Use of Electronic Devices
Rule 3-2-8
 Electronic devices may be used in unrestricted areas and
coaching boxes, providing the location does not interfere
with progress of the meet as determined by the meet
referee
• Electronic devices shall not be used to transmit information
to the competitor during the race or trial
• Electronic devices shall not be used for any review of an
official’s decision
 Penalties:
• A competitor shall be disqualified from the event
• Team personnel (e.g. coach, manager, etc.) shall be
disqualified from further participation in the meet for
unsporting conduct

General Rules for Throwing Events
Rule 6-2-9
 A pass shall be communicated to the event
judge before the start of the trial clock
Prescribed Time Limit for Pole Vault
Rule 7-2-11
 A competitor shall initiate a trial that is carried
to completion within the prescribed time limits,
one minute after being called for a trial
• When three or fewer remain in the high jump
or pole vault at the beginning of a bar height,
the above time shall be increased to three
minutes
• When a single competitor, who has won the
competition, remains in the high jump or pole
vault, the allowed time shall be five minutes

 By way of the chart, the time limits for
consecutive trials in throwing events are now
clarified
Pole Vault – Planting Box Padding
Rule 7-5-24
 The planting box shall not contain any foreign
materials except planting box padding. Such
padding, if used, shall meet the applicable ASTM
Specification Standards and can be incorporated
into the design of the planting box or can be a
padding addition to an existing planting box
• Padding meeting the ASTM Standards may be
used immediately, subject to rejection or
conditional approval by state association action
• Padding meeting the ASTM Standards will be
required for the 2014-15 track season

 Pole vault planting box padding shall meet ASTM
Specification Standards for the 2014-15 indoor and
outdoor seasons

Coaches “getting it right”
with uniforms
 Track and field is a sport which traditionally has
colorful uniforms and styles that serve different
purposes for performance
 Having the athletes show up for competition in a legal
uniform starts with the coach
 Any time there is a violation due to uniforms, it is
a violation that could have been avoided
 The officials do not have the responsibility for putting
athletes in legal uniforms, but do have the
responsibility to enforce the rules

Catastrophic Insurance
 TSSAA provides a Catastrophic Insurance
Policy that covers students and / or student
athletes in all TSSAA sanctioned activities
including travel to and from the activity
provided certain requirements are met. The
policy is underwritten by National Union Fire
Insurance Company and has a $500,000
Medical Limit with a $10,000 deductible. The
following slides outline when coaches and
athletes are covered with this policy.

Athletes and Coaches are Covered:
 Practicing a TSSAA sanctioned sport during
the time outlined in the TSSAA Calendar
 Weight lifting and conditioning – Is only
covered during the season when teams are
allowed to practice.
 Preseason Scrimmages
 Travel to and from athletic practice and
contests provided the entire team is together
with the coach in charge.

Athletes and Coaches are Covered:
 Practice during the school day – Must be
practicing during the time that conforms with
the rules, regulations, and season as
corresponding athletic practice outside the
school day.
 Summer practice – Must be a school team
practicing as a unit during the time specified
in the TSSAA Sports Calendar with school
coach in charge.

Athletes and Coaches are Covered:
 Games/Contests – Athletes and coaches are
covered while traveling together and
participating in sanctioned TSSAA contests.
Athletic directors are now covered traveling to
those contests.
 Independent travel to and from is not
covered!(Example: athletes driving to a site
and meeting the coach)

Athletes and Coaches ARE NOT Covered:
 Open Facilities
 Weight Training and Conditioning – At no time
during the off-season are players and coaches
covered.
 Summer Camps – Any sport team attending
camp must have coverage or the camp must
cover requirements. The athlete’s and coach’s
TSSAA catastrophic insurance does not cover
team camps.
 Student-athletes are not covered when they are
supervised by a non-approved coach or a coach
who has not met all TSSAA coaching
requirements.

