President Remarks

Welcome & Thank You for attending this very important meeting, we have a full agenda , your cooperation and contributions is highly
appreciated. As I stated last meeting all questions and acknowledgement must come through the Chair.

Update Since February 14th meeting –

Premier Division Team:
• Bhakta A has chosen not to participate in 2015, Previous four (4) precedents to balance divisions and not to complicate schedule, MCA
must follow previous precedents.

Cricket Ball:
• New Vendor for 2015 red and white cricket balls has been selected – Cricket Zone & Trophy World, NY
• Balls $12.50 each includes shipping & delivery plus vendor will be an MCA sponsor for $500.00 for 2015
• 19 Participants showed up for testing, 13 red & 12 white balls were provided for testing. Testing was Chair by Vijay Sundermurthy,
very transparent process, thank you for participating and your feed back.

Youth Cricket Development Finance Update:
• Report submitted reflect the following: Income $4,500.00 anticipated expenses $6,000.00, 105 kids attended youth camp only 90
paid.

Practice Nets:
• We are working aggressively to get a minimum one additional practice nets for 2015 at Bryn Mwar, our plan is to significantly improve
practice and playing facilities for 2015.

MCA – Minnesota & National Campaign:
• Communication & Public Relations to get on fast track! We may need National Help or Affiliation to get desire exposure!


40 Over Rule Changes (To be voted)
 Age Limit
LAW 1 –THE PLAYERS – 1.5 – Age Limit – Players under the age of 18 shall have the consent letter signed by parents or legal
guardians. Forms shall be available on MCA website. A copy of the letter must be filed to the MCA Secretary before the first
game of the U-18 player. Captain shall possess the consent letter at the time of toss and umpires shall be given a copy of the
form. Captains shall notify in the roster about the players under the age of 18. It is mandatory for the player under age of 18
to wear a helmet while he bats.
 Delayed Start to Game
LAW 12 – THE INNINGS – 12.4.2.a.iv. In case of delayed start due to interruption, umpires shall notify team captains 30
minutes before the desired start and shall toss 15 minutes before the desired start. In this case, 12.4.2.a.i,12.4.2.a.ii,
12.4.2.a.iii shall be applicable. CLARIFICATION – However, for resuming a game interrupted by rain in between, there need
not be a 30 minute notice.
 Duckworth Lewis Method
DL Method to be used for all interrupted or reduced over games in both T20 and 40 overs. Table will be published in umpiring
seminar and umpires will be trained to handle this.
LAW 12 – THE INNINGS – 12.4.2.b. Duckworth-Lewis method shall be implemented to decide the result of an interrupted
match during the second innings of the match. Umpires shall carry copies of Duckworth-Lewis table published by MCA during
the umpiring seminar at the time of umpiring the game.
 Umpiring Stipend
Increase umpiring stipend from $60 to $70 this year and review further changes next year. Change is needed to motivate
and further incentivize the umpires but also hold them accountable. This change is also done to keep up with umpiring rates
in other associations.

