Where innate talents exist, they must be developed. There are many different factors that motivate individuals and groups. These include financial reasons, power, achievement, opportunity for advancement, the ability to contribute; but one major factor is the power of RECOGNITION. We, at the National Records and Recognition Commission, are aware that awards are an excellent supplement to almost any recognition program. JCI Members who are recognized for their abilities and their contributions to their local organization are more likely to be happy, content and motivated; they will also continue striving for excellence in their desire to excel. We believe that the membership’s inherent desire for accomplishment is the spark that lights the fire from which JCI Philippines derives the warmth that sustains it. Because of our individual contributions to our local organizations, the JCI movement in the Philippines has, since 1955, maintained its glorious tradition of rewarding excellence that continues to shine until this day. To recognize and honor outstanding achievement in pursuance of the purposes of Junior Chamber by local chapters and/or individual members, Junior Chamber International (JCI) Philippines has instituted a formal system of granting awards and recognition. This system hopes to bestow recognition to deserving individuals and local chapters for outstanding performance, to provide motivation to the award winners, and as a primary gesture of appreciation by the national organization to the winners for their excellent work done during the fiscal year. II. HISTORY OF THE JCI PHILIPPINES AWARDS PROGRAM The history of Junior Chamber International (JCI) awards for the Philippines goes back to the very first years of the organization; the evolution of the program follows that of the organization itself. At the International Councilors Meeting (now called General Assembly) of Junior Chamber International in 1947, it was decided how many awards should be presented at the next Congress and for which activities the awards should be designated. Initially, JCI presented just two awards — the New Zealand Award for Outstanding National Work and the Unit (JCI Local Organization) Membership Extension Award presented by Canada. The JCI International Councilors Meeting convened at Dallas in 1947 gave birth to the idea of awarding outstanding local chapters. At the 6th JCI World Congress held in 1951 in Montreal, Canada, the Awards Commission presented a program with more specific rules for qualifications. Also, an awards judging panel was mentioned for the first time. The year 1954 brought big changes and new ideas. JCI introduced the criteria for judging the awards and the grouping of awards into categories for individual, chapter and national members. During this year, a Certificate of Merit was presented for the first time, recognizing that sometimes more than one entry could be worthy of merit. Following JCI’s structured awards program in 1954, JCI Philippines instituted its first awards system in 1955 during its 7th National Convention in Bacolod City. At that time, the National Board served as the Committee on Awards, headed by then National President Amelio R. Mutuc, which gave out the first twenty awards for outstanding chapters and individuals. The 7th National Convention of JCI Philippines held at Bacolod City in 1955 saw the very first batch of individual and local chapter awardees. The presentation of the awards at the National Convention has always been a highlight, although the ceremonies have undergone some changes. From the years 1961 to 1974, corporate entities sponsored the awards program during the same JCI PHILIPPINES E-AWARDS MANUAL 2006 5 period. From 1974 onwards, it became the responsibility of the National Records and Recognition Committee to provide for a permanent system of handing. In 2003, the Junior Chamber International (JCI) General Assembly, during the Las Vegas World Congress, decided to develop the e-Awards system – a web-based tool that allows members to submit electronic award entries. This was pilot-tested during the simultaneous International JCI Area Conferences last year. Consequently, in 2004, all entries during the Asia Pacific Conference and World Congress were submitted electronically. When JCI adopted a system to cascade the eAwards web-based tool to all the National Organizations in 2004, the National Board of the JCI Philippines adopted e-Awards system for all the local and national conferences of the JCI th During the 58 JCI World Congress in Philippines. The numerous technical problems that involved communications between JCI and JCI Philippines, which threatened to endanger the entire e-Awards program of JCI Philippines for 2005, gave the impetus for the 2006 National Records