General Information - Borough of Perkasie
Perkasie Borough History
Perkasie is located in Bucks County,
Pennsylvania and is situated approximately 30
miles north of Philadelphia.
On May 10, 1789, the Court of Common Pleas
granted the Petition for Incorporation to the 68
residents of Perkasie. At that time, Perkasie
covered 116.2 acres. This rural community has
grown to cover 1,711.3 acres or 2.67 square
miles with over 8,500 residents living within its
boundaries.
Perkasie Borough Parks
Take advantage of Perkasie’s extensive park
system and all of the amenities held throughout
the 160 total acres of park land and open space.
Lenape Park is 60 beautiful wooded acres
located on Constitution Avenue directly across
from the Perkasie Square Shopping Center. This
is the home of the Action Sports Skate Park, Dog
Park, pavilion and parking area. Within Lenape
Park there is a softball field, baseball field, a sand
volleyball court, pavilions, bathroom facilities
and, of course, the historic covered bridge and
twin roebling pedestrian suspension bridges.
Kulp Memorial Park is 10 acres located on 2nd
Street and contains a baseball field, grandstand,
3 basketball courts, play equipment, baby pool,
pavilion and 5 tennis courts.
Menlo Park is 3 acres located at the corner of
5th Street and Park Avenue. The historically
preserved Perkasie Carousel can be found in
Menlo Park along with our municipal swimming
pools, bathroom facilities, play equipment and
2 pavilions.
The East Spruce Street Tot Lot is 3 acres
and is located on East Spruce Street between
Constitution Avenue and South Main Street.
In addition to all of these facilities, the Borough
features an extensive pathway system that
will take you from Perkasie to Sellersville, East
Rockhill Township and to Hilltown Township.
If you have any questions about our parks,
please call the Borough Office at
(215) 257-5065.

are a group of fellow gardeners who share horticultural
information and gardening tips, exchange perennial
plants, and work to beautify the town of Perkasie. Their
community projects include the Cannon Garden, located
at the entrance to Menlo Park, and planting annuals in
the 35 “Planters for Perkasie” located around town.
Throughout the year, they invite gardening experts to
present topics of interest to the members. The meetings
are open to the public to take advantage of the guest
speaker program. They host an annual plant swap in
May and a Garden Tour on every other year. This
year the Garden Tour is scheduled for June 22nd from
noon to 4:00 PM. The annual membership is $10 per
household. For more information, please call Sheila
Chlebda at (215) 453-8277.

CROWD CONTROL, TRAFFIC CONTROL
FIREFIGHTERS
The Perkasie Fire Police provide crowd and traffic
control at special events which are sponsored by the
Borough and various non-profit organizations in the area.
If you need to request the services of the fire police for
these events, a nominal fee and an application for
coverage must be received and approved by the
Perkasie Borough Council three months prior to the
event.
All firefighters are expected to complete and pass a
nationally recognized firefighter program within their first
year of membership in the Department. Presently, the
120 hour class is administered by the Bucks County
Community College - Public Safety Training Center in
Doylestown, PA. Firefighters earn the balance of their
points via a single (1) point for each drill, fire call, training
event, and fire prevention activity they attend.
FIRE HALL IS AVAILABLE FOR RENTALS
FIRE POLICE
Perkasie Social Hall is available for rentals. The hall
capacity is 150 people and is handicap accessible. For
hall rental call (215) 453-2166.
The Fire Police Unit controls crowds and directs traffic
at fire and emergency scenes, along with community
events. Fire police members earn the balance of their
points via a single (1) point for each drill, fire call, training
event, and fire prevention activity they attend. Contributing members support fundraising activities and nonfirefighting activities within the fire department. Since
contributing members do not fight fires, nor attend drills
or training, their support is through non-emergency
activities.

