As the 23-year lifespan of Roselle’s Town Center Tax Increment
Financing (TIF) District comes to an end, successes in jumpstarting redevelopment in the heart of Roselle are being
realized. In 1989, Roselle’s Town Center was underperforming,
and the equalized assessed valuation (EAV) of properties
was deteriorating in comparison to the rest of the Village.
Now, 22 years later, the EAV of the properties within the TIF
District have realized a 630 percent increase, far outpacing the
community-wide average of 372 percent.

Roselle since 1989. As a whole,
the EAV of properties in Roselle
rose 374 percent between 1989
and 2009, from $231 million to
$861 million. The properties in
the 35 acre TIF in Roselle’s Town
Center collectively saw increases
of 630 percent, from $4.3
million in 1989 to $27.5 million
in 2009.
According to Roselle Community Development Director
Patrick Watkins, much of the success of the TIF is related to
responsible management of the District. “Officials from other
taxing bodies were made part of the process from the start,”
Watkins said. “This is now required of communities, but back
then, municipalities didn’t have to involve the other taxing
districts. We were an early adopter of a best-practice that
ensures TIF development is done in a way that benefits the
community as a whole.”
Additionally, Roselle established a geographically small TIF
district, (35 acres, or just 1.12 percent of the incorporated
Village) focusing only on the most blighted areas. TIF funds
were not used to build or expand Village owned buildings,
but rather used to encourage commercial and residential

Halloween Trick-or-Treat Hours
Ghosts and goblins are preparing to haunt Roselle this
Halloween - on October 31, between 4:00 and 8:00 p.m.
Halloween is a time for children. With this in mind,
Roselle plans its trick or treat hours to accommodate
all of them. This allows some daylight hours for the
youngest cowboys and princesses and some time when it
is a little darker for older witches and goblins. Please be
careful while children are out enjoying this time.

Coffee with the Village Board
Do you have questions about what’s happening in the Village of Roselle? Coffee with the Village Board is
a great opportunity to meet and talk with the Mayor and Board of Trustees.
The Coffee with the Board series is scheduled for the first Saturday of the month. Upcoming Coffee with
the Board meetings will be held October 1 and November 5 from 9:00 to 10:30 a.m. at Village Hall.
Unlike regular Village Board or Committee of the Whole meetings, this informal session provides
residents and business owners an opportunity to discuss issues affecting them and the community.
Whether it be an update on the recent Main Street, Irving Park Road, or Lake Street/Gary Avenue
redevelopment efforts, or a few questions about the Village’s code enforcement procedures, the Mayor,
Trustees, and Village Staff will be prepared to assist you.
So come in and enjoy a cup of coffee and chat with your local elected officials.

Mayor’s Message
While summer is winding down, there are still some activities
scheduled in which you might want to participate.
The 10th anniversary of September 11 is this year. Trinity Lutheran
Church will have two services; one at 9:30 a.m. and the other at
11:00 a.m., which will include a blessing of all our first responders,
in commemoration of 9/11. The public is invited to either service.
There will also be a Freedom Walk, honoring the heroes of 9/11,
sponsored by Countryside Funeral Home and involving Roselle
American Legion Post 1084. People are invited to gather at
3:00 p.m., at the funeral home, 333 S. Roselle Rd., where
participants will walk to the Legion Post at 344 E. Maple Ave. At
3:30 p.m., the Post will have a presentation of colors, a flag folding
ceremony, and speakers. If you cannot make the walk, you can
come directly to the Legion for the ceremony. Everyone is then
invited back to the funeral home afterwards for refreshments.
I was very saddened at the recent loss of Fred Koehler, founder
of Lynfred Winery, which has been a jewel of this community since
its establishment in 1979. Fred loved a good party and watching
people enjoy his wines. I’m so pleased that the winery is continuing
the tradition of Septemberfest this year. The event is on Saturday,
September 24 and Sunday, September 25. Come out, enjoy some
delicious German food, and raise a glass of wine in Fred’s memory.

