Breakfast/Lunch Program
The ultimate “food for thought”
Children who develop healthy eating habits
and are physically active have a greater chance
of being healthy for life and are more likely to
do better in school.
Healthy, Hunger-Free Kids Act
Watervliet’s Food Service Department
continues to move toward healthier food
choices in compliance with the federal Healthy,
Hunger-Free Kids Act, enacted in the
2012-13 school year. The legislation was
developed to improve nutrition and focus on
reducing childhood obesity, in part by asking
the U.S. Department of Agriculture (USDA) to
set national standards for school lunch meals.
The law requires that all schools:
Increase servings of fruits and vegetables.
Set maximum calorie targets.
Use only whole grains in breads/grains served
(pasta, tortillas, etc.).
Reduce sodium, saturated fat and trans fat.
Offer only 1 percent or fat-free milk and fatfree flavored milk.
Pivot Program
Watervliet High School is introducing a
new extended program for grade 9 students in
September 2015 called the Pivot Program. The
new program will provide the skills necessary
for students to successfully complete high school
and will better equip Watervliet graduates for
In addition, the program must offer five food
components at every lunch, including a grain,
meat, fruit, vegetable and milk. Students must
take either a fruit or vegetable if schools are to
receive federal reimbursements for the meal.

Free and reduced-price school meals
Applications for free or reduced-price meals
are mailed home at the start of school and
should be returned to the school cafeteria
manager. They are also available on the
district’s website. Applications for free or
reduced-price meals may be completed anytime
during the school year when a family’s income
changes. Parents may wish to take advantage
of the cafeteria’s advance payment plan,
MySchoolBucks. Visit the Food Service page on
our website to learn more.

the challenges of pursuing a college degree or
entering the workforce. The Pivot Program will
extend the school day for all ninth graders to
3:16 p.m. four days a week: Monday through
Thursday. More information is available on our

Visitor Policy
All visitors entering the school building
shall report to the greeter’s window/desk,
sign the visitors’ log and show positive
identification, e.g. driver’s license. At that
time, the greeter shall issue the visitor “a
visitor’s badge.” The visitor shall provide
his or her driver’s license, keys or an item
of equivalent value in exchange for the
badge. The visitor is required to display the
identification in a prominent fashion on his
or her person at all times while on campus.
At the conclusion of the visitor’s business
he or she shall return to the greeter’s window/
desk to sign out, return the badge and receive
his or her collateral property. It is the duty
of the greeter to inventory visitor badges
at the end of each school day and note any
discrepancies to the building administrator.
Visitors who do not comply with the district’s
requirement for identification shall be asked
to leave school grounds.

REPORTING TO PARENTS
Report cards are issued four times a year for
Jr.-Sr. High School students, and three times a
year for elementary students. The end of each
marking period is listed in this calendar.

Conferences also present an opportunity
to learn about such school-based resources
as academic intervention services (AIS) and
counseling that help support student success.
The following tips, adapted from the
National Education Association, will help you
make the most of parent-teacher conferences.
AGENDA BOOK
GETTING READY
The district supports the assignment of
meaningful, well-constructed homework as an
integral part of the academic program.
Talk to your children before the conference
to find out which subjects they like best, those
they like least, and why. Ask your children
if they want you to talk through a specific
concern with their teachers. Help your children
understand that you and their teacher(s) are
meeting together to help them.
Parents have every right to expect general
schoolwide homework policies and have a
responsibility to support these policies. Each
student is responsible for knowing what
homework has been assigned and completing
and returning it when due. Homework should
reflect the child’s ability to expand on school
learning experiences, not the parent’s ability to
help the student.
THE CONFERENCE
Some questions for your child’s teacher:
What are my child’s strongest subjects? What
areas need improvement?
PARENT-TEACHER CONFERENCES
Is my child working up to his or her ability?
Parent-teacher conferences are designed to
communicate educational expectations and
progress to parents. Attendance is encouraged.
It is expected that parents and teachers will
confer throughout the year. If a problem/
concern arises, parents should contact their
child’s teacher at the elementary school or their
child’s guidance counselor at the high school,
and schedule a conference, if necessary.

and activities?
GETTING THE MOST OUT OF
PARENT-TEACHER CONFERENCES
Parent-teacher conferences are a good time to
learn about your child's academic achievement.
Has my child missed classes other than those
I have contacted the school about?
Have you noticed any sudden changes in my
child’s behavior?
What kinds of tests are being given, and what
do the tests reveal about my child’s progress?
Ask for suggestions to help your child
improve, and ask the teacher to explain
any answers you don’t understand. End the
conference by summing up decisions made
together.

