The 10th Regional Meeting
on the Recognition of Higher
Education Qualifications in the AsiaPacific Region was held on May 6
to 8, 2009 at the historical Manila
Hotel. Hosted by the Commission on
Higher Education (CHED) in
cooperation with the United Nations
Educational, Scientific and Cultural
Organization (UNESCO) and the
Australian Department of Education,
Employment and Workplace
Relations (DEEWR), the Regional
Meeting was conducted to discuss
the actions to strengthen the relations

Public Consultations on Guidelines for
Student Internship Program Conducted
The much awaited revisions
on the guidelines for Student
Internship Abroad Program for all
courses with practicum subject
(CHED Memorandum Order No.
15 s. 2002) was subjected to public
consultations locally and abroad.
Commissioner Hadja Luningning
Misuarez-Umar together with
Director Catherine Q. Castañeda,
Engr. Ronaldo A. Liveta, the officials
and staff of the Office of Student
Services, the CHED regional offices
and other concerned central offices
made possible the implementation of
the said activities.
About 300 participants
attended the series of consultations
to gather feedback on the proposed
revised guidelines on the internship
program of students abroad and in the
Philippines. Participating higher
education institutions and accredited
training partners attended the event.
For the proposed revised guidelines
on Student Internship Abroad
Program, consultations were held at
St. Scholastica’s College, Manila on
September 2, 2008, at University of
San Jose Recoletos, Cebu City on
October 13-14, 2008 and at the
Philippine Embassy, Singapore, with
the Filipino community and foreign
training partners on September 20,
2008.
A series of orientation
seminars for the said two guidelines
with CHED Regional Coordinators
participating HEIs’ coordinators and
training partners were conducted in
May 2009 in Quezon City.
Jumpstarting the RUS Project
The Regional University
System (RUS) has been identified as
one of the most viable and costeffective strategies to rationalize the
public higher education system in the
country. Hence, CHED is committed
to implement this innovative
approach to improve the governance
structure and internal operations of
state universities and colleges
(SUCs) at the regional level.
On October 8, 2008,
Chairman Angeles formally launched
the RUS and Complementation
Project in Region XI. To jump start
the implementation of the RUS
(Regional University System) – Region
XI Project, a capacity-building activity
in particular the “Training on the
Regional Strategic Management and
Curriculum Development: An
Operational Framework for the
Regional University System” was
conducted at the USEP Main Campus
on February 16-21, 2009.
Participants of the RUS training
program included Vice-Presidents,
Deans, Program Directors, and
Budget Officers from the 4 SUCs. The
30 participants from Region XI
hurdled the training program
successfully coming up with the
mission, vision and strategic and
operational plans for the RUS Region
XI. Likewise, a curriculum
development framework was
formulated to facilitate the
harmonization of the GEC and the
identified flagship programs of the 4
SUCs in Region XI.
The participants who attended the “Training on the Regional Strategic Management and Curriculum Development conducted at the USEP Main
Campus on February 16-21, 2009. Participants were Vice-Presidents, Deans, Program Directors, and Budget Officers from the 4 SUCs from
Region XI.

CHED Chairman Visits CHEDROs
One of the main agenda of
newly appointed CHED Chairman
Emmanuel Y. Angeles focuses on
quality and excellence. His first step
in making higher education more
globally competitive is to conduct
Regional Consultative Meetings in all
17 regions of the country. Chairman
Angeles has been up on his toes for
the past six months to present the
recommendations of the Presidential
Task Force for Education (PTFE) on
the Roadman to Quality Education:
A New Philippine Education
Highway to major stakeholders of
the higher education sector.
His campaign and crusade all
over the country started in January
2009. Bringing with him key CHED
officials from the central and regional
offices to assist him in shedding light
on issues and concerns, Chairman
Angeles made it a point to meet with
presidents and heads of public and
private higher education institutions
as well as leaders of education
associations and concerned entities.
During the Consultative
Meetings, Chairman Angeles
articulated on the report of the PTFE
and elaborated as well on the following

mobility of

academicians.
The Regional Meeting aims
to provide an overview on
recognition tools associated with
qualification frameworks; including
diploma supplements/graduate
statements, quality assurance
processes, credit transfer systems,
and data/information management
processes at the same to seek
agreement on a program and
structure to progress the
development of an Asia-Pacific
regional qualification framework in
higher education. The 3-day affair
brought together experts in
developing qualification frameworks
within the Bologna process from
Europe and from the higher education
sectors of Australia and other
countries in the Asia-Pacific region.
During the opening program,
CHED Chairman Emmanuel Y.
Angeles welcomed the foreign and
local participants, followed by the
opening address of Dr. Gwang-jo Kim
of UNESCO Bangkok. CHED
Commissioner Nona S. Ricafort,
elected Chairperson of the 10 th
Regional Committee Meeting also
gave her inspiring address. Presidential

