Some call it “total quality management,” others call it “lean management” but, I call it digging. We are constantly looking to improve our services. We look at everything we do and ask: • Does it add value to the customer? (Why are we doing this?) • Is it required by law? (Is it a law that should be changed?) • Can we perform this service in less time, or with less hassle or cost? Most steps in the elections process are regulated and we don’t have any discretion in how we do it. When we do have discretion, we really scrub. Here are a few recent efficiencies that you are unlikely to notice, but will save public funds. • “I Voted” stickers are no longer inserted into the Local Voters’ Pamphlet. The stickers didn’t improve voter participation, but elimination saves $40,000 to $80,000 per year. This year we are offering a digital version of the “I Voted” sticker so you can show your voting pride online. • The “sample ballot” has been cut from the Local Voters’ Pamphlet. This may have been helpful in the past for voters who went to polling places. With vote-by-mail, you have your actual ballot in your hands 18-days before the election. No need for an advance preview. This change cuts eight pages and saves $10,000 to $20,000 per year in printing and postage. • We’re going to join the 38 other Washington counties and open our ballot drop boxes 18-days prior to the election. Our 27 boxes are popular and Pierce County leads the state in ballot deposit options. Until now, we opened each box 45-days in advance of the election, instead of the 18-day opening required by law. The extra effort of opening our boxes early didn’t add value. We averaged less than ten ballots per box! That saves $3,000 to $6,000 per year. • Lastly, after we’ve used our existing supply of ballot envelopes, we intend to start printing in one-color ink. You don’t mind, do you? Going to one-color envelopes will save $3,700 to $7,400 per year. We strive to make the voting process as efficient and easy as possible. We’ll keep digging. You keep voting. You can always contact me at (253) 798-3188. Your ballot will include only the measures and races on which you are eligible to vote. The ballot is based on the districts in which you reside. This voters' pamphlet covers many different districts and as a result, some items in this pamphlet may not appear on your ballot. How are committees "for" or "against" a measure formed? Districts are responsible for appointing committee members who agree to write statements. If a "for" or "against" committee is not appointed by the deadline, the Pierce County Auditor's Office publishes a notice seeking members for the committee. What is the order of candidates in the local voters’ pamphlet? Candidates in this pamphlet appear in the order they will appear on the ballot. Candidate and measure statements are printed exactly as submitted. No spelling, grammatical or other corrections have been made. The Pierce County Auditor's Office does not confirm that the statements printed are true or fact. 3 Ballot Drop Boxes - No Stamp Required Open October 18, 2013 through November 5, 2013. Elected Experience: None _________________________________ Other Professional Experience: Washington State Economic Development Commission, 6 years; Executive Director, World Trade Center Tacoma, 5 years; Special Assistant to Governor Booth Gardner, 8 years; Corporate PR Director, now Multicare Medical Center, 5 years; Center for Urban Waters Board, 5 years; Co-Chair, Water Partners of Tacoma, 3 years; Transportation Club, 15 years; Propeller Club, 15 years; Senior Fellow, American Leadership Forum. Education: Bachelor Economics/Journalism, Syracuse University; Masters Public Administration, Evergreen State College. Community Service: Tacoma/Pierce County Chamber Board; Asia/Pacific Cultural Center Board; Advisory Board, Pacific Lutheran University School of Business; Bates Technical College Presidential Search Committee; UWT Advisor. Statement: For the past 16 years, Connie Bacon has served with distinction as a Port of Tacoma Commissioner. Her experience and dedication to the long-term economic viability of the Port is unmatched. Community, business and labor leaders agree - Connie Bacon deserves our support for reelection as Port of Tacoma Commissioner. Connie Bacon has fought hard to revitalize and modernize the Port. Together with her fellow Port Commissioners, Connie led the Port through the economic crisis by strategically and successfully finding new trade partners and developing a ten-year plan with the specific strategies we need for sustained, economic growth at the Port. We now have expanded shipping lines and cutting edge marketing strategies, while at the same time we have implemented aggressive efforts to protect and enhance our environment. Connie Bacon has earned our support because of her unparalleled record of accomplishment, her fiscal responsibility and her tireless work for our community. _________________________________ Other Professional Experience: Director, PNWER’s Center for Regional Disaster Resilience; Former Director of Security, Port of Tacoma; Former Director, King County Office of Emergency Management; Retired, U.S. Army Infantry Officer Education: BA in Education from Concordia University; Emergency Management Professional Development Series Graduate Community Service: President, WA State Emergency Management Association; Advisory Board Member, UW Master Infrastructure Planning & Management Program of Instruction; Former Pierce County Board Member, Mount Rainier Chapter of the American Red Cross Statement: Eric Holdeman is an expert in port safety and security, a small business owner and veteran of the U.S. Army. He is a nationally recognized expert in disaster preparedness, and writes for Emergency Management Magazine. He is also the Director for the Pacific Northwest Economic Region’s (PNWER) Center for Regional Disaster Resilience, working to protect the economic wellbeing of the Northwest. The Port of Tacoma plays a major role in our region’s economy, helping to generate tens of thousands of family wage jobs. Unfortunately, this is at risk because of poor decision making by port leadership. Much of the port’s infrastructure is outdated. One terminal has the oldest cranes on the West Coast. A $700 million port expansion was mismanaged. Eric supports a “back to basics” approach to port management: preventive maintenance, more careful budgeting and better-planned expansions to the port. Additionally, the port has seen deaths and serious injuries in recent months; safety is another priority for Eric. Eric and his wife Mary have two