LIFE MEMBER

active service in the Department. When designated as a
Life Member, accumulation of points is no longer a
requirement for membership. For an application, please
go to www.perkasiefd.org.
PERKASIE FIRE COMPANY CARNIVAL
Dates: June 25 - June 29, 2013
Location: Lenape Park on Constitution Avenue,
Perkasie, PA.
VOLUNTEERS
All memberships in Perkasie Fire Company No. 1 is
strictly voluntary. Our members are not “on-call”, but if
available, respond to the station when alerted. There
are four (4) different types of memberships. All monthly
meetings and Department training occur on Thursday
evenings. Each member is expected to earn 36 points
per year and must attend a minimum of four (4) monthly
business meetings per year to remain in active status.
Most of our members achieve annual point levels well
above the minimum required. The minimum requirement
sets a lower limit that allows members flexibility with
work, home, school, etc., but by no means sets a
minimum expectation. A minimum of four (4) points
must be earned in support of fundraising efforts.
Fundraising points are earned at a rate of one (1) point
for every two (2) hours of work; therefore a minimum of
eight (8) hours of fundraising is required per year. Our
primary fundraising events are breakfasts and food
service at community events.

THE PENNRIDGE WOMEN’S NETWORK
PERMIT QUESTIONS?
The Women’s Network is a non-profit organization that
supports working and at-home moms. Some of the
activities the moms coordinate for each other include
playgroups, mom’s night out, educational programs,
children’s activities, fundraisers, family events, and more.
We also organize the area’s largest Mother’s Market, held
at Calvary Church, in the spring and in the fall. If you would
like to get involved or to have an outlet for yourself and
your children visit www.pennridgewomensnetwork.com or
contact Michelle Lapp at (215) 721-4511.
Often times Perkasie residents may wonder what types
of construction or renovation require a permit, and what
does not. Depending upon what type of work you are
doing, you may need any combination of building,
zoning, mechanical, plumbing, or dumpster permits,
just to name a few. The following are a few answers to
questions that the Planning and Zoning Department
frequently are asked. For any other zoning, building, or
land use questions, call Borough Hall at (215) 257-5065.
BUILDING PERMITS
A building permit is required for nearly every form of residential and commercial construction one might
perform. There are, however, a few exceptions. You
do not need permits for activities such as: A) any
interior or exterior repair, remodeling or redecorating
which does not require any structural change or any
change of use of a building or portion thereof; B) repair
of a roof, deck, floor or banister of an enclosed porch or
patio attached to the principal residential use, provided
that the work has no structural impact on the principal
use; and C) repair or replacement in kind of doors, door
frames, window sash or window frames, provided that
the work has no structural impact.
DUMPSTER PERMITS
THE WOMAN’S CLUB OF PERKASIE
If you are performing a renovation that requires you
to rent a dumpster for trash removal, the Borough
requests that you place the dumpster on your property
whenever possible. However, if you cannot and must
put the dumpster on a Borough street, you must come
to the Borough offices and fill out a dumpster permit,
notifying the Borough of the location and duration of
dumpster placement.
The Woman’s Club of Perkasie was organized in 1897.
The club is part of the General Federation of Woman’s
Clubs whose mission is dedicated to community
improvement by enhancing the lives of others through
volunteer service. The club meets the 2nd Wednesday
of the month at 1:00 PM at the Pennridge Senior Center,
excluding summer months. We also have an evening
division. There is tea, a program and a meeting. Our
major fundraisers are the fall and spring fashion shows,
plus many activities throughout the year. If you want to
meet new people in a friendly casual atmosphere, learn
more about your community, and help to make it a better
place to live, then join the Woman’s Club of Perkasie. For
more information, contact Lenore Souder at (215) 257-6657.
FENCES
Perkasie Borough does not require permits for fences.
However, we do require residents to notify the Borough
whenever they intend to erect a fence, as there are a
few guidelines to fence placement. Fences: 1) cannot
exceed a height of seven (7) feet, 2) cannot be built on
a neighbor’s property nor upon any utility or access
easements, and 3) cannot impair the line of sight of
your property or your neighbor’s when entering and
exiting driveways and/or roadways.
.
SHEDS
If a shed is purchased and built off-site and
simply delivered to a residence, then only a
zoning permit is needed. Sheds must be at least
fifteen (15) feet behind the rearmost portion of
your home, and at least five (5) feet off of side
and rear property lines.