I was pleased to welcome Itasca Bank and Trust to town in August.
They opened their branch at the corner of Irving Park and Roselle
Rds., and their ties to our community are deeply rooted. Jack
Mensching is the President of Itasca Bank and Trust, which had
its start as the Itasca State Bank. Jack’s great-grandfather, H.H.
Franzen, and his brothers, opened up the Roselle State Bank
in 1903 and the Itasca State Bank in 1916. Both Jack and John
Binneboese, who is running the Itasca Bank & Trust Roselle
branch, are Lake Park graduates and John is active in the Lake Park
Educational Foundation.
If you passed by American Legion Post 1084 on Maple Ave. the
morning of August 16, you saw many activities going on. WGN
was there filming segments for their morning show, to promote the
American Legion and the Legion Riders’ Poker Run, a charitable
event which was held on August 20. While the Poker Run is over,
there are still many activities that the Legion and its clubs (Sons of
the American Legion, American Legion Women’s Auxiliary, Riders,
etc.), provide for our community and that
are open to the public. Some examples are
the September 10 bags tournament, run by
the Sons of the American Legion, along with
late-winter fish fries and the occasional steak
fry. The Sons of the American Legion paid for and
donated the handicapped fishing pier at Turners Pond.
American Legion Post activities not only bring the Legion
community together, but help support our troops and their families.
The Women’s Auxiliary uses the money they collect from Poppy
Days and community events such as their Spaghetti Speakeasy
and Mother’s Day Brunch to fund a picnic for the veterans at the
VA Health Care Center in North Chicago. The entire Legion works
together to send packages to our troops overseas.
Members of the Legion provide the moving Memorial Day ceremony
at Trinity Lutheran Cemetary, followed by an open house back
at the post. The Legion has a charitable foundation, where your
donations are tax-deductible. Donations are also deductible for
contributing to a program called “Gifts for Yanks That Gave”, which
provides comfort items for hospitalized veterans, especially during
the holidays. This year our Legionnaires and other club members
will be in our community on November 11, 12 and 13 to solicit
donations. American Legion Post 1084 in Roselle has been the top
post in the state for donations for Gifts for Yanks for many years.

As summer ends, school begins. Please be careful as our youngest
residents are walking to school or getting on and off buses. Illinois
State law requires us to stop in both directions when a school bus
is stopped. Even if the bus lights are not engaged or the arm is not
down, use caution when you see a stopped bus.

Free Document Shredding Event October 8
Great Neighbor
Larry Wilborn has lived in Roselle for more than 45
years and was recently nominated for Roselle’s Great
Neighbor program by his long-time neighbor, Laraine
Parker.
“We have known Larry for 29 years,” Laraine said.
“We met Larry at a church event at St. Walter
Parish. We happened to mention that we were
looking for a home. Larry immediately told us about
the house across the street from them that he knew
was up for sale. To make a long story short, we have
been ‘across the street’ neighbors for almost 29 years.
In that time, Larry loaned us tools for repairs that our house
needed, answered all “emergency” calls from us as we worked on the
home, and watched over our home whenever we had to travel.”
During all of the natural disasters that have hit over the years such as
the flood of ‘87 and the microburst of ‘91, and, most recently, the big
snow in Roselle, Larry was the first person on hand - not only for the
Parkers, but for all the neighbors in the vicinity.
Laraine and Tom Parker lost their parents and so their sons are without
their natural grandfathers. The Parker boys turned to Larry as their
stand-in grandfather to the point where he was asked to sit where John
Parker’s grandfathers would have sat at his wedding in 2009.
“For my part, I’ve just tried to help others and give back whenever
I could,” Larry said. “My wife Mary Ann and I live in the Trinity
neighborhood in Roselle and we have the most wonderful neighbors
here – including the Trinity Church. People in our neighborhood look
out for each other and we help each other through the difficult times
of life. I’ve been the recipient of my neighbors’ help. As an example, one
man mowed my lawn and removed my snow for two years during a family
illness. And, this past June I had surgery on my shoulder, and wouldn’t
you know it there was Tom and Joe Parker mowing our lawn. I think that
is quite astounding and it’s wonderful how we all do whatever we can for
our neighbors.”
“Larry’s home and yard are beautifully kept and it is the envy of the
neighborhood,” Laraine said. “Larry extends a hand in friendship to
every new neighbor so that they feel very welcome here. There are so
many people in Roselle who know that Larry Wilborn is truly a great
neighbor.”