grown children and four grandchildren. The couple has lived in Puyallup for 25 years and they are active in their church. Eric enjoys gardening. Both love spending time with their children and grandchildren. Let's keep Connie Bacon working to bring new jobs to the Port by expanding our trading opportunities in an increasingly complex and competitive global marketplace. Please support Connie Bacon - she has the experience, leadership, and commitment we need now more than ever. Thank you. Port of Tacoma Commissioner, Position No. 2 Port of Tacoma Commissioner, Position No. 4 Dick Marzano Don Meyer Elected Experience: Elected Nov. 1995 Tacoma Port Commission Elected Experience: Currently serving as Port of Tacoma Commissioner since January 2010. _________________________________ Other Professional Experience: Served on the Washington Public Ports Association Board of Trustees for five years, one year as President. Puget Sound Regional Council Executive Board member. Pierce County Sheriff's Office Executive Advisory Board. Former member Freight Mobility Strategic Investment Board. Past member of the Foss Waterway Development Authority Board. Member of the Tacoma Propeller Club and the Transportation Club of Tacoma. Education: Graduated from Stadium High School and attended Tacoma Community College. Community Service: Past board member of the United Way. Past board member of the St. Leo's Hospitality Kitchen. Various charities through my Union. Statement: The Port of Tacoma continues to face many challlenges as we move forward. The fight for market share will continue and that is why it is important that we act, not react. The widening of the Panama Canal, the ports of Prince Rupert and Vancouver, B.C., and even Mexico, as they work to take market share from the West Coast are just a few of those challenges. I firmly believe the investment we make today in both our terminals and state wide infrastructure will pay great dividents for years to come. Those dividends are Jobs! I am proud the Port's committment to the environment. As we build for the future, the footprint we leave behind will be one that generations can point to as an example of the right way. We need to continue working with the ports of Puget Sound in cleaning our air while increasing our market share. I have been very fortunate to have spent my entire working career on the waterfront. I have seen many changes through the years and have been a part of some of them, either as an officer of the Longshore Union or as a Port Commissioner. _________________________________ Other Professional Experience: Positions previously held include Executive Director of the Foss Waterway Development Authority, Deputy Director of the Port of Tacoma, and Deputy Director of the Office of Financial Management for the State of Washington. As Commissioner, I am committed to working hard to ensure this valuable asset, the Port of Tacoma, continues to thrive and reach its full potential – even in an extremely competitive environment. I remain committed to the creation of good paying jobs and attracting investments that support quality communities throughout Pierce County. Recent successes at the Port have occurred because of sound business decisions in a difficult economy. A clear vision for the future of the Port is possible by working together with our customers, labor partners, and all stakeholders as we continue working towards our full potential. We can meet today’s competitive challenges by focusing our efforts on the right issues. My priorities include improving our waterways and updating our terminals in an environmentally sensitive way, securing infrastructure funding for our roads and bridges, and implementing a competitive rail system. I will use my leadership skills, knowledge, and unique experiences to responsibly enhance the Port’s capacities while building a better community for all Pierce County residents. Westman _________________________________ Elected Experience: As a city councilman, I represent DuPont citizens at monthly council meetings, study sessions, committee functions and community events/activities. Additionally, during my term in office I have attended numerous state/regional legislative conferences and have devoted numerous hours talking with constituents. Other Professional Experience: My professional background includes 33 years in public education, 30 years of military service and hours as a consultant/counselor to families. Education: BS in psychology, MEd in counseling and post graduate studies/seminars in administration. Certified municipal government leader. Community Service: Active in a local church as a man of faith, supporter of charity and social organizations, and a participant in regional political activities. Statement: Our community deserves a City Council that respects citizen input and is responsive to community voices. Too many times the majority of council members act as if they have all the answers without surveying the opinions of the citizenry. Many citizens have a lack of confidence in their elected representatives because their opinions don’t seem to make any difference or are simply ignored. It is time for the citizens’ voices to be heard and become the deciding factor on community issues. John Hall _________________________________ Elected Experience: None. I’m a problem solver, not a politician. Other Professional Experience: Currently a software development manager at Amazon, where I have worked for the last 5 years. Prior to that, I worked at Hewlett-Packard for 7 years. I have also founded two startup companies. Education: BS, Computer Science, Washington State University & MS, Computer Science, University of Idaho Community Service: Operated website for Citizens 4 Moving DuPont Forward in 2012 General Election. Statement: My family moved to DuPont the day we brought our daughter home from the hospital. From day one, we knew this community was a great place to raise a family. We want to keep it that way. My wife works at Intel, I work at Amazon, and we recently celebrated the birth of our second child. We are committed to our community. I’m running for office because we are concerned that public safety services have been inadequate and unsustainable for too long. We need a fresh perspective. Our community deserves a more thoughtful, analytical, and data-driven approach to examine cost-effective options and move forward. My experience analyzing problems and advancing solutions will be a great asset to our community. I ask for your vote. Local government is of the people, by the people and for the people I purposely listen and solicit citizen