On January 3, 2012, the three newly elected members of the Board
of Supervisors, Ryan Manion, Shawn Touhill and Rick Colello were
sworn into office and assumed the duties of the Township Board immediately following the swearing in ceremony with the annual Township Reorganization Meeting. Also sworn in was W. Rodney Stone as
the Township Auditor. Judge Mark D. Douple administered each oath
of office.
Rick Colello will continue on as an elected member of the Board
of Supervisors following his appointment to the Board on March
16, 2010. Rick is the principal and owner of Doylestown Financial
Advisors and a resident of the Township since 1985. He served many
years as chairman of the Township Planning Commission and as a
perennial member of the Oktoberfest Committee and will no doubt
continue his meticulous and attentive approach to the business of the
Township he has evidenced since his appointment. He is married to
Marie and together they have raised two girls, Allison and Christine,
and now enjoy being the happy grandparents of Nadia and Adam.
Ryan Manion and Shawn Touhill each have been active in the community. Ryan is responsible for strategic development, planning,
marketing, and executing the mission of the Travis Manion Foundation which was organized to help wounded veterans and families of
fallen heroes. She serves as the keynote speaker for the Character

the importance of leadership and character. Ryan earned a Bachelor’s

businesses and is currently enrolled in a Masters Program in Global
Leadership at Delaware Valley College. She resides in Doylestown
with her husband, Dave Borek, and two daughters, Maggie Rose and
Honor. Ryan is excited to join the Board of Supervisors and help to
play a part in keeping Doylestown as great as it is.
Shawn Touhill is also a local business owner and life time resident of
this community. A graduate of Delaware Valley College in agriculture
science, Shawn believes in local farm to table sustainability. Shawn has
served on the Doylestown Township Environmental Advisory Council
and is past president of the Doylestown Business & Community Alliance. Shawn and his wife Geralyn are the parents of 5 young children
who provide Shawn with “the 5 mains reasons” he sought the position
of Supervisor.
I am proud to have been elected by the Board to serve as the Chairman for 2012. Together with Tom Scarborough, who was elected
Vice-Chaiman, we welcome the new members and look forward to an
energetic and productive year governing Doylestown Township.
Bucks County Community Alert System
Earlier this year there was an armed gunman who was suspected in
several homicides running loose in a neighboring Township. This all
occurred after midnight as our area was under a significant hurricane.
In an emergency like this the only way you are notified or alerted is
through the Bucks Ready Notify System.
The Community Alert System is known as the Roam Secure Alert
Network and it is administered by Bucks County. This system immediately contacts you during a major crisis or emergency. The Roam
Secure Alert Network delivers important emergency alerts, notifications and updates to you on all your devices:

When an incident or emergency occurs, authorized senders, like the
Doylestown Township Police, will instantly notify you using the Roam

Welcome to Bird Town!

Doylestown Township and Doylestown Borough have
joined forces to become an official Audubon Bird Town.
The partnership joins twelve other municipalities in this
Pennsylvania program. In the coming months both the
Township EAC and the Borough EAC will work closely
with Audubon Pennsylvania to provide information to
residents on ways to create healthier, more sustainable and
cost-effective landscapes.
Your backyard (or front yard, or school yard!) has the potential to provide for birds and also have positive impacts
on stormwater, greenhouse gases, maintenance time, and
aesthetics. You see, Bird Town is not just about birds....it's
about exploring your ecological address and bringing nature back to our landscapes. As a result, the entire community benefits from an environment that functions naturally
and offers the wonders of nature just beyond your front
door.
You may already have native plants on your property or
perhaps a small forest. You may provide bird feeders and a
birdbath. You can contribute to the township's efforts by
registering your property with Audubon today! It's quick,
easy, and free of charge (yard signs are available through
donation). Simply go to http://pa.audubon.org/habitat and select the property type on the right; residential,
school, or business.
There is a lot of useful information on the website to
help you improve your ecological footprint. Audubon
has created a fantastic web tool that is especially useful to
Bird Town residents. You can now determine what your
landscape provides to birds by going to www.pabirdplants.
org and browsing the bird and plant lists. There are more
tools coming and they will be designed specifically for
Bird Town.
Regular workshops are being scheduled for Bird Town residents. We will be holding the first in Doylestown Township
on March 17th from 9:30 to 2:30 pm. The session will be
held at the Activity Center at 425 Wells Rd. Please check
our website for more info and to register for the program.
We are proud to be working with both the Township and
Borough in Doylestown and look forward to many years
of improved landscapes, nature experiences, and lots of
birds! Since today's children are tomorrow's land stewards,
we encourage sharing the experience of creating a garden
or bird habitat with them.