upcoming Roselle Reporter newsletter. Selected Great Neighbors and the
person who nominated them will be invited to a Village Board meeting
where they will be honored with a proclamation from Mayor Smolinski.

Roselle residents are invited to bring their confidential
documents to be shredded on-site during a free
shredding event on Saturday, October 8, from
8:30 a.m. to 12:30 p.m. at the Roselle Metra Station
south parking lot at Irving Park Road and Maple Avenue.
The quantity of documents to be shredded is limited to
no more than 100 pounds. If they wish, participants will
be able to watch as their documents are being shredded,
and shredded paper will be recycled. This free event is
sponsored by Itasca Bank & Trust Co., which recently
opened its newest branch in Roselle at the corner of
Irving Park and Roselle Roads.
Time Change? Time to Change the Batteries
Daylight Savings Time ends Sunday, November

to get in the habit of changing the
batteries in smoke detectors and
carbon monoxide detectors when
changing the time on clocks for
Daylight Savings Time each spring
and fall. Changing smoke alarm
batteries is one of the simplest, most
effective ways to reduce fire deaths and
injuries. Make a change this fall that could
save your life!
Sign Up for E-News For Timely Updates
The Village of Roselle strives to keep the community
informed about Village business, events and festivals,
and other happenings and opportunities throughout the
area. The Village of Roselle’s E-News offers subscribers
frequent updates from the Village.
Over 1,100 people have signed up to receive E-News,
however there are many others out there who would
benefit from being on the Village’s mailing list. Subscribe
to E-News by clicking on the “Sign Up for E-News”
button on the left side menu on the Village website at
www.roselle.il.us.
Users can register to receive information in several
interest areas, including general news from the Village,
notification when Village Board meeting agendas
are posted, employment opportunity postings, and
notification when the electronic version of the Roselle
Reporter is available on the Village’s website.
Recycle Old Electronic Equipment
The Bloomingdale Township Highway Department relaunched its free Electronic Recycling Program the first
Saturday of every month (except holiday weekends)
from 8:00 a.m. to noon. Bring old electronics to the
Bloomingdale Township Garage, 123 N. Rosedale Ave.,
Bloomingdale, for recycling. For more information, visit

Auto Debit Program Offers Convenience
The Auto Debit Program is a free optional service that makes your life
easier by automatically paying your water/sewer bill directly from your
checking or savings account. The amount due on your monthly water/
sewer bill is automatically debited from your bank account on the 6th
day of every month.
To participate, please fill out the application form to the right and
return it to the Finance Department at Village Hall. By signing the form,
you authorize the Village of Roselle to initiate automatic payments
from your designated checking or savings account to make payments
to your water/sewer bill. Your signature also indicates your agreement
to the terms and conditions of the Auto Debit Program. Please visit the
Village website at www.roselle.il.us/payments or contact the Finance
Department at (630) 980-2000 for more information about this
program.
Online Tools Offer Multiple Ways to Pay
The Village offers several different payment options for utility bills,
permits, and other fees. In addition to coming into Village Hall or
mailing in payments, residents can opt to pay online through the
Village’s web site. Visit www.roselle.il.us and click on the “Online Bill Pay”
button in the left side menu to access online payment options.
Residents interested in purchasing Metra lot parking permits, vehicle
stickers or paying parking tickets can use E-Pay, an easy-to-use option
that allows residents to make payments using a credit or debit card.
E-Pay is secure and available 24 hours a day; a minimal convenience fee
applies.
Online customer service, through MUNIS Self Service, is also available
for residents to review, manage and pay utility bills online. In addition,
residents can elect to participate in the Village’s direct debit program
where funds for payment on utility accounts are automatically
withdrawn from customer bank accounts on the due date, thus avoiding
late fees. Further information on all of these programs is available on the

