REGULAR MEETING MAYOR AND BOROUGH COUNCIL MEETING NO. 13 PAGE NO. 1 June 13, 2016 IN COMPLIANCE WITH CHAPTER 231 OF PUBLIC LAW OF 1975, NOTICE OF THIS MEETING WAS GIVEN BY WAY OF ANNUAL NOTICE FILED WITH THE BOROUGH CLERK, THE HOME NEWS TRIBUNE, THE SENTINEL AND POSTED ON THE BULLETIN BOARD IN THE BOROUGH OF SOUTH RIVER MUNICIPAL BUILDING A Regular Meeting of the Mayor and Council of the Borough of South River, in the County of Middlesex and the State of New Jersey was held June 13, 2016 and was called to order by Mayor Krenzel at 8:05 PM in the Council Chamber of the Criminal Justice Building at 61 Main Street in South River, New Jersey with the following Councilmembers in attendance: Councilmembers Ciulla, Gurchensky, Haussermann, Jones, Trenga, Hutchison Also attending this meeting were Frederick Carr, Borough Administrator and Andrea Wyatt, Borough Attorney. MINUTES The Minutes of Meeting No. 12 held May 23, 2016 was submitted to the Council for acceptance and/or amendment. Councilman Hutchison moved that the Minutes be approved as amended. Councilman Ciulla seconded the motion. ROLL CALL VOTE YEAS: Ciulla, Gurchensky, Haussermann, Jones, Trenga, Hutchison NAYS: None ORDINANCES – FIRST READING BY TITLE ONLY BOND ORD 2016-7 BOND ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS AND THE ACQUISITION OF VARIOUS CAPITAL EQUIPMENT, APPROPRIATING $300,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $285,000 BONDS AND NOTES TO FINANCE A PORTION OF THE COSTS THEREOF, AUTHORIZED IN AND BY THE BOROUGH OF SOUTH RIVER, IN THE COUNTY OF MIDDLESEX, NEW JERSEY Councilman Hutchison moved that the Council pass the said Ordinance on its First Reading by Title Only and that the Clerk be authorized to publish same as is required by Law with the Second Reading and Public Hearing to be held on June 27, 2016 immediately after conclusion of the 7:00 p.m. Business Meeting or soon thereafter in the Council Chambers of the Criminal Justice Building at 61 Main Street in South River, New Jersey. WHEREAS, the Chief Financial Officer of the Borough has certified the availability of funds in account C-06-15-018-103. NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Mayor and Council of the Borough of South River in the County of Middlesex, the State of New Jersey, that the above recited bid be and the same is hereby accepted and that a contract be and the same is hereby awarded to Bay Head Investments, Inc., d/b/a VCI, as per the bid so submitted. BE IT FURTHER RESOLVED that the appropriate officers of the Borough be and they are hereby authorized and directed to execute all instruments necessary to complete the above stated transaction but only upon submission of all documents required by the bid specifications and approval of same by the appropriate borough officials. WHEREAS, the Employer hereby recognizes Local 255, United Service Workers Union, IUJAT, as the exclusive bargaining unit for all blue and white collar employees working more than thirty (30) hours per week including but not limited to those job titles as set forth in the Collective Bargaining Agreement, but excluding employees represented by the International Brotherhood of Electrical Workers, Local 1303; employees represented by the Sewer and Water Association, Local 60; managerial executives, confidential employees, professional employees, casual employees, police employees, and supervisors within the meaning of the New Jersey Employer-Employee Relations Act, N.J.S.A. 34:13A-1 et seq. RES: 2016-200 JUNE 13, 2016 RESOLUTION AUTHORIZING THE TEMPORARY SUSPENSION OF PARKING METERS FROM JULY 23, 2016 THROUGH JULY 31, 2016 WHEREAS, in support of the South Rive Economic Development Commission’s Restaurant Week scheduled from Sunday, July 24 through Thursday, July 28, 2016, and in an effort to help attract the public to participate in Restaurant Week, the governing body of the Borough of South River would like to temporarily suspend the requirement to pay parking meter fees; NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the governing body of the Borough of South River in the County of Middlesex and the State of New Jersey, that any requirement to pay parking meter fees shall hereby be suspended from July 23, 2016 through July 31, 2016, with all meters to be bagged or otherwise covered during this period of time. BE IT FURTHER RESOLVED that the first day of enforcement will be August 1, 2016. If business owners notice this happening, bring it to the attention of the Economic Development Commission; will be looking at other alternatives for the future. Councilman Trenga stated he will check with businesses regarding any concerns with free parking. Mayor Krenzel noted that Restaurant Week is July 24 through July 28, 2016.