STAY IN TOUCH WITH TEACHERS
Build a positive parent-teacher partnership by
keeping in touch with teachers to discuss your
child’s progress. Most staff can be contacted
through school email addresses, which consist
of the first initial of the staff member’s name
followed by their last name, totaling up to 8
letters; for example, John Carpenter would be
jcarpent@vliet.neric.org. Contact the main office
of each building if you need assistance.
ANNUAL PROFESSIONAL PERFORMANCE
REVIEW (APPR) QUALITY RATINGS
In accordance with Education Law
§3012-c (10), parents/guardians have the right
to obtain the Annual Professional Performance
Review (APPR) quality ratings and composite
effectiveness scores for their child’s current
teacher(s) and principal(s) once the scores are
officially made available by the New York State
Education Department.

School Attendance Policies
If a student has been absent from school, he
or she must bring a written excuse from home
explaining the absence.
Parents should phone the elementary school
attendance clerk (629-3214) or attendance/
truancy/residency officer at the high school
(629-3301) by 9 a.m. the first day of the absence.
Excused absences are personal illness, death
in the family, health treatment appointment,
required appearance in court, religious
observation, a pre-approved college visit,
impassable roads or inclement weather, or an
approved cooperative work program. Written
excuses are required by law for all children.
The NYS Department of Education considers
the following absences unexcused: “Visiting,”
“Away,” “Overslept,” “Helping at home,” or
“Missed the bus.”
A student who must leave school because of
sudden illness or other reasons must report
to the nurse’s office or the main office. To be
excused during the school day, students must
present a note from a parent or guardian stating
the reason for leaving; all Watervliet JuniorSenior High School parents will be called to
verify the note.
Accident Regulations
Accidents that occur during school hours or
school-sponsored activities must be reported
immediately to the teacher, school nurse,
advisor or coach. If your child has an accident
in school, please call the elementary nurse
(629-3402) or the high school nurse (629-3304).
D I S T R I C T
New Student Registration
Registration for all students K-12 (including
private, parochial and charter schools) is done
through the district’s central registrar. The
office is located at Watervliet Jr.-Sr. High
School. Students who move to Watervliet in
the summer should register in July and August.
When registering, each student is required
to have the following: a birth or baptismal
certificate and a copy of his or her last report
card. Parents must also provide proof of
immunizations, proof of residency and proof
of custody, if applicable. The following are
the ONLY forms of proof of residency the
Watervliet City School District will accept:
mortgage statement or a certificate of
occupancy from the City of Watervliet, which
will be verified by the school. New registrants
must be accompanied by a parent or guardian.

Residency
If a student moves out of the school district
before June 1 in a given school year, that
student must transfer to his or her new school.
If the move occurs June 1 or later, then that
student will be allowed to complete the current
school year. However, the student must transfer
to the new school at the conclusion of the
school year.
A senior who moves to another school district
during his or her senior year shall be allowed
to complete his/her senior year only if he or she
was a Watervliet resident during the prior year.

School Insurance
The Watervliet School District is a member of
the Pupil Benefits Plan, Inc.
Pupils are covered for benefits once they get
on the school bus on the way to school and
until they depart the bus on their way home.
Pupils who walk, drive or ride bicycles to
school are not covered until they enter the
school.
Benefits are available only after all other
insurances have been used. It is the parents’
responsibility to file their claim with their
own company prior to submitting any balance
to the school.
Injuries that require medical treatment must
be filed with Pupil Benefits Plan, Inc. within
30 days. Non-athletic injuries will be filed
with the school nurse, athletic injuries with
the athletic director.
All claims should be submitted promptly.

Dignity for All Students Act
The Watervliet City School District does not
tolerate bullying of any kind and is prepared to
meet the requirements of New York’s Dignity for
All Students Act, which took effect July 2012.
Schools cannot address bullying unless
incidents are reported. Students may report
bullying anonymously using a “Bully Free”
Reporting Form—available in the guidance
offices of each school and on the district
website—that can be dropped in “Bully Free”
boxes located in the guidance offices. Students,
staff and parents may also report bullying
incidents by contacting the district’s “Dignity
Act” Coordinators:

Speech & Language
Speech therapists provide programs for
students with moderate or severe speech or
language disorders. An English as a Second
Language program is also available. For
information, call 629-3200.
Preschool Special Education
The Board of Education maintains a register
of pupils with a disabling condition. This
register includes preschool children. If your
preschool child has a disabling condition, call
the special education office at 629-3202 to
ensure that your child is listed on our register.
Academic Intervention Services
Teachers provide AIS services to students
who are falling below grade level in core
subjects or have not met proficiency on a state
assessment. Services may be provided during
the school day or after school. The emphasis is
on improving skills. Please see your guidance
counselor for more information.
Psychological Services
Psychological services help students learn,
grow and adjust. These services include early
assessment in intellectual, scholastic, personal
and social development, as well as parentteacher c onsultation and referrals to mental
health agencies. For information, call school

Guidance Services
Guidance services are available for every
student and include student scheduling,
interpretation of test results, career exploration
and counseling, college and post-high school
planning, and group and individual counseling.