American Legion Post 1084 Hosting Open House

Thank You!
The members of the Roselle History
Museum would like to thank all of
the residents who supported the
museum’s fund raising by buying glow
sticks at the 4th of July fireworks show
and at the Taste of Roselle.
Volunteers Needed
If you have special skills and are interested
in helping preserve and educate people on the history of
Roselle, the History Museum needs you. Museum staff is
always looking for able bodied and dedicated volunteers.
Museum Hours
The Museum is open every Sunday from 2:00-4:00 p.m. or
by appointment. For a special tour, please call the Museum

Halloween Safety Tips
The Village of Roselle encourages all residents to celebrate
Halloween safely and responsibly. Halloween safety tips are
available for download from the National Safety Council

Time Change
Daylight Savings Time ends November 6. Change the
batteries in smoke detectors, CO2 detectors, and all other
alarms. “Make a Change that Could Save a Life”.
Holiday Light Recycling
Roselle residents can recycle broken and tangled strands of
non-working holiday lights through a new program sponsored
by the Village of Roselle.
Bring unusable indoor, outdoor, LED, or specialty holiday
lights in to the holiday light recycling drop boxes located at
Village Hall, 31 S. Prospect Street, and at Clauss Recreation
Center, 555 W. Bryn Mawr Ave. Bins for recycling will be
available starting October 15.
Register to Vote
Residents may register to vote during
normal business hours at Village Hall. You
must be 18 years or older on the next
election day, reside in the Village for 30
days prior to the next election, and a
U.S. citizen to be eligible to register to
vote.

American Legion Post 1084 will host an Open House on
Saturday, November 5 from 9:00 a.m. to 5:00 p.m. The Illinois
Patriot Guard Fallen Heroes Traveling Memorial Wall, which
honors over 240 Illinois Fallen Heroes from Operation Enduring
Freedom and Operation Iraqi Freedom, will be on display
throughout the open house. Additionally, the Color Guard will
perform a flag disposal ceremony 11:00 a.m. Old worn flags can
be dropped off in the drop box located in the front of American
Legion Post 1084, 344 E. Maple Ave. For more information,

Trinity Lutheran Church Hosting Community Clinic
Trinity Lutheran Church in Roselle is hosting “The Clinic”, a
free outreach event for area residents in need, on Saturday,
November 12, from 10:00 a.m. to 2:00 p.m. Stop by the church
at 405 S. Rush Street to receive free medical, dental, vision and
chiropractic screenings, food, clothing, hair cuts, entertainment

Hanover Park Hosting Multi-community Recycling
and Shredding Event
Roselle residents are invited to participate in a recycling and
document shredding event sponsored by the Village of Hanover
Park on September 17 from 9:00 a.m. to 1:00 p.m. at the
Hanover Park Municipal Complex, 2121 W. Lake St. Visit the

Expired or Unused Medication Disposal Program
DuPage County and the DuPage County Health Department,
in conjunction with several police departments county-wide,
are offering an Expired/Unused Medication Disposal Program.
This program, funded by the Illinois Environmental Protection
Agency, seeks to reduce risks to families, the community and the
environment caused by expired or unused medications.
Permanent medication drop boxes are located at the
Bloomingdale Police Department, 201 S. Bloomingdale Road,
the Carol Stream Police Department, 500 N. Gary Avenue, and
the Glendale Heights Police Department, 300 Civic Center
Plaza. For more information, including a list of accepted items,