Stormdrain Stencil Update by

With winter weather approaching, it is now too cold
to continue epoxying markers to the curbsides of
Doylestown Township. Since the approval of this project
back in August, the Township has been able to attach 137
markers in a small section of the Township lying within
Turk, Lower State, Bristol, and Wells Road. I would like to
thank all of the businesses and residents who donated to
this project as the funds will be put toward future groups
who continue this project. When the temperature begins
to warm up again come the spring and summer of 2012, I
intend to continue the area I started and maybe even tackle
another section of the Township.
If your organization is interested in a volunteer event/day
of storm drain marking please contact info@doylestownpa.org and sign up early for a day of epoxying! This is
a great Project for individuals who need an Eagle Scout
Project or the Girl Scout equivalent Gold Award Project.
The Township and its residents have a huge impact in
keeping our Doylestown community clean and beautiful.
What You Need to Know About Home
Improvement Projects
To all of you planning home improvement projects this
winter, this is a reminder to confirm with contractors that
they have registered with the PA Attorney Generals office.
The intention of the Home Improvement Consumer Protection Act, law since July 2009, is to protect consumers
who hire contractors for home remodeling projects. The
law requires a written contract when the price of a project
exceeds $500 and provides for consumer safeguards such
as the right to rescind a contract without penalty within
three business days. To find out all your protections under
the law or to check the registration status of a contractor,
visit the Attorney Generals website: www.attorneygeneral.
gov or call 1-888-520-6680.
Did you know that all contractors are to display their official registration number on all contracts, estimates, proposals and advertisements?
Remember please don’t put anything-garbage,
motor oil, paint, or pet waste down the storm
drain.

Be prepared for Snow! A Message from the
Road Superintendent
Dear Residents,
Another winter season is upon us and who knows what
weather it will bring. Hopefully nothing too hard to
handle.
The Road Department is responsible for clearing township
roads of snow and ice. We do our best to keep the roads
open for emergency vehicles and the traveling public. A
few things that help our efforts are keeping trash and recycling containers, portable basketball and hockey nets, etc.

help. We do appreciate your efforts.
If you can stay off the roads during storms, please do. If
a roadway is closed, please do not move the barricades or
drive around them! The road is closed for safety reasons.

Applications Available Now for Heating Assistance Program

With many local families struggling to make ends meet, energy costs are a serious
concern for many district residents this winter. Families who are struggling with
rising fuel costs can apply now for the state’s Low Income Home Energy Assistance Program (LIHEAP), a program that provides grants to help low-income
families pay heating bills.
LIHEAP applications can be completed online on the Commonwealth of Pennsylvania Access to Social Services (COMPASS) website at www.compass.state.
pa.us. District residents can also apply by contacting their local county assistance
office by calling 215-781-3300. In order to apply for the program, applicants will
be required to submit the names of all people in the household, Social Security
numbers for all household members, proof of income for all household members and a recent heating bill.
The program also provides crisis grants for families who experience heating emergencies, such as a broken furnace, utility termination or fuel shortage. In addition, many local utility companies offer assistance plans in addition to LIHEAP.
Consumers should contact their utility companies to learn more about other programs available to ensure that all local
residents will be able to stay warm this winter.
LIHEAP was expanded recently to provide help to more Pennsylvanians, so many families who were not eligible in
the past may qualify under the expanded eligibility guidelines. A family of four can now earn up to $33,525 and still be
eligible for the program. I encourage district residents to learn more about this valuable program to ensure that no local
family is left out in the cold this winter.

Texting While Driving Ban Now Law

It is no secret that reading or writing text messages while driving is a dangerous activity that is completely preventable. The few seconds that a driver
takes his or her eyes off the road to read, write or send a text can mean the
difference between life and death. It’s time that state law reflects these current trends in technology.
In response to the texting while driving issue in Pennsylvania, Gov. Tom
Corbett signed a law that prohibits drivers from using any interactive wireless
communication device (IWCD) to send, read or write text-based communication while his or her vehicle is in motion, on Nov. 9. The law goes into
effect on March 8, 2012, and violating this law will be a primary, summary
offense with a $50 fine.
The law does the following:
•
Defines an IWCD as a wireless phone, personal digital assistance, smart phone, portable or mobile computer or
similar device that can be used for texting, instant messaging, emailing or browsing the Internet.
•
Defines a text-based communication as a text message, instant message, email or other written communication
composed or received on an IWCD.
•
States that this law supersedes and preempts any local ordinances restricting the use of interactive wireless devices by drivers.