Vocational Education and Title IX, Section 504/
NON-discrimination policy
Vocational education opportunities are
offered in the WCSD without regard to sex,
race, color, national origin or handicap.
WCSD does not discriminate on the basis
of sex, age, color, religion, creed, disability
or race in the educational programs or
activities it conducts. It is required by Title
January 2016
IX of the Educational Amendments of 1972
not to discriminate in such a manner. This
nondiscrimination policy includes: recruitment
and appointment of employees, employment pay
and benefits, counseling service for students,
access to educational programs, course offerings
and student activities.

IMMUNIZATION REQUIREMENTS UPDATED
The New York State Department of Health
and the New York State Education Department
recently updated immunization requirements
for children entering/enrolled in public
schools. Effective Sept. 1, 2015, the following
immunization schedule must be followed:

WCSD will require proof of compliance
before your child may enter school. Adequate
proof is certificate or record from the
physician’s office or health care clinic. Please
contact your child’s physician or the school
nurse at your child’s school with questions.
STUDENT PHYSICALS
2 doses MMR (Measles, Mumps, Rubella)
*Note: Students may no longer wait until age 7.
Per state law, physical exams must be done on
all children who are new to our schools or who
are in the following grades: pre-K, kindergarten,
2, 4, 7 and 10. Exams must be done after June 1
and turned in before October 15. If a physical is
not provided before this date, one will be done
by the school physician. Please provide the
school with any medical information pertaining
to your child. This helps everyone involved with
your child’s care.
2 doses Varicella (chickenpox).
STUDENT MEDICATION
4-5 doses DTap, DPT, or Tdap (Diphtheria,
Tetanus and Pertussis) *Note: 4 doses are
adequate if 1 dose was given after age 4,
otherwise a 5th booster vaccine is required. A
booster dose is required after age 4. Students
may no longer wait until age 7.
School personnel (nurse, principal, assistant
principal) may administer medication to
children if the following conditions are met:
3-5 doses Polio (IPV/OPV) *Note: Children
who receive all 4 polio doses before age 4 will
require an additional 5th dose in order to have
4 valid doses; that is, a booster dose is required
after age 4. Students may no longer wait until
age 7.
1 dose Tdap (Tetanus, Diphtheria and
Pertussis) *Note: Required only for students
enrolling grades 6-12 who have not previously
received a Tdap at 7 years of age or older.
3 doses Hepatitis B *Note: A total of 4 doses of
hepatitis B vaccine may be necessary when a
combination vaccine containing hepatitis B is
administered after the birth dose resulting in an
inadequate interval between doses.
A written request from the physician is
provided indicating diagnosis, name of
medication, the frequency and dosage of the
prescribed medication.
A new request must be provided each school
year.
Parents submit a written request to administer the medication as specified by the doctor.
The medication is in a pharmacy container
that clearly states the date, name and address
of the student and physician, the dosage
and the frequency. All inhalers must have a
labeled box.

circumstances should the medication be
delivered by the student.
STUDENT ILLNESS
Your child should stay home or will be sent
home if any of the following symptoms are
present:
Vomiting or diarrhea.
Fever: Students must be fever-free for 24
hours before returning to school.
Unexplained rash (if sent home with a rash,
your child will need a physician’s note to
return to school).
Strep Throat: Your child will need three doses
of antibiotic and must be fever-free before
returning to school.
Pink Eye (redness or drainage from the eyes):
Your child must be on medication at least 24
hours before returning to school.

Transportation
ELEMENTARY (GRADES K-6)
Elementary pupils who reside a 1/2 mile or
more from school are provided transportation.
Students are assigned to specific buses and
bus stop pick-up and return points based on
residence.
SECONDARY (GRADES 7-12)
Transportation is provided for those students
living 1 mile or more from school.
PUPILS WITH DISABILITIES
Children who have been classified as disabled
and attend school in-district or outside the
district receive round-trip transportation
provided the child has been recommended
for placement by the district’s Committee
on Special Education (CSE) and that
recommendation has been approved by the
Board of Education.
TRANSPORTATION REQUESTS
Watervliet City School District transportation
requests must be made to the school district
each year for transportation of each child who
is eligible. All requests must be submitted on
the approved form and returned by April 1
for children who will attend school in the fall.
The pupil must be a resident of the Enlarged
City School District of Watervliet. Forms are
available in each school building’s main office,
or on the district website.

