The winners along with their parents, grandparents and family members attended the event at CSEA headquarter in Hartford. headquarters, was in attendance to present the citations. The criteria for selection of McCusker Scholarship awards are scholastic achievement, financial need and community service. The applications are rated by an independent group of evaluators. Former CSEA Presidents Al Marrotta and Charles Casella attended to see their grandchildren win the very competitive scholarship awards for the six grandchildren. The trustees of the McCusker Scholarship work hard every year to make the awards and the awards ceremony a shining moment for the Union. Continued on Page 4 Raises Set to Begin For Many State Employees For those state employee bargaining units that voted in favor of the 2011 SEBAC agreement, raises are set to begin August 26th and should show up in the September 20th paycheck. The 2011 SEBAC agreement provides (3%) increase plus step increases, annual increments (or their equivalent) in those units that have them as part of their collective bargaining agreement for FY 2013-14, FY 2014-15 and FY 2015-16. These raises are happening at a time when other workers around the state are facing a sluggish economy and many in the private sector are facing the potential for layoffs. It is important to remember that these raises come after two years of wage freezes and other concessions that state employees agreed to during the darkest fiscal period in a generation in order to help the State of Connecticut balance its budget. These past few years of wage freezes have been difficult, but state employees are now set to receive 9% in wage increases over the next 3 years. Typically, these wage increases would happen on July 1st, but the wage increases for FY 2013-14 have been delayed by 3 pay periods due to wage increases paid to employees in FY 2011-12 prior to ratification of the 2011 agreement. Visit Our Union’s Website at www.CSEA-CT.com Postmaster: Please forward address changes to: CSEA, 760 CAPITOL AVE., HARTFORD, CT 06106 August, 2013 Special Open Enrollment For State Employees following The Supreme Court’s Invalidation of the Defense of Marriage Act On June 26, 2013, the U.S. Supreme Court struck down the portion of the Defense of Marriage Act (“DOMA”) that effectively barred samesex married couples from being recognized as “spouses” for purposes of federal law. As a result of that ruling, the Health Care Cost Containment Committee has agreed to a special open enrollment period that will run from July 9, 2013 until September 13, 2013, to give state employees and retired state employees in a same sex marriage the opportunity to elect for health insurance. Prior to the Supreme Court ruling striking down DOMA, State employees were required to pay Federal taxes and social security taxes on the benefits of their same sex CSEA Selected To Be An “Assister” Organization, Help With The Implementation Of The Affordable Care Act CSEA SEIU Local 2001 has been selected as an “Assister organization” for Access Health CT, Connecticut’s official insurance marketplace, also referred to as the insurance “exchange”, which is set to open on October 1st. We are extremely excited to be part of this effort to enroll those who need insurance and help lower costs for those who already have it. The insurance marketplaces are one of the most important parts of the Affordable Care Act (ACA); The marketplace simplifies the search for health coverage by gathering the options available in our area in one place. Those in need of insurance can compare plans based on price, benefits, quality, and CSEA NEWS spouse. The federal income tax burden may have discouraged some employees from enrolling a same sex spouse in health benefit coverage. Before the Supreme Court’s ruling, heterosexual married couples were able to provide health benefits to a spouse on a tax-free basis but samesex married couples were not. This meant that state employees or retirees providing health benefit coverage for a same sex spouse under the state’s health plan paid the premium for the spouse’s coverage on a post-tax basis and were taxed on the imputed value of benefits provided to a same-sex spouse. For the roughly 800 state employees and retirees currently covering a same sex spouse, the Comptroller’s Office is working on modifying the records on a global basis through CORE-CT to adjust premium shares from a post-tax to a pre-tax basis and to modify federal income and Social Security taxes year to date. The Internal Revenue Service and the U.S. Department of Labor are expected to issue guidance concerning how the Supreme Court’s decision will affect the administration of some 1,000 federal laws. It is presently unclear how the other features important to them so that they are able to make an educated choice. As this is a brand new process, Connecticut’s uninsured and underinsured have