Our progress throughout the year has been exceptional notwithstanding the serious financial challenges we have faced. Our focus remains strong – the growth and welfare of our incredible clients and their families. In this regard, I give great credit to our tireless CEO, Anne Ruwet who has the difficult task of coping with cuts in funding for our mission. In short, our successful programs, that we have built over the years, continue for those we are privileged to serve. To all of you, we offer grateful thanks for your support of CCARC’s mission and vision. Important are the fundraising events which bring us all together, especially the 43rd annual golf tournament and the 9th annual fashion show, both of which have grown into major community events. And, we are pleased to report that our annual appeal surpassed its goal last year. All of us joining together have brought CCARC and its good works into the public eye. May our work continue to be of benefit to those who need us most. Our lives are enriched by all of the special individuals who count on us. Sincerely, Richard L. Judd, Ph.D., President CCARC, Inc. “Don’t lose hope. When the sun goes down, the stars come out. If there is one thing in life that you can never lose beside yourself, it is the hope for a better day, because there always will be one.” ~ Simon Junior Brown Dear Friends, As you review the updates in this report, you will acknowledge that we are maintaining our service delivery to the people we support with our mission and vision as the primary focus! It is important to note that this is happening without any additional increases in our state contract for almost a decade. The cost of care in providing the services continues to increase and the reimbursement unfortunately does not. It is unusual to start my message to our CCARC friends on such a note, but it has become evident that things need to change and we need your help in advocating to our legislators or by supporting our fundraising efforts. More than ever, you can help make the difference. I am confident that with CCARC’s long history of providing critical services to people with disabilities in the community we will adjust and adapt to the times because people rely on us to do so. My many thanks to our staff who value and respect the people we serve and who aspire every day to the mission to “make dreams happen.” It is equally important to thank the volunteers who tirelessly dedicate their time and resources to serve on the Board of Directors, as Corporators and to the members of our Fashion, Golf and Annual Appeal Committees. This commitment keeps me motivated to keep the faith! Sincerely, Anne L. Ruwet, Chief Executive Officer CCARC, Inc. 1 CCARC Board Of Directors 2014 - 2015 OFFICERS - June 1, 2014 - May 31, 2016 President, Richard Judd* 1st Vice President, Ernestine Weaver* 2nd Vice President, Harry Sitilides* Secretary, Cathy Vacchelli Treasurer, Gregory Stafstrom Immediate Past President, Michael Carrier* DIRECTORS AT LARGE - June 1, 2014 – May 31, 2017 Jack Isaac Carl Lovitt Jeff Plocharczyk Lynn Ricci Gary Robinson* Patricia Strazzulla DIRECTORS AT LARGE - June 1, 2013 - May 31, 2016 Mary Jean Agostini Angela Campagna* Janice Mazadoorian Claudia McGhee* Marion Sangeloty Timothy Stewart Golf Open - September 11, 2013 (continued) Raffle / Donation Sponsors (continued) Hospital for Special Care Hospital of Central Connecticut Indian Hill Country Club Infinity Group J&J Financial Januszewski, McQuillan & DeNigris, LLP Janet Jud Richard & Nancy Judd Brendan Kennedy Kern & Kern LA Vision Lake Compounce Anatol & Nelida Laska Anthony & Mary Lazzaro Liberty Mutual Frances Lorenc Roy Lusk Lyman Orchards Golf Course Maple Hill Landscaping, LLC Kirsten Merkle Miller, Moriarty & Company, LLC Mohegan Sun Monro Muffler Brake, Inc. This is inclusive of our contract with the Department of Developmental Services (DDS), various school districts, Private Intermediate Care Facility (ICF), and the PEERS (Personal Enrichment and Education through Respite Services) program. • Day Services had several DDS Quality Assurance reviews and was rated high compared to the state-wide averages in the areas of documentation, planning, choice, health and safety. •We worked with the Summer Youth Employment and Learning Program sponsored by Capital Workforce Partners. The program offered summer employment for students and the opportunity to develop job ready skills. This summer we were assigned three students to work in the Day Services program. •The Commission on Persons with Disabilities and the Commission on Youth & Family Services held their 23rd Annual National Disability Employment Awareness and Annual Youth & Family Service Awards Ceremony. Each year CCARC nominates one of our Employers and one of our Employees for awards. This year, one of our employers, Smokin’ with Chris Restaurant in Southington won the Employer of the Year Award and Maryanne Fijalek, a CCARC worker, won the Employee of the Year Award. Congratulations to Chris Conlon, owner of Smokin’ with Chris and Ms. Fijalek