SECTION 1: EXECUTIVE SUMMARY
DESCRIPTION, BACKGROUND & PURPOSE
Events will take place in Adams County from June 28, 2013 through July 7, 2013 to
commemorate 150th anniversary of the Battle of Gettysburg. Attendance will vary over each of
the days based on scheduled events, the day of the week and weather. This document has
been prepared to identify and evaluate potential transportation management strategies that
could be implemented to reduce the anticipated congestion and work to avoid gridlock
conditions. It is important to note that the strategies present herein are recommendations and
given the compressed time frame allotted to developing this Transportation Management Plan
(TMP), will require immediate follow-up, additional planning and coordination by the 150th
Committee and the array of stakeholders during the weeks leading up to the commemoration.
KEY STAKEHOLDERS
The CVB website (www.gettysburgcivilwar150.com) provides a listing of the various events
occurring each day. With the size and scope of an event with such historical significance, there
are numerous stakeholders involved. The majority of stakeholders are represented within the
Civil War 150th Steering Committee which includes county and municipal leaders, event
sponsors and organizers, area education leaders, transportation and transit providers as well as
non-profit organizations all participating in various planning and implementation efforts
necessary to conduct the 150th Anniversary. Another important partner to be engaged by the
150th Committee is the Pennsylvania Department of Transportation (PennDOT). More
specifically, the District 8-0 Traffic Unit, Traffic Management Center (TMC) and Adams County
Maintenance Office will be an important resource to assist with congestion management.
Close collaboration with PennDOT will be required for approval and implementation of many
TMP transportation strategies being recommended.
EXISTING TRANSPORTATION ROADWAY NETWORK AND RESOURCES
US 15, Business US 15, US 30, PA 97 (Baltimore Pike), PA 116 (Hanover Rd), PA 134 (Taneytown
Rd), PA 394 and PA 234 are the more utilized roadways in the Gettysburg area. US 15 is a fourlane limited access facility; other roads are two-way, two-lane arterial roads, with the exception
of US 30 to the east, which widens to four lanes thru the US 15 interchange. Numerous
intersections also play a vital role in managing traffic in and around Gettysburg.

Among the Review of the area roadway network, traffic volume data and existing roadway
capacities were examined to estimate where event traffic would be arriving from/departing to
and generally assess what roadways might have available capacity and potentially handle more
event traffic.
Other current transportation resources integral to managing the expected increase in traffic
during the 150th Commemoration include:
Transit Service – York Adams Transit Authority (rabbittransit) operates the Freedom Transit
service in the Gettysburg area, which consists of three (3) routes (Blue Line, Gray Line and
Lincoln Line).
Existing ITS System – PennDOT’s ITS system in the Gettysburg area currently includes CCTV
cameras and Dynamic Message Signs (DMS) as follows:

PA 97 at Bus. US 15 (Steinwehr Avenue)
US 30 at West Street
DMS Locations:
US 15 Southbound (north of PA 234)

Also, the GNMP and the Gettysburg Foundation in cooperation with rabbittransit and PennDOT
have installed a dynamic parking management system at the Visitor Center. This parking
management system consists of:
 Vehicle detectors at the three (3) Visitor Center parking lots.
 DMS on US 15 approaching the PA 97 interchange and on SB PA 97 at the visitor center
entrance.

Parking – Public parking garage in Downtown Gettysburg with a capacity of 350-spaces (located
on Racehorse Alley near Lincoln Square). Metered, on-street parking is provided on most
roadways in downtown Gettysburg.
PLANNED EVENTS
The CVB has gathered information of all scheduled events and has developed a calendar on its
website, listing the events by day, showing a range of 20 to over 35 events each day.
For this TMP, several larger target events were identified:








TRAFFIC MANAGEMENT STRATEGIES
Accurately predicting or estimating the traffic generated during the commemoration is difficult
and is subject to many factors. Transportation management strategies are recommended
where opportunities appear feasible and will invariably require immediate coordination and
cooperation among numerous stakeholders to be ready for the 10-day 150th Anniversary.
A primary traffic management strategy involves utilizing satellite parking areas to “capture”
event vehicular traffic and providing increased transit service/coverage from the satellite
parking areas to Gettysburg and the GNMP.
Specific traffic management strategies are:





Diversion of Regional Traffic – suggested use of DMS/PCMS to alert and encourage
motorists to use alternate routes to divert pass thru vehicles from the downtown core.
Parking Management for Targeted Events – three-pronged approach (a) satellite
parking areas, (b) DMS/PCMS to direct incoming motorists, and (c) transit service
between the satellite parking areas and the events.
Increased and Additional Transit/Shuttle Service – decrease headways of existing
transit system and supplement/provide independent shuttles.
ITS – PennDOT TMC; Portable HAR; DMS/PCMS; 511PA Traveler Info.
Temporary traffic control modifications – additional signing and/or pavement markings
for safety and/or operational improvements; re-route traffic to separate and reduce
heavy traffic at Lincoln Square; modify traffic operations at parking lot entrances/exits;
restrict on-street parking to provide additional capacity after large event conclusion;

provide trained personnel to control intersection traffic and manage crosswalks; and
install temporary trailblazer signing to assist unfamiliar motorists.
PUBLIC AND VISITOR INFORMATION PLAN
Communicating updated and accurate information to the public will be vitally important for the
timely dissemination of updated information, using: internet; DMS/PCMS; HAR; 511 Traveler
Info; social media, smartphone applications; and local radio will be essential.
Communication/coordination with various groups and agencies is imperative, including
Gettysburg Borough and the surrounding municipalities, County departments, PennDOT and
the Pennsylvania Turnpike. A Key Stakeholder Contact list has been developed for utilization as
needed during the 10-day event.

