The JEB Little Creek Outdoor Rental Center
has added new weekend hours and they are
now open daily (except on holidays)! This
will make renting equipment more available
to fit within your schedule and will continue
through the spring and summer seasons. If
you are unfamiliar with the location of the Lake
Bradford Rental Center, it can be found with
ease! Just enter the base through Gate 5 on
Independence Boulevard, continue past the
library and Navy College building (on D Street)
and you’ll find it in building 3022, on the left.
Our convenient location and quick service
will allow you to have lots of time to pick up
the equipment and still get the job done.
Spring is here and we have all the right
tools to make caring for your lawn easy. From
aerators to help your lawn “breathe”, tillers
to break up the soil and lawn mowers and
clippers for that perfect manicure, there is a
large inventory of equipment available for you
to achieve a beautiful lawn that your neighbors
will envy. We can also provide assistance in
getting to know the equipment before you get
it home. All of our tools are thoroughly checked
and maintained before and after being rented
for your safety.

LAKE BRADFORD RENTAL CENTER
For big outdoor parties, we have party tents,
tables, chairs and more for gatherings for up to
500 guests. Coolers and ice are also available
for your drinks or to keep your food cold until you
start cooking and we carry a number of large
charcoal cookers and chafing dishes. And don’t
forget that we have dunk tanks for your guests
to really cool off in! This year we will be adding
some more equipment including cornhole and
childrens’ bounce houses for command functions.

For early-season fishing enthusiasts, remember
you can reserve a boat for the whole weekend
by making sure to call by the prior Wednesday.
Starting this season, we will carry some fishing
tackle including rods, reels and tackle boxes. We
also carry canoes, kayaks, oars and life vests
for taking a safe and relaxing ride on one of the
many local waterways. This year we have added
paddleboards as well!

As summer vacation time arrives, don’t forget
about our pop-up campers. They can be reserved
for up to 30 days in advance! All campers have
onboard air conditioning and heat to make sure
you and your family have a comfortable trip. Plus,
if you forgot your hitch at home, we have them

Seal Park where there are many opportunities
for recreation, plenty of parking for visitors and
bathrooms available in season. If you haven’t
visited Lake Bradford in the spring or summer,

of playground equipment for the kids, picnic
facilities and beautiful views of the lake. There is
also a ramp designated for launching watercraft

MWR FUNDING INFORMATION
We would like to address some important information with our readers
about the different categories of MWR funding and how they can affect the
ways that JEBLCFS MWR programs, facilities and services can be offered.
Additionally, we are including JEB Little Creek-Fort Story FY-14 Ops Plan
details for each category so that our patrons can understand the reasons
some decisions have been made such as why hours of core programs have
been reduced, etc.
To begin, there are three funding sources for MWR programs. Funds
appropriated by Congress and provided by the Navy to run all mission
essential MWR functions are called appropriated funds (APF). Funds
generated by MWR activities (food & beverage, golf, bowling, etc.) are nonappropriated funds (NAF). There are also non-appropriated funds that are
paid to MWR by the Navy Exchange System, from a portion of their profits,
that are called Navy Exchange Non-Appropriated Dividends.
Knowing the differences between the
funding streams for MWR programs can
answer some frequently asked questions.
Patrons may not have knowledge of
MWR funding or understand why, for
example, the fitness, library and Liberty
programs must reduce their hours due to
funding, but (at the same time) the bowling center can be renovated, or a
brand-new cart barn can be built at the golf course. The UFM funding supplied
for some MWR programs comes directly from the U.S. Government. NAF
revenue is generated by base MWR programs and facilities, and JEBLCFS
is able to recapitalize with it more freely.
There is some confusion about what MWR really has control of in its
programs and at its facilities. For example, a frequent complaint about
the fitness program is the operation of the air conditioning system at the
Rockwell Hall Gym. Unfortunately, MWR is not responsible for running or
servicing the building’s air conditioning system and cannot adjust it when
temperature issues arise. MWR is just a tenant in the facility. The same can
be said for issues with broken saunas inside the building. That equipment is
under NAVFAC control and maintenance.
Some comments from JEBLCFS MWR patrons indicate that it seems like
MWR is in the “profit” business. For some MWR programs, that is very true.
The bowling center, the golf course, the marina, the outdoor rental center
and more must make money to keep their doors open and maintain their
staffing, facilities and equipment. They operate for profit just like all of the
businesses outside the base gates. However, the gyms, libraries, Liberty
centers and some other programs are funded by the government...hence the
services are free to all eligible patrons.