comments on all sides of an issue from a variety of sources. I vote accordingly, not to satisfy city bureaucracy or self-ego. I pride myself as a council representative who is fiscally responsible, sensitive to property taxes, reasonable in funding city services and accountable for my voting record. I am not just another voice in the choir, but an independent council member who represents citizens. I am a choice, not an echo. I ask for your support and vote in the upcoming elections. Together, as a community, we can make a difference. Community Service: A founding Member of Take Back DuPont, a group of citizens working together for a better DuPont. Regularly attend community events to support local community groups. Statement: As a 14 year resident of DuPont, I understand why voters have lost trust in our city's leadership. They built a Civic Center for public safety and city hall staff members at a cost of $21 million, as compared to the original estimate of less than $14 million. Four years later, the city is still struggling to meet this debt requirement. With my diverse background in finance, I can bring a fresh perspective to this issue and work diligently to solve the budget crisis. I will not support excessive spending or salary increases until the Civic Center debt crisis is settled. With the recent failure of Proposition 1, we lost valued members of our Public Safety. We need to restore these positions and then work to increase the service levels for our growing city. We also need to solve our medical transport dilemma and bring Advanced Life Support services to DuPont. _________________________________ Other Professional Experience: 26 years commercial banking as Asst. College Education: Attended West Seattle H.S.; Washington State University; University of Washington; Various community college courses Community Service: DuPont Lions Club charter member; Page Turners Book Club; Forever Young Seniors; Volunteering for many community events Statement: I feel it is important for a council member to learn all sides of issues to arrive at the best positive outcome for whatever comes to council for consideration. It is vital to develop the best communication possible between the citizens of DuPont and City Hall. Also, we need to be fiscally responsible and focus on sustainability. Continuing economic development to create a greater tax base is also a given. I wish to help maintain our community values and the rich quality of life we have. Public safety is a top priority. We need to be looking at issues such as parking, road maintenance and traffic flows resulting from more business growth. I believe DuPont is the finest city in the south sound area. I love the diversity, the beauty, the many activities available to all residents, the concern for maintaining our rich environment, the pride we can take in this city and the quality of life here. Every day I'm thankful that I found DuPont and chose to move here. I am honored to do my part to sustain this wonderful city. DuPont needs new representation on City Council. We need open minded and focused council members who will represent the entire community and serve with honesty and integrity. I can work collaboratively with fellow council members but I am also not afraid to stand alone on any issue. DuPont has nearly tripled in size since I first joined the City Council in 2004, and it remains a great place to live, work and play. While nearly all the credit goes to the citizens themselves, the city has played an important role. The city delivers targeted, effective and efficient services. As a result, we have the lowest tax rates in the area. Even if the recent levy had passed, we would still have tax rates significantly below average. Mistakes have been made. But I have listened and learned, and I have some great thoughts about the future of our beautiful city. I would like to bring to the citizens some proposals regarding city trees, public transportation, ambulance service, and others. The Sequalitchew Creek restoration efforts will need unbiased and thoughtful attention. Now is not the time to listen to the negative elements or polarizing figures that would take our city backwards. We continue to need a City Council that will work as a team to solve our problems, with respect for each other and our fellow citizens, even when we disagree. We need to take DuPont forward. The citizens need a clear understanding why the funds we provide are not sufficient to provide the service we expect. My primary focus as a councilman will be to resolve this issue with clarity and finality. The citizens of DuPont are wise, participating in community programs and the government process. Whether it is through voting, survey responses, or direct contact with city hall, DuPont citizens provide feedback. That feedback appears to go largely ignored or misunderstood by our elected representatives. City council must communicate with the community it represents. I will do so effectively and without pretense. DuPont City Council needs to reaffirm our vision with quantifiable actions that address issues with the funding and staffing of our core services, our approach to stewardship of both natural and manmade resources, and our execution and timeliness on problem resolution. DuPont is a great place to live because of its citizens and they deserve a council that not only acknowledges their voice but acts decisively to resolve community issues. I have seen what DuPont has become after years of growth. My top priorities are public safety and fiscal responsibility. Public safety's capacity needs to be commensurate with our population and unique needs. At the same time, we need to balance historical preservation, economic development, maintenance of green spaces and parks, providing activities for our citizens, and thoughtfully restoring and conserving our environment. I intend to face these issues of Budget, Public Safety, Business, Development, Sustainability, and Community Recreation among others, and will not ignore them. I think our community is suffering from a lack of vision for the future. The planned community concept sustained us through the growth years, but since the last single family home was built last year things are different now. I believe that much has been given up by a lack of purpose and direction by the City’s decision makers, and we stand to lose much more if a course correction isn’t made. DuPont’s people are its strength. Many amazing things have and are being done around town by citizens. I will listen and lead within my means, just as you do with your home and family life. I will