PRESS RELEASE
The Members of the Board of Education of the North Colonie Central School
District will hold a Budget Committee meeting on Monday, August 31 at 6:00pm to discuss
the tax rate. Board members will be available from 7:00p.m. to 7:15p.m. on Monday,
August 31 to meet informally with interested members of the public, followed by their
Regular Monthly Meeting at 7:15p.m.
This meeting will be held in the Central Office, located at 91 Fiddlers Lane,
Latham, New York.

position as Cafeteria Supervisor at Forts Ferry School effective September 8th, 2015.
I have worked in some aspect of Food Service in North Colonie for approximately twenty
years. During those years I have met many wonderful people that I will surely miss as I
move forward to the next chapter in my life.

Shaker High School, effective August 31, 2015. I have accepted a full-time music
teaching position at Chatham Elementary School.
I greatly appreciate the opportunities I have been given in North Colonie Schools over the
last seven years. Serving as a teacher aide in ASC II classrooms has been a great honor
and I will miss the school very much.

Reclassification in Title
Due to a vacancy in the Maintenance Department, the District has determined the
current title of the FTE does not meet our needs.
With this, we are recommending changing the vacant "Building Maintenance Mechanic"
FTE to a newly created CSEA title of"Groundsman II".
The addition ofthis title to the CSEA non-instructional contract, along with the
corresponding salary schedule, will be outlined in an MOA with the CSEA unit, which
will be placed on an upcoming BOE agenda.

2015-16 Coordinator of Driver Education
We are recommending Mr. Eric Phillips be appointed as Coordinator of Driver
Education for the 2015 - 2016 school year, replacing David Arnone. The annual stipend for
this position is $3,000, which is divided into three sessions of $1,000 each for summer, fall,
and winter /spring. Currently, Mr. Arnone is completing the summer 2015 session and Mr.
Phillips will assume the responsibilities for the fall and winter /spring sessions, at a total
stipend of$2,000 for the remainder of the 2015-2016 school year.
We are also recommending that Mr. Edward Dopp, Coordinator of Continuing
Education, be afforded a 2.0% raise for the 2015-16 school year. An increase of 2.0%
would raise Mr. Dopp's salary from $20,006 to $20,406.
These recommendations will be placed on the August 31, 2015 Board agenda.

Thank you for allowing me to continue as a consultant for the Pupil Personnel Services Department for
the school year 2015-2016. I propose the following:
I will meet with the school psychologists in my office five times during the school year for two-hour
meetings. The psychologists and I will schedule these meetings. The cost for these meetings will be
$400 per meeting, for a total of $2,000.
I will complete psychiatric evaluations for the school district at your request. These evaluations will be
completed in my office. The cost will be $2,250 per evaluation.
As always, I will be available to the school district on an as-needed basis.

WILDWOOD SCHOOL
AGREEMENT FOR SERVICES
2015-2016
AGREEMENT this 27th day of July 2015, by and between Wildwood Programs Inc., located at 2995 Curry
Road Extension, Schenectady, NY 12303, [the "Contractor"] and the North Colonie Central School District,
[the "District"] with its principal place of business located at 445 Watervliet-Shaker Road, Latham, NY. The
District and Contractor shall be referred to collectively as "the Parties."
WHEREAS, the District seeks to place certain resident students with the Contractor based on the Contractor's
representation, following its review of each Student's Individualized Educational Program [IEP] that it has an
opening and can offer those students identified on Appendix "A" a free and appropriate public education
[FAPE], in accordance with the Student's IEP;
WHEREAS, the parties mutually agree to the following terms and conditions governing such placements:
1. Qualifications
The Contractor represents that it possesses and shall maintain throughout the course of this
Agreement the necessary certifications, approvals and licenses to offer the services identified on each
student's IEP.
2. Student Referrals
All student referrals shall be initiated in accordance with the Contractor's referral and admission policy
available through its Admissions Office.
3. Terms The terms of this Agreement shall run from September 9th, 2015 to June 24th, 2016 unless otherwise extended by written agreement. 4. Services
Contractor agrees to perform all services as identified on the most current IEP provided by the District
approved for those students named in Appendix "A", except that the District shall be solely responsible
for each student's round trip transportation to and from Wildwood, which shall be scheduled to provide
timely drop off and pick up in accordance with the student's daily schedule.
5. Independent Contractor
The Contractor shall deliver its services as an independent contractor. As such, neither the Contractor
nor its staff shall be employees of the District and therefore, are not entitled to any benefit plan afforded
to the employees of District, including but not limited to Worker's Compensation, Unemployment
Insurance Benefits, or any other benefits, rights or privileges available to District Employees.
6. Payment
The per student annual tuition shall be the rate approved by the State Education Department [the
Department] for the 2015-2016, ten month school year. Until a final rate is approved, the District shall
make equal monthly payments to the Contractor based on the Department's latest approved rate of
$45,931.00.

