The Genesee County Commission on Aging is . . .
an all volunteer organization formed in 1973. Our mission is “To support and advocate
services and resources for the aging which promote and safeguard their independence
and well-being”.
For its members, the GCCOA offers many benefits, including:
» Networking opportunities among community members interested in improving the
independence and well-being of older adults.
» Members will be listed in the senior resource directory (highlighted in BOLD) and on
the website as members and supporters, with links to your business website.
» Members can submit their events for the calendar on the website.
» Members have an opportunity to impact our community in a positive way and to help
carry out the mission of the GCCOA.
» The commission meets monthly. Members are encouraged to bring information of
events and services being offered by their organizations.

Mission: VAAA provides action, advocacy and answers on care for the elderly and disabled
adults of Genesee, Lapeer and Shiawassee Counties, by enhancing lives, empowering choice,
sustaining independence and supporting caregivers and families.
VALLEY AREA AGENCY ON AGING
We are Here to Help!
If you’re an older adult, a caregiver or a friend concerned about the well-being of an older adult, the Valley Area Agency on Aging is
here to help. The Valley Area Agency on Aging is a non-profit agency serving persons age 60 and older, and/or disabled individuals
in Genesee, Lapeer and Shiawassee Counties. VAAA is able to assist you with the following services:
Information and Assistance: If you have a question, this is a good place to start. Our Information Specialists can provide
resources on services and programs that can work for you.
MI Choice Waiver Program: The program is designed to keep you and your loved ones living independently at home while
receiving the services needed. A team consisting of a Nurse and Social Worker will help determine the services that are
needed.
Care Management: Those eligible for the Care Management Program are assessed by a Social Worker and Nurse to create a
plan of care. Through the care plan, services can be arranged to work with the participant and family depending on the
needs of the individual.
KISS Program: The KISS (Keeping Independent Seniors Safe) program provides a telephone call every day to ensure the
senior is safe. Alternate contact information is provided in the case the senior cannot be contacted.

Lapeer and Shiawassee Counties

Valley Area Agency on Aging also works with the Medicare Medicaid Assistance Program (MMAP), Michigan’s State Health
Insurance Assistance Program (SHIP). This program is a free service that provides information about Medicaid and Medicare, health
plans, prescription coverage, and more. Trained counselors will answer your questions and help you understand Medicaid and
Medicare.

helps keep older adults independent
Program of All-Inclusive Care for the Elderly (PACE) is a complete health
service and long-term care program, to allow older, frail adults to remain
independent in their own home and the community for as long as possible.
PACE may be able to assist those struggling to maintain their independence in
their home environment if they are:
6 Age 55 or older
6 Living in Genesee County
6 Certified as meeting Michigan criteria for nursing home level of care
6 Able to live safely in the community with the support of PACE services
Genesys was designated by the State of Michigan as the exclusive PACE
provider for Genesee County. All PACE services are furnished through Genesys.
Participants may be responsible for costs of unauthorized or out-of-pocket
PACE program agreement services.

What Is Elder Abuse?
Neglect
The abuse of older adults can take many
forms and represents a serious, under
reported problem in every community
Neglect is the harm to an adult’s health
or welfare that is the result of the adult’s
inability to respond to a harmful situation

Reporting Elder Abuse
Report suspected abuse by calling the
Adult Protective Services (APS) statewide
Centralized Intake Unit: 855-444-3911 (toll
free). The Intake Unit operates 24 hours/
day, 7 days/week. A written report may be
submitted at the discretion of the reporting
person but is not required.

care decisions in addressing the obstacles
caused by the privacy rules as well as financial decisions. The authority you give your
agent can be as broad or narrow as you
choose.
Wills
Preparing a Will is the simplest way to
make sure that your assets (real and personal
property) will be distributed according to
your wishes. A Will is a public document.
However, did you know that if a person
dies with assets in their name without a
co-owner or beneficiary, then their Last
Will and Testament will go through probate court? Probate is the legal process for
proving and administering a Will. The probate process can be very time consuming
and expensive and is always public. A Will
names heirs and a personal representative,
the person(s) who manages and distributes
the assets according to your wishes after
your death. This is often a family member
or friend. Sometimes the personal representative will have to post a bond to perform
their duties. Last, unhappy family members
can object to the Will – we often call this
process the “family feud.”
The terms of the trust are limited only by your
imagination. For example: you can provide for
the future of your special needs loved one
without affecting their governmental benefits;
providing for education of a child or grandchild and make sure your assets remain in the
bloodline. Typically you are the Trustee, the
manager of your Living Trust, just as you are
the manager of your assets now, nothing
changes. The “revocable” aspect of a Living
Trust means you are in control. It means once
you create it, you can always change it.
You can revoke it or amend all or part of it.
The “living” aspect means that it is created and
funded (assets transferred to you as trustee)
while you are alive, and provides for your
benefit during your lifetime and upon your
disability, if drafted properly. It is that simple.
Drawback: you must add any and all new
assets acquired as time goes by.

