LETTER FROM THE PRESIDENT
The formula of Sandbridge that defines our
signature has worked well for all these many
years with its unexpected touches. The warm
summer months bring along with them the
families that join us for a short period of time
as well as cheerful sounds of conversation and
laughter as the families carry on throughout
our neighborhood. Our community, so quiet
during the winter months, becomes a beehive
of activity. That’s just another one of our many
perks living in Sandbridge.
Our neighborhood is passionate about the
many projects and issues facing us, including
the special events houses. We are looking
forward to a resolution on this long-awaited
matter.
The isolated Sandbridge we once knew is
no more. With all the new development
surrounding us, where it once took 20 minutes
to get to civilization, it is now just a short
distance down the road. We have become the
very popular “locals beach” for the day trippers
with all the developments and commercial
establishments encroaching upon us.
The annual Pig Pickin’ is just around the
corner. Come support our local volunteer
rescue squad on Saturday, September 10.
And there is one more Party at the Pier for the
season in September. Pack your beach chair
and join us for the ultimate end to our summer
celebrations for this year.
As your president, I have proudly served
Sandbridge for six years. Thanks for your
support and continued vote of confidence.
Working with a great board of directors has
reinforced to me that it does take a team of hardworking volunteers to get things done. This
year we will focus on increasing membership
and participation in our community. There
is no better way to encourage our youth more
than through community involvement with
positive interface and exchange.
Again,
thanks to each and every one of you for
your continued support as we move forward.
Sandbridge is my dream town, and I, for one,
want to keep it that way.

June Minutes
President Joan Davis called the meeting to order at 7 p.m.
Mike Maloney gave the invocation and led the
membership in the Pledge of Allegiance.
Cheryl Petticrew introduced the guest speakers: Symsi
Houser, Operations Coordinator for Virginia Beach
Parks & Recreation; Susan French, City Arborist, for
Virginia Beach Parks & Recreation; Mike Aherron,
Virginia Department of Forestry; and Kathy Owens,
Deputy Manager with Back Bay National Wildlife
Refuge. They were here to answer questions about the
Pine Bark Beetle and the trees that have been cut down
along Sandbridge Road.
Cheryl Caloras introduced our next guest speakers.
Public Safety: Lt. Jim Kaiser, 1st Precinct, reminded us
to lock our cars and lock our doors. If we have outdoor
lights, turn them on for added safety. If it is an extreme
situation, the potential burglars will do a reverse. 911
call to Sandbridge residents to help ensure our safety.
Beach Safety: Barry Kirschner and Kat Watson are
now patrolling the beach up to 10 minutes after sunset.
Lifeguard camps start in July. Fire Safety: Sean Land of
Station 17 reminded us that no fires are ever allowed at
the beach!
BUSINESS REPORTS: The minutes for May were approved
as written.
Treasurer’s Report: Tim Ferramosca reported the
beginning and ending balances for May were $14,567.81
and $21,165.46, respectively.
COMMITTEE REPORTS:
SCHOLARSHIPS: Mike Maloney reported the annual
winners as follows: SB Business Association Scholarship:
$500 - JP Eberhart. SBCL Scholarships: $1,000 - Becca
Cornbrooks; $1,500 - Carson Butler; and $2,500 - Sarah
Guzik.
EVENT HOMES: Walt Hunter explained the history of
the Event Homes Committee and the challenge with
which his committee was tasked. After reviewing the
two draft proposals the City had presented Sandbridge
from Councilwoman Barbara Henley and City Staff,
the committee looked at the two proposals and decided
what was workable and what needed to be changed. As
a result, they came up with the definition of an event as
any function involving 50+ persons, which was reduced
from the city’s 75+ persons. Only two functions would
be allowed in a house in a 12-month period, which
was down from the City’s three per year. No outdoor
functions would be allowed between 10 p.m. and 10 a.m.
The City’s proposal was between midnight and 10 a.m.
There would be a $200 permit fee per event and no more
than 75 attendees per event, instead of 100 attendees
as suggested by the City’s proposal. The Event Homes
Committee voted on this proposal, and it passed by a
vote of six for the proposal and four against it. Susan
Sadowski made the following motion: The Sandbridge
Beach Civic League is aware of the proliferation of socalled “Event Homes” within the geographical limits of
the City of Virginia Beach, particularly in the Sandbridge
Beach area. It is the view of the league that the existence
of Event Houses is a thinly disguised effort to utilize
residential neighborhoods for commercial purposes,
contrary to existing zoning regulations and permitting
processes for residential construction. Accordingly, the
Sandbridge Beach Civic League (1) adamantly opposes
any effort to allow the establishment of Event Houses
within any residentially zoned neighborhood in Virginia
Beach and more specifically within the geographical
boundaries of Sandbridge Beach; (2) adamantly opposes
any modification or adjustment to existing ordinances
which do not permit Event Houses; and (3) adamantly
opposes the establishment of any new ordinance which
would allow existing Event Houses to operate on a
limited basis. The motion was seconded and passed by a
vote of 64 for the motion and 14 against it.
NEIGHBORHOOD WATCH: Joe Duda reminded us to keep
doors locked to prevent thefts. Also, he is posting our
Neighborhood Watch activities on Nextdoor Sandbridge.
He encouraged all of us to join.
PUBLIC ACCESS WAY: Bill Price reported that after talking
with Councilwoman Henley, we will be able to use our
CID funds to clear access ways this summer, and then
after that our SSD funds will be budgeted for upkeep of
the access ways.
ANNOUNCEMENTS:
the annual election. She also thanked Mike Maloney for
all his help in his role as Sergeant of Arms during the
meeting.

