Members of the New York State Legislature
On behalf of the trustees of the Agriculture and New York State Horse Breeding
Development Fund, I am pleased to present the Fund’s 2013 Annual Report.
The Agriculture & New York State Horse Breeding Development Fund administers the New York
Sire Stakes, the nation’s oldest harness racing program. The racing opportunities for Standardbred
horses in New York include seven pari-mutuel harness tracks, the Goshen Historic Track and 21
county and town fairs across the state. The New York Sire Stakes has long been an essential part
of our state’s fairs, which are the foundation of harness racing.
Stallion fees, an indicator of the quality available at New York’s breeding farms, soared 85%
from 2001 to 2013. Due to an accompanying escalation in the quality of broodmares, New York
outpaced the rest of the nation in average yearling prices ($36,836) at premier auctions in 2013.
As bloodstock continues to improve, New York yearlings will continue to sell for premium prices,
allowing breeders to reinvest and expand their operations. This growth will continue to increase
the economic and agricultural benefits the Standardbred breeding and racing provide to the State
of New York.
The Agriculture and New York State Horse Breeding Development Fund will continue to support
the breeding of world-class horses in New York State and enhance our state’s vital agricultural
community in 2014 and beyond.

Industry Comment
In addition the statistical and economic information contained in this annual report, the Agriculture
and New York State Horse Breeding Development Fund is further directed to incorporate comments
from spokesmen representing all segments of the industry as well as recommendations on
preserving and enhancing the state standardbred breeding industry in this state. Comments from
industry leaders follow:
“As a racing official at the county fairs I have seen an
increase of fans in the grandstands and a growing interest
in the harness industry in general. I have been amazed at
the number of people that come up to me and ask about the
business.
“New York’s support of the Sire Stakes program, and its
agricultural base has been well justified. “
“The adoption of the VLT/Racing partnership attracted a
higher-level stallion base to the program. New York-breds not
only provide a competitive racing product in New York, they
now excel on national and international levels. Owners paid
top dollar at the yearling sales in 2013 because of that racing
productivity.
“As an owner, driver and trainer for 30 years, the attention
that the NY-breds have been getting is very positive, but I
think we need to come up with a way to spread the money
around. In order for the program to continue to grow we need
all the owners who buy NY-breds to make enough money so
that they can continue to afford buying at the sales.”
“But from a breeder’s point of view, owners were buying
yearlings that resulted from a breeding decision that was
made two years previous. To perpetuate the value of a New
York-bred, the Sire Stakes program must ensure that the
breeding and racing climate continues to be progressive and
appealing, such that mare owners feel confident they will
have the ability to successfully raise and market desirable NYbreds two years hence from the mares they will be breeding
in 2014 and thereafter.

“As a journalist who has covered the New York thoroughbred
and standardbred industries for more than 25 years and has
reported for the New York Daily News and the New York
Times, I am pleased to report that, from my perspective, the
standardbred breeding industry in the state has never been
stronger.
“Strengthening the Resident Breeders’ Award program to
incentivize mare owners to bred and board in the state would
be one such avenue. It would make the NY program more
competitive with neighboring Sire Stakes jurisdictions – in
particular Pennsylvania, to which NY farm operations have lost
potential boarders, and encourage them to return to New York.
“Proof of that came at the 2013 Harrisburg sale, the biggest
and most important yearling sale in North America. There, the
average sale price for New York-bred yearlings was $39,667,
which led all states and provinces. Pennsylvania likes to brag
that it has the best standardbred breeding program in the U.S.,
but New York-breds averaged 12.6% more than Pennsylvaniabreds at Harrisburg.
“It would additionally support the New York Sire Stakes’ goal
to maintain and increase agricultural acres. I believe New
York can also strengthen its Sire Stakes program by being
more “customer friendly” and advocate the use of technology
to ensure its participants (breeders and owners) have easy
access to information and online services.”
“This is the direct result of the revenue from VLTs doing what
it was intended to do, strengthen an industry and provide jobs
to New Yorkers. The breeding farms are healthy and prospering,
which means farriers are doing well, farm equipment
manufacturers are doing well, feed companies are doing well,
grooms and other workers on the farms are doing well.

“With the increased purses in the Sire Stakes program, I have
seen our local breeding farms expanding with more horses
and adding more help as they grow.

