Cayabyab ANGELES CITY - Mayor Edgardo Pamintuan and the city’s Gender and Development Office have announced their support to Senator Pia Cayetano’s Senate Bill No. 2710, or the Expanded Maternity Leave Law of 2015, which seeks to expand the maternity leave of working mothers—married or unmarried—from 60 days to 90 days. The bill also aim is to provide working mothers “sufficient time to take care of their newborn babies and regain their full health,” according to Cayetano, in her explanatory note. Pamintuan noted that the proposed law is “for the entire family and will ensure greater bond between the mother and the infant.” For her part, Angeles City GAD Officer Poyen Pineda-David said that, “The longer leave would allow working mothers to complete the exclusive breastfeeding of their babies for six months. This will contribute to better health for the children and the mothers too.” In her bill, Senator Cayetano also stated that, “According to a study cited by Time magazine, mothers who immediately resume work after giving birth experience disparaging health and increased personal stress. This, in turn, affects the total well-being of the family, including the health and cognitive development of the children.” “Our family is most important to us. A healthy family con- tributes to a healthy society and community,” Pamintuan said. Once approved, the proposed law will give a working mother in the government, who has rendered an aggregate service of at least six months in the last 12 months, a maternity leave of 90 days with full pay based on her average weekly or regular wages, whether the delivery was normal or Caesarean. Cayabyab ANGELES CITY — Renowned Kapampangan artists are set to hold a fashion gala event which will showcase homespun art and modern styles. The gala, titled “Pidayit,” to be held on April 25 at the Holy Angel University, will feature creations of Kapampangan fashion designer Philip Torres. The show will feature Kapampangan beauty titlists and internationally renowned models under the direction of Kapampangan musician and stage director tified in writing before the 75th day of maternity leave. In the private sector, a working mother, who has paid at least three monthly maternity contributions in the 12-month period preceding the semester of her childbirth, abortion or miscarriage and who is currently employed, shall be paid a daily maternity benefit equivalent to 100 percent of her present basic salary, allowances and other benefits or the cash equivalent of such benefits for 90 days. • Andy Alviz. According to Torres, “Pidayit” conjoins the concept of culture and chic. “The style translates to an assortment of clothing and accessories, all bearing the same hand-crafted look and appeal,” Torres said in a statement. He said the initiative creates capacity building for housewives, differently-abled individuals, unwed mothers who depend on such livelihood for their families. Proceeds of the gala will go to the restoration of the old Municipio of Angeles, now known as the Museo Ning Angeles. The museum is a revered landmark of Angeles City. It has become the city’s venue for cultural activities, be it from the private or government sector. It has been a beehive of activity from exhibits, art classes, concerts and venue for traditional celebrations. On June 12, 2012, the museum building was declared and marked as an “Important Cultural Property” by the National Museum of the Philippines by the powers vested by Republic Act 4846, as amended by Presidential Decree 374 and Republic Act 8492.• FOR DESKTOP PCs SMARTPHONES & TABLETS! Known as the Araw Ng Kagitingan Ultra-Marathon (A Tribute to World War II Veterans), the event started in 1986 with 29 members of Safer Runners Of San Fernando Inc., headed by founding organizer Ed Paez, a sportswriter and retired info officer of the Bureau of Fisheries and Aquatic Resources in Central Luzon. Up to now, the organizers don’t collect registration fees from runners who want to join the non-competitive relay run of the dreaded trail that was first supported by the late Pampanga Gov. Bren Z. Guiao, with a dump truck as their lone support-water-food mobile station vehicle. The effort was not left unnoticed as the Philippine Sportswriters Association (PSA) cited Central Luzon’s Araw Ng Kagitingan Ultra-Marathon during its Awards Night held on March 5, 2011 at the Manila Hotel, Rizal Park, Manila, aside from three previous citations by the Sports Communicators Organization of the Philippines (SCOOP) in 1993, 1995 and 1997. The group also urged lawmakers to institutionalize positive discipline by drafting and enacting laws on positive discipline in local as well as national government. The advocates composed of Child Rights Network (CRN), Plan International Philippines, Philippine Legislators on Population and Development and Lihok Pilipinas Foundation also called on the Senate to act on the passage of pending bills on positive discipline including House Bill 4907 or the Positive and Nonviolent Discipline of Children Act recently passed by Congress. The call was made on Wednesday (March 18) in Quezon City during the event they conducted dubbed “Disciplining Children without Harm: National Media Briefing on Positive and Non-Violent Discipline. The group presented a 2011 Pulse Asia survey that showed two out of three parents in the country practiced corporal punishment to discipline children. The same survey also revealed that nine out of ten parents who use physical or psychological punishment have experienced it from their parents. “We have to chalCHILD RIGHTS... NFA administrator Renan Dalisay, during the 85th NFA Employees Association Board Conference at the agency’s office here, said that lack of quality NFA rice was the major issue thrown to them. “The image of (NFA) personnel was greatly tarnished in the past months due to poor quality of available NFA rice which was grayish with foul odor and seemed to be unfit for consumption. However, the present rice for domestic consumption are of high quality,” Dalisay said. The issue came out when 400 bags of rotting NFA rice was found three weeks ago in the comfort rooms of Evelio B. Javier gymnasium in San Jose, Antique by Gov. Rhodora J. Cadiao. Dalisay also assured that Nueva Ecija can sustain the rice needs of the people because of the availability of NFA rice and commercial rice from various outlets. He, however, said that NFA can still purchase by the consumers at government price of Php17.80 per kilo. Meanwhile, the NFA Council has announced their plan to import a total of 500,000 tons of milled rice intended to augment locally grown stock in the lean season that starts in July. Dalisay said that the government is working out for the lifting in 2017 of the Quantitative Restrictions (QR) on rice im- ports by exerting effort to bring down the production cost of the cereal by at least P5 in partnership with the Philippine Rice Research Institute (PhilRice). The QR is a trade restriction on the cost of an item or service being imported in a country. These are normally enacted to protect the price of domestically produced goods. In the target year of 2017, and if ever the cost of production remains high farmers may not be able to compete with rice imports. (PNA)• DONATION TURN-OVER. External Affairs Dept. Manager Angelo C. DTI Regional Office in Angeles City topped the most number of resolved cases at 128 followed by the provincial offices of Bulacan-70, Nueva Ecija-69, and Pampanga-59. “We remind dealers, retailers, and manufacturers to follow the provisions of Republic Act 7394 otherwise known as the Consumer Act of the Philippines which stipulates that implied warranty for consumer items such as cellphones and tablets range from 60 days to a year,” Angeles stressed. Moreover, the DTI official called on the buying public to be vigilant in examining the warranty certificates, which should meet the minimum standards for warranties under the law. “The certificate should clearly stipulate the duration of the warranty with its terms and conditions to ensure that the consumer is protected by inherent defects of the product,” Angeles added. • CSR PROJECT FOR WOMEN. PNP Officer-in-Charge Leonardo A. Espina has ordered a nationwide security plan to ensure safe and secure travel of motorists and commuters this coming Lenten Season and summer vacation. According to Directorate for Police Community Relations (DPCR) Director, Danilo S. Constantino, police presence will be intensified through increased foot/mobile patrols, establish Police Assistance Desks/ Centers (PADs/Cs). Road safety marshals will also be deployed in convergence points particularly in bus terminals, airports, seaports, train stations, recreational areas including highways, main thoroughfares and crime prone areas to ensure maximum police presence. The PNP added that criminal elements may take advantage of people converging in places such as beach and other tourist destinations for relaxation and recreation. Espina also instructed all regional and police units to coordinate with local government units (LGUs), non-government organizations (NGOs), and other government entities and volunteer groups in establishing PADs/Cs and deploying Road Safety Marshalls for a collaborative and unified delivery of public safety services and assistance. Meanwhile, the PNP is calling for the cooperation of the public to prevent any crime in the community by providing authorities relevant and timely information through social media (Twitter @pnppio and @pnphotline or PNP Facebook page) and Isumbong Mo Kay TSIP hotline at 0917-8475757. It’s way too early for politicking, and it will not do both parties well if they keep doing what they’re doing at this stage in the game. In an open letter to Angeles City Vice Mayor Vicky Vega-Cabigting, city administrator Dennis Albert Pamintuan was very forward enough to point out that the vice mayor should not provide the public “confusing” information about the removal of allowances of teachers – which the city government has denied. There was an earlier issue that Cabigting alleged that the Local School Board (LSB) is planning to remove the monthly allowances of public