2.
Credentials
The Letters of Credentials, as per the attached format (Annex 3), of Representatives, Alternates and Advisers,
signed by the Minister of Health or the Minister of Foreign Affairs, should be sent to the Regional Office in advance;
otherwise, they must be hand-delivered by the Representatives directly to the Director, Administration and Finance,
WHO/SEARO, immediately upon arrival at the conference venue. The WHO Secretariat takes this opportunity to
emphasize the importance of properly completed credentials, especially the correct designation of participants, and
recommends consultation with the respective WHO Representative or the Regional Office in case any clarification is
needed.

Representatives are requested to complete the attached “Registration Form” (Annex 4) and fax it to

Documentation/summary reports
The Provisional Agenda and related documents will be distributed in advance of the session. Documents issued
subsequently will be distributed in the meeting hall. As only a limited supply of documents is available, participants
are requested to retain the complete set of documents in their folders and bring them to all meetings. A Documents
Desk will be located in the conference hall.
A draft summary report covering the proceedings of the day will be issued in the afternoon of the following
day. Any correction to the draft summary report should be submitted in writing to the Reports and Documents
Officer within 24 hours of the issuance of the report. The final draft report of the Sixty-Eighth Session will be
distributed in the afternoon of the concluding day for consideration of the Regional Committee.
Participants are encouraged to hand over copies of their written statements to the Reports and Documents
Officer, to facilitate accurate reporting of their viewpoints.
Daily Session Journal - An information bulletin, “Daily Session Journal”, will be issued every day from 7
September 2015 onwards. It will contain the programme for the next day and other general information of interest
to participants.
5.
Travel and transportation arrangements
5.1
General
Participants who require any travel-related assistance may contact the Travel Desk/Help Desk at the
conference venue.
5.2
How to reach Dili
Dili is the capital of the Democratic Republic of Timor-Leste and it is located at the northern coast of the
country. It is easily accessible via Singapore, Australia and Indonesia. The most preferred route to Dili is by air.

By air –Presidente Nicolau Lobato International Airport (formerly Comoro Airport) is located 6km west of
Dili. Apart from Air Timor, the national flag carrier, Garuda/CitiLink, Sriwijaya Airlines, Silk Air and Air North
also fly to Dili.

By boat-There are no regular international passenger ferries servicing Timor-Leste. There are regular barge
services from Darwin/Australia, Surabaya and Bali/Indonesia for vehicles and goods. Recreational vessels
often stop into Dili harbor.

By road –Dili is well linked by road from the Indonesian border at Mota'ain, near Batugade, which lies
about 115km west. There is a direct bus service daily between Dili and Kupang in West Timor, Indonesia.
There are many land travel minibus services.

As the inaugural Ceremony of the Sixty-Eighth Session of the Regional Committee (RC) is scheduled to start in
the morning of 7 September 2015; participants are advised to arrive in Dili on or before 7 September 2015.
5.3
Visas and customs clearance:
Transit visa via Denpasar, Indonesia
Currently there are 64 countries approved to get visa on arrival (Annex-6). The cost is US$ 35 per entry ;
however, given the Ebola situation in the African continent, all participants coming from, and/or traveling with,
African passports will be required to obtain visa, prior to their arrival in Indonesia.
Timorese Visa:
Participants are required to carry valid passports or applicable travel documents. Travelers can obtain visa on
arrival but they are advised to secure corresponding transit visa in other countries, as applicable, in advance before
undertaking travel for the entire duration of their stay in Timor-Leste. It may be noted that a Timorese visa will be
granted only if the passport remains valid for a minimum period of six months. Cost of visa on arrival is US$30.
Special arrangement for gratis visa:
The Ministry of Health, Democratic Republic of Timor-Leste, has agreed to arrange gratis visa for all those
participants who submit the following documents two weeks in advance of their arrival:


Meeting details, i.e. to participate in the Sixty-eighth Session of the WHO Regional Committee for
South-East Asia scheduled to be held in Dili during 7-11 September 2015.
If participants require assistance from WHO in obtaining visa for Timor-Leste, they are requested to contact
the office of the WHO Representative in the corresponding country well in advance of travel. Details of visa
requirements for Member States in the SEA Region are given in Annex-6.

