The Broadband Group (TBG) is a full service technology and telecommunications consulting firm focused on
developing unique plans, specifications, and deployment strategies for the delivery of next generation IP
Voice, Video, Data, and telemetry services for Master Planned Communities, Municipalities, Broadband
Service Providers, Healthcare Providers, and Community Anchor Institutions. Our firm prides itself on

clients such as the City of Las Vegas, NV and Bloomington/Normal, IL, in addition to large scale, Master
Planned Communities such as Walt Disney Company’s Celebration, Forest City Stapleton, Summerlin,
MeadWestvaco's East Edisto and Nexton, Metro Development Group, YarrowBay Holdings, Brambleton,
Newland Communities nationwide, and the Shams ArRiyadh Innovation Home and Design Center In Riyadh,
Saudi Arabia. TBG is a shareholder in e-Care Nevada, co-recipient of a $25MM Broadband Stimulus grant,
which has been assigned the opportunity and obligation to build and operate a statewide telemedicine
network for Nevada. TBG creates business and technology programs that ensure the construction and
management of successful and profitable integrated broadband networks, aggressive and effective
marketing programs, residential and commercial structured wiring guidelines, and local content intranet and
portal strategies.
TBG has extensive experience in system operations with leading broadband Service Providers. TBG’s
President was a Founding Partner of the Cable Television Multiple System Operator, TriTek
Communications, founded in 1989 and based in Atlanta, GA. TriTek delivered Voice, Video, and hospitality
services to communities in South Carolina, North Carolina, Georgia, and Tennessee, serving over 45,000
subscribers. TriTek’s systems were among the first 750 MHz addressable systems in the southern United
States.

S t i m u l u s
Nevada Broadband Telemedicine Initiative (State of Nevada) – The Broadband Group and its
partners were selected by the Nevada Hospital Association (NHA) to create, draft, and submit a
Broadband Stimulus Program Proposal for a $25 million next generation Statewide Telemedicine
Initiative. The proposal was accepted and funded by the US Department of Commerce - Broadband
Technologies Opportunities Program. When complete, this network will enable the administration and
provision of Telemedicine, Telehealth, and Health IT applications with hospitals throughout the State.

e-Care Nevada, Inc. – TBG is a shareholder under Pinpoint Holdings in the incorporation
of e-Care Nevada, a LEC and broadband Service Provider selected by the NHA to engineer
and design the Statewide Telemedicine Network.

Flint Communications, Inc. (Akwesasne, NY) – A majority Native American owned New York
Competitive Local Exchange Carrier (CLEC), selected TBG to create, draft, and submit a complete
investment grade business model and Round Two Broadband Stimulus application under the Broadband
Initiatives Program (BIP). Under TBG’s management and direction, Flint proposed to migrate from a
wireless network and construct 209 miles of fiber optic cable to deliver triple-play FTTP broadband
services to 1,600 households and 100 businesses in the rural Akwesasne Tribal region immediately
South of the Canadian border.

Sisseton Wahpeton Oyate Tribe (Agency Village, SD) – In partnership with Native Link
Communications, prepared, filed, and was awarded a Rural Utilities Service BIP Technical Assistance
Grant: ‘Sisseton Wahpeton Oyate Broadband Implementation Plan’ – to provide the Lake Traverse
Reservation with a comprehensive Broadband Plan encompassing the geographic area of South Dakota
and a portion of North Dakota. The Study focused on renewable energy interconnection to broadband
facilities. A complete engineering plan, consistent with regional needs, was developed with use of the
awarded funds in preparation for shovel-ready implementation of a broadband network serving this
region.

Troy Cablevision & South Alabama Electric Cooperative (Troy, AL) – Created the Alabama
SmartBand program for Troy Cablevision in coordination with South Alabama Electric Cooperative in
Troy, AL. The Alabama SmartBand initiative was awarded a $26 million dollar Broadband Stimulus
Grant to promote economic development and energy independence in lower Alabama.
With the conclusion of ARRA BIP/BTOP stimulus funding, TBG continues to work with clients
in identifying available Government funded grant & loan opportunities such as rural
healthcare initiatives, Green Energy initiatives and regional telecommuting centers.

