They have served NASW-LA for two years and have advised the Chapter staff on strategic plans and governance. The regional chairs and regional representatives helped to arrange regional meetings and lined up speakers for NASW members. The members of the executive committee who have completed their term were invaluable. They took minutes at meetings, provided oversight on budget issues and conducted the meetings. We could not meet the needs of the membership without our volunteer board members. With By: Carmen D. Weisner, LCSW, ACSW that said, I want to take this opportunity to publically say Executive Director “Thank you for all you did”. Alisa Lear, during her term as Board President of NASW-LA, was the national chair of the Council of Chapter Executives. This was very time consuming for her. She managed to provide leadership at both the national and local level. She also chaired the Inter Organizational Committee (IOC) that recommended changes to the social work practice act. We are grateful for her energy in this effort. She assisted in proposing language change to the administrative rule promulgated by the Louisiana Board of Social Work Examiners (LABSWE). She has been the speaker at several regional meetings, the annual conference, and the Edith Farrell Institute. She did all of this with grace, energy, and a commitment to the profession. Kathy Vilas completed her term as Board Treasurer. Kathy has been a great supporter of NASW-LA. She has provided training at the annual conference, and assisted the board in a variety of roles previously. Because of her experience running another non-profit organization, she was keenly aware of the numerous issues that must be attended too by the Chapter staff and the entire board. Your professional insight was so helpful these last two years. Mallory Lafargue has been active with NASW-LA since she interned while she was a student at the LSU School of Social Work. She dutifully took minutes of the board meetings. When asked to assist at regional meetings she was there to help and be of assistance. She has now relocated to the New Orleans area and has begun attending meetings there. Gloria DeCuir-Robert has completed her term as the Chair of the New Orleans Region. During her tenure, she has worked with the other members of the New Orleans leadership exceptionally well. The regional meetings are now very well attended. They have lined up incredible speakers at their meetings and have utilized community resources to locate great meeting space. Kelly Richter served for one year as the Regional Representative for the Baton Rouge Region. She brought a great deal of energy to the efforts of the region. She has recently relocated and had to resign her position. We appreciate her tenure and wish her well in her new job. Karen Marchand completed her tenure as the Regional Chair for the Baton Rouge Region. She will continue to assist the Baton Rouge Region as the Regional Representative. Karen was involved in the arranging of speakers for the meetings. She will help add continuity with the growth of the Baton Rouge Region as a new chair assumes his leadership responsibilities. Jamie Scoggin was the chair for the Shreveport Region. During her term she secured a new job. As a result, she resigned her position. The Shreveport Region had developed a schedule for their meetings with identified speakers. When the new leadership assumed the role, there was a seamless transition. Kristina Allen graduated from the LSU School of Social Work in May, 2011. During the time she was at LSU she represented Graduate Students on our board. She was a great representative of the future of the profession. Jessica Thomas represented the Bachelor Social Work Students on our Board. She graduated in May, 2011 from Southeastern Louisiana University and will be enrolling in LSU School of Social Work in the fall of 2011. We are humbled by their individual level of commitment. They have served the membership well. We all are grateful for your service. Edgar P. Guedry LCSW-BACS, ACSW, CHPCA, ACHP-SW President’s Column Every time you turn on the TV, look on the internet, or read a newspaper, you have to realize that there is a major need for the mental health profession in this country. Story after story is told of dysfunctional relationships, crimes, murder, deceit, etc and those surrounding these events are left to wonder what they could have done to change the outcome. Social Workers can and do make a difference by trying to establish preventative interventions to families, individuals and organizations. We hear about preventative medicine and groups work hard to get insurance companies to pay for preventative measures in order to delay and/or stop the disease processes. This concept is not new to social workers. We, as a profession, throughout time have established programs and organizations to educate and inform on ways to PREVENT patterns, break habits that lead to dysfunctional and destructive behavior. We need to own it and be aware that we have been on the forefront of change and now is not the time to take a back seat. Social workers can partially claim that process and continue to lay ownership of establishing pathways that continue to create innovative programs that enable people to seek help to break harmful life patterns. NASW-LA is a vehicle for us to join together as a profession to make a difference in the political world whereby we will continue to be recognized as a leading resource for mental health issues that affect our culture today. We have a commitment to continue to be recognized as leaders/members of panels that have influence in policy, recognition on insurance reimbursement issues and funding for programs that can be beneficial to humankind as a whole. Our responsibility is to uphold the basic principles and ethics our profession is built upon. With all of the above in mind, we as social workers, both individually and as a profession, need to continue the commitment to stand up and represent the populations we represent and for whom we advocate. It is more important than ever to join forces with NASW-LA due to its ability to affect change on a much larger scale. We all know that one’s voice is louder when there are numbers behind it and also a reputable source that is recognized and respected by the legislature and other