work to bring about a viable and vibrant future for our community through Leadership, Action, and Stewardship. Our expectations include safe neighborhoods, maintained parks, well run recreation programs and low-cost services. Reduced revenues make it increasingly more challenging to meet these expectations and still manage our city cost effectively. The council needs to be creative when setting budgets, targets and goals and then have in place the methods that insure efficient operations. During my Boeing career, I was responsible for forecasting, estimating and establishing resource budgets for various organizations. This knowledge together with my time served on the current council provides me the experience to help manage the affairs of our city. My wife and I participated in Fircrest activities for over 40 years. Between soccer, baseball and swimming, we raised our kids here. Now grown, all three continue the tradition with their children. The quality of life here has remained true to its roots, founded as “…an enchanting spot to enjoy life and raise a family”. I am running for city council because I believe in preserving the quiet, peaceful, and quality city that is Fircrest. Change is part of growing, and it is part of keeping a quality and effective city government. It is time for new and fresh ideas on the city council. Fircrest has a major construction need on it's hands, the sewer project. I will make confident and economically sound decisions for this project. I want to keep Fircrest a family friendly city. This means keeping fees and rates at affordable levels for the families and seniors of Fircrest; something my opponent has not done. The division in the city council is alarming, and my opponent has done nothing to stop this division. I believe change involves growing the city in responsible ways, including bringing in new businesses. This will generate needed revenue for Fircrest. Robert J. Bryan American Inn of Court, President, 2010; Washington State Bar Association, Environmental and Land Use Section, Chair, 2010 Statement: Gig Harbor is a very special place, not just because of its picturesque waterfront and historic net sheds, but because of the people who live here. While on the City Council I have focused on the need to revitalize Downtown Gig Harbor . Gig Harbor is like a 3-legged stool. Two of the legs, the Westside/Uptown and Gig Harbor North, are doing extremely well, however the third leg, Downtown, needs our attention. This past year I have enjoyed working with individuals and local organizations in developing a Vision for Downtown. The adopted Vision recognizes the need to retain the historic character of our waterfront while allowing and supporting revitalization of Downtown. The Vision also recognizes that providing services for residents and visitors as well as for recreational and commercial boaters will benefit the Downtown economy. We must continue to implement the Vision by lifting barriers that prevent quality improvements. I look forward to seeing more local places to shop, dine and simply enjoy Downtown. _________________________________ Other Professional Experience: Executive Vice President, Operations - EMA, Inc. Statement: It continues to be my great honor and joy to serve Gig Harbor. Over this past term, we weathered a difficult economic time. Gig Harbor came through this period financially strong. We have improved our roads, sidewalk access, park space and our utilities. We have protected precious natural habitats and historical strucutres. These efforts must continue. As the economy makes a comes back, the West Side and Gig Harbor North are doing well. My concern is the vitality of our downtown. It must be a high priority. From commercial fishing to financial investment services, we must take actions to promote a vital downtown and an active working waterfront. I live downtown with my wife and two boys. I want a thriving downtown where, not only my family, but other folks can come to live, learn, work and play. Revitalizing Downtown won’t happen overnight, but it will happen if we continue to build relationships with people and organizations that recognize and support our efforts. We live in the Uptown area of Gig Harbor, near the library and movie theater. Downtown Gig Harbor is well represented on the council which is important because downtown is a vital component of what makes Gig Harbor the unique place it is. Representation from all sections of Gig Harbor is important which is another reason I am running. My opponent has been on the city council for over 30 years with a short break in between terms. I will continue to prepare financial plans and budgets based on expected revenue projections and we will continue to live within our means as Council and residents expect. Our financial position will remain strong. Statement: As a member of the Steilacoom Town Council for nearly 12 years I have supported the many public works jobs which improved the living conditions in Steilacoom, i.e., new streets with new utilities, replacement of underground power lines and public park equipment. The diligence of the town staff to obtain grant money has enabled the town to rebuild many streets during this period. I also supported the contracting of emergency services with West Pierce Fire. The town will be facing a time in which the revenues will not meet our public service commitments and reserve funds will be needed to supplement these required expenditures. However, the Town of Steilacoom is in very good financial condition due to previous council decisions and great staff work. We have these fund because the town has been operating on a very austere budget for several years and has avoided this problem to date. Along with the Mayor, Staff and other council members I will continue to explore ways to provide vital services for the town in the most economical manner possible. As a Council we have faced several challenges including the collapse of the Martin Street culvert, revamping our Urban Forestry Management plan, and a revamping of our fire and life safety delivery. We also seized on many opportunities to improve our community infrastructure in a manner that led to substantial grants to improve roads at a fraction of what it would have cost our tax base directly were we left to do it alone. If passed, Proposition No. 1 would authorize the City to levy an additional 2% earnings tax on natural gas, electric, and phone companies for the sole purpose of funding basic maintenance and safety upgrades City-wide, for roads, arterials, and bridges; permanent pothole repairs; pedestrian safety improvement