and Recognition Commission to embark on an ambitious program of setting-up a completely new e-Awards software entirely independent from JCI. III. THE NATIONAL RECORDS AND RECOGNITION COMMISSION As promulgated by Article XIII, Section 11, No. 2 of the JCI Philippines By-Laws, the development of the national awards shall be initiated by the National Records and Recognition Commission (NRRC) who shall ensure their relevance to the areas of opportunities and to the membership development of local chapters. The National Records and Recognition Commission is charged with the following duties and functions: 1. To supervise and control the submission, screening and judging of bids for awards at the Area Conferences and National Convention; and, 2. To conduct the presentation of awards at the said Area Conferences and National Convention. The National Records and Recognition Commission shall be composed of a Chairman with five (5) Area Records and Recognition Chairmen as members. The National Records and Recognition Commission Chairman shall be appointed by the National President and confirmed by the National Board. JCI PHILIPPINES E-AWARDS MANUAL 2006 6 AREA COMMISSION. An Area Records and Recognition Commission in each of the five (5) geographical areas of JCI Philippines is charged with the following duties and functions under the supervision of the National Records and Recognition INSIGHT: Commission, to wit: 1. To administer the submission, screening and judging of bids for awards at the said Area Conferences; and, 2. To administer the presentation of awards at the said Area Conferences. The Area Records and Recognition Commission shall be composed of the Chairman and four (4) members recommended by their respective National Executive Vice-President, approved by the National President and confirmed by the National Board. IV. GENERAL AWARD RULES AS GOVERNED BY JCI PHILIPPINES BY-LAWS The JCI Philippines’ National Awards Program is regulated by the provisions stated in Article XIII, Section 11, No. 2 of the JCI Philippines By-Laws, which states to wit: A. FUNCTION. To recognize and honor the outstanding achievements of JCI Chapters and Individuals in the fulfillment of the purposes set by JCI Members. B. DEVELOPMENT. The development of the national awards shall be initiated by the National Records and Recognition Commission in coordination with the National Secretary-General who shall ensure their relevance to the areas of opportunity and to the membership development of JCI Chapters. A TRADITION OF HONOR By JCI Sen. Sebastian L. Angliongto 1976 JCI Philippines National President During our years prior to 1977, a national award of the Philippine Jaycees has always been studied to be bestowed on the past national president based on his strength of achievement on a certain field of endeavor. It was in 1973, during the term of David D. Chua-Unsu, we have agreed in the national board to institutionalize the Philippine Jaycees National Award of different categories in honor of a past national president based on the area of achievement during his term of office. For example, the most outstanding chapter in the field of Ways and Means was placed under the name of Past National President Horacio Marcos V. Calo due to his substantial raising of funds in 1971 while the most outstanding chapter in the field of leadership was placed in honor of 1973 Johnny C. Aruego due to his consistency of conducting JCI program Leadership-inAction (LIA) and Commission-In-Action (CIA). PNP Dave Chua-Unsu was a recipient of the honor of the most “Outstanding Jaycee” award in view of his being awarded as “The Most Outstanding Jaycee in Asia” and subsequently the First Filipino Jaycee to be awarded the prestigious “One World” Award as the “Most Outstanding Current Member” of JCI. It was understood that the honoree will either send the amount needed annually to the Philippine Jaycees Secretariat to defray the cost of the plaque or the honoree will make his own plaque with specific dimensions approved by the national board. During our time, we also followed the approach of JCI on creation of NOM and Individual awards. C. AWARDS AND AWARD CHANGES. The adoption of new awards, substitutions or of changes in the award descriptions shall require a two-thirds (2/3) vote of the General Assembly. D. AWARDS JUDGING. Each of the five (5) area councils shall submit fifteen (15) names to compose the pool of judges one month prior to the first day of the Area Conference. However, they should not come from the same JCI local chapter. Each member of the panel of judges will have one (1) vote. All decisions JCI PHILIPPINES E-AWARDS MANUAL 2006 7 will be made by a simple majority. Upon completion of judging, the awards judges shall review the entry rules and related