“At Batavia Downs we take the New York Sire Stakes seriously
because it is our stakes season. It’s a fact our best handles, on
and off-track, and biggest crowds are attained during NYSS
events. Because New York State is now standing some of the
top stallions in the sport of Harness Racing, track records are
routinely broken at Batavia Downs and throughout New York
State during NYSS events.
“In my mind the Sire Stakes program should be a tool, not
only to reward the owners and breeders, but to promote
horse ownership and participation in the program. I don’t
feel we do enough to encourage new owners into the game
or existing owners to buy NY-bred horses. I think this idea
can be advanced in four ways:
“The NYSS also gives our fans a chance to watch from the
track apron some of the top drivers in the sport. In the last
two years Tim Tetrick, Brian Sears and George Brennan all
competed at Batavia Downs, certainly a big highlight for
our fans. In conjunction with the NYSS, Batavia Downs
holds promotions geared around the NYSS to enhance our
customer’s experience during NYSS events.
1) Spend more of the Fund’s available money on marketing,
including promotion and advertising.
2) Encourage syndicates and group ownership.
3) Keep the most prestigious races (the Night of
Champions) and highest purses at Yonkers. This may
sound self-serving, but I firmly believe that, not only is
it what the law requires, it’s where the races would get
the most attention, in the media capital of the world,
and,
My recommendations would be to have a uniform purse
structure for the NYSS at all New York State tracks so racing
fans throughout New York no matter of location would get a
chance to watch the best NYSS horses and drivers. A uniform
purse structure would level the playing field for all New York
tracks and stop horsemen from picking and choosing where
they want to race based on purse money.
4) Have the NY tracks write races for New York-bred and
owned horses. This will allow owners that have made an
investment in NY-breds to continue earning money after
their 3-year-old season and, best of all, this money will
come out of the tracks’ purse account, not the Fund’s
revenues.”
“Another suggestion would be to bring back the 4-year-old
division. Now that more top horses are racing until age 4
before retiring, I feel the NYSS should take advantage of it
and return the 4-year-old division much like it was during the
‘70s and ‘80s.”

“At the moment, I believe the standardbred breeding
industry in the state is in good shape.
“The breeding industry in New York seems to be doing well.
Yearling averages were up for New York-breds at all the major
sales. Morrisville College Sale was up 21%. Quality horses are
in demand, a strong middle market (which is something we
have not had in recent years).
“Long-term, however, I believe we are going to see a
gradual decline as our customers gradually disappear due to
the fact that the vast majority of them are over 60. Unless
we find a way to replace these older customers and yearling
buyers with young people we are going to eventually have a
serious problem.
“The one mistake I believe we made was that there is no
provision that forces a portion of the money going to purses
and breeders’ awards to be used for marketing, and as a
result, very little money is being spent on marketing.”
“Only changes I would suggest are the usual ones that
involve access at the track to horses owners have in the
paddocks … I can’t emphasize enough how important it is
to be able to get guests in the paddocks … The best way to
attract new owners is to get them involved with the horse
aspect of what goes on behind the scenes.

and racing industry. As long as the purse structures continue
and be allowed to grow, so too will the agricultural industry,
including breeding farms and training centers throughout NY
State.
“Race dates and NYSS events need to be maintained and
planned with accordance to other important industry races
(such as Grand Circuit events).
“Again, some commonality to purse structure from track to
track would be nice to see. An owner should not go to Buffalo
or Batavia and race for $10,000 and take the same horse to
Yonkers or Saratoga and race for 4 or 5 times that amount. It’s
a flawed system of money distribution. It should be fixed.”

“The requirements of stallions to have long-term lease
arrangements with NY farms needs to be abolished. Stallions
are constantly going to fluctuate in value and demand and
should only be held to one-year agreements.”
“New York-breds have never - and I’ve been covering harness
racing for more than 40 years - been more successful in
open company than the last two years. Besides that, the
NY Sire Stakes has a dynamic approach to its rich NY Sire
Stakes Finals with a point system that’s easy to follow and
encourages horsemen to enter as many legs as possible.

“I had a filly that I bred that won over $300,000 just racing
in New York this year. New York is a great place to race right
now.”
“New York has one of the best sire stakes programs and must
improve to stay competitive with other states. The following
are my suggestions:
All mares must stay in New York for six months of breeding
Special races for aged New York-bred horses only.
Rotate the finals (Night of Champions) to other tracks Vernon
Downs, Saratoga and Yonkers.

“I continue to believe that the NY standardbred program,
including both racing and breeding segments, offer
horsemen, owners and breeders tremendous opportunities. It
remains the top sires stakes program in North America (and
now essentially the world) by offering top purses at seven
racetracks across the state, which in turn encourages people
to breed their mares to NY stallions. Exposure to harness
racing and harness racing history at the Harness Racing
Museum attracts individuals to become involved in owning
and breeding horses.
“These will make N.Y. the best place to breed and race
horses.”