Commander, Navy Region Mid-Atlantic and Navy Wounded
Warrior – Safe Harbor are proud to host the 2014 Wounded
Warrior Team Navy Trials June 4-7 at Naval Station Norfolk.
Nearly 80 seriously wounded, ill and injured Sailors and Coast
Guardsmen from across the country will compete for a place on
Team Navy 2014.
Spectators are encouraged to attend the event to support
the wounded warriors and enjoy an inspirational display of
perseverance and sportsmanship. During the competition,
wounded warriors will go head-to-head in archery; cycling; track
and field; shooting; seated volleyball; swimming; and wheelchair
basketball. For many wounded warriors, taking part in the event
represents a major milestone in their path to recovery.
Retired Navy Aviation Support Equipment Technician 2nd Class
(AW/SW) Marlon Bevans is among 10 local athletes competing
at the trials.
“Sports keep my mind off my injury and focused on a goal. I feel
some pain, but the pain is a sign that I am alive,” he said. Bevans
was injured in April 2010 in a motorcycle accident that left him in
a coma. He sustained a traumatic brain injury and severe trauma
to his upper extremities.
“Before I went to my first sports camp, I thought I had it bad in
life. But then I saw people who had lost more than I did, and that
motivated me to feel thankful for what I have. And I just hope to
use my experiences to motivate other people,” he said.

Bevans will compete alongside Active Duty and retired service
members with upper-body, lower-body and spinal cord injuries;
serious illnesses; traumatic brain injuries; visual impairment; and
post-traumatic stress disorder.
During the competition, medals will be awarded to the top three
athletes in the events or heats within each sport. Ultimately, 40
athletes will be selected for Team Navy and advance to the 2014
Warrior Games, the fifth annual competition among wounded
warriors from all branches of military service.
“The excitement at a wheelchair basketball game can inspire
these athletes to move past their injuries to embrace the fullness
of life. It can give them the hope to remove barriers,” said Navy
Cmdr. William Middleton, the director for CREDO Naval District
Washington, who attended last year’s Warrior Games.

Expeditionary Functional Trainer (EFT)
Locker on Sulinski Field. This is a fullystocked, 20-foot shipping crate with
functional training outdoor equipment. The
rig has 24 external pull-up stations, four (4)
nine-foot climbing wings and attachments
for performing dips, squats, wall ball
throwing and plyometric exercises. Take
a look inside the crate where you can use
TRX, battling ropes, kettlebells, Olympic
bars, bumper plates, utility benches,
sand bags, jump ropes and much more
portable equipment. Fitness trainers are
available upon request for command PT.

Sulinski Field
Renovation Update
A new rubberized track is being installed
at JEBLC’s Sulinski Field for safety and
comfort. The new track will provide a
better grip for runners and joggers and
the “spring” of the rubber will better absorb
impact for comfort. The center field of the
new track will also contain artificial turf
and will provide similar benefits. Target
completion date is currently Friday, June
6, 2014.

