On January 1, 2010, the Illinois legislature authorized municipalities, upon voter approval via referendum, to aggregate their communities’ energy needs in order to negotiate with an alternate electric power supplier. Municipal aggregation allows communities to jointly aggregate all residential and small business customers of ComEd into a group for the purpose of securing lower electricity rates from designated alternate retail electricity suppliers. This results in an “optout” program in which residents are automatically enrolled after their municipality completes the electricity bidding process. While the Village Board in Roselle decided not to place a referendum question regarding municipal aggregation of electricity on the March 2012 election ballot, residents and small business owners can instead realize immediate short-term savings on electricity through several alternate electricity supply programs currently being offered. For example, Clean Air Counts, a campaign created by the Metropolitan Mayors Caucus (of which Roselle is a member), launched an energy savings program to provide lower rates to residents through an “opt-in” electrical aggregation program with Integrys Energy Services. One advantage to an “opt-in” program is that residents and business owners are able to tap into electricity savings quickly, without a community bidding process. Information about this program is available on the Clean Air Counts website at www.cleanaircounts.org. The Citizens Utility Board website has a great resource for those interested in learning more about alternative power suppliers and the rates that they are offering. Plug In Illinois, an online resource from the Illinois Commerce Commission, also has information on electricity choices and compares current offers. Prospect Street, at 7:00 p.m. on the second and fourth Monday of each month. Committee of the Whole (COW) Committee of the Whole meetings are held in the Village Board Room of the Village Hall, 31 S. Prospect Street, immediately following the Village Board Meeting on the second and fourth Monday of each month, and additionally as needed. Village Board strategic planning meetings are scheduled for 7:00 p.m. on the third Monday of each month through June 2012. Editor: Melissa Brito, Community Relations Coordinator July 4 Fireworks Display Canceled The July 4 fireworks display has been canceled for 2012. The fireworks display has not been included in the Village’s budget for the past several years, but the tradition continued with generous sponsorships from community groups in 2010 and 2011. Without a sponsor for 2012 and funding eliminated in the Village’s annual budget, the fireworks show has been canceled. The Village of Roselle would like to thank the Taste of Roselle for sponsoring the 2010 fireworks display, and Roselle Chamber of Commerce and its member businesses for sponsoring the 2011 fireworks display. Coffee with the Village Board Do you have questions about what’s happening in the Village of Roselle? Coffee with the Village Board is a great opportunity to meet and talk with the Mayor and Board of Trustees. The Coffee with the Board series is scheduled for the first Saturday of the month. Upcoming Coffee with the Board meetings will be held May 5, June 2, and July 7 from 9:00 to 10:30 a.m. at Village Hall. Unlike regular Village Board or Committee of the Whole meetings, this informal session provides residents and business owners an opportunity to discuss issues affecting them and the community. Whether it be an update on Main Street, Irving Park Road, or Lake Street/Gary Avenue redevelopment efforts, or a few questions about the Village’s code enforcement procedures, the Mayor, Trustees, and Village Staff will be prepared to assist you. So come in and enjoy a cup of coffee and chat with your local elected officials. 2 www.roselle.il.us The Roselle Reporter Mayor’s Message It is hard to believe the first three months of 2012 are already gone and we survived the “winter” with very little cold or snow. Of course, we will pay for this during the summer, where experts are predicting a larger than average bug population. I know I have already seen mosquitoes! I guess a long period of time, with sub zero temperatures, does have its benefits! Calling volunteers—especially former Rose Queen contestants! Since this newsletter will carry us until June, I want to mention our annual Rose Queen Pageant, which has been a continual tradition in Roselle for 52 years. It is on May 18 this year, with details contained in another section of the newsletter. After running the pageant for 25 years, our current committee members are retiring. We need volunteers if we want the tradition to continue! Linda McDermott and Teri Hodgdon will be happy to talk with anyone interested in what the job entails and then to oversee a smooth transition. While we are making progress on our budget deficit, and our sales tax revenue seems to be rebounding, the Village Board is still mindful of our tax dollars and how we spend them. Please remember, we estimate our total property tax receipts at $4.8 million and the cost for public safety alone is over $10 million. Everything, from big budget purchases to little expenditures, comes under scrutiny. For example, the Board is forgoing a Rose Parade float again and is walking behind our American Legion color guard. Another casualty of the budget crunch is