OVERVIEW
What is a
Certified Access Specialist?
Certified Access Specialists
are individuals who have
met the stringent criteria as
determined by the California
State Architectʼs Office.
The criteria includes testing
on knowledge sufficient to review, inspect and
advocate universal design requirements and
standards governing access to the built
environment for persons with disabilities.
Effective July 1, 2010 California Senate Bill
No. 1608 requires every local agency shall
employ or retain at least one building
inspector who is a Certified Access Specialist
(CASp). The CASp shall provide consultation
to the local agency, permit applicants, and
members of the public on compliance with the
stateʼs accessibility standards with respect to
permitting, construction and inspections of a
place of public accommodation.
This two full-day training event will address specific
disabled access code sections and issues that relate
mainly to the Certified Access Specialist Exam through
the State of California under the authority of Senate Bill
262 (Chapter 872/Statutes of 2003) authorizing the State Architect to establish and

ification. This training will highlight Title II
and III of the Americans with Disabilities
Act (ADA), Americans with Disabilities Act
Accessibility Guidelines (ADAAG), CBC
Title 24, Part 2, and much more.

Who Should Attend ?
This training is geared towards those who are pursuing to
become a Certified Access Specialist, as well as
interested persons involved with building codes, such as
contractors, inspectors, plans examiners, building
officials, architects, engineers and design professionals.
Commencing January 1, 2014,
one half of the building
inspectors for local agencies
shall be Certified Access
Specialists to conduct
permitting and plan check
services.
The course also qualifies for continued
education toward Architectʼs license renewal.

Section 134. Candidate Examination. The exam
shall assess each candidate’s knowledge of access
laws, codes and regulations. The examination may
cover a variety of areas including:

diversified experience in the Architectural
field. She has specialized for the last 20
years in Accessibility and Universal Design,
Education, Design and Construction.
a) Public Services (Title II), Public Accommodations
and Services Operated by Private Entities (Title III),
and Miscellaneous Provisions (Title V) of the
Americans with Disabilities Act of 1990 (42 USC
Chapter 126), and promulgating regulations, the
Americans with Disabilities Act Accessibility
Guidelines (ADAAG).
b) Regulations for accessibility throughout all parts of
the current edition of the C.C.R., Title 24, California
Building Standards Code.
c) California Laws for accessibility in the Government
Code, Health and Safety Code, and Civil Code.
Ms. Puente-Peters has served as a
member of the California Division of the
State Architectʼs Subject Matter Experts
Committee to advise in the creation of the
Stateʼs Access Specialist Program assisting
them to develop the training program as
well as designing the test for the CASp
Certification Program. Ms. Puente-Peters is
a Certified Access Specialist with the State
of California.
Ms. Puente-Peters has provided many
Accessibility Training Seminars throughout
California as well as nationally and
internationally. She has developed, in
partnership with the Division of State
Architect,
a State-wide access Plan
Review training system through power
point, training materials, plan review
exercises and demonstrations.
d) Fair Housing Amendments Act of 1988 (42 USC
Sections 3601–3620) and promulgated technical
guidance in the Fair Housing Accessibility
Guidelines.
e) Architectural Barriers Act of 1968, as amended (42
USC Section 4151 et seq) and promulgating
regulations, the Uniform Federal Accessibility
Standards (UFAS).
f) American National Standard for Accessible and
Usable Buildings and Facilities (ANSI A117.1).
g) California Department of Housing and Community
Development (HCD) A Voluntary Model Universal
Design Local Ordinance (AB 2787) (Chapter 726 of
Statutes of 2002, adopted Section 17959 of the
Health & Safety Code) most recent edition.
h) HCD New Home Universal Design Checklist
(Section 17959.6 of the Health and Safety Code) the
most recent edition.