Main Street Market and Cruise Nights Run
Through September 30
Main Street Market launched its season this year with a new
day, new time, and new location. Now on Friday afternoons from
3:00 to 7:00 p.m. in the American Legion Hall Parking Lot, 344
E. Maple Ave, Main Street Market brings fresh fruit, vegetables
and other items to Roselle through September 30.
Follow up your visit to Main Street Market with an evening on
Roselle’s Main Street for Cruise Nights. Also running through
September 30, Cruise Nights are on Main Street Friday nights

Roselle Park District Offering “Green” Trips and
Programs for Kids
Join the Roselle Park District for a trip to the Chicago Botanic
Garden on Saturday, September 10 from 12:00-4:00 p.m. Get
close to nature and discover where food comes from with fun
activities at the Regenstein Fruit & Vegetable Garden. Kids
will learn to pollinate flowers, dissect seeds, see roots growing,
compost with worms, or create a rainbow for healthy eating and
much more!
The Park District is also offering a trip to Kohl Children’s
Museum on Saturday, October 8 from 10:00 a.m.-2:00 p.m.
Kohl Children’s Museum of Greater Chicago offers 17 interactive,
hands-on exhibits for children of all ages. All their exhibits and
programs are aligned to the Illinois State Learning Standards
and are designed to nurture a love of learning in young children.
Signage and activities provide children with hands-on learning
opportunities about environmental concerns in both the indoor
and outdoor exhibit spaces. Lunch will be on your own at the
Cosi Café located in the entryway of the museum.
The Park District’s Geocaching with Kids program, scheduled
for Saturday, September 24, uses handheld GPS units to find
hidden “caches” in neighborhoods or out on local trails as part
of a scavenger hunt. It’s a high-tech treasure hunt that can help
engage your kids in the natural world.

Saturday, October 15 from 9:30-11:30 a.m., participants will

Fall Events and Classes at the
Roselle Park District
The Roselle Park District has teamed up with
Whole Foods to bring you three great cooking
classes - the Roselle Park District fall brochure for details. While
you are at it make sure you check out new cooking classes for
youth: Munchkin Munchies, and Holiday Cookie Decorating,
both of which are also listed in the Park District’s fall brochure.
The Roselle Park District is hosting a Go Healthy Day of Play
on Saturday, September 17 from1:00-3:00 p.m. at the Clauss
Recreation Center fields. Start the weekend off right with some
invigorating exercise! Activities include a moon jump, disc golf
toss, basketball shoot, tee ball station, bag toss, and more!
This will be a FREE day of invigorating activities, healthy
refreshments, prizes, and fun! Roselle Park District staff will be
there to keep everything fun, safe and most importantly, to keep
everyone moving!

like to remind drivers that Roselle
area schools are back in session.
Please use caution when driving
through the school zones. Roselle
Police officers will be present
in the school zones to enforce
speed restrictions and occupant
protection laws, as well as other
traffic laws. Buckle up, slow down and
put the cell phone away!
As a reminder, the speed limit in posted
school zones is 20 m.p.h. during school days between 7:00 a.m.
and 4:00 p.m. when children are present. Fines for violating the
20 m.p.h. speed limit start at $150 for a first offense and $500
for a second offense.

School Crossing Zones are No Cell Phone Zones
When approaching a marked school crossing zone between
7:00 a.m. and 4:00 p.m., on days when school is in operation
and children are present, a driver must discontinue wireless/
cell phone use, reduce speed to 20 mph, and stop and yield the
right-of-way to any children or adults in the crosswalk area.
Motorists do not always need to stop when meeting a stopped
school bus on a roadway with four or more lanes. Motorists
are not required to stop if they are traveling in the opposite
direction of the bus, but should drive cautiously.
If convicted of illegally passing a stopped school bus motorists
face driver’s license or vehicle registration suspension for
three months. Those who receive two such convictions within
five years will have driving privileges suspended for one year.
In addition to the suspensions, violators will be fined $150
for a first conviction and $500 for a second or subsequent