Barbara Henley addressed the resolution passed during
the May SBCL Meeting requesting the City to address the
question of Emergency Sand Management removal that
presents a danger to residents and visitors on oceanfront
properties. Councilwoman Henley said the oceanfront
property owners affected by the encroaching sand buildup on their property need to specifically ask City Staff to
look at their property to determine if the sand has caused
a safety issue. Some owners had what is called “nuisance
sand”, but that didn’t raise the same safety concerns. These
homes with “nuisance sand” will be able to go through
the second level of permitting. These permits will greatly
reduce the time and cost of obtaining a permit from the
Wetlands Board. If these issues of encroaching sand can’t
be resolved by the City, then we would have to turn to the
General Assembly for help. The General Assembly meets
in January 2017.

Beach Access Ways Update

Here is a brief update on beach access ways between Sandpiper and Sandfiddler Road:
Twenty-one access paths have been inspected and 13 work orders have been submitted for cutting, widening, and filling. Inspections
continue to be ongoing. I have only received two phone calls from residents complaining of work needed to be completed.
Sandbridge residents are encouraged to call Frank Meyer for any work needed to be completed on their access paths. Frank can be
reached at 757-617-9452.
GOING TO THE DOGS FOR A GOOD CAUSE!

Baja Coffee Company proudly hosted a fundraiser on Saturday, July 9 for Spikes K9 Fund.
Spikes K9 Fund was founded by James Hatch, a retired U.S. Naval Special Warfare Operator. As a K9 handler on several
deployments, James’ life was regularly spared by the work of K9s – one of the most memorable was Spike. And on James’
final deployment, the night he was critically wounded, a K9 saved James’ life while sacrificing his own.
From that moment on, James has oriented his life around the training, care and preservation of working dogs. In addition
to working as the founder and president of Spike’s K9 fund, he works with local law enforcement and has adopted a former
service dog in need of medical attention.
Most recently, Spikes K9 Fund has been recognized in the local media for its Krijger Campaign which was established
after Norfolk Police K9 “Krijger” was killed in the line of duty this past January. Since K9 Krijger’s death, Spikes has raised over
$170,000 to outfit every working law enforcement dog in all of Hampton Roads.
At the Sandbridge event, Virginia Beach Police held demonstrations with their working dogs and allowed spectators to be
“attacked” for a donation of any amount. There were over 100 Sandbridge locals and visitors in attendance. Baja Coffee
donated 100% of the day’s profits to the fund. Along with personal donations, swag sales and a silent auction, we were
able to help the organization by raising $4000!