MEDICAID INFORMATION
Medicaid - What is it?
Good health is important to everyone. If you
can’t afford to pay for medical care right
now, Medicaid can make it possible for you
to get the care that you need so that you can
get healthy – and stay healthy.
(Even if you are not sure whether you
qualify, if you or someone in your family
needs health care, you should apply for
Medicaid and have a qualified caseworker
in your state evaluate your situation.)
Medicaid is available only to certain lowincome individuals and families who fit into
an eligibility group that is recognized by
federal and state law. Medicaid does not pay
money to you; instead, it sends payments
directly to your health care providers.
Depending on your state’s rules, you may
also be asked to pay a small part of the cost
(co-payment) for some medical services.
What is not covered?
Medicaid does not provide medical assistance
for all poor persons. Even under the broadest
provisions of the Federal statute (except for
emergency services for certain persons), the
Medicaid program does not provide health
care services, even for very poor persons,
unless they are in one of the designated eligibility groups. Low income is only one test for
Medicaid eligibility; assets and resources are
also tested against established thresholds. As
noted earlier, categorically needy persons who
are eligible for Medicaid may or may not also
receive cash assistance from the TANF
program or from the SSI program. Medically
needy persons who would be categorically
eligible except for income or assets may
become eligible for Medicaid solely because
of excessive medical expenses.
Medicaid is a state administered program
and each state sets its own guidelines regarding eligibility and services.
Many groups of people are covered by
Medicaid. Even within these groups, though,
certain requirements must be met. These
may include your age, whether you are
pregnant, disabled, blind, or aged; your
income and resources (like bank accounts,
real property, or other items that can be sold
for cash); and whether you are a U.S. citizen
or a lawfully admitted immigrant. The rules
for counting your income and resources vary
from state to state and from group to group.
There are special rules for those who live in
nursing homes and for disabled children
living at home.
In general, you should apply for Medicaid if
your income is low and you match one of the
descriptions of the Eligibility Groups.

MEDICARE INFORMATION
Medicare - What is it?
Medicare is health insurance for people age
65 or older, under age 65 with certain disabilities, and any age with permanent kidney
failure (called “End-Stage Renal Disease”).
You must have entered the United States
lawfully and have lived here for 5 years to be
eligible for Medicare.
Medicare has two parts:
Medicare Part A (Hospital Insurance)
helps pay for inpatient care you get in a
hospital, skilled nursing facility, or hospice,
and for home health care if you meet certain
conditions. Most people don’t have to pay a
monthly premium for Medicare Part A
because they, or a spouse, paid Medicare
taxes while working in the United States.
If you don’t automatically get premium-free
Part A, you may still be able to enroll, and
pay a premium.
Medicare Part B (Medical Insurance)
helps pay for medically-necessary doctors’
services and other outpatient care. It also
pays for some preventive services (like flu
shots) to help keep you healthy and some
services that keep certain illnesses from getting worse. Most people pay the standard
monthly Medicare Part B premium.
You have choices about how you get your
Medicare coverage. Here are the two main
options:
Original Medicare
Managed by the Federal government, it provides your Medicare Part A and Part B
coverage. (You can choose to have either
one, or both parts.) You have to pay a
deductible, and you are usually charged coinsurance each time you get services.

• You can add Medicare prescription drug
coverage (Part D) by joining a Medicare
Prescription Drug Plan. Costs and benefits
vary by plan.
• You can also choose to buy a Medigap
(Medicare Supplement Insurance) policy to
help pay some of the health care costs’
“gaps” (like copayments, coinsurances, and
deductibles).
Medicare Advantage Plans (called Part C)
You must have both Part A and Part B to join
one of these plans. The plans provide all of
your Part A and Part B services and generally
provide additional services. You usually pay a
monthly premium, and copayments that will
likely be less than the coinsurance and
deductibles under Original Medicare. In most
cases, these plans also offer Part D prescription drug coverage. These plans are offered by
private insurance companies approved by
Medicare. Costs and benefits vary by plan.

Senior Citizens Centers
Over the years Senior Centers have vastly changed. What was once a place to play cards
and attend craft classes has now become a place where older adults can receive a wide
variety of educational, recreational, and health-related
services.
Examples of these services, programs and events are: Congregated meals, health
screenings, health education, clinics, adult education, enrichment classes, arts & crafts,
travel programs, cards, bingo, dancing, transportation, exercise classes, legal assistance,
financial assistance, prescription programs, insurance assistance, support groups,
outreach services, housing assistance, tax assistance, and surplus commodities. This list
is by no means complete. Call each individual center for more information.
Senior Centers promote friendships, volunteer opportunities,
activities, plus much, much, more.

Seniors have numerous life-style choices when they can no longer live at home. Following is a
description of the choices and then a listing of local facilities. Keep in mind that the services
and amenities offered vary from facility to facility, even within the same group. For example,
in independent living facilities, some of them provide extra services like meals or activities,
and some do not. Another example is in assisted living facilities, some will accommodate
residents in wheelchairs, and some will not. Of course it is always best to thoroughly
investigate and compare facilities and ask a lot of questions, in order to match the resident to
an appropriate facility.
Independent Living Facilities: These can be government subsidized for people with limited
income and assets, or non-subsidized for anyone. They can vary from individual apartments
with no additional services, to facilities that provide all meals and activities, and everything in
between. Usually there would not be 24 hour supervision, although home care agencies can be
contracted to provide extra care as needed for personal care, medications, food, or
companionship.
Assisted Living Facilities: These facilities usually have between six to 40 residents and
includes 24-hour supervision of the residents. These facilities would offer help with activities
of daily living, feeding, dressing, personal care, medications and so forth. These facilities
would take care of all the resident’s needs up until the time they would need a nursing home.
Memory Impaired Facilities: These are like assisted living facilities that specialize in
residents who are afflicted with dementia and Alzheimer’s disease. There should be close
supervision, and there may be locked or alarmed doors for the resident’s safety.
Nursing Homes: These would serve patients who need constant skilled nursing services that
are unable to be provided at an assisted living or foster care facility. Also nursing homes can
provide rehabilitation for patient’s injuries with the hope of returning home or to an
independent living or assisted living facility.

services and different levels of care offered from one facility to another.