Once the prospective rate is approved by the Department, the Parties shall make the necessary
adjustments. Payments shall be due from the District based on the Student's enrollment within 30 days
of its receipt of an invoice from the Contractor.
7. Confidentiality of Records
The Contractor shall maintain student records in accordance with applicable state and federal law and
shall arrange and provide the mandated staff training to ensure full compliance with all applicable state
and federal laws governing the confidentiality and disclosure of student records. All records pertaining
to a student placed by the District, shall be made available to authorized agents of the District, upon
request.
8. Reports Issued by the Contractor
The Contractor shall issue progress reports four times a year for each student listed in Appendix "A"
and shall forward a copy of such reports to the District and to the Parent(s) upon completion.
9. Annual Review and Evaluations
The Contractor agrees to participate in all meetings involving the Student, including the annual review,
upon the District's request. Such participation may be in person or by telephone, at the discretion of the
Contractor. Upon the District's request, the Contractor shall prepare for the District a draft of an
individualized education program for discussion and consideration, at the annual meeting of the
District's Committee or Subcommittee on Special Education. Such request should be made as early as
possible and must be received no later than ten days prior to the scheduled date of the annual review
meeting.
The Contractor shall conduct certain student evaluations and issue reports, as agreed to and upon the
request of the District; and confirmation of receipt of written parental consent where required by law.
Such reports/evaluations shall be forwarded to the Parents and the District upon completion and the
Contractor shall offer to the Parents the opportunity to meet with appropriate staff to discuss the
findings and results.
10. Assignment
The Contractor shall not assign, transfer, convey, or subcontract for any services agreed to
without the prior written consent of the District.
11. Indemnification
The Contractor shall defend, indemnify and hold harmless the District, its employees and agents from
any claims for damages, loss and expenses (including, but not limited to, reasonable attorney's fees)
arising from any negligent act, whether intentional or by omission committed by the Contractor, its
employees and/or its agents.
12. Insurance
The Contractor shall procure and maintain, at no additional cost to the District, general liability
insurance (including application to any claims ofprofessionalliability) in the amount of$1,000,000 and
workmen's' compensation insurance in accordance with New York State Law. The Contractor further
agrees that, prior to commencing work under this Agreement, it shall furnish to the District, a certificate
of insurance that provides for the terms set forth herein and names the District as an additional insured
on it liability insurance. The liability insurance policy held by the Contractor shall include a provision
that requires a minimum of thirty (30) days prior written notice to the District before any terms of the
policy are changed, or the policy is suspended or cancelled.

