Chance at piece of $510,000 pie
PNC offering arts and culture grants to Duval, two other counties

PNC Financial Services Group
doesn’t operate any banks in
Duval County, but this morning it
made a deposit of up to $510,000
to support arts and culture.
“Our goal is to get children
who aren’t typically exposed to
art hooked on it,” said Cressman
Bronson, PNC regional president
for Florida East.
The company operates a mortgage service and call center near
Gate Parkway that employs 500
people, he said.
The PNC Arts Alive! Program
is seeking, beginning Wednesday,
grant requests starting at $10,000
from arts organizations that promote visual and performing arts,
public programming and creative
use of technology.
The grants will be made over
three years in Duval, Broward and
Palm Beach counties.
“These grants will be very
important. The arts are not in all
parts of Duval County,” said Tony
Allegretti, executive director of
the Cultural Council of Greater

The council will convene a
panel to evaluate the grant applications in partnership with the
PNC Foundation.
The program is designed to
support smaller arts organizations
in the county, which often struggle to secure funding, said PNC
spokeswoman Zoraya Suarez.
Rena Coughlin, executive director of the Nonprofit Center of
Northeast Florida, said more than
60 percent of the nonprofits in
the area have annual budgets of
less than $500,000 and they lack
development resources needed to
compete for large grants.
“Small organizations have the
toughest time getting funding. It’s
particularly tough when it comes
to government grants,” she said.
Since it began in 2009, PNC
Foundation, through Arts Alive,
has awarded $13 million in grants
to cultural organizations in Philadelphia, St. Louis and Columbus,
Ohio.
Examples of grants include new
exhibitions and festivals, pop-up
theaters, mobile arts vans and
family arts programs.
Bronson said priority will be
given to applications that impact
the most children in the community, specifically in underserved
neighborhoods.
“We challenge the arts organizations in the region to get creative,” he said.
The application deadline is July
15. Grants will be awarded in
October.

The group tasked with selecting and
retaining the city’s inspector general will
revert back to selection mode this month.
It’s a shift necessitated by the sudden
resignation last week of Tom Cline, the
city’s first inspector general since the office
was re-established more than a year-anda-half ago.
Cline has been on the job just under a
year.
The former Federal Communications
Commission’s deputy inspector general
has hired staff and investigated many
complaints in that time, building on a
foundation laid by former Palm Beach
County Inspector General Sheryl Steckler.
But, due to personal
reasons, his last day is
May 27.
“I was certainly surprised,” said Circuit
Judge Elizabeth Senterfitt, who serves as the
chief judge’s designee
on the selection and

retention committee.
“No doubt this sets us back.”
The committee already had a meeting
scheduled for May 16 that was to formulate evaluation criteria for the office.
That still will happen, said City Council
Vice President Lori Boyer, the committee’s
chairwoman.
However, with the recent news, the
group will need to discuss listing the job
again and look into appointing someone
on an interim basis, she said.
Like Senterfitt, Boyer said Cline’s resignation caught her by surprise and adds to
the work needed for the new office.
“It’s no question it’s a setback from a
timing perspective,” said Boyer. “We were
just getting geared up to a certain level …
now we have to focus on someone new.”

Cline was a very qualified auditor, but

Firebirds Wood Fired Grill intends to open its first North
Florida restaurant next year in The Strand shopping center
near St. Johns Town Center.
An executive with the restaurant and steakhouse, based in
Charlotte, N.C., said the Jacksonville location will open in the
third quarter at southwest St. Johns Town Center Parkway and
Big Island Drive.
“Jacksonville has been on our radar for quite some time,”
said Stephen Loftis, vice president of marketing.
He said The Strand’s location matches Firebirds’ profile and
the area’s demographics fit its offerings.
Firebirds will employ about 100 full- and part-time workers
at the estimated 6,500-square-foot restaurant, which will seat
225.
Hours will be 11 a.m. to 10 p.m. Sunday through Thursday
and 11 a.m. to 11 p.m. Friday and Saturday.
Loftis said it will be the third Firebirds in Florida. The first
is in Orlando and another will open in Pembroke Pines. After
the Alpharetta, Ga., restaurant opens next week, there will be

The employment level is contained in an administrative zoning deviation application filed
last week with the city.
A requested deviation to

for the 148-acre site and requests
the ability to transfer the deviation. Steve Leggett, manager of

The agent is Atlanta-based Seefried Industrial Properties, which
is expected to be the developer
for the center.
The preliminary site plan
shows an 855,000-square-foot
building footprint.
The site is just north of Interstate 295.
Groundbreaking is expected
this summer with completion no

Jeanne blew into the state in 2004.

