Mission Statement
MV Crime Stoppers Foundation
raises and stewards funds to
support the continuing
operation of Metro Vancouver
Crime Stoppers Association.
Sufficient funding ensures an
ongoing ability to work with
partners to help reduce crime in
our communities.
Organizational Responsibilities
The Foundation receives and reviews funding requests from the
Association’s Board of Directors and responds, based upon our assessment
of the merits and our financial ability to accommodate.
The financial assets of the Foundation are managed with the goal of
providing long-term funding and financial stability to the Foundation and
the Association it serves.
Each Foundation Director’s term is for two years unless otherwise
determined by a special Board resolution. All Directors must then resign
from the Board for one year but can then be re-elected to the Board.
Charter of Expectations for Directors
The Charter of Expectations for the Foundation Directors of Metro Vancouver Crime Stoppers sets out the duties and
expectations for Directors.
Fundraising
• Assist in making corporate connections within the community with a view to raising money in support for
Metro Vancouver Crime Stoppers.
Strategic Planning
• Provide input on emerging trends and issues from a corporate perspective.
• Review and approve the organization’s strategic plans, including significant capital allocations and expenditures.
Performance Monitoring and Reporting
• Monitor Metro Vancouver Crime Stoppers’ performance against strategic business plans.
• Evaluate completed projects, based original on project request.
Financial/Legal Integrity
• Ensure ethical behavior of Metro Vancouver Crime Stoppers Foundation Directors in compliance with all laws
and regulations.
• Ensure accuracy of financial information in compliance with all accounting and auditing principles.
Governance
• Establish appropriate governance structures to ensure efficient and prudent stewardship of Metro Vancouver
Crime Stoppers Foundation.
Public Policy
• Promote the role of the Metro Vancouver Crime Stoppers as an instrument of public policy.
• Monitor financial performance of Metro Vancouver Crime Stoppers in relation to its stated strategic objectives.
Risk Assessment
• Identify principal risks of Metro Vancouver Crime Stoppers operations and ensure that appropriate systems are
in place to manage these risks.
Personal Integrity
• Ensure personal integrity in all dealings with and on behalf of Metro Vancouver Crime Stoppers, including an
ongoing responsibility to disclose any conflict of interest.

THE METRO VANCOUVER CRIME STOPPERS
ASSOCIATION
The Metro Vancouver Crime Stoppers Association is a governance board
with day to day operations being directed by a full-time Executive Director.
Today, the Board has responsibility for providing strategic direction and
overseeing the conduct of business of the Association and the activities of
management. The Board meets nine times per year to provide direction on
policy decisions.
The term of each Board Director is three years, except for members of the
Executive who may serve one additional year. All Directors must then resign
from the board for one year before they can be re-elected to the Board.
EXECUTIVE DIRECTOR
The Executive Director is accountable to the Foundation and Association’s
Board of Directors for providing operational leadership in all aspects of
Metro Vancouver Crime Stoppers Program and for achieving strategic,
financial and operating objectives.

ABOUT METRO VANCOUVER CRIME STOPPERS
Metro Vancouver Crime Stoppers (“Crime Stoppers”) is a non-profit society
and registered charity incorporated in 1985, that receives anonymous tip
information about criminal activity and provides it to police and
government investigators in communities from Powell River through
Abbotsford. Information is also provided to a wide variety of other
provincial, federal and international agencies.
The general public may have information that would assist in police
investigations and help take a criminal off the street. Some members of the
public don’t want to get involved with police directly, this is where Crime
Stoppers can assist by providing the opportunity to leave tip information
anonymously.
In doing so, they could be eligible
to receive a cash reward of up to
$2000, resulting from information
they have provided.

the link on Crime Stoppers
Facebook page or texting a
message to 274637. Additionally,
there is a mobile app available to
download a link to our website.
Recognizing the large number of
languages spoken in Metro
Vancouver, Crime Stoppers provides
a multilingual translation service in
many languages. Crime Stoppers
service helps to solve many cases
where information was previously
difficult to track down.
It is important that the
public can contact
Crime Stoppers and
remain anonymous.
Metro Vancouver Crime Stoppers has been an innovator since its
inception and is consistently ranked as one of the most effective of
the more than 1,000 programs that exist around the world.
In 2012, Metro Vancouver Crime Stoppers received over 4,000 tips
through 10,775 contacts, which led to 115 arrests and over
$7 million dollars in stolen property recovered. Since its inception
Metro Vancouver Crime Stoppers tips have led to more than XXX
arrests and over $XXX in stolen property recovered.

PROGRAM OPERATIONS
British Columbia Crime Stoppers is
the umbrella organization for
individual community-based Crime
Stoppers programs in the Province.
Crime Stoppers Anonymous Tip and Reward Program
BC Crime Stoppers provides standards,
training, dispute resolution, legal
support, insurance, promotion and
other services that ensure the
security, productivity and longevity
of all of the community programs.
There are 19 local programs
operating throughout British
Columbia
CANADA CRIME
STOPPERS
Canada Crime Stoppers is an
advisory board that represents over
100 Crime Stoppers Programs across
Canada in national advocacy issues
with government and law
enforcement agencies. BC Crime
Stoppers Association is a member of
Canada Crime Stoppers.
Metro Vancouver Crime Stoppers’ tips are forwarded to investigators at local
RCMP detachments and municipal police forces in Metro Vancouver. Since
Metro Vancouver is a major hub in the Province, Metro Vancouver Crime
Stoppers also reviews, processes and provides hundreds of tips to a wide
variety of investigative agencies operating outside Greater Vancouver,
including Canada Border Services Agency (CBSA), government Investigative
agencies and other law enforcement agencies throughout British Columbia.
British Columbia Anti-Gang Tip Line
Since April 1, 2009 Metro Vancouver Crime Stoppers, under the auspices of
the Province’s Ministry of Justice and with the support of a Community
Gaming Grant, also manages the Provincial Anti-Gang Tip Line which
provides the general public the opportunity to provide anonymous tips on
criminal gang-related activity.
In establishing this Tip Line, Metro Vancouver Crime Stoppers developed an
expanded infrastructure and set up the relationships necessary to make the
program available to citizens throughout the Province.
Since its inception, this Tip Line has been a resounding success. More than
6,000 tips on gangsters and gang-related crimes have been handled and
passed on to investigators.

THREE WAY PARTNERSHIPS:
CRIME STOPPERS – THE MEDIA – THE POLICE
Police investigators contact Crime Stoppers when they need help in solving
a case. Crime Stoppers distributes the information to the media,
encouraging the public to respond with investigative leads. In addition,
Metro Vancouver Crime Stoppers provides television, radio and
newspapers with a weekly feature on “BC's Most Wanted” and a featured
“Crime of the Week”.
CORPORATE PARTNERSHIPS
Metro Vancouver Crime Stoppers also handles tips from the public
concerning the theft of metal and electricity from providers such as
Telus and BC Hydro.
Theft of metal and power poses a very serious risk to our community
and emergency personnel.
Crime Stoppers assumes
the responsibility for
getting this information
out to the public who
then respond with tips
and leads.