the cancellation of our fireworks this year. Last year the Chamber of Commerce, and a few individual businesses, picked up the cost of the fireworks for the Village. They do not have the resources to do it again and this is an expense we could not justify until our revenues recover. I wanted to make sure you were aware of this, so you can make arrangements to attend fireworks in other locations. Now that the primary is over and I am no longer a candidate for State office, I want to share some of my observations with you. Running for any office takes a willingness to serve, time away from families and a sacrifice of energy and money—no matter what party you represent and whether or not you like the candidate. While I met many wonderful people as I knocked on doors from Roselle to Park Ridge, I also met many who could not be bothered to talk to me for 2 minutes. With 12,000+ households in this district, and on a cold wintery Sunday afternoon, I was told to come back another day. Really? Think about the logistics of scheduling individual time slots for that many households. I was further mystified by a recent letter to the editor in the Daily Herald where a citizen said she wouldn’t vote for anyone who called or mailed her or showed up on her door step to ask for her vote. Again, really? Something tells me she isn’t investing time to research each candidate for every position on the ballot. It appears that with all the ways to get connected, many of us are more disconnected than ever. There is a point to my observations. Is anyone in Roselle interested in forming a League of Women Voters; or a League of Interested voters? The purpose of this non-partisan group of men and women would be to provide a forum for candidates and the electorate to interact during an election, either during informal coffees or a more structured debate. I know this was an issue in the last municipal election. A group like this might provide an impetus to engage more voters to come out and learn about candidates and issues in a local setting, on a date that they can plan for in advance. It would be nice to have more than 20 percent of the registered voters involved enough in an election that they might be compelled to vote. If you are interested, please call me at (630) 671-2807. Spring 2012 www.roselle.il.us 3 General News Republic Services Memorial Day Holiday Schedule Great Neighbor Sprinkling Hours in Effect May 15 Susan and John Sgarlata from the Chesapeake Landing subdivision in Roselle are great neighbors. The Sgarlatas were nominated for Roselle’s Great Neighbors program by their neighbor, Cheryl Visockis. “The Sgarlata family is extremely thoughtful and generous,” Cheryl said. “Susan regularly provides babysitting services for many neighbors’ children and pets. Susan and John often stop over with home-baked snacks and even soup when I am ill. Susan is such a helpful neighbor – she keeps an eye on the houses on our street. When I was at work, an electrician left my garage door open—Susan and John were there to close it and maintain the safety of my home. If Susan is having any remodeling done at her home, she will ask other neighbors if they are interested working together for a group discount.” “We have lived in Roselle for 30 years and are the original owners of our home in Chesapeake Landing,” said Susan. “We love living in Roselle for many reasons. It’s close to shopping and the community is very welcoming and friendly. We have been members of St. Walter’s parish since moving here and our daughter graduated from the school last year. The church and school has been a big part of our life. We are so thankful for our home and our neighbors and we are willing to help out whenever we can.” The Village of Roselle’s sprinkling ordinance is in effect from May 15 through September 15. Sprinkling hours are between 5:00 to 9:00 a.m. and 6:00-10:00 p.m. Those with odd-numbered addresses may sprinkle on odd-numbered days; those with even-numbered addresses may sprinkle on even-numbered days. For additional water conservation, automated sprinkling systems controlled by a timer shall only be permitted to operate between the hours of midnight and 6:00 a.m. Commuter Parking During Rose Festival Carnival The Annual Rose Festival will be held from May 31 through June 3. The carnival will be located in the north commuter parking lot adjacent to Lawrence Avenue. There will be very limited parking in the north lot from Monday, May 28 through Monday, June 4 to allow for carnival setup and tear-down. Below is a list of alternative parking locations for use by commuters during this time. Please display your permit when parking in these locations: • Maple Ave. Lot, permit spaces only. Daily fee spaces are still reserved for daily fee parking during the Rose Festival. • North side of Lawrence Ave. from 25 ft. east of Chateau Roselle entrance to Plum Grove Rd. • South side of Lawrence Ave. from Terry Dr. to Plum Grove Rd. • East side of Plum Grove Rd. from Lawrence Ave. to Crest Ave. • West side of Plum Grove Rd. from Granville Ave. to Crest Ave. • North side of Granville Ave. from Portwine Dr. to Plum Grove Rd. • East side of Cherry St. from Lawrence Ave. to Granville Ave. • South side of Dee Ln. from Granville Ave. to Cherry St. See the alternate parking map online at www.roselle.il.us. Recycle Old Electronic Equipment A law enacted in 2012 bans