Lawson Canadian Armed Forces members leave Afghanistan confident they have helped Afghans to reclaim their country from terrorism and helped them to provide for their own security. The last chapter of our mission in Afghanistan is not yet written and it will not be for us to write. That task will fall to the Afghans themselves. Our experiences in Afghanistan, built over more than twelve years, have made us even stronger and they have been woven into the very fabric of the Canadian Armed Forces. We can look back on our contributions and achievements in Afghanistan with pride, hard earned and dearly paid, and know that we have made a difference. TO ALL TO WHOM these presents shall come or whom the same may in any way concern, Greeting: WILLIAM PENTNEY Deputy Attorney General A PROCLAMATION Whereas Canadians, both at home and abroad, have honourably, courageously and loyally served Canada by participating in the Afghanistan mission from 2001 to 2014; Whereas March 31, 2014 marks the end of the Canadian military mission in Afghanistan; Whereas the strength and courage demonstrated by our men and women in uniform serving on the battlefield and supported by personnel from other government departments have advanced the national interests of Canada in the fight against terrorism; 10 Whereas the families of our men and women of Her Majesty’s Canadian Armed Forces and Canadian communities from coast to coast to coast have admirably and consistently supported the sacrifices being made by those serving in Afghanistan; Whereas it is desirable to build and strengthen an appreciation in Canadians for their contribution to the Afghanistan campaign and to promote the special role our families and communities play when our sons and daughters are in foreign lands; Whereas it is desirable to recognize our appreciation for the sacrifice of all those who serve our great nation and all those who have paid the ultimate price for freedom; And whereas, by Order in Council P.C. 2014-281 of March 17, 2014, the Governor in Council ordered that a proclamation do issue declaring May 9, 2014 as a “National Day of Honour”; Now know you that We, by and with the advice of Our Privy Council for Canada, do by this Our proclamation declare May 9, 2014 as a “National Day of Honour”. Of all which Our Loving Subjects and all others whom these presents may concern are required to take notice and to govern themselves accordingly. By Command, JOHN KNUBLEY Deputy Registrar General of Canada GOD SAVE THE QUEEN National Day of HONOUR AFGHANISTAN 11 Introduction The National Day of Honour The National Day of Honour was announced by the Prime Minister and declared by Royal Proclamation on March 18, 2014. It is an opportunity for Canadians to honour the valour, strength and sacrifices of all those who served in Afghanistan over the last 12 years, including the more than 40,000 Canadian Armed Forces members who helped to combat terrorism, stabilize Afghanistan and rebuild the country’s capacity to provide its own security. With Canada’s help, thousands of members of the Afghan National Security Forces have been trained, hundreds of kilometres of roads have been built or repaired, dozens of schools have been restored, thousands of teachers trained, and millions of children have been vaccinated against diseases like polio or measles. But these great achievements did not come without a price. Our country lost 158 Canadian Forces personnel, one diplomat and a number of civilians in this mission to make the world a safer place. These were sons and daughters, brothers and sisters, friends and family. All of them loved by those who knew them, and by their country. All of them heroes. We are proud to be taking the opportunity to honour all who served in Afghanistan as well the families that were their strength back home, by organizing several events leading up to the National Day of Honour on May 9th, including: the Soldier On Afghanistan Relay, a parade in Ottawa, two minutes of silence, a fly-by salute, displaying the Afghanistan Memorial Vigil, and a number of events across the country. 12 Soldier On Afghanistan Relay The Soldier On Afghanistan Relay for the injured personnel is symbolic of the resolve of Canadians to persevere over hardship. The relay is also a symbol of the strength of our Canadian Armed Forces and of our supporting communities. A team of 19 personnel from Soldier On are carrying the last Canadian flag flown in Afghanistan in a specially-built baton. For our soldiers who risk their lives, the flag represents pride and commitment. The relay team ran through communities between Trenton and Ottawa. This sixday relay, which took place from May 4-9, was completed by 19 individuals who were injured in Afghanistan (16 Canadian Armed Forces members, two Royal Canadian Mounted Police Officers and one employee from the Department of Foreign Affairs, Trade and Development). Day 1 – Canadian Forces Base Trenton to Napanee (Route 2) Day 2 – Napanee to Kingston (Route 2) Day 3 – Canadian Forces Base Kingston to Perth (Route 10) Day 4 – Perth to Kanata (Route 10) Day 5 – Kanata to Gatineau City Hall and Ottawa City Hall Day 6 – Beechwood Cemetery to Parliament Hill (via Rideau Hall) At their arrival on Parliament Hill, on May 9, 2014 for the National Day of Honour, the team will pass the baton to the last Task Force Commander who will present it to the Chief of Defence Staff, who will then present the baton to the Prime Minister of Canada. National Day of HONOUR AFGHANISTAN 13 National Day of Honour Parade The National Day of Honour Parade will begin near the Canadian War Museum on Wellington Street and end on Parliament Hill. The National Day of Honour Parade is comprised of members of the Canadian Armed Forces with a Guard of Honour of 300 personnel and combined bands (Central and Royal 22e Régiment, the Royal Canadian Mounted Police Pipes and