The conversation went from
how fast Uber can pick you up
to take you to the airport to how
much it costs to qualify for admission to The Florida Bar.
How technology is likely to
change the practice of law and
what is perhaps the biggest challenge facing the legal profession
in terms of serving people’s needs
were topics Monday at The Jacksonville Bar Association’s annual
Law Day luncheon.
Hilarie Bass, co-president of
Miami-based law firm Greenberg
Traurig and president-elect nominee of the American Bar Association, was the guest speaker.
Law Day was established in
1958 by President Dwight Eisenhower to be May 1 each year.
Bass said it represents one of
her longest traditions as an attorney that goes back more than 30
years.
“One of the first things I did in
Bar work was on Law Day to go
to shopping centers to give free
legal advice,” said Bass.
She got a job as a summer intern
at Greenberg Traurig after graduating in 1981 from law school at
the University of Miami. It’s the
only law firm on her curriculum
vitae.
The firm has 1,900 attorneys in
38 offices in the U.S. and abroad.
Bass will take over presidency
of the ABA in August 2017. She
said she will focus on helping the
profession evolve along with technology to avoid being left behind.
As an example of 21st-century
advances in communication and
marketing, Bass said she was
in St. Petersburg early Monday
morning and needed a ride to
the airport to catch her flight to
Jacksonville.
She logged in to the Uber ridesharing service at 5:30 a.m., calculating there was about 20 minutes
before she had to head to the airport and didn’t want to be behind
schedule.
“They were there in three minutes,” said Bass. “It reminded me
how technology advances have
changed what is possible.”
If the legal profession doesn’t
take the lead in developing new
technology, someone else will,
she predicted, and that could
have consequences for the profession.
“Entrepreneurs will figure out
how to use technology to ensure

more people have access to the
legal system and they are likely
to not be members of The Florida
Bar,” Bass said.
The high cost of finishing law
school also will be on her agenda
during her year as president.
The reason so much of the
middle class can’t afford legal
representation, even if they have
to appear in court, is that law students incur so much debt.
“Law school graduates can’t
charge $75 an hour,” Bass said.
She said one possible solution,
which also could help new attorneys find their first job, would be
an apprenticeship program similar to the “reduced-pay internship” that’s in place in the United
Kingdom.
“We graduate way too many
lawyers with way too much
debt,” Bass said. “The capacity
can’t meet the need because of
debt.”
Speaking to the law students
and new attorneys in the audience, Bass advised working solely
on developing their skills for the
first three years after admission
to the Bar.
“Become the best lawyer you
can be. Being a really good lawyer
takes time and dedication. That’s
the foundation for everything,”
she said.
Law Day also is about recognizing members of the legal community for their contributions.

presented the JBA Professionalism Lifetime Award to Courtney Grimm, director at the Bedell
Firm, in recognition of Grimm’s
professionalism and dedication to
the practice of law.
Grimm serves as chair of The
Florida Bar Trial Lawyers Section
Executive Council and is a past
president of the JBA.
She is a member of the 4th
Circuit Judicial Nominating Commission and in 2009 was named
Woman Lawyer of the Year by
the Jacksonville Women Lawyers
Association.
The Lawyer of the Year Award
was presented to Steve Pajcic by
Jim Bailey, publisher of the Financial News & Daily Record.
Bailey cited Pajcic’s decades
of philanthropy and community service, including six terms
in the state Legislature and his
practice of offering a scholarship
to any student who graduates
from Pajcic’s alma mater, Paxon
School for Advanced Studies,
who is accepted to the University
of North Florida.
“That’s more than 100 students,” said Bailey.
Pajcic donates to numerous
nonprofits and made the largest
single gift ($2 million) to Edward
Waters College in the history of
the institution, Bailey said.
Pajcic was surprised to receive
the award and said if his late
brother, Gary, were alive, “he’d
be up here today.”
Pajcic used his time at the
podium to promote his annual
backyard golf tournament that
benefits Jacksonville Area Legal
Aid on May 20.
“We’ll match every dollar
donated to JALA,” he said.