have come away with from these discussions is that Washington must provide certainty and predictability.

the United States military since the conflict in Iraq began
in 2003. I thank them for their service and dedication to
the cause of freedom. As our veterans return home they
should do so with their heads held high and know that we
wait as a grateful nation, ready to provide them with what
help they may need as they return to their communities.
Time and time again, you have reminded me that as your
family needs to operate on a budget, so should Washington. In addition, your school district, your township, and
49 of 50 states are required to operate on a balanced budget and it is about time the federal government followed
suit. One of the most important measures I supported
this year was a Balanced Budget Amendment to the Constitution. While this measure did not pass the House with
sufficient votes, I will continue to advocate for its passage
to bring the cost of our government under control.
Quakertown
We could not look back over this past year without considering the wrath of destruction left behind by Hurricane
Irene and Tropical Strom Lee. There was not one but two
Presidential Disaster Declarations for the Commonwealth
of Pennsylvania. These declarations opened the door for
federal resources and funding which have been essential
for Pennsylvania's 8th Congressional District in the long
process of clean-up, healing, rebuilding and restoring our
communities. I am truly grateful for the extraordinary efforts demonstrated by our Local Emergency Management
coordinators and First Responders throughout the duration of these disasters. Working tirelessly around the clock,
their commitment and volunteerism were nothing short of
inspirational. Community members following the advice of
public safety officials, acted responsibly, and most notably,
looked out and cared for elderly, disabled and less fortunate neighbors. In short, we came together and further
defined what it means to be a community.

The law does not authorize the seizure of an IWCD. The
texting ban does not include the use of a GPS device, a
system or device that is physically or electronically integrated into the vehicle, or a communications device that is
affixed to a mass transit vehicle, bus or school bus.
I have been supportive of this law and have voted in favor
of similar legislation for the past two legislative sessions.
Over the past five years I have heard from hundreds of
constituents on this issue, and I am pleased to (finally!) tell
you that texting while driving will soon be illegal in Pennsylvania.

National Prescription Drug Take Back
Initiative Huge Success
The Doylestown Township Police, the Bucks County District Attorney’s Office, the US Drug Enforcement Administration and the Council of Southeast Pennsylvania, Inc
(formerly Bucks County Council on Alcoholism & Drug
Dependence, Inc) have held prescription “Take Back” days
in 2010 and 2011 throughout the County with great success.
In the last “Take Back Day” October 29, 2011, Bucks
County received 3,873 pounds of old prescription drugs.
This was the largest amount of any Pennsylvania county.
The old prescription drugs cannot be flushed down the
toilet or disposed in a landfill without harming our water
supply or the environment.
Please get ready to participate again on April 28, 2012. Or,
you can turn in your “old” prescription drugs to a secure
container in the Doylestown Township Police station all
year long, Monday through Friday 8 am to 4:30 pm at 425
Wells Road.
Opt In to Receive Your Septic Management
Notices by Email!
Our Leaf and Yard Waste Drop Off Site has
moved to Central Park!
In an effort to increase efficiency and reduce cost the
Township is offering a new type of notification for residents who participate in our Septic Management Program.
We are now offering the ability to receive all your septic
management reminders/correspondence via email instead
of regular mail. You will still receive the same correspondence, just via email.
Our leaf and yard waste recycling collection site has moved
from Delaware Valley College into our own Central Park.
The site is located off of the New Britain Road entrance
in the back area of Central Park, near the construction
entrance for the 202 Parkway.
If you are interested in signing up for this type of notification, please email us at info@doylestownpa.org. Please
make the subject of your email: SMP EMAIL. In your
email please list your name, address and tax parcel number
as well as the email address where you would like to be
contacted.
It is important that you remember to update us, if your
email address changes or if you sell your home.
We hope this new initiative will make it even easier for
residents to stay connected with the township. If you have

