Hello to all MHACY residents and staff;
I hope everyone had a good Holiday. I would like to inform everyone that we are now in the last part of
our Energy Conservation Project and our heating plants at our larger sites (Schlobohm, Calcagno, Walsh
Road, Curran Court and Flynn Manor) are running on natural gas not oil, also new heat controls, new
lighting and water savers have been installed in all apartments. If you find that any of the equipment is not
working properly contact the Work Center, Superintendent or Housing Manager, but do not attempt to
have any equipment changed without proper authorization. This project was financed by a bank loan
which must be paid from the savings and the rest to be used to upgrade buildings and apartments. So
please remember when leaving your apartment make sure to turn off lights, radios and televisions. Let’s
join the President of United States in promoting Energy Conservation by doing our part. So I end with
reminding everyone again about the importance of SAFETY and report anything you may see which looks
unsafe.

Greets All!
I would like to wish you love, peace, health, safety, a sound mind and prosperity in 2012!
In 2011 staff, resident leaders, our board of commissioners, our compliance monitor and several agencies
have collaborated to bring activities for our youth and adult residents. All of the sites have resident leaders
(see page 9) that have been elected by the residents of their site to bring the needs, concerns, issues and
questions of the residents to the Housing Authority. However, they need your help! You can help by;
attending your site meetings, participating in housing activities (at your site or other sites), offering your
assistance, providing informative information and communicating with your resident leaders or site manager
any ideas you believe would benefit you and the other residents at your site.
See your resident leaders or site office and watch for flyers of upcoming meetings, activities and events.
Be an active resident!
This newsletter is composed quarterly to keep residents informed of the events, activities, changes, needs and concerns
that may affect the people of this housing authority. I hope you find the articles educational, informative and entertaining.
However, if there is a specific topic you would like to see in this newsletter, please see your site manager or email your
suggestions to publichousing@mhacy.org and I will do my best to include them in future issues. Also, please provide the

Note to the Residents from the Executive Director
Another year is coming to an end. Wow, does time fly by. This has been a very eventful year for the
Municipal Housing Authority for the City of Yonkers. Let me tell you about some of the major
accomplishments for the year.
On the development front, Landex/Richman, our developer for the Mulford Gardens HOPE VI redevelopment
project, completed 149 units. This includes a 49-unit senior building at 110 Ashburton Avenue and 100 units
of family housing back on the original Mulford Gardens site. In addition, a community/management building
has been built. Temporary certificates of occupancy have been issued for all these buildings and, hopefully,
all 149 units will be occupied by the end of December.
These units and the 60-unit building on the corner of Vinyard and Ashburton that was occupied in March,
2009 brings to 209 the number of new units built as part of this redevelopment effort. And in September, the
New York State Department of Housing and Community Renewal (HCR) awarded Low-Income Housing Tax
Credits for the next phase of Mulford, 56 units of family housing further up the hill on the original Mulford site.
Slowly, but surely we are replacing the units demolished with brand new, much more resident friendly units.
The news has also been good on our efforts to redevelop Cottage Place Gardens. There, we are hoping to
begin by building new units on the vacant School #6 site so that we will not have to relocate any Cottage
resident somewhere else to await the new units as we had to do at Mulford. In early December HCR
awarded our developer, The Community Builders (TCB), $29.6 million in bonds and tax credits to build both
a 50-unit senior building and a 70-unit family building on the School #6 site. This means that we should be
able to begin demolition and site preparation next summer and actual construction in the spring of 2013.
Unfortunately we cannot redevelop every one of our public housing sites. There just is not enough money
out there to accomplish this. So the Authority has made every effort to upgrade the existing public housing
stock. We were fortunate to receive $6.5 million in funds under the American Recovery and Reinvestment
Act of 2009. These monies were spent in almost every MHACY site.
In addition, the Authority borrowed $15 million from the Bank of America and received a $4 million grant from
HUD to upgrade all of our utility systems. This included lighting and water, but most importantly, we
converted all of our heating plants from oil to natural gas. In addition, we cleaned out all the steam traps so
that we need to use much less pressure. We are hoping that all this work can save us millions of dollars each
year. (It had better, because starting in February, we have to give the Bank $100,000 a month to repay the
loan.)
We also were successful in continuing both an after school and summer recreation program for our young
folk despite significant funding cuts. We were able to add a culinary program which we will continue in 2012
along with an innovative visual arts program. With a big assist from Steppin-Up we provided movie parties for
our senior developments. Our City-Wide Resident Advisory Board and the local resident councils continue to
flourish and provide great representation for our residents.
It was a good year for security too. The number of crimes continued to drop, and for the second year in a
row, there were no fatalities in the developments. Kudos go out to the Yonkers Police Housing Division and
Madison, our security guard company, and all the residents who helped make this happen.
Lastly, I would like to take this opportunity to thank Roberta Allen for her years of service to the Authority.
Ms. Allen has served as a commissioner on MHACY’s Board, both appointed and elected, for thirty-nine
years. In the five years that I have been here I have observed that she has been active, attending both
resident meetings and Board meetings and involved, speaking up for the residents and voicing their
concerns. I want to wish her an enjoyable and long stay at the new senior residence at 110 Ashburton
Avenue.
I would also like to congratulate Maxine Battle for her electoral victory and wish her every success as a
resident commissioner.
I hope all of you and your families enjoy a safe, healthy and wonderful holiday season. I look forward to
working with you next year.

