And the gap is going to widen. The product is affordable housing for seniors who live at or below federal poverty benchmarks and those whose retirement income doesn’t allow them to afford market-rate rent. In order to maintain existing housing stock, the city is considering bonding about $22 million to refurbish two facilities. Baby boomers are entering their senior years and they are healthier and living longer than their parents, said Teresa Barton, executive director of Aging True Community Senior Services, St. John’s Cathedral’s nonprofit that manages three properties Downtown for seniors. Many residents at Cathedral Terrace, Cathedral Towers and Cathedral Townhouse live on fixed incomes and qualify for subsidized housing. “They didn’t save enough for their retireBarton ment,” said Barton. “Subsidized housing is the only option if they are going to have a decent place to live that they can afford.” The market for senior housing is predicted to grow substantially and so will the need for rent assistance. According to ElderSource, a local nonprofit that serves the needs of low-income seniors, more than 150,000 Duval County residents — about 20 percent of the county’s population — are age 60 or older. By 2030, it is projected that nearly 30 percent will be seniors. In addition, Duval County has the highest rate of poverty among seniors in Northeast Florida with about 10 percent living at or below the federal standard. Three years after plans were scrapped to bring a national pharmacy to Brooklyn, the growing area could be close to securing one. Downtown Investment Authority CEO Aundra Wallace said Regency Centers Corp. — the developer responsible for much of the retail in that area — and the unnamed pharmacy are entering what he called final negotiations to bring the store to the area. Once those two sides are satisfied, Wallace said the DIA has a plan that essentially would swap land with Regency Centers for the project. The city would provide what’s known as the “jughandle parcels” bordered by Riverside Avenue and May and Leila streets to house the pharmacy. Those parcels have an appraised value of $400,000, according to the DIA. In exchange, Regency Centers would contribute land valued at $288,000 for a surface parking lot for the area. The DIA would first lease that back to Regency Centers for $1 a year for 10-20 years before taking it over. Wallace said that would provide much-needed parking for the area. In the end, the city would get a private business that contributes about $46,000 in property taxes a year, almost $25,000 of which would go to the city. It’s not the first time a pharmacy was proposed for the area. When the retail center anchored by The Fresh Market was planned for the area in 2013, a pharmacy was part of the project. However, design issues and the area’s relative newness caused the pharmacy, later identified as CVS, to pull out. Wallace said given the success and residential infill of the area the past several years, the “timing is right” at this point. “There is a real true market demand now for the pharmacy,” said Wallace. “This is not a speculation situation.” Wallace said if negotiations are successful, his hope would be to introduce the plan to the DIA board this summer. dchapman@jaxdailyrecord.com (904) 356-2466 Designer Tory Burch joins St. Johns Town Center Public as well as at toryburch.com. The city is reviewing a permit for a $350,000 interior renovation for Tory Burch at 4835 River City Drive, No. 101. The 3,200-squarefoot space is near the southern end of the Town Center, not far from J. Alexander’s. The brand launched in 2004 in Manhattan. FSCJ intends to create housing for 58 students on the second through sixth floors and to convert 24 of the rooms by the fall and all by the end of the next school year. The first floor is under study for a restaurant. The property is owned by Phoenix Adams Rising LLC. The Downtown Investment Authority anticipates the developer will make a $6.2 million capital investment in the building. Through the DIA, the developer was approved for $600,000 from the Downtown Historic Preservation and Revitalization Trust Fund to restore the exterior of the building and for some elements inside. Those funds will be drawn down during construction. The building opened in 1911. Buffalo Wild Wings in plans for Jax Beach Buffalo Wild Wings plans a restaurant at South Beach Regional Shopping Center in Jacksonville Beach. IRT Property Co. of North Miami Beach, in care of Equity One Inc., applied to the St. Johns River Water Management District to create an outparcel at the 4180 S. Third St. shopping center for construction of the restaurant. A 6,192-square-foot building, including a covered patio, is planned on 2.24 acres. EnVision Design + Engineering