SBCL SCHOLARSHIP WINNERS

Talk to the recent winners of the Sandbridge Civic
League scholarships, and several themes quickly
emerge. The most prevalent is community—an
appreciation of and a dedication to the Sandbridge
community.
“Living in Sandbridge is a unique experience,”
says Sarah Guzik, one of four scholarship
winners. “It’s not like any other neighborhood;
go five or 10 minutes inland, and you’ll find many
great communities, but none of them are like
Sandbridge. It has its own personality, and there is
nothing quite like it.”
Sarah won the $2,500 Civic League Scholarship
and will take her talents from Kellam High
School to the University of Virginia in the fall.
Other winners were Carson Butler, $1,500 Civic
League Scholarship; Rebecca Cornbrooks, $1,000
Civic League Scholarship; and J.P. Eberhart, $500
Sandbridge Business Association Scholarship.
Like Sarah, Carson will transition from Kellam
to the University of Virginia. Rebecca graduated
from Bishop Sullivan Catholic and will attend
Clemson. J.P. also attended Kellam and will
matriculate at Old Dominion University.
The four winners share many high school and
growth experiences. National Honor Society
is pretty much a given, and many also earned
membership in other honorary academic groups.
All of them also personified the role of studentathlete and participated in many service-oriented
organizations, both inside and outside of school.
Sarah earned several medals in different disciplines
for academic excellence as well as a StudentAthlete Award, was a member of the Russian Club
and the school orchestra, played volleyball for two
years and swam for four years, serving as team
captain for her senior year.
All four winners’ volunteer activities centered on
Sandbridge and civic league-related activities.
Some of the many events that benefitted from their
involvement included both fall and spring cleanups, Easter egg hunts, surfing contests and bingo
as well as Vacation Bible School at the Sandbridge
Community Chapel.
They also share a love of the water, whether it be
the ocean or the bay as all of them cited activities
such as surfing, kayaking, stand-up paddling and
swimming in which they love to participate.
“Sandbridge made me who I am,” explains J.P. “It
fits my lifestyle perfectly. I’m always active, always
on the water—I don’t waste any time. Sandbridge
also taught me a lot about myself, especially the
benefit of patience.”
All will miss Sandbridge when they head off to
their respective colleges, but they also realize that
living here has helped prepare them for their next
step in life.
“Sandbridge has taught me to be friendly and
adaptive,” explains Sarah, who has worked at the
Sandbridge Market. “Where else are you going
to have neighbors who live here all the time but
also ones who change every week? Living here
has provided me with a seamless transition from
childhood to adulthood; it’s helped me mature
without going through huge changes.
“If you live here, you should certainly appreciate
it. Sandbridge is a great community with very
friendly people. It’s just a perfect place!”
The sense of community here also impressed the
scholarship winners.
“Everyone is always so willing to help you,”
says Rebecca, a youth group member at Saint
John the Apostle Catholic Church. “If you ever
need anything, someone is at your door within
five minutes. I love the simplicity and beauty
of Sandbridge. We’re not a typical resort city
exploiting the beach. Our sense of community
distinguishes us.”
Adds Carson, who volunteers for Equi Kids, a
program helping students with disabilities and
special needs, “Everything is great here, just
perfect. The wonderful neighbors, the sense of
community and the variety of activities are all
wonderful. Whether on the beach, at the Market
or at the Sugar Shack, you see and meet all types of
interesting people.”
Sarah Guzik
Carson joined Sarah on the volleyball team, was
a member of the Science National Honor Society
and several student-oriented organizations,
including the SCA. She and her brother Zach also
started Students to Students, a group that helped
new students transition easily to a new school
since this area features so many students moving
here, especially those in military families.
Rebecca served as class vice president and on
an important student council as a senior. She
played field hockey, volleyball, lacrosse and track
and field as well as served as a leader for Justice
Walking, a student group that worked with a
nearby elementary school once a week to set up a
leadership program, and was a member of Relay
for Life.
J.P. was a prolific four-year swimmer and served
as a crucial volunteer for many groups both inside
and outside of school.