13. Non-Discrimination Clause
The Contractor represents that it is in full compliance of all state and federal laws governing the civil
rights and protections afforded to individuals in an identified protected class.
14. Termination
This Agreement shall terminate automatically in accordance with its terms, unless extended by written
agreement executed by both parties prior to June 30, 2016. In the event of a material breach of the
terms of this Agreement, the Contractor may terminate this Agreement, upon thirty (30) days written
notice. The District reserves the right to terminate this Agreement at any time, with or without cause,
upon thirty (30) days written notice.
If, at any time, the Contractor notifies the District that it is no longer able to offer an appropriate
program for a Student placed there, the District shall schedule a meeting of the Committee on Special
Education/Subcommittee, to review the Student's program and to consider, whether with additional
supports and/or services the program would be able to meet the Student's needs. In the event the
District's team determines that it needs to consider other placements, the District shall begin the process
of referral to other programs/placements as soon as possible thereafter.
If the Contractor advises the Committee that there is reason to believe a Student is substantially likely to
injure himself/herself or others, and if the Student remains at Wildwood pending a change in placement,
the District shall recommend an interim educational prognim for the student. If the Parent disagrees
with the recommendation and seeks the Student's continued placement at Wildwood during the
pendency of any proceedings, the District shall take expeditious and appropriate action to secure an
Order from a hearing officer or court authorizing the Student's removal from Wildwood in accordance
with its authority under state and federal law and regulation.
15. Governing Law
This Agreement shall be governed by the laws ofthe State ofNew York. In the event a clause in this
Agreement becomes unenforceable, the remaining provisions shall remain in full force.

Pursuant to subdivision 19 of section 3602 of the Education Law, it is the responsibility of each
school district to prepare a district plan, approved by the Board of Education every year.
This document is intended to comply with this requirement and as prescribed, it is presented in
the following manner.
I. Duties and membership list of the Committee on Special Education (CSE) and the
Committee on Preschool Education (CPSE).
II. Appointment of Impartial Hearing Officers.
III. Description of nature and scope of special education programs and services
currently available.

I. DUTIES AND MEMBERSHIP LIST OF THE CSE and CPSE
A. As stated in the North Colonie Administrative Regulations (4132-R.1), the
duties and responsibilities of the District CSE and CPSE are:
1. to meet a minimum of four times a year,
2. to review and evaluate at least annually the status of each pupil within
the district who is designated as disabled,
3. to formally review both short and long-term educational plans for
each designated student,
4. to develop an annual report on the status on each of the disabled
students,
5. to serve as a point of access for parents, teachers and other
concerned individuals,
6. to provide comprehensive placement recommendations on all
disabled children and present them through the Department of Pupil
Services to the Board of Education for approval,
7. to provide a highly public and accessible forum for the dissemination
of information concerning disabled students, and
8. to carry out other related duties.
B. Membership of the Committee: Section 4402 of the Education Law
mandates the inclusion of the committee members; regular education
teacher, special education teacher, parent representation upon request,
administrator of special education, school psychologist, school physician
with 48 hours notice, and parent of the child with special needs and
building principals and deans are invited as needed. For the 2014-2015
school year, members ofthe Committee are:

APPOINTMENT OF IMPARTIAL HEARING OFFICERS
A. The Individuals with Disabilities Education Act (IDEA) and the
Regulations of the Commissioner of Education require each school
district to establish a list of impartial hearing officers who can be called
upon to participate in any due process hearings involving the education of
students with disabilities. While each district's CSE and Board of
Education has responsibility for the placement and programming of these
students, there may be times when serious differences of opinion will
arise between parents and the school system.
B. Either the parent or the school district may request a hearing when one of
several situations arises:
1. 2. When the parent or legal guardian requests a hearing.
To challenge the determination of the chief school officer or his
designee concerning the need for a pre-placement evaluation of the
child.

3. When the parent or guardian wishes to challenge a recommendation of
the CSE.
4. Classify a child as disabled and in need of special education.
5. Make a change in the classification or educational placement of the
child.
6. Recommend continuing the child's educational placement.
7. Recommend a change in the provision of a free, appropriate public
education for the child.
C.
The local school district may request a hearing:
1. To show that its evaluation of a child is appropriate when a parent or
legal guardian disagrees with the local school district's evaluation and
requests an independent evaluation at public expense.
2. To determine whether there is sufficient basis for evaluating a child or
initially placing a child in a special education program when a parent or
legal guardian withholds consent.
D. All hearing officers are identified from a list which is updated throughout the year
by the State Education Department. Each of these individuals has participated in
approved State Education Department training sessions designed to prepare
impartial hearing officers. Because of the strict timing of various parts of the
procedure, it is required that individuals be appointed in advance of any potential
hearing so that the CSE will be able to implement the procedures without
unnecessary delay.
III. DESCRIPTION OF THE NATURE AND SCOPE OF SPECIAL EDUCATION
PROGRAMS AND SERVICES CURRENTLY AVAILABLE
A. North Colonie provides a free and appropriate education for all school age
students, including those identified as disabled. It has been the philosophy of our
District to provide in-district programs whenever possible. In some instances,
however, appropriate programs are available only at the Board of Cooperative
Educational Services (BOCES) or in an approved private school. Placement
occurs after appropriate evaluation, program visitation by our staff, consultation
with parents, approval by the building CSE Sub-Committee, the District CSE and
review by the Board of Education.
B. In-district programs which are sponsored by the Pupil Services Department and
coordinated by our Pupil Services administrators are:
PRESCHOOL
North Colonie Central School District utilizes the State Education Department approved
preschool placements for children identified through Chapter 243 of the laws of 1989 and the
Regulations of the Commissioner, Part 200.20.

