DIDP PARTICIPATES IN HAZARD MAPPING MAPSHOP IN
TAGAYTAY

Integrating Disaster Risk Reduction and
Climate Change Adaptation (DRR-CCA)
in Local Development Planning and
Decision Making Processes is a project
of the National Economic Development
Authority (NEDA) in partnership with
the United Nations Development
Programme (UNDP) and the Australian
Agency for International Development
(AusAID). The project aims to
mainstream the integrated concerns of
disaster risk reduction and climate
change adaptation into the Provincial
Development and Physical Framework
Plans (PDPFP).
One of its activities is the capability
building on Geographic Information
System (GIS) application for DRR-CCA
Hazard Mapping. The 3rd batch of the
Hazard Mapping Workshop was held on
June 5-11, 2011 at Taal Vista Hotel,
Tagaytay City, participated by provincial
LGUs, and regional personnel from the
Mines and Geosciences Bureau (MGB)
and NEDA all over the country.
Participants from Region XI were Miguel
S. Herrera III and Engr. Orville Dipaling
of NEDA XI, Engr. Ingrid Fontanella of
Davao Del Norte, Caroline Cossid of
Davao del Sur, Kenny Omambat of MGB
XI, and Noel Dacanay of DIDP PMO. The
objective of the Mapshop is for the
provinces to complete and digitize all
hazard maps needed in preparing their
DRR-CCA enhanced PDPFP. Five (5)
tutors from the University of the
Philippines - Training Center for
Advanced Geodesy and
Photogrammetry (UP-TCAGP) were
present to assist the participants in
preparing and digitizing their maps,
supervised by Reynaldo Punongbayan
Jr. of the Regional Development
Coordination Staff of NEDA (NEDA
RDCS).
Immediately after the arrival and checkin of the participants at the hotel on
June 5, a review on Geographic
Information System (GIS) was
conducted. The following day, the
Mapshop proper commenced after the
Preliminaries and Context Setting,
generating scenario maps using Rapid
Earthquake Damage Assessment
Software (REDAS). Developed by DOST4
PHIVOLCS, REDAS can be used to
simulate various earthquake scenarios
to generate ground shaking, liquefaction
and earthquake-induced landslide
hazard maps in a format which can be
further processed using GIS. It also has
the capabilities to provide a historical
seismicity of any given area within the
Philippines and the indicative location of
fault zones.

The participants were able to determine
the fault lines and trenches near their
province, gather historical seismicity
within a 100-200 km radius, and select
the highest intensity and depth occurring
in a fault or trench. With this, they
created a scenario using REDAS by
choosing a given fault and locating the
epicenter (the participants will record
the coordinates of the epicenter they
chose for the documentation). The
scenario was generated using the
historical seismicity as parameters of the
intensity and the depth as well as the
azimuth of the fault line. The
participants will generate a maximum of
five scenarios. The facilitator/s also
taught them to convert raster files (from
REDAS) to vector files (shape file) using
ArcGIS 9.3 and reclassify the result to
visualize the map and make it more
presentable and easier to understand.
The participants also did the
documentation of the result scenarios,
and were taught about geo-referencing
and digitization of other raster disaster
maps like tsunami, flood prone, raininduced landslide, as well as Mapping
standards and presentation formats of
the outputs.

the expected limits but it was
recommended to the BAWASA officers in
the pilot sites to observe and limit the
amount of water extraction to the
original quantity design to maintain the
sustainability of the groundwater source.
There was also a need to clean-up the
wells in Brgy. Waan, Davao City to
prevent damage to the pump.