“The VLT initiative has enabled my business to grow from
two full-time employees in 2001 to 10 full-time in 2014, with
an annual payroll of $350,000. My client base is made up of
people from all over the U.S., Canada and Sweden. These are
people who frequent the NY tracks and avail themselves to
the local hotels and restaurants as well.
“We are currently targeting our education efforts at
agriculture groups like 4-H to introduce children and
adolescents who are interested in horses to the world of
harness racing. As I was advised many years ago, if you want
to own a horse, own a racehorse that can make you money
instead of just costing you. Owners can participate directly
with their horses by jogging and training them themselves.”
“In 2013 my clients and myself invested $674,000 in seven
NY-bred yearlings. As we go forward into 2014 and beyond, it
is imperative that our industry be allowed the opportunity to
grow with changing economic issues ahead.

“Purses need to remain strong and allowed the opportunity
to increase with increasing revenue streams. There is a
tremendous interest amongst people globally, not just NY or
U.S. residents, to invest and participate in the NYS breeding

Economic Impact
According to the “New York State Equine Industry Economic Impact Study” of 2012, the combined
standardbred and thoroughbred industries had an economic impact of $4.2 billion, contributing to every
county in the state while generating $187 million in state and local taxes.
An estimated 1.3 million acres of land within the state is devoted to farmland. There are an estimated
23,000 family-owned farms and stables with the state, with about 2,300 facilities devoted to breeding and
training racehorses.
Additionally, according to the study, the equine industry as a whole generates about 33,000 full-time jobs
for New Yorkers.
The following table summarizes the annual impact of the standardbred breeding and racing industry on the
New York State economy. Every year, the industry creates more than $711 million in sales at New Yorkbased businesses, supporting an estimated 7,000 jobs that pay more than $277 million in annual wages.

The table below shows the annual impact of the New York Sire Stakes program on New York State. If the
New York Sire Stakes program did not exist, the state would lose almost $300 million in annual business
sales and 2,800 jobs that pay more than $107 million in wages.

New York Breeders Have Reason To Celebrate 2013
New York breeders and owners have plenty to celebrate when they look back on 2013. State-bred horses
excelled in national competition and topped the yearling sales. The state continued to attract exciting new
stallion prospects and the state government guaranteed supplemental purse revenue, both signaling the
future strength of racing in the Empire State.
On the track, New York-breds made a strong impression this year, led by Hambletonian champion Royalty For
Life. This son of RC Royalty also scored in the Stanley Dancer, Zweig Memorial and Canadian Trotting Classic
on his way to eclipsing $1.6 million in career earnings.
A Breeders Crown title went home with Artiscape’s daughter Shelliscape when she scored in the most prestigious event for aged-mare pacers, a victory that brought her career earnings to more than $850,000. In addition, New York Sire Stakes Champion He’s Watching made sure everyone will be watching this undefeated
colt when he returns in 2014. The son of American Ideal etched his name into the record books during the
Night of Champions at Yonkers Raceway, where, in the last of his eight perfect starts, he equaling a 1:52.2
world record for 2-year-old pacing colts on a half-mile track.
But New York also found success in the breeding shed. A total of 1,434 mares- up slightly from the year
before, were bred to 60 registered stallions. New York-eligible yearlings led all states with the highest average price at both of the largest select yearling sales in the U.S., boasting a vigorous $48,097 average at the
Lexington Selected sale and $39,664 in Harrisburg.
Nationally, three of the top five sires ranked by earnings of 2-year-old pacers were from New York (Art Major,
American Ideal, Bettor’s Delight) and three New York stallions were in the top ten list of 3-year- olds earnings
(Credit Winner, RC Royalty, Crazed). On the list of national money winning sires of 2013, Bettor’s Delight and
Art Major ranked first and third, respectively, among pacers and Credit Winner and Conway Hall were fourth
and ninth among all trotters.
The state also attracted several new stallions for the 2014 breeding season, notably Breeders Crown Champion and winner of $1.6 million, Betterthancheddar. Three trotting stallions will be relocating from other
breeding programs, including Muscles Yankee, a proven sire whose progeny earned $5.7 million this year, is
moving from Pennsylvania. He will be joined by Lucky Chucky, whose first crop of New York-eligible yearlings
sold well this fall and is returning to the state after one year in Pennsylvania, and Muscle Mass, whose offspring earned $3 million this year and will be coming from Ontario. Pacer Rockincam will be retiring from the
track after competing in the top open ranks in the country and collecting nearly $800,000 in career earnings.
With more than 200 Standardbred breeding farms in the state contributing to New York’s agricultural economy, the state also made the move this year to guaranteed revenue from VLTs at the racetracks in the recently
passed casino amendment to the state constitution. This means that purses for the New York Sire Stakes
program and overnight purses will be preserved for the future with no less than current VLT contributions,
providing security for breeders and horsemen.