Brambleton (Brambleton, VA) - TBG has represented Brambleton for 12+ years, creating and
implementing its Technology Master Plan™. Currently at Brambleton, TBG is leading and managing the
Verizon sponsored national rollout of the "Home Monitoring and Control" Program, introducing
innovative telemetry and control technologies to homes in Northern Virginia. Additional initiatives
include planning for network enabled healthcare and telemedicine applications throughout the
community. TBG managed the submission of a Institute of Museum Library and Services grant
application for the Loudoun County Public Library with the support of Brambleton.

MeadWestvaco (Charleston, SC) – TBG was selected in 1Q12 to lead the technology and
telecommunications planning for the MWV communities, Nexton (5,000 acres) and East Edisto (72,000
acres) in Berkeley and Dorchester counties in South Carolina. TBG is responsible for drafting and
implementing the community’s Technology Master Plan™, managing pre-development infrastructure
specifications, and is currently finalizing partnership agreements to ensure Nexton’s positioning as both
the first Gigabit Community/City in South Carolina and this nation’s first all Internet Protocol (IP) city.

Metro Development Group (Tampa, FL) – TBG has been selected to assist Metro Development
Group in creating Broadband Connected Communities throughout Central Florida. Primarily in the
Tampa-Hillsborough County markets, TBG's services will advance an agenda for full fiber broadband
connected communities focused on bringing high-speed Data, Energy Information services, and
Distance Learning services to Metro Development Group communities. TBG is currently responsible for
final partnership agreements ensuring that MDG communities are the first Gigabit communities in the
State of Florida.

Shams ArRiyadh Innovation Home & Design Center (Riyadh, Saudi Arabia) – TBG was
selected by IBACOS and SABIC to provide best practices oversight and design specifications review for
these facilities, which are designed to showcase residential home construction innovation throughout
the Kingdom of Saudi Arabia.

Symphony Park (Las Vegas, NV) - A 61-acre mixed-use urban community located in the heart of
downtown Las Vegas. This new community is home to some of Las Vegas’ largest economic, cultural,
medical, and civic projects. Upon completion, the project will encompass an estimated 10-11 million
square feet of commercial/residential development and will be anchored by the Cleveland Clinic Lou
Ruvo Center for Brain Health and the Smith Center for the Performing Arts. TBG has been responsible
for the management and integration of all telecommunications, telemetry, security/access planning,
and broadband access agreements.

Black Diamond (Black Diamond, WA) – Currently providing comprehensive planning for YarrowBay
Holdings (YBH) related to a broadband partnership for communities throughout the Puget Sound, WA
region. The current focus is on the Master Planned Community of Black Diamond. TBG is responsible
for regulatory filing and processing, as well as the initial qualifying process leading to a strategic
partnership with a qualified Gigabit enabled Broadband Service.

Township 9 (Sacramento, CA) - A 65-acre mixed-use urban development that serves as the catalyst
for the redevelopment of the River District in the heart of downtown Sacramento. TBG provided Low
Voltage Structured Wiring Specifications and completed a Broadband Feasibility Study related to the
provision of Voice, Video, and Data services to residential, commercial, and retail customers.

Camana Bay (Grand Cayman, Cayman Islands) - Represented Dart Industries in technology
planning for the largest urban mixed-use development in the Caribbean. TBG has been responsible for
infrastructure planning and design, regulatory and operational review, and regional Service Provider
coordination.

Coyote Springs (Lincoln County, NV) - Completed the Financial and Network analysis for the
planned and entitled 140,000+ home Coyote Springs development in Clark and Lincoln Counties,
Nevada. TBG now manages the Broadband Service Provider relationships for this, the western United
States' largest future green-field broadband investment.

Celebration (Orlando, FL) - Drafted the Technology Master Plan™ and developed content and
regulatory plans for a regulated Video transport program for Celebration, the Walt Disney Master
Planned Community in Central Florida.

Newland Communities - Development and implementation of technology strategies for the nation’s
largest developer of Master Planned Communities.