to crosswalks near schools, sidewalks and intersections; repaving neighborhood streets; and improved signal timing, all as provided in Substitute Resolution No. 38700. Should Proposition No. 1 be enacted into law? Explanatory Statement The citizens of Tacoma have consistently identified the condition of City roads as a major concern. Proposition No. 1 would provide dedicated funding for basic City-wide street maintenance and safety upgrades. The funds will be used for the sole purpose of increasing maintenance and repairs to roads, arterials, and bridges; making permanent pothole repairs on local streets; adding flashing beacons and safety crosswalks near neighborhood schools; making pedestrian safety upgrades to neighborhood sidewalks and intersections; repaving neighborhood streets; adding signal timing to improve traffic flow; coordinating road repairs with water and sewer improvements; and making necessary maintenance and safety repairs to City bridges. If approved by the voters, the City of Tacoma would levy an additional 2% earnings tax on natural gas, electrical energy, and telephone companies pursuant to RCW 35.21.870. The additional earnings tax on these utility companies will generate approximately $10-$11 million annually. If passed on to ratepayers, this would result in less than $5 in additional cost per month to the average Tacoma household. Statement Statement For For StatementAgainst Against Statement Fix Tacoma Streets and Safety Upgrades City-wide – in Every Tacoma Neighborhood - Yes Prop. 1! Double permanent pothole repairs with 3,600+ more potholes fixed annually. Repave an additional 510+ neighborhood blocks city-wide over next 5 years. Coordinate street repairs with sewer/water pipe repairs - save time and leverage funding. Basic Street Repairs and Safety Upgrades to Roads, Arterials and Bridges. Add Flashing beacons and safety crosswalks near 46 neighborhood schools. Repair/add synchronized green lights at 70 intersections to keep traffic moving. Bridge safety repairs. Double restriping and sidewalk repairs citywide - near parks, schools, community centers and other hightraffic areas. Family-wage Jobs Now & Stretch Dollars Further – Invest in Tacoma. Create 340 family-wage jobs. Repairs are 14 times less expensive now than more costly replacements in the future. Historically low construction costs now will stretch dollars further with more repairs. Dedicated Sole Purpose Streets & Safety Upgrades funding - 2% tax on Utility Company Earnings. $10-11 million in street improvements annually. Even if utility companies pass on 2%, the cost to the average residential ratepayer would be $4.72 per month. Tacoma utility rates still 30% lower than rest of region. Endorsements: Firefighters, Pierce County Labor, Building and Construction Trades. Paying for Tacoma’s road maintenance with electricity, gas, and phone taxes is the wrong tax. This 33% utility tax hike falls unfairly and disproportionately on people and businesses that use energy and phones, not on those who use roads. We already pay millions for roads. What has the City done with millions in transportation tax dollars? What’s the connection between utilities and roads? Please look at your current bills. We – not Tacoma Power or utility companies – will pay this tax. Tacoma’s highest-wage jobs will suffer because this tax hurts large power-dependent employers. Schools, hospitals and local governments will pass cost increases on to taxpayers. The Tacoma City Council wants us to tax 77,000 Tacoma Power customers who live outside the city limits but cannot vote on Prop 1. Fair-minded voters know it’s unfair to make non-Tacoma residents pay for our roads. Vote No on Prop 1. Visit www.thewrongtax.org. Committee Members: Clare Petrich, Harold Moss, and Mark Martinez, 253-970-9177, FixTacomaStreets@gmail.com www.FixTacomaStreets.com Committee Members: Robert G. Casey, Rachel Hanson, and Thomas H. Oldfield, 253-579-4080, no@thewrongtax.org www.thewrongtax.org Stop Higher Utility Taxes Now Rebuttal of Statement Against Rebuttal of Statement For Fact: Official ballot clearly states 2% tax on utility companies for the sole purpose of Tacoma Street Improvements and Safety Upgrades. Fact: If approved, Tacoma utility rates will still be 30% below the rest of the region (www.mytpu.org/customer-service/rates/power-rates/). Fact: Prop. 1 makes needed street repairs city-wide - fixes potholes, arterials, bridges, sidewalks, and school crosswalks. Additional Endorsements: Conservation Voters; Construction/Building Trades; Transportation Choices; Rep. Laurie Jinkins; Rep. Jake Fey; Businesses & individual Realtors across Tacoma. The math doesn’t add up. $11 million/year can’t possibly create 340 jobs and make all of these repairs and improvements. Why should utility taxes go up so more potholes can be filled? Utility customers will end up paying this tax. $60-$100 per year. Forever. Individuals and high-paying employers will be hit hardest. The City should spend existing transportation tax revenue on neighborhood roads and safety. Say No to Prop 1. It’s the wrong tax. At the time, the community heard rumors that the city was going bankrupt, Town Center should given away at any price and the only choice for solvency was to make extreme radical options to fix University Place. Instead, I chose to focus on making decisions that were in the best interest of everyone in the city. In the past four years, the city has reopened the library in Town Center and land sales and construction has happened. As a result of tough choices, we have a strong budget made with adjustments to our city codes to assist new business growth and all without compromising what makes University Place special. Today, I am proud of what has been achieved in the last four years and we need to keep moving forward. I will work hard to accomplish what our residents find important without making promises I cannot keep. I am asking for your vote for re-election to the University Place City Council Pos #3 and I will always be there for you. My City Manager skills in, organizing, communicating, collaborating and building relationships with officials help create economic development, produce fiscal solutions, and build community support. I have proven economic development success through partnerships resulting in more than $200 million in new investment into cities I have served. We are invested in this school district with our two children, who are in the third and fifth grade. I am running for School Board because I want parents to choose Puyallup for its high-quality schools once again, like we did years ago. Volunteering