matters, and propose desirable changes to the National Board at their meeting immediately after the convention. The Board may adopt these proposals by a simple majority. V. SPECIFIC AWARDS GUIDELINES A. TYPES OF AWARDS There are four (4) classifications of JCI awards in the JCI Philippines Awards System: GROUP A Awards to Local Organizations This group pertains to all categories relating to outstanding projects and programs organized by JCI local chapters in good standing with the organization. This also includes awards for the Most Outstanding JCI Local Organizations and newly-organized JCI Local Organizations. GROUP B Awards to Individual Members This group pertains to all categories relating to individual members who have done the most to promote the organization by making an outstanding contribution toward the pursuance of JCI’s goals and objectives. GROUP C JCI Special Awards This group pertains to award categories exclusively given during the JCI Asia-Pacific Conference and/or the JCI World Congress for which JCI Philippines has adopted the same, if applicable. GROUP D JCI Philippines Special Awards This group pertains to award categories exclusively created by the JCI Philippines National Records and Recognition Commission and given during the simultaneous Area Conferences and/or the annual National Convention. Note: All Group A, B and C Awards are similarly conferred during the JCI Asia-Pacific Conference and the JCI World Congress; while Group D Awards are exclusive to JCI Philippines’ simultaneous Area Conferences and the annual National Conventions. B. ELIGIBILITY 1. All JCI Local Organizations affiliated with the JCI Philippines may submit entries for JCI Philippines Awards subject to the following provisions: 2. All Group B entries should contain a certification by the JCI Local Organization President that the individual bidding for an award is a member in good standing with the JCI Philippines. For the JCI Local Organization President’s bid, the National Vice-President/National Executive VicePresident will sign the certification. 3. All Group B, C, and D entries should contain certification by the National Vice President (for Area Conference)/ National Executive Vice President (for JCI PHILIPPINES E-AWARDS MANUAL 2006 8 National Convention) that the bidding JCI Local Organization is a member in good standing of JCI Philippines. a. A JCI Local Organization may submit only one entry for each award. b. The same project cannot be submitted for more than one award. c. If an award is given for joint projects between two or more JCI Local Organizations, then all JCI Local Organizations concerned may submit a single entry. In this event, any one of the JCI Local Organizations may submit the entry on behalf of all JCI Local Organizations participating. 4. The JCI Local Organization must be an affiliate in good standing with JCI Philippines on the opening of the convention/conference where the award entry is being submitted. C. PREPARATION AND SUBMISSION OF AWARDS ENTRIES 1. PRE-ENTRY BIDS. Pre-entry bids are forms submitted by vying JCI Local Organizations to the National and Area Records and Recognition Commissions that shall indicate which, from among the various categories offered in this Awards Manual, they intend to bid for during the simultaneous Area Conferences and the National Convention. Pre-Entry Bids assist the Awards Commission in determining the logistical requirements needed to judge certain categories and provide an overview for the host JCI Local Organizations in assessing their own logistical capabilities during the said conventions: a. Pre-entry bids must be submitted on or before the following due dates: i. ii. For Area Conference Bids: July 24, 2006 at 12:00 midnight For National Convention Bids: September 10, 2006 at 12:00 midnight b. The pre-entries which arrived after the deadline will be subject to demerit of five (5) points. However, the pre-entries which were sent by registered mail or have official post office date marks stamped prior to the deadline date shall be accepted as pre-entry forms arriving on time. c. Pre-entry forms may be faxed to JCI Philippines Headquarters at Fax No. (02) 374-24-95 d. Please refer Annex A (Pre-Entry Bid Form) for a pro forma sample of the same. 2. SUBMISSION OF AWARD ENTRIES. All award entries must be created and edited using the tool provided by JCI Philippines and available on the JCI Philippines Website at <www.philjaycees.com>. a. Once an entry has been completed, it must be approved by the Local Organization’s Chapter President in office. To do so, the Local Organization President must use the tool provided by JCI JCI PHILIPPINES E-AWARDS MANUAL 2006 9 Philippines and available on the JCI Philippines Website. b. Award Entries can be created, edited, and