The Agriculture and New York State Horse Breeding Development Fund’s disperses money through:
The Agriculture and New York State Horse Breeding Development Fund’s disperses money through:
• County- and town-fair reimbursements for property improvement (maximum $6,000) and racing administration (maximum
$2,000, totaling a maximum of $8,000 per fair) is limited to those 21 fairs that conducted a New York Sire Stakes racing
program in 2013;
• Prize money of $24,000 allocated to competing horsemen at each of the 21 participating county and town fairs. An
additional $348,000 went to the state fair races at Tioga Downs and Vernon Downs;
• A $100,000 allocation distributed to all New York’s county- and town fairs – racing and non-racing alike – apportioned
according to a formula devised by the NYS Department of Agriculture and Markets. Of that dividend, $5,000 paid for the
State Fair
• Association’s brochure, which was distributed throughout the state;
• Prize money, listed as “Stakes Purses,” for upper-echelon races (Sire Stakes and Excelsior events). This money was distributed to the seven pari-mutuel tracks and Goshen. The pari-mutuels are Batavia in Genesee County; Buffalo in Erie County;
Monticello in Sullivan County; Saratoga Raceway in Saratoga County; Tioga Downs in Tioga County; Vernon Downs in
Oneida County, and Yonkers in Westchester County. Goshen is in Orange County.
Breeders’ award money was distributed to the state’s horsemen, according to their listed residence.

2013 Breeder’s Awards Program
PERFORMANCE-BASED PROGRAM
The performance-based program provides awards
at all levels of the New York Sire Stakes Racing
Program. Eligible recipients are those individuals
or farms who bred a money-earning horse that
raced in the NYSS Program. In 2013, 307 breeders
shared a total of $700,000 in performance-based
Breeders’ Awards. Payments to the breeder of each
horse are calculated based upon a preset breeders’ awards formula that is established by the Development Fund at the end of each purse year. The
formula is calculated on NYSS gross purses and allocates breeders’ awards in descending
amounts based on monies won, for finishing first through fifth. Due to the nature in which
the Development Fund receives its funding, the award amounts available each year depend
upon the Fund’s actual revenue.
RESIDENCY-BASED PROGRAM
To be eligible for residency bonus awards , breeders must certify that the mare will reside in
New York State for 180 continuous days during the breeding year at a farm where the mare
will be bred to a New York eligible stallion resulting in a New York-bred foal. A Residency
Bonus is awarded to breeders whose resident mares’ progeny race in the NYSS as a 2 and/
or 3-year-old and finish in positions one through five. The total Residency Bonus pool of
$300,096 was divided into three pools according to level of racing: Sire Stakes, 70%; Excelsiors, 20%; and County Fairs, 10%. Each residency pool amount is divided by the total number of resident horses who finished in the money for that race season. Breeders of a resident
horse then receive a “flat” bonus amount according to race level.

OVERVIEW
Overall, the Harrisburg yearling sale average price was up 18.9 percent over last year, an even greater increase
than the 8 percent improvement seen in Lexington. A total of 1,047 yearlings were sold over four days for a
gross of $35,959,500 and an average price of $34,345 (16.7 percent below the Lexington average this year
and comparable to the difference between the two sales last year).
The Harrisburg sale is the final sale of the season and catalogs the most horses. This has traditionally been the
largest venue for top New York-bred yearlings, offering 40 percent more New York-eligibles as Lexington. In
Harrisburg, New York-breds made up 26.2 percent of the sale with 274 offered. They averaged $39,929,
15.5 percent above the overall average.
Below is a more detailed analysis of the sale, beginning with day-by-day overviews. Traditionally, the most
attractive yearlings, both in pedigree and conformation, are offered at the beginning of the sale. Following this
information is more detailed comparative analysis of the sale results.

For the entire sale, New York-breds averaged 15.5 percent above the overall average, and were above the sale
average on every day, especially day three (25.2%) and day four (48.5%). The sale experienced a huge increase
in average from last year on the first day, a foreshadowing of the overall sale. A total of 15 of the 40 $100,000
yearlings on the first day were by New York sires.
All segments of the market seemed to be strong at this sale, which is indicative of a recovering market after
economic depression for several years and also a decline in the number of yearlings offered and therefore
increasing demand.
The overall increase in average was much stronger in Harrisburg than in Lexington, but the success of the sales
at both venues was a positive for breeders. The New York yearlings had the highest average at both sales by
being 18.2 percent higher in Lexington and 15.5 percent higher in Harrisburg, showing strong demand for
these individuals.
New York-bred yearlings made up 26.2 percent of the Harrisburg catalog and 30 percent of the gross sales
($10,868,000).

New York-breds significantly outpaced the sale average in all four categories. Pacing colts were the strongest sector of the sale overall and particularly in New York, where the average exceeding the sale average
by almost $10,000 (by a total of 24.4%). In fact, New York yearlings represented almost half of the sale’s
$100,000 pacing colts.