in the Puyallup School District for the past five years has shown me that our district is not reaching its full potential. We should be offering all students the choice to participate in innovative district-run programs while promoting equity and fiscal responsibility. Further, the District could do more to communicate with parents and our community about the services they provide and the resources required to make these programs successful. These are my top priorities as your next School Board member. Parents, students and teachers in our District deserve a change from the status quo. Helped raise 23 foster children Statement: I am seeking re-election to the Tacoma School Board to build upon our many accomplishments, and to further the primary goal of the success of all of the students in our community: their academic success, and their success as productive citizens in the future. All of our students, whatever their backgrounds, have a right to expect the best education possible. We must offer rigorous options for advanced students, classes that engage our reluctant or challenged students, and clear paths to high level achievement for every student, whatever his or her starting point. I endorsed the District's recent reintroduction of sports at the Middle School level. I believe that strong extracurricular programs help keep many of our young people in school. We have strongly increased and enhanced our programs in the arts, sciences, and mathematics. I am a proponent of the principle that these programs be available to all of our students. Last year, we became a State-designated "Innovative Zone", and are providing creative new ways to deliver quality education to all Tacoma students, with parental input into that process. My every decision is a decision for my own children and grandchildren, as much as for yours. _________________________________ Other Professional Experience: I lead a national initiative in Tacoma exploring quality and equity in education. Our community benefits from educated and successful students; therefore, it is essential that we build great schools. Schools are more than curriculum, an institution and/or building. Schools are an extension of the families in a community. Schools are a place where teachers, workers and administrators sacrifice to improve the lives of youth, one student at a time. Schools provide students not only with the tools to become successful in an ever-changing world, but they foster inspiration for personal development and doing their best work. Our school district is making gains in both student achievement and updating our facilities. It is imperative that we encourage our youth to take every advantage of education and that we also challenge them to succeed and give back to their community. Peninsula School District No. 401 Special Election - Proposition No. 1 - Capital Projects Levies Ballot Title The Board of Directors of Peninsula School District No. 401 adopted Resolution No. 13-03 authorizing capital projects levies. If approved, this proposition would fund the renovation, upgrading and modernization of educational facilities of the District, including technology improvements, and authorizes the following excess levies on all taxable property within the District: Levy Year 2013 2014 2015 2016 Collection Year 2014 2015 2016 2017 Approximate Levy Rate Per $1,000 of Assessed Value $1.42 $1.41 $1.38 $1.35 Levy Amount $12,500,000 $12,500,000 $12,500,000 $12,500,000 all as provided in Resolution No. 13-03. Should Proposition No. 1 be approved? Explanatory Statement Passage of Proposition No. 1 would allow the levy of $50,000,000 in property taxes within Peninsula School District No. 401 (the “District”) for collection in the years from 2014 through 2017, inclusive. In accordance with Resolution No. 13-03 approving this proposition, these taxes would be deposited in the District’s Capital Projects Fund for the construction, renovation, improvement and expansion of new and existing facilities, including but not limited to roofing and building interior and exterior renovations, upgrades to furniture and equipment, upgrades to mechanical/electrical systems, implementation of technology improvements, improvements to meet requirements of Americans with Disabilities Act, improvements to athletic fields and facilities, construction of new school buildings, and other facilities’ improvements, all for the benefit of the District and to meet the current and Against Statement Forprograms for its students. If authorized by theStatement future educational voters and based on current assessed valuation information, estimated levy rates per $1,000 of assessed value would be $1.42 (2014 collection); $1.41 (2015 collection); $1.38 (2016 collection); and $1.35 (2017 collection). Statement For Statement Against Addresses critical needs for safety & infrastructure: Relieves overcrowding at Purdy elementary. Provides a safe and healthy school for Artondale students and families. Provides for safety and security measures at all elementary schools. Provides for essential technology infrastructure upgrades. There are alternatives other than this new tax The district should address the alternatives to overcrowding, safety and maintenance concerns. Is a $50 million new tax the only solution? This levy increases property taxes paid to schools by over 50%. For a $300,000 home, the new tax would be over $400 a year. Let’s do better than a new tax that provides no immediate relief to overcrowding. Value & Financial responsibility: The school tax rate will remain the lowest in Pierce County. The District will Save millions in interest payments with a capital levy, compared to bonds. The District will incur No new debt and be debt-free by 2019! May allow the District to qualify for matching state construction dollars. The District has a proven track record delivering on capital projects promised. This is a new tax on top of the existing levy and bond we are presently paying. Families are struggling in this economy and can’t afford another new tax. This levy builds two schools, upgrades athletic fields and does little for the other district schools. Is that fair? Innovation & Strategic Partnerships: New construction would allow for innovations including Science, Technology, Engineering, and Math (STEM) in our elementary schools. Washington state ranks #1 in STEM jobs, let’s prepare our students for these jobs! Partners with community youth and athletic organizations to fund replacement of aging turf fields. We are a generous community but have reached the threshold of what many families can afford to pay. There