SECOND ORDER OF BUSINESS – Audience Comments on Agenda Items
Resident stated the sidewalk at Stradford and Panther Trace Boulevard is broken and

last week on Monday a lady fell and hurt her knee and wrist. I took her to the hospital and
32
went to see her, and she could not remember her name or address. Also the water meters are
33
missing covers.

Ms. Jones stated the issue that we have is that we do not own the sidewalks, the
35
county does. I will ask District Management to contact the county and tell them that we have
36
had a person injured and hopefully they will expedite fixing the sidewalk and make them
37
aware of the missing covers for the meters.

Ms. Jones asked is there an update on the TD Banks fees from last meeting?

Ms. Comings-Thibault responded the bank is going to reimburse us for all those fees

and we will not be assessed anything else in the future. We received a $78.75 credit from

MHD Communications and that will be applied for future use.

Mr. St. Denis stated a cross walk without a red light may create a false sense of

EXHIBIT 2.
The attached photos are meant to help orient you as to the
approximate location of a portion of the old wooden fence that had
served to show the perimeter of Panther Trace (which was
dismantled and removed last fall) and the new proposed 6 ft chain
link fence for this portion of the perimeter of Panther Trace.
Photo P1050165. The main stretch of the proposed six ft high chain
link fence will start perhaps 4-8 ft from the R-hand end of the 6' white
fence noted near the top of the photo....and run parallel to the road
~along the Panther Trace property line.
Photo P1050166. In this photo the camera is pointed more to the
right, and the small bush noted about half way up on the L side of the
photo...is where the new chain link fence will make a right angle
(leaving the small bush inside the Panther trace property) and head
toward (and behind) the small stretch of wooden fence (on the R side
of the photo)...and continue in that direction for another ~25 ft, where
it will intersect with the neighbor's ~4 ft high wire fence. It will end at
that point (the neighbor's fence will form ("close to the boundary" of
Panther Trace from that point on).
Photo P1050170 Here's another view showing where/how the road
dead ends.
Photo P1050172. This shows a remnant of the wooden fence at the
R side of the photo. The Chain link fence runs ~1ft behind the
wooden fence, inside Panther Trace's property line...until it intersects
with the neighbor's wire ~property line fence. A part of the neighbor's
fence is visible at the L side of the photo (the tree trunk visible there
is about 10-12 ft behind the neighbor's fence.
Photo P1050200. The new Chain link fence will run "close" to the old
fence line. It will start 4-8 ft from the end of the white fence and come
toward the bush seen in the left side of the photo. It will make a 90
degree change in direction (leaving the bush "inside" the Panther
Trace Property), and head to the right behind the wooden fence and
end where it intersects with the neighbor's fence.

Re: Amenities Access Cards and Armbands
Dear Board,
In our efforts to ensure that residents are able to use the facilities, I would like us to consider the
use of arm bands as identifiers for our youth 13-15 who are not eligible for pool access, and for
phase II residents. The arm bands would be given to phase I residents with proof of residency
same as the access cards. Phase II residents would be asked to purchase the band at cost (initial
research shows roughly $1.50 for customized bands) they would also be required to show proof
of residency and complete an agreement. I can create an agreement if approved. The armbands
would be worn on the playground, fields and courts. Pool access will remain the same. If
approved, I can have everything completed for final approval at the May meeting and begin
issuing in June.

This year the Landowners Elections for this District will be scheduled to be held either on the
November 4, 2014 or will be designated to be held right before your Regular Scheduled November
meeting date.
The announcement of the meeting date, along with the appropriate paperwork will be provided
at your July or August meeting in accordance with the 90 day announcement regulated by Florida
Statute.

This year the General Elections for this District will be held on: Tuesday, November 4, 2014.
The qualification period for candidate will begin at noon on June 16, 2014 and ends at noon
June 20, 2014. Please contact your County Supervisor of Elections for more details. Packets will be
available through their office started May 16, 2014.
Our office will prepare and provide the notice of election to be held in 2014 on behalf of the
District on or before May 30, 2014 to comply with Chapter 190.
Additionally, on or before May 30, 2014, the Board will adopt a resolution requesting the
Supervisor of Elections to place these seats on the ballots, and we will transmit to upon its adoption.