New York-bred trotting colts also exceeded the average by more than $6,500, or 17.3%. There were six
$100,000 yearlings in this category—35% of the high-priced yearlings in this sector—even though New York
only had 23% of the trotting colts cataloged. Also, New York had the second highest priced yearling in this
category at $230,000.
Among the trotting fillies, New York had the top-priced yearling at $260,000, plus two other $100,000 yearlings. The average of $37,667 was 14.3% above the average in this sector.
Pacing fillies represented the weakest segment of the sale, which is not unusual. New York’s strong line-up of
pacing sires, however, helped to buoy this market with New York-bred yearlings exceeding the sale average by
6.8%.

The top 10 yearlings of the sale were mostly from Pennsylvania and New York, representing the richest Sire
Stakes programs, with one from New Jersey. The sales results also show that buyers were interested in both
gates and both sexes, with no single category dominating the top 10, as pacing colts clearly did in last year’s
sale.

Interest in New York yearlings was also well split between the two gaits, but was slanted a little more toward
colts. Although only two fillies ranked in the top 10 price list, New York’s highest price went to a filly—a Credit
Winner full sister to million-dollar winner Dejarmbo. The vast majority of the sires represented here are proven
stallions, but a colt from first-crop sire Rock N Roll Heaven was fifth on the list with a substantial $180,000 tag.

Due to the size of the sale, the averages in Harrisburg are typically more moderate than in Lexington. New
York-eligible yearlings again had the highest average, as they did in Lexington. New York also had the strongest
average for pacers at $38,503 and the second-highest for trotters at $41,477, behind New Jersey’s exceptionally strong $56,500 trotting average. New York, however, had nine trotting yearlings sell for $100,000 or more
compared to New Jersey’s seven.
A variety of pacing stallions contributed to New York’s success, with American Ideal, Bettor’s Delight, Art Major
and first-crop sire Rock N Roll Heaven all posting $100,000 yearlings. New York’s perennial trotting stallion stars
Credit Winner, Conway Hall and newcomer Lucky Chucky posted $100,000 yearlings. Desired stallions, along
with a strong underlining Sire Stakes program, continue to drive the top yearling sale prices.

New York sires ranked as seven of the top 20 sires by average and three of the top 10. New York’s proven trotting sire
Credit Winner was the second leading sire overall and the leading trotting sire again this year, besting Muscle Hill by
nearly $9,200 in average price. Veteran stallion Art Major and first-crop sire Rock N Roll Heaven were tops in New
York and also in the top 10 sires at the sale, ranking third and fourth, respectively, among pacing stallion averages.
The fact that three trotting sires and four pacing sires from New York were represented on the top 20 sires list of the
sale is an outstanding showing for the state.

CONCLUSION
Overall, New York yearlings performed well at the Harrisburg sale, with 21 selling for $100,000 or more—that’s
more than double last year’s nine big-money yearlings. The sale demonstrates that New York yearlings remain
very desirable in a strengthening market, in which both the top and middle of the market grew this year. A
strong and stable Sire Stakes program and sought-after stallions were both necessary components for yearlings
to sell well.
New York yearlings performed well above average on days three and four when the middle-class yearlings are
typically offered. These were the same days that the sale experienced huge increases over last year.
It is interesting to note that the median price—the price at which half the yearlings offered sold for more and
half the yearlings sold for less—was $20,000. This was the same price as last year despite the huge increase in
the average price. The $20,000 price range does provide a solid return for a breeder, depending on the stallion
fee, and is an indication to breeders that selecting New York sires can represent a good business decision.
As in Lexington, first-crop sires Rock N Roll Heaven and Lucky Chucky, helped create excitement for New Yorkbred yearlings, but offspring by these sires did not eclipse those by New York’s historically well producing and
proven stallions. So, Credit Winner and Art Major ranked as the leading New York trotting and pacing sires by
average, as they did last year at Harrisburg. We were unfortunately not able to see much activity resulting from
have a New York-bred Hambletonian winner this year as very few offspring from RC’s Royalty were offered.
The Pennsylvania average was driven by the continued demand for Somebeachsomewhere offspring, which
posted the highest average of $81,846, and other proven stallions like Cantab Hall and Donato Hanover. New
Jersey yearlings bounced back from a weaker sale last year with strong stallion averages and a more certain
racing scene at the Meadowlands.
At both Harrisburg and Lexington, New York’s success, was generated by proven sires who have stood in the
state and produced results on the state and national level for a number of years, in addition to several exciting
new additions. Their offspring are desired both
as racing and breeding stock, so they have a
strong upfront and residual value.
And finally, as supply of yearlings is starting to
diminish due to fewer mares bred, including in
New York, demand drove greater competition
for good yearlings.