professional organizations. Please join us in our efforts to effect change that will be for the better and be for the improvement of people’s lives and living conditions. Page 4 NASW-LA New Member Application and Renewal Notice Changes Recently the National Office we have made changes to the mailing address and fax number on the New Member Application form. A new application is available on the National website at www.socialworkers.org or via the link on the Louisiana Chapter’s website at www.naswla.org. The new address is: P.O. NASW National Member Center Your Membership Information Is Important to Us! Help us better serve you by keeping your contact information up-to-date. If there are address, telephone, or e-mail changes you need to make, designations you need to add, or you need to list your specialty practice, go to the National NASW webpage: www.socialworkers.org and make the changes online. How can an NASW Member update their Membership Information On Line? The national office of NASW has announced that an NASW member can update their membership information on line and help to keep your information up to date and current. The steps are as follows: Go to www.socialworkers.org Click on “member’s login” and log in. Click on “update your member profile”. Click on “edit” to update. Make the changes and click “submit” to complete the process. By each member making the necessary changes to their information, this will not only make sure that they receive the information from the National office in a manner timely, but from their Chapter office also as we receive your address information from National on a monthly basis. July 17 September 17 November 20 Click here to visit the Licensing Board’s website at www.labswe.org Delegate Assembly The Delegate Assembly is the representative, decision-making body - comprised of 277 elected delegates - through which NASW members set broad organizational policy, establish program priorities, and develop a collective stance on public and professional issues. Article V of the National Bylaws addresses Delegate Assembly. The Delegate Assembly meets once every three years. As stated in the National Bylaws, "The membership shall act through the Delegate Assembly in all matters except as otherwise provided in the Bylaws." The three voting delegates for the Louisiana Chapter are Edgar Guedry, Alisa Lear, and Vicki Peay. The Chapter Executive Director participates in the meeting but does not vote. In 2008, the Delegate Assembly was convened in the virtual world. Our delegation was able to participate from the convenience of their homes. Over the last three years, the national staff have worked to refine the virtual meeting process and the event will again occur using computer technology. Our delegates have been working for the past six months on policy panels and developing draft policy statements. Ultimately, the policy statements are approved by the Delegate Assembly; and, they are published in “Social Work Speaks”. This documents helps to frame our position of social policy issues. It is used by many of our schools of social work in their policy courses. Smith, Program Director The final touches are being made to the 2011-2012 NASW-LA Continuing Education Program, “The Yellow Book”. It will be mailed to all licensed social workers in the State of Louisiana at the end of August and available on the website the first of September. In reviewing and analyzing the workshops from the last few years, it has been noted that the majority of the workshops are attended in the months prior to June 30th. Therefore this year’s offerings will be concentrated in the months of February, April, May and June, with a few workshops in October and November and Prep Test and Supervision scheduled following the Annual Conference in March. NASW-LA has endorsed some On Line CEU programs such as yourceus.com, DiaLearning and offerings by the California Chapter of NASW. Information on these programs is available on the NASW-LA website under Continuing Education. NASW-LA has expanded their partnership with www.yourceus.com in order to bring you more online continuing education opportunities. This program will be sent to you each month via email. Please keep in mind that the administrative rules published by the Louisiana State Board of Social Work Examiners limit the number of distance learning (teleconferences, telecourses, home-study and internet courses) to 10 clock hours of the required 20 clock hours of continuing education required annually for renewal of social work credentials. You do not need to pay for these programs unless you want to use them for CE credit. This is simply part of NASW’s commitment to strengthening the profession and supporting your professional development. The name of this program will be the CEUS +Plus program, hosted by yourceus.com. If you want to use these monthly courses for your continuing education credits, the cost is going to be extremely affordable, and the fees will help support NASW LA. To get your CE credit, you simply read the course in its entirety, then go to www.yourceus.com, click on the CEUS +Plus button on the left side of any page, register, take a brief post-test, and print your certificate. For people who prefer to take a handwritten test, or use a check to pay for the CE credits, these options will be available, too. NASW LA and yourceus.com will be encouraging all participants in CEUS +Plus to let us know what topics and areas should be included in new CE development and to forward requests for new courses. We also invite experienced mental health clinicians to inquire about becoming a course developer for this program, to help all social workers in LA get the best and most current knowledge and skills in the field. If you do not want to be sent these programs, and want us to remove you from our email distribution list, just let us know. Our goal is not to send annoying spam, but to improve practice in the State of Louisiana. As always, thank you for your continued support of NASW-LA and especially the Continuing Education Program. Annual Conference 2012 Karen D. Smith, Program Director Plans for the 2012 are underway. The Call for Proposal for the 2012 Annual Conference is being mailed out and is available on the website. It is also included in this newsletter on page 17. The Annual