school teachers charged to the Special Education Fund (SEF). But Mayor Ed Pamintuan’s office described as “malicious and purely black propaganda” this statement made by Cabigting. Now, we have not heard anything from the good vice mayor on the issue, as she has not released any press statement in this paper. But we would like to hear her side. We are hoping that the mayor and vice mayor of Angeles City would settle whatever differences they may have, what with the elections rearing its ugly head this early. People are speculating that the issue has come to fore because Cabigting has plans to run for city mayor in 2016 against the incumbent mayor. Because one plus one equals two, people think they already have the answer. Let’s give both a chance to clear the air between them, for the sake of Angeles City. The elections are still a year away, and they both have a lot to do for their city yet. Sensing that their appeal at the Civil Aeronautics Board to resume its 3rd daily f light will not get the nod of CAB officials, Emirates Airlines lodged its appeal to no less than President Benigno Aquino III, himself in a cobweb of more important issues that needed to be addressed. Let alone the senseless death of SAF 44 that was now hounding his administration. So the Manila-Dubai route is underserved. That is the contention of the Emirates Airlines, the very same Dubai-based airline that left the Clark International Airport to the consternation of Overseas Filipino Workers. “We Emirates Airlines aired lame excuses such as poor load factor, excise tax on aviation fuel and so on. Without warning, Emirates Airlines doused cold water to the officials of Clark International Airport Corporation and left CRK in a rush. My friend Joey Pavia of Business Mirror comes to mind when he told Emirates Airlines: “How deep is your pocket?” In the same press briefing held at the premises of the Holiday Inn Resorts, a top executive of Emirates Airlines regaled reporters how they started in India with poor load factor and succeeded over time. This same Emirates Airlines executive said they will replicate their success elsewhere in Clark – until the airline clipped its wings and transferred to Manila. Emirates Airlines has violated the terms of the contract with Check and Balance Arnel San Pedro than a month since Emirates sought the intervention of President Aquino regarding the fate of its 3rd daily f light but they have not yet heard from the Office of the President. And they probably won’t. President Aquino should tell Emirates Airlines to honor its commitment to Clark. The additional f lights to Dubai can be filled up by Cebu Pacific or Philippine Airlines. There is no need for the 3rd daily f light of Emirates. Said Emirates Philippine Country Manager Abdalla Al Zamani: “We encourage CAB to reconsider its decision and to allow the resumption of our third f light as soon as possible for the sake of tourism and the business community.” Well, well, well. OPINION 5 G ONE are the days when we call the head of an agency as a “chairman” because we call him or her as a “chairperson” nowadays, or we no longer use the term “fireman” instead, we call them as “firefighters.” We also use the word “gender” to refer to being a male or a female (instead of using the word sex.) We also refer to our elderly people as “senior citizens.” This is because of what we call “political correctness”, a term which, according to Wikipedia.org, “denotes language, ideas, policies, and behavior seen as seeking to minimize social and institutional offense in occupational, gender, racial, cultural, sexual orientation, certain other religions, beliefs or ideologies, disability, and age-related contexts, and doing so to an excessive extent.” I have shared this to my students in my speech communication class, and I think it is worth sharing to you my readers as well. We often hear the words “retarded”, “autistic”, or “abnormal” to refer to those who are suffering mental illnesses, and the appropriate way to address these Michelle people is to call them “mentally Catap-Lacson Brainwaves “Our husbands are not stupid actually. In terms of our skin complexions and races, it is not politically correct to use “black” and “white”, but we should refer to people as either “African Americans” or “Caucasians.” Here are some more politically correct terms (those in quotation marks) which I compiled from the internet: Happy reading everyone! Older people should not be considered computer illiterate, but they are what we call the “technologically challenged.” More and more children suffer from having a broken home. They are highly affected by their “dysfunctional family.” For men, it’s a mortal sin to tell a woman that she is fat; just say that she is “horizontally gifted.” We should speak highly of our janitors and garbage men for they are now considered “sanitation engineers.” Malls and other establishments encourage us to care for the “differently-abled” persons or those who are handicapped. These days, all of us should be called insane people, since often times, we act as if we’re “mental