Call 9-1-1 for Police, Fire or Ambulance Response
Village residents who need the response of a police officer,
firefighter, or paramedic for any reason, from a request to
respond to a stray animal or to report an emergency situation,
should always call 9-1-1. Calling 9-1-1 helps emergency
dispatch communicators to obtain the best information in order
to provide the most appropriate service.
For general inquiries, overnight parking permission, or to reach a
specific employee, residents may still call the Police Department
non-emergency number, (630) 980-2025. In the event that
police department personnel are unable to answer the nonemergency number, calls will be routed to the emergency
dispatch center. Please be prepared to speak with emergency
personnel, who are trained to forward the nature of your
problem to the appropriate personnel.
School Buses
Motorists must stop before meeting or overtaking a school
bus loading or unloading passengers on a two-lane roadway,
including in front of schools. After a school bus has come to a
complete stop and the stop signal arm is extended, motorists
must come to a complete stop and remain stopped until the
stop signal arm is no longer extended and the flashing lights are
AARP Driver Safety Program
The Roselle Police Department, in cooperation with the American Association of Retired Persons (AARP), is hosting a Driver Safety
Program on October 12 & 13. The two-day course will meet from 9:00 a.m. to 1:00 p.m. each day at the Roselle Police Department,
103 S. Prospect Street. The cost is $12.00 for AARP members or $14.00 for non-members. The fee covers all
classroom materials. Coffee and rolls will be served.
This course is open to all drivers. The Driver Safety Program results in safer roads for everyone. Older
drivers benefit from increased confidence on the road, better driving records, lower insurance rates
and a continuing mobile, independent lifestyle for additional years. Several automobile insurance
companies provide multi-year premium reductions to graduates of the course who are
55 years of age or older.

Fire Department Open House September 25
This year’s Fire Department Open House will be held on Sunday,
September 25 from 11:00 a.m. to 2:00 p.m. at the Roselle Fire
Station, 100 E. Maple Ave. Join us for a day of raffles, prizes,
snacks, station tours, vehicle extrication demonstrations, and to
meet your Roselle Firefighters.
October is National Fire Prevention Month
Every year we recognize fire prevention during the month of
October. The National Fire Protection Association (NFPA)
has taken the lead in public fire safety outreach by serving as
the official sponsor of Fire Prevention Week for 89 years. The
annual public awareness and safety commemoration, which is
proclaimed by the President of the United States each year, is
observed by fire departments in the U.S. and Canada to mark
the anniversary of the Great Chicago Fire of 1871.
National Fire Prevention Week will be held October 9-15, with
the theme “Protect Your Family from Fire”. The focus is on
how to protect your family from fire by planning ahead and
integrating simple things into everyday life. Installing systems
such as smoke alarms and residential fire sprinklers, as well as
identifying potential hazards, can reduce the risk of home fires
and property loss, injury, or death due to fire. Nearly two-thirds
of home structure fire deaths occur in homes where there were
no smoke alarms, or where smoke alarms were present but failed
to operate.
Fires in the home take a great toll on life and property each
year. Between 2005 and 2009, NFPA estimates that U.S. fire
departments responded to an average of 373,900 reported
home structure fires per year, causing an estimated average of
2,650 civilian deaths, 12,890 civilian injuries, and $7.1 billion in
direct property damage each year. Smoking materials remain the
leading cause of home fire deaths, while cooking equipment is
the leading cause of home structure fires and home fire injuries.