Riparian Buffers and the Birth of the
Doylestown Creek Coalition by Shawn

What began as a Saturday afternoon effort to clean up
branches and debris along the Pine Run Creek in my own
front yard, left me and three of my children with the realization that this was a big undertaking, left my wife with
four pairs of soggy sneakers, and made us aware of the
obvious need for more help.
Undaunted, we continued to work beyond our property
line, downstream, the next weekend. We decided to enlist
the help of close friends equipped with bags, shovels, leaky
waders and the promise of pizza at the end of the day.
That afternoon we hauled several pickup truckloads of
trash including car tires, a car door, wheelbarrow, several
plastic chairs and even a barbeque grill. This was the beginning of the Doylestown Creek Coalition.
The Doylestown Creek Coalition is a local neighborhood
effort to clean up and preserve our community creeks and
streams. Our goals are simply to make township residents
aware of the need and benefits of taking on this task and
to mobilize volunteers to accomplish it.
How can this benefit me? The obvious answer is that
you can play an active roll in preserving the beauty of
Doylestown Township-- after all you live here! If we can
foster a spirit of stewardship in our community and inspire
active volunteerism we may avoid future costs and potential tax burdens. With new regulations coming down the
line in 2012 now is the time to help.
How can we preserve our creeks? After removing trash the
single most effective protection for waterways is to rebuild
riparian buffers.
What is a riparian buffer? A riparian buffer is a strip of
grass, shrubs and trees along the banks of waterways.
These buffers provide a transition zone between the water
and human land use. They increase water quality by intercepting sediments and pesticides, filtering polluted runoff
that could otherwise wash into surface and ground water.
Buffers also provide bank stabilization by slowing erosion
and they create or improve habitat for wildlife.

Doylestown Township EAC to Host a Shred
Event this Spring!
On May 12, 2012, from 9 am to noon, the EAC has
enlisted Titan Mobile Shredding, LLC to have a truck on
site at the Township Building to shred and recycle your
old papers. Each resident can bring 3 boxes of paper. The
typical size box is a 12” x 15” x 10” file box or a copy
paper box. We encourage the use of reusable (plastic) containers and taking usable boxes home for reuse. Grocery
bags are also acceptable. We actively encourage residents
to take their boxes home with them, but we will have trash
receptacles for unwanted bags and boxes.
What can be shredded: paper, checks, bills, manila folders,
thin plastic covered reports- staples and paper clips do not
need to be removed. Please remove large black clips and
three-ring binders. They do not shred phone books, books,
newspapers or non-paper items.

No Tax Increase for the 2012 Budget
For 2012, the Township will operate without any additional taxes. The millage rate for 2012 will remain at 10.25 mills.
With sufficient mileage allocated for 2012, the current staff will continue to provide the necessary services that our
residents have come to expect with regards to police coverage, road and park maintenance along with our award winning
recreation programs. This year the Township anticipates receipts of over $10 million in revenue and has budgeted about
the same in expenditures. The Township is using $718,897 of its reserve funds in 2012. The Township anticipates at the
end of 2012 it will have a fund balance of $3,876,781 remaining to begin 2013.
In 2012, we’ve budgeted $877,603 for capital expenditures. This number is down from 2011 when we budgeted $1.3million. This year some of our capital projects will include the following: new police cars and radios, road surface restoration, a large dump truck, storm water pollution prevention, a brine collector, traffic calming, small dump truck and
computer software to name a few items. Our Road Department will continue to maintain over 76 miles of township
roadways by patching pot holes, salting, plowing, installing storm drains, tree trimming and mowing road banks. Our
Park and Recreation Department will continue to provide a variety of park and recreation programs along with our summer concert series with the Borough of Doylestown. The Parks Department will continue to maintain over 400 acres of
active recreation land. Our police department will continue to respond to a variety of calls for service. In 2011 the Police
Department responded to over 12,000 calls for service. Our Code Enforcement Department will continue to provide
guidance regarding building, zoning and fire safety services and of course our administration offices will continue to be
available to answer all your questions Monday through Thursday 8:30 a.m. to 5:00 p.m. and Fridays 8:30 a.m. to 4:30 p.m.
As you can see by the pie charts below, the Township’s revenues come from a variety of sources such as Earned Income
Taxes, Real Estate Taxes, Local Services Taxes, Real Estate Transfer Taxes, and Franchise Fees to name a few. These
various sources of revenue allow us to provide a range of services to the community. The pie chart on expenditures provides information on how the revenue is expended amongst all of the Township’s resources.

Attention Cycle 3 Residents:
You must have your septic tank pumped and inspected by December 31, 2012. You must also have
your well water tested for Coliform Bacteria by
December 31, 2012. The pumper/hauler will send
us the results of your septic inspection, but it is your
responsibility to forward us your water test. The
water testing agencies DO NOT send them to the
Township.

New Hours of Operation:
The Township Administration offices will be open
from 8:30 am to 5 pm Monday thru Thursday and on
Fridays from 8:30 am to 4:30 pm. We hope these
extended hours will make it more convenient for
residents to visit our offices.