OVERVIEW
Overall, the Lexington Selected Sale average sale price was up 12.5 percent over last year, The so-called middle
market was exceptionally strong and carried the sale to the delight of breeders. The first night the numbers
were relatively even with 2012 numbers; but as the sale continued into the last 2 evening the averages
soared a whopping 31 percent. .A total of 687 yearlings were sold over five days for a gross of $27,382,000
and an average price of $39,857.
The Lexington Selected Yearling Sale is the first of the two preeminent national yearling sales in the U.S. and its
results are significant for New York breeders. This sale contained a large number of New York-breds this year at
194, making up 28.3 percent of the sale. New York-sired yearlings averaged $48,097, 18.2 percent above the
overall average.

The sale experienced a strong opening day, with New York-breds actually outpacing the overall average by
more than $20,160. After two days with averages ahead of last year, the sale reached an astounding 30%
increase on day three and 26.5% increase on day four, and returned a 7% increase in the final session. New
York-breds were actually stronger than the overall sale on all but day five. There was a marked increase in
buyers for the middle market. The strong middle market may indicate that the economic impact of the past few
years is beginning to ease . It may also be a reflection of supply and demand in the reduced number of horses
bred. New York-bred yearlings made up 28.3 percent of the total sale and 34% of the total gross.

Trotting colts were the strongest sector of the sale overall, pacing colts made up the second strongest sector,
followed by pacing fillies.
In the trotting filly sector, New York-breds may have had a slightly lower average than the overall sale, but did
produce two $100,000 yearlings proportionate to the ratio of yearlings in this sector —approximately onequarter.
New York-bred pacing fillies helped to significantly buoy that portion of the market, accounting for thirty percent of the horses sold but delivering 60 percent of the $100,000 yearlings (6 of 10).
The first-crop debut of New York trotting stallion Lucky Chucky (see the next section) was very favorably met
by buyers and pushed the sale’s trotting colt average over $48,860. With a first-crop sire in this category, it is
not surprising that the New York average was higher than the sale average in this sector.

price of the sale.
New York’s top 4 yearlings are all trotting colts and the next two in the top 10 are pacing fillies. This list demonstrates the depth of New York’s sire ranks and how attractive they are to buyers. Three different pacing sires
had $100,000 yearlings, including first year sire Rock N Roll Heaven.

New York sires ranked as seven of the top 20 sires by average—over (30%). New York’s proven trotting sire Credit
Winner had the highest average and first year pacing sire Rock N Roll Heaven was Number 4 in overall averages
and Number 2 in pacing averages.
CONCLUSION
New York-bred yearlings performed extremely well at the Lexington sale, with 28 selling for $100,000 or more. The
sale demonstrates that New York yearlings remain very desirable in a supply and demand market, where the middle
market appeared to rebound at this sale. A strong sire stakes program and sought-after stallions were necessary for
yearlings to sell well.
The addition of highly anticipated first-crop sires and the second crop from a stallion with well-performing firstcrop on the track helped New York have an impressive sale.
The Lexington sale is a key indicator for the Harrisburg sale in early November, which is the largest forum for New
York yearlings this year, with 297 New York-breds cataloged.

OVERVIEW
Overall, the Morrisville Fall Yearling Sale was strong, with more than a 16% increase in average over last year.
This sale typically catalogs mostly New York-bred yearlings and that was the case again this year, with 115 of the
125 individuals sold eligible in the state.
A slightly smaller catalog did not seem to hurt the turnout of buyers and there was plenty of bidding to drive up
the overall sale prices, including a $59,000 top bid.
Below is a more detailed analysis of the sale and comparison to last year.

The sale average increased a remarkable 16.3%, demonstrating that even with a smaller catalog than last year
(17.8% fewer horses sold), buyers came out to bid on and purchase these horses.
NY-bred yearlings alone increased 15.9% in average price. This may also be an early sign of a buoyed sale market
driven by continued demand for NY-bred yearlings and a tighter supply due to an overall smaller crop.
New York-bred yearlings made up 92% of the total sale and 95.3% of the total gross.

The trotting sector led the sale and brought 80% of the prices at or above $10,000, even though they represented
67% of the yearlings. Although a trotting colt brought the top price of $59,000, trotting fillies had the strongest
average at $12,310 and were best represented with 41 individuals sold.

New York-bred yearlings dominated the top prices at this sale, with only one horse eligible outside the state cracking the top 10. Trotters easily dominated the top prices, with colts taking the highest three spots and only two
pacers making this list, one from New York. Among the top-priced trotters, five different stallions are represented,
demonstrating that buyers are interested in the depth of the sire lines available in New York.
The top price at the 2012 sale was $45,000, so this year’s $59,000 top-priced yearling from first-crop sire Lucky
Chucky was a significant increase.