LLC is the agent. The site is next to Staples. Jersey Mike’s joining Point Meadows center Jersey Mike’s Subs is preparing to join Point Meadows Shopping Center, where the pilot WinnDixie store opened in February. The Daily’s is planned in what is now a parking lot in front of a shopping center owned by First Coast Energy and anchored by Bailey’s Health & Fitness. The existing structures will remain. Williams Company Southeast of Orlando is the contractor for the $160,000 project. Last week, the city approved a permit for the contractor to reconfigure the St. Johns Town Center Target at a cost of almost $169,000. David Godfrey Skinner, as trustee of the David Godfrey Skinner Revocable Trust, paid $1.75 million for the three-story structure at 6022 San Jose Blvd. Built in 2008, the structure has been vacant for several months. Formerly called the Brownstone Building, the previous landlord leased space to The Brownstone Group, the parent company of Latitude 360. The company closed its entertainment and dining venues in Jacksonville and Indianapolis in January, leaving it with just one venue in operation in Pittsburgh. Skinner said his family’s business office, Goldsmith Asset Management LLC, will occupy some space but will lease out the majority of the building. “It’s just investment property,” he said. Three-day project to install nine-ton HVAC at Berkman By Max Marbut Staff Writer LENDING INSTITUTION: Traffic has been diverted along East Bay Street, between Catherine and Liberty streets, since Tuesday for the assembly of a crane used Wednesday to place a new heating and cooling unit onto the roof at The Plaza Condominium at Berkman Plaza and Marina. While the lift took only a few minutes, it was a three-day project to set up the crane, install the HVAC unit and remove the crane, said Wayne Thigpen, commercial estimator at Thigpen Heating & Cooling Inc. The 600,000-BTU packaged rooftop unit weighs 18,000 pounds and will heat and cool the common areas and elevators in the condominium tower. Thigpen said his company started planning the project three months ago, working with the city and the Jacksonville Sheriff’s Office to schedule the job when it would disrupt traffic as little as possible. “We wanted to make sure we didn’t interfere with any events at the Sports Complex,” he said. The crane is scheduled to be removed today and traffic flow returned to normal by Friday morning. The Supreme Court unanimously agreed to suspend Judge Jacqueline Schwartz with pay but also raised the possibility she could be suspended without pay until the case is resolved. The decision came a day after an investigative panel of the state Judicial Qualifications Commission filed documents recommending that Schwartz be suspended. The Supreme Court has ultimate disciplinary authority over judges. The allegations came about four months after Schwartz was disciplined by the Supreme Court for a 2014 incident in which she was accused of using profanity and threatening to sue a convenience-store owner who had declined to allow her to display a campaign sign at the store. In the new case, the investigative panel said Schwartz was observed “acting in an irrational and disorderly manner” on March 18 at a Coconut Grove restaurant. One of the documents said Schwartz “was observed to be impaired, spilling a glass of wine on herself, and pouring water on the floor of the restaurant while attempting to refill a water glass. “Patrons and staff also observed Judge Schwartz to be unsteady on her feet, swaying, stumbling, slurring her words, and (having) twitching eyes,” the documents said. When the restaurant staff declined to serve her more wine, the judge “began yelling and swearing at the wait-staff in full view of the restaurant guests,” the documents said. The other incident occurred on March 28, when Schwartz appeared impaired while presiding over a criminal traffic docket, the investigative panel said. The chief judge became involved and sent Schwartz home, with the assistance of a bailiff who drove Schwartz’s car. During a hearing Friday before the investigative panel, Schwartz attributed her conduct to a prescription medication she had started taking, according to the documents. City Council is considering two bills requested by the Jacksonville Housing Finance Authority that would make improvements at two senior subsidized housing communities. The legislation would authorize issuance of $22 million of Multifamily Housing Revenue Bonds: Up to $9.75 million for Mount Carmel Gardens, a senior community in Southside and up to $12 million for Cathedral Towers. The funds would be used for top-to-bottom renovations. Both buildings are nearly 50 years old and maintenance for decades has been limited to necessary repairs. Barton said the project at the 17-story Cathedral Towers will mirror the work underway at Cathedral Terrace, including modern HVAC, electrical and plumbing systems; improved security and lighting; and new energy-efficient appliances. What Barton calls “21st-century amenities.” “It’s what people expect and deserve,” she said. The project at Mount Carmel is being supervised by Birmingham, Ala.