approved by Local Chapter Presidents during the period established for that purpose by the JCI Philippines National Records and Recognition Commission Chairman. c. To learn how to use the JCI Philippines Awards Program Software, please refer to Section 2 of this manual, where you will find the guidelines to do the following: d. All entries must be uploaded to the JCI Philippines website before the following due dates: i. 2006 Area Conferences: ii. 2006 National Convention: August 11, 2006 at 12:00 midnight September 29, 2006 at 12:00 midnight e. Create and edit an Award entry Delete an Award entry View an Award entry Approve an Award entry (Local Chapter Presidents) D. JUDGING 1. COMPOSITION OF JUDGING PANEL. a. Each of the five (5) Area Councils shall submit at least fifteen (15) names, through a Judge’s Nomination Form, to compose the pool of judges, one (1) month prior to the Area Conference. These forms should be forwarded to the National Records and Recognition Commission for the official screening and appointment of judges. However, no more than three (3) judges should come from the same JCI Local Organization. b. The selected judges should possess the following qualifications: i. Must have been a JCI Member for at least two years; ii. Must have been a project chairman, committee chairman or commissioner; iii. Must have prepared at least one (1) JCI bid for his local chapter or national organization prior to his appointment. iv. Must not be an incumbent JCI Local Organization President or Chief Delegate to the Area Conference or National Convention as the case may be. v. The Awards Chairman or his representative shall conduct a briefing of all judges prior to the judging of bid books. This briefing may be done on-line, if feasible; or may set a special date for this purpose. JCI PHILIPPINES E-AWARDS MANUAL 2006 10 d. Judges for the Area Conferences shall not come from the JCI Local Organization(s) where the said Conference is being held. e. Please refer Annex B (Judge’s Nomination Form) for a pro forma sample of the same. 2. JUDGING PROCEDURES. a. A judge may not participate in judging for an award if his or her JCI Local Organization has submitted entries for that award. b. Each judge will evaluate the entries assigned to him or her using the tool provided by JCI Philippines on the JCI Philippines Website. Once all entries are evaluated, the Judging Panel will meet with the Chairman at the Area Conference or National Convention to make final decisions regarding the evaluation process. c. Each judge will mark scores following the criteria specified for each award. d. The judging panel is not obliged to grant an award if it feels, after consultation with the Awards Chairman, that entries of sufficient merit have not been received. e. If an entry deserves special recognition, it can receive a Certificate of Merit only after another entry has received the award for that category. f. Members of the panel of judges shall keep results secret until they are announced at the official Awards Ceremony. The element of surprise is essential. g. Decisions of the panel of judges shall be final and binding, and there will be no appeals regarding these decisions. h. Entries from JCI Local The selection of awards judges is critical to the Organizations not in success of the JCI Philippines awards program. Outstanding New JCI Local Organization of the Year Award JCI PHILIPPINES E-AWARDS MANUAL 2006 11 Under this setup where one hundred percent (100%) will be considered the maximum score (perfect score); three-fourths (¾) of the final score shall be prorated from the results of the scrapbook judging, while one-fourth (¼) of the final score shall be taken from the total number of points from JCI-PEA. 3. THE SCRAPBOOK. Please refer to Section Two (Awards Program Web Tools User’s Manual) of this guide to learn how to use the JCI Award Program Software. There you will find the guidelines to do the following: a. Assign Judges to an Awards Program b. Evaluate an Award Entry 4. EXPLANATION OF SOME TERMS USED IN JUDGING. 5. • GENERAL PLANNING, EXECUTION AND FINANCE. These include the outline and general planning of the project, its objectives, how the committees were formed, and the various steps for completion. It also includes financial information. • PARTICIPATION. This embraces the percentage of a chapter’s active members compared to the total membership and the degree of non-JCI participation. • BENEFIT TO COMMUNITY. This is decided by the judges, who determine how much the project helped the community. • BENEFIT TO THE ORGANIZATION. This is determined by the judges, who evaluate how the project helped JCI internationally or locally. The entry should show how the project gave leadership training and offered opportunities for