysia sejak beberapa tahun penganjuran malam wartawan tersebut. Beliau berkata, dengan adanya sokongan daripada pelbagai pihak termasuk agensi kerajaan diharap pada masa hadapan lebih banyak kategori akan dipertandingkan CIDB Malaysia turut menyumbang bagi menjayakan penganjuran Malam Wartawan MPI-Petronas untuk menghargai sumbangan para pengamal media di negara ini. Timbalan Menteri Kerja Raya, Datuk Rosnah Abdul Rashid Shirlin Pengurusan Cerun Mampu Jimat Jutaan Ringgit berkata, pembinaan cerun yang tidak menepati spesifikasi rekabentuk sudah pasti boleh menyebabkan ketidakstabilan cerun dan mengundang padah. “Justeru, penganjuran seminar ini saya kira sangat bertepatan ekoran sejak kebelakangan ini banyak kejadian tanah runtuh yang berlaku sebagaimana kejadian cerun runtuh pada Oktober 2013 di Tawau, Sabah yang telah menyebabkan kerosakan besar dan kerugian jutaan ringgit. “Diiharap dengan input-input yang dikongsikan dalam seminar ini dapat dimanfaatkan dan diaplikasi sepenuhnya oleh semua peserta,” katanya. PUSAT MAKLUMAT INFO HUB 17 SaudiArabia Commence Phase II of High-Speed Inter-City Rail Transport Phase II of the Haramain High Speed Rail (HHR) project in Saudi Arabia has commenced as the government of Saudi Arabia has signed a SAR30.8 billion (RM25.22 billion) contract with a Saudi-Spanish consortium to take on the project. The HHR project is a 444 kilometre (km) high-speed inter-city rail transport system currently under construction linking the two holy cities of Madinah and Makkah via King Abdullah Economic City in Rabigh and King Abdul Aziz International Airport in Jeddah. Talgo Deputy Chairman Market Development Director, Mario Oriol during their visit to CIDB Malaysia said, the rail line is planned to provide a safe and comfortable transport via 320 kilometre-per-hour high speed electric trains. The railway is expected to carry three million passengers a year helping to relieve traffic congestion on the roads, especially during Hajj period. Under the scope of the contract, the companies will provide work related to track laying, signalling, telecommunication, power, electrification, operations and maintenance. In accordance with to the contract, the consortium will provide 35 trains with 13 carriages and maintain the line for next 12 years. The civil works for the project, which include construction of train stations, construction of bridges, flood drainage culverts and pedestrian walkways, will be under taken by AlShoula consortium, which comprises Spanish companies including ADIF, RENFE and Talgo. The Makkah-Madinah rail link is part of the major railway expansion project, which includes linking Jeddah with Riyadh and Dammam. The Makkah-Jeddah-Madinah rail link is expected to carry more than 150,000 passengers daily during peak seasons, such as for Haj and Umrah.