On the other hand, resistivity surveys for
the evaluation of groundwater sources
were conducted in Brgy. Cacao in Panabo
City and Brgy. Licup and Brgy. Cawag in
Island Garden City of Samal in May to
June 2011. Two candidate sites in each
barangay were tested, and using the test
results, a possible drilling location was
selected. Water samples from sources
that are nearest to the survey sites were
also collected to evaluate the water
quality around the area of the selected
drilling points. On the last week of June
2011, the drilling in Brgy. Cacao were
monitored and drilling samples were
collected and evaluated to validate the
survey results. These data can also be
used as reference for future surveys. The
three surveys were commissioned by the
LGU of Davao del Norte. Personnel from
the Engineering and Planning Offices of
Panabo City, Island Garden City of Samal,
and Provincial Government of Davao del
Norte were present to participate in the
survey as part of the continuing technical
transfer on groundwater development.

GROUNDWATER ACTIVITIES FOR 2ND QUARTER OF 2011

The DIDP-PMO attended the Philippines
Cocoa Investment and Development
Workshop on April 28-29, 2011 at
Waterfront Insular Hotel, Davao City. This
event was organized by the Agricultural
Cooperative Development International
and Volunteers in Overseas Cooperative
Assistance (ACDI/VOCA) and drew over a
hundred farmers, traders, growers,
cooperative managers, foreign buyers,
researchers, city officials and foreign
commodity. United States Department of
Agriculture (USDA) Agricultural
Counselor Philip Shull and Philippine
Department of Agriculture
Undersecretary Joel Rudinas were the
keynote speakers.
In his message, Dir. Shull said that the
local cacao industry cannot move
forward fast enough unless more private
investors both from overseas and this
country pour more investments in this
emerging industry. He stressed that the
strongest key to fast-tracking and
sustaining the development of the
Philippines cacao industry is “private
investments” that will provide the
needed capital for putting up massive
cacao nurseries, land development,

Resistivity survey in Island Garden City of Samal
Groundwater Development activities for
the 2nd quarter of the year consist of
monitoring the production wells of the
Local Governance and Rural
Empowerment Project (LGREP) pilot
sites and resistivity surveys for
groundwater evaluation in Panabo City
and Island Garden City of Samal.
Site visits to the LGREP pilot projects
were conducted between the 2nd and
3rd weeks of April 2011 as part of the
regular project monitoring activity with
the Small Water Supply (SWS) and
Community Organizing (CO) groups.
During these visits, the water levels of
the well sources were taken, and water
samples were collected and tested, using
the equipments that were donated by
JICA under LGREP. Test results are within

building fermentation plants and getting
regular farm inputs. The Philippines has
remained one of the world's largest
markets for US-made food and
beverages and he wants to see this
country become a key global supplier of
fermented cacao beans, the raw
materials used in making world-class
chocolates like Hershey's, M&M, etc. To
help develop the Philippine cacao
industry, USDA funds are used to
support the activities of ACDI-VOCA, a
global non-profit organization that helps
farmers' cooperatives worldwide in
producing high-value agricultural crops.
The workshop culminated with the
establishment of a new association of
Mindanao-based cocoa stakeholders,
the Philippine Cocoa Industry
Association, and a cocoa study tour for
the participants.
Cacao is highly prized because of its
beans which are processed into cocoa
products such as butter, powder,
paste/liquor and chocolate
confectionery. In the Philippines, most of
the beans produced by small holders are
mostly made into tablea, a native
chocolate confection. Cocoa powder and
cocoa butter are widely used in food
products; cocoa butter is also used as a
base for moisturizers, cosmetics, and
suppositories. Cocoa seed and cocoa
seed coat are used to treat intestinal
conditions; diarrhea; liver, bladder and
renal disease; and diabetes.
The Department of Agriculture XI (DA XI)
is pushing the establishment of the
Davao Region as a coffee and cacao
production area. Under DA's seeds
distribution program, cacao and coffee
seedlings are included as choice planting
materials plus technical assistance and
technologies. The agency is also
expanding cacao and coffee farms in
Davao City and the provinces of
Compostela Valley and Davao del Norte.

the establishment of cacao plantations
in Brgy. Sergio Osmeña, Gov. Generoso;
Brgy. Don Mariano Marcos, Lupon; Brgy.