First-crop sire Lucky Chucky, a winner of more than $2 million and runner-up in the Hambletonian, led all stallions
with a $22,000 average. Proven New York stallions Conway Hall and Art Major rounded out the top three.
Rock N Roll Heaven is another first-crop stallion who had the fifth highest average at $15,400. The stallion was a
Little Brown Jug and Breeders Crown champion and earned $2.7M in his career. Two yearlings were offered from If
I Can Dream’s second crop and held a $13,500 average.
A total of 17 offspring from RC Royalty, the sire of this year’s Hambletonian winner, earning a $13,206 average
price.
CONCLUSION
The Morrisville Sale is the first significant event each year to gauge how New York yearlings will sell before the
larger select yearling sales in the fall. A climbing average certainly provided a positive sign.
Notably, the trotting sector was markedly stronger than the pacing sector in this sale. However, yearlings of both
gaits sold well from both seasoned, proven stallions in New York and from newcomer stallions, showing a depth of
variety in marketable choices for breeders.

2013 New York Sire Stakes Leaderboards
The New York Sire Stakes Series is the most competitive division with the most talented New
York-bred 2 and 3-year old horses vying for enhanced purses at pari-mutuel tracks statewide.
The Excelsior Series of the Sire Stakes is
designed for late blooming 2 and 3-year old
horses. This slightly less competitive series gives
owners, drivers, and trainers the opportunity
to race their developing horses while earning
money. The State Fair races are incorporated
into the Excelsior Series with featured meets
held at Tioga Downs, Vernon Downs and Goshen
Historic Track.
The County and Town Fair circuit
has long been the “grassroots” start
for future stars in harness racing.
Owners, trainers and drivers all get
their start on the fair circuit. This is
also where owners can get close to
and work with their animals. New
York County Fair races have fulfilled
their promise as a starting place for
new owners as many progress on to
racing at the pari-mutuel racetracks.

LEADING SIRES
The Agriculture and New York State Horse Breeding Development
Fund is proud of the New York breeding program and the national as
well as the international acclaim it has garnered.
Bettor’s Delight was the national leading money-winning pacing sire
of 2013.
Bettor’s Delight began his stallion career in New York State in 2002.
He has continued to produce some of the best horses to ever race
in the United States. Bettor’s Delight has taken NY-bred horses to a
national level and helped create a demand unmatched in any other
state.
Bettor’s Delight’s last crop of New York-eligible 2-year olds will race in
2013, but New York has great expectations for his full brother,
Roll With Joe, who is just beginning his stallion duties in New York
State.
Another standout is New York pacing sire Art Major, who is third on the list of national leading money winning
sires in 2013 and moving up the list every year.
While the pacer stallions have a tremendous depth of quality it is more than matched by the trotting sires.
Credit Winner, New York’s leading trotting sire and a perennial favorite among horsemen, continues to dominate
the trotting ranks. Credit Winner is ranked Number one as the national leading sire by average earnings per foal
for 2-year olds in 2013 and ranked Number
two for national leading money winning
sires of 3-year olds in 2013.
That depth of quality has returned home
to New York in the form of RC Royalty (a
son of Credit Winner), who ranks as the top
national sire by average earning per foal
for 3-year old trotters in 2013.

Advertising, Publicity and Promotion
In 2013, the Agriculture and New York State Horse Breeding Development Fund developed an online
ad campaign to promote New York bred horses and their successful endeavors on the racetracks.
This ad campaign focused solely on NY bred horses. The ads provided New York Sire Stakes breeding
information, yearling sales promotions and also included NY Bred horse’s racing accomplishments at
the state, national and international level.
The “Fund” also developed Sirius and XM radio ads on “Down the Stretch” with race caller Dave
Johnson and journalist Bill Finley. This program featured 60-second commercials promoting the
upcoming NYSS events to be held each week. The radio
spots concluded with the “Night of Champions,” the premier New York Sire Stakes racing event in 2013 with total
purses of $1.8 million for New York bred horses.
Promotional items were also distributed to racetrack
attendees on nights that New York Sire Stakes were held.
Information about the Agriculture and New York State Horse
Breeding Development Fund and the New York Sire Stakes
breeding and racing program was also made available.

He’s Watching: A $3,000 Superstar?

Dave Menary was barely paying attention when
Hip 822 came into the ring last fall at the Harrisburg sale. He had looked at the colt and found
some things to like about him, but it was late in
the sale, they were down to the second and thirdstring yearlings and he, like most, figured these
bargain basement buys never actually amount
to anything. “It just so happens that I was lucky
enough to be flipping through the book when he
came into the ring,” Menary said. “If someone
was buying me a drink at the time I wouldn’t
have bought He’s Watching.”But no one was
buying him a drink at the time. Had they, it would
have been the most unfortunate alcoholic beverage he ever consumed. Menary looked up from his
catalogue just long enough to buy He’s Watching,
a son of American Ideal, for $3,000. He had just
purchased a colt he now calls “one of the fastest
2-year-olds that ever lived.”

a world record time of 1:50. That knocked threefifth of a second off the old record, held by Rock
N Roll Heaven. “This is a serious 2 year old,” the
Ontario-based trainer said. “I’ve said that from
day one and he keeps proving me right. There’s no
glory going fast but we know we’re not hurting
anything when he does it.”