A Wireless Technology Master Plan™ is a wireless facilities planning document supporting the timely
introduction of wireless infrastructure for the unified deployment of multiple cellular, municipal EMS, “Wi-Fi,”
“Wi-Max” and “LTE” services. This document provides analysis and options related to the creation of a
wireless facilities infrastructure alliance that interconnects with, and enhances the hardwired network.
As a compliment to the Technology Master Plan™, this Plan identifies alliance participants in the analysis and
entitlements of wireless facilities, as well as the identification and development of specific wireless
requirements, locations, and technologies.
Early-stage decisions regarding land-use, easements, and right-of-way assignments enable the
financial and strategic options that are most lucrative and give developers the best negotiating

SPECIFICATIONS
Homes and businesses must be designed and built to receive integrated broadband services through a
foundation meeting all home network Standards. Low Voltage Structured Wiring Guidelines support current
and future home and business management systems, local area networks, and digital audio/video solutions.
The Broadband Group defines Residential Single-Family (RPWG), Multi-Family (MPWG), and Commercial
(CPWG) Wiring Specifications that meet all industry standards and reflect the overall technology, strategy,
network architecture, and services ultimately selected in a community. Currently, The Broadband Group’s
Specifications are included in the design guidelines of over 1,000,000 residential units in North America.

Thomas A. Reiman
President
Thomas A. Reiman, founder and President of The Broadband Group (TBG), has been active in the field of
telecommunications and land development since 1979. Through his combination of land entitlement,
development, and telecom expertise, Mr. Reiman has led The Broadband Group in representing Cities and
Municipalities in the U.S. and Australia through the creation and implementation of Technology Master
Plans™. Mr. Reiman recently managed the drafting and submission of nearly $90 million in broadband
stimulus applications, and has assisted in strategic broadband planning supporting the creation and
implementation of high-fiber broadband networks for the largest Master Planned Communities and
municipalities throughout North America. Through these engagements, The Broadband Group has earned
the respect and cooperation of Regional Bell Operating Companies, Cable TV Multiple System Operators,
Internet Service Providers, Access Network manufacturers and other network partners.
Mr. Reiman’s experience includes ownership of TriTek Communications, a Cable Television Multiple System
Operator. He subsequently served as a strategic planning network consultant to Southern Bell reporting
directly to EVP Richard K. Snelling, and Pacific Bell reporting directly to Mike Bandler, the company’s Vice
President of Engineering. He also represented Pacific Gas & Electric (PG&E) in the global, Energy
Information Services project with Microsoft. Mr. Reiman drafted the Master Plan for the Wellington, New
Zealand “Telecity” project, and led “First Cities”, an Electronic Commerce Consortium for the
Microelectronics and Computer Technology Corporation (MCC) in Austin, Texas.
While continuing to serve key land development clients such as Brambleton in Northern Virginia, in 2011
The Broadband Group was awarded the contract to engineer, operate, and manage the implementation of
the Nevada Broadband Telemedicine Initiative (NBTI).
Funded under the Broadband Technology
Opportunities Program the $19.6 million grant will create a private, custom designed broadband network
built specifically for the health care needs of the State. The Broadband Group is a shareholder of e-Care
Nevada, Inc., the operating entity of the NBTI and co-recipient of the Grant.

Ralph Armendariz
Senior Director of Engineering
Ralph Armendariz leads the Planning, Design, and Engineering team at The Broadband Group. As Senior
Director of Engineering for TBG, Mr. Armendariz has over 20 years of Engineering, Executive Management,
Operations, and Telecommunications Regulatory experience.
Through his work with Martin Group Inc., HunTel Engineering, SDN Communications, Aliant
Communications, Windstream, US West and Teleport Communications Group, Mr. Armendariz brings over
20 years of experience in designing and operating both local and Middle Mile networks, utilizing various
access technologies such as DWDM, SONET, Carrier Ethernet, DSL, and FTTH.
Mr. Armendariz earned a Bachelor of Science degree in Electrical Engineering from the University of
Nebraska - Lincoln. He is a registered Professional Engineer in Nebraska, Iowa, Missouri, Nevada and
Kansas. Mr. Armendariz also holds a National Council of Engineers and Examiners certificate.