Fire Drills
It is essential that every household have a plan for escaping
a fire and practice it by holding fire drills at least twice a year.
Many people make poor decisions when fire breaks out. They
may be affected by smoke, disoriented by being awakened
abruptly, and frightened. The more you practice your escape
plan, the more likely you and your
family are to make proper decisions and
escape safely.
Draw a Floor Plan of Your Home
Use a large sheet of paper or a
grid sheet to draw a floor plan of
your home. Include all windows,
doors, outdoor features, and
possible obstacles in your drawing.
Know at least two ways out of each
room and show them on your floor
plan. Fire is unpredictable - it can block
any exit path. In a two-story home, plan
safe escape routes through second-story windows. Revise your
escape plan as circumstances change in your household. Make
sure everyone, including young children, older adults, and those
with disabilities are included in the plan.
Learn Your Escape Routes and Keep Them Clear
Assess each escape route realistically to be sure it can be used in
an emergency. Be sure that balconies, roofs, and escape ladders
included in your plan can support the weight of the heaviest
member of the household. Be sure that windows in your home
are not painted shut or blocked, and do not have a screwed-on
screen or storm window that cannot be opened from the inside.
Windows or doors protected by security bars should have quickrelease mechanisms that everyone in the family can operate.
What to Do When You’ve Escaped
Choose a spot away from the building where all members of the
household will meet after they have escaped from the fire. This
will allow you to count heads and determine if anyone is left
inside the building. If possible, choose a spot in front of your
home, where the fire department will arrive. Mark the meeting
place on your floor plan.
Get Out and Stay Out
During a real fire, do not go back into your home for any reason
until the fire department says it is safe. Firefighters are trained
and equipped to enter burning buildings and rescue people, you
are not. Notify firefighters if anybody or any pet is trapped in
the home.
Roselle Fire Department Offering CPR Courses
The Roselle Fire Department is offering a Heartsaver CPR/AED course on Thursday, November 10 at the Fire Station,
100 E. Maple Ave., from 6:00 to 10:00 p.m. The course teaches all lay rescuers when to phone 9-1-1, how to
administer CPR, how to use an automated external defibrillator (AED), and how to provide relief from choking. This
course targets people who are expected to respond to cardiovascular emergencies in the workplace, home or
public locations, and can be used for all lay rescuers who are required to obtain a credential documenting the
completion of a CPR course that includes use of an AED.
The class size is limited to 14 people and costs $40, paid in advance. Fees are non-refundable, but courses
will be rescheduled in the event of an advanced cancellation. Participants of this class will be certified by the
American Heart Association in the Heartsaver AED course. Additional upcoming courses are scheduled for

Walnut Street Culvert Repair
Successful
Work to replace a 72 inch stormwater
culvert under Walnut Street was
completed just in time for a big test.
Substantial completion on the project
came on July 20, three days before a
record-setting rainfall event in Roselle.
Homes that had seen flooding in the
immediate area near the Walnut Street
culvert before the cultert was replaced did
not flood during this major rain event. The
improvements are attributed to the reaplacement of
the pipe, which had failed after a flooding event in the summer
of 2010.
Water Main Replacement Project Underway in the
Trails Subdivision
Phase one of a large water distribution rehabilitation project is
underway in the northeast section of Roselle, with phase two of
the project expected to be underway mid-September. Estimates
call for the project to substantially completed by November,
weather permitting. The estimated cost for this project is just
under $906,500.
Approximatley 2,200 feet of 6” and 8” water main are being
replaced in the Trails subdivision, near and around Shawnee Trail,
Overland Trail, Conway Bay, Cantebury Trail and Shadow Lake
Bay. The water mains in the subdivision had been identified as
in poor condition and experiencing corrosion. Adding to the
complexity of the project is the inaccessibility of the original
mains, which are buried deeper than usual and surrounded by
other utility lines. Instead of digging up the old existing water
main lines, the Village’s contractor, Insituform Technologies USA,
is using a technology to “slip line” the existing pipes using a
Cured-In-Place-Pipe water main.
The water main work impacts 90 residences and consists of the
construction of a temporary water distribution system above
ground to serve the impacted homes while the rehabilitation of
the water main is completed.