SECTION 2: DESCRIPTION, BACKGROUND & PURPOSE
For the 150th anniversary of the Civil War Battle of Gettysburg a commemoration of events in
Adams County will take place from June 28, 2013 through July 7, 2013 at various locations in
and around the Borough of Gettysburg, the Gettysburg National Military Park and the
surrounding townships.
Attendance at these events will vary over each of the days. It is likely that weather will be a
factor affecting attendance, as many of the events will take place outdoors. However, it is
certain that this area will experience a significant increase in the number of visitors over this
10-day period, which translates into a significant increase in the number of vehicles on the
surrounding roadway network.
Downtown Gettysburg and the roadway network in the vicinity of the Gettysburg National
Military Park regularly experiences congestion during average tourist weekend. With the
anticipated increase in visitors (i.e., vehicles) during the 10-day commemoration, these
conditions are only expected to be exacerbated. Thus, this document has been prepared to
identify and evaluate potential transportation management strategies that could be
implemented in an effort to reduce the anticipated congestion and hopefully avoid gridlock
conditions.

SECTION 3: KEY STAKEHOLDERS
Over the 10-day commemoration, multiple planned events will take place each day at various
locations in and surrounding the Gettysburg National Military Park (GNMP). Many of these
events are private events that are being planned and organized by independent groups, not
affiliated with the GNMP or the Gettysburg Foundation. The Convention and Visitors Bureau
(CVB) of Gettysburg and Main Street Gettysburg have worked to spearhead the coordination of
the various groups and events. The CVB website (www.gettysburgcivilwar150.com) provides a
listing of the various events occurring each day. With the size and scope of an event with such
historical significance, there are numerous stakeholders involved most of whom are
represented on the 150th Steering Committee.
A. 150th Steering Committee
Consist of various groups, municipalities and agencies with a vested interest in the 150 th
Commemoration. This committee includes county and municipal leaders, event
sponsors and organizers, area education leaders, transportation and transit providers as
well as non-profit organizations all participating in various planning and implementation
efforts necessary to conduct the 150th Anniversary. A complete list of committee
members is provided in Appendix A.
B. Local Municipalities
As previously noted, the planned events are being held in various locations in and
around the GNMP including Gettysburg Borough and Cumberland Township. Municipal
stakeholders include Adams County and the following municipalities:





Gettysburg Borough
Cumberland Township
Straban Township
Mount Joy Township
Freedom Township
Continued coordination, communication and cooperation among all of these
municipalities will be vital for the effective and successful implementation of the
transportation management strategies defined in this document. This is discussed in
further detail in the following sections.
C. Pennsylvania Department of Transportation (PennDOT) District 8-0
Much of the roadway network surrounding the GNMP consists of state routes (SRs),
facilities owned and maintained by the Pennsylvania Department of Transportation
(PennDOT). Adams County is included in PennDOT District 8-0. Active engagement,
coordination and close collaboration with PennDOT will be required for approval and

The PennDOT District 8-0 Traffic Unit operates a regional Traffic Management Center
(TMC) from its Harrisburg location on Herr Street. This TMC is staffed on a 24/7 basis.
The TMC monitors traffic conditions across the District, coordinates construction
activities, disseminates traveler information via the existing ITS system and responds to
incidents.

A. Roadway Network Facilities & Key Intersections
Figure 4-1 shows the existing Gettysburg regional roadway network. A brief description
of some of the key roadways and intersections is provided below.
Roadways
US 15 is a north-south roadway providing access from Frederick, MD to the south and
Harrisburg, PA to the north. It is a four-lane, limited access facility from the MD state
line to Dillsburg that provides a north-south bypass around the east side of Gettysburg.
Interchange access is provided at the following roadways in the vicinity of Gettysburg:

US 30 (Lincoln Highway) and Business US Route 15: One of the key intersections is the
traffic circle at Lincoln Square in the heart of downtown Gettysburg, with all main roads
“feeding” into it. PA 116 is also a dual designated for one block of US Bus 15, through
the circle and continuing along two blocks of US 30 before separating. The circle is
heavily traveled and traffic generally moves very slowly, partly because of the on-street
parking that is present within the footprint of the circle on all four quadrants.
US 30 (Lincoln Highway) and Springs Ave/West St: Signalized intersection west of
Lincoln Square where US 30 turns as it enters/exits the borough.
US 30 (Lincoln Highway) and Washington St: Signalized intersection one block west of
Lincoln Square. This intersection acts as a meter for vehicles entering the circle on US
30 heading eastbound.
US 30 (Lincoln Highway) and Stratton St: Signalized intersection one block east of
Lincoln Square. This intersection acts as a meter for vehicles entering the circle on US
30 heading westbound.
US 30 (Lincoln Highway) and Hanover St/Liberty St: Signalized intersection east of
Lincoln Square where US 30 turns as it enters/exits the borough. Liberty Street connects
to Lefever Street, which is the access road through the Gettysburg Middle and
Elementary Schools.
Business US 15 and Middle St (PA 116): Signalized intersection one block south of
Lincoln Square. This intersection acts as a meter for vehicles entering the circle on US
Bus 15 heading northbound.
W Middle St (PA 116) and S Washington St: Signalized intersection that is along a route
designated for use by the National Park Service. The intersection is used daily by
patrons following a self-guided auto tour of the battlefield, vehicles leaving the National
Park travel north on S Washington Street and then turn left on to W Middle Street.
Also, during the 150th celebration, National Park Service shuttle busses will be traveling
through this intersection while visiting the major battle engagements on Day 1 (July 1 st)
and Day 3 (July 3rd).
W Middle St (PA 116) and Seminary Ridge Ave/W Confederate Ave: Signalized
intersection that is along a route designated for use by the National Park Service.
Vehicles will actually travel through this intersection twice while following a self-guided
auto tour of the battlefield. Also, during the 150 th celebration, National Park Service
shuttle busses will be traveling through this intersection while visiting the major battle
engagements on Day 1 (July 1st) and Day 3 (July 3rd).