Undersecretary Mona DumlaoValisno delivered the keynote address
of Her Excellency President Gloria
Macapagal-Arroyo.

and opinions on the plenary and in
three break-out sessions. Among the

Aside from a very hectic
schedule of activities for three days,
a welcome dinner on the first night
was held at Mabuhay Palace, Manila
Hotel was held. On the second night,
dinner was hosted by CHED at the
floating restaurant, MS Philippines
Barrio Fiesta where participants and
guests were serenaded and
entertained by the different chorales
and artists from prestigious higher
education institutions showcasing the
Filipino songs and dances. The HEIs
which participated included Angeles
University Foundation Bulacan State
University, Rizal Technological
University, and Eulogio “Amang”
Rodriguez Institute of Science and
Technology.

New Practicum Rule for
Agriculture Interns

pursue agriculture as a priority
discipline in the Philippines.
The program was a pilot test
of the cultural agreement between the
Philippines and Israel. To date, a total
of 100 student trainees from 4 SUCs
availed of the program. Although there
were issues and concerns raised,
corrective actions were immediately
implemented so that the student
trainees benefitted more from the said
program. Based on the feedback
gathered from the implementing
SUCs, the students were able to
hone their skills and learned different
agricultural technologies including
financial support to students to cover
their expenses. Included in their
studies were educational tours to
some historical places in Israel such
as the Dead Sea and Jerusalem.

municipalities / towns in the entire

The program will ensure that
the best public high school graduate
of every municipality nationwide will
be a recipient of a college education.
All “Town” Scholars will receive a
scholarship for a four or five-year
college degree program, which will
include free tuition and transportation
and living allowances, not exceeding
P15,000 per semester for SY 20092010 and every year thereafter. A
“Town” Scholar however, must pass
the state college or university
entrance examination. The
scholarship is a separate, special
program under the leadership of

14 HEIs Cited 2008 Best Student Services Award
The 2008 Best Student Services
Award was held at the U.P. NCPAG
Conference Room, U.P. Diliman,
Quezon City on April 17, 2009 where
14 HEIs received recognition and cash
prizes.
The Best Student Services
Award started in 2005 along with
Commission-approved awards such as
the: Best Research program Award,
Outstanding Higher Education
Administration, Most Innovative
Academic Program and Best Income
Generating Project. This award
recognizes institutions with
outstanding student services
programs developed and implemented
in support of the student’s academic
success and development. Further,
this award aims to:
• provide impetus for enhancing student
services in public and private Higher
Education Institutions (HEIs),
• promote greater appreciation of the
importance of rendering effective and
efficient student services in higher
education;
• recognize excellence in student affairs
and services in HEIs
As a policy, the search for the
Best Student Services Award is
conducted every three years to provide
periodic recognition of excellence in the
HEIs student affairs and services. As
approved by the Commission en banc,
cash prizes shall be dedicated to further
improve, innovate new research or
programs to engender continuing
excellence.

Chairman Angeles Spearheads Creation of the
RAHEI and NAHEI
One of the main plans of
Chairman Emmanuel Angeles during
his first few months in CHED is the
realization of his vision and plan of
having a unified higher education
sector, whereby he intends to
organize all HEIs into one body. This
will prompt the organization of the
Regional Associations of HEIs or the
RAHEIs which will be composed of
both public and private HEIs. The
RAHEIs shall conduct academic
cultural and sports activities
culminating in a national competition
to be supported by CHED. Also,
RAHEIs will serve as conduits of
CHED and CHED Regional Offices
in granting incentives to HEIs such as
scholarships and financial assistance.
Eventually, the RAHEIs will
comprise the National Associations of
Higher Education Institutions or the
NAHEI, which will be the primary
association that CHED will deal with
regarding various issues and concerns
as well as programs and projects.
In general, the NAHEI is
envisioned to advance and promote
the educational work of all colleges
and universities in the Philippines
through the RAHEI, so as to elevate
continually the standards of education
therein, and contribute to the
development of responsible, globally
competitive citizenship among the
youth of the land. It shall also strive
to uplift the standard of instruction in
all schools, colleges and universities
in the Philippines and to foster the
ideals of service to the youth as a
means to hone their character and
prepare them to be good citizens and
future leaders of the country.