ELEMENTARY Primary Special Class Integrated Kindergarten: Pupil Services Developmental Program CPSDP)
There are currently three PSDP classes within the school district. The programs are located at
Southgate, Blue Creek and Boght Hills. The classes are language oriented programs staffed by a
dually certified special/general education teacher. The District practice is to keep the number at
or below seven students per kindergarten class. Related services such as Speech Therapy,
Occupational Therapy, Physical Therapy and Music Therapy are provided either by pushing in
during classroom participation or providing direct service in the therapy room.
Special Class Functional Life Skills: Academic Skills Classroom CASC)
There are three classrooms located at Southgate School. There are two primary classes with
students between the grades K-3 with the intermediate class for students in grades 4-6. These
classrooms have students who have communication and language disorders. Integration into
mainstream classrooms occur when appropriate as noted on a student's Individualized
Education Program (IEP).
Special Class Reading. Math
On occasion students require direct instruction based in reading and/or math due to their current
academic levels. Students who meet this criteria participate in direct instruction by the special
education teacher for reading and/or math.
Special Class Intensive Support: Academic Skills Classroom CASC)
There are three ASC classrooms located at Blue Creek School. The students in these classrooms
exhibit behavioral, cognitive, and/or language disabilities. Two ASC classes are staffed at a
ratio of 8:1:2 and one class is 6:1:4 for students with severe behavior and communication
disorders. Related services are provided in a "push-in" and "pull-out" model. Increased
integration is offered in chronologically age appropriate subjects for both academic instruction
and social integration.
Resource Room: Learning Resource Area (LRA)
Each of our elementary buildings has a resource room program called LRA. This program
provides special education instruction for students who exhibit learning disabilities in the areas
of reading, writing, math or language. Remediation is directed to the student's primary area of
disability (reading, math, language, etc.) and support is provided for mainstream subjects.
In some cases, students with moderate emotional disabilities, visual, speech, orthopedic or other
health impairments are included. Students attending LRA are those who can benefit from at least
60% of their time in the mainstream. The range of student participation is from three hours per
week to 40% of the school day. Students are grouped no more than five at a time for
instructional purposes.

ELEMENTARY AND SECONDARY Related Services
Speech therapists are assigned to our eight buildings and five District of Location (DOL) schools
and are available to provide related services in the areas of speech and language for students with
speech and language disabilities. Therapists also service non-disabled children in a primary
language development program in kindergarten to grade 2. Specific speech deficiencies which
are remediated include but are not limited to: articulation, voice, language, and fluency. The
building CSE Subcommittee and the CSE approve speech and language placements for disabled
students. These groups are limited to no more than five students for instruction.
Related Services in the areas of occupational therapy, physical therapy, counseling, music
therapy, teacher of the visually impaired and others as prescribed by the Commissioner's
Regulations are available as needed and recommended by the CSE Subcommittee and the CSE.
Consultant Teacher Services
Students receiving consultant teacher services are mainstreamed for 100% of the school day.
Direct and/or indirect service is provided by a certified special education teacher. The amount of
service is recommended by the CSE Subcommittee and the CSE in conjunction with parents.
SECONDARY
Special Class Programs
Junior High Special Class Functional Life Skills I High School Special Class Functional Life
Skills Class CASC I)
A special class program is provided for moderately to severely disabled students whose
academic and/or behavioral skill levels are significantly below grade level. Students are
instructed in the academic areas and in daily living skills. The class is provided at both the
junior high and high school. A certified special education teacher, teacher assistant and teacher
aides are assigned, as appropriate. The class size may not exceed 15 children.
At the junior high school, integration occurs in classes such as Technology, Home and Careers,
Art, Music, and Physical Education and in academic classes wherever appropriate. Community
activities and pre-vocational experiences are also an integral part of the program.
The high school program includes a community work experience and integration into general
education classes. Students receive on the job training in local businesses under the supervision
of district staff. Students attending the ASC I program will successfully earn the New York
State Skills & Achievement Commencement Credential (SACC) or Career Development and
Occupational Studies (CDOS) Commencement Credential, unless otherwise noted on the IEP.