TVs, computers, laptops, keyboards, monitors, printers, peripherals, VCR/DVD players, gaming systems, MP3 players and other electronic items from Illinois landfills. The Village’s waste hauler, Republic Services, is no longer picking up electronic waste at the curb. Visit the Village website at www.roselle.il.us/recycling for links to agencies accepting electronic waste for recycling. “Roselle is made up of superior citizens who not only care deeply about their community but cherish their neighbors,” Cheryl said. “I have the feeling of ‘safety in neighbors’ thanks to neighbors like the Sgarlatas.” Great Neighbor Nomination Do you know of a great neighbor in town that makes Roselle a wonderful place to live? Selected Great Neighbors and the person who nominated them will be invited to a Village Board meeting where they will be honored with a proclamation from Mayor Gayle Smolinski. 4 Garbage and recycling pickup will be delayed by one day the week of Memorial Day, May 28. Homes regularly scheduled for Tuesday pickup will be scheduled for Wednesday, May 30, and Wednesday pickup will occur on Thursday, May 31. National Drug Prescription Take-Back Day The Village of Roselle is participating in the National Drug Prescription Take-Back Day on Saturday, April 28, from 10:00 a.m. to 2:00 p.m. Residents are encouraged to safely dispose of accumulated unwanted, unused, and expired prescription and over-the-counter drugs during this event at the Roselle Fire Station, 100 E. Maple Ave. No liquids or syringes will be accepted. This is part of a national effort sponsored by the U.S. Department of Justice, Drug Enforcement Administration (DEA). For more information, call the Village Clerk’s Office at (630) 671-2802. www.roselle.il.us The Roselle Reporter General News/Finance Village Board Adopts Legislative Priorities The Roselle Village Board passed a resolution at its February 13 meeting adopting the municipal legislative priorities and principles recommended by the DuPage Mayors and Managers Conference for the 2012 Illinois General Assembly legislative session. The Village of Roselle is a member of the DuPage Mayors and Managers Conference. Established as critical priorities for 2012 are continued reforms to the police and fire pension systems – to recognize the ongoing stress these pensions place on municipalities and taxpayers while protecting the pension system obligations; and protecting the financial survival of municipalities. The DuPage Mayors and Managers Conference continues to promote the idea that the state should not balance its budget on the backs of municipalities, and should not disrupt local budgets by removing or reducing local revenues. Additional adopted priorities include protecting the public rights-of-way, the modernization of public utilities, western access to O’Hare International Airport, and the removal of the sunset date on the wireless emergency Telephone Safety Act. In addition to legislative priorities, the DuPage Mayors and Managers Conference adopted legislative principles that reflect the important elements that are necessary to permit municipalities to serve residents effectively and to protect the health, safety, and welfare of the community. These principles include protecting municipal revenues, eliminating legislative barriers to the joint provision of municipal services, preserving and protecting local authority, and the implementation of a streamlined sales tax. Finance Department Vehicle Stickers on Sale April 16 Business License Renewals Due by April 30 Vehicle stickers will go on sale in the Village of Roselle on April 16. Roselle’s Village Ordinance requires that every owner or operator of a motor vehicle (car, truck, motorcycle, and trailer) who resides within the Village, or whose motor vehicle is based within the Village, must obtain a Roselle vehicle sticker. The deadline for residents in Roselle to display a new vehicle sticker is May 31. Businesses located in Roselle are required to purchase an annual business license by April 30 each year. Renewal applications will be mailed to businesses in March. Applications and payments are accepted by mail or in person at Village Hall. Visit the Village web site at www.roselle.il.us/finance or call (630) 980-2000 for additional information or to obtain an application. Residents will receive a renewal application in the mail. Any changes are to be made directly on the new form and returned to the Village in the reply envelope enclosed in the mailing. Applications can either be mailed or deposited in the drop box located in front of the Village Hall. Residents who do not receive an application in the mail may download it from the Village’s web site at www.roselle.il.us/finance or pick one up at Village Hall. Residents interested in hosting a block party must complete a block party form and submit it to the Finance Department. Block party forms are available at Village Hall and on the Village website at www.roselle.il.us/finance. Completed forms should be returned to the Village Hall no later than 72 hours prior to the event. Stickers purchased after the May 31 deadline will incur a late fee penalty. Spring 2012 Block Party Forms Available Online It is important to notify the Village of a block party so that the Fire and Police Departments are aware of the streets that will be closed. Auto Debit Program Offers Convenience The Auto Debit Program is a free optional service that