Business US 15 and S Washington St (PA 134): Signalized intersection that is along a
route designated for use by the National Park Service. The intersection is used daily by
patrons following a self-guided auto tour of the battlefield. Also, during the 150 th
celebration, National Park Service shuttle busses will be traveling through this
intersection while visiting the major battle engagements on Day 3 (July 3rd).
Business US 15 and Baltimore Pike: Signalized intersection that acts as a funnel for the
three main routes heading north into the borough. Traffic from Bus US 15, PA 134 and
PA 97 (Baltimore Pike) travel through this intersection.
B. Traffic Volumes & Roadway Capacities
Traffic volume data from the PennDOT iTMS website was utilized to examine existing
traffic volumes (average daily traffic and typical peak hour traffic) on the Gettysburg
area roadway network. This data was used to estimate where event traffic would be
arriving from/departing to and to estimate what roadways might have available capacity
and potentially handle more event traffic. Existing traffic volumes and available
capacities for a typical weekday peak is shown in Figure 4-3.
C. Transit Service
York Adams Transit Authority (rabbittransit) operates the Freedom Transit service in the
Gettysburg area. This service consists of three (3) routes (Blue Line, Gray Line and
Lincoln Line). These routes are illustrated in Figure 4-4 and described below.



Blue Line – provides transit service for the west side of Gettysburg (PA 116 and
US 30) to the downtown Gettysburg Transfer Station.
Gray Line – provides transit service for the east side of Gettysburg (US 30) to the
downtown Gettysburg Transfer Station, as well as Gettysburg College.

ii. Gettysburg National Military Park Visitor Center Parking Lot
The GNMP and the Gettysburg Foundation in cooperation with rabbittransit and
PennDOT have installed a dynamic parking management system at the Visitor
Center. This parking management system monitors real-time parking conditions at
the three (3) parking lots at the Visitor Center for disseminating information to
motorists and Freedom Transit bus operators entering the visitor center, as well as
motorists on US 15 approaching the PA 97 interchange.
The parking management system consists of vehicle loop detectors at each parking
lot driveway access and dynamic message signs (DMS) located on the visitor center
driveway access. The loop detectors count the number of vehicles entering and
exiting the parking lots; this information is provided to NPS operators at the Visitor
Center. The GNMP operators monitor conditions at the parking lots and activate
appropriate pre-programmed messages for display on electronic dynamic message
signs (DMS) located throughout the visitor center to notify visitors when parking lots
are full and direct them to areas with available parking. When the three parking lots
at the visitor center are full, a DMS located on southbound PA 97 near the visitor
center entrance will direct visitors to park at the Outlet Shoppes (located on PA 97 at
the US 15 interchange) and take transit to the visitor center.
In addition, there are DMS located on US 15 in advance of the PA 97 exit. The GNMP
operators can activate these DMS as needed to display visitor center parking
condition information to motorists on US 15 to “capture” them and direct them to
the Outlets in an effort to minimize congestion at the visitor center and surrounding
roadways.
The existing permanent DMS on PA 97 and US 15 are also shown on Figure 4-5.

E. Parking
i.
Off-Street
There is a parking garage in downtown Gettysburg with a capacity of approximately
350 parking spaces. This facility is located just north of Lincoln Square with ingress
and egress access from Racehorse Alley. All traffic exiting the garage must head east
on Racehorse Alley toward North Stratton Street.
ii. On-Street
Metered on-street parking is provided on most roadways in downtown Gettysburg,
including US 30, PA 116 (Middle Street), Business US 15 and Washington Street. All
of these roads are two-way roadways with one lane in each direction. The required
parking maneuvers of pulling into and out of these parallel parking spaces impacts
the movement of traffic on these roads and adds significantly to the congestion that
regularly occurs during peak tourist times.

SECTION 5: PLANNED EVENTS
A. Calendar of Events
The National Park Service (NPS) has several events occurring throughout the 10-day
commemoration. These events are listed on the park service’s website for the GNMP.
Other events independent of the NPS events are also taking place in and around
Gettysburg. The CVB has gathered information of all anticipated scheduled events and
has developed a calendar on its website (www.gettysburgcivilwar150.com), listing the
events by day.
The CVB website shows a range of events of 20 to over 35 each day. Therefore, the
number of visitors will vary by day, depending on the number of events, as well as other
factors, including weather.
This TMP focused on several larger target events identified below. See Figure 5-1 at the
end of this section for the approximate locations of the target events.
B. Targeted Events
i.
1st Reenactment (June 27th thru June 30th)
This event is being organized by the Blue-Gray Alliance and will take place south of
downtown Gettysburg in Freedom Township near the intersection of Pumping
Station Road and Bullfrog Road. It is estimated that over 7,000 reenactors will
participate at this site and the number of spectators is estimated to be several
thousand people. On June 27th & June 28th activities will only involve the reenactors
performing “practice runs” of the battle(s) with the general public not invited; the
actual reenactments will occur on June 29th and 30th. Therefore, the largest crowds
are expected on June 29th and 30th.
This group has developed a transportation plan of its own, which has been approved
by Freedom Township. This plan includes a traffic control plan consisting of:


Intersection traffic control - will be provided by Flagger Force (area traffic
control provider) personnel at key local road intersections to direct traffic
along Pumping Station Road from Emmitsburg Road to Bullfrog Road and at
the intersection of Emmitsburg Road / Bullfrog Road.
Static signing (directional and informational) – will be located on Pumping
Station Road from Emmitsburg Road to Bullfrog Road; on Emmitsburg Road
at its intersection with Pumping Station Road and also at the US 15
Interchange ramps and Bullfrog Road; on Bullfrog Road from Emmitsburg
Road to Pumping Station Road.