40 Over Rule Changes and Clarification
 Power Play Rules
Should be similar to ICC for 40 over matches – 2 blocks of power play.
(i) First one is from overs 1-8 and second one can be taken at any time by the batting team, before the 32nd over
(clarification - no voting)
(ii) Mandatory power play rules – Maximum 2 players outside 30 yards and minimum 2 people in catching positions
(clarification - no voting)
(iii) Batting power play – Maximum 3 players outside 30 yard circle. (clarification - no voting)
(iv) Non power play overs – Maximum of 4 players outside the circle. (MUST BE VOTED)
 Bouncers
2 bouncers per over (as per ICC standards in this world cup) – (MUST BE VOTED). Intimidating bowling and other rules remain
as is.
 No Ball Clarification (No voting)
If the bowler dislodges a bail or stump while in the delivery stride or immediately after delivery as part of follow through, the
ball will be a no ball and NOT dead ball.
 Playing time clarification (No voting)
LAW 12 – INNINGS – 12.1 – All matches shall consist of one innings per side, each innings being limited to a
maximum
of 40 overs. Matches shall start at 12 noon and end at 7.15 pm without any interruption. Umpires may
extend the
innings by a maximum of 10 minutes to compensate for injuries and other uncontrollable activities (in uninterrupted
situations). This shall be totally at umpire’s discretion. HOWEVER, in the case of interruptions due to weather, if there is
enough day light to extend play beyond 7:25 PM, every attempt should be made by the umpires to extend play for as long as
possible. The captains should be intimated by the umpires about a potential
end time to the game.
For eg., there is rain during the second innings that clears by 7:15 PM and the umpires deem that there is enough sunlight till
8:00 PM, then play will go on till 8:00 PM and number of remaining overs will be based on that.
T20 Rule Changes (To be voted)
 Super Sub
All MCA T20 matches shall have super-sub. A roster of 12 will be named by captain on the match report to umpire before the
game. After the toss, the captain can name one of the 12 players on the match report as a “supersub”. The supersub can be
activated at any time of the game. However, once active, the super sub will be part of the 11 for the rest of the game. But the
supersub will have to be physically present on the ground with same rules that are applicable to standard playing 11. Supersub shall not be added after the start of 1st innings in this case. Playing with less than 11 but more than or equal to 8 players
will disqualify them from supersub privileges.

7.2. Rules of Super over- Each innings of super over shall be of 5 minutes and 5 minutes of break shall be awarded at the end
of 2nd innings of the match and 1st innings of the super over.
Umpiring Process Updates
• Teams are responsible for sending umpires (substitutes are frowned upon unless
unavoidable). The substitute umpire confirmation needs to be routed and
approved through the head umpire ahead of time. (PROCESS CHANGE – NO
VOTING NEEDED)
• Separate sessions for new and senior umpires. Umpires with only 1 year of
experience will be treated as new umpires. (PROCESS CHANGE – NO VOTING
NEEDED)
• Identity of Certification will be provided. Umpires are mandated to carry this as
proof and produce this upon request by the captains. Failure to provide
certification will result in a $10 fine for the TEAM sending the umpire. (MUST BE
VOTED)

Summary of Rule Changes
• Standard ICC rules of Power play and bouncers will be implemented as detailed on
previous slides for both T20 and 40 overs.
• MCA is imposing age limits with validation through MCA Secretary, team captains
and umpires along with compulsory helmet requirements for ALL MCA conducted
tournaments.
• Duckworth-Lewis method to be adopted in both T20 and 40 overs. Umpires will be
trained and tables will be published.
• Nominal increase of $10 to umpiring stipend is recommended to the board for 40
overs.
• Super sub rule addition is recommended to T20.
• In case of a delayed “start” (not restart) to the game, umpires will give both team
captains a 30 minute notice before starting the game. Toss will happen 15 minutes
before the start.
• Time limit guideline is added to super over rule in T20.
• A $10 fine will be imposed on team sending umpire without identification of
certificate.
• Wide Ball for anything outside the ball, dead ball on the nail (both T20 and
40 overs).

Teams compete with other teams of similar rankings, exclusively, in group stage.
Competition is expected to be close throughout the competition except for perhaps QFs where a
significantly lower ranked team might be pitted against a higher ranked team.

Lower ranked teams never get exposed to teams of higher rankings up until QFs.
Lower ranked teams have equal representation in playoffs even though they qualify for it by playing
lower ranked teams.

Healthy exposure for teams of different caliber to compete amongst themselves as well as against
higher ranked teams.

A team ranked 13 has to be in the top 4 of 16 teams to make it to playoffs whereas the team ranked 12
has to be just top 4 of 12 teams to make it.
Hard to compare performances of teams within same format accurately but relative performance is
not a bad criterion.