MONEY FOR BEACH
ACCESS MAINTENANCE

The beach accesses, improved and unimproved, are a mess.
Everyone agrees on that--from the weekend visitor to the city
engineers. I get frequent complaints that are becoming more
frequent all the time.
When I relay the complaints to the proper city employees, they
blame it on the lack of enough personnel or lack of money or
both. To be fair, they do what they can with what they have.
They are just as aware as we are that we don’t get the same
maintenance as the North End or Croatan.
This is about to change. During our May civic league meeting,
after I gave my report and answered some questions, Charlie
Kelly pointed out that we have a huge surplus in our SSD
(sand replenishment) fund, and why can’t we use that money
for maintenance? I think I answered that they couldn’t use the
money for capital improvement for maintenance, but after the
meeting I thought about it. Why can’t we use it? I contacted
Barbara Henley but didn’t hear from her for two weeks. I
contacted her again 10 days later. She said that she thought
the staff people had contacted me. She won’t take credit for
it, but all I know is that I got a call from Laurie Rhodes, the
head of beach maintenance at 8:00 a.m. the following Monday
and Dan Adams, the maintenance engineer, that afternoon
and this is what they told me, which I verified with her that
afternoon.
There is $80,000 in unspent money in our CIP fund, which is
the money used to pay for our new walkways. That is being
transferred to maintenance effective July 1. This will pay for
walkway clean-up for this season, but that competes with
walkway construction which is not fair to us in the long term.
There will be a line item in next year’s city budget allotting all
the money we need for long-term maintenance. That money
will come from our SSD fund, which has an enormous surplus
that is normally returned to the city’s general fund. This will
fund maintenance in perpetuity and is a permanent (and
legal) solution to our problem. As Dan Adams told me, “It’s
only fair that if we spend all that money to put sand on the
beach, we should use some of it to manage it”.
So, unless some unseemly occurrence (two or three hurricanes
in a row) and our SSD fund goes away, we are funded for life.
BACK BAY REFUGE OPENS
EAST DIKE TRAIL
The U.S. Fish and Wildlife Service today announced the
opening of the East Dike Trail on Monday, August 1, 2016.
At this time the West Dike Trail will close.
Access through Back Bay National Wildlife Refuge
(NWR) is determined by analyzing water bird population
surveys. Dike closures are based on the actual and
expected concentration of bird use throughout the refuge
impoundment complex. Decreasing disturbances to
migrating bird populations aids in the survival of these
birds. Back Bay NWR is an integral part of the Atlantic
Flyway which serves as a roadway in the sky for migratory
populations. Birds rest and feed at the refuge as they move
to and from breeding grounds and wintering areas.
Back Bay National Wildlife Refuge is an important link for
migratory and resident birds along the Atlantic Flyway.
“LINGERING” ON THE SANDS OF SANDBRIDGE

Wall-to-wall tent frames and umbrellas are a common sight on the beach during the mid-summer
swelter. The on-going issue is when beachgoers leave them there.
The recent death of a woman who was hit by a flying beach umbrella at the Oceanfront is renewing
the conversation about umbrellas and tent frames being left on the beach overnight. Virginia
Beach has an ordinance that makes it illegal to keep beach items on a public beach overnight.
The deadly umbrella incident happened in the late afternoon hours and the ban doesn’t really
apply here. But it does have local residents and some city officials taking a second look.
Here in Sandbridge, there are stories of people who have been cut after stepping on broken metal
frames left in the sand or washed into the ocean. After numerous complaints, the Sandbridge
Beach Civic League printed out visible orange cards that residents can use to “tag” offending
tents, umbrellas and canopy frames. That has been somewhat, but not always, successful.
Late last summer, residents at the Sanctuary condos took it one step further and got a sign
erected leading to and from the beach. That sign has been 95 percent effective until the week
beginning on Sunday, July 17. Then all went downhill. Tent frames and umbrellas blocking the
beach as far as the eye can see. “Team Tent Frame Taggers” have been out in full force and I
am happy to report that most, but not all, of the overnight canopies have been removed. I am
also hearing that tent frames left up on the beach behind some oceanfront homes have also
been tagged in recent weeks. There is word that some realtors have included the overnight ban
ordinance in their rental packets. Let’s hope the word keeps getting out.
Nags Head, on the Outer Banks, also has a similar
ban. Enforcement of that ban started this summer.
At the Virginia Beach Oceanfront, city crews remove
the offending beach gear. Public officials I spoke
with tell me enforcement here is not the main priority.
Lifeguards have to keep their eyes on the ocean at
all times, and this year there have been numerous
rescues and problems averted (as was described
in last month’s civic league meeting). Police also
tell me that going after tent frame violators is pretty
low on the list during their busy season here in
Sandbridge. Police also say it is more illegal for
vigilantes to remove an “offending” tent frame than
it is for the owner to leave it up overnight.
Many people agree, we don’t want to discourage
our summer visitors. Like the fireworks ban, many
guests may not know (or care) about the tent frame
ordinance. Yes, it is a pain to remove a bulky beach
tent every evening and put it up every morning.
But a summer vacation would be even more ruined
with a trip to the emergency room for stitches and a
tetanus shot.