Junior High Special Class English
At the junior high, Special Class English is designed for students who are below grade level in
reading and require specialized reading and English instruction to meet their individual needs.
Class sizes are limited to 15 students and instruction is consistent with NYS Standards to prepare
students for high school Regents' exams. This class is taught by a dually certified English and
Special Education teacher.
Junior High Special Class Intensive Support CASC II)
This program is designed for students with challenging behaviors or who are emotionally fragile.
Students receive a structured academic program and are supported in mainstream classrooms by
teacher aides. Enrollment is limited to 15 students (15:1:1). Students receive a structured
academic program leading to a Regents diploma, a local high school, a SACC or a CDOS.
Students are mainstreamed as they demonstrate appropriate self-control and good work habits.
Students receive counseling as indicated on their IEPs.
Senior High Special Class Intensive Support CASC II)
The high school Special Class Academic Skills Class II is a class designed for students with
challenging behaviors or who are emotionally fragile. Students receive a structured academic
program leading to a Regents diploma, a local high school diploma, a SACC or a CDOS.
Students are mainstreamed as they demonstrate appropriate self-control and good work habits.
Students receive counseling as indicated on their IEPs. A certified special education teacher, a
teacher assistant, and teacher aides staff the program. Enrollment is limited to 15 students.
Resource Room: Learning Resource Area (LRA)
At both the junior high and high school, a resource room program, similar in structure to the
elementary LRA program, is available. Total enrollment is limited to 25 students; instruction is
provided for up to five students at a time. Minimum student participation in the LRA is three
hours per week; the maximum is 50% of the school day.
Students participating in this program will receive a Regents diploma or a high school diploma,
depending upon the student's ability.
Goodrich Junior High and High School Alternative Education Program
The Junior High/High School Alternative Education Program is located at the Goodrich School.
The class is designed for students with disabilities who have severe behavioral concerns and
have not met with success in junior high school or the high school special education programs.
The program also acts as a transition placement for students coming from Residential or Day
Treatment Programs. Additionally, students without disabilities recommended by the
Superintendent are also placed in this class. Students receive a structured academic program
leading to a Regents diploma, local high school diploma, a SACC or a CDOS. The focus of the
program is for students to eventually return to one of the two secondary schools. The program is

staffed with 1.5 special education teachers, teacher assistant, one teacher aide, and content area
tutors.
Siena College Transition Program
This program is designed for students who have completed four years of high school
programming and will be receiving a SACC or a CDOS which replace the old IEP diplomas.
Students are selected based on specific criteria including years in the high school program,
academic and behavioral functioning and level of independence. Class size is limited to seven
students with one teacher and two teacher aides. Students receive instruction per their IEP,
participate in on-campus social activities, audit college classes as appropriate, and participate in
job sites.
Job Readiness 18-21 Year Old Program
This program was designed to meet the needs of students who did not meet the Siena College
Transition Program criteria, but need support to help prepare for transition from high school to
the next phase of adult life. Students receive academic instruction, job skills instruction, and
daily living skills training. The school day is designed to replicate a typical adult day at work.
Students in this program will also participate in job sites to practice the skills they learn
throughout the day.