SCHOOL CLOSINGS/DELAYS
Occasionally, it is necessary for schools to
close or to delay opening because of inclement
weather, facilities failure (e.g., power outages)
or other emergencies.
Cancellations, delays or early dismissals are
posted on the school district’s website
(www.watervlietcityschools.org) and social
media accounts. Closing information also will
be sent directly to your email or texted to your
cell phone via the district’s Once Call Now
messaging system.
School closings are also posted on WVLT and
announced on the following local TV and radio
stations: Channel 6, Channel 10, TWC News,
Channel 13, WGY (810 AM), WFLY (92.3 FM),
WYJB (95.5 FM), and WRVE (99.5 FM); and
online at www.timesunion.com. When in doubt,
please check the website.
Unless otherwise noted, all scheduled
activities at Watervliet schools (including
the Civic Center’s Before and After School
programs) are canceled on the days school is
closed or closes early.
STUDENT RECORDS CONFIDENTIALITY
A cumulative record is maintained for each
student, and special education records are
maintained for identified students, for purposes
of identification and accounting, pupil selfunderstanding and planning, and staff and
parent understanding of students’ needs.
Information related to academic achievement,
standardized testing, student and family
identification data, school attendance, health

and physical development, social development,
activities and educational and vocational plans
is included.
Classroom teachers at the elementary level
and counselors in the secondary schools, under
the direction of the principals, are responsible
for maintaining the student’s record and for
ensuring the relevancy of the material included.
Access to the student’s record is limited to staff
members, parents and the students themselves,
as may be appropriate for their age. The
district has established formal administrative
procedures whereby a person in parental
authority to the pupil, or a professional staff
member, may challenge the validity of any
information contained in the pupil record.
Parents may also enter into the record written
comments concerning the content of the record.
Access to a student’s records by a third party
may occur only upon written authorization
from the child’s parents/guardian.

Student Acceptable Use of
Technology Policy
We are pleased to offer Watervliet
City Schools’ students access to the
district’s computer network.
Access to these resources
will enable students to explore
thousands of libraries, databases
and bulletin boards while
exchanging messages with Internet
users throughout the world.
Families should be warned that
some material accessible via the
Internet may contain items that
are illegal, defamatory, inaccurate
or potentially offensive to some
people. While our intent is to
make this access available to
further educational goals and
objectives, students may find ways
to access other materials as well.
We believe that the benefits to
students from this access, in the
form of information resources and
opportunities for collaboration,
outweigh the disadvantages.
Network storage areas will
be treated like school lockers.
Network administrators may
review files and communications
to maintain system integrity, to
ensure that users are using the
system responsibly and to check
their contents. Users should not
expect that files stored on the

Users of the system also consent
to monitoring of in-transit
communications as well as access
of stored communications by
network administrators.
As outlined in the “Acceptable

student directory
information (name,
grade, awards,
activities, photograph,
etc.) may be published
on the district’s website,
in school publications or
released to the media to
recognize student achievement or
depict activities of the school. The
media and others may visit the
school to cover events or activities
and may use students’ names
and/or photographs, videotape,
audiotape, and interviews.
Parents who object to the
disclosure of their child’s directory
information should notify BOTH
the superintendent of schools and
their child’s building principal,
in writing, by September 30 each
school year.
PLEASE NOTE: While the
district will honor the request
of parents who have submitted
written notification opting their
child out of publicity efforts, the
district is not responsible for
external media covering news,
athletic contests or school events.
Parent Portal
The Watervliet City School
District offers a web-based
communications tool that allows
parents and guardians to view their
children’s academic profiles at their
convenience via the Internet.
The district’s eSchoolPortal is
available to parents of students in
grades K-12 and provides secure
access to class schedules, progress
reports, report cards, WHS teacher
grade books and more.
There is no cost for parents/
guardians to use the student
management system. Visit
www.watervlietcityschools.org,
click on the Parent Portal link in
the left navigation rail and follow
the instructions provided on the
Parent Portal web page to set up an
account. Once you are a registered
user of the Parent Portal, you
will have access to the profiles of
all students for which you are a