RECYCLING CENTER
COMMINGLED CURBSIDE RECYCLING
The Borough Recycling Center, located behind the Perkasie
Police Department, 311 South 9th Street, is for the convenience of Borough Residents ONLY. Perkasie Borough
staff may ask for identification when you use the Center.
There are signs indicating where recyclable materials are
to be placed. Please prepare the recyclables as mentioned
in other areas of this community guide, no plastic bags
please. Combine glass, aluminum, tin and plastic (1-7)
containers in the dumpsters that are marked as such and
that have metal stairs. Combine newspaper and cardboard
in the trailer. Trash and bulky items are not accepted at the
Recycling Center. Absolutely NO construction materials,
aluminum/plastic siding, window glass, shutters, etc. are
accepted at the Recycling Center. No laundry baskets,
plastic trash cans, large tin (popcorn) containers, fish tanks,
mirrors or other household materials are accepted. As of
June 1, 2010 yard waste (NO GRASS CLIPPINGS) will be
accepted on the first Saturday of the month 7:30 AM - 3:30
PM, no plastic bags, please use brown paper bags, lawn
and leaf bags or bring a container to be dumped . Please
call the Borough or check the website for details.
Recycling is mandatory for both residents and businesses
within the Borough of Perkasie. All designated recyclables
and leaf waste shall be kept separate from municipal waste.
Commingled recyclables (including glass, plastic containers,
tin and aluminum) are collected on Fridays. Please adhere to
the following guidelines when placing recyclables curbside:
GLASS (all colors): Remove lids and neckbands from bottles
or jars and rinse. No need to remove labels.
(NO CERAMICS, LIGHT BULBS, OR PLATE GLASS,
PLEASE).
ALUMINUM / TIN CANS: Rinse and flatten all cans if possible and remove labels, if any. This includes cans that held
foods, including pet foods. (NO ALUMINUM FOIL, PAINT
CANS, AEROSOL CANS, OR PROPANE CYLINDERS,
PLEASE)
PLASTIC CONTAINERS (1-7): Please remove caps from
bottles and rinse the containers, removing all contents.
Crush the plastic containers to reduce the size as much
as possible, but keep intact.
Recyclables should be combined in open containers with
drainage holes near the bottom (available at the Borough Office). No plastic bags please. Please do not break glass. If
you should have broken glass, place in container with lid and
put out with trash.
PAY AS YOU THROW
Perkasie Borough has a pay-as-you-throw program in which
all residential properties must participate. Residents pay for
Borough disposal bags to dispose of trash. All recycling is
free of charge. The more you utilize the recycling options,
the fewer trash bags you will need to purchase and that will
lower your trash removal costs. Trash bag costs are $3.25
for a large (green) bag holding up to 40 pounds of trash
and $2.25 for a small (black) bag with a maximum
capacity of 20 pounds. Borough trash bags can be
purchased at Borough Hall, Giant, Landis, Pennridge
Beverage and Olde Towne Convenience Store.
NEWSPAPER AND CARDBOARD
Newspaper and cardboard will be collected on the third
Wednesday of each month. Cardboard must be flattened.
Newspaper and cardboard must be bundled and tied securely
or inserted into a durable paper bag, no plastic bags please.
Junk mail, magazines and chip board (cereal boxes) may be
included. Wax coated cardboard, freezer boxes, wood and
nails cannot be included and must be disposed of curbside in
Borough bags. Please keep newsprint and cardboard clean
and free of soil, garbage, etc. If not presented properly there
will be no pickup.
MULTI-FAMILY UNITS (rental properties)
Multi-family unit owners must provide containers for designated recyclable materials and provide written instructions
to all persons occupying each unit to ensure all designated
recyclable materials are source separated.
BAGGED REFUSE
GRASS CLIPPINGS & YARD WASTE
Refuse must be placed in a Borough bag that is closed at
the top. Refuse includes garbage (when drained of liquids),
paper, rags, leather, rubber, metal foils, ceramics, crockery,
plastics, and similar items normally produced by or originating from a private residence. Best rule to remember; if it
fits in a bag, it needs to be in a Borough bag. Ashes
must be thoroughly extinguished and placed in a
metal container. Attach an empty Borough disposal
bag to the container for the corresponding weight of the
ash as your proof of purchase. The bag will be collected
with the ash.
Grass clippings must be bagged in Borough disposal
bags and placed out with household refuse. Perkasie
Borough promotes “grass-cycling” - cutting the grass
before it gets too high, or using a mulching mower, and
letting the grass clippings remain on the ground to nourish the soil. You are encouraged to compost leaves
and garden debris as a means of recycling this material
as valuable mulch and nutrient for your lawn and/or garden. Please see “Recycling Center” for information on
free yard waste drop-off.