-based BREC Development, which specializes in rehabilitating multifamily properties. Managing member Steven Hydinger said the high-rise along University Boulevard near Interstate 95 is scheduled for the first total renovation since it opened in 1972. The building’s roof will be replaced and the electrical, plumbing and heating and cooling systems will be upgraded. New flooring will be installed in the apartments, along with energy-efficient appliances and low-flow plumbing fixtures. Other upgrades include an automated fire detection system, a key-card security system for resident entry and LED exterior lighting. Hydinger said the community room will be expanded by 1,500 square feet and a space will be created for medical providers to perform routine health examinations. Cathedral Terrace Apartments, a community for low-income seniors, is being renovated. Two more similar projects are in the pipeline. On the exterior, plans include a gazebo, a putting green and a shuffleboard court. “Our objective is to greatly improve the quality of life for residents,” said Hydinger. Brown’s statement comes two days after a three-judge panel in Tallahassee rejected her claims that a dramatic change to Congressional District 5 would harm African-American voters in the district. She also is being investigated by the House Ethics Committee for “improper conduct” with a nonprofit that collected funds for scholarships, but issued only one. Court filings detailing the issue say an unidentified elected official with ties to the nonprofit received money from the fundraisers. “I have a lot of unfinished business to address in Washington, and I look forward to providing a strong voice in Congress for the citizens in the new 5th Congressional District,” Brown said in a statement. “As I always have, I will fight to bring the federal dollars that the citizens of the 5th District send to Washington back to Florida.” Brown said she still believes Palm Harbor resident Jeffrey Bragg and state Rep. Bill Hager, R-Delray Beach, have been asked back to interview again with the Florida Cabinet for the state insurance commissioner job next week. But there still doesn’t appear to be a consensus between Gov. Rick Scott and Chief Financial Officer Jeff Atwater, who must jointly recommend the replacement for outgoing Insurance Commissioner Kevin McCarty. And Atwater, who may name an additional finalist or two from the list of 71 applicants by the end of Thursday, said with the hurricane season a little more than a month away he’s “not sure” the job will be offered at the Cabinet meeting next Tuesday. “I think it might take us a little bit longer, but I don’t find that particularly to be alarming,” Atwater told reporters Wednesday. “I don’t want it to drag out. I don’t want it to be unproductive time and for us to be dragging our feet, but I don’t think that’s the case.” As the two men seek a consensus, McCarty on Wednesday wrote letters to Scott and the Cabinet — Atwater, Attorney General Pam Bondi and Agriculture Commissioner Adam Putnam — extending his departure date from May 2 until mid-June. “I take this action to honor my commitment to facilitate a smooth transition as the 2016 hurricane season approaches,” McCarty wrote. Scott and Atwater failed to “that the new congressional districts will be severely disadvantageous to minorities throughout the state of Florida.” She had challenged a redistricting plan that would reorient her district to run 200 miles across the top of the state, from Jacksonville in the east to Gadsden County in the west. The change was ordered by the Florida Supreme Court, which found the old configuration ran afoul of anti-gerrymandering standards approved by voters in 2010 because it was meant to make surrounding districts in Northeast and Central Florida more favorable for Republicans. Atwater recommended Hager, a former insurance commissioner in Iowa who is the vice chairman of the House Insurance and Banking Subcommittee, for the job at $190,000 a year. But Atwater also continued to interview other applicants Tuesday and Wednesday. Hager had an interview Wednesday afternoon with Scott. But the governor’s Cabinet aide, Kristin Olson, told other Cabinet aides Wednesday morning that Scott would like to “interview Mr. Bragg again and have him considered.” Hager says he remains “100 percent committed” to landing the job. “There is no mystery as to who I am.