May is School Budget Vote Time
How is the school budget developed?
Each year, school leaders and Board of
Education members work to create a school
budget based on knowledge of current operating
costs, an analysis of local and national trends
in the costs of applicable services, feedback
from community members about educational
priorities, and consideration of factors unique
to a particular school year (e.g., property
reassessments).
Budget information is available on the
district’s website: www.watervlietcityschools.
org.
How can the community help
the district develop the budget?
Community members are invited to attend
school board meetings during the school year
and budget forums in March and April to learn
about the budget and participate in the process.
District officials encourage your attendance at
budget forums and value your input throughout
the development of the district’s fiscal plan.
Please contact the Superintendent’s Office at
629-3201 for information at any time.
What does the public vote on?
The Board of Education adopts a proposed
budget in mid-April. A newsletter describing
the budget proposal is then printed and mailed
to all district homes in early May. A copy of the
proposed budget broken down by line items is
also available in May at the main office of each
school or the District Office.

A public vote on the proposed budget, by law,
is held on the third Tuesday in May, which is
May 17, 2016.
In addition to the district newsletter,
community members can learn about
the proposed school budget, school board
candidates and additional propositions on
the ballot, if applicable, through a variety of
sources including board meetings, the district
website and the local news media.
When and where is the vote?
Polls are open Tuesday, May 17 from
12-9 p.m. at the following locations:
Elks Club, 4th Avenue & 5th Street
Watervliet Elementary School, 10th Avenue &
25th Street
Voter qualifications
You are eligible to vote if you are a U.S.
citizen, at least 18 years old and a resident of
the school district for at least 30 days prior to
the vote. You must be pre-registered to vote.
Be sure to bring proof of identity with you
to the polls (such as a driver’s license or nondriver’s identification card.)
To obtain an absentee ballot, please contact
the District Clerk at 629-3201.

Board of Education
A five-member Board of Education, elected
by residents of the Watervliet City School
District, is responsible for policies and
regulations governing public education in the
district. Each member serves a three-year term
without pay. The Superintendent of Schools is
the chief executive officer of the board. Board
meetings are open to the public and, unless
otherwise noted, are held at 7 p.m. on the third
Thursday of each month in the high school
conference room. Information on the Board
of Education, including meeting agendas and
minutes, can be found on our website.

Watervliet Civic Center 2015-16
Before/After School Programs
The Watervliet Civic Center offers a Before
& After School Program for grades 1-6 and for
Pre-K and kindergarten at Watervliet Elementary School. Programs follow the school’s calendar and operates on the following schedule:
Before school: 7:00–8:35 a.m.
After school: 2:00–5:35 p.m.
A fee is required for these programs, which
are registered and inspected by the NYS Office
of Children & Family Services. Pre-K children
must be enrolled in WES Universal Pre-K
program to participate.
Activities consist of gym/outdoor games,
drama/play, building/enrichment, arts & crafts
and more including homework help and board
games (grades 1-6) and storytelling and tabletop
activities (grades Pre-K and kindergarten).

Pesticide application
notification
New York State Education Law Section 409H, effective July 1, 2001, requires all public
and non public elementary and secondary
schools to provide written notification to
all persons in parental relation, faculty and
staff regarding the potential use of pesticides
periodically throughout the school year.
The Watervliet City School District is
required to maintain a list of persons in
parental relation, faculty and staff who wish
to receive 48-hour prior written notification of
certain pesticide applications.
The following pesticide applications
are not subject to prior notification
requirements:
a school remains unoccupied for a continuous 72 hours following an application;
anti-microbial products;
non-volatile rodenticides in tamper-resistant bait stations in areas inaccessible to
children;
non-volatile insecticidal baits in tamperresistant bait stations in areas inaccessible to children;
silica gels and other nonvolatile ready-touse pastes, foams or gels in areas inaccessible to children;
boric acid and disodium octaborate
tetrahydrate;
the application of EPA designated
biopesticides;

the application of EPA designated ex-
empt materials under 40CFR152.25; and
the use of aerosol products with a directed spray in containers of 18 fluid ounces
or less when used to protect individuals
from an imminent threat from stinging or biting insects including venomous
spiders, bees, wasps and hornets.
In the event of an emergency application
necessary to protect against an imminent
threat to human health, a good-faith effort
will be made to supply written notification to
those on the 48-hour prior notification list.

Asbestos Management Plan
On Oct. 12, 1988 the Watervliet City School
District submitted the district’s Asbestos
Management Plan to the New York State
Education Department. In accordance
with the EPA Asbestos Hazard Emergency
Response Act of 1987 (40CFR Part 763), the
Asbestos Management Plan for both schools is
available and kept on file at the business office
(Watervliet Jr.-Sr. High School). These records
may be reviewed between 8:30 a.m. and 4:30