Appendix E.
ii. Commemoration Ceremony (June 30th)
This is a free event being sponsored by GNMP and Gettysburg Foundation and will
take place outdoors at the visitor overflow parking lot on Taneytown Road (PA 134)
near Meade’s Headquarters. It is scheduled to begin with a musical prelude at
7:30pm by the United States Military Academy Orchestra followed by well-known
country music singer Trace Adkins signing the Star Spangled Banner. A keynote
address and readings of eyewitness accounts will then take place. A procession will
then take place across Taneytown Road (PA 134) to the Soldiers’ National Cemetery,
concluding at 10:30pm.
iii. Daniel Lady Farm (June 28th thru July 7th)
This is a free event with activities occurring daily from June 28th thru July 7th at the
farm. The site is owned by the Gettysburg Battlefield Preservation Association and is
located about one mile outside Gettysburg heading southeast on Hanover Road (PA
116). Their first major event at the house will be a medical living history week and
re-enactment during the 150th Commemoration of the Battle of Gettysburg. For
nine days about 60 tents will be set up across the property showcasing medical
procedures from the time period. The 2nd Florida Volunteer Infantry will portray
the march of troops to the farm, bringing ambulatory wounded soldiers for
treatment by surgeons’ medical procedures. During the re-enactment, visitors will
be permitted to wander on the grounds freely, exploring the history of the site.
iv. Seminary Ridge Museum Grand Opening (July 1st)
The Gettysburg Seminary Ridge Museum opens to the public July 1, 2013. The
museum will host events from June 29th through July 7th. The grand opening (starts
at 10am on July 1st at the museum on Seminary Ridge Road), coupled with a
scheduled march of soldiers that will end at the museum, is expected to draw the
largest crowds.
v. Parade (July 3rd)
A parade will take place on Wednesday, July 3rd at 7:00pm. The parade marchers
will start on Lefever Street at the Middle and Elementary School and will proceed on
Lefever Street to Middle Street; turn left onto Middle Street heading west to
Baltimore Street (Business US 15); turn left onto Baltimore Street (Business US 15)
heading south to Steinwehr Avenue (Business US 15) and ending in the vicinity of the
General Pickett’s Buffet.
vi. Pickett’s Charge Commemorative March (July 3rd)
This event is a NPS scheduled event that will take place between 3:00pm and
4:30pm on Wednesday July 3rd on the GNMP grounds between Seminary Ridge and

Cemetery Ridge. NPS Rangers will lead groups representing each of the Confederate
assaulting brigades and also will assemble groups where men of three Union
divisions awaited the attack.
NPS Rangers will be stationed on Emmittsburg Road (Business US 15) and will
temporarily close Emmittsburg Road to facilitate the crossing of the groups.
vii. 2nd Reenactment (July 4th thru July 7th)
This event will take place north of downtown Gettysburg in Straban and Cumberland
Townships on Table Rock Road (SR 3019) near Miller Road/Good Intent Road. It is
estimated that approximately 9,500 reenactors will participate in this event and the
number of spectators is estimated to be several thousand people. July 4th and 5th
will involve reenactors performing “practice runs” of the battle(s) and the actual
reenactments will occur on July 6th and 7th. Therefore, the largest crowds are
expected on July 6th and 7th.
Two battle reenactments will take place on each of these days; one starting at 11am
and the other starting at 6:00pm. The battle will last approximately 1 hour, and as is
typical following an event, it is anticipated that immediately following the conclusion
of the 6:00pm battle (approximately 7:00pm), traffic will be the heaviest.
The organizers of this event have contacted and coordinated with the local
municipalities and PennDOT. New Cumberland police with be stationed at key
locations on Table Rock Road to direct traffic leaving the event. In addition, parking
directors and hired security will be present for the event.
C. Estimated Event-Generated Traffic and Distribution on Roadway
Network
It is difficult to accurately estimate the number of visitors to most of the events since
most of the GNMP/NPS events are free. As previously noted, the number of visitors will
vary by day, depending on the number of events, as well as other factors, including
weather.
Existing traffic volumes were examined and used to estimate anticipated planning level
origins and destination patterns (e.g. what roads would visitors use to get to an event).
This trip distribution is depicted on Figure 5-2.
Since the reenactment events are estimated to have the largest number of people
attend, event-generated traffic estimates were developed for the 2nd Reenactment
using the following assumptions:

mode share rate of three occupants per vehicle;

event traffic would be spread over two hours prior to an event and one hour
following an event;
Event traffic was distributed on the regional network based on the trip
distribution shown in Figure 5-2.
The resulting event-generated peak hour arrival traffic volumes (pre-event) and
departure traffic volumes (post-event) are shown in Figure 5-3 and Figure 5-4,
respectively.

SECTION 6: TRAFFIC MANAGEMENT STRATEGIES
This section contains discussion of the thought process used in identifying and developing
applicable transportation management strategies to manage traffic, parking and pedestrians
during this 10-day event, with an emphasis on the targeted events noted in the previous
section.
These strategies are recommendations and given the compressed time frame allotted to
developing this TMP, will require immediate follow-up, additional planning and coordination by
the 150th Committee and the array of key stakeholders during the weeks leading up to the
commemoration.
A summary of the traffic management strategies discussed below, including estimated staffing
needs, resources and materials and duration is provided at the end of Section 6.
A. General Overview
Regardless of what traffic management strategies are implemented, due to the
anticipated increase in vehicular and pedestrian traffic during this event, traffic
congestion will occur on the downtown roadways, as well as the roadways adjacent to
the GNMP and to the reenactment sites. The emphasis of this plan is to reduce
unnecessary and nonessential vehicle volumes and vehicle trips into and through the
area and to provide access management to best facilitate vehicle ingress and egress to
and from Gettysburg and surrounding event locations. The underlying aim is to help
enhance the visitor’s experience by using traffic and parking management measures to
better mitigate expected heavy traffic congestion at peak event times and improve
access for drivers, pedestrians and transit riders alike to area events and downtown
Gettysburg.
It should be noted that accurately predicting or estimating the traffic generated during
the commemoration is difficult and is subject to many factors. The below outlined
transportation management strategies are recommended where opportunities appear
feasible but will invariably require immediate coordination and cooperation among
numerous stakeholders to be ready for the 10-day 150th Anniversary.
With this in mind, the main traffic management strategy involves:

Utilizing satellite parking areas to “capture” event vehicular traffic and providing
increased transit service/coverage from the satellite parking areas to Gettysburg
and the GNMP.
Other traffic management strategies have been investigated / considered to achieve the
following concepts / objectives:

Alert regional traffic about Gettysburg events, to encourage this traffic to
consider alternate routes to divert from entering the downtown core.
Provide signing at key locations to direct traffic to satellite parking areas.
Identify traffic control modifications to facilitate movement of traffic from
parking lots following target events. (traffic leaving parking lots and downtown)
Provide wayfinding signing to key downtown parking lots (Racehorse Alley
parking garage; middle/elementary school.)
Provide trailblazer signing at satellite lot exits to direct motorists to US 15.
Manage vehicular traffic flow by managing un-signalized pedestrian crossings.
Specific traffic management strategies are discussed in detail below.
B. Diversion of Regional Traffic
US 15 provides a north-south bypass around the eastern side of Gettysburg.
Unfortunately there is no such direct bypass roadway to the north or south of
Gettysburg to keep regional east-west traffic from having to go through downtown
Gettysburg.
As an example, a combination of several state routes could be used by east-west
regional traffic (except tractor trailer trucks) in-lieu of US 30 to bypass downtown
Gettysburg; these routes would include PA 234, PA 394, SR 3011 (Cashtown Road) and
SR 3017 (Mummasburg Road). Figure 6-1 shows a color-coded map of these routes.
i. Proposed Signing/PCMS Locations & Messages:
It is suggested that the PennDOT permanent DMS and a Portable Changeable
Message Sign (PCMS) be used in each direction on US 15 and on US 30 to alert and
encourage motorists not going to commemoration events to use alternate routes.
These would include the following signs and locations:




Permanent PennDOT DMS (3-line, 12-characters per line) on southbound US
15, north of PA 234;
Permanent PennDOT DMS (3-line, 12-characters per line) on northbound US
15, just north of the MD state line;
Permanent PennDOT DMS (2-line, 12-characters per line) on westbound US
30, just east of the US 15 interchange; and
Temporary PCMS (3-line, 8-characters per line) on eastbound US 30, west of
SR 3011 (Cashtown Road).

ii. Estimated Staffing & Resource Needs for Implementation:
The location of the PCMS on eastbound US 30, the use of the PennDOT permanent
DMS’s on US 15 and the PCMS/DMS messages to be displayed require PennDOT
District approval. Thru on-going coordination with PennDOT District 8-0 Traffic Unit
and PennDOT Adams County Maintenance staff in preparing this TMP, PennDOT has
noted its willingness to consider utilization of the permanent DMS and placing
PCMS. (Note that in the event of an emergency, PennDOT may need to change the
message on the permanent DMS.) Since the permanent DMS are remotely
controlled by the TMC, PennDOT will need to implement display of the messages
and will need to pre-program the messages in its sign library prior to the 150th event.
Coordination will be needed with PennDOT Adams County Maintenance for the
installation and message programming for the temporary PCMS on EB US 30 west of
Cashtown Road.
iii. Required Coordination/Approval:
Continued coordination and close collaboration with PennDOT District 8-0 Traffic
Unit and the Adams County Maintenance office will be needed for approval of any
event specific DMS/PCMS messages, programming of the DMS/PCMS, installation of
the PCMS prior to the start of the event, maintenance during the 10-day event, and
retrieval of the PCMS following the event.
C. Parking Management for Targeted Events
Other than the two battle reenactments, most events will take place in and around
downtown Gettysburg and the GNMP. Therefore, a parking management strategy has
been defined in an effort to reduce the downtown parking demand, which is comprised
of a three-pronged approach to maximize its effectiveness: (a) satellite parking areas,
(b) DMS/PCMS to provide accurate information to incoming motorists, and (c) transit
service between the satellite parking areas and the events. Each of these elements is
discussed in more detail below.
i. Satellite Park and Ride Lots:
The following four (4) satellite parking areas have been identified:
a. Harrisburg Area Community College-Gettysburg Campus (HACC) – located on
the north side of Gettysburg on Business US 15 (Old Harrisburg Road). It is
estimated that approximately 300 parking spaces will be available on the paved
surface lots adjacent to the HACC campus buildings at this location. On June
29th, this location will be utilized by the Sons of the Union Veterans of the Civil
War, with shuttle service running between this location and The Peace Light
Memorial.

b. Gateway Gettysburg – located east of Gettysburg on US 30 just east of the US 15
Interchange. It is estimated that approximately 250 parking spaces in a paved lot
adjacent to the cinemas will be available at this location.
c. Outlet Shoppes – located at the US 15/PA 97 Interchange southeast of
downtown Gettysburg. This satellite lot is located closest to the GNMP Visitor
Center. As previously noted, the GNMP has installed DMS in both directions on
US 15 approaching this interchange. When the GNMP visitor lots fill, messages
on these DMS are activated to direct GNMP visitors to park at the Outlet
Shoppes and take shuttle service. It is estimated that approximately 175 parking
spaces will be available at this location.
d. Eisenhower Hotel & Conference Center (All Star Complex) – located south of
downtown Gettysburg and the GNMP on Business US 15 (Emmitsburg Road). It
is estimated that approximately 600 parking spaces are available at this location
at an existing paved surface lot.
Providing clearly marked and recognizable wayfinding signing beyond US 15 to
satellite parking areas will be important as most of the traffic during this event will
not be familiar with the area. As previously discussed, PCMS will be utilized to
“capture” and direct traffic on the main routes (US 15, US 30 and PA 97). There are
not enough PCMS resources available to effectively direct traffic to the satellite
parking areas once they have exited US 15.
Therefore, static satellite parking lot wayfinding signing will need to be installed
on-site, along the main roads at the satellite lot locations and as needed on
intersecting roadways to effectively direct unfamiliar motorists.
The graphic to the right provides a recommended layout
for the satellite parking wayfinding signs. (The directional
arrow would be oriented accordingly.)
Figures showing a layout of each of the proposed satellite
parking area have been prepared and are attached in
Appendix B. Details depicted on these figures include:

In addition, the Gettysburg High School is located on Business US 15 approximately
one-mile north of HACC; the estimated available parking capacity at this location is
300 spaces or more. Through recent discussions between Main Street Gettysburg
and the Gettysburg School District, use of the high school lot during the 10-day
event has been approved by the school district. Due to its close proximity to the 2 nd
Reenactment site, the high school parking lot is planned to be used as a remote
parking area during the 2nd Reenactment activities with a shuttle service provided by
the Gettysburg 150th Committee (independent of Freedom Transit) to transport
visitors from the high school to the battle reenactment site. Current plans include
Freedom Transit modifying its Gray Line Route to extend north on Business US 15 to
the high school only during this 2-day reenactment.
Also, it is possible the high school location could be needed on June 29 th when HACC
is being used by the Sons of the Union Veterans of the Civil War. Therefore, as a
contingency plan, the Gettysburg High School may be needed for an additional
satellite parking area. A figure showing the layout of the high school as a satellite
parking area is also contained in Appendix B. The wayfinding signs shown in this
figure should be covered until the lot is officially opened as an active satellite lot.
In general, it is suggested that parking activity at the satellite lots be closely
monitored, and if found to be needed to better satisfy demand, then the Gettysburg
High School be designated as a satellite parking area to supplement HACC. Freedom
Transit would then implement a modified Gray Line transit route (extending north
on Business US 15) to service the high school location. If the HACC satellite parking
is filled, the parking attendant(s) would need to close HACC and direct motorist to
the high school. Opening the high school lot as an active satellite parking lot will not
require any changes to any DMS/PCMS boards. The static “150th Event - Parking”
signs located on Business US 15 at the high school driveway will need to be
uncovered and the Freedom Transit Gray Line extended to Gettysburg High School.
ii. DMS/PCMS Locations for Event Parking Management:
A signing plan has been developed to direct incoming motorists to the satellite
parking. The recommended DMS/PCMS locations are shown in Figure 6-2. This plan
and corresponding DMS/PCMS messages for each sign are attached in Appendix B.

These signs would be activated daily once the GNMP visitor lots are filled (to be
timed in advance of the North and South Cemetery Lots filling**). Constant and
coordinated communications will be needed between the GNMP staff monitoring
the automated parking management system, the Freedom transit operators, and the
staff that will monitor/implement/change the DMS/PCMS signs and sign messages.
**The following can be used as a barometer to gauge the total number of vehicles
queued and waiting to enter the Visitor Center Parking Lots. As the visitor lots at the
GNMP begin nearing capacity, these target values can help to evaluate the
appropriate time to begin redirecting vehicles to satellite parking lots.
From the Visitor Center entrance on Baltimore Pike, south to:

For the recommended event parking management, DMS/PCMS messages were
developed using the following logic depending on the parking availability at each of
the proposed satellite lots:

Traffic coming from the north on southbound US 15 will be directed to HACC.
Once HACC fills, traffic will be directed south on US 15 to the Eisenhower
Hotel & Conference Center lot.

Traffic coming from the east on westbound US 30 will be directed to
Gateway Gettysburg. Once Gateway Gettysburg fills, traffic will be directed
to Shealer Street to Business US 15 to HACC. If both Gateway Gettysburg and

HACC are full, traffic will be directed south on US 15 to the Eisenhower Hotel
& Conference Center lot.

Traffic coming from the southeast on northbound PA 97 will be directed to
the Outlet Shoppes (as well as traffic on northbound US 15 approaching the
PA 97 Interchange). Once the Outlet Shoppes parking is full, traffic will be
directed south on US 15 to the Eisenhower Hotel & Conference Center lot.

Traffic coming from the south on northbound US 15 (from Maryland and
points south) will be directed to Eisenhower Hotel & Conference Center lot.
iii. Estimated Staffing and Resource Needs for Implementation:
Kinsley Construction has agreed to supply and place eight (8) PCMS at designated
locations along US 30, US 15 and area roadways.
Thru discussions, PennDOT District 8-0 Adams County Maintenance has tentatively
agreed to supply and place three (3) PCMS; potentially two at designated locations
on US 15 and one on EB US 30 west of Cashtown Road as noted in section 6.B.ii
above. Continued coordination by the 150th Committee will be needed with
PennDOT Adams County Maintenance for the installation and message
programming for the PCMS.
In addition, YATA has committed staff members to be responsible for activating and
changing messages on the PCMS supplied by Kinsley. YATA has arranged for Kinsley
staff to provide training to the YATA staff in advance of the commemoration.
Activation and message changes would be made in accordance with the above
outline priorities and subject to final coordination with the PennDOT District 8
Traffic Unit.
D. Increased and Additional Transit/Shuttle Service
i.
Freedom Transit
Rabbittransit will be modifying its Freedom Transit service over the 10-day
commemorative events. Increased bus service will be provided on the Blue Line,
Gray Line and Lincoln Line transit routes, and a Gold Line service will be put into
operation to provide a bus circulating route at the GNMP Museum and Visitor
Center parking lots and the North and South Cemetery Lots.
The revised transit service schedules for the 150th Commemorative 10-day period
are shown in the Freedom Transit route maps contained in Appendix C.

ii. NPS/Gettysburg Foundation
The NPS and Gettysburg Foundation will operate an independent shuttle service for
specific NPS events at GNMP on July 3rd, providing shuttle service between the
GNMP to the Spangler Farm. This shuttle service is shown in NPS Shuttle Route
Maps included in Appendix D.
iii. 1st Reenactment (June 28th and June 29th)
Organizers of the 1st battle reenactment will utilize an independent shuttle service
for the reenactors. This shuttle service will be provided by the Gettysburg 150th and
operate independent of Freedom Transit bus service.
iv. Seminary Ridge Museum Grand Opening (July 1st)
Shuttle service will be provided by the Gettysburg 150 th to transport visitors directly
from the HACC/Gettysburg High School satellite parking location to the Seminary
Ridge Museum.
v. 2nd Reenactment (July 4th thru July 7th)
Organizers of the 2nd battle reenactment will utilize an independent shuttle service
provided by the Gettysburg 150th to transport visitors from off-site parking locations.
Shuttles will operate between the St. Francis Church/School, HACC and Gettysburg
High School parking lots and the battle reenactment site. Freedom Transit will
extend its bus service to Gettysburg High School accordingly.
E. ITS Applications
i. PennDOT TMC:
The PennDOT District 8-0 TMC monitors roadway conditions across the region. The
TMC will monitor conditions and queuing on the US 15 off-ramps at the US 30
interchange.
As noted in section 6.B above, it is anticipated that the three (3) existing PennDOT
DMS located on northbound and southbound US 15 and westbound US 30 can be
used to inform drivers of anticipated traffic congestion and display messages for
regional traffic to consider alternate routes. It is recommended that a PCMS be
located on eastbound US 30 between PA 234 and SR 3011 (Cashtown Road).
ii. Portable Highway Advisory Radio (HAR):
Highway Advisory Radio (HAR) is a technology that can provide traveler information
to the motorist on the highway. A portable radio unit mounted on a trailer can be
temporarily located at key locations. Radio messages can be developed and
uploaded remotely to the portable HAR. Once uploaded, the unit can then be
remotely activated and begin transmitting the recorded message at the licensed
radio frequency. Advance informational signs are located on key roadways in the