self-development to members. • CONTINUITY. This is evaluated by the judges, who examine the length and/or frequency “AWARD YEAR.” a. ”Award Year” covers the period from two (2) weeks prior to the day of the Opening Ceremonies of the preceding conference or convention to two (2) weeks before the Opening Ceremonies of the current convention or conference. o o 2006 Area Conferences: From September 2005 to August 2006 2006 National Convention: From October 2005 to September 2006. b. Any program or project submitted for an award should have been substantially completed during this period. c. For continuing programs and projects, a major portion of the activity should have taken place during this period JCI PHILIPPINES E-AWARDS MANUAL 2006 12 d. Entry bids or projects/programs completed after the respective area conference and before the national convention are eligible for National Organization awards, provided that the project or program falls within the JCI-Philippines Award year. E. AWARDING. 1. AWARDING CEREMONY MECHANICS. a. b. c. d. e. The Awarding Ceremonies shall be held on the last day of the conference or convention prior to the election of area or national officers as the case may be. The panel of judges shall be introduced by the Awards Chairman. The host JCI Local Organization of Area Conferences and National Convention shall present an award to the members of the panel of judges. The result shall be announced by the Awards Chairman. Winners will be announced in the following order: i. ii. iii. iv. f. 2. Group D (JCI Philippines Special Awards) Group C (JCI Special Awards and Regional Awards) Group A (Awards to Local Organizations) Group B (Awards to Individual Members) Members of the National Board headed by the National President shall hand out awards winners. AWARDING GUIDELINES. a. b. c. The Host JCI Local Organization of the Area Conferences shall provide the plaques. Except for the awards with sponsors, the JCI Philippines National Secretariat shall provide the plaques for the National Convention. The final form and design of the awards trophy to be given during the said convention shall emanate exclusively from the National Records and Recognition Commission. All entry bids which fail to obtain/garner Awards or Certificates of Merit but substantially conform to the objectives of Records and Recognition may be extended Certificates of Recognition, The element of surprise is key to every depending on the successful awarding ceremony. In this case, discretion of the judges are prohibited from divulging any National Records and information that would spoil the disclosure. Recognition JCI PHILIPPINES E-AWARDS MANUAL 2006 13 d. e. f. The text of the award shall be based on the description of the awards contained in the manual, if applicable. HALL OF FAME. a. “Hall of Fame” Awardees barred from bidding for same award category for succeeding year following receipt of the said honor. Area Conferences: National President, National Executive Vice-Presidents, National Vice-Presidents, within the Area, Area Secretary-General, Area Conference Director, and the Host JCI Local Organization President. National Convention: National President, National Senior Executive Vice-President, JCI Philippines National Secretary-General, National Convention Director, National Records and Recognition Commission Chairman and Host JCI Local Organization President. e. A JCI Local Organization which has garnered the major award per award number in Group III including local award for JCI Local Organization projects under the Group II in the national convention for three (3) consecutive years shall be elevated to the JCI Philippines Hall of Fame. A member of the Hall of Fame shall be ineligible for the same award for the succeeding year following the receipt of the Hall of Fame. The JCI Philippines shall award plaques to JCI Local Organizations elevated to the Hall of Fame. The form, design and text of the plaque shall depend upon the discretion of the JCI Philippines National Secretary-General. Signatories to the plaque shall include the National President, NSEVP, JCI Philippines National Secretary General, National Convention Director, National Records and Recognition Commission Chairman and Host JCI Local Organization President. F. E-AWARDS SEMINAR. A Records and Recognition Seminar on bid book preparation and judging be conducted in the five (5) geographical areas of JCI Philippines at least once a year prior to the holding of the area conference. However, e-Award Seminars may be conducted on regional level. Interested JCI Local Organizations shall forward their proposal for the conduct of the seminar in the area to the National Executive Vice-President who shall coordinate with the National Records and Recognition Commission Chairman and