the regular trash collection. This collection is limited to items
generated within the household and to a single item per
household per week. A single bulky item is considered one
large household appliance or its equivalent in size. Cans
that contained liquids (latex paints, driveway sealer, etc.)
will be accepted once empty or the liquid has dried to a solid. Bucks County Planning Commission holds a “Household
Hazardous Waste and Old Computer Collection Program”
each year. All dates, times and locations can be found on
our website: www.perkasieborough.org
The Pennsylvania Covered Device Recycling Act was
enacted in 2010 and requires consumers to keep covered
devices, such as computers, laptops, monitors, and
televisions, out of the trash.
Pennsylvania's new electronics recycling law takes effect in
January and will mean a few change for the residents and
businesses in the Borough.
Beginning on January 2, 2013, the Borough's route crews will
no longer pick up televisions and computer equipment for disposal in the waste stream. Computer equipment includes laptops, monitors, CPU's, printers, scanners, keyboards, mouses,
speakers, cables and battery backups. These items, if placed
at the curb, will be left at the curb.
The Borough will pick up bulky waste at no extra charge
in accordance with the current rules and regulations
with the exception that bulky waste will not be picked
up from any household unless at least one bag of trash,
contained in a Borough trash bag, accompanies the
bulky waste.
Many of these devices contain heavy metals that do not belong in the waste stream. Lead, cadmium, and mercury are
just a few examples of heavy metals frequently found in these
devices. But also valuable metals such as gold, silver and platinum, along with base metals such as copper, iron and aluminum that can be separated and reused in new products.
A $10 sticker is required for: washers, dryers, microwaves, hot water heaters, trash compactors, garbage disposals, humidifiers, stoves (electric or gas), riding lawn
mowers, dishwashers, wood stoves, air compressors, pool
filters, snow blowers, electric generators, water softeners,
and any similar large items. Purchase the bulk trash stickers at Borough Hall on weekdays between 8:00 AM and
4:30 PM. Purchase your sticker no later than 3:00 PM on
Tuesday for pickup the following Wednesday. Place the
appliance curbside before 7:00 AM on the collection day (but
not before 6:00 PM the night prior) with the sticker attached
in view from the street. There will be no recalls for items.
The following items WILL NOT be collected by
Perkasie Borough: multiple storm doors, multiple storm
windows, tires (on or off wheels), parts of any type of
vehicle including batteries, all types of heaters (gas, wood,
coal or oil), oil tanks, remodeling materials, out buildings
(wood or metal, garages, wood sheds, etc.), carpeting and
padding exceeding 9’ x 12’.
The law also requires manufacturers of devices to provide for
the collection, transportation and recycling of these devices by
establishing one-day events, permanent collection programs or
mail-in programs.
Here are a few other important points that you should know
about the state's new electronics recycling law:
Residents are reminded that Perkasie Borough does not
accept appliances that contain Freon, such as refrigerators, freezers, dehumidifiers and air conditioners even if the
Freon is thought to be removed from the appliance. Ask the
dealer where you purchased your new appliance about
removal of the old appliance or contact your local dealer
about removal. The following are a couple of
alternatives: Delaware Valley Scrap, Joe Mattero
Recycling, Inc., Schulberger’s Inc.