Conference Committee will meet in September to review the Call for Proposals and finalize plans for the conference. We all look forward to seeing you all there. Our next evaluation comment to discuss, is the food selection for the luncheons and the break out sessions. Over the years the conference committee and the staff have worked with the host hotel to ensure that you are served quality food. We have added healthier selections as per the comments that we have received and increased the amount that we are serving. The cost of food for such a large group is very expensive. We work very hard to be able to offer you a snack, beverage or lunch that is cost effective to the overall budget of the conference, but also nutritious and enjoyable to eat. For the last ten years we have been able to do this without increasing the registration fees for the conference. The options that are available for the luncheon menu, are limited at the cost of $25.00 a plate. Many of you have asked why you are served “chicken” each day. Well, many of our attendees cannot eat seafood. Many do not like how beef and/or pork is cooked in a banquet setting, therefore there is the “chicken”. The types of chicken meals for luncheons have come along way from the “chicken cordon bleu” with green beans and potatoes that we were served for many years. It was the “luncheon” or “banquet” meal. Each year the hotel works to create a menu item of “chicken” that is different from the previous year, while keeping it at the same price. The sides are varied depending on what is in season at the time of the conference. While we are aware that we cannot please everyone’s palette we make every effort to please the majority. We are able to serve a vegetarian option for those that request it. The Annual Conference Committee, the Board and the Chapter Office continue to strive to ensure that you are served quality, wholesome food and that there is enough for everyone to have some, at a price that we can all afford. Page 7 NASW-LA Page 8 NASW-LA LABSWE Board Vacancies The LMSW and public member position on the board are currently vacant. In December 2011, there will be two appointments expiring. One vacancy must be filled by a LCSW and the other vacancy can be filled by a RSW, LMSW, or a LCSW. LA law mandates the following qualifications for board members: citizen of the United States; resident of the State of Louisiana; hold current, valid license, certification or registration and must have five (5) years of social work experience. Board members are appointed by the Governor to serve for three (3) consecutive years. The appointment must be confirmed by the Senate. Board meetings are held every five weeks at the board office in Baton Rouge. Meetings begin at 9:00 a.m. on Friday and carry-over to Saturday, if necessary. Louisiana law does not compensate members for service; however, board-related expenses are reimbursed as per the state’s travel guidelines. Long Fieldhouse Baton Rouge, LA 70803 Page 9 NASW-LA Daphne S. Cain Named Interim Dean of LSU School of Social Work LSU has named Daphne S. Cain, the MSW Program Director and Associate Professor, as the Interim Dean of the School of Social Work effective July 1, 2011. Dr. Cain holds a Ph.D. in social work from the University of Tennessee, a master’s degree in social work with a concentration in mental health from East Carolina University, and a bachelor’s degree in Psychology with a minor in Women’s and Gender Studies (Summa Cum Laude) from North Carolina State University. Her research interests are in the areas of parenting practices, parenting interventions with high-risk and vulnerable families, and religion/spirituality and social work practice. Much of her research experience is related to the after-effects of Hurricane Katrina, including the way churches responded to the crisis and the impact of the storm on displaced children. Dr. Cain was the recipient of the LSU School of Social Work Outstanding Faculty Teaching Award in 2007, and the Outstanding Faculty Contribution to Women’s and Gender Studies in 2011. She has served as major professor and committee member for numerous LSU graduate students in social work. She has been a faculty research adviser for students in the Ronald E. McNair Postbaccalaureate Achievement Program for minority students, and has authored many journal articles and book chapters in the field of social work. Dr. Cain has been with LSU since 2001 and has served as faculty adviser to the Social Work Student Association, as a member of the LSU Faculty Senate Courses & Curriculum Committee, a member of the Centers for Excellence in Learning and Teaching Advisory Council, a member of the LSU Curricula Integration Committee, and member and chair of numerous committees within the School of Social Work including the School of Social Work Program Evaluation Committee, the MSW Curriculum Committee, and the School of Social Work Policy Committee. Dr. Cain is an Associate Editor of the Journal of Family Issues and serves as a manuscript and book reviewer for a number of other social work-related academic journals. She is a certified site visitor for reaccreditation for the Council on Social Work Education (CSWE), and is widely involved in community service in the Baton Rouge area including as a member of the Advisory Committee for the District Attorney’s Rape Crisis Prevention Center. She is a licensed clinical social worker in Louisiana and North Carolina. Dr. Cain lives in Baton Rouge with her husband, Dr. Dan Novak, an Associate Professor of English and the Director of Jewish Studies at LSU, and their four dogs – Orpheus, Bon Temps, Sophia and Winnie. The Louisiana Association of Substance Abuse Counselors and Trainers (LASACT), THE membership organization for Louisiana’s Addiction Professionals and Providers, will host its 35th Annual Statewide Conference, “LASACT 2011”, July 24-27, 2011, at the Crowne Plaza Baton Rouge, 4728 Constitution Ave, Baton Rouge, LA. The 2011 theme is: Ɖ CHART Ɖ “LET’S GIVE THEM SOMETHING TO^TALK ABOUT! “PREPARING FOR A MANAGED CARE WORLD” The conference is geared toward educating Professionals and Providers from the Addiction, Medical, Social Services, and Criminal Justice related service fields on the latest Addiction Prevention and Treatment information and techniques from a Managed Care viewpoint.