Heather Duke
Director of Operations
As Director of Operations, Heather Duke provides support to the internal consulting staff, as well as
clients of The Broadband Group. Operations services generally focus on office management, ensuring
timely and accurate production of deliverables and client support to develop technologically rich
communities under the construct of a "Technology Master Plan™." Additionally, the Director of
Operations is responsible for maintaining close and continuous communication with fellow consultants
and clients, as well as providing personalized services that reflect the unique needs of each client and
community.
Ms. Duke is a graduate of Westminster College with a Bachelor's degree in Political Science. Prior to
joining The Broadband Group, Ms. Duke's professional history included political campaign coordination for
local and federal elections, as well as local media broadcasting experience. During the 2008 Presidential
election, Ms. Duke served as the Office Manager and Caucus Representative for a Nevada state political
party, traveling throughout the state to educate and encourage voter participation in the political process.
In conjunction with her political efforts, Ms. Duke also spent 3 years as an on-air broadcaster for two
local Las Vegas news/talk radio stations. As a commentator and entertainer, Ms. Duke discussed the
day's most interesting topics and engaged listeners in discussions regarding local news, events, and
politics.
Ms. Duke's experience also extends into grant management and executive administrative assistance.
Being responsible for preparation of high level presentations and project monitoring for a national and
federally funded educational program, Ms. Duke worked as an assistant to a local consulting firm
specializing in grant proposals and submissions.

Jeff Reiman
Strategic Planning and Governmental
Affairs
Focusing on Strategic Planning and Governmental Affairs, Jeff Reiman brings a comprehensive
understanding of technology, capital market structure, and entrepreneurial leadership to assist clients in
building successful and enduring projects within a corporate or governmental structure. Having lead the
ARRA Federal Broadband Stimulus division of TBG, Mr. Reiman was responsible for the analysis,
management, political advocacy, and filing representation of Federal Grant opportunities. Mr. Reiman
represented Broadband Service Providers, Cable Operators, Native American Tribes, and Non-Profit
Organizations with the drafting and submission of nearly $90 million in Federal Broadband Stimulus
Funding.
Prior to joining The Broadband Group, Mr. Reiman worked in the Boston office of Credit Suisse on the
Equities Sales and Trading Floor working with Institutional Investment Firms based in Canada. Additionally,
he has served on the International Sales & Marketing Team of Wave7 Optics, a FTTX Optical Broadband
Access Systems manufacturer, managing the Mexico, Canada, and Caribbean Sales Regions.
Mr. Reiman began his career at the DC headquarters of a Presidential Campaign, and is a graduate of
Harvard University with a degree in Government.

Andrew Hurry
Strategic Partner & Financial Analyst
As Senior Investment Banker for The Yale Group, Andrew Hurry provides services as The Broadband
Group’s Strategic Partner and Financial Analyst.
Andrew has over twenty years of high level business experience, including corporate business
development, financing, and business operations. His recent engagements in the U.S. have included
strategic consulting and business development for WiMax and telecommunications companies, debt
facilities for finance companies focused on consumer debt, private investment in public companies,
raising capital for early stage biotechnology, drug delivery and medical device companies and other
private and public companies in software, technology and electronics hardware.

Cindy Reiman
Chief Financial Officer
A founding Partner of the firm, Ms. Reiman is responsible for financial management, investment
strategies, personnel management, human resources, employees’ benefits, payroll, and corporate
operational policies of The Broadband Group.
Responsibilities include monthly accounts receivable and client financial services that include detailed
reporting summaries and compliance management related to local, state, and federal regulations. Ms.
Reiman also holds corporate responsibility for quarterly reporting, long term revenue/expense planning,
and financial performance review.
Prior to joining The Broadband Group, Ms. Reiman served in clinical and supervisory positions as an
emergency and critical care Registered Nurse in the Unites States and Australia. Ms. Reiman also
provided management support to various philanthropic organizations including the Australian Victorian
Social Welfare Department, the Sacramento Children’s Home, and other public and private non-profit
organizations. She has served as Board President of local chapters of Florida, Georgia, and California
Parent Teacher Associations. Currently she serves on the Board of Trustees for Planned Parenthood of
the Rocky Mountains.