conveniently arranges payment for water/sewer bills directly from customers’ checking or savings accounts. The amount due on monthly water/sewer bills is automatically debited from program participants’ bank accounts on the 6th day of every month. Ulysses S. Grant, commander of the Union Army, commemorates this anniversary by revealing how the war impacted the lives of all Americans. Join us as we learn about how the Civil War affected the lives of average citizens as the nation struggled to remain united during the Annual Historical Evening on April 14, at the Trinity Lutheran Family Life Center, 405 S. Rush Street. Help Release the Fish at Turner Pond April 14 The Bloomingdale-Roselle Rotary Club is proud to sponsor “Release the Fish” events to stock Turner Pond in Roselle and Lakeview Pond in Bloomingdale. Kids of all ages are invited to help release almost 1,000 fish during these simultaneous events on Saturday, April 14, at 9:00 a.m. The event is expected to last approximately 30 minutes. The Rotary Club will accept nonperishable food donations at the Release the Fish events for the Bloomingdale Township Food Pantry. Lake Park Hosting Family 5K Walk/Run May 5 Lake Park High School is sponsoring a Family 5K Walk/Run on Saturday, May 5. The event will start at 8:00 a.m. at Lake Park East Campus, 600 S. Medinah Rd., Roselle. Proceeds from this event will benefit students recovering from domestic violence. Register online at www.signmeup.com/80987. The Conservation Foundation, along with the DuPage County Stormwater Management Division and Waste Management are partnering to sponsor the 21st Annual DuPage River Sweep on Saturday, May 19 from 9:00 a.m. to noon. Donations during this drive will benefit the Bloomingdale Township Food Pantry and are being accepted at partnering agencies’ locations. Host a “Coffee with the Schaumburg Township Assessor” Based on the reported success of a new “Coffee with the Assessor” program launched last fall, Schaumburg Township Assessor John R. The parade will step off at 2:00 p.m. led by Dr. Kristen Langner, the 2011 Roselle Chamber of Commerce Business Person of the Year. Delays and temporary road closures will be experienced throughout the parade route; south on Roselle Road starting at Devon Avenue, east on Thorndale, south on Prospect, east on Irving Park, ending at Lawrence. Remember, dogs are prohibited by Village of Roselle ordinance at public events, including the Rose Parade, so please leave them at home. Run for the Roses The 18th Annual Run for the Roses, benefitting the Tourette Syndrome Association and the Tourette Syndrome Camping Organization, will be held Sunday, June 3. Spring 2012 www.roselle.il.us 7 Police Department Dogs Prohibited at Public Events Dogs are prohibited at all public events in Roselle. Excluding dogs from events such as the Rose Festival, the Rose Parade, Run for the Roses, the Taste of Roselle and others is both for the protection of people and for the welfare of the dogs, who frequently become excited due to the large number of people. Dogs can become unpredictable and may bite with little or no provocation. Village ordinance states the following: Sec. 4-29. Dogs at Public Events No person shall bring to, or keep or maintain, any dog at any public event of the village including but not limited to the Lions Carnival, the Rose Parade, Fourth of July Festivities and the Taste of Roselle. This provision shall not prohibit the presence of dogs assisting the handicapped or any dog being used by law enforcement or public safety officials within the course of their official duties. Roselle Police Department Awarded ILEAP Accreditation In January 2012, the Illinois Law Enforcement Accreditation Program (ILEAP) Council voted unanimously to award accreditation to the Roselle Police Department. With the accreditation, the Roselle Police Department is one of only eight departments in Illinois to achieve this level of accreditation. Having made the commitment several years ago to recognize the importance of having up-to-date policies and procedures, the Roselle Police Department’s policies and procedures had been recently updated and re-written. In November 2011, an independent team from ILEAP, representing the Illinois Association of Chiefs of Police, came to the Roselle Police Department to review and examine all aspects of the department’s policies, procedures, management, operations, and support services, and compared them against established criteria of professional excellence. During the twoday on site assessment, the team conducted a station tour, examined policies and procedures, held ride-alongs with patrol officers, interviewed Village officials and held public telephone call-in sessions for citizen participation. AARP Driver Safety Program The Roselle Police Department, in cooperation with the American Association of Retired Persons (AARP), is hosting a Driver Safety Program on May 23 & 24. The two-day course will meet from 9:00 a.m. to 1:00 p.m. each day at the Roselle Police Department, 103 S. Prospect Street. The cost is $12.00 for AARP members or $14.00 for non-members. The fee covers all classroom materials. Coffee and rolls will be served. This course is open to all drivers. The Driver Safety Program results in safer roads for everyone. Older drivers benefit from increased confidence on the road, better driving records, lower insurance rates and a continuing