for this distinguished honor. •The New Britain/Berlin Rotary donated $2,000 towards the enhancement of the Stimulation Room. An Interactive Board was purchased. The Farmington Rotary donated $2,000 towards the purchase of a “Tower Garden.” Bob’s Discount Furniture donated $1,000 for furniture. Recliners were purchased. •Over 100 individuals participated in the PEERS Program. These community based small group activities are offered Monday through Saturday in the afternoons or evenings to provide social time for its participants as well as much needed respite for their families. We’d like to thank the Italian Heritage Foundation for sponsoring and volunteering at the popular dance that was held on October 16, 2013 - over 135 individuals attended. PEERS: Steven & Bea mastering the limbo. •Many of the individuals throughout our Day Services have required enhanced staffing supports due to behavior related issues. We continue to work collaboratively with DDS to provide the best possible support for these individuals. RESIDENTIAL SERVICES - Abigail McNeal, Vice President Residential Services currently supports 76 individuals throughout all of the residential settings. We have 60 individuals in our 11 Community Living Arrangements (CLA or group home) locations. We continue to provide services to 4 individuals in our Continuous Residential Supports (CRS) in addition to the 5 residents in our supported living apartments and 3 clients living at home with families receiving in-home supports. •As we have recognized the increase in the clinical needs of the individuals we support, our behavioral and nursing teams have been working in tandem with the residential teams to ensure that the changing needs of our residents are being met. • We continue to submit requests to the Department of Developmental Disabilities (DDS) for additional funding for residents who are in need of additional supports above contracted hours. 4 •We have had several challenges in filling vacancies in our residences throughout this past year that forced our internal teams to think creatively. We relocated the 5 individuals from our Jones Drive home and 2 individuals from our Corbin Ave CRS into other residential vacancies. Jones Drive has since been re-developed to provide supports to 4 individuals, one of whom is a transfer from our Black Rock Home. In addition the census at our Black Rock Home was reduced to reflect a maximum capacity of 5 residents. •A client had an opportunity to have one-on-one time with Governor Malloy. This was a very proud moment for this individual and it made one of her dreams happen. OPERATIONS - Gabriele Godlewski, Vice President If you or anyone you know has made provisions for CCARC in their estate planning and we don’t know about it yet, please contact Anne Ruwet at (860) 229-6665. •Our 13 locations continuously require repairs and upgrades. Some noteworthy work included a new bathroom counter top, sink and mirror at Sy Birnbaum home. Several rooms were painted in our Jones Drive location prior to new residents moving in. A new heating system and hot water heater were installed at our Birchwood Drive home. Thank you to everyone who has already included CCARC in their estate planning. Together, we will sail successfully into our future! •We maintained a fleet of 49 vehicles, seven of which are newer vehicles. Two are leased vans from Enterprise. There were three vehicles that were taken off the fleet due to excessive mileage and deteriorating conditions. •The agency now works with a new company WEX for all of the agency’s vehicle fuel needs. This is a more efficient system of purchasing fuel with greater staff accountability. Gabriele Godlewski, CCARC VP of Operations, views artwork with long-time supporters Bob, Marcus and Maryann Smith. •Operations installed a new Global Positioning System Street Eagle to improve service for staff and our individuals. • United Way’s Day of Caring volunteers painted the exterior of our Jones Drive home including the garage and window frames. Financial challenges continued in fiscal year 2014. CCARC has not received an increase to our contract with the Department of Developmental Services (DDS) in nearly a decade. This has caused us to be unable to provide staff with cost of living increases again this past year. In 2014, DDS moved a significant amount of clients off the Individual and Family Support waiver back to the DDS master contract resulting in an increase to the Day Services revenue line and a decrease to the “Fees – towns, individuals & others” line. The CCARC Foundation did have a very good market return on their investment portfolio. This, along with continued scrutiny of expenses, helped the organization end the year in a net gain position of $188,847. •Our Golf event raised a record $70,000 thanks to all the efforts of co-chairs John Barbieri and Tim Stewart and our Fashion Show event lead by Mary Jean Agostini raised $30,000, the best ever. 1 Miscellaneous Donations CCARC… Is an association of people founded in 1952 as a not for profit organization.