Customs Clearance/exemptions from import duty.
– To facilitate participants’ travel and customs clearance for the meeting, a certificate (Annex-7) will be
issued to them by the WHO Representative in each of the Member States.

Arrival in Dili/transportation:
Participants will be received at the Presidente Nicolau Labato International Airport, Dili, by the Protocol
personnel of the Ministry of Health, Democratic Republic of Timor-Leste. In addition, WHO staff will be there to assist
in protocol, immigration and customs clearance activities. Transport will be provided to the delegations of each
Member State from the time of arrival of delegation in Dili until departure.

To facilitate identification of baggage on arrival at the Dili Airport, participants are requested to use the RC
luggage tags that are available from the WHO Representative Offices in all countries of the South-East Asia Region,
and at WHO Headquarters.
Transport arrangements will be made for all official functions and meetings scheduled during the Regional
Committee Sessions.
5.5
Airport Tax:
 The departure airport tax from Timor-Leste is US$10;
 As of March 2015, the cost of exit tax in Denpasar Bali is included in the cost of the ticket.
5.6
Travellers cheques/credit cards:
Travellers cheques are not preferred. However, US dollars and other convertible currency can be exchanged
at most banks and from authorized “money changers”. Major international credit cards, such as American Express,
VISA and Master Card, are accepted by most banks, five star hotels and in the shopping malls. Please note that for
cash payments, only US dollars issued from the year 2006 onwards are accepted.
5.7
Transport services
Taxis, small buses and mini-vans provide public transport in Dili and elsewhere. From United Nations
Department for Security Services (UNDSS) point of view, it is advisable to hire a taxi but you need to bargain before
entering the taxi. From airport they normally charge the foreigners US$ 10. If your trip is less than 5 km they will

charge US$2 and for 5 km, the charges can be anything between US$ 4-6. Night taxi will cost you US$5 minimum
even for a short distance and the availability is minimal. Mini Bus and Bus are not recommended.
During Transit in Denpasar, Indonesia
There are many companies operating taxi services in Bali, a trustable one is Bali Taxi also known as Blue Bird.
Taxies in Denpasar, Bali, are metered. The minimum charge is Rp. 30,000 (US$ 2.50), first additional km is Rp
7,000 (US$ 0.60) and every additional km thereafter is Rp 6,500 (US$ 0.55).

General,practical, information about Timor-Leste

Dili is classified as urban where an estimated 0.23 million people live in 48.268 square kilometers or 18.36 square
miles in whole district including rural areas.

6.2 Climate
In Timor-Leste the dry season lasts for about 6 months during May to October, with temperatures averaging
20°-30° C the year round with bright sunlight during the days. The travellers are advised to carry light cotton clothes;
use of sun block cream and mosquito repellent is strongly recommended.
6.3 Archaeological Sites:
The noted archaeological sites in Timor-Leste are Lospalos, Baucau and Baguia. Fresh explorations are likely to
add substantially to the knowledge of the history and chronology of ancient Timor-Leste and various aspects of her
life and culture. The majority of Timorese citizens are observant Catholics; however, there is a very long tradition of
Animism which remains highly influential. The first inhabitants are thought to be descendant of Australoid and
Melanesian peoples. The inhabitants of Timor are descended from three waves of migrants. The first to settle the
island, Vedo-Australoid people related to Sri Lankans, arrived between 40,000 and 20,000 B.C. A second wave of
Melanesian people around 3,000 B.C. drove the original inhabitants, called Atoni, up into the interior of Timor-Leste.
The Melanesians were followed by Malay and Hakka people from southern China