A. Consultant Teacher Services (CTS)
1. To provide support to identified students who are mainstreamed 100% of the
school day through direct and/or indirect services.
2. To assist classroom teachers in the preparation of appropriate education
programs.
3. Coordinate with related service providers as needed.

Resource Room Program (LRA)
1. To support student academic performance in the mainstream classes by
providing individual or small group instruction.
2. To assist students with homework and independent activities which are
assigned in the mainstream classes.
3. To improve basic skills in reading, math, language and communication by
providing supplementary academic activities at the student's instructional
level.
4. To maximize student social/emotional and self-help skills through counseling
as needed.
5. To assist each student in acquiring a Regents diploma, local high school
diploma.
C.
Academic Skills Class Program CASC I & ASC II)
1. To provide instruction in the academic and behavioral areas to maximize a
moderately or severally disabled student's academic potential.
2. To provide instruction in the academic and other related courses to provide a
well rounded education and to meet graduation requirements.
3. To maximize the amount of integration to the greatest extent appropriate, so
that students are educated with their non-disabled peers.
4. To provide appropriate vocational and occupational opportunities to
secondary students.
5. To provide life skills training and awareness in both school and community
settings.
6. To add an ASC program at Southgate to disaggregate the students with Autism
from those with multiple disabilities.
7. Add an additional ASC teacher at the high school to allow for more efficient
grouping of students to improve educational outcomes.
D.
Special Class Integrated Kindergarten Program CPSDP)
1. To provide an integrated program opportunity for kindergarten age children
with moderate to severe disabilities.
2. To maximize student's communication ability through the integration of
speech and language activities in a classroom setting.
3. To maximize each student's social skills through group discussion, and peer
and staff modeling.
4. To provide full day program in which students can maximize academic gains.

E. Alternative Education Program at Goodrich School
1. To meet behavioral and academic goals found in the alternative education
program and the student's individualized educational plan.
2. To develop appropriate social skills that will allow students to eventually
function in a larger school environment.
3. To participate in a district run special education program, which will
eventually lead to placement in less restrictive special education programs at
the high school or junior high school.
4. To learn to follow established daily class routines (i.e. be on time, be prepared
for each class, and complete assignments in a timely manner.)
F. Siena College Transition Program
1. To allow students who would otherwise not be able to attend college to have an
opportunity to have a college experience.
2. To promote the ability to navigate the college campus independently and audit
college classwork and engage in social activities.
3. To develop the skills necessary to prepare for post academic plans that reflect
personal and family goals.
G. Job Readiness 18-21 Year Old Program
1. To provide opportunities for students who do not meet the criteria for the Siena
program to engage in preparation for post high school planning.
2. To provide meaningful opportunities to develop specific job skills based on post
transition goals.
VI. METHOD TO BE USED TO EVALUATE THE EXTENT TO WHICH THE
OBJECTIVES OF THE PROGRAM HAVE BEEN ACHIEVED
A. Each year, an annual report is developed which measures the success of our
special education programs.
B. Parents are contacted and a questionnaire is completed which describes parents'
level of support for the program. Exact enrollments over a three-year period are
analyzed to anticipate the number of staff based on increasing or decreasing
enrollments. The number of students who graduate with Advanced Regents,
Regents and local diplomas are recorded. A summary is completed and areas in
10 need of improvement are cited and included in the annual report from the CSE or
from the Director of Pupil Services.
VII. PROGRAMS AND SPACE PROVISION FOR STUDENTS WITH DISABILITIES
A. Board Policy 4321 addresses the philosophy and procedures for providing
disabled pupils appropriate programs and space as necessary.
B. The CSE has placed 10 students with disabilities in outside of district programs.
Four students attend a BOCES program and six students attend a day treatment
program. There is one students attending residential program. One student has
been court placed in an out of state residential facility.
C. Discussion with officials from the Capital District BOCES indicates that over the
years, North Colonie Central Schools has indeed provided proportionately a fair
and equitable number of classrooms for BOCES programs. Currently there is one
classroom in the District allocated for BOCES. The class is located at Forts Ferry
Elementary School. A total of six non-district students attend the BOCES class.
Furthermore, on an annual basis, a review of space utilization is completed by
each North Colonie building principal.
VIII. ESTIMATED BUDGET TO SUPPORT PROGRAMS FOR THE DISABLED
The annual budget for support of programs for students with disabilities for 2014-15 is
$14,075,307.
VI. DATE UPON WHICH THE PLAN IS TO BE ADOPTED BY THE BOARD OF