vicinity of the HAR unit to notify motorists to tune their radio to the frequency to
obtain traveler information.
The following use of HAR is recommended:
a. Locate a temporary portable Highway Advisory Radio (HAR), in conjunction with
the PCMS on US 30 west of Gettysburg, to disseminate information to encourage
regional traffic to consider alternate routes to avoid congestion in downtown
Gettysburg.
b. Two additional HAR units could also be installed north/east (vicinity of US 15/US
30 Interchange) and south of Gettysburg (on US 15 near the Maryland State Line)
to disseminate information for regional diversion of US 30.
c. The HAR broadcast message could be updated on a daily basis to provide
information for the targeted events or other event-related traffic or traveler
information. Below are a few examples of such information:

1st Reenactment (June 28th & June 29th) - broadcast a message on the US 30
unit west of Gettysburg to instruct motorists destined for this event and
coming from US 30 west (Chambersburg) to follow the event traffic signs via
SR 3011 High Street to Ortanna Road-Carroll Tract Road. This would help
reduce the amount of traffic that would likely otherwise travel on US 30 into
downtown Gettysburg.

Pickett’s Charge Commemorative March (July 3rd, 3:00pm to 4:30pm) –
broadcast a message on all units providing information about this event, the
periodic closure of Emmitsburg Road.

Parade (July 3rd, 7:00pm) – broadcast a message on all units providing
information about the parade and what time roads are expected to close
during the parade.
The cost for the above outlined HAR set-up is estimated to be about $4000. This is
based on a 10-day rental cost (includes setup & removal) of $500 per unit plus an
additional $750 for notification signs at each HAR unit for $1250 per unit with three
units recommended.
iii. DMS and PCMS:
As noted in section 6.B above, use of the existing permanent DMS operated and
maintained by PennDOT on US 15 and US 30 is proposed to “target” regional traffic
to consider alternate routes. Since there is no current permanent DMS installation
on eastbound US 30 west of Gettysburg, a PCMS is recommended here.

In addition, PennDOT’s regional ITS system includes DMS on I-81 and I-83. The
Pennsylvania Turnpike Commission (PTC) also operates and ITS system. During
times of severe traffic conditions, these agencies may utilize the DMS to provide this
information to regional travelers. Additional coordination will be required between
the 150th Committee and the PennDOT District 8 Traffic Unit and the PTC.
The existing parking management system at the GNMP includes DMS in the GNMP
Visitor Center as well as DMS on US 15 approaching the PA 97 Interchange. These
signs would be supplemented with several PCMS located at key locations. (See
section 6.C above.)
GNMP Rangers have also requested PennDOT Adams County Maintenance staff to
provide up to four PCMS at various locations on June 30 th and July 3rd. Follow-up
and continued coordination with PennDOT and the Borough will be needed by the
GNMP and 150th Committee to verify the availability of the following PCMS request.

iv. 511PA Traveler Info:
The Pennsylvania traveler information website (www.511pa.com) can be used to
provide current information about the Gettysburg 150th Commemoration events.
Information can be placed on the Special Events section for the Capital Region
(Harrisburg/Lancaster/York) of Pennsylvania. The 150th Committee will need to
coordinate with and provide applicable event information to PennDOT as part of
their social media campaign.

F. Roadway Network Traffic Control Modifications
The existing roadway network, traffic access and circulation and intersection operations
have been reviewed. The following modifications are options that could better facilitate
the anticipated increase in traffic on these roadways. As with all recommended
strategies presented herein, coordination, review and approvals by Gettysburg Borough,
the local municipality and/or PennDOT District 8 will be necessary. In addition, all traffic
control, temporary roadside directional and warning signs illustrated below are to be in
accordance with the current applicable PennDOT Publications (Pub), including: Pub. 46 –
Traffic Engineering Manual; Pub. 212 – Official Traffic Control Devices; Pub. 213 – Work
Zone Traffic Control Guidelines; Pub. 236 - Approved Highway Signs; Pub. 111 – Traffic
Control – Pavement Markings and Signing Standards (TC-8600 and TC-8700 Series); and
the Manual on Uniform Traffic Control Devices (MUTCD).
i. Lincoln Square:
Install standard roundabout pavement markings at Lincoln Square. This will help to
better define travel paths and better facilitate traffic movement through the circle.
This would require Gettysburg Borough and PennDOT review and approval. This
work requires temporary traffic control including flagging and could be
accomplished in 2 to 3 days by a competent line striping contractor. It is also
recommended that parking within the circle be restricted during the 10-day
Commemorative period. The following four options and their estimated cost to
implement have been considered and are shown in Figure 6-3a thru Figure 6-3d.