are alternatives. Send a message to explore other options before levying this new tax, vote no. Committee Members: Harlan Gallinger, harlan.gallinger@gmail.com, and Rand Wilhelmsen https://www.facebook.com/campaignforpeninsulastudents Citizens for Peninsula Schools Committee Member: Ken Manning, nayonprop1@yahoo.com Citizens for Responsible School Spending Rebuttal of Statement Against Rebuttal of Statement For This levy is about critical needs and student safety! Our community cannot afford a tragedy like Sandy Hook. This levy provides safety upgrades for Every elementary school. It replaces turf to keep our student athletes safe from injury. This levy is conservative, focused on critical needs. This isn’t about a makeover or new paint job. This levy returns tax rates to levels as recent as 2004, while still maintaining the lowest rates in Pierce County. The 2012 average score for Peninsula Schools is “good” or a “C” grade. The priory should be learning outcomes not a new tax for bricks and turf. The School Board must explore all options before asking for a new tax that does nothing for years to relieve the present day school overcrowding, safety and security concerns. Tell the School Board to address learning, reforms and options before seeking a new tax. Vote no. If approved, this proposition would authorize the District to remodel, replace and upgrade fire and life safety facilities throughout the District, to issue $39,800,000 of general obligation bonds maturing within a maximum term of 20 years, and to levy and collect annual excess property taxes to repay the bonds, all as provided in Resolution No. 13-06. Should Proposition No. 1 be approved or rejected? Explanatory Statement Passage of Proposition No. 1 will authorize Pierce County Fire Protection District No. 6 (Central Pierce Fire and Rescue) to borrow $39,800,000 by issuing general obligation bonds. In accordance with Resolution No. 13-06 approving this proposition, the bonds will pay for remodeling, replacing and upgrading fire and life safety facilities throughout the District. Capital projects include replacing the Parkland, Midland and downtown Puyallup stations. The Spanaway Station (Headquarters) and the South Hill station will each receive a major remodel. All other fire stations will receive improvements to structural stability, energy efficiency and response readiness. The District’s training center will receive improvements that will allow the firefighters to train to the new Washington Administrative Code Standards taking effect in 2014. The bonds would be repaid out of annual property tax levies over a period of 20 years. The levy rate is estimated to be $.16 per thousand dollars of assessed valuation, costing the typical homeowner ($210,000 home) $3.00 per month or $36.00 per year. Statement For Statement Against Yes! Invest in Public Safety. Safe, efficient and earthquake proof facilities are essential in delivering quality and consistent Fire & EMS Service to our community. Yes! Training Facility Upgrades Necessary in Keeping Firefighters Highly Skilled. Training facilities have not been upgraded in over 30 years. Every citizen benefits when training facilities meet the needs of our firefighters and paramedics. Yes! Keep Operations Fully Funded. Without this funding, money must be diverted from personnel, training and equipment for costly temporary repairs to facilities until a bond is approved. Voting Yes now, actually saves tax dollars in the long run. No statement was submitted against this issue. Yes! Record Low Financing and Construction Costs. The time is now; the longer we wait the higher the costs. Interest rates and construction costs are still low, and this is a smart investment. If approved, Proposition No. 1 will authorize the District to levy the following excess taxes on all taxable property within the District to be used to maintain current operations, facilities and programs, including parks, playfields, playgrounds, multi-use trails and summer camps: Approximate Levy Rate Levy Year Collection Year Per $1,000 of Assessed Value Levy Amount 2013 2014 $0.39 $700,000 all as provided in Resolution No. 2013-01. Should Proposition No. 1 be approved? Explanatory Statement The Key Peninsula Metropolitan Park District seeks voter approval of Proposition No. 1 authorizing an excess property tax levy for the purpose of funding operations and maintenance of park and recreation facilities, programs and services. This Proposition will authorize the District to collect up to a maximum amount of seven hundred thousand dollars ($700,000), at an approximate rate of $0.39 per $1,000 of assessed real property valuation for a one-year period covering 2014. The Board of Park Commissioners finds that due to a substantial decline in park revenues, the District will be unable to maintain current operations, facilities and programs, including parks, playfields, playgrounds, programs, multi-use trails and summer camps without voter approval of this Proposition. Property tax collections comprise approximately 75% of the District’s annual operating budget. Approval of this Proposition would maintain the current level of services. Rejection of this Proposition would lead to further reductions in service levels. Statement For Charged with acquiring and saving land, Key Pen Parks did—over 1,200 acres—using almost $14,000,000 of public and private grants and few local tax dollars. They actually taxed us less than ¼ of what we authorized. The Park Commissioners have steadfastly refused any salary. In a recent survey residents said we wanted access, restrooms, parking, picnic areas, and trails. Money was budgeted anticipating this but, unfortunately, with reduced property taxes available and other agencies claiming more of the pie there will be almost No taxes revenues allocated to Parks next year. This is not the Parks Commissioners fault; it's just the way property taxes were allocated. Money set aside for development must now be spent for operations. This one year levy will provide operating revenue. The capital budget can then be used for development. Parks has proved they are good stewards of our resources and responsive to our concerns. The Pen-Met Park District has a made a good start at establishing a quality park system. I would like to be a part of continuing that trend. Statement: PenMet Parks needs a woman’s voice—a mom’s voice on the Parks Commission. I want to be your voice. The Park District has accumulated several quality parcels of land for future development and use. It is important that these parcels are utilized in a manner that benefits the Peninsula