A Note From Your Site!
Calcagno Houses: The front entrance doors for 55 & 80 School are currently accessible by fob use and
or intercom. All visitors must be announced. The management office needs updated telephone numbers
for all residents to give to security. Please come to the office at Brook Street no later than January 31st to
update your telephone phone numbers.
Regretfully we lost some of our family members and friends this year, a farewell to them. Most recently,
Joseph Wills, one of our maintenance workers passed away on December 15, 2011.
Rest in perfect peace, you are gone, but not forgotten.
Townhouses: Are you interested in transferring to the Townhouses? If you are a resident in good
standing (no monies owed, no community service hours owed, no housekeeping or legal issues, and
have been a resident of Housing for at least 5 years, then you may qualify. Go to your Site Office and fill
out a "Request for Transfer ". Your request will be taken into consideration. Just remember there is a wait
list and a small turn over of available units.
Curran Court:: Senator Stewart-Cousins and Yonkers MHA Help Residents Feel Safe with
Peepholes
Residents of Curran Court can now feel safer at home thanks to a cooperative effort between
Senator Andrea Stewart-Cousins and the Yonkers Municipal Housing Authority. Last year, a
number of Curran Court residents contacted the Senator’s office complaining that peepholes on
their front doors were too high and out of reach. This caused many to feel unsafe because they
were unable to see who was in their hallway. Some even reported that they did not have
peepholes at all. After receiving these calls, Senator Stewart-Cousins’ office contacted the
Yonkers Municipal Housing Authority and within months, peepholes were added to units without
them and lowered in units where they were too high for residents to use.

store, to my VFM post for their encouragement
and especially to my family for their great help.
The poppy honors every one of our fallen war
heroes. I am a veteran of WWII having served in
Europe as an 18 year-old artillery man who vividly
remembers his experiences, especially VE day.

MHACY Staff
The Staff at MHACY wanted to make sure that some children that may not have felt the joy of
opening a special package this holiday season did experience some Christmas Magic. We
donated new and unwrapped gifts for infants and children to age 21 living in the Westchester
County's Department of Social Services (DSS) local foster homes or residential centers.
In the past we have donated new and unwrapped gifts to a local Church and agencies. We look
forward to this event each season.
Local Union 456 & Shoprite Supermarket
This year the Members of Local Union 456 and Shoprite Supermarket donated an
uncooked Holiday Food Package to the Senior Residents. The bags were delivered to
Flynn Manor, where the Newly Elected Mayor, Representatives from Local Union 456,
Shoprite Supermarket and MHACY distributed over 1,000 bags of food.
Curran Court Houses
The 3rd Graders from Montessori School 31 came to sing Holiday Concert to the
Residents at our Curran Court Houses. The Seniors enjoyed the Carolers and the
Carolers enjoyed entertaining the seniors.