Despite his lack of focus when He’s Watching
came into the ring Menary did have the horse
down on his list of potential purchases at the sale.
He said the reason so many other buyers were uninterested in He’s Watching was because the then
yearling was small. But Menary figured the reason
the horse was on the small size was because he
was June 13 foal. “He was small, a pony,” he said.
“But I couldn’t fault him. His problem was he
was born on June 13 and when you’re up against
horses born in February and March you are at a
huge disadvantage.”
Usually when you get caught up in that sort of
hyperbole it comes back to bite you. There have
been plenty of fast precocious horses that never
live up to their potential and are quickly forgotten. But it’s hard to imagine that this is going to
be one of them. In his brief racing career He’s
Watching has done remarkable things and has
drawn rave reviews not just from his connections
but from virtually everyone who has seen his
races.
There were things to like about He’s Watching.
He was New York sired, by a top sire and the cobreeder was Brittany Farms, an outfit known for
producing top horses. The consignor was Hunterton Farm, which also has a top reputation.“He
was raised at Brittany Farms,” Menary said. “He
wasn’t raised by a pig farmer.”Menary said He’s

an “ass that makes him looks like he’s a $400,000
yearling.”
him just after the sale. “Dave said a couple people
have called. I don’t want to sell because it’s exciting to see where the horse and Dave can take me.
There are things that sometimes just happen and
you don’t know the reason why. I am a believer
that with hard work, good things will come. Dave
is such a hard worker that inevitably something
very special will happen to someone like that, and I
want to be along for that ride.”
As He’s Watching was preparing for his 2-year-old
campaign Menary knew he had something special
on his hands. He already had one partner on the
ownership side in Mike Guerriero and sold another
piece to Brad Gray for what he calls “an obscene
amount of money for a $3,000 yearling.”
The only damper on this otherwise phenomenal
success story is that He’s Watching is not staked
to any open stakes this year. Menary said it didn’t
seem practical to spend a lot of money staking a
$3,000 yearling. It looks like he is going to spend
his entire year in New York Sire Stakes company.
Guerriero is hoping that turns out to be a blessing
in disguise. “Sure, you’d like to see where he stacks
up against those horses,” he said. “Then again, I
had a filly who looked like a world beater at two
and then when we brought her back at three there
was nothing left in that tank. They go so fast in
these mile these days and it’s really taxing. Some
horses can do it and some can’t. The good thing
with him is that he won’t be overtaxed at two and
can hopefully come back really strong at 3.”
They sent him to Saratoga Harness to begin his
campaign and had high expectations. Jim Morrill Jr.
was enlisted to drive and He’s Watching was made
the 2-5 favorite. They expected he would win. What
they didn’t expect was a perilous, jaw-dropping
journey around the racetrack. He’s Watching broke
on the first turn and looked to be so hopelessly
beaten that Sardella would say “It appears he’s out
of it. He’s Watching is watching from the back.”A
few minutes later he launched a winning move that
left the announcer breathless.
“I couldn’t believe it,” Gray said. “I was in shock
that he won that race after being 20 lengths
behind. ”He went from there to Buffalo where he
overcame a minor break to win a sire stakes event
by 1 ½ lengths in track record time of 1:55.2. He
got there with a huge brush on the second turn. It
looked like he had a rocket tied to his back. Tioga
and the world record were next. He didn’t break
this time and had complete control after a quartermile. Announcer Ken Warkentin was another who
couldn’t contain his enthusiasm. “a potential superstar here...a dazzling performance,” Warkentin
said.
Menary is already looking forward to next year
when He’s Watching can venture on to the Grand
Circuit. His goal is to put him away at the end of
the year with an unbeaten record and in good
health. “We know what we have on our hands,”
he said. “We plan on bringing him back and going
for 3-year-old of the year. ”He’s Watching will make
his next start August 22 in a sires stakes at Yonkers.
Track announcer John Hernan might want to bring
his thesaurus to work that night. He and his colleagues are running out of superlatives to describe
this horse.
To the surprise of no one, Menary has been getting phone calls from owners who want to buy
He’s Watching. The same colt that cost $3,000 is
now worth well into the seven figures. “There’s no
temptation to sell him,”said Guerriero, who had to
invest a whopping $750 when buying 25 percent of

Development Fund in 2013.