At its August 13, 2015 Budget Meeting, the Board met to discuss the proposed 2015-16
tax rate, given final 2015 assessments and the new property tax levy cap. The tax levy for
the 2015-2016 school year will be set at $78,567,585.00. Given this conversation, and
updated information received from the Town of Colonie, the property tax rate for 2015­
2016 will be: $25.035120.
It is recommended the Board approve of this tax levy.
A resolution which would
accomplish this is noted below:
Resolved:
that the tax levy for the 2015-16 school year be set at
$78,567,585.00 which will result in a tax rate of $25.035120 per
thousand dollars of assessed valuation, that the school taxes be extended
against the taxable property within the District and levied; and further
that the President of the Board of Education be hereby authorized and
directed to execute the proper tax warrant to the tax list.

08-26-15 MEMORANDUM OF AGREEMENT By and Between North Colonie Central School District and The Civil Service Employees Association, Inc., Loca/1000, AFSCME, AFL-CIO North Colonie Central School District Non-Instructional Unit The North Colonie Central School District ("District") and the Civil Service Employees
Association, Inc., AFSCME Local 1000, AFL-CIO ("CSEA") are signatories to a Collective
Bargaining Agreement; and
WHEREAS, CSEA represents personnel working in non-instructional job titles for the
District; and
WHEREAS, CSEA represents the Groundsman I job title, which works twelve (12)
months a year I eight (8) hours a day.
WHEREAS, the District and CSEA wish to add a new job title Groundsman II to the
bargaining unit and negotiate certain terms for the contract title.
NOW, as and for a Memorandum of Agreement, the parties hereto agree as follows:
1. The Groundsman II contract title shall be added to "The Chart."
2. The Groundsman II contract title shall be allocated to the same salary line
throughout "The Chart" as the Building Maintenance Helper.
3. The Groundsman II shall be employed as a twelve (12) month position, and shall
work an eight (8) hour day.

Dear Mr. Murphy:
I am writing to make you aware of the unselfish actions of one of your students.
Our church offered a blood drive through the American Red Cross on July 23rd.
One of the donors was a Mr. Caleb Smith, who attends yohr school.
Caleb had been camping at a nearby campground with his family when he saw our
drive advertised. His mom signed the permission slip and Caleb proceeded to make
a donation. It is wonderful, and such a lesson for young and old alike in regards to
the perpetual need for blood, that a young man would give up time on his vacation
to do this.
It is my understanding that this was the third donation that Caleb has made and he
is still only 16 years of age! How impressive is that?
As a retired teacher, I know the importance of recognizing young people for
accomplishments they have actually done. I hope there is some way your school
could do that for Caleb. I don't know ifthey have to have hours of community
service recorded before graduation but if so, he donated about one and a half hours
in order to do the paperwork, wait, and the donation.
I remain thankful to the Calebs of this country and wish him and those like him
well in their future endeavors. Caleb did your school proud!

Dear Ms. Skeals,
For a year now, Vedrana Kalas has been instrumental, along with Lisa Koons, in initiating an English tutoring program for
adults at Calvary United Methodist Church. Through my duties as a building assistant, I witnessed a growing need for
these services in our district families. The tutoring program is conducted in conjunction with Literacy Volunteers of the
Greater Capital Region and Calvary's United Methodist Women and Church, Society and Missions Committee. We
provide small group, tutoring and citizenship test review free of charge to adults in the Latham area. Our tutors meet once
a week with students, at a mutually convenient time, for 1 - 3 hours, in public places, including the town library and our
church. Many of our students are family members of North Colonie students. The adult students do not need to attend
our church, and we welcome people of any faith, creed, color or nationality . Please consider us as a resource for your
families, and we would be happy to work with the district in supporting these families. We would be happy to support the
district in meeting any requirements established by the New York State Department of Education.