Monday through Friday
Exercise classes include Power Conditioning
and Olympic Technique. Power conditioning
classes incorporate rowing, sprinting, jumping,
rope climbing, tire flipping, weightlifting, barbells,
Olympic lifting, TRX, medicine balls and many
more exercises. Olympic Technique classes teach the
fundamentals of performing the snatch, clean and jerks
with related variations such as squats and presses.
Also, they include instruction on proper, specific warmups for improved flexibility.
COMMAND PT
All command PT will be custom designed for each
command and their appropriate level of fitness.
JEBLC Pierside Pool
Beginning Tuesday, May 27 the Pierside pool will
be open Monday through Friday. Hours of operation
through Friday, June 13, will be as follows: 6 to 8 a.m.
and 11 a.m. to 1 p.m. for lap swim (which is open to
individuals and commands) and 1 to 5:30 p.m. for and
open swim & lap swim.
Pool hours, beginning Monday, June 16 through
Friday, August 8 will be as follows: 6 to 8 a.m. for lap
swim (on Monday through Thursday only), 8 a.m. to 11
a.m. for swim lessons (eight weeks of swim lessons,
Monday through Thursday only), 11 a.m. to 1 p.m. for
lap swim (Monday through Friday) and 1 to 5:30 p.m. for
lap swim & open swim (Monday through Friday).

Less
Swim lessons are available (Monday through Thursday
only) for children ages three and older on. There are
four, two-week sessions that start on Monday, June 16.
Times for lessons are 8:25 to 9:10 a.m., 9:20 to 10:05
a.m. and 10:15 to 11 a.m. Sessions are first-come,
first-served until registration is filled. Lesson fees are
$35 (per person) for military and $40 for DoD civilians.

Pavilion Rental
The Gator Water Park has a party area pavilion
for you to hold birthday parties or celebrations. It is
available any day that the park is open. Two time slots
are available for reservations: 11 a.m. to 2 p.m. or 3 to
6 p.m. A $10 deposit is required with each reservation.
You can make a reservation at Gator Water Park
beginning Saturday, May 24.
NEW FOR 2014!
We will have fun, interactive water features for the children to play
in at our new Splash Park (the wading pool and the new Splash Park
will be open to youth ages five and younger). Also, while outside
food will not be allowed to be brought into the water park, there will
be a new family-use picnic area next to the parking lot. The park’s
concession stand will be open this year. It will offer individual
pizzas, burgers, chips, drinks, ice cream and candy for sale.

fitness ropes at our outdoor fitness court.
JEB Fort Story offers two picnic areas for available for public use. PB 10 is located on Atlantic
Avenue adjacent to the Fort Story Gym. The pavilion holds up to 100 people. This location includes
a small grill, a volleyball court, a fitness court and a multi-purpose field. However, it has no electricity,
running water or bathrooms. PB 11 is located on Mindoro Road and Thomas Nelson Circle in the
Warrior’s Field Area. The pavilion holds up to 50 people, with picnic tables around the pavilion
that can hold an additional 25 people. This picnic area is adjacent to a softball field and a multipurpose field with a running track. It has a small grill, however, it has no electricity, running water or
bathrooms. This area is next to a training area, so it is unavailable during some training events. A
reservation for each picnic area requires a $25 non-refundable deposit (this fee is waived for official
command events & FRG events for deployed units). Reservations can be made by calling 422-7975.

The 13th Annual Rock ‘n’ Roll Virginia Beach Half Marathon will be held on

the Free Summer Reading Wildlife Night. This wild
evening is sure to excite the whole family. The event
will feature, in person, over 25 exotic animals! We dare
you to explore your wild side and touch a giant tortoise,
screech owl and armadillo. For the faint of heart, many

In observance of the Month of the Military Child,
Fort Story youth center held an exciting Easter
egg hunt event for all ages on Saturday, April
12. There was face painting, balloon figures, a
bounce house, pictures with the Bunny and a
hunt for eggs with prizes awarded to the guests
in each age group that found the golden egg.
Approximately 200 participants attended this
great event and had fun on a beautiful day!