Sanitary Sewer Problems? Call the Village First
Parts of the sanitary sewer system in Roselle were built years
ago when tile pipes were standard materials. The age of these
pipes, along with the materials used, can make them vulnerable
to root intrusion. This can result in cracked pipes,
additional root growth, and clogged pipes.
While the Village is working on upgrading
the older pipes in the public portion
of the system, homeowners are
responsible for the sewer service line
to their homes.
According to Roselle Wastewater
Superintendent John LaRocca,
residents experiencing sewer
line problems should call the
Village before calling a plumber or
contractor. “The blockage may be in

the Village’s line,” said LaRocca. “We can help determine where
the problem is, and if it is in the private service line to the house,
we can advise the resident on further action.”
Some sewer line problems can be avoided with preventative
maintenance. LaRocca recommends pouring a cup of bleach in
sinks, showers and floor drains once a month to dissolve materials
and clean the pipes. Let the bleach sit in the drain for about 15
minutes before rinsing it out with hot water for 10 to 15 seconds.
Call the Wastewater Division at (630) 980-2024 during business
hours for more information about sanitary sewer lines. After
business hours, inquiries can be made by calling the Police
Department non-emergency number at (630) 980-2025. In the
event that police department personnel are unable to answer,
calls to the non-emergency number are routed to emergency
dispatch. Please be prepared to speak with emergency dispatch
personnel, who are trained to forward the nature of your problem
to the Public Works Department.

redevelopment. Much of the development that was done
included buildings with a mix of retail and residential units,
allowing for a good balance of the use of these properties
without burdening the other taxing districts.
Another strong indicator of the success of the TIF is the low
vacancy rate in the Town Center. According to Watkins, the
first floor commercial vacancy rate is approximately 9 percent,
and the residential vacancy rate is even lower. “With just one
to two residential units available in each of the developments,
the residential vacancy rate in the Town Center is incredibly
low, especially in this economy. This is in stark contrast to other
communities with like developments,” Watkins said.
Roselle’s Town Center TIF District was created in 1989 to
address economic underperformance in the area. A baseline
property tax value was determined when the TIF was created,
and that value has remained the same, for taxing purposes,
throughout the life of the TIF. Any increase in property tax
values during the life of the TIF is reinvested back into the
district to fund development and redevelopment projects. The
spending of TIF funds is regulated by Illinois law, and is generally
limited to development projects. The Village may not spend
TIF funds for operating costs, such as employee salaries and
benefits.
Since the creation of the TIF in Roselle’s Town Center, the
development and redevelopment projects provided for an
additional $1.4 million in annual property tax revenue. When the
TIF expires in 2012, all of the taxing bodies in Roselle will enjoy
their proportion of these newly
created taxes. With the first postTIF assessment in 2013, taxes
based on the unfrozen and
updated EAV will be paid to
local taxing bodies in 2014.

While EAV is effectively frozen in the TIF for tax purposes, the Village is collecting taxes based on reported EAV growth and investing
it back ito the TIF. In 2011, the following tax amounts are being collected and reinvested. When the TIF expires, these taxes will be
reallocated to the various taxing bodies to be collected annually, payable first in 2014, in addition to the taxes they are already collecting.

Chris Kagarise doesn’t need to leave Roselle anymore for his hot dog fix. Kagarise opened Doctor
Dogs at 253 E. Irving Park Rd. in Roselle last January to fill a niche in the community. “I was driving out
to Streamwood to get a hot dog, and I realized that there are very few hot dog places around. We found a
perfect location here in Roselle. People were interested right away. When we were doing our build-out last winter,
customers from Dunkin’ Donuts were walking by and asking us when we were going to open. They couldn’t wait!” Kagarise said.
Kagarise worked in commercial real estate in Bensenville, and often frequented a hot dog restaurant run by a friend there. After a
recent layoff, Kagarise was so interested in opening a hot dog place that he sought the advice of his friend in Bensenville and trained
there before opening Doctor Dogs. “I thought we could really fill a need here in Roselle. Percentage wise, we’ve seen our business
grow every month since we’ve been open. And our customers, they’re the best. We get a ton of repeat business and know most of our
customers by name.”
In the short time Doctor Dogs has been open, they’ve been a staple at Cruise Nights, donated to local charities, sold hot dogs at local
pee-wee football games, and sponsored a little league baseball team. “It makes sense for us to give back,” said Kagarise. We’ve actually
had an overwhelming response from our customers who have wanted to help us out and offer support. We appreciate that so much.”