National Secretary-General. LOGISTICS. Hosting JCI Local Organizations of Area Conferences and National Convention should provide for the following: • • • • • • • Well-ventilated judging room that can accommodate at least 10 subcommittees or 30 people for the national convention or at least 5 subcommittees or 15 people for the area conferences. Tables and chairs with dividers for each subcommittee. Food for the judges during the period. Secretariat. Supplies : pencils, pens, papers, rulers, erasers, etc. Equipment: typewriter, calculators And such items that maybe requested from time to time by the Awards Committee. B. PRE-ENTRY SUMMARY. How to Create an Entry for the Awards Program STEP ONE: GO TO THE E-AWARDS SECTION To create an entry for the E-Award Program, go to the E-Awards section by clicking in the EAwards option at the right sidebar of the www.philjaycees.com home page (See Red Arrow). STEP TWO: REGISTER USER’S ENTRY INFORMATION To be able to access all sections of the EAwards webpage, you should first register as a valid member of the site. If you have not already done so, click the Membership Application Form link and you will be directed to the Membership Application Page where you will be prompted for your name, address, contact number, mobile number, e-mail address and JCI chapter affiliation before clicking the “submit” button. Should you wish to clear previously-typed entries, just click the “Reset” button. Please take note that all these fields are required for you to fill up before the system can accept your registration. You should have first registered your user information before entering this section (See White Arrow). STEP FOUR: SELECT THE ENTRY MANAGER OPTION IN THE MAIN MENU Upon validating your USERNAME and PASSWORD, the system will prompt you to the E-Awards Main Menu. To create a new entry, click the Entry Manager selection (See White Arrow). STEP FIVE: CREATE THE ENTRY FOR THE E-AWARDS PROGRAM Under the Entry Manager page, you will be presented with buttons asking you to Add, Edit, Delete Entries. Click the “Add Entry” button (See Red Arrow), where you will be asked to choose the award category you wish to enter. You will also be asked to select your Local Organization and the name of your project or individual. JCI PHILIPPINES E-AWARDS MANUAL 2006 18 II. How to Edit an Entry for the Awards Program STEP ONE: GO TO THE E-AWARDS SECTION To edit an entry for the E-Award Program, go to the E-Awards section by clicking in the E-Awards option in the www.philjaycees.com home page (See Red Arrow). STEP TWO: TYPE IN YOUR USERNAME AND PASSWORD In order to access the E-Awards section page, type in your USERNAME and PASSWORD (you should have first registered your user information before entering this section). JCI PHILIPPINES E-AWARDS MANUAL 2006 19 STEP THREE: SELECT THE EDIT OPTION Under the Entry Manager page, click the “Edit Entry” button (See Red Arrow), where you will be asked to choose which ones you would like to edit from among the entries that you have previously entered. STEP FOUR: EDIT THE ENTRY FOR THE E- AWARDS PROGRAM A new window will open with the E-Awards Scrapbook. In this window, you will be able to edit all the information for the selected entry. Under the “Criterion” field is a drop-down menu that helps you go trough all the pages of the scrapbook. The information shown depends on the award of the selected entry. STEP FIVE: EDIT THE ENTRY FOR AWARDS PROGRAM’S IMAGE PAGE THE E- Pictures may be uploaded and changed by simply clicking on any of the four (4) “Picture” fields. Type the direction of the file or click the “Browse” button (See Red Arrow) to find it. When you are done making the changes, click on the Upload button. If you do not want to upload the image, click on the Cancel button. JCI PHILIPPINES E-AWARDS MANUAL 2006 20 When you click the Upload button, the image will be uploaded to the JCI site. This may take a moment, depending on the speed of your Internet connection. After the image has been uploaded, a confirmation message will appear. Click in the Finish upload button to confirm and finally see the image on the page. If you want to see not just the thumbnail but a larger picture, click on the image you wish to see and a new window will be opened with the complete image. If you want to change an image, click on the Change option below the image and repeat the upload process explained above in this step. IMPORTANT The system will only accept image files no bigger than 150 kilobytes. Any image higher than this will automatically be rejected by the system and shall promptly inform you through an alert icon. To decrease your image file’s size, any photo editor may be used. For those who do not have a photo editor, a photo editor file has been supplied together with this