mobile, independent lifestyle for additional years. Several automobile insurance companies provide multi-year premium reductions to graduates of the course who are 55 years of age or older. As the temperature begins to climb be aware of rapidly changing weather so that you do not become caught in a dangerous situation. Lightning Safety The spring season is the prime time of the year for thunderstorms to develop. Along with extreme winds, torrential downpours, flash floods, and hail, thunderstorms produce lightning. Take precautions in order to avoid becoming the victim of a lightning strike. Have a plan: when you first see lightning or hear thunder move to a safe place. Lightning often precedes rain so do not wait until it is too late to move out of danger. If outdoors: some places to avoid are high ground areas, open spaces, areas with water, underneath canopies, underneath small picnic or rain shelters, and anywhere near trees. A few other places to avoid are those areas near anything metal, as it conducts electricity, including electric wires, fences, machinery, motors, and power tools. A safe place to go would be into a substantial building, or a fully enclosed car, truck, or van. Remember to keep all of your windows closed. If you are caught outside with no place to go crouch down with your feet together, and be sure to place your hands over your ears to deaden the sound of nearby thunder. Also, keep a minimum of 15 feet between yourself and other people. If indoors: avoid taking a shower or bath during a thunderstorm, as lightning can be conducted through pipes and water if it hits your house. Move to the interior of your house, avoiding windows and doors. Avoid using your phone, computer, and any other appliance that is plugged into an outlet. Finally, be sure to wait at least 30 minutes after the last observed lightning or thunder before heading outdoors. Outdoor Grill Safety General Tips • Read the instruction manual and safety warnings first. • Don’t grill inside a home or garage. • Close the lid and all vents when done cooking. • Don’t wear loose fitting clothing around the grill and tie back long hair. • Take extra care during windy conditions. • Don’t use water to control any flareups. • For grease fires, close all vents, turn off burners, and close lid. • Don’t allow children to play around the grill. • Remember, the grill stays hot long after cooking. Notify the Fire Department immediately with any fire or emergency. Gas Grills • Check gas connections with soap and water solution Do not use a match. • Clean the opening where gas lines go into the grill. • Open lid prior to igniting gas. • If the grill does not ignite after a few seconds, allow the grill to air out before trying again. • Clean excess grease regularly. Charcoal Grills • Don’t add lighter fluid to a fire that is already lit. • If using fluid to start the coals, only use charcoal lighter fluid. • If using an electric starter, make sure cord is not in a position to melt or that the starter is left in after coals are hot. • Be careful where placing a hot starter after it has been used. • Don’t remove the ashes until they are cold. Weather permitting, work on Larson Lane is scheduled to begin on April 10 and is slated for completion prior to Memorial Day weekend. Additional street improvements are scheduled to get under way in early-April, and are expected to be completed by late-June. At some locations, curb work may occur at driveways. There will be a period of a few days after concrete curb is installed that access to driveways will be restricted for curing of the concrete. Overnight parking on the road or at a nearby side street will be allowed during curb repair. Many streets in the program will be patched this year, to cover more streets with available funding. Inconvenience should be minimal. Motorists are reminded to drive slowly and carefully through road construction zones. Public Works Offering Free Mulch to Residents Mulch is a tree’s best friend. It insulates the soil, retains moisture, helps keep weeds down, prevents compaction, protects tree bark from lawn mowers and even adds an aesthetic touch to the yard. A large volume of commercial-grade mulch is expected to be available after June 1. The Public Works Department will provide a limited amount of free mulch to Roselle residents this summer. Branches cut as part of the Village’s parkway tree trimming program will be chipped and used for the free mulch program. Free delivery can be arranged by calling the Public Works Department’s mulch hotline at (630) 671-2389. Please use the voicemail system to leave your name, your address, your daytime phone, number of truckloads requested and the location of your driveway to dump the mulch. One truck load is approximately two to three cubic yards. Deliveries will be made on a first call, first served basis, based upon availability. Did You Know? Emerald Ash Borer Update Due to emerald ash borer (EAB) infestations, Roselle’s ash trees are declining at a similar rate predicted by tree care specialists, and evidence of the infestation spreading has already been observed. The rate of decline, which anticipates all untreated ash trees to decline within three to five years of being infected, was reported in the official EAB Management Plan adopted by the Village last year. The Village is currently treating 640 publicly owned ash trees as part of the EAB