Tournament Wraps Up 13th Year Members and friends of the CCA gathered to celebrate the most successful tournament year at the 13th annual CCA Louisiana/Mercury Outboards/CITGO S.T.A.R. Awards Banquet held October 18th. The S.T.A.R. (Statewide Tournament and Anglers’ Rodeo) began Memorial Day Weekend and lasted through Labor Day. More than $500,000 in prizes were offered including: 25 boat, motor and trailer packages and an array of saltwater fishing tackle. Hundreds weathered the balmy mid-October conditions at Phil Witter’s Live Oak Arabians in Baton Rouge to enjoy live and silent auctions as well as a host of raffles for fishing tackle and other prizes with proceeds going to benefit CCA Louisiana’s mission to protect, preserve and rebuild coastal recreational fishing. continued on page 6 Executive Director Message 2007 CCA Louisiana Board of Directors from Executive Director/CEO David Cresson It would take a real dyed-in-the-wool pessimist to not crack a smile when he looks at what’s ahead for CCA Louisiana. The beginning of this holiday season presents a good opportunity to count our blessings. Bobby Jindal, who has a great understanding of and track record on marine conservation issues, becomes Louisiana’s governor in January 2008. As some of you may recall, CCA Louisiana named Congressman Jindal our Conservationist of the Year at our annual State Convention in February 2006. In accepting the award, Jindal said: “America is learning what CCA has been saying for years: Unless we pay attention to our great coastal resources, they will be lost.” The governor-elect further backed up his support of marine conservation when he appointed CCA Louisiana Chairman Jack Lawton to head his transition committee on wildlife and fisheries. One of the panel’s chores will be to recommend nominees to become secretary of the Louisiana Department of Wildlife and Fisheries—a key appointment for conservationists. This state agency includes a range of departments that impact marine conservation. Included among those is the Enforcement Division, whose officers enforce this state’s hunting and fishing regulations. We also anticipate that a majority of the members of the Louisiana Legislature will have an appreciation for marine conservation issues. Thanks in part to the hard work of CCA members, the Legislature and LDWF have made great advances in their support for conservation. Hardly a legislative session has gone by that CCA Louisiana hasn’t had to beat back bills that would have affected the hard-fought advances that we’ve made over the years. You’ve seen our article in this issue of On-the-Line about President Bush signing an executive order establishing gamefish status for red drum and striped bass in federal waters. The order is a landmark victory for recreational anglers who have fought for decades to restore and conserve two of the most coveted sport fish in America. Testimony to CCA’s involvement in this issue is that a strong delegation of CCA officers— including a group from Louisiana—was invited to attend the ceremony at which President Bush signed the executive order. This is an indication of the esteem in which CCA is held at all levels of government. Closer to home, your CCA Louisiana is booming. Membership is strong and participation in S.T.A.R. and chapter banquets are up considerably. I’m especially pleased at the strong interest that young anglers are displaying in our organization. The 2007 S.T.A.R. registered an increase of 20 participants in the New Tide youth division. Studies indicate that the No. 1 factor in determining if a person takes up hunting and/or fishing as a sport is if his or her mother or father participated in such activities. Keeping participation in hunting and fishing up is important in many ways. For example, most state agencies that oversee hunting and fishing activities depend heavily on revenues generated from licenses to operate. On a personal note, since becoming executive director and CEO of CCA Louisiana in October, I have had the opportunity to visit most of our local chapters. Without exception, I’ve been most impressed by the leadership and enthusiasm of everyone involved in the chapters. CCA is a grassroots organization that depends heavily on the work and leadership of our chapters. You are the backbone of CCA. The Executive Order signed by President Bush instructs the Secretary of Commerce to put regulations in place establishing gamefish status for red drum and striped bass in federal waters, and encourages the states to take similar actions in state waters. “From the darkest days of overfishing in the late 1970s and early ‘80s, hundreds of thousands of people have worked tirelessly to