Iranian Ambassador Visits CHED
The Ambassador of the
Islamic Republic of Iran, His
Excellency Ali Mojtaba Rouzbehani,
has recently paid a courtesy visit to
Chairman Emmanuel Angeles at the
new HEDC Building in Diliman,
Quezon City.
Their meeting focused on the
implementation of the Educational
Exchange Programme between the
Philippines and the government of the
Islamic Republic of Iran for year
2008 to 2011. The agreement
includes the exchange of information
materials of both countries, the study
visit of CHED officials to Iran and
the possible establishment of
linkages/academic cooperation
between the University of Tehran
and Philippine HEIs.
The discussion revolved on
the issues and concerns about the
welfare of the Iranian students such
as: reasonable tuition fees, provision
for a prayer room in the school
campus, flexible attire and the strong
support and cooperation of the deans
of different disciplines in HEIs where

PRISAA in Full Swing
The Private Schools Athletic
Association (PRISAA) 2009
National Games was held at the
sprawling Metro Naga Sports
Complex in Naga City from April 20
until –, 2009. Through the concerted
efforts of CHED headed by
Chairman Emmanuel Angeles, PSC
Chairman Harry Angping, Naga City
Mayor Jesse Robredo, and PRISAA
Chairman Gonzalo Duque, the
PRISAA National Games 2009
gathered elite collegiate athletes from
the country’s 17 regions to exhibit
their crafts and sportsmanship.
President Gloria MacapgalArroyo congratulated the PRISAA
organizers for the 100 percent
participation of the regional
contingents during her keynote
speech as Guest of Honor during the
opening ceremony at the University
of Nueva Caceres Sports
Gymnasium.
“While we are living during
challenging economic times, you
athletes are our examples of discipline,
hard work and team work that will
eventually pull us Filipinos through,”
said Mrs. Arroyo during the inaugural
rites of the event which was sponsored
by the Commission on Higher of
Education and the Philippine Sports
Commission. Mr. Manuel V.
Pangilinan, Chairman of SMART and
PLDT, was also cited for supporting
the said event.
CHED Chairman Angeles, on
the other hand, stated during a meeting
with PRISAA organizers that the
PRISAA is significant with respect to
the President’s vision of an integrated
sports development program, adding
that next year’s sportsfest may even
be bigger with possible involvement of
state colleges and universities in the
tertiary meet.
Naga City Mayor Robredo
also thanked the PRISAA organizers
to giving Naga City the opportunity to
host the event for the second time
since 1959.

The Agreement highlights the
establishment and implementation of
an Integrated Sports Development
Program (ISDP) by the CHED and
PSC as envisioned by President Gloria
Macapagal-Arroyo where the private
and public higher education institutions
(HEIs) will participate in and
supported by PRISAA and SCUAA.
Both CHED and PSC are also
directed to establish the Philippine
Sports Academy where athletes,
coaches, trainors, and other sports
officials will be trained to be at par with
global standards. On the other hand,
the PRISAA and SCUAA are tasked
to coordinate with the CHED and
PSC on the conduct of regional and
national games involving the 17 regions
of the country.
The event was also attended
by members of the press as well as
other officials of the PSC.
The Commission on Higher Education (CHED) is the government
body covering both public and private higher education institutions as well as
degree-granting programs in all tertiary education institutions in the Philippines.
The CHED was created on May 18, 1994 through Republic Act No.
7722 or the Higher Education Act of 1994. The CHED is attached to the
Office of the President for administrative purposes.
The creation of CHED was part of a broad agenda for reforms in the
country’s education system, outlined by the Congressional Commission on
Education (EDCOM) in 1992. Part of the reform is the trifocalization of the
education management into the Department of Education (DepEd) for basic
education, the Commission on Higher Education for tertiary and graduate
education, and the Technical Education and Skills Development Authority
(TESDA) for technical-vocational and middle level education.