Any resident or organization to include resident clubs or groups outside of the
Resident Council, must apply to use the Community Room. The Resident Council
at your site has priority for the use of the community room and this includes
meetings to be held in the room scheduled by resident clubs or groups. See your

MHACY’s monthly board meetings are Open Meetings under the "Sunshine" Law that went into effect
in New York in 1977. Amendments that clarify and reaffirm your right to hear the deliberations of
public bodies became effective on October 1, 1979.
In brief, the law gives the public the right to attend meetings of public bodies, listen to the debates
and watch the decision-making process in action.
As stated in the legislative declaration in the Open Meetings Law (section 100): "It is essential to
the maintenance of a democratic society that the public business be performed in an open and public
manner and that the citizens of this state be fully aware of and able to observe the performance of
public officials and attend and listen to the deliberations and decisions that go into the making of
public policy.

I would like for everyone to know that the youth service program sponsored 10 children to play with the Harlem Jets
football teams. Two of the of the players were able to win their championship in their age group. The Jr. Mites qualified
to go to Florida to the nationals where they came in second place losing the championship game. We at MHACY youth
services are proud of the players who completed what they started. It was a big step for them. We are looking forward
to the future and having more children involved with the recreation program as it continues to grow.

Thanks to the Youth Services Staff the “Spelling Bee “ contest was a success we had 3 finalists that represented our family housing sites. The 1st place winner –Taheim McGriff Pegram­ is a Middle School Student from Wm. A. Schlobohm. The 2nd place winner ­ Alex Montanez­ is a Middle School Student from Cottage Place Gardens and the 3rd place winner ­ Dwonasia Hadley– is a Middle School Student from our Townhouse Site. We are proud of the 20 children that participated in the contest and they all preformed very well. The children were given a total of 350 words to study for the spelling bee. being of all MHACY residents, employees and other persons who have a legitimate purpose on MHACY
property have implemented a Bar-Out Policy and list. Drug dealing, gang-related activities, disorderly
and/or lewd conduct, and/or violent criminal activities all have a profoundly negative impact on public
safety and the quality of life in MHACY housing. The enactment of this bar-out policy enables MHACY to
deny non-residents who have engaged in such serious criminal conduct access to MHACY property.

The Yonkers Police Department’s Housing Unit is here to serve the residents and visitors of the MHACY. We
remind everyone that the number to call for non-emergency assistance is 377-7900. This number will put you in
contact with a Yonkers Police dispatcher. The direct line to the Housing Unit office is 377-7337. Residents should
NOT use this number to request immediate police assistance, but more so, it should be treated by residents as a
type of “tips” line. You may call this number, for instance, if you would like to report a chronic problem. A good
example of when a resident should utilize this number would be if he or she wished to report a disorderly group that
congregates at a certain location on a regular basis. As always, in case of an emergency, you should dial 911. The
members of the YPD Housing Unit would like to wish all residents and their families a healthy and happy new year!!

Occupancy Policy
ACOP
PHA policy must be consistent with the public
housing lease and any policy documents provided
to tenants, and the lease and policy documents
must comply with federal and state law. The ACOP
contains the PHA’s policies that are derived from
many sources. Primary among these sources are
regulations and guidance issued by HUD. State law
also directs PHA policy. State law must be followed
where such law exists and does not conflict with
federal regulations. In the absence of legal
requirements or HUD guidance, industry practice
may lead to PHA policy. Finally, the public housing
lease will affect PHA policy and therefore must be
consistent with federal and state laws and
regulations.
Due to the changes made by HUD and the Board of
Commissioners to PHA policies and our dwelling
lease, we are working on revising our ACOP, so
each document will be consistent.