explorers.” Do not call the policeman/policewoman during times of emergency. Rather, call a “law enforcement officer.” There is no rich and poor. We just consider them as “economically challenged.” Our husbands are not stupid actually. These activities may be in the form of information campaigns focusing on the significance of safe and potable water, water source protection, water conservation measures, water quality monitoring, improved sanitation, proper waste disposal and hand-washing hygiene promotion and toilet maintenance. Local government units (LGUs) were also encouraged to embark on other meaningful activities that also render services for citizens such as minor repairs and rehabilitation of existing barangay, municipal, provincial or interlocal waterworks and irrigation systems can also be conducted along with water sampling, testing and analysis. In the same circular, DILG Secretary Mar Roxas emphasized that water scarcity can be a stumbling block to development. “Pangalagaan po natin ang malinis na tubig na maaring inumin para hindi magkasakit ang mga tao,” Roxas said. Notably, the DILG is one of the government agencies implementing the Sagana at Ligtas na Tubig sa Lahat (SALINTIBIG) Program that aims to provide waterless communities with clean and potable water supply. Said program was developed to contribute to the attainment of the Millennium Development Goal (MDG) of achieving universal access to safe and potable water. For this year, the DILG collaborates with the National AntiPoverty Commission (NAPC) in extending the SALINTUBIG Program to 89 local government units (LGUs) identified as target beneficiaries of the program (DILG). Clark Green City is a project of the Bases Conversion and Development Authority (BCDA), a government-controlled corporation mandated to transform former military bases into premier centers of economic growth. The project is set to transform about 9,450 hectares of the former US military base into a business hub. The new city is envisioned to be environmentally sustainable, socially inclusive, economically competitive, culturally relevant, and technologically integrated. Clark Green City is also envisioned by BCDA to be a catalyst for economic development of surrounding local government units. It will see five districts rise in three phases over the next five decades. According to the report, the construction of brand new cities is a bold response to the urbanization challenge. Across the planet, hundreds of billions of dollars are being invested in new urban mega projects in countries including China, India, Malaysia, Saudi Arabia, Ecuador, the Philippines, Palestine, Morocco, Afghanistan, Germany and more. The New Cities Foundation and its member, KAEC, came together in 2013 to create Cityquest, a unique platform for knowledge exchange and sharing best practices for the leaders of these projects. The report is a milestone in the Cityquest initiative, distilling key trends and priorities that emerged from the Cityquest - KAEC Forum in December 2014, which was attended by 227 senior executives from 28 countries, including representatives of Clark Green City and nine other new cities. The report is complemented by extensive research carried out by the New Cities Foundation. Insights are drawn directly from Cityquest participants including city representative Arnel Casanova (Clark Green City); authors Benjamin Barber (“If Mayors Ruled the World”) and Charles Montgomery (“Happy City”); leading academic Paul Romer of New York University; city builders such as H.E. Mohammed Al Abbar, Chairman, Emaar; infrastructure leaders such as Lutz Bertling, President and COO, Bombardier and Wim Elfrink, Chief Globalisation Officer, Cisco; as well as innovators such as Daan Roosegaarde, Founder, Roosegaarde Studios and Juraj Vaculik, inventor of Aeromobil, a flying car. “Building New Cities” will form an important basis of ongoing conversations between the Cityquest community throughout 2015. The two organizations also announced that the third edition of Cityquest – KAEC Forum, the annual high-level gathering of new city visionaries and leaders, will take place on December 8-9, 2015 in KAEC, Saudi Arabia. • to the PAF,” he said. In an earlier interview, Pilar Mayor Alice Pizarro said that at present, a technical working group is being formed to draft the Mount Samat master plan. The master plan is expected to be completed within six months. Pizarro added that several companies including the developer of Las Casas Filipinas De Acuzar in Bagac town already signified interest to invest in the area. Based on the implementation of the plan, the 302-feet shrine will not be taken from the custody of the Department of National Defense but will serve as a guide to sustain the tourism industry in the province. The tourism projects will become visible to potential investors, business ventures and will be integrated in each tourism project. The local government is aiming for investments to further develop tourist spots at Mt. Tour packages for local and foreign travellers will also be included in the plan.