ii. Reroute PA 116:
Re-route PA 116 along Middle Street and 6th Street east of Business US 15. This
modification, recommended for the duration of the commemoration, would
separate US 30 EB and PA 116 EB traffic east of Lincoln Square, reducing the amount
of traffic traveling through the circle. See Figure 6-4 below for an illustration of this
configuration, which would require:



covering existing PA 116 directional signing on PA 116, Business US 15 and US
30/PA 116;
installing new PA 116 directional signing on Middle Street and 6 th Street, east
of Business US 15 (in both directions);
installing PA 116 directional signing on the Lefever Street at its intersection
with Middle Street

iii. Business US 15 (Baltimore Street) and Lefever Street:
Modify traffic flow at entrance to the parking lot at the Middle/Elementary School to
an enter-only operation from Business US 15. Restricting traffic from exiting at this
intersection would result in less conflicts and friction along Business US 15. This
would also reduce the number of vehicular/pedestrian conflicts, as there is a marked
pedestrian crosswalk across the south approach of Business US 15 at this
intersection. Parked traffic at the Middle and Elementary Schools would need to exit
at the Middle Street/Lefever Street intersection.
The recommended traffic control set-up at the Business US 15/Lefever Street
intersection and on Lefever Street to Schoolhouse Alley is shown in Figure 6-5. This
set-up is recommended for the duration of the 10-day event, as it would help
facilitate heavy traffic flows that are typical immediately following various events by:



Reducing traffic conflicts and friction on Business US 15 (Baltimore Street)
Reducing the amount of traffic traveling through Lincoln Square
In addition, using temporary one-way operations, two (2) exiting lanes could
be provided on northbound Lefever Street; left lane could be designated for
US 30 and PA 116 WB traffic and the right lane could be designated for right
turns to PA 116.
Estimated cost (Type 3 barricade, signs and cones) = $500
Also, following the Commemorative Ceremony (June 30th) and the Fireworks (July
3rd) events, it is anticipated that the majority of visitors will be leaving the parking lot
immediately following the events. Therefore, to facilitate emptying of the lot,
Lefever Street could be converted to a one-way operation northbound towards
Middle Street with two lanes exiting (see inset in the upper right corner of Figure 65). As shown, during this scenario manual intersection control (traffic director) at
the Middle Street/Lefever Street intersection and at the Lefever Street/Legion
Alley/East Confederate Street intersection is recommended.

iv. Restrict On-street Parking on US 30 east of Liberty Street:
US 30 carries the highest traffic volumes of the roadways in downtown Gettysburg.
Providing three travel lanes on US 30 would better facilitate the movement of
traffic. With this configuration, the center lane would function as a 2 nd outbound
(eastbound) lane during peak times, particularly immediately after the following
planned events:
 Commemorative Ceremony (June 30th)
 Parade and Fireworks (July 3rd)
It is estimated that the configuration would take about 2 hours to setup and would
be in place prior to the ending of the event and maintained until event traffic
subsides.
On-street parking is currently prohibited within a portion of this area in the
westbound (inbound) direction. The existing on-street parking in the eastbound
direction would need to be restricted. (As a mitigating measure, the borough could
possibly designate temporary parking at the Fire Department for the displacement
of approximately 28 to 30 spaces.)
During times of implementation of two (2) outbound lanes, traffic cones would need
to be placed along the center line and also to close the westbound left turn lanes at
the intersections. Signing would also be needed in the outbound direction
(eastbound) to convey to the motorist to use 2 lanes.
Traffic control personnel would be needed at each of the signalized and unsignalized intersections to ensure maintaining the 1-lane westbound/2 lanes
eastbound traffic flow setup and to facilitate westbound left turning maneuvers at
the intersections, which include:










US 30/Liberty Street (signalized)
US 30/3rd Street (unsignalized)
US 30/4th Street (signalized)
US 30/5th Street (unsignalized)
US 30/6th Street (unsignalized)
US 30/Hunterstown Road (unsignalized)

a. Provide manual traffic control at key intersections and key pedestrian crossings.
The need for this manual traffic control at downtown intersections will vary,
dependent upon the conditions. It is recommended that from July 1st thru July
3rd this personnel be provided throughout the day, due to the anticipated
activity on the NPS Battlefield Auto Tour Route, which includes the following
intersections:

Based on feedback from the community, crosswalk maintenance will be needed
most days between 11:00am and 8:00pm (possibly later as more people are
likely to be enjoying downtown and the area later than a typical evening); extend
until 11:00pm on June 30th and July 3rd. Managing pedestrian crossings will
greatly aid in the movement of vehicular traffic, as well as improve safety for
pedestrians.
As noted on Figure 6-7, generally, crossing guards are recommended as follows:

Lincoln Square (unsignalized crosswalk on each approach) – 4
US Bus. 15/Breckenridge Street (unsignalized crosswalk on Bus. 15) – 1

July 1st (Seminary Ridge Museum Opening) - In place beginning at 8:30am to
assist in managing traffic flow to the event. They should be active through
3:00pm to assist in safely crossing pedestrians at the close of the event.

July 3rd (Parade & Fireworks) - In place beginning at 1:00pm to assist in
managing traffic flow to the event. They should be active through close of
the event to assist in safely crossing pedestrians in the dark hours at the
close of the event.

To provide unfamiliar motorists information to desired destinations, it is
recommended that “TO US 15” and “TO Downtown” directional signing be installed
at all GNMP Visitor Parking Lot exits.

vii. Install Advanced Warning Signs on Approaches to the Daniel Lady Farm on PA 116:
Activity at the farm is expected to include pedestrians walking across and along PA
116. To address concerns of limited sight distances along PA 116 in the vicinity of
the Daniel Lady Farm, it is recommended that a Pedestrian Crossing warning sign
(W11-2) be installed in both directions on PA 116 a minimum of 500 feet in advance
of the edge of the property. A W16-103P distance ahead plaque (500 feet) should
be installed with the W11-2 sign.

The success of any plan comes down to communication. Communicating updated and accurate
information to the public will be vitally important for the timely dissemination of updated
information via:

Display of accurate sign messages on the PCMS on area roadways during the 10-day
regarding the status of parking availability at the satellite parking areas.
511PA Traveler Information. At the 150th Committee request, PennDOT can provide
a link on the website for the Gettysburg area so motorists can easily check on
roadway conditions during the 150th Commemoration.
Social media. The Gettysburg CVB will provide press updates on a daily basis with
various media outlets and organizations.
Freedom Transit will/has deployed smartphone applications to provide bus route
and parking information and directions to users.