Management Plan, and is removing ash trees on public property as they decline. Removal of critically infected ash trees is slated to begin in early-April. Reforestation efforts, including promotion of the 50/50 shared cost parkway tree replacement program, are scheduled to begin later this year. 10 The emerald ash borer is a small metallic green beetle native to Asia. It was confirmed in Roselle in 2010 and has already claimed many of the Village’s ash trees. The most visible sign of infestation is tree crown die back, which appears after the first year. Branches at the top of the crown die, with more branches dying in subsequent years. Typically, the tree will be completely dead in about three years. Adult beetles emerging from trees leave a very small, 1/8 inch diameter “D” shaped exit hole that may appear on the trunk or upper branches. The Village is not treating trees on private property, but residents may elect to hire a certified arborist to assist them with tree concerns on their property. The Village Code of Ordinances requires homeowners to remove infected ash trees if they are determined to be a public nuisance. The Village of Roselle would like to remind residents about several ordinances that relate to spring and summer activities. Code enforcement officers have been responding to citizen complaints and are issuing tickets, particularly for parking vehicles over sidewalks, weed and lawn maintenance, and the placement of garbage carts. Please call (630) 980-2000 with any questions. Recreational Vehicles, Trailers, Campers & Boats Recreational vehicles cannot be permanently parked in the driveway. This includes, but is not limited to boats, campers, all types of trailers, automobiles not regularly used for normal travel, and recreational vehicles such as snowmobiles and ATVs. According to Village Code, recreational vehicles shall not exceed eight feet in width, twenty-nine feet in length, including hitch, or ten feet in height, excluding mast. All vehicles designed for offroad use shall be properly registered with the Village and State. These vehicles may be parked or stored in an enclosed garage or accessory building, or outside under the following conditions: • Only one vehicle is permitted • Vehicle shall be on a hard surface that will not rust or create dust • In rear or side yard, but not closer than five feet to your property line • R.V. campers may be parked in the driveway for a period not to exceed 48 hours per calendar week for the purpose of loading and unloading the vehicle • Landscaping or a solid wood fence not to exceed six feet in height shall be provided as a screen to soften the impact of the vehicle on the surrounding properties. Weed and Lawn Maintenance The beauty of the Roselle community is reflected through well-kept lawns. The arrival of spring means that there may be violations concerning acceptable lawn length. According to the Village of Roselle Code of Ordinances, seeds, grass or plants (excluding bushes, vegetables, flowers or ornamental plants) may not exceed a height of eight inches. If a lawn exceeds eight inches in height, a code inspector will visit the property to confirm the violation and notify the homeowner that the lawn needs to be cut to an acceptable length. After a code violation notification is given, a homeowner has seven days to bring the lawn into compliance. If the lawn is still not cut, a citation will be issued and a landscaping company will be contracted by the Village to cut the lawn. The homeowner will subsequently be billed for the work. If these fees are not paid, the homeowner will have a lien placed against the property. Stagnant Water With the recent spread of the West Nile Virus, the Village of Roselle has deemed stagnant water to be a nuisance because it is a breeding ground for mosquitoes. Village residents may beautify their yards with ponds as long as the water is continually circulated to prevent it from becoming stagnant. Outdoor pools are also allowed as long as local ordinances are observed. Pools must be covered when not in use, and stagnant water should not be allowed to collect on the pool cover. Yards with pools must be fenced and locked, and the homeowner must have all appropriate building permits. Placement and Storage of Refuse and Recycling Carts The Village of Roselle Code of Ordinances contains several guidelines regarding the storage and placement of refuse and recycling carts when not placed out for pickup on garbage collection days. Refuse and recycling carts must be stored out of view from the street, which may include storage within a garage or shed, or in the back yard. Carts that are stored on the side of a house must be fully screened from the street by shrubbery or a fence. Residents may elect to request a smaller cart from Republic Services at (847) 981-0091 to help accommodate inside storage. Refuse and recycling carts may be placed out after 6:00 p.m. the day before scheduled pickup, and must be removed before midnight of the day on which collections occur. Enforcement of these ordinances will continue throughout the spring and summer. Development Updates Scholastic Books Warehouse Coming to Roselle A new industrial building on Gary Ave., between Lake St. and Central Ave. will be home to Scholastic Books. Warehouse operations are expected to begin taking place in 72,000 square feet of this new building starting latesummer 2012.