6.4 Tourist Attractions:
Aside from the above mentioned archeological sites, Dili has a waterfront with a distinctive Timorese
personality. It stretches for kilometers in a quasi-boomerang shape, with a farol lighthouse beaming at one end, and
Lita Supermarket at the other. Further west is an esplanade dotted with gigantic ‘look at me’ embassies, and vibrant
evening fish and chicken stalls. Around 7km east of town, on Cape Fatucama, is the hard-to-miss Kristo Rei Statue,
from the cape, the views of turquoise bays and green-covered mountains are stunning.
In Dili city, a number of tourist sites can be visited by the guests, including: Dive Timor Lorosae, The Archives &
Museum of East Timorese Resistance, Cemetery of Santa Cruz, Tais Market, Comarca, Palacio do Governo (housing
Timor-Leste Parliament), Tasitolu, Arte Moris, Compas Charter and Ocean Adventure, Areia Branca (White Sands).
6.5 Postal and fax services
Arrangements have been made to distribute incoming mail to participants during the day at the Conference
venue. For private telephone calls or fax messages, services of the hotel can be obtained at participants’ own
expense. Postal services will be available at hotel receptions. Participants are advised to contact the
Information/Help Desk located in the Conference Hall lobby, for any assistance.
6.6 Electricity
Voltage is 220–240 volts AC at 50-60 cycles per second (50/60 Hz). Standard two round pin plugs and sockets are
used.
6.7 Banking services
ATM services are available at the Hotel Timor and Beach Garden Hotel.
Other banking services are provided by the ANZ bank at the 2nd floor of Timor Plaza Mall from 9:00 to 16:00
hours. The Bank also offers ATM service at the same floor of the Timor Plaza Mall to meet the needs of local currency
(US$) round the clock.
6.8
Currency / foreign exchange
The monetary unit of Timor-Leste currency is United States Dollar (US$) issued from the year 2006 onwards.
Currency notes in circulation are in denominations of US$1, US$5, US$10, US$20, US$50 and US$100, whereas coins
in local denomination of 1 cent, 5 cent, 10 cent, 25 cent, 50 cent and 1 dollar. Foreign currencies must be exchanged
only through banks or authorized foreign exchange dealers. The receipts for such transactions should be obtained
and retained. Visitors can also exchange foreign currency at the Foreign Exchange counter at the airport upon arrival.
Please note that Timorese only accept US$ notes dated from 2006 onwards. No US$ coins are accepted .

Participants can change in any money changer which has PVA sign on it. There are many legal money changers
in the city.

6.9
Security
For the purpose of identification and security, participants are requested to wear their name badges while
attending the meetings and receptions. Badges will be issued by the Secretariat at the time of registration or upon
arrival at the hotel.

through medical room/mobile clinic at the hotel, inaugural venue as well as conference venue in the premises of
Ministry of Foreign Affairs and Cooperation.

N.B. The host government has indicated that they will make every effort to provide emergency medical care
to participants, but very limited facilities are available in super-specialty areas. The participants are advised to carry
with them sufficient quantity of medicines/injectable that they have to take on regular basis for the duration of their
stay in Dili. Participants are strongly advised to have adequate personal accident/medical insurance coverage before
commencing their travel for Dili.

Vaccination requirement for travel to Timor-Leste:
Under the International Health Regulations, yellow fever vaccination certificate is required if someone travels
to Timor-Leste from an area with risk of yellow fever transmission, especially from endemic Africa.

could be issued as early as possible.

meetings of the Drafting Group or other subcommittees.

Extract from “Convention on the Privileges and Immunities
of the Specialized Agencies” of the United Nations
Article V – Representatives of Members
Section 13
Representatives of members at meetings convened by a specialized agency shall, while exercising their
functions and during their journeys to and from the place of meeting, enjoy the following privileges and immunities:
(a)
Immunity from personal arrest or detention and from seizure of their personal baggage, and in respect of
words spoken or written and all acts done by them in their official capacity, immunity from legal process
of every kind;
(b)
Inviolability for all papers and documents;
(c)
The right to use codes and to receive papers or correspondence by courier or in sealed bags;
(d)
Exemption in respect of themselves and their spouses from immigration restrictions, aliens registration or
national service obligations in the State which they are visiting or through which they are passing in the
exercise of their functions;
(e)
The same facilities in respect of currency or exchange restrictions as are accorded to representatives of
foreign governments on temporary official missions; and
(f)
The same immunities and facilities in respect of their personal baggage as are accorded to members of
comparable rank of diplomatic missions.
Article VIII – Laissez-passer
Section 29
Similar facilities to those specified in Section 28 shall be accorded to experts and other persons who, though
not holders of United Nations laissez-passer, have a certificate that they are travelling on the business of a
specialized agency.