LEAF COLLECTION
GENERAL INFORMATION
Leaf collection will begin mid-October and continue through
November, weather permitting. Rake leaves into the street
along the curb line without blocking or clogging storm
drains. Please keep vehicles away from areas where
leaves are piled. Leaves will be collected when scheduling
allows. There are no set collection days for areas of the
Borough. The Public Works crew will follow a specific route
and do so cyclically throughout the leaf collection days.
Leaves gathered during other than normal leaf collection days, along with garden debris, must be placed in a
Borough trash bag and placed out with your regular trash
collection or taken to the recycling center on the 1st Saturday of every month from 7:30 AM to 3:30 PM. Proof of Borough residency is required.
Refuse and recyclables must be placed at the curb or alley
no earlier than 6:00 PM the evening prior to your pickup day,
and no later than 7:00 AM the morning of collection. There
are no call backs for trash or recycling that is set out after
7:00 AM. Household refuse must be placed in a securely
tied Borough disposal bag, which does not exceed the
weight of forty (40) pounds for large (green) bags and
twenty (20) pounds for small (black) bags. Borough bags
or recycling containers cannot remain curbside for more
than 24 hours. Borough disposal bags are available at the
Borough Office, 620 West Chestnut Street, and at area
retailers who display the green hickory tree logo. Disposal
of materials resulting from renovation, repair, construction of
buildings and structures, or the removal of trees, will not be
collected by the Borough. Such items shall be removed by
and at the expense of the property owner or the contractor.
If refuse is not collected on your regular trash day due to
inclement weather, it will be collected on the next business
day (when possible).
BRUSH COLLECTION
Brush collection is done the first Wednesday of each month.
Should the first Wednesday fall on a holiday, brush will be
collected the next business day. The January collection will
be held on the first Friday of that month to coincide with the
collection of Christmas trees. Please contact the Borough
office at least 24 hours prior to the collection date to have
your name put on a list for collection. Please bind the
bunches with string for collection and cut to lengths of 4 feet
or less.
CHRISTMAS TREE COLLECTION
Christmas trees (without wire) are picked up along with recyclables during the first three weeks of January. Wreaths
with or without wire will be collected with refuse. Live-balled

introduce young children to a variety of sports in a safe,
structured environment. All games and activities will
encompass hand/eye coordination, balance, agility and
movement - all key factors to the early development of
children in sport. In addition to having a great time playing
the different sports, children develop social interaction and
communication skills. All sports are developed through a

CREATIVE THEATRE CAMP
SUPERHERO CAMP
Students will learn stagecraft while creating their own
play. This production will be guided by the ideas of the
students; characters, plot and setting are all based on
their ideas. The disciplines of the actor are first introduced
through theatre games. Movement, voice, theater terms
and listening are practiced on day one and built on as the
play is developed. The week culminates in a performance
for friends and family on Friday. Everyone should bring a
drink and lunch.
Join forces with Spirit Unlimited to expand your imagination
and become the ultimate superhero. Each superhero will
have the opportunity to pick out a superhero costume of the
day, make crafts that help you fight the battle against evil,
and find out their true identity. The curriculum includes the
six pillars of character, costumes for each day (cleaned
daily), trained and experienced staff instructors, arts, crafts,
and games during break times, ribbons and awards along
with sports activities for each day of camp!

The colorful piece of art rendered on the front
cover of the 2013 Parks and Recreation Community Guide was formerly a drawing made by
Reneé Parker in 1994. With the addition of so
many wonderful new assets to Perkasie parks,
it seemed only fitting to update the previous
representation done in ’94. The new depiction,
done by Crystal Anderson, displays new aspects
like the skate park, as well as a few missing
key landmarks like the Liberty Bell Trolley
Tunnel and the Dog Park. Miss Anderson was
approached to give new life to this piece of art
after working with Nicole Sensinger on the mural
featured on the bath house wall at the Menlo
Aquatic Center. Crystal is a Pennridge High
School graduate who also has an Associate of
Arts degree from Bucks County Community
College. She is currently employed by Lehigh
Valley Health Network but art is one of her
greatest passions. It is nice to reflect on what
Perkasie once was, but when that is coupled
with the vision of all it has become, it makes for
a wonderful perspective of what the future may
hold. Perkasie Borough extends many thanks
to Crystal Anderson for all her hard work in creating this year’s cover of the Perkasie Parks and
Recreation Community Guide.