Drums, and the Correctional Service Canada Pipes and Drums). Men and women from all units that served in Afghanistan will participate in the parade. Veterans and civilians that have been involved in protecting our interests and defending freedom around the world will also be involved in the National Day of Honour Parade. A large number of youth are also attending the National Day of Honour and engaging in this important day. In addition, a Youth Remember Canada’s Mission in Afghanistan online learning feature and further material for educators and youth organizations is available at www.canada.ca. Moment of Silence Following the National Day of Honour Parade, a gunshot will indicate the start of the moment of silence and Canadians across the country will keep two minutes of silence to reflect upon the sacrifices made during the mission. The national moment of silence will be observed at 13:30 Eastern Daylight Time across the country. 14 Fly-By The National Day of Honour will also feature two fly-bys operated by the Royal Canadian Air Force. A fly-by is a traditional and ceremonial form of aerial salute. They serve to show respect and they occur on national days and on special occasions and anniversaries. In Canada, fly-bys are done annually over Parliament Hill on Canada Day and after the national anthem at each Grey Cup event. Fly-bys are also conducted to mark the end of military missions such the end of Operation Palladium in Bosnia in 2005 and Operation Mobile in Libya in 2011. Today’s fly-by will be broken into two segments of fixed-wing and rotary wing. They will be made of the numerous aircraft that provided support during the Afghanistan conflict from 2002 until the closure of Camp Mirage (Canada’s support base in the Persian Gulf region) in 2010. During this period, Royal Canadian Air Forces aircraft logged over 22,000 flying hours in over 4,500 missions, and carried over 78,000,000 pounds of cargo and over 244,000 passengers in support of the Canadian mission in Afghanistan. Recognizing the need for additional air power support in Afghanistan, Joint Task Force Afghanistan Air Wing (JTF-A Air Wing) was formed in Kandahar in December 2008. The Air Wing was the first Canadian air force formation of its size and type deployed to an area of armed conflict since the Second World War. Its mandate was to control all Royal Canadian Air Forces’ aircraft arriving in, and departing from, the theatre of operations, to provide critical air combat, intelligence, surveillance and reconnaissance support, and to provide strategic and tactical air lift support to Canadians and their allies operating in Southeast Asia. The fly-by will be of aircrafts that served in Afghanistan such as; • A CC150 (Airbus): The Airbus was part of the Strategic Airlift Detachment tasked with medical evacuation, sustainment and re supply, rapid delivery of operationally required items and movement of personnel. During Operation APOLLO, the Strategic Airlift Detachment moved approximately 3.5 million kilograms of cargo and more than 2,300 passengers. The Airbus made its first landing to Kandahar Airport in 2011 in support of the last Canadian combat troops in the province. National Day of HONOUR AFGHANISTAN 15 16 • Two C130 (Hercules): In July 2006, a Hercules began delivering supplies to troops by airdrop—the first such resupply mission conducted since the Korean War (1950-1953). The airdrop supported some 10,000 Afghan and coalition troops deployed in Helmand, Zabul, Oruzgan and Kandahar provinces, and demonstrated the importance of air power to mission success in Afghanistan. • A CP-140 Aurora Maritime Patrol aircraft: CP-140s were also employed in Operation APOLLO in the Persian Gulf from late 2001 to mid-2003, where they flew 500 air patrol sorties as part of Canada’s contribution to the international campaign against terrorism. • A CC177 (Globemaster): Canada’s four CC-177 Globemaster III strategic airlifters were delivered in 2007-2008. The newly purchased CC-177 Globemaster III strategic airlifters were quickly incorporated into the Royal Canadian Air Force and almost immediately began participating in strategic airlift operations in and out of theatre. • Two CH-146 Griffon helicopters: With the purchase of six D-model Chinooks, eight CH-146 Griffon escort helicopters were deployed to Afghanistan, to be part of the Joint Task Force Afghanistan Air Wing (JTF-A Air Wing) and act as armed escorts. • A CH147 (Chinook): Six D-model CH-147 Chinook helicopters were purchased from the United States in 2008 and, remarkably, made their debut flights as Canadian aircraft a week after being transferred to Canada’s Air Wing. The CH-147F Chinook flying on May 9 is an advanced, multi-mission, medium to heavy-lift helicopter and is part of 450 Tactical Helicopter Squadron, under the command of 1 Wing Kingston, Ontario, and based in Petawawa, Ontario. In total, 14 of the 15 helicopters have been delivered with the last delivery scheduled for June, 2014. Afghanistan Memorial Vigil The Afghanistan Memorial Vigil commemorates the hard work, dedication and sacrifice of Armed Forces members during Canada’s mission in Afghanistan, and recognizes the support of military families, friends, and all Canadians. The Vigil consists of 190 plaques from KAF Cenotaph representing the Fallen (158 Canadian military, one diplomat, one reporter, one contractor and 40 Americans) along with information and artifacts incorporated into a reconfigurable, mobile display. The Vigil will be in the Hall of Honour, in the Centre Block on Parliament Hill for the National Day of Honour, May 9, 2014. The Hall of Honour is a ceremonial hall that is used for state occasions, parliamentary events, and formal processions. A number of military vehicles will be on display. Each vehicle will be manned with military personnel who will be pleased to answer questions from the public.