Registration of Coaches with
TSSAA
 The athletic director of each school is
responsible for registering all coaches on the
TSSAA website. This enables us to have a
valid e-mail address for all coaches when
correspondence from our staff is necessary.
Please check with your athletic director to
make sure that all of the coaches on your
staff have been registered with TSSAA.
Schools who use coaches that have not been
registered with TSSAA are subject to a $500
fine.
Use of Non-Faculty Coaches
for Track and Field
 A Classified Employee or Non-faculty Coach
may serve as a head coach in Track and
Field if that person has 5 or more years of
experience as a coach at a TSSAA or TMSAA
member school and has completed the
Coaches’ Education Requirements.
 All schools are limited to 2 Non-faculty
Coaches in Track and Field.
Coaching Requirements &
Coaches’ Education
 All Classified Employees and Non-faculty
Coaches must complete the online NFHS
Fundamentals of Coaching course and the
online NFHS First Aid, Health, and Safety for
Coaches course prior to coaching.
 Information previously covered in the TSSAA
Online Coaches Training is now included in
the online NFHS Fundamentals of Coaching
course.
 The total cost for both online courses is now
$130.00. The ASEP course was $250.00.

 Classified Employees and Non-faculty
Coaches who have successfully completed
the ASEP Courses and the TSSAA Online
Training prior to May 1, 2013 are not be
required to take the new NFHS courses.
TSSAA Concussion Policy
PROTOCOL FOR OFFICIALS DURING CONTESTS
1. Continue to monitor players for possible injury and concussions as usual.
2. Remove any player that shows signs of concussion.
3. Inform the head coach that the player is showing signs of concussion or other
injury.
4. The head coach is in charge of getting clearance from proper health-care provider.
5. The “TSSAA Concussion Return to Play” form MUST be completed, signed by a
licensed medical doctor (M.D.), Osteopathic Physician (D. O.) or a Clinical
Neuropsychologist with Concussion Training, and shown to the official(s) by the
head coach prior to a student-athlete returning to participate in a contest the
same day.
6. If a player that has been removed by an official is allowed to return to play during
the contest, an “Unusual Occurrence Form” shall be filed with the state office by
the official within 24 hours of the incident.
7. All TSSAA registered officials must understand and follow the above-written
protocol.

 Coaches share the responsibility of removing
an athlete from competition when signs,
symptoms or behaviors consistent with a
concussion are observed.
 The playing rules give this responsibility to the
official, but the TSSAA policies extend that
responsibility to the coach in both
competitions and practice.

TSSAA Heat Policy
Coaches and administrators must review the
TSSAA Heat Policy at www.tssaa.org to make
sure that all required accommodations are
being made for practice or competition.
TSSAA Heat Policy
Modifications for Track and Field
Competition when the Heat Index is 95°104° :
Athletes should have access to unlimited water before,
during and after competition.
Athletes should be monitored closely for signs
of heat illness during the competition. No mandatory
stoppage of play required unless the heat index
exceeds 104°.
Athletes should re-hydrate and seek shade at each
available opportunity during the competition.
NFHS/TSSAA Lightning
Guidelines
 TSSAA follows the NFHS Guidelines found in your NFHS
Rules Book
 If lightning is seen or thunder is heard, IT IS CLOSE
ENOUGH TO STRIKE YOU!!
 Follow the thirty minute rule. Once play is suspended, at
least 30 minutes must pass after the last clap of thunder is
heard or the last flash of lightning is witnessed prior to
resuming play.
 Any subsequent thunder or lightning after the beginning of
the 30 minute count requires the clock to be reset and
another 30 minute count to begin.

 Uniform Rule- All uniforms must follow the
NFHS Rules. The referee will warn every
participant prior to the meet that they must
compete in a legal uniform, and if a
contestant competes in an illegal uniform,
then that contestant is disqualified from that
event. There are no team warnings or
individual warnings after the meet begins.
Officials should use preventative officiating as
much as possible.

 Jewelry Rule- The referee will warn every
participant prior to the meet that jewelry is
illegal, and if a contestant participates with
jewelry while competing, then that contestant
is disqualified from that event. There are no

Sports Calendar
Pre-season practice – No restrictions.
First practice date is Monday, week of February 15.
Must practice three days before scrimmages are allowed. Maximum of four scrimmages
or two preseason dates, or one date and two scrimmages.
Date of first contest allowed is Monday, 10 weeks prior to Spring Fling. Eligibility and
schedules must be filed online.
Maximum number of regular season contests is 11 dates. Each meet counts as one
date.
Off-season practice – No restrictions.
There are no restrictions in regard to summer practice.
Must observe the two-week Summer Dead Period.