community. Going forward as the economy and land values improve, tax revenues for the Park District will increase, thereby providing funds for capital improvements. During this period it is vital to have input from our community (the owners) on an appropriate purpose and use of the District’s properties. This should address functionality based on the recreational desires of the community and careful analysis of the cost-benefit associated with any improvements. As a Board member and volunteer with the Peninsula Athletic Association I have direct experience in organizing and supervising recreational activities at the major athletic and recreational facilities in the Peninsula. I am passionate about parks and recreation, and look forward to contributing to an excellent Park District. As a mother of two young children, I want to make sure that PenMet creates a park system that is suited to everyone in our community with adequate open space, ballfields, trails, playgrounds, community gardens, recreation, and off-leash dog parks to satisfy our needs. Our entire community benefits from a diverse, healthy park system and I want to continue PenMet’s great start. Just as important, we have to prudently manage our limited resources to ensure our parks stay open and grow without burdening our taxpayers. With ten years’ experience in the finance industry, I can make sure that PenMet maximizes our tax dollars, avoids overspending and the pitfalls that make government too large and inefficient. The choices PenMet makes the next few years will not only impact the community our children are raised in, but future generations as well. We need a strong, passionate and diverse board to balance all of our voices, needs and wants. I ask for your vote in helping make the Gig Harbor Peninsula a great place to live and thrive. Other Professional Experience: No information submitted Education: BA. University of Portland 1997 Community Service: No information submitted Statement: A great community revolves around having good schools, police and fire protection, road infrastructure to promote jobs, and finally, a thriving park system. It has been an honor to serve as your elected Parks Commissioner the past six years and do my part to make the Gig Harbor Peninsula a great community to live in and raise my two sons. PenMet Parks has grown significantly in the past six years with new properties, more beach access, the completion of Homestead Park, a new off-leash dog park, and a fantastic recreation program that serves thousands. And we have done this without raising the tax burden on our citizens. However, a struggling economy has softened our tax base and PenMet could be challenged the next few years to find new sources of revenue. We must continue to be an efficient and smart government agency and spend wisely while continuing to provide great service and team up with our community partners. I look forward to serving another term as your Parks Commissioner. Please feel free to contact me on how we can continue to make our community a great place to live and PenMet a stellar example of smart, efficient government. My parents were well-respected educators for the Clover Park School District, and along with my wife I have raised our four children here. One of the many blessings that I appreciate in our community, and one of our area's greatest assets, is our water. Lakewood has an abundant and consistent supply of good, quality, safe water, and we must preserve and protect this great resource, while maintaining competitive pricing. Our management team at the District is very proficient, and the oversight of the Water Commissioners has been strong. Now we are faced with a major undertaking, the replacement of much of the aging delivery system. The commissioners are charged with guiding this process in a responsible and financially sound manner. I feel that my business experience and long-time investment in the Lakewood community make me a good choice to protect the District's customers' financial interests and the future of this great asset, our water. Scott _________________________________ Elected Experience: No information submitted Other Professional Experience: No information submitted Education: No information submitted Community Service: No information submitted Statement: No statement submitted Felons and Voting Rights Q: My neighbor just got out of prison. Can he vote? A: Individuals convicted of a felony in Washington State are allowed to vote once they are released from the authority of the Department of Corrections (DOC). Q: What does “under the authority” of the Department of Corrections (DOC) mean? A: Any individual who is currently in prison or on community supervision (probation or parole) is considered under the authority of DOC. If you are unsure about your status with the Department of Corrections (DOC), call them at (800) 430-9674. They’ll let you know if you’re still under DOC authority. Q: I committed a felony several years ago and completed a short jail term. What do I need to do to vote? A: When you entered jail/prison, your voting rights were cancelled. You will need to re-register in order to start receiving ballots again. You can register to vote by mail or in-person. If you have a valid Washington State Driver’s License or ID, you can even register online! See page 6 of this booklet. Q: How can we be sure that felons aren’t voting? A: Three times a year, the Secretary of State uses information provided by the Department of Corrections (DOC) and state courts to screen the voter rolls. Felons who are under the authority of DOC are immediately pended (preventing them from voting). They are notified that their registration will be cancelled in 30 days. Q: Can someone with a criminal history run for office? A: For most elected positions, the only criteria are that the candidate be a registered voter and reside within the correct jurisdiction. If elected, candidates with criminal histories can hold office as long as they meet the office’s requirements and subscribe to the oath of office. For More Information: (253) 265-0265 lhscott0@gmail.com 78 Some seats, such as judges and prosecuting attorneys, have more-stringent requirements. Criminal history or failure to be admitted to the bar may disqualify a candidate. When this happens, another voter (a qualified elector) may challenge the newly elected individual’s right to hold office. The elections office only verifies voter registration. We don’t run background checks on candidates. The statements above are printed exactly as submitted. No spelling, grammatical or other corrections have been made.