Summer began officially with dancing in the sand. The Rhondels, a bit older than
they were in 1959 and minus Bill Deal who died in 2003, banged out beach music
that got locals and out-of-towners moving and grooving while the full moon rose and
a cool northeast breeze blew along our Sandbridge shore. “Under the boardwalk…
down by the sea…out of the sun…” followed by “My girl, my girl…my girl” had
cute Pat Burns, Frank and Janet Meyer, Jennifer and Gene Estes, Charlie and Kathy
Kelly and family and others jumping up and down…or shagging…on the sandy dune
dance floor. The Party at the Pier, sponsored by Siebert Realty, was grand! The chilly
June evening made me glad I’d had a sweatshirt in my car as I walked to the end of
the wooden pier where folks were fishing and drinking beer…or Coca Cola. From
the end of the pier, I got a bird’s eye view of the massive party on the beach. The
moon was shining on the ocean and the crowd was sparkling on the shore. Dazzling
like rhinestones, bright blue and green lights coming from the glow stick pendant flip
flops around each person’s neck, the party goers looked brilliant. Next to the ocean,
beach balls of all sizes were flying in the breezy air. Grown-ups were playing like
children. A big man caught a good-size woman as she ran and jumped into his arms.
Wobbling on the soft sand, he flung her around and then tripped and fell flat on his
back. He lay there resting and laughing, luckily not hurt, and then got up ready to
do it again.
Walking back on the pier, I saw and chatted with Nicole and Andrew Roper who
were having fun. Beneath “the boardwaIk,” down by the sea, I saw a bevy of beauties
posing for a photograph. Micki Bruce and her new dog are here, perhaps, for the
entire summer. Charlie and Chris Ellin wished me a happy birthday. Lynn Argus,
Lela Deloach, David Whitley, James Barton, Nancy Stoakley, Joan, Gerri, Harry,
Tom, Sharon were mingling and moving and enjoying the party as the band played
on. As I neared the end of my walk, an attractive couple, leaning against the railing,
caught my attention. Anne Beale Parker and her husband Westbrook, whose father
Hinson Parker was my dad’s great friend, were watching the party, as I was, from
a little distance. As Anne and I reminisced about our early days in Sandbridge, we
acknowledged our shared memories of those “good ole days” when we were young
girls. Anne recalled the time that she and her siblings collected two bushel baskets of
conch shells from the beach. They were so proud of their cache (what a treasure!!!)
until the next morning when the stench of whelk caused their mom to scream.
Sadly, the kids had to bury the smelly shells. More pleasant smells included fresh
blueberries picked from vacant lots and added to pancakes for breakfast on Sunday
mornings. Children and dogs roamed freely on the dunes and empty soda bottles
were collected and cashed in at “the store” where we’d spend whatever money we
made. A nickel vending machine held prizes that were encased in a plastic capsule.
On the bar counter of the store were jars with photos of pretty girls hoping to be
selected as the Lotus Festival Queen and they held our pennies where we’d voted
for the one we wanted to win. We ate fish caught in the commercial nets that were
pulled onto the beach right in front of our houses. Watching the Belanga family haul
in their seines was always a special event. Eating fried local spots, my favorite fish,
for dinner was routine. Before saying goodnight to Anne and Westbrook, I asked
why they don’t still have the giant inflated plastic hotdog mounted to the front of the
north-end Beale cottage. Many of us old-timers remember it well. She replied that
her dad thought it was tacky and eventually made them take it down. Ah…I thought
it was fun, but times do change and, of course, I don’t live next door.