E-Awards Manual CD-ROM. III. How to View an Entry for the Awards Program STEP ONE: GO TO THE E-AWARDS SECTION To view an entry for the E-Award Program, go to the E-Awards section by clicking in the E-Awards option at the right sidebar of the www.philjaycees.com home page (See Red Arrow). The only changeable record here is the “Navigator” button, a drop-down menu (See Red Arrow). These will help you go trough all the pages of the scrapbook. Background In September 2000, at the United Nations (UN) Millennium Summit, world leaders agreed to a set of time bound and measurable goals and targets for combating poverty, hunger, disease, illiteracy, environmental degradation and discrimination against women. JCI PHILIPPINES E-AWARDS MANUAL 2006 30 Placed at the heart of the global agenda, they are now called the Millennium Development Goals (MDGs) and are consisted of eight topics: 1. 2. 3. 4. 5. 6. 7. 8. In this context, the world is making progress toward the MDGs, but it is uneven and too slow. A large majority of nations will reach the MDGs only if they get substantial support – advocacy, expertise and resources - from outside such as NonGovernmental Organizations (NGOs) like JCI. Thus, as the result of the 2003 JCI-UN Leadership Summit held at UN Headquarters itself in New York, JCI took over the responsibility to also contribute to the efforts of UN and presented a resolution supporting the UN MDGs, which is the main program put into practice by the Office of UN Secretary General Kofi Annan. II. The Eight Categories Eradicate extreme poverty and hunger Achieve universal primary education Promote gender equality and empower women Reduce child mortality Improve maternal health Combat HIV/AIDS, malaria and other diseases • • • Reduce by half the proportion of people living on less than a dollar a day; Reduce by half the proportion of people who suffer from hunger. Ensure that all boys and girls complete a full course of primary schooling. • Eliminate gender disparity in primary and secondary education preferably by 2005, and at all levels by 2015. Reduce by two thirds the mortality rate among children under five. Reduce by three quarters the maternal mortality ratio. Halt and begin to reverse the spread of HIV/AIDS; Halt and begin to reverse the incidence of malaria and other major diseases. Integrate the principles of sustainable development into country policies and programs; reverse loss of environmental resources; Reduce by half the proportion of people without sustainable access to safe drinking water; Achieve significant improvement in lives of at least 100 million slum dwellers, by 2020. Develop further an open trading and financial system that is rule-based, predictable and non-discriminatory. B.1 Outstanding JCI Chapter President The Outstanding JCI Chapter President Award is given to a JCI Local Organization president in recognition of outstanding leadership in promoting and contributing to the interests of his or her local organization in each of the following membership categories: (B.1a) 25 to 45 members, (B.1b) 46 to 75 members, and (B.1c) more than 75 members. Criteria Civic and governmental involvement Evidence of continued adherence to the JCI Creed Personal involvement in programs to develop young people Evidence of continued support for the JCI movement B.3 Points 25 25 25 25 Most Outstanding JCI Trainer The Most Outstanding JCI Trainer Award is bestowed to a JCI University-recognized trainer (PRIME Graduate, CLT, CNT, NG, NTF, IG, ITF, as well as JCI-certified trainers for various JCI programs), in recognition of his or her outstanding work in uplifting the programs of JCI University and the JCI Philippines National Training Commission. Achievements in this field should primarily involve training as it relates to JCI, although non-JCI training may also be cited, for as long as it contributes to the overall public image of JCI. Criteria Innovation in Training Program concept developed Scope and relevance of Training as it relates to JCI Quality and appearance of Training Program Outlines Technical merit of the presentation techniques Furtherance of the aims of Individual Development Participation of, and benefits to members, Local and National Organization Contribution to the public image of JCI Leadership JCI PHILIPPINES E-AWARDS MANUAL 2006 Points 20 15 15 15 10 15 10 33 B.4 Most Outstanding JCI Member The Most Outstanding JCI Member Award is presented to a JCI Member who has been affiliated with his JCI Local Organization in good standing with JCI Philippines for not less than eighteen (18) months, excluding currently elected national officers of JCI Philippines, appointed national officers of the JCI Philippines Executive Committee, and currently elected and appointed officers of Junior Chamber