Pension ballot clears committee

An August referendum for a half-cent
sales tax to cure the city’s pension woes is
a step closer to voters.
The City Council Finance Committee on
Monday unanimously passed the measure
by a 7-0 vote, setting it up for a final vote
next Tuesday.
The referendum championed by Mayor
Lenny Curry would extend the Better Jacksonville Plan infrastructure tax after it is
scheduled to expire in 2030.
The revenue would pay down the city’s
more than $2.8 billion worth of unfunded
pension liability.
However, details some council members
are asking for to help sell the plan to voters
remain scant.
For example, council member Tommy
Hazouri wanted to know more about the
financial details and potential savings
between now and when the tax goes into
effect.
Mike Weinstein, Curry’s chief financial
officer, said for now the priority is simply
to have voters pass the extension.
Potential savings can’t be determined
until after collective bargaining with pen-
sion agencies — a step that will take place
if voters pass the measure — and other
topics are simply hypotheticals that could
harm the effort.
Weinstein referred to it as a two-step
process — and he didn’t want to lose the
required first step because of a focus on
the second.
Several council members agreed. John
Crescimbeni called such details “too
squishy at this point” to focus on, while
Lori Boyer later referred to it as “premature.”
Instead, Boyer said, the issue at hand
is the tax extension provides a benefit of
getting the city out of massive pension
debt and takes steps to ensure it doesn’t
happen again.
That locked-in payment method is what
voters should consider, she said, not the
yet-determined savings that could result.
Next year, the city’s pension contribution rises to more than $282 million,
up from $260 million this year. It would
peak out at about $400 million in the next
decade without changes.

Speculation about Scott Firebirds
as running mate increase

Most of the speculation
around Gov. Rick Scott’s political future has centered on a bid
for the U.S. Senate in 2018, when
incumbent Democrat Bill Nelson
will be up for re-election and
facing a Republican-friendly
midterm electorate that helped
Scott win two terms in the governor’s mansion.
But there are also growing
rumors that Scott might be in
the running for a higher-profile
position than taking one of 100
seats in the U.S. Senate — that
he could instead be the running
mate for Donald Trump if the
real-estate mogul clinches the
GOP presidential nomination, as
seems increasingly likely.
Trump
himself
encouraged the rumors when, in an
interview with The New York
Times for a story published this
weekend about a possible vice
presidential selection, “he briefly praised three governors as
possible contenders,” including
Scott.
The other two names Trump
listed were New Jersey Gov.
Chris Christie, one of the first
major Republicans to endorse
Trump, and Ohio Gov. John
Kasich, who’s still running for
president.
Other media outlets have also
contributed to the speculation.
Writing last week on the website of the conservative National
Review, Jim Geraghty said Scott
“might be the most intriguing
choice” for Trump’s running
mate.
“Scott won two exceptionally
nasty, hard-fought gubernatorial races and could lock up the
state for Trump — giving him a
win that John McCain and Mitt
Romney could not achieve,”
Geraghty wrote.
“Scott’s a relatively low-key,
even-tempered figure among
Trump endorsers; he may not
have an overwhelming personality, but he isn’t likely to do
much harm,” he said.
The governor has kept up a
rigorous travel schedule that
would seem aimed at raising his
national profile.
Scott is currently in California,
one of several job-poaching trips
he’s taken to states with Democratic governors.
Over the weekend, he attended the White House Correspondents Dinner, one of the biggest annual social soirees in the
nation’s capital.
But Melissa Sellers, Scott’s former chief of staff and a current
adviser, dismissed the speculation Monday.
“The governor has made it
clear that he has the job he wants
and he won’t leave it,” Sellers
said in an email. “Of course,
he would always be willing to
provide any insights from his
experience in turning around
Florida’s economy.
“Governor Scott is a long-time
friend of Donald Trump’s. They
have known each other in the
business world for many years
— long before the governor first
ran for office in 2010,” she said.
In some ways, an alliance
between the two men would
make sense. Like Trump, Scott
is an outsider businessman who
fought the party establishment
in his first bid for public office.
And since Trump won the
Florida presidential primary on
March 15, Scott has become one
of his stronger supporters —
calling last week for the “Stop
Trump” movement to give up
after Trump swept primaries in
mid-Atlantic states.
There are questions, though,
about how much either man
might be able to help the other.
Scott has long been a divisive
governor in Florida.
In the most recent Quinnipiac

Much of those efforts, she said,
have been investigations instead
of auditing functions and reviewing contracts. The latter two, she
said, tend to help curb expenses.
She said the relative newness
of the office likely has contributed to that, as Cline arrived
with a backlog of investigations
to address.
Cline said Monday he’s focused
on clearing out some investigations and audits his office has
been working on in an attempt
to make sure the next inspector
general comes in with as much of
a clean plate as possible.
Despite the pending departure,
Cline said he is proud of the
work he and his staff have done
and was happy with the people
he’s brought on board.
As for his decision to leave,
he declined to elaborate but said
he’d been considering it for a
while.
He’ll return to Virginia, where
he moved from to take the position.
Cline said people have been
supportive while he was here
and there hasn’t been negativity
about the office.
“Starting a new operation is
always tough,” he said.
Cline was supportive of the
committee’s efforts to come up
with evaluation criteria when the
group met two weeks ago. That
evaluation will be for someone
else, though.
Boyer said her hope is to have
someone in place by Oct. 1 the
start of the fiscal year.