conserve these resources,” said David Cummins, president of CCA America. “The President has delivered the only reward that mattered to any of them – a better future for the resources they cherish.” continued from page 2 -David PS: H ope your holidays are great, and why not take this opportunity to take a kid fishing? The special plates bearing our signature redfish will let everybody know that you support marine conservation. The official CCA Louisiana plates were big sellers until litigation forced the state to discontinue sales of all custom license plates. The litigation has been settled and the official CCA Louisiana license plates can be obtained from the Office of Motor Vehicles. You don’t have to wait until you buy a new vehicle to order the special plates. You can request an official CCA Louisiana license plate for your present vehicle. The additional fee the state charges for the special CCA plate goes to the Enforcement Division of the Louisiana Department of Wildlife and Fisheries. You can support LDWF and show your own support for marine conservation by placing one of these official plates on your vehicle. On the Line December 2007/January 2008 AROUND THE STATE CCALouisiana State Convention Is coming to Lafayette! On February 29st and March 1st, CCA Louisiana will host its annual state convention at the Hilton on West Pinhook Road in downtown Lafayette. We will start the weekend off with the much-anticipated Chapter Cook-off and Tailgate Party on Friday night. This has been called the most enjoyable CCA event of the year. Look for many new creations from local committees as well as live music overlooking the Vermillion River. Saturday will be jam packed with speakers from CCA Louisiana, new state officials as well as lobbyists and biologists from around the country speaking on topics varying from coastal restoration to the issues concerning CCA nationally. We will also have an awards luncheon on Saturday where all the local chapters will begin their bragging. And of course we will have a banquet on Saturday night as well as many other events for you and your significant others. Marc Mouton, State Convention Chairman and Acadiana Chapter President, promises, “This will be the best CCA Louisiana State Convention yet. I plan to add new and interesting twists to the weekend as well as add fun events for you and your significant others which will display the true Acadiana culture.” It is $75 for registration, which includes meals, drinks and your ticket to Saturday’s banquet. CCA Tournament Director Sam Barbera III was pleased with the turnout, capping off a great year for S.T.A.R. “Our memberships in S.T.A.R. were up considerably this year, our best yet,” Barbera said. “Our members are the best. I can’t wait until next year.” S.T.A.R. is divided into 10 prize-winning categories. Boat rigs are awarded to registered anglers who catch the heaviest fish of the following species: speckled trout, mangrove snapper, lemonfish, black drum, and flounder. The Speckled Trout Division is divided into east, central and west competitions with six boats awarded in the speckled trout competition. The Flounder Division is divided into east and west competitions, with two boats awarded in the competition. Winners received boats manufactured by Triton, Bay Stealth, Nautic Star, and Champion all powered by Mercury Outboard motors. The Tagged Redfish Division is S.T.A.R’s signature competition. Fifty tagged redfish are released across the coastal waters in some of Louisiana’s most popular fishing spots. There were three tagged redfish caught this year, however, none of those anglers had registered for S.T.A.R.. David “T-Coon” Billeaud of Broussard, took home the overall prize in the Early Times Speckled Trout Division with a 7.92-pound yellowmouth that was weighed at Dago’s Mobil in Lydia, at the end of June. T-Coon is now the proud owner of a 220 Bay Champ powered by a 175-horsepower Mercury OptiMax. S.T.A.R. Four fully-rigged Alumacraft boats with Mercury Outboards were awarded to fortunate youth anglers who simply weighed in a 14-inch or longer speckled trout or flounder. Trace Day, the New Tide Flounder champion for the East division, was surprised to hear he was winner of one of the Alumacraft boats. Day, whose parents wanted his winning to be a surprise, was excited when told the momentus news. “Capt. Barbera said he is already planning next year’s S.T.A.R. that is slated to begin next Memorial Day Weekend and run through Labor Day. “Every year we improve the S.T.A.R. and make it better to keep rewarding those who continue to support us,” he said. “Next year will be no exception and will be the most important S.T.A.R. we’ve ever had.