International, who has done the most to promote the organization by making an outstanding contribution toward its development internationally. González Memorial Award The Joaquin V. González Memorial Award, created in honor of the 3rd JCI Philippines National President and first JCI Senator who gave his life in the service of JCI, is awarded posthumously to an individual upon the recommendation of the JCI Philippines National President. The plaque is presented to the chief delegate representing the national organization to which the individual was affiliated. This award will be presented ONLY at the JCI Philippines National Convention and the JCI World Congress. Judging: In this category, judging will be based upon the recommendation of the JCI Philippines National President. JCI PHILIPPINES E-AWARDS MANUAL 2006 34 Group C: JCI Special Awards C.1 First-Timers Program The First-Timers Program Award is conferred exclusively to new JCI Members from National Organizations in good standing with JCI, who are attending as official delegates either to the JCI Asia-Pacific Conference or the JCI World Congress for the first time. The mechanics of this award varies from host chapter to host chapter and is only conducted during international conferences. Entries are not required for this award. C.2 “Best of the Best” JCI Local Organization Project The “Best of the Best” JCI Local Organization Project Award is awarded in recognition of the best local project, among the award winners of the year. Entries are not required for this award. Upon completion of judging of all awards under Group A, C, and D, a committee comprised of at least one judge from each subcommittee, shall review the award-winning entries to select the "Best Local Project of the Year." The winners of all awards listed for this year will automatically become the entries for this award. The entries will be judged on the following: Criteria General Planning and Execution Financial Management and Budgeting Participation by members Benefits (based on objectives of the project) Supporting Material C.3 Points 20 20 10 40 20 Asia-Pacific Development Council Training Program Award At the JCI Asia-Pacific Conferences, the Asia-Pacific Development Council Training Program Award is presented by the JCI Asia-Pacific Development Council in recognition of the most outstanding National Organization project in the area of training. This is exclusively given during the said conferences only. At the JCI Philippines National Convention, a similar award with the same name is conferred to a JCI Local Organization’s outstanding ORIGINAL training program, with the purpose of either assisting new JCI Local Organizations (or foreign National Organizations), or reviving fading JCI Local Organizations (or foreign National Organizations). Criteria Points Survey of need and pre-course preparation 10 Originality of course 10 Role of program in overall training of Local/National Organization 15 Member involvement in development of program 10 Clarity of presentation which includes notes, presentation and 20 documentation of program, including session notes Clarity of construction in terms of achieving a positive result as a 25 training course Distribution and marketing program 10 The winning entry shall be adopted by JCI Philippines as an official entry of the same category to the JCI Asia-Pacific Conference, which carries with it a US$1,000.00 prize. The said prize shall be divided equally between JCI Philippines and the winning JCI Local Organization. JCI PHILIPPINES E-AWARDS MANUAL 2006 35 Group D: JCI Philippines Special Awards D.1 Outstanding JCI Local Organization The Outstanding JCI Local Organization Award is given to a JCI Local Organization in recognition of in recognition of the most outstanding JCI Local Organization of JCI Philippines in each of the following membership categories: (E.1a) 25 to 45 members, (E.1b) 46 to 75 members, and (E.1c) more than 75 members. Cruz II, when a need to effectively maintain a system of monitoring and encouraging chapter efficiency arose. Then christened “The 100% Efficiency Awards,” the concept was adopted from the Junior Chamber International’s system of assigning points to National Organizations who have promptly submitted the required documents to the world headquarters. In 1996, JCI Philippines National Secretary-General Joselito P. Caballero felt that the basis of the previous years’ efficiency points system was too limited and expanded the scope of the awards by including a number of other reports required by the National Headquarters. The name was then changed to “JCPEA” (and later, in 2004, “JCI-PEA”). Since then, this ranking system has been incorporated as a key element in the determination of outstanding JCI local organizations on a yearly basis.