Notice is hereby given that the qualifying period for candidates for the office of
Supervisor of the Panther Trace Community Development District will commence at
noon on June 16, 2014 and close at noon on June 20, 2014. Candidates must qualify
for the office of Supervisor with the Hillsborough County Supervisor of Elections located

at 601 E. Kennedy Boulevard, 16 Floor, Tampa, Florida, 33602, Tel: 813-272-5850.
All candidates shall qualify for individual seats in accordance with Section
99.061, Florida Statutes, and must also be qualified electors of the District. A qualified
elector is any person at least 18 years of age who is a citizen of the United States, a
legal resident of the State of Florida and of the District, and who is registered to vote
with the Hillsborough County Supervisor of Elections. Campaigns shall be conducted in
accordance with Chapter 106, Florida Statutes.
The Panther Trace Community Development District has three (3) seats up for
election, specifically seats 1, 4 and 5. Each seat carries a four year term of office.
Elections are nonpartisan and will be held at the same time as the general elections on
November 4, 2014, in the manner prescribed by law for general elections.

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE
PANTHER TRACE COMMUNITY DEVELOPMENT DISTRICT
CALLING FOR A GENERAL ELECTION TO BE HELD BY THE
HILLSBOROUGH COUNTY SUPERVISOR OF ELECTIONS IN
CONJUNCTION WITH THE GENERAL ELECTION TO BE HELD IN
NOVEMBER, 2014.
WHEREAS, the Panther Trace Community Development District ("District") is a local unit of
special-purpose government established by Hillsborough County, Florida on August 14, 2001 pursuant to
Chapter 190, F.S.;
WHEREAS, the District Board of Supervisors consists of five members; and
WHEREAS, Chapter 190, Section 190.006(8) F.S, provides for each supervisor to be entitled to
receive an amount not to exceed $200 per meeting of the Board of Supervisor and not to exceed $4,800
per year per supervisor; and
WHEREAS, Florida Law provides for the election of members to specific terms and seat
numbers for the Board of Supervisors of the Panther Trace Community Development District and calls
for the election of three (3) members of the Board of Supervisors of said District for seat numbers and
length of terms thereof:

SECTION ONE
There is hereby called an election in the County of Hillsborough State of Florida. Said election is
to be held on November 4, 2014, for the purpose of having all of the qualified electors residing within the
boundaries of said District to determine the members to serve as the Board of Supervisors of said District.
SECTION TWO FS §99.061
THE PERIOD OF QUALIFYING AS A CANDIDATE FOR A SUPERVISOR TO SAID
DISTRICT SHALL BE FROM NOON JUNE 16, 2014 THROUGH NOON JUNE 20, 2014.
SECTION THREE
FS§100.011, FS CHAPTERS 189, 190, 191, LOF 97-340 (where applicable)
Said election shall be conducted according to the requirements of general law and law governing
special district elections.

The election shall be held at the precinct polling places designated by the Supervisor of Elections
in Hillsborough County, Florida. The polls shall be opened and closed as provided by law, and the ballot
shall contain the names of the candidates to be voted upon.
SECTION FIVE FS 100.021
100.021 Notice of general election – The Department of State shall, in any year in which a
general election is held, make out a notice stating what offices and vacancies are to be filled at the general
election in the state, and in each county and district thereof. During the 30 days prior to the beginning of
qualifying, the Department of State shall have the notice published two times in a newspaper of general
circulation in each county; and, in counties in which there is no newspaper of general circulation, it shall
send to the sheriff a notice of the offices and vacancies to be filled at such general election by the
qualified voters of the sheriff’s county or any district thereof, and the sheriff shall have at least five copies
of the notice posted in conspicuous places in the county.
SECTION SIX §100.011
Election costs shall be the responsibility of the District pursuant to Florida Statute 100.011.