little to no understanding of the help available to them through the Affordable Care Act (ACA) or how to use the marketplace to enroll and purchase health insurance. The Navigator and Assister Outreach Program was created to solve that problem by engaging, educating and enrolling those in need of health coverage. Page 2 ruling will impact federal income tax returns filed in prior years or whether the IRS will establish specific procedures for same-sex couples to seek refunds based on filing status or payment of federal income and Social Security taxes on the imputed value health benefits to a same-sex spouse. Special Enrollment Period - The special open enrollment period began July 9, 2013 and end on September 13, 2013. During this period, enrollment is limited to state employees and retirees who did not previously enroll their same sex spouse.You will be required to provide a copy of your marriage certificate at the time of enrollment. CSEA will work to provide further information on this subject as it becomes available. Our selection was based on our capabilities as an organization, our presence in the community, and our regular dealings with those who need insurance, many of whom are also our members. Because of our union’s strengths, we will be able to help make health coverage available to many Connecticut residents for the first time. This is an important opportunity to work with our members and those in the community in need of health insurance to help bring affordable health care to everyone. When the exchange opens, Connecticut residents will be able to find information and apply through Access Health CT to purchase subsidized or non-subsidized health insurance or qualify for the Medicaid or HUSKY programs. CSEA will be working with our members and with the broader community to get the word out. New student back packs (Stuffed with school supplies if possible!) can be donated during office hours (8:30am-4:30pm) at the Union Hall. All donations of back packs and school supplies (think pencils, pens, notebooks, erasers, calculators, binders) are appreciated. The back pack’s (and supplies) will be given to students in need that attend “ACES” Schools. McCusker Memorial Scholarships for 2013 are awarded to qualifying members’ children, grandchildren, and dependents who completed and submitted applications to our CSEA SEIU Local 2001 Union Hall by June 3rd. Official transcripts and two letters of reference from school faculty, as well as acceptance letters for first year college students were also required for students to be eligible. The following 60 students are each being awarded a $1,000.00 scholarship grant for post-secondary education at an accredited school on a full time basis: • Thomas Antoniak is the son of Mark and Yolanda. Yolanda is an Engineer at the State’s Department of Transportation and is a member of the P-4 Council. Thomas will be entering his junior year at Penn State majoring in Mechanical Engineering. • Thomas Bednar is the son of Andrew and Kim. Andrew is a Construction Inspector for the State’s Department of Transportation and is a member of the P-4 Council. Thomas will be entering his sophomore year at Unity College studying Conservation Law Enforcement. • Conrad Beebe is the son of Allen and Judith. Allen is a Building and Fire Inspector for the State’s Department of Public Health and is a member of the P-4 Council. Conrad is entering his freshman year at Three Rivers Community College majoring in Health Science. • Fatima Bishtawi is the daughter of Mohammed and Basma. Mohammed is a Transportation Supervising Engineer for the State’s Department of Transportation and is a member of the P-4 Council. Keith is a Paraprofessional Council member who is a driver for Area Cooperative Educational Services (ACES). Chloe is entering her freshman year at Smith College studying Anthropology. • Emily Bramande is the daughter of Richard and Mary. Richard is a Software Developer for the State’s Election Enforcement Commission and is a member of the P-4 Council. Emily will be entering her freshman year at the University of Connecticut majoring in Psychology. • Colin Cleary is the son of Matthew Cleary. Julii is a member of Council 760 working as a Nurse for the Windsor Board of Education. Savannah will be entering her freshman year at the University of Arizona majoring in Mechanical/Aerospace Engineering. • Lauren Nicholas is the daughter of Paul and Kelly. Paul is a Telecom Tech Specialist for the State’s Department of Administrative Services and is a member of the P-4 Council. Lauren will be entering her junior year at the University of Connecticut majoring in Biological Sciences. • Claudia Ghisa is the daughter of Florin and Adriana. Florin is an Engineer for the State’s Department of Public Health and is a member of the P-4 Council. Claudia will be entering her sophomore year at New York University majoring in Psychology.
