Foreword
This year of public spending reductions has been one of challenges for local communities, the voluntary
and community sector and public services. The effects of this can be seen in VAL’s research, which has
OPNOSPNO[LK[OH[V]LYOHSMVMM\UKLKNYV\WZOH]LHSYLHK`ILLUJ\[HUKHM\Y[OLYÄM[OHYLL_WLJ[PUNJ\[Z
VAL’s role at this time is more important than ever. We have undertaken important research that shows
the depth and breadth of the cuts to different communities which has provided valuable information for
commissioners and decision makers. We have brought groups together to look at collective solutions. We
have supported groups to adopt different business models and to be more enterprising in light of the lack of
public sector contracts. We have seen a record number of volunteers, who are able to maintain and develop

This report describes in more detail some of the work that we have done this year, and what its impact has

Highlights of VAL’s year
„ 6,870 people enquired about volunteering this
year, our highest ever number and an increase
of 64% on last year. Over half our enquirers
are from BME communities and over half from
young people under 25.
„ Despite the challenging economic climate,
local groups have been supported to raise
£692k this year. In addition to this, VAL led
a partnership of organisations to win £1m of
Transforming Local Infrastructure funding.
„ A new programme has worked with

Stand up for Communities

launched this year, highlights our belief that funding
cuts to the voluntary and community sector are
funding cuts to communities and the services
they receive. Often these services help vulnerable
people, such as the elderly or disabled, so when
funding is removed the vital support they need is
removed too.

Cuts research and impact on
communities
As a result of VAL presenting our research,
[OL*P[`4H`VY:PY7L[LY:V\SZI`OHZTHKLH

impact of spending reductions, and form a task
force to identify ways to reinvest in services. VAL’s
research, The Changing Impact of the Voluntary and
Community Sector, found that 58% of participants
felt their ability to make a difference for their

received funding had seen that funding reduced,

Findings were also highlighted by VAL and the

The organisation needed support to prepare for the
impact of personalisation following impending cuts

VAL prepare not only me but also
the committee for the changes and
the introduction of personalisation
and how this will affect our funding
and how we run the project. VAL has
contributed throughout and without
them I would not be able to achieve
the outcome of actually putting the
new systems into place.

2010 to discuss diversifying their income in light of
their core contract going out to tender. We provided
business planning advice, which looked at how the
organisation could change its business model and

income from personal budgets.

Kirton Lodge is a homeless shelter for women and
children in Beaumont Leys and receives clients on

Volunteering network
VAL continues to host the personalisation forum.
The forum’s views are represented at the adult
social care transformation group. The forum has

to directly engage with the sector on issues
including the resource allocation system, the early
intervention and prevention strategy and the carer’s

where topics such as budget cuts, new areas of
development such as ‘choose my support’ and
tailoring services to meet the needs of individuals

The volunteering network meets on a quarterly
basis. It successfully brings together both staff and
volunteers who “manage” volunteers from a wide
range of voluntary and community organisations