The Cove Marina, located at 1516 Amphibious Drive, is the full-service marina aboard JEB Little
Creek. There is no better place for boaters and fishermen to stop in and find what they need at
bottom-dollar prices! Some of our amenities include: a well-stocked bait, tackle, and marine supply
store, boat rentals, floating slips and a pump-out station, fuel pier, wash-down station and launch
ramp. We are open daily, and are more than happy to assist you in any way possible. Our aim is to
always have what you need, when you need it, but if we don’t, we’ll special order any marine supply
item and have it in stock the next day by 9 a.m. Want to place an order from home? Ask about our
2014 Marine Source Catalogs for just $3!
Throughout the year, Cove Marina provides patrons the opportunity to get out on the water and
have a great time. Don’t have a boat? Not a problem. We have rental boats trailered and ready for
launch, whether you’re looking to launch on-site or out in town! Our 19’ Mckee Crafts are just $125
a day or $250 for the weekend, and our 17’ Striper power boats are available for just $150 per day
or $275 for the weekend; just provide a copy of your state boating safety certificate to qualify! Once
you feel the rush of the breeze or the thrill of a big catch, you’ll be hooked!
This year, expect to see major changes at the
Cove Marina! Though a start date has not yet
been set in stone, as early as June/July this year, a
project will begin to replace the floating piers at the
marina with all-new concrete floating docks, and
the marina store with new and improved facilities!
While this project may take anywhere up to a year
to reach completion, patrons can be assured that
the wait will be well worth it. We’ll keep you posted
on any updates as they are released!

The 2014 season is off to a great start! We are steadily receiving our stock of

Busch Gardens and Water Country tickets & season passes are in stock. We have some new
options to offer in addition to the popular tickets and passes we offer each year. There are two new
combination Busch Gardens/Water Country passes to consider: the BG/WC Fun Card ($97) and the
BG/WC Flex Card ($85.25)!
We have Kings Dominion season passes for $74. If you and your family wish to delve into local
history, we now have Colonial Williamsburg daily ($35.75 Adult/$18 Child) and multiday tickets ($38
Adult/$19 Child). If Florida is your destination for fun, we carry Universal Studios Base and Hopper
tickets. Seaworld ($79.50 Adult/$75.25 Child) and Legoland ($48.25 Adult/$44.00 Child) tickets are

In addition to tickets, we offer another recreational service. We sell freshwater and saltwater base
fishing permits to eligible patrons. We also carry state fishing information and a base brochure with
details on where you can fish on JEBLCFS. One really cool thing about getting fishing permits from
our office is that we are right across the street from one of Little Creek’s best fishing spots, Lake
Bradford. Plus, just around the block is all of the fishing equipment you need at the Lake Bradford
Rental Center.
The JEBLC ITT Travel Office has plenty of

with a “Walt Disney World Salute to the Military”

With the FY-14 Ops Plan, only one swimming
pool per Navy installation has been authorized to
operate under APF funding. The JEBLCFS CO
has designated Gator Water Park as the pool to
remain open. A waiver has been requested to
also open the Pierside Gym Pool.
The hours of operation for each fitness facility
are expected not to exceed a total of 90 hours
per week. The hours of operation for the Liberty
center facility are expected not to exceed a total
of 65 hours per week. The hours of operation for
each library facility are expected not to exceed a
total of 50 hours per week.

FREE BARRACKS DAY ROOM POOL TOURNAMENT
Thursday, May 22 from 6 to 7 p.m.
Sign up in advance at the Sandpiper Recreation
Center and compete in this free single-elimination pool
tournament in the JEBFS barracks quad, building 862
east, day room. Prizes will be awarded. This tournament
is open to junior enlisted resident or visiting troops only.

Due to the effects of sequestration, the CAT B
operations need to operate more like a CAT C
program and be viable with limited or no funding
offset. Hence the co-location projects that are
now in place or in the planning stages that will
assist MWR in reducing overhead, manpower
and assets.

The Sandpiper is a family-friendly and familyoriented recreation center. Youth, age 17 and
younger, must remain with a parent while
visiting the center.
PHOTO NATURE HIKE
Saturday, May 17 from 7:30 to 11 a.m.
Take a quiet hike and nature photographs on sandy,
hilly, wooded and wet paths where migrating nesting
birds and other wildlife frequent. Open to adults with
military ID cards. All ranks and spouses are welcome.
Dress for the temperature, weather and outdoor activity.
Bring a camera and plenty of water. Please, no pets.
Cost is $2 per person for transportation and the nature
park fee. No refunds unless the event is canceled.
